Eine zentrale Problematik in der Analyse von Katastrophen liegt darin, dass sich katastrophale Ereignisse nur schwer in ihrem Entstehen beobachten lassen, da sie kaum prognostizierbar sind und sich aus diesem Grund oft einer direkten Beobachtung entziehen. Dies trifft erkennbar auf technische Unfälle zu, aber natürlich auch auf katastrophale Ereignisse abseits technischer Systeme – und dies obgleich der überwiegenden Mehrheit solcher Ereignisse eine relativ lange Inkubationszeit vorausgeht (Turner 1976, 1978; Vaughan 1996). Aber auch ungeachtet dieser Problematik ließe sich zurecht fragen, wie gut sich Finanzkrisen, Flugzeugabstürze oder das Versagen polizeilicher Ermittlungen der Position einer singulären Beobachterin oder eines singulären Beobachters erschließen.

As part of the digitization, the role of artificial systems as new actors in knowledge-intensive processes requires to recognize them as a new form of knowledge bearers side by side with traditional knowledge bearers, such as individuals, groups, organizations. By now, artificial intelligence (AI) methods were used in knowledge management (KM) for knowledge discovery, for the reinterpreting of information, and recent works focus on the studying of different AI technologies implementation for knowledge management, like big data, ontology-based methods and intelligent agents [1]. However, a lack of holistic management approach is present, that considers artificial systems as knowledge bearers. The paper therefore designs a new kind of KM approach, that integrates the technical level of knowledge and manifests as Neuronal KM (NKM). Superimposing traditional KM approaches with the NKM, the Symbiotic Knowledge Management (SKM) is conceptualized furthermore, so that human as well as artificial kinds of knowledge bearers can be managed as symbiosis. First use cases demonstrate the new KM, NKM and SKM approaches in a proof-of-concept and exemplify their differences.
A growing number of business processes can be characterized as knowledge-intensive. The ability to speed up the transfer of knowledge between any kind of knowledge carriers in business processes with AR techniques can lead to a huge competitive advantage, for instance in manufacturing. This includes the transfer of person-bound knowledge as well as externalized knowledge of physical and virtual objects. The contribution builds on a time-dependent knowledge transfer model and conceptualizes an adaptable, AR-based application. Having the intention to accelerate the speed of knowledge transfers between a manufacturer and an information system, empirical results of an experimentation show the validity of this approach. For the first time, it will be possible to discover how to improve the transfer among knowledge carriers of an organization with knowledge-driven information systems (KDIS). Within an experiment setting, the paper shows how to improve the quantitative effects regarding the quality and amount of time needed for an example manufacturing process realization by an adaptable KDIS.
The will of the masses

This article describes the way of Conrado Balweg from the Tingguian-tribe in the Cordillera mountains/Philippines, who was educated in Catholic seminaries, entered a missionary congregation, was ordained priest and joined the communist insurgency New People’s Army. There he quickly attained the rank of a political officer and military commander. Balweg held teachings on Marxism in remote villages, he organized several ambushes on government troops and conducted people’s courts against traitors. Over time he developed a special indigenous Maoism and broke away from the party-line and, which was the reason why he was killed by the NPA in 1999. In a contextualized biographical portrait we track the question: How did Maoist thought become part of Balweg’s conviction? As a hypothesis we assumed, that Maoist thought was integrated in Catholic tenets (e.g. interpreting God’s will as the will of the masses). After a close analysis of intellectual backgrounds and political events it turned out, that Maoist ideology superseded religious motives instead. This is crucial to understand if violence was justified in the name of God or in the name of the people.
This book brings together case studies dealing with historical as well as recent phenomena in former socialist nations, which testify the transfer of knowledge about religion and atheism. The material is connected on a semantic level by the presence of a historical watershed before and after socialism as well as on a theoretical level by the sociology of knowledge. With its focus on Central and Eastern Europe this volume is an important contribution to the research on nonreligion and secularity.
The collected volume deals with agents and media within specific cultural and historical contexts. Theoretical claims and conceptions by single agents and/or institutions in which the imparting of knowledge about religion and atheism was or is a central assignment, are analyzed. Additionally, procedures of transmitting knowledge about religion and atheism and of sustaining related institutionalized norms, interpretations, roles and practices are in the focus of interest.
The book opens the perspective for the multidimensional and negotiating character of legitimation processes, being involved in the establishment or questioning of the institutionalized opposition between religion and atheism or religion and science.
Rankings have grown in importance in the last decades. This is particularly evident in, but not limited to, academia. In this paper, we propose a power analytical take on academic rankings as a transnational(izing) phenomenon. In doing so, we make two contributions. First, we develop a conceptual definition of rankings as consecratory institutions. After providing an overview of the most prominent types of rankings in the academic field and discussing the different forms they can take, we suggest that rankings operate through subjectivation, zero-sum comparisons, quantification, publication and generating a doxical belief. Second, we propose that rankings fulfil a strategic double function. As a particularly momentous consecratory institution, rankings propel power shifts in the academic field and beyond by preferring (and being pushed by) specific academic milieus, types of agents, paradigms, and strategies. As a dispositif, rankings operate at the intersection of different fields, open academic fields up for a lay audience and advance processes of transnationalization by facilitating new modes of governance for hubs of state institutions, private corporations, media corporations, and data providers. Concluding, we argue that the consecration and dispositif functions rely on some basic principles of the practical functioning of rankings.

In diesem Artikel werden die Voraussetzungen für eine erfolgreiche Digitalisierung der öffentlichen Verwaltung diskutiert. Dabei liegt der Fokus auf den internen Verwaltungsprozessen sowie auf der Kommunikation und Koordination innerhalb und zwischen Behörden. Zur richtigen Anlage eines digitalen Organisationswandels sind vor allem das Personalmanagement, die Organisationsform des Veränderungsprozesses sowie der Technologieeinsatz von zentraler Bedeutung.
