Genossenschaften wirken auf manche wie ein angestaubtes Relikt aus der Vergangenheit. Das eingetrübte Image überrascht. Denn Genossenschaften haben sich immer wieder als besonders krisenfest erwiesen und längst auch als erfolgreiches Zukunftsmodell entpuppt. Der stetige Zuwachs an Neugründungen, die steigenden Mitgliederzahlen und die ständige Ausweitung der Aktionsfelder bestätigen die hohe Attraktivität. Dem entspricht eine enorme Einsatzbreite der Genossenschaftsidee. Sie reicht von Agrargenossenschaften über Produktionsgenossenschaften in Handel, Handwerk und Gewerbe bis hin zu sehr modernen Bereichen etwa der neuen Informations- und Kommunikationstechnologien. In all diesen und vielen anderen Segmenten finden sich variantenreiche genossenschaftliche Gestaltungsoptionen nach Maximen wie Selbsthilfe, Solidarität, Bürgerengagement, Partizipation, Mitglieder- und Gemeinwohlorientierung. Inzwischen lockt die hohe Anziehungskraft der Genossenschaftsidee auch die Kommunen. Angestoßen durch gesetzgeberische Impulse erleben die Genossenschaften auf der kommunalen Ebene derzeit bundesweit einen richtigen Aufschwung. Die Aufwertung erweitert die Überlegungen zur Gewährleistung und Optimierung kommunaler Leistungserbringung um eine wichtige Gestaltungsvariante, nimmt aber den Kommunen die Auswahlentscheidung nicht ab. Denn wie bei allen Organisationsentscheidungen ist vor dem Rückgriff auf genossenschaftliche Organisationsformen in jedem Einzelfall eine nüchterne aufgaben-, sach- und situationsbezogene Vergleichsanalyse geboten, die den Entscheidungsträgern spezifische Kenntnisse und detaillierte Fachkompetenz abverlangt. Die 19. Fachtagung des KWI diskutiert rechtliche Rahmenbedingungen und normative Direktiven, praktische Erfahrungen, Einsatzfelder, Erfolgsbedingungen und Fallstricke in der Praxis.
Im Jahr 2013 jährte sich zum 100. Mal der „Freideutsche Jugendtag“ auf dem Hohen Meißner. Am Rande dieses historischen Treffens, das als erste große Manifestation der „Deutschen Jugendbewegung“ gilt, kam es zu antisemitischen Ausfällen. In der Folge entstand erstmals ein „völkischer Flügel“ der Jugendbewegung. Nach dem Ersten Weltkrieg gerieten weite Teile der Jugendbewegung, die sich nun als „Bündische Jugend“ begriff, in nationalistisches Fahrwasser und ließen sich für rechtsextreme Politik mobilisieren. 1933 in die Illegalität gezwungen, wandte sich die Mehrheit der seit 1945 wieder- oder neubegründeten Bünde und Verbände zwar der demokratischen Gesellschaft zu, rechtsextreme Jugendgruppen und Publizisten versuchten aber wiederholt, das jugendbewegte Erbe zu vereinnahmen. Der Sammelband wird das Spannungsfeld zwischen Jugendbewegung, Nationalismus und Antisemitismus ausleuchten, wobei erstmals auch jüngere bis jüngste Erscheinungen in den Blick genommen werden.

This infrastructure includes components, which might be too expensive for an ordinary research environment, such as servers with up to 64 cores. The offerings address researchers particularly from but not limited to the areas of computer science and business information systems. Main areas of research include cloud computing, parallelization, and In-Memory technologies.

Critics argue that there has been a trend among Microfinance Institutions (MFI) to focus on profitability in order to stay financially sustainable. This made some institutions neglect the social mission of microfinancing. In this paper I intend to examine if empirical evidence supports this so called mission drift hypothesis as well as other claims in this context. Using the global panel data set of the MIX (Microfinance Information Exchange), which gathers from 1995 to 2010 and contains up to 1400 institutions with a high variety of organizational forms, I was able to identify a world-wide mission drift effect in their social goal of reaching out the poorest part of the population. Furthermore, I find that, on average, the outreach of an MFI has a significant negative influence on its short and long term financial performance. Despite that, I eventually proved that the probability that an MFI worsens its social performance substantially increases if its profitability has decreased in the previous years.

Bürgerbeteiligungsverfahren auf lokaler Ebene sollen die Mitwirkungschancen der BürgerInnen vergrößern. Auf Landkreisebene werden diese bislang wenig genutzt. Dies verwundert kaum, denn die Identifikation der BürgerInnen mit dieser administrativen Ebene ist deutlich geringer als mit ihren Gemeinden. Das fehlende Wissen über Zuständigkeiten verstärkt diesen Effekt. Als einer der ersten deutschen Landkreise führte der Landkreis Mansfeld-Südharz (Sachsen-Anhalt) in den Jahren 2012-2013 ein Bürgerhaushaltsverfahren durch. Dieses Gutachten dient der Evaluation dieses demokratischen Experiments. Dabei sollen Vorschläge zu dessen möglicher Weiterführung gemacht werden. Die vom Gutachter geführten Interviews mit Kreistagsmitgliedern und Führungskräften der Kreisverwaltung zeigten eine generell positive Einschätzung des Bürgerhaushalts und die weit verbreitete Bereitschaft, dieses Experiment fortzusetzen. Im Gutachten werden drei unterschiedliche Szenarien für eine mögliche Fortsetzung des Bürgerhaushalts im Landkreis entwickelt. Das „Weiter so“-Szenario mit viel Kontinuität, die Entwicklung eines Bürgerhaushalts in Kooperation mit der organisierten Zivilgesellschaft oder eines Bürgerhaushalts der interkommunalen Zusammenarbeit.
Dieses Buch bietet eine Einführung in das Produktionsmanagement in kommentierter Form. Der erste Teil des Buches gibt einen einführenden Überblick über grundlegende Begriffe der Produktionswirtschaft und systematisiert Produktionsfaktoren, Produktionssysteme und Produkte. Im zweiten Teil geht es um strategische Aspekte des Produktionsmanagements, wie Standortwahl und Produktstrategie, sowie um die Festlegung des Produktionsprogramms. Teil 3 behandelt mit der Gestaltung des Produktionssystems und menschlicher Arbeit die Potenzialfaktoren der Produktion. Gegenstand des vierten Teils ist die Versorgung der Produktion mit dem benötigten Material. Hier werden Fragen der Materialbedarfsermittlung, der Beschaffung und der Lagerhaltung beleuchtet. Im fünften Teil werden relevante Konzepte der operativen Produktionsplanung und -steuerung vorgestellt und die besonderen Planungsprobleme in der Einzel-, Auftrags- und Variantenfertigung betrachtet. Im Fokus des sechsten Teils steht die Serien- und Massenfertigung.
Dieses Buch bietet eine Einführung in das Informationsmanagement in kommentierter Form. Es richtet sich in erster Linie an Studierende der Betriebswirtschaftslehre und der Wirtschaftsinformatik.
Der erste Teil des Buches gibt einen einführenden Überblick über die grundlegende Begriffe und Ansätze des Informationsmanagements. Es wird ein Modell des Informationsmanagements vorgestellt, auf dessen Basis die Aufgaben des Informationsmanagements in den folgenden Kapiteln vertieft werden. Der zweite Teil widmet sich der Informationswirtschaft und behandelt Informationsnachfrage und -angebot. Im dritten Teil des Buches werden die betrieblichen Informationssysteme mit ihren grundlegenden Bausteinen Daten und Prozesse thematisiert. Im Februar 1777 lobte die Ökonomische Gesellschaft zu Bern einen Preis von 100 Louis d’Or aus für den besten Vorschlag eines umfassenden Kriminalgesetzes. Das Preisgeld kam aus dem Kreis der französischen Aufklärer. Eine Hälfte stammte vermutlich von dem Pariser Parlamentsadvokaten Elie de Beaumont, der sich in den Justizaffären um Jean Calas und Pierre Paul Sirven einen Namen gemacht hatte. Die andere Hälfte hatte Voltaire beigesteuert, der das Geld von Friedrich II. von Preussen erhalten hatte. Das Preisausschreiben war ein großer Erfolg. Neben zahlreichen unbekannten Juristen beteiligten sich eine Reihe bekannter Persönlichkeiten, von denen hier nur die späteren Revolutionäre Marat, Brissot de Warville sowie die deutschen Strafrechtsprofessoren Quistorp und Gmelin genannt seien. Die historische Bedeutung des Berner Preisausschreibens liegt darin, dass es die bis dato vorwiegend programmatische Debatte um die Strafrechtsreform in eine praktische Phase überleitete. Es trat eine Welle praktischer Reformschriften los, in denen die Forderungen von Thomasius, Montesquieu und Beccaria umgesetzt wurden. Entscheidend dafür war, dass es mittels des Preisausschreibens gelang, eine große Zahl juristischer Experten zu aktivieren, die neben dem Reformwillen auch über das Fachwissen verfügten, das für die Entwicklung eines neuen Strafrechts erforderlich war. Von den 46 eingesendeten Preisschriften sind neun im Druck überliefert. Sechsundzwanzig befinden sich in Manuskriptform im Archiv der Ökonomischen Gesellschaft zu Bern. Der vorliegende Band versammelt die Transkriptionen von sieben manuskriptförmig überlieferten Preisschriften. Vier sind in französischer und drei in deutscher Sprache verfasst. Eine Preisschrift stammt von dem Genfer Jakobiner Julien Dentand, eine andere von dem deutschen Publizisten Johann Wolfgang Brenk. Die Autoren der übrigen fünf Manuskripte sind unbekannt. Die transkribierten Preisschriften sind Teil der quellenmäßigen Basis einer Untersuchung des strafrechtlichen Denkens im späten 18. Jahrhundert. Diese erscheint demnächst in den Studien zur Europäischen Rechtsgeschichte (Christoph Luther: Aufgeklärt strafen. Menschengerechtigkeit im 18. Jahrhundert).
Die Tränen des Henri Quatre

Der vorliegende zweite Band mit Texten aus dem Nachlass von Dieter Adelmann (1936–2008) macht eine der letzten Arbeiten, die ihr Verfasser anlässlich seines 70. Geburtstags aus der Hand gegeben hat, für ein breites Publikum zugänglich. Der Essay bildet dabei einen Abschluss von Adelmanns ersten, im weitesten Sinne philosophischen Publikationen, die nach der Doktorarbeit (Bd. 1 der Nachlasspublikationen) entstanden sind. Ausgehend von einer Beobachtung in Heinrich Manns epochaler Doppelromanbiografie des navarresisch-französischen protestantischen Königs Henri IV. untersucht Adelmann die Tränen- und Todesmetaphorik in dem Romanwerk aus den 1930er Jahren. Von hier aus wird eine Brücke zur literaturwissenschaftlichen Ästhetik und Erkenntnistheorie Walter Benjamins geschlagen, mit der sich Adelmann bereits in seinen Arbeiten zur Politkunst Klaus Staecks beschäftigt hatte. Dabei deckt der Verfasser Fehlinterpretationen der Benjaminschen Theorien durch dessen Freund und Nachlassverwalter Theodor W. Adorno auf.
Ökonomen wie Wirtschaftspolitiker berufen sich auf die Neutralitätstheorie des Geldes, wenn sie eine Entpolitisierung der Geldpolitik fordern. Sowohl die Theorie der Geldneutralität als auch das Paradigma der Entpolitisierung der Geldpolitik sind jedoch problematisch. Die politökonomischen Entwicklungen nach der globalen Finanz- und Wirtschaftskrise 2007/2008 und die jüngsten Kontroversen über die Rolle und Bedeutung von Geld haben dies deutlich vor Augen geführt. Die vorliegende Arbeit diskutiert zunächst die konzeptionellen Grundlagen und theoretischen Modelle der Geldneutralität. Anschließend werden die zentralen theoretischen Annahmen und Aussagen der Neutralitätstheorie aus einer kritischen heterodoxen Perspektive hinterfragt. Es wird argumentiert, dass Geld eine nicht-neutrale Produktionskraft ist, die weder ökonomisch noch sozial neutral ist. Die Bedingungen, unter denen Geld verfügbar ist und zirkuliert, sind richtungsweisend für die ökonomische Entwicklung. Daher kann es auch kein neutrales Geld oder gar eine apolitische Geldpolitik geben.
Cloud security mechanisms

Cloud computing has brought great benefits in cost and flexibility for provisioning services. The greatest challenge of cloud computing remains however the question of security. The current standard tools in access control mechanisms and cryptography can only partly solve the security challenges of cloud infrastructures. In the recent years of research in security and cryptography, novel mechanisms, protocols and algorithms have emerged that offer new ways to create secure services atop cloud infrastructures. This report provides introductions to a selection of security mechanisms that were part of the "Cloud Security Mechanisms" seminar in summer term 2013 at HPI.
Der vorliegende Text gibt eine Bestandserhebung der bisher stattgefundenen Aktivitäten im E-Learning an der Universität Potsdam wieder, andererseits dient er auch dazu, Potenziale zu sichten und in einem nächstem Schritt daraus Ideen und Vorschläge für eine hochschulweite E-Learning-Strategie abzuleiten. Zielsetzung der Bestandsaufnahme ist es, die relevanten Informationen darzustellen, über den Platz der Universität Potsdam in der hochschulischen E-Learning-Landschaft zu orientieren und den Stand der Entwicklung zu bewerten.
Die vorliegende Veröffentlichung gibt die Ergebnisse einer Befragung von 1247 Studierenden der Universität Potsdam zu deren Mediennutzungsgewohnheiten wieder. Von besonderem Interesse war die Nutzung digitaler Medien im Kontext des Studiums. Die Untersuchung basiert auf einer Reihe gleichartiger Forschungsarbeiten des Karlsruher Instituts für Technologie (KIT), die an mehreren deutschen Hochschulen durchgeführt wurde.
Durch die immer stärker werdende Flut an digitalen Informationen basieren immer mehr Anwendungen auf der Nutzung von kostengünstigen Cloud Storage Diensten. Die Anzahl der Anbieter, die diese Dienste zur Verfügung stellen, hat sich in den letzten Jahren deutlich erhöht. Um den passenden Anbieter für eine Anwendung zu finden, müssen verschiedene Kriterien individuell berücksichtigt werden. In der vorliegenden Studie wird eine Auswahl an Anbietern etablierter Basic Storage Diensten vorgestellt und miteinander verglichen. Für die Gegenüberstellung werden Kriterien extrahiert, welche bei jedem der untersuchten Anbieter anwendbar sind und somit eine möglichst objektive Beurteilung erlauben. Hierzu gehören unter anderem Kosten, Recht, Sicherheit, Leistungsfähigkeit sowie bereitgestellte Schnittstellen. Die vorgestellten Kriterien können genutzt werden, um Cloud Storage Anbieter bezüglich eines konkreten Anwendungsfalles zu bewerten.
These lecture notes are intended as a short introduction to diffusion processes on a domain with a reflecting boundary for graduate students, researchers in stochastic analysis and interested readers. Specific results on stochastic differential equations with reflecting boundaries such as existence and uniqueness, continuity and Markov properties, relation to partial differential equations and submartingale problems are given. An extensive list of references to current literature is included. This book has its origins in a mini-course the author gave at the University of Potsdam and at the Technical University of Berlin in Winter 2013.
A vector error correction model for the relationship between public debt and inflation in Germany

In the paper, the interaction between public debt and inflation including mutual impulse response will be analysed. The European sovereign debt crisis brought once again the focus on the consequences of public debt in combination with an expansive monetary policy for the development of consumer prices. Public deficits can lead to inflation if the money supply is expansive. The high level of national debt, not only in the Euro-crisis countries, and the strong increase in total assets of the European Central Bank, as a result of the unconventional monetary policy, caused fears on inflating national debt. The transmission from public debt to inflation through money supply and long-term interest rate will be shown in the paper. Based on these theoretical thoughts, the variables public debt, consumer price index, money supply m3 and long-term interest rate will be analysed within a vector error correction model estimated by Johansen approach. In the empirical part of the article, quarterly data for Germany from 1991 by 2010 are to be examined.
2013 jährte sich das Inkrafttreten der Europäischen Menschenrechtskonvention zum 60. Mal. Seit ihrem Bestehen hat die Konvention insbesondere durch den auf ihrer Grundlage gegründeten Gerichtshof den Schutz der Menschenrechte in Europa wesentlich gestärkt. Mit ihren mittlerweile 47 Vertragsparteien ist sie zu einem gesamteuropäischen Grundrechtsschutzsystem geworden, dessen Akzeptanz sich nicht zuletzt an den in den vergangenen Jahren rasant gestiegenen Fallzahlen zeigt. Dennoch steht die EMRK auch in der Zukunft vor besonderen Herausforderungen. Dieser Band stellt den Versuch einer Bilanz der vergangenen 60 Jahre dar und enthält die Beiträge der Vortragenden des Workshops „60 Jahre Europäische Menschenrechtskonvention – die Konvention als ‚living instrument‘“, der anlässlich des Jubiläums durch das MenschenRechtsZentrum der Universität Potsdam veranstaltet wurde. Schwerpunktmäßig beschäftigen sich die Beiträge mit der Rechtsfortbildung durch den EGMR, insbesondere mittels einer dynamischen Auslegung der Konvention, der konstitutionellen Dimension der EMRK, der Durchsetzung seiner Urteile sowie dem Reformbedarf aufgrund gestiegener Arbeitsbelastung.
