We study the dynamics of four wave interactions in a nonlinear quantum chain of oscillators under the "narrow packet" approximation. We determine the set of times for which the evolution of decay processes is essentially specified by quantum effects. Moreover, we highlight the quantum increment of instability.
In this short essay, the Alexander von Humboldt scholar Kurt-R. Biermann (1919-2002) shed some light on the relationship between the famous conservative Austrian statesman Prince Metternich and the liberal Prussian scientist Alexander von Humboldt. It is one of the old legends that Humboldt and Metternich had studied together in Göttingen. They first met 1807 in Paris and corresponded in the most polite manner basically on one common field of interest, namely the promotion of the sciences.
Für ein Voranschreiten der deutschen Realität : ein Plädoyer für verantwortungsvollen Pragmatismus

Galt vor 1990 das ungeschriebene Gesetz, dass 1948/49 die Bundesrepublik nicht als Staat auf der Suche nach einer eigenen Außenpolitik, sondern als Ergebnis amerikanischer Außenpolitik auf der Suche nach einem Staat gegründet wurde, stellt Deutschland heute immer weniger ein Stück Amerika mitten in Europa dar. Die neue „Berliner Realität“ beinhaltet also die Tatsache, dass Deutschland nicht mehr Objekt der weltgeschichtlichen Situation ist, „sondern auch Subjekt, verantwortlich für weit mehr als das eigene Schicksal“5. Der damit verbundenen Verantwortung kann sich Deutschland nicht entziehen. Es ist deshalb an der Zeit, für einen deutschen Pragmatismus zu plädieren, der weniger von tagespolitischen Erwägungen geprägt sein sollte, sondern mit Werten (wie Verantwortungsbewusstsein und Ehrlichkeit) und Zielen (wie wirtschaftlicher Wohlstand und Sicherheit) unterfüttert werden muss. Daraus ergeben sich außenpolitische Visionen, die das Handeln der Politiker antreiben und legitimieren. Mittelfristig können diese deutschen außenpolitischen Visionen immer mehr mit denen der anderen 24 EU-Mitgliedstaaten verschmelzen, sodass hier tatsächlich eine gewisse Überwindung der Nationalstaaten – aber eben nur innerhalb der EU – zu beobachten wäre. Allerdings würde sich an diese Entwicklung unmittelbar die Frage anschließen, ob die neue europäische Selbstbestimmung nur im Verhältnis zu den USA zu gewinnen, oder ob sie nicht viel weit reichender zu formulieren ist.

In this article we study the geometry associated with the sub-elliptic operator ½ (X²1 +X²2), where X1 = ∂x and X2 = x²/2 ∂y are vector fields on R². We show that any point can be connected with the origin by at least one geodesic and we provide an approximate formula for the number of the geodesics between the origin and the points situated outside of the y-axis. We show there are in¯nitely many geodesics between the origin and the points on the y-axis.

In the spring 2004 issue of WeltTrends, Professor Gunther Hellmann made a „plea for offensive idealism“ and „against the power political resocialization of German foreign policy“. To a long-time outside observer of that foreign policy, this plea is unsurprising, but depressing. In keeping with Professor Hellmann’s own willingness, „notwendige Differenzierungen [zu] vernachlässigen zugunsten einer bewussten Zuspitzung“ I will comment on the aspects of his argument that strike an American colleague as particularly disturbing.
Der hohe Preis der Macht

Through police co-operation, re-admission agreements, and setting up of detention camps, Italy’s immigration policy tries to delocalise border controls between Europe and North Africa. Italian immigration quotas and development aid should induce countries of origin and transit of migrants to tighten their border controls and cooperate with Italy. Development aid is used by the EU in order to exert pressure on other countries, whereas Libya for instance uses transiting refugees as a diplomatic weapon. On the other hand, relations between Italy and North African countries do not focus on human rights violations taking place in some of these countries.
We analyse different Gibbsian properties of interactive Brownian diffusions X indexed by the lattice $Z^{d} : X = (X_{i}(t), i ∈ Z^{d}, t ∈ [0, T], 0 < T < +∞)$. In a first part, these processes are characterized as Gibbs states on path spaces of the form $C([0, T],R)Z^{d}$. In a second part, we study the Gibbsian character on $R^{Z}^{d}$ of $v^{t}$, the law at time t of the infinite-dimensional diffusion X(t), when the initial law $v = v^{0}$ is Gibbsian.
The ellipticity of operators on a manifold with edge is defined as the bijectivity of the components of a principal symbolic hierarchy σ = (σψ, σ∧), where the second component takes value in operators on the infinite model cone of the local wedges. In general understanding of edge problems there are two basic aspects: Quantisation of edge-degenerate operators in weighted Sobolev spaces, and verifying the elliptcity of the principal edge symbol σ∧ which includes the (in general not explicitly known) number of additional conditions on the edge of trace and potential type. We focus here on these queations and give explicit answers for a wide class of elliptic operators that are connected with the ellipticity of edge boundary value problems and reductions to the boundary. In particular, we study the edge quantisation and ellipticity for Dirichlet-Neumann operators with respect to interfaces of some codimension on a boundary. We show analogues of the Agranovich-Dynin formula for edge boundary value problems, and we establish relations of elliptic operators for different weights, via the spectral flow of the underlying conormal symbols.
ANNIS

In this paper, we discuss the design and implementation of our first version of the database "ANNIS" ("ANNotation of Information Structure"). For research based on empirical data, ANNIS provides a uniform environment for storing this data together with its linguistic annotations. A central database promotes standardized annotation, which facilitates interpretation and comparison of the data. ANNIS is used through a standard web browser and offers tier-based visualization of data and annotations, as well as search facilities that allow for cross-level and cross-sentential queries. The paper motivates the design of the system, characterizes its user interface, and provides an initial technical evaluation of ANNIS with respect to data size and query processing.
Deuteration effects on the vibronic structure of the emission and excitation spectra of triangular [4]phenylene (D3h[4]phenylene) were studied using laser-excited Shpolskii spectroscopy (LESS) in an octane matrix at 4.2 K. For correct assignment of the vibrational modes, the experimental results were compared with calculated frequencies (B3LYP/6-31G*). CH vibrations were identified by their characteristic isotopic shifts in the spectra of deuterated triangular [4]phenylenes. Two CC stretching modes, at 100 cm–1 and 1176 cm–1, suitable as probes for bond strength changes in the excited state, were identified. The isotope effect on the internal conversion rates of triangular [4]phenylene was evaluated from measurements of temperature dependent lifetime. Isotope dependency and the magnitude of the internal conversion rates indicate that internal conversion in triangular [4]phenylene is most likely induced by CH vibrations. The results obtained by LESS and lifetime measurements were compared with PM3 PECI calculations of the excited state structure. The theoretical results and the relation between ground and excited state vibration energies of the 1176 cm–1 probe vibration indicate a reduction of bond alternation of the central cyclohexatriene ring in the excited state.
