Global Legitimacy Crises

Global Legitimacy Crises addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.

Die Potsdamer Textbücher sind eine Buchreihe für Lernende und Lehrende an Hoch- und Fachschulen und für alle, die sich für internationale Politik und vergleichende Studien interessieren. Die bieten aktuelle Grundlagentexte, die für das jeweilige Thema als Beiträge zur Debatte zusammengestellt worden sind.
Das Theater ist seit seiner Erfindung durch die Griechen mit dem Politischen und insbesondere mit der Staatsform der Demokratie verbunden. Entsprechend kann das Theater als außerschulischer politischer Lernort zum Besuch mit Schülerinnen und Schülern dienen. Ziel der vorliegenden Publikation ist es, Vorschläge zur unterrichtlichen Bearbeitung von Theaterstücken zu präsentieren, zur Auseinandersetzung mit den politischen Gehalten von theatralen Narrationen in der politischen Bildung wie im fächerübergreifenden Unterricht anzuregen und zum Besuch von Theateraufführungen im Rahmen der politischen Bildung zu ermutigen.

Seit über 30 Jahren hat die Islamische Republik Iran Bestand, doch noch immer dauern Debatten über die Einordnung des Regimes an. Handelt es sich bei dieser theokratischen Republik um ein autoritäres oder totalitäres System oder gar um einen neuartigen Regimetypus islamischer Prägung? In sechs Abschnitten wird hinter den Schleier der Islamischen Republik geblickt. Diese umfassen die Vereinbarkeit von Islam und Staat, die institutionelle Architektur des Systems, Räume politischer Teilhabe, Wirtschaft und Militär, Außenbeziehungen und Regionalmachtsanspruch, die grüne Revolte von 2009 sowie den aktuellen Machtkampf der Eliten. Dazu begeben sich deutsche und iranische Autoren unterschiedlicher Disziplinen auf die Spur eines scheinbar undurchsichtigen iranischen Herrschaftsmodells – das der velāyat-e faqih.

Aufgrund ihrer Vielfalt fällt es schwer, autoritäre Systeme einheitlich zu definieren. In den Beiträgen werden die Unterschiede dieser auf fast allen Kontinenten vorkommenden Regierungsform untersucht. Dazu werden insbesondere ihre Entstehung und soziale Einflüsse wie Kultur und Militär beleuchtet. Von Kuba, nach Weißrussland, Iran und Somalia kann der Leser somit das Phänomen autoritärer Herrschaft und dessen Einflussgrößen nachvollziehen. Das Fehlen einer einheitlichen Definition stellt sich somit nicht als Mangel, sondern als Zugeständnis an die Realität heraus.
Inwieweit sich politische Grenzen als künstlich herausstellen, lässt sich anhand der EU betrachten. Während sie sich im Inneren auflösen, werden die äußeren verstärkt. Daher stehen im vorliegenden Lehrtext neben den generellen und europäischen “Grenz-” Betrachtungen auch osteuropäische, insbesondere polnische Standpunkte und Erfahrungen im Zentrum der Betrachtung. Gerade das Verhältnis zu Deutschland zeigt hierbei, wie eine “künstliche Linie” auch ein Ort des Zusammenkommens sein kann.
Im Nachklang der napoleonischen Kriege befreite sich Süd- und Mittelamerika von der kolonialen Herrschaft. Welche Einflussgrößen von da an die Staatlichkeit in diesem Gebiet geprägt haben, wird hier geklärt. Insbesondere die Rolle des Militärs, der Gewalt, der Guerilla und der USA als argwöhnischer Statthalter des Kontinents stehen im Zentrum der umfassenden Beiträge dieses Sammelbandes. So werden die Entwicklung und der Status quo politischer Herrschaft in Lateinamerika dargestellt, was Vorhersagen zu deren Zukunft ermöglicht.
Anthropocene has become an environmental buzzword. It denotes a new geological epoch that is human?dominated. As mounting scientific evidence reveals, humankind has fundamentally altered atmospheric, geological, hydrological, biospheric, and other Earth system processes to an extent that the risk of an irreversible system change emerges. Human societies must therefore change direction and navigate away from critical tipping points in the various ecosystems of our planet. This hypothesis has kicked off a debate not only on the geoscientific definition of the Anthropocene era, but increasingly also in the social sciences. However, the specific contribution of the social sciences disciplines and in particular that of political science still needs to be fully established.
This edited volume analyzes, from a political science perspective, the wider social dynamics underlying the ecological and geological changes, as well as their implications for governance and politics in the Anthropocene. The focus is on two questions: (1) What is the contribution of political science to the Anthropocene debate, e.g. in terms of identified problems, answers, and solutions? (2) What are the conceptual and practical implications of the Anthropocene debate for the discipline of political science?
Overall, this book contributes to the Anthropocene debate by providing novel theoretical and conceptual accounts of the Anthropocene, engaging with contemporary politics and policy-making in the Anthropocene, and offering a critical reflection on the Anthropocene debate as such. The volume will be of great interest to students and scholars of political science, global environmental politics and governance, and sustainable development.

Das Ende des Kalten Krieges brachte keine Ära des Friedens. Dabei hätte es ermöglicht, der Menschheitsgeschichte eine positive Wendung zu geben. Im „Neuen Denken“ waren deren Umrisse angelegt: Der mit nuklear-strategischen Waffen geführte Krieg hätte die Menschheit vernichtet. Es gibt nur noch gleiche und gemeinsame Sicherheit für alle Seiten oder keine. Im Westen wurde das „Neue Denken“ jedoch als Moment des Scheiterns des Realsozialismus angesehen, nicht als Chance. In diesem Band wird präsentiert, was in der DDR bis 1990 dazu konzeptionell entwickelt wurde.

The Transformation of Citizenship addresses the basic question of how we can make sense of citizenship in the twenty-first century. These volumes make a strong plea for a reorientation of the sociology of citizenship and address serious threats of an ongoing erosion of citizenship rights. Arguing from different scientific perspectives, rather than offering new conceptions of citizenship as supposedly more adequate models of rights, membership and belonging, they deal with both the ways citizenship is transformed and the ways it operates in the face of fundamentally transformed conditions.
This volume Political Economy discusses manifold consequences of a decades-long enforcement of neo-liberalism for the rights of citizens. As neo-liberalism not only means a new form of economic system, it has to be conceived of as an entirely new form of global, regional and national governance that radically transforms economic, political and social relations in society. Its consequences for citizenship as a social institution are no less than dramatic. Against the background of both manifest and ideological processes the book looks at if citizenship has lost the basis it has rested upon for decades, or if the institution itself is in a process of being fundamentally transformed and restructured, thereby changing its meaning and the significance of citizens’ rights. This book will appeal to academics working in the field of political theory, political sociology and European studies.

This volume Boundaries of Inclusion and Exclusion examines the many different and newly emerging ways in which citizenship refers to spatial, symbolic and social boundaries. Today, in the context of citizenship we face processes of inclusion and exclusion on national and supranational level but no less on the level of groups and individuals. The book addresses these different levels and discusses processes of inclusion and exclusion with regard to spatial, social and symbolic boundaries referring to such different problems as political participation, migration, or identity with regard to religion or the EU. The contributions to this volume Politics, Social Movements and Extremism take serious the fact that populism is a symptom of the crisis of representation that is affecting parliamentary democracy. Right-wing populism skyrocketed to electoral success and is now part of the government in several European countries, but it also shaped the Brexit campaign and the US presidential election. In Southern Europe, left-wing populism transformed the classical two parties systems into ungovernable three fractions parliaments, whereas in Latin America it still presents an instable alternative to liberal democracy.
The varying consequences of populist mobilisation so far consist in the maceration of the established borders of political culture, the distortion of legislation concerning migrants and migration, and the emergence of hybrid regimes bordering on and sometimes leaning towards dictatorship. Yet, in order to understand populism, innovative research approaches are required that need to be capable of overcoming stereotypes and conceptual dichotomies which are deeply rooted in the political debate.
The chapters of this volume offer such new theoretical strategies for inquiring into the multi-faceted populist phenomenon. The chapters analyse its language, concepts and its relationship to social media in an innovative way, draw the con -tours of left- and right-wing populism and reconstruct its shifting delimitation to
political extremism.
