Der optimale Umfang staatlicher Aufgaben wird im Rahmen der normativen Theorie der Staatsaufgaben diskutiert. In diesem explorativen Beitrag wird vorgeschlagen, die Reputation der Marke des demokratischen Staates als wesentlichen Einflussfaktor bei der Bestimmung der Staatsaufgaben einzuführen. Inhalt: 1. Der Artikel stellt grundlegende Aspekte der Steuerung von öffentlichen Unternehmen und damit verbundenen Herausforderungen dar. Zu diesem Zweck wird der zentrale Begriff der Untersteuerung sowie die Ursachen und Folgen betrachtet. Auf den ersten Blick scheint das kleine märkische Quappendorf nicht viel mit dem südafrikanischen Stellenbosch zu verbinden.
