EIA (Envoronmental Impact Assessment) and FFH Impact Assessment are two independent legal instruments which serve the assessment and evaluation of environmental impacts. The paper discusses the esentail differences between them with rspect to their areas of application, legal consequences and examination scope. In preparing an impact assessment study attention has to be given to the particular focus of the FFH guidelines and its associates legal provisions. This focus is concerned with the protection of certain specis and habitats, the safeguarding of the coherency of the network "Natura 2000" (a Europe-wide system of protected areas) as well as the consideration of criterai as derived from the retention goals for the respective European protected area, as criteria for recording and evaluation.

Planung ist untrennbar mit Annahmen über die Zukunft verbunden. Dabei lässt sich nachweisen, dass ein streng wissenschaftlich bzw. kausal eingegrenztes Prognoseverständnis für Prognosen in der Planung nicht zielführend ist. Für sie wird daher eine Auffassung entwickelt, die zum einen auf Ergebnisse der Chaosforschung, Systemtheorie und Thermodynamik, zum anderen auf in der Sozial- und Wirtschaftprognostik gebrauchte semantische (Wort-)Modelle Bezug nimmt: Aus ersteren ergibt sich, dass Prognosen komplexer Systeme keinesfalls mit Vorhersagen gleichgesetzt werden dürfen, sondern vielmehr eine rationale Analyse von Handlungsmöglichkeiten zu leisten haben. Aus letzteren wird deutlich, dass Prognosen als Mittel der Strukturierung von Informationen und damit letztlich zur Erkenntnisgewinnung eingesetzt werden können. Darauf aufbauend werden Anforderungen an doe Struktur von Prognosen und die Absicherung prognostisch relevanter Zusammenhänge aufgezeigt sowie Wirkfaktor- Beeinträchtigungsketten und Szenarien als gängige Prognosemethoden gegenübergestellt. Für die Kontrolle von Prognosen wird deutlich, dass einem Aufdekcne zugrunde gelegter wertender Annahmen und Randbedingungen u.U. größere Bedeutung als den eigentlichen Prognoseergebnissen zukommen kann.
Der rasante EDV-technische Fortschritt ermöglicht eine zunehmende Integration von Landschaftsbildvisualisierungen in Planungs- und Verfahrensabläufe, etwa um optisch wahrnehmbare Landschaftsbeeinträchtigungen oder die Entwicklung möglicher Ausgleichs- und Ersatzmaßnahmen zu veranschaulichen. Um der Gefahr einer möglichen Manipulation oder einer unsachgemäßen Anwendung von Visualsierungen entgegenzuwirken, gilt es, Mindestanforderungen an derartige Visualisierungen im Rahmen der Eingriffsregelung zu formulieren. Der Beitrag entwickelt Ansatzpunkte für eine Diskussion zu derartigen fachlichen Normen und veranschaulicht anhand von Beispielen die zielgerichtete Einsetzbarkeit verschiedener Visualisierungstechniken.
Für das Land Brandenburg war unter Verwendung vorhandener Datengrundlagen ein regionalisiertes Verfahren zur Bewertung der natürlichen Funktionen des Bodens in Planungs- und Zulassungsverfahren zu entwickeln. Das Verfahren fusst auf einer landesweiten Auswertung der Profilbechreibungen der Musterstücke der Reichesbodenschätzung für die Offenlandbereiche sowie einer Zuordnung von bewertungsrelevanten Bodenmerkmalen zu den Lokalbodenformen der Forstlichen Standortserkundung. Ergebnis sind leicht handhabbare Bewertungstabellen mit einer Zuweisung von Wertsufen zu den Klassenflächen der Reichsbodenschätzung sowie den Lokalbodenformen der Forstlichen Standortskartierung.

Organic Farming as a Compensatory Measure German's agricultural land is not only being gobbled up by development; whole sections are being bought up in compensation for interventions made elsewhere, thus rapidly decimating the countrie's farming land resources. For this reason, calls are being made to take land that is converted from conventional to organic farming and add it to the pool of "compensation" areas, thus killing two birds - one of them being the establishment of more organic farming - with one stone. Various German regions have adopted the approach. Although organic farming serves both agricultural and environmental objectives, it cannot cover all the requirements of nature conservation. For example, it benefits abiotic resources such as soil and water through its use of natural fertilizers and erosion-combating cultivation, but can do little to protect highly endangered species and biotopes. Moreover, organic farms do not necessarily meet the legal requirement that compensation land must fulfil a similar function to the land it is "compensating" for. In other words, land converted to organic farming cannot necessarily ameliorate or compensate for impact on biotopes and species elsewhere. Regarding this approach as a solution to the rapid disappearance of farming land simply diverts attnetion away from the real cause: Urban sprawl and road building.
The "Weighting Process" in Land Use Planning - Discussion of the Present Practice of "Weighting Out". Owing to the revision of the Building Code from January 1998 the impact regulation in land use planning is now established in the Building Law. This means the local governments have decision-making powers how to precisely implement the impact regulation. This, however, does not mean - as had been said in practice - that the concerns of nature and landscape can be "weighted out". On the contrary, the decision-making process has to include a detailed differentiation depending on the case, according to a verdict of the Supreme Administrative Court from 1997. The concerns of nature and landscape cannot be moved back as "not of furhter relevance". Only precisely described and insurmontable constraints allow cutbacks. Since compensation measures now can be carried out on the ground of adjacent local communities, a lack of sites available cannot be accepted as a reason. The paper makes clear why also in urban land use planning interference into nature has to be fully compensated for.
Impacts of agricultural land use on the environment are various and do not contribute to modifications of the ecology of central European landscapes. They do not only cause a progressive reduction of the number of plant ans animal specis typical for central Europe. Ever since the increasing intensification of farming, from the application of large amounts of fertilizers and pesticides to the use of increasingly larger machinery and progressive specialization there has also been an increase of other, hitherto little noticed environmental impacts. Heavy machinery and cultivation during disadvantageous weather will provoke soil compaction. Unvarying crop rotation systems and plouging of terrain too steep for it will increase water erosion. Due to groundwater lowering former peat lands are increasingly prone to desiccation and thus extremely susceptible to wind erosion. High rates of fertilizer application contiuously increase the risk of nitrate eluviation into the groundwater. These hazards are explained and measures of reduction are shown. The latter are indeed compatible with the aims of intensive farming but with less negative consequences for the environment. Above all they make sure that future generations will be able to continue farming the agricultural lands of central Europe that have been under cultivation for thousands of years.
Zusammenfassung Bei der Umsetzung der Wasserrahmenrichtlinie werden es weniger die Bewirtschaftungspläne mit ihren stark aggregierten Zielvorgaben sein die für die Planungspraxis von Bedeutung sind, sondern vielmehr die zu ihrer Realisierung auf lokaler und regionaler Ebene ansetzenden Maßnahmenprogramme. Da es zur Erreichung der von der Wasserrahmenrichtlinie vorgegebenen Qualitätsmerkmale vor allem notwendig sein wird, die diffusen Stoffeinträge in die Gewässer zu reduzieren, werden zahlreiche flächenbezogene Maßnahmen notwendig werden, die an der Landnutzung ansetzen. Um Doppelarbeiten zu vermeiden, bietet es sich an, zu ihrer Ableitung und Begründung, so weit als möglich auf andere raumrelevante Fachplanungen zurückzugreifen. Aufgrund ihres flächendeckenden Ansatzes und zahlreicher Aussagen zu Landschaftsfunktionen und -potenzialen, die auch mit Inhalten der WRRL in Verbindung gebracht werden können, kommen hier vor allem die Möglichkeiten der Landschaftsplanung ins Spiel. Für die Zuweisung räumlicher Vorrang- und Vorbehaltsfunktionen kann auf die Raumordnung und Landesplanung zurückgegriffen werden. Dass die Bewirtschaftungspläne nach der WRRL aufgrund der zwingend umzusetzenden EU-rechtlichen Vorgaben absehbar verbindliche Rahmenbedingungen setzen wird dabei Auswirkungen auf die Struktur der regionalplanerischen Abwägung haben. Gleichermaßen wichtig wie die organisatorischen Aspekte bei der Zusammenführung von Aussagen für verschiedene Teileinzugsgebiete in den Bewirtschaftungsplänen ist es, inhaltlich-methodische Strukturen einer Zusammenarbeit zu entwickeln. Hier treten Fragen auf, wie es möglich sein wird, zwischen den verschiedenen Disziplinen und Fachverwaltungen eine gemeinsame Sprache bzw. geeignete Parameter zu entwickeln, mit denen naturschutzfachliche Entwicklungsziele in eine Form überführt werden können, in der sie von der Wasserwirtschaftsverwaltung verstanden und umgesetzt werden können ("Übersetzungsproblem"). Weiterhin muss nach Möglichkeiten gesucht werden, auf verschiedenen Einzugsgebietsmaßstäben gewonnene Erkenntnisse zueinander bzw. zum Gesamt-Einzugsgebiet in Verbindung zu setzen ("Skalenproblem").
Why Reality overtakes Planning - Landscape Planning in the Light of System Theory and Functional Control. There is not only a common reality but different perspectives of reality and any perception is provisional and revisable. This opinion is a component of different approaches in science theory and perception theory. There are effects on ecological planning in various respects. They concern for example the comprehension of methods, the prognosis of complex systems and the part the landscape planner plays in this process. Concerning this attitude, methods as well as planning methods develop to means. Not to means of identification of true or false perception but to means of establishing deductive communication. Reality - also that of landscapes - changes steadily. Due to this creatures as well as their environment find themselves in a complex network process of adaption which is called co-evolution. This process can be seen in various changes in land use history. Accidental influences, for example the sudden application of an innovation, may have an unpredictable impact on the development of landscapes. How can the planner deal with changes caused by accidental processes? The category of compensation measures (bases on the regulation of impacts) in the German planning system is a good example for this. These aspects plead against an extensive meaning of the term "landscape"-planning, because this would lead the subject ad absurdum. Planning as an unalterable component of human being can efficiently only change parts of our natural surroundings. It cannot control the complexity of landscape, but must explain the interaction of its components. Für Natur und Landschaft beeinträchtigende Vorhaben sind aufgrund der Vorgaben des Bundesnaturschutzgesetzes Ausgleichs- und Ersatzmaßnahmen durchzuführen. Für sie fallen beträchtliche Flächenanteile an, die sinnvoll in die Landschaftsentwicklung eingebunden werden sollten. Auch sollte der Vollzug durch neue Organisationsformen optimiert werden. Vor diesem Hintergrund hat das Bundesamt für Naturschutz (BfN) das Erprobungs- und Entwicklungsvorhaben "Entwicklung und modellhafte Umsetzung einer regionalen Konzeption zur Bewältigung von Eingriffsfolgen am Beispiel der Kulturlandschaft Mittlere Havel" (E+E-Vorhaben "Mittlere Havel") ins Leben gerufen. Dieses Vorhaben wird durch den Lehrstuhl für Landschaftsplanung (am Institut für Geoökologie) der Universität Potsdam wissenschaftlich begleitet. Fragestellungen und erste Ergebnisse dieser wissenschaftlichen Begleitung werden kurz vorgestellt. Deutlich wird ein umfassender Forschungsansatz, in dem sich planerisch-methodische Aspekte mit geoökologischen Untersuchungen verbinden.
Diskussionen um gesetzliche Neuerungen werden oft primär aus rechtlicher bzw. rechtssystematischer Perspektive geführt. Am Beispiel zweier Themenstellungen, die Schwerpunkte bei den Diskussionen um eine Novellierung des Brandenburgischen Naturschutzgesetzes bilden - dem Einvernehmen in der Eingriffsregelung und FFH- Verträglicheitsprüfung sowie der Rolle der Naturschutzbeiräte - werden die gerade auch inhaltlichen Auswirkungen deutlich, die diese Bestimmungen im Verwaltungshandeln haben: Das mit der jeweils gleichgeordneten Naturschutzbehörde herzustellende Einvernehmen in der Eingriffsregelung stellt sicher, dass die Naturschutzbehörden als gleichberechtigter Partner in den Verfahren akzeptiert sind, die Vorhabensträger oft frühzeitig den Kontakt zu ihnen aufnehmen, erforderliche Abstimmungen dadurch bereits im Vorfeld erfolgen und unbestimmte Rechtsbegriffe valide ausgelegt werden. Für die FFH-Verträglichkeitsprüfung, die der Kontrolle bis hin zum europäischen Gerichtshof unterliegt, gilt dies in noch stärkerem Maße. Derartige "verfahrenspsychologische Wirkungen" gelten auch für die Rolle der Naturschutzbeiräte und ihr qualifiziertes Einspruchsrecht, das sie in bestimmten Fällen ausüben können: Dieses erweist sich als wesentlich für die Diskussionsbereitschaft von Vorhabensträgern und Naturschutzbehörden wie auch für die Motivation der Beiräte, sich ehrenamtlich zu engagieren und unentgeltlich ihr Fachwissen bereitzustellen. Die betrachteten Aspekte lassen somit exemplarisch deutlich werden, welche indirekten, verfahrensqualifizierenden Wirkungen einzelne gesetzliche Bestimmungen und Beteiligungsregelungen im praktischen Vollzug haben können. Diese wirken ihrerseits auf die formale, materiell-rechtliche Ebene zurück, z.B. indem sie hier zu mehr Verfahrens- und Rechtssicherheit führen. Gesetzliche Neuregelungen sollten daher nicht nur im Sinne eines formalen "Verschlankens" erfolgen, sondern es sollten dabei die gerade auch inhaltlichen Implikationen einzelner Bestimmungen mit erwogen werden. Summary Discussions on innovations in law are often focussed on a legal perspective or on legal systematics. The example of two issues that are focal points of the debate on the amendment of the Brandenburg Nature Conservation Act shows that legal regulations have also to be seen with respect to their substantive effect upon administrative action.
Die Landschaftsplanung und ihre Integration in die übergeordnete räumliche Planung kann zur konzeptionellen Vorbereitung und Absicherung von Schutzgebietssystemen vor allem die Vorgabe und Verankerung eines breiten, innerfachlich abgeglichenen Zielespektrums leisten. Die moderne wissenschaftliche Erkenntnisse berücksichtigende Herleitung dieser Ziele sowie die Auswahl von geeigneten, möglichst repräsentativen Räumen bedürfen jedoch noch weiterer Fundierung, die nach derzeitigem Stand wohl nicht allein innerhalb der Landschaftsplanung geleistet werden kann. Unter den Planungsebenen ist die Aufgabe der überörtlichen Landschaftsrahmenplanung vorrangig in der Formulierung von Zielgrößen für regionale Umweltqualitätsziele und Mindeststandards (etwa Flächenumfänge, das Spektrum in Schutzgebietssysteme einzubeziehender Lebensräume und Standortausprägungen) zu sehen. Neben einem rein naturschutzfachlichen Konzept ist dabei die gezielte Aufbereitung für die Regionalplanung wichtig. Die Chance der örtlichen Ebene hingegen liegt in einer örtlichen Leitbildentwicklung und Entscheidungsvorbereitung, die unter Integration partizipativer Elemente die Akzeptanz vor Ort erhöhen kann; auch diese kann jedoch nach derzeitigem Stand nicht von der kommunalen Landschaftsplanung allein geleistet werden, sondern bedarf der Ergänzung durch informelle Konzepte und Herangehensweisen. Dabei sind noch nähere Überlegungen notwendig, wie das Zusammenspiel und Ineinandergreifen beider Ebenen der Landschaftsplanung verbessert werden kann: Ein Ansatz, der lediglich seitens der Landschaftsrahmenplanung "top-down" Ziele vorgibt, birgt Gefahr, ins Leere zu laufen, da er an den konkreten Erfordernissen vor Ort vorbeigeht. Vielmehr bedarf es zugleich "bottom-up" einer Hinterfütterung oft abstrakter Zielgrößen mit konkreten, möglichst vor Ort bereits abgestimmten Flächen. Damit alle naturräumlichen Großeinheiten und Großökosysteme in Deutschland über Schutzgebiete repräsentiert sind, wäre des weiteren - wie vom Rat von Sachverständigen für Umweltfragen (SRU 1996, Rn. 262) gefordert - über die Ländergrenzen hinweg die Erarbeitung einer Bundes-Naturschutzkonzeption erforderlich und damit eine Ergänzung der Planungshierarchie. Zwar existieren derartige Vorstellungen bereits als Fachkonzepte (vgl. den Beitrag von FINCK in diesem Band), jedoch bietet das derzeitige rahmenrechtlich organisierte Planungssystem für deren Verankerung noch keinen Ansatz. Vor dem Hintergrund der vielfältigen Anforderungen an Schutzgebietssysteme darf zugleich der breit gefächerte konzeptionelle Auftrag der Landschaftsplanung gerade auch mit Blick auf ihren flächendeckenden Anspruch und die Berücksichtigung der Auswirkungen der verschiedenen Landnutzungen nicht aus den Augen verloren werden. So wurde bereits von anderer Seite (SRU 1996a, Rn. 139) darauf hingewiesen, dass die Entscheidungen der Ministerkonferenz für Raumordnung (MKRO) von 1992 und 1995, 15 % der nicht für Siedlungszwecke genutzten Flächen für den Aufbau eines Biotopverbunds mit Vorrang für Natur und Landschaft zu verwenden, die Gefahr bergen, dass dadurch eine Vorgabe für die Landschaftsrahmenplanung gemacht worden ist, die sie quasi auf die inhaltliche Ausgestaltung von Biotopverbundsystemen reduziert. Es ist wichtig, dass die Landschaftsplanung Schutzgebietssysteme in angemessenem Umfang berücksichtigt und ein breites Spektrum an Schutzzielen verankert, sich dabei aber das Aufgabenfeld ihrerseits zugleich nicht zu sehr auf die zwar originären, aber letztlich doch nur einen Teilbereich des Naturschutzes erfassenden Belange des Flächen- und Gebietsschutzes einengen lässt.
Controlling of Nature Conservation Measures according to the Impact Regulation - Requirements and Methodology Controlling comprises a complex field of (screening, vetting, verification) checking and evaluation measures in terms of process, techniques, implementation, efficiency and of the reaching of goals defined. The significance of controlling will increase with the new $ 18 of the amend nature conservation law, stating that the federal states need to promulgate regulations on the "safeguarding of the implementation" of measures for the avoidance and compensation of interventions. The study explains requirements for the individual controlling steps relevant for the impact regulation and provides examples of practical controls. Starting point for the controls are the planning documents and their determinations. Particular attention should be given to the continuation of the statements of the Landscape conservation support plan (LBP) (in practice not always kept up) and of the Implementation Plan of Landscape measures (LAP). On this basis the implementation controls check if the measures have been carried out properly anf if necessary maintenance measures have been conducted. Functional controls happen on two levels: (a) by checking if avoidance and compensation measures have been selected in coherence with the aims (potential functional fulfilment) and (b) by identifying their efficiency (actual functional fulfilment). Due to the long development period of many measures the functional fulfilment of measures can often only be predicted by estimations. For these prognoses relevant parameters have to be identified and, if necessary, illustrated in scenarios. Additionally, efficiency controls are conducted checking if the measures determined have been selected in coherence with the aims; they belong, however, rather to the preventative-scientific field and not to the controlling of projects. Together the individual steps of controlling can contribute to a quality assurance of the impact regulation.
Die Eingriffsregelung im neuen Bundesnaturschutzgesetz : Auwirkungen auf Vollzug und Planungspraxis

The definition of "impact" has been widened in the amendment of the Federal Nature Conservation Act. Above all, the decision-making steps and the polluter's obligations have been amended. The issue of "Ersatz" (i.e. compensation measures of the same value) has now to be dealt with before weighting the issues concerning nature conservation. It is foreseeable that the step og weighting will be less important in future and that there will be more flexibility as regards the timing and location of compensation measures. It will be important to formulate requirements for "Ersatzmaßnahmen" (when is a measure of the same value?. Furthermore, landscape planning will gain in importance.
Der Beitrag zeigt auf, dass sich mit "Wildnis" und Planung Paradoxien in mehrfacher Hinsicht verbinden: So ist in Mitteleuropa die Grenzziehung zwischen anthropogener Nutzung und ungelenkter Entwicklung immer eine bewusst zu treffende Entscheidung - alle unsere Nationalparke und Kernzonen anderer Schutzgebiete beruhen auf diesem Prinzip. Vor dem Hintergrund des umfassenden Gestaltungsanspruchs einer "Landschafts-"Planung gilt es zudem zu beachten, dass umfassende Eingriffe in komplexe Systeme gerade keine Rückkoppelung mehr zulassen, welche Folgen genau auf welche Einzelmaßnahmen zurückzuführen sind und damit in eine "geplante PLanlosigkeit" münden. In Mitteleuropa wird Wildnis großflächig in der Regel nur als Folge einer bewussten Entscheidung möglich sein, jedoch wird daneben immer auch das Prinzip Zufall als wesentlicher Gestalter stehen. Anlass, sich mit dem Thema Wildnis und Planung zu befassen, geben auch Flächenansprüche nach Räumen ungelenkter Entwicklung, die den vorläufigen Stand einer Entwicklung des Naturschutzgedankens markieren, dabei aber in der flächendeckend von menschlicher Einflussnahme geprägten mitteleuropäischen Kulturlandschaft oft im Konflikt zu Nutzungsinteressen stehen. Daneben zeichnet sich unter den Bedingungen des Weltmarktes und der EU-Osterweiterung ein Rückzug der Landwirtschft aus der Fläche ab, der neue Spielräume eröffnet, zugleich aber die Frage nach Lenkungsmöglichkeiten aufwirft. Der bewusste Umgang mit Wildnis im Siedlungsraum beinhaltet dabei mehrere Dimensionen: Eine räumliche (z.B. Zonierungen oder die Lage von Schutzgebieten betreffend), eine zeitliche (z.B. das Zulassen temporären Verwilderns), die Rolle des Menschen (z.B. die Art eines reglementierten/unregelmentierten Zugangs zu den betreffenden Gebieten) und die Art der Vermittlung des Wildnisgedankens (kommen unterstützend pädagogische Hilfsmittel zum Einsatz oder wird ganz bewusst davon abgesehen?). "Planung und Wildnis" bedeutet dabei, sich gerade auch über letzteres, nämlich die Kommunikation und Vermittlung von Naturschutzzielen im klaren zu sein.
Mit Inkratfttreten des Bundes-Bodenschutzgesetzes (BBodSchG) zum 1. März 1999 sind die wesentlichen Funktionen des Bodens durch ein eigenes Gesetz geschützt. Maßstäbe zur Erfassung von schädigenden Eingriffen in den Boden beschreibt das BBodSchG selbst aber nicht. Deshalb müssen zur Umsetzung der Belange des Bodenschutzes für die Planngspraxis handhabbare Bewertungsmaßstäbe erarbeitet werden, nach denen die entscheidungserheblichen Informationen gezielt herausgearbeitet werden können.Der Beitrag stellt die Entwicklung einer Bewertungsanleitung für das Land Brandenburg vor. Besondere Berücksichtigung finden dabei die Regelungsfunktionen unter Forststandorten, für deren Bewertung die forstlichen Standorterkundungen der 17 Forstamtsbezirke Brandenburgs ausgewertet, hinsichtlich der vorkommenden Leitbodenformen systematisiert sowie den Leitböden aufgrund ihrer Merkmale Wertstufen für einzelne Teilfunktionen zugeordnet worden.Damit ist eine Grundlage geschaffen, um die komplexen Inhalte der Forstlichen Standorterkundung für Planungsaufgaben verfügbar zu machen.
Influence on the admittance of projects in the Context of the FFH-Impact Assessment - Analysis of Procedural Documents. With the impact assessment according to the FFH-Guideline and the regulations based on this guideline very strict standards are applied to the reliability of relevant projects. To provide an overview on the present practice of FFH-impact assessment, procedural documents from the Federal States Bavaria, Brandenburg and Thuringia have been analysed. The survey included the examination of the fields of application of FFH-impact assessments, the evaluation of the relevance of disturbances in the impact regulation and the consideration of the individual examination steps in the following exception procedure for the admittance of projects. The results show that the development of the legal concepts in the reports and the sequence of the separate examination steps display significant insecurity. There are conspicuous tendencies, at least in the examples investigated, towards a practice of the FFH-impact assessment in favour of approval.
This article provides an overview of similarities and differences of local and regional indicator systems for sustainability. While there is a high degree of correspondence in basic matters (e.g., the definition of sustainable development), there are differences regarding the substance dealt with and the choice of indicators. A table presents characteristics of existing indicator systems and contains valuable information for local actors who plan to introduce such a system. Finally, it is concluded that currently indicator systems at the local level fall short of expectations and lag behind their possibilities. The article discusses reasons and presents a modular structure of indicator systems taking into account target groups and functions.
Zusammenfassung Die Eingriffsregelung wurde 1976 mit dem Bundesnaturschutzgesetz eingeführt, griff dabei aber bereits auf eine längere Tradition von "Landschaftspflegeplänen" zurück, die bei verschiedenen Vorhaben überwiegend zu deren Eingrünung erstellt wurden. Entsprechend dauerte es seine Zeit, bis sich über derartige "Gestaltungsmaßnahmen" hinaus die differenzierte wirkungsbezogene Herleitung und Umsetzung von Vermeidungs-, Ausgleichs- und Ersatzmaßnahmen durchsetzen konnte. Deutschland hat sich damit eine Regelung gegeben, die den Anspruch eines umfassenden Verschlechterungsverbots der Leistungsfähigkeit von Naturhaushalt und Landschaftsbild verfolgt und im Anwendungsbereich wie auch in den Rechtsfolgen weitergehender ist als in allen anderen Ländern (z.B. USA, Schweiz, Niederlande), in denen gleichfalls Regelungen zur Bewältigung von Umweltauswirkungen existieren. Im Alltagsgeschäft der Naturschutzbehörden ist es dabei eine hohe Zahl an Vorgängen - vielfach mehrere 100 im Jahr -, die von den Fachreferenten zu bewältigen ist. Eine kritische Betrachtung, inwieweit die Eingriffsregelung die in sie gesetzten Erwartungen tatsächlich erfüllt hat, ergibt ein differenziertes Bild: -

Zusammenfassung Bei der Umsetzung der Wasserrahmenrichtlinie wird, etwa zur Reduzierung diffuser Stoffeinträge, auch an der Landnutzung in den Einzugsgebieten anzusetzen sein. Um dabei eintretende Auswirkungen auf die Gewässergüte abzubilden und abzuschätzen, können verschiedene Fachdisziplinen mit ihrem jeweils spezifischen Instrumentenspektrum zum Einsatz kommen. Landschaftsszenarien sind eine Möglichkeit, um verschiedene Methodenbausteine zu integrieren, raumbezogene Auswirkungen der WRRL zu kommunizieren und entsprechenden Handlungsbedarf aufzuzeigen. Der Beitrag beschreibt am Beispiel des Einzugsgebiets der Havel einen naturräumlich begründeten Ansatz für die Erstellung solcher Landschaftsszenarien. Abstract The implementation of the Water Framework Directive will also address land uses in the catchment areas (e.g. the reduction of diffuse input of material). Several disciplines with their specific methods can contribute to the evaluation of the effects on water quality. Landscape scenarios are useful to integrate different methods, to communicate the results and to highlight the need for action. This article describes such a landscape scenario by using the catchment of the River Havel as an example.
