Comparamos la labialización no asimiladora de nasales finales en español en tres corpus de español americano (mexicano, colombiano y paraguayo). Si bien es conocida la labialización no asimiladora en español yucateco, es en gran parte desconocida en otras regiones de habla hispana, por lo que a menudo se atribuye a la influencia maya. Ahora bien, se han señalado casualmente hábitos de pronunciación similares tanto en Paraguay como en Colombia. Comparando empíricamente la labialización en tres corpus constituidos sobre la misma base metodológica, concluimos que la evidencia a favor del contacto lingüístico es como mucho sumamente indirecta. Independientemente de esto, encontramos que la diferencia más marcada es que la tasa de labialización parece ser determinada por la duración de la pausa subsiguiente en los datos de la península yucateca, mas no en aquellos de Colombia y Paraguay. Argumentamos que es cierto que el contacto puede eventualmente haber desencadenado el desarrollo de este rasgo en el español yucateco, puesto que el español actual casi no conoce nasales labiales finales, pero el maya sí. Sin embargo, el perfil lingüístico (hablantes monolingües vs. bilingües) no tiene ningún efecto en nuestros datos yucatecos y paraguayos, y en el total de nuestros datos tampoco encontramos evidencia en favor de la hipótesis que el contacto lingüístico hubiera jugado un rol (importante) en el desarrollo de las labiales nasales en las tres variedades.

Mithilfe von Preisalgorithmen sind Unternehmen in der Lage, automatische und wechselseitige Preisanpassungen vorzunehmen. Dadurch können klassische Kartellkonstellationen mangels konspirativer Treffen in den Hintergrund treten. Die Arbeit zeigt auf, unter welchen Voraussetzungen der Einsatz von Preisalgorithmen einen Verstoß gegen das europäische Kartellverbot begründen kann. Dazu werden Fallkonstellationen beleuchtet, die ein algorithmisches Zusammenwirken sowohl unmittelbar zwischen Wettbewerbern als auch mittelbar über einen Dritten begründen. Ferner wird auch auf algorithmenspezifische Compliance-Maßnahmen eingegangen. Schließlich werden die praktischen Herausforderungen bei der Aufdeckung und dem Nachweis solcher Kartelle aufgezeigt.
Lust auf Verzicht

Der globale Klimawandel nimmt weiter bedrohlich zu. Hitzewellen, Flutkatastrophen und Waldbrände gehören fast schon zum Alltag. Trotzdem ist die Bereitschaft in der deutschen Bevölkerung gering, selbst einen Beitrag zum Klimaschutz zu leisten. Das überrascht, denn in Umfragen bekennt sich immer eine große Mehrheit zum Klimaschutz. Allerdings haben wohl viele einen Klimaschutz im Kopf, der persönlich nichts kosten und nichts verändern darf.
Ingo Balderjahn setzt sich mit diesem Widerspruch aus verhaltenswissenschaftlicher Sicht auseinander und legt offen, warum viele weiterhin ungebremst verschwenderisch und klimaschädlich konsumieren. Andererseits gibt es durchaus Menschen, die deutlich weniger konsumieren, als sie sich finanziell leisten könnten. Diese Minderheit in Deutschland verzichtet freiwillig auf eher unnötige und kurzlebige Güter - ohne irgendetwas dabei zu entbehren. Im Gegenteil: Genügsame Konsumgewohnheiten stärken die persönliche Selbstbestimmung, Unabhängigkeit und Zufriedenheit.

The contribution explores how an understanding of neoliberal subjectification in socio-economic education can serve to counteract the trend marketisation of democracy. Drawing on Foucault’s lectures on biopolitics and Brown’s current analysis of neoliberalism, it lays out a sociological explanation that treats the idea of homo economicus as a structuring element of our society and outlines the threat this poses to the liberal democratic order. The second part of the contribution outlines – through immanent critique – an ideology-critical analytical competence that uses key problems to illuminate socially critical perspectives on social reality. El artículo analiza la corrupción como un fenómeno complejo y con frecuencia ambiguo, relacionado con comportamientos y mentalidades individuales y colectivas, que son percibidos como ilegítimos o inmorales y, por lo tanto, desviados de normas establecidas. Más allá de un acercamiento reduccionista u objetivista a lugares comunes de la corrupción política, o a delitos tipificados por la ley, esta contribución pretende destacar la relevancia del análisis histórico del discurso en el estudio del tema. Este enfoque nos permite reconstruir contextos en los que se identifica la corrupción, así como analizar relatos, no siempre unánimes, sobre estas prácticas. El trabajo se adentra en una época lejana, pero a la vez cercana a nuestro tiempo, el último siglo la República romana. La evidencia nos permite evaluar críticamente aspectos fundamentales de la construcción retórica de la corrupción y de sus zonas grises, como la distinción, a menudo borrosa, entre regalo y soborno.
This chapter provides an overview of methods to capture developments and changes in motivational beliefs. Motivational research has recently begun to venture beyond just examining average developmental trends in motivational variables by starting to investigate how developmental changes in motivational variables differ between and within individuals in different learning situations and across contexts. Although studies have started to uncover differences in motivational changes, a systematic overview of suitable methods for capturing motivational differences in developmental processes is still missing. In this chapter, we review key methods of change modelling, bringing together variable-centred approaches, such as growth modelling and true intraindividual change (TIC) models, and person-centred approaches, such as latent transition and growth mixture models. We illustrate the value of the reviewed statistical methods for the analysis of context-specific motivational changes by reviewing recent empirical studies that identify different patterns and trajectories of such motivational beliefs across time. Our focus is thereby on research grounded in situated expectancy-value theory as a core theory in motivational research.
Motivation and Emotion in Learning and Teaching across Educational Contexts brings together current theoretical and methodological perspectives as well as examples of empirical implementations from leading international researchers focusing on the context specificity and situatedness of their core theories in motivation and emotion.

This paper provides novel evidence on the impact of public transport subsidies on air pollution. We obtain causal estimates by leveraging a unique policy intervention in Germany that temporarily reduced nationwide prices for regional public transport to a monthly flat rate price of 9 Euros. Using DiD estimation strategies on air pollutant data, we show that this intervention causally reduced a benchmark air pollution index by more than eight percent and, after its termination, increased again. Our results illustrate that public transport subsidies – especially in the context of spatially constrained cities – offer a viable alternative for policymakers and city planers to improve air quality, which has been shown to crucially affect health outcomes.
Die Beschaffung von Leistungen zur medizinischen Rehabilitation wurde durch den neuen § 15 SGB VI zum 1. Juli 2023 grundlegend reformiert. Seither gilt ein mehrstufiges System aus Zulassung der Rehabilitationskliniken, Belegungsvertrag, Belegungsentscheidung und Vergütung. Sämtliche Beschaffungsstufen werden von der DRV Bund durch verbindliche Entscheidungen gesteuert.
Dieses neue Beschaffungssystem verstößt gegen das Wettbewerbsrecht der Europäischen Union und ist deshalb unwirksam. Das Unionsrecht (Art. 106 Abs. 1 AEUV), aber auch das nationale Kartellrecht (§ 19 Abs. 2 Nr. 1 GWB) und das Verfassungsrecht (Art. 12 Abs. 1 GG) verlangen eine Trennung von hoheitlichen Befugnissen und unternehmerischen Funktionen der Rentenversicherungsträger. Anderenfalls ist die gebotene Gleichbehandlung (Nichtdiskriminierung) der Rehabilitationskliniken freigemeinnütziger und privater Träger mit den Rehabilitationskliniken der Rentenversicherungsträger bei der Erbringung von Leistungen zur medizinischen Rehabilitation nicht gewährleistet.
Dieses Trennungsprinzip ist verletzt. Denn die Rentenversicherungsträger nehmen hoheitliche Zulassungs-, Belegungs- und Vergütungsaufgaben wahr und sind gleichzeitig unternehmerisch mit eigenen Rehabilitationseinrichtungen auf dem Markt der Erbringung von Leistungen zur medizinischen Rehabilitation tätig. Freigemeinnützige und private Rehabilitationskliniken werden auf allen Stufen der Beschaffung gegenüber den Kliniken der Rentenversicherungsträger diskriminiert. Das gilt insbesondere für die Belegungsentscheidungen der Rentenversicherungsträger, weil hierdurch systematisch eigene Kliniken gegenüber freigemeinnützigen und privaten Kliniken begünstigt werden.
Nils-Hendrik Grohmann beschäftigt sich mit dem noch andauernden Stärkungsprozess der UN-Menschenrechtsvertragsorgane. Er analysiert, welche rechtlichen Befugnisse die Ausschüsse haben, ob sie von sich aus Vorschläge einbringen können und inwieweit sie ihre Verfahrensweisen bisher aufeinander abgestimmt haben. Ein weiterer Schwerpunkt liegt auf der Zusammenarbeit zwischen den verschiedenen Ausschüssen und der Frage, welche Rolle das Treffen der Vorsitzenden bei der Stärkung spielen kann.

Rabelais' Pentalogie um die Riesen Gargantua und Pantagruel spiegelt Aspekte des sich verändernden Weltbildes ihrer Entstehungszeit. Diese Studie untersucht auf der Folie der Theorie des Simulakrum Schrift, wie Körpermodellierungen und kartographisches imaginaire durch den Autor als Strategien der Verhüllung verborgener Botschaften eingesetzt werden. Sie zeigt an ausgewählten Beispielen des Quart Livre die Aufweichung der Grenzen von Körper, Karte und Text und deren Durchdringung. Die Metaphorizität des Textes gibt Aufschluss über seine Autoreflexivität und bewirkt eine gleichsam ganzheitliche Lektüreerfahrung. Schließlich avanciert die Fiktion in ihrer Trugbildhaftigkeit als grotesk-sinnlicher Körper und polysemantische Karte zum Welterklärungsmodell, das jedoch erst dechiffriert werden muss.
Die umfangreiche rechtswissenschaftliche Studie befasst sich mit den preußischen Staatskirchenverträgen aus der Zeit der Weimarer Republik. Diese Verträge waren Höhepunkte einer Entwicklung in Richtung größerer Freiheit und Unabhängigkeit der Kirchen vom Staat, die den Vorgängen im Reich und in anderen deutschen Ländern teils entsprach, teils zuwiderlief. Die Entwicklung folgte keiner unverrückbaren Idealvorstellung über das Verhältnis von Staat und Kirche, sondern stellte sich stets als pragmatische Reaktion auf realpolitische Probleme dar. Die Staatskirchenverträge selbst prägten die weiteren Entwicklungen in Ost und West bis zur Gegenwart.
Enterprise solutions, specifically enterprise systems, have allowed companies to integrate enterprises’ operations throughout. The integration scope of enterprise solutions has increasingly widened, now often covering customer activities, activities along supply chains, and platform ecosystems. IS research has contributed a wide range of explanatory and design knowledge dealing with this class of IS. During the last two decades, many technological as well as managerial/organizational innovations extended the affordances of enterprise solutions—but this broader scope also challenges traditional approaches to their analysis and design. This position paper presents an enterprise-level (i.e., cross-solution) perspective on IS, discusses the challenges of complexity and coordination for IS design and management, presents selected enterprise-level insights for IS coordination and governance, and explores avenues towards a more comprehensive body of knowledge on this important level of analysis.
Navigating the unknown

Visionary leadership is considered to be one of the most important elements of effective leadership. Among other things, it is related to followers' perceived meaningfulness of their work. However, little is known about whether uncertainty in the workplace affects visionary leadership's effects. Given that uncertainty is rising in many, if not most, workplaces, it is vital to understand whether this development influences the extent to which visionary leadership is associated with followers' perceived meaningfulness. In a two-source, lagged design field study of 258 leader-follower dyads from different settings, we show that uncertainty moderates the relation between visionary leadership and followers' perceived meaningfulness such that this relation is more strongly positive when uncertainty is high, rather than low. Moreover, we show that with increasing uncertainty, visionary leadership is more negatively related to followers' turnover intentions via perceived meaningfulness. This research broadens our understanding of how visionary leadership may be a particularly potent tool in times of increasing uncertainty.
While Information Systems Research exists at the individual and workgroup levels, research on IS at the enterprise level is less common. The potential synergies between the study of enterprise systems (ES) and related fields have been underexplored and often treated as separate entities. The ongoing challenge is to seamlessly integrate technological advances and align business processes across organizations. While systems integration within an organization is common, changes occur when industry and ecosystem perspectives come into play. The four selected papers address different facets of the future role of enterprise ecosystems, including implementation challenges, ecosystem boundaries, and B2B platform specifics.
This dissertation examines the lack of clarity in the scientific literature regarding gender and negotiation performance. It is often claimed that men negotiate better than women, yet it is simultaneously emphasized that results strongly depend on context. Through the use of qualitative methods such as content analysis and critical mixed-methods review, the research question: "Are women truly inferior negotiators compared to men?" is addressed. The study comprises a descriptive and an interpretive part. The descriptive section illuminates various interpretations of gender-specific negotiation theory among citing authors, with 67% arguing for a general superiority of men. However, given the high variance in gender-specific differences, the focus should instead be on the context-dependency of negotiation performance. Generalized statements can be made within contexts, but not across them. In the interpretive section, several factors contributing to this misinterpretation are highlighted, including discrepancies in the definition of negotiation performance and distortions in research communication.. From a scientific perspective, this study underscores the need for a nuanced sociological analysis and warns against the one-sided acceptance of inaccurate scientific interpretations. From a practical standpoint, it amplifies the voices of women affected by biased research paradigms. Overall, the dissertation clarifies the theory of gender-specific negotiation performance and advocates for the elimination of biases in scientific discourse.
I need to move it, move It!

Purpose
Student interest and learning success is an important component of teaching learning research. However, while the impact of emotions and psychological needs on students' achievements has been a focus of research, the impact of their physiological needs has been under studied. In this explorative study, I examine what impact the physiological and psychological needs of student teachers have on their feelings, motivation, and interest in different learning settings.
Approach
The research method used was the daily reconstruction method and included the Felix-App, a new digital research and feedback tool that allows the measurement of feelings, needs, motivation, and interest in real time.
Findings
The results suggest the importance of physiological needs for perceived emotions, motivation, and interest in the learning subject. The psychological needs, on the other hand, are of less importance.
Originality
The Felix-App is an innovative tool to learn more about learners' emotions and needs in real learning settings. The importance of physiological needs has been known since Maslow, but should be considered much more in the context of teaching and learning research in the future. There is a need for further research on the importance of physical aspects in learning.
Electricity production contributes to a significant share of greenhouse gas emissions in Europe and is thus an important driver of climate change. To fulfil the Paris Agreement, the European Union (EU) needs a rapid transition to a fully decarbonised power production system. Presumably, such a system will be largely based on renewables. So far, many EU countries have supported a shift towards renewables such as solar and wind power using support schemes, but the economic and political context is changing. Renewables are now cheaper than ever before and have become cost-competitive with conventional technologies. Therefore, European policymakers are striving to better integrate renewables into a competitive market and to increase the cost-effectiveness of the expansion of renewables. The first step was to replace previous fixed-price schemes with competitive auctions. In a second step, these auctions have become more technology-open. Finally, some governments may phase out any support for renewables and fully expose them to the competitive power market.
However, such policy changes may be at odds with the need to rapidly expand renewables and meet national targets due to market characteristics and investors’ risk perception. Without support, price risks are higher, and it may be difficult to meet an investor’s income expectations. Furthermore, policy changes across different countries could have unexpected effects if power markets are interconnected and investors able to shift their investments. Finally, in multi-technology auctions, technologies may dominate, which can be a risk for long-term power system reliability. Therefore, in my thesis, I explore the effects of phasing out support policies for renewables, of coordinating these phase-outs across countries, and of using multi-technology designs. I expand the public policy literature about investment behaviour and policy design as well as policy change and coordination, and I further develop an agent-based model.
The main questions of my thesis are what the cost and deployment effects of gradually exposing renewables to market forces would be and how coordination between countries affects investors’ decisions and market prices.. In my three contributions to the academic literature, I use different methods and come to the following results. In the first contribution, I use a conjoint analysis and market simulation to evaluate the effects of phasing out support or reintroducing feed-in tariffs from the perspective of investors. I find that a phase-out leads to investment shifts, either to other still-supported technologies or to other countries that continue to offer support. I conclude that the coordination of policy changes avoids such shifts.. In the second contribution, I integrate the empirically-derived preferences from the first contribution in to an agent-based power system model of two countries to simulate the effects of ending auctions for renewables. I find that this slows the energy transition, and that cross-border effects are relevant. Consequently, continued support is necessary to meet the national renewables targets. In the third contribution, I analyse the outcome of past multi-technology auctions using descriptive statistics, regression analysis as well as case study comparisons. I find that the outcomes are skewed towards single technologies. This cannot be explained by individual design elements of the auctions, but rather results from context-specific and country-specific characteristics. Based on this, I discuss potential implications for long-term power system reliability.
The main conclusions of my thesis are that a complete phase-out of renewables support would slow down the energy transition and thus jeopardize climate targets, and that multi-technology auctions may pose a risk for some countries, especially those that cannot regulate an unbalanced power plant portfolio in the long term. If policymakers decide to continue supporting renewables, they may consider adopting technology-specific auctions to better steer their portfolio. In contrast, if policymakers still want to phase out support, they should coordinate these policy changes with other countries. Otherwise, overall transition costs can be higher, because investment decisions shift to still-supported but more expensive technologies.

Die damit verbundenen Rechtsfragen sind im Fluss und berühren alle juristischen Teildisziplinen. Der Tagungsband nähert sich daher den Entwicklungen des Plattformrechts aus disziplinübergreifendem Blickwinkel. Dieser Versuch einer überspannenden Perspektive fokussiert vor allem auf die beiden „Großen“ der jüngsten Rechtsakte (DSA/DMA) unter dem besonderen Gesichtspunkt ihres Vollzugs: Wie kann man ein globales Phänomen wie Plattformen lokal und regional regulieren? Welche Rolle spielt der Schwarm der Vielen in der Effektivierung der neuen Regularien? Passen Regelungsmodelle wie das Urheberrecht zum Plattformphänomen?
Die Nutzung von Informations- und Kommunikationstechnik (IKT), Fachverfahren und die Automatisierung von Prozessen verändern die Sachbearbeitung und Leistungserstellung in der Verwaltung und somit die Tätigkeiten, Arbeitsbedingungen und Personalstrukturen. Bei der Antragsbearbeitung und Bescheiderstellung in der Ordnungs- und Leistungsverwaltung erhält IKT nicht nur eine unterstützende, sondern zunehmend auch eine leitende oder entscheidende Rolle. Abhängig von der konkreten Ausgestaltung kann die fortschreitende Digitalisierung eine ganzheitliche Sachbearbeitung ermöglichen, aber auch einschränken. Insgesamt kann sie zu einer Neuordnung des Berufsfeldes öffentlicher Dienst führen.
Comparative vote switching

Large literatures focus on voter reactions to parties’ policy strategies, agency, or legislative performance. While many inquiries make explicit assumptions about the direction and magnitude of voter flows between parties, comparative empirical analyses of vote switching remain rare. In this article, we overcome three challenges that have previously impeded the comparative study of dynamic party competition based on voter flows: we present a novel conceptual framework for studying voter retention, defection, and attraction in multiparty systems, showcase a newly compiled data infrastructure that marries comparative vote switching data with information on party behavior and party systems in over 250 electoral contexts, and introduce a statistical model that renders our conceptual framework operable. These innovations enable first-time inquiries into the polyadic vote switching patterns underlying multiparty competition and unlock major research potentials on party competition and party system change.
The public health insurance in Germany will face huge economic challenges in the upcoming years. New diagnostic and therapeutic methods as well as the demographic change contribute to constantly rising expenditure. Although incentives for health-promoting behaviour or financial sanctions for an unhealthy lifestyle have been already discussed in the past, there has been a general reluctance to legally establish corresponding mechanisms for fear of eroding solidarity and increasing state control. In the course of the Coronavirus pandemic however, a stronger awareness rose to the fact that personal health-related life choices can have a huge impact on the stability of the healthcare system including public health insurance. Not only in Germany but throughout much of Europe, the pandemic led to a new and more fundamental debate about the relationship between individual responsibility for personal health and the wider responsibility for public health assumed by the community of solidarity.
We conduct a laboratory experiment to study how locus of control operates through people’s preferences and beliefs to influence their decisions. Using the principal–agent setting of the delegation game, we test four key channels that conceptually link locus of control to decision-making: (i) preference for agency, (ii) optimism and (iii) confidence regarding the return to effort, and (iv) illusion of control. Knowing the return and cost of stated effort, principals either retain or delegate the right to make an investment decision that generates payoffs for themselves and their agents. Extending the game to the context in which the return to stated effort is unknown allows us to explicitly study the relationship between locus of control and beliefs about the return to effort. We find that internal locus of control is linked to the preference for agency, an effect that is driven by women. We find no evidence that locus of control influences optimism and confidence about the return to stated effort, or that it operates through an illusion of control.

Umso mehr braucht kritische politisch-ökonomische oder sozio-ökonomische Bildung einen gesellschaftstheoretisch fundierten Kapitalismusbegriff. Der Ansatz des Dirty Capitalism leistet hierzu einen expliziten Beitrag. Er greift die vielfältige Kritik an Vorstellungen und analytischer Reichweite eines "reinen" Kapitalismus, wie sie z.B. auch im Ansatz des racial capitalism formuliert wird, auf und erweitert die Analyseperspektive über Klassenverhältnisse hinaus auf Rassismus, (Post-)Kolonialismus, Geschlechter- und Naturverhältnisse. Im Band wird das Konzept weiterentwickelt und als Zugang für die kritische politische Bildung und Politikdidaktik diskutiert und empirisch genutzt.
Der Band präsentiert eine systematische Aufbereitung empirischer Befunde zum Lobbyismus in Deutschland und vermittelt, wie Lobbyist*innen, Entscheidungsträger*innen und institutionelle Rahmen miteinander interagieren. Aging is associated with bone loss, which can lead to osteoporosis and high fracture risk. This coincides with the enhanced formation of bone marrow adipose tissue (BMAT), suggesting a negative effect of bone marrow adipocytes on skeletal health. Increased BMAT formation is also observed in pathologies such as obesity, type 2 diabetes and osteoporosis. However, a subset of bone marrow adipocytes forming the constitutive BMAT (cBMAT), arise early in life in the distal skeleton, contain high levels of unsaturated fatty acids and are thought to provide a physiological function. Regulated BMAT (rBMAT) forms during aging and obesity in proximal regions of the bone and contain a large proportion of saturated fatty acids. Paradoxically, BMAT accumulation is also enhanced during caloric restriction (CR), a life-span extending dietary intervention. This indicates, that different types of BMAT can form in response to opposing nutritional stimuli with potentially different functions.
To this end, two types of nutritional interventions, CR and high fat diet (HFD), that are both described to induce BMAT accumulation were carried out. CR markedly increased BMAT formation in the proximal tibia and led to a higher proportion of unsaturated fatty acids, making it similar to the physiological cBMAT. Additionally, proximal and diaphyseal tibia regions displayed higher adiponectin expression. In aged mice, CR was associated with an improved trabecular bone structure. Taken together, these findings demonstrate, that the type of BMAT that forms during CR might provide beneficial effects for local bone stem/progenitor cells and metabolic health. The HFD intervention performed in this thesis showed no effect on BMAT accumulation and bone microstructure. RNA Seq analysis revealed alterations in the composition of the collagen-containing extracellular matrix (ECM).
In order to investigate the effects of glucose homeostasis on osteogenesis, differentiation capacity of immortalized multipotent mesenchymal stromal cells (MSCs) and osteochondrogenic progenitor cells (OPCs) was analyzed. Insulin improved differentiation in both cell types, however, combination of with a high glucose concentration led to an impaired mineralization of the ECM. In the MSCs, this was accompanied by the formation of adipocytes, indicating negative effects of the adipocytes formed during hyperglycemic conditions on mineralization processes. However, the altered mineralization pattern and structure of the ECM was also observed in OPCs, which did not form any adipocytes, suggesting further negative effects of a hyperglycemic environment on osteogenic differentiation.
In summary, the work provided in this thesis demonstrated that differentiation commitment of bone-resident stem cells can be altered through nutrient availability, specifically glucose. Surprisingly, both high nutrient supply, e.g. the hyperglycemic cell culture conditions, and low nutrient supply, e.g. CR, can induce adipogenic differentiation. However, while CR-induced adipocyte formation was associated with improved trabecular bone structure, adipocyte formation in a hyperglycemic cell-culture environment hampered mineralization. This thesis provides further evidence for the existence of different types of BMAT with specific functions.

Gut zwei Jahrzehnte nach dem Millenniumsgipfel der Vereinten Nationen bleiben berechtigte Zweifel an der Wirksamkeit von Entwicklungszusammenarbeit (EZ). Ist das Politikfeld von den Realitäten überholt worden? Welchen Beitrag haben Entwicklungstheorien für die Weiterentwicklung von Entwicklungspolitik leisten können? Der Beitrag zieht eine Bilanz, die von der ersten Entwicklungsdekade in den 1960er-Jahren bis zu den Folgen der Covid-19-Pandemie reicht. Er plädiert für eine herrschaftskritische Weiterentwicklung des Entwicklungsbegriffs und für eine Stärkung globaler Kooperation.
Diskursive Perspektiven auf internationale Politik haben in den vergangenen Jahren an Relevanz und Popularität gewonnen. Der vorliegende Beitrag gibt zunächst einen Überblick über verschiedene Spielarten diskursiver Ansätze in den Internationalen Beziehungen, um sich dann vor allem poststrukturalistisch inspirierten Diskursarbeiten zu widmen. Poststrukturalistische Ansätze, so argumentieren wir, sind besonders interessant für die Disziplin der IB, da sie vier spezifische Gewinne bieten: Erstens erlauben sie eine kritische Perspektive auf Fragen internationaler Politik, zweitens hilft eine poststrukturalistische Perspektive dabei, den oft übersehenen politischen Charakter sozialer Realität herauszustellen, drittens halten sie dazu an, die eigene Sichtweise des/der Forschenden zu reflektieren und viertens erlaubt es eine poststrukturalistische Vorgehensweise mit ihrem Fokus auf „Wie-möglich-Fragen“, eine alternative analytische Perspektive zu dominanten erklärenden Ansätzen einzunehmen.
In this visualization, the authors show changes in family patterns by different race groups across two cohorts. Using data from the National Longitudinal Survey of Youth 1979 (born from 1957 to 1965) and 1997 (born from 1980 to 1984), the authors visualize the relationship-parenthood state distributions at each age between 15 and 35 years by race and cohort. The results suggest the rise of cohabiting mothers and the decline of married and divorced mothers among women born from 1980 to 1984. Black women born from 1980 to 1984 were more likely to experience single/childless and single/parent status compared with Black women born from 1957 to 1965. Although with some visible postponement in the recent cohort, white women in both cohorts were more likely to experience married/parent status than other race groups. The decline in married/parent status across the two generations was sharpest among Hispanic women. These descriptive findings highlight the importance of identifying race when discussing changes in family formation and dissolution trends across generations.
In this paper, we present data from an elicitation study and a corpus study that support the observation that the Yucatec Maya progressive aspect auxiliary táan is replaced by the habitual auxiliary k in sentences with contrastively focused fronted objects. Focus has been extensively studied in Yucatec, yet the incompatibility of object fronting and progressive aspect in Yucatec Maya remains understudied. Both our experimental results and our corpus study point in the direction that this incompatibility may very well be categorical. Theoretically, we take a progressive reading to be derived from an imperfectivity operator in combination with a singular operator, and we propose that this singular operator implicates the negation of event plurality, leading to an exhaustive interpretation which ranks below corrective focus on a contrastive focus scale. This means that, in a sentence with object focus fronting, the use of the marked auxiliary táan (as opposed to the more general k) would trigger two contrastive foci, which would be an unlikely and probably dispreferred speech act.
High-growth firms (HGFs) are important for job creation and productivity growth. We investigate the relationship between product and labour market regulations, as well as the quality of regional governments that implement these regulations, and the development of HGFs across European regions. Using data from Eurostat, the Organisation for Economic Co-operation and Development (OECD), World Economic Forum (WEF), and Gothenburg University, we show that both regulatory stringency and the quality of the regional government relate to the regional shares of HGFs. In particular, we find that the effect of labour and product market regulations is moderated by the quality of regional government. Depending on the quality of regional governments, regulations may have a ‘good, bad or ugly’ influence on the development of HGFs. Our findings contribute to the debate on the effects of regulations and offer important building blocks to develop tailored policy measures that may influence the development of HGFs in a region.
This article analyses the institutional design variants of local crisis governance responses to the COVID-19 pandemic and their entanglement with other locally impactful crises from a cross-country comparative perspective (France, Germany, Poland, Sweden, and the UK/England). The pandemic offers an excellent empirical lens for scrutinizing the phenomenon of polycrises governance because it occurred while European countries were struggling with the impacts of several prior, ongoing, or newly arrived crises. Our major focus is on institutional design variants of crisis governance (dependent variable) and the influence of different administrative cultures on it (independent variable). Furthermore, we analyze the entanglement and interaction of institutional responses to other (previous or parallel) crises (polycrisis dynamics). Our findings reveal a huge variance of institutional designs, largely evoked by country-specific administrative cultures and profiles. The degree of de-/centralization and the intensity of coordination or decoupling across levels of government differs significantly by country. Simultaneously, all countries were affected by interrelated and entangled crises, resulting in various patterns of polycrisis dynamics. While policy failures and “fatal remedies” from previous crises have partially impaired the resilience and crisis preparedness of local governments, we have also found some learning effects from previous crises.
Dieser Beitrag vergleicht die kommunale Verwaltungsdigitalisierung in Deutschland, Österreich und der Schweiz (DACH-Länder) als Vertreter der kontinentaleuropäisch-föderalen Verwaltungstradition bei zugleich unterschiedlichen Digitalisierungsansätzen und -fortschritten. Basierend auf Interviews mit 22 Expert*innen und Beobachtungen in je einer Kommune pro Land sowie Dokumenten-, Literatur- und Sekundärdatenanalysen untersucht die Studie, wie Verwaltungsdigitalisierung im Mehrebenensystem organisiert ist und welche Rolle dabei das Verwaltungsprofil spielt sowie welche Innovationsschwerpunkte die Kommunen im Hinblick auf die Leistungserbringung und die internen Prozesse setzen. Die Ergebnisse zeigen, dass der hohe Grad lokaler Autonomie den Kommunen ermöglicht, eigene Akzente in der Verwaltungsdigitalisierung zu setzen. Zugleich wirken die stark verflochtenen komplexen Entscheidungsstrukturen und hohen Koordinationsbedarfe in verwaltungsföderalen Systemen, die in Deutschland am stärksten, in Österreich etwas schwächer und in der Schweiz am geringsten ausgeprägt sind, als Digitalisierungshemmnisse. Ferner weisen die Befunde auf eine unitarisierende Wirkung der Verwaltungsdigitalisierung als Reformbereich hin. Insgesamt trägt die Studie zu einem besseren Verständnis dafür bei, welche Problematik die Verwaltungsdigitalisierung für föderal-dezentrale Verwaltungsmodelle mit sich bringt.
‘Modern talking’

Despite growing interest, we lack a clear understanding of how the arguably ambiguous phenomenon of agile is perceived in government practice. This study aims to alleviate this puzzle by investigating how managers and employees in German public sector organisations make sense of agile as a spreading management fashion in the form of narratives. This is important because narratives function as innovation carriers that ultimately influence the manifestations of the concept in organisations. Based on a multi-case study of 31 interviews and 24 responses to a qualitative online survey conducted in 2021 and 2022, we provide insights into what public sector managers, employees and consultants understand (and, more importantly, do not understand) as agile and how they weave it into their existing reality of bureaucratic organisations. We uncover three meta-narratives of agile government, which we label ‘renew’, ‘complement’ and ‘integrate’. In particular, the meta-narratives differ in their positioning of how agile interacts with the characteristics of bureaucratic organisations. Importantly, we also show that agile as a management fad serves as a projection surface for what actors want from a modern and digital organisation. Thus, the vocabulary of agile government within the narratives is inherently linked to other diffusing phenomena such as new work or digitalisation.
Invisible iterations: how formal and informal organization shape knowledge networks for coordination

This study takes a network approach to investigate coordination among knowledge workers as grounded in both formal and informal organization. We first derive hypotheses regarding patterns of knowledge-sharing relationships by which workers pass on and exchange tacit and codified knowledge within and across organizational hierarchies to address the challenges that underpin contemporary knowledge work. We use survey data and apply exponential random graph models to test our hypotheses. We then extend the quantitative network analysis with insights from qualitative interviews and demonstrate that the identified knowledge-sharing patterns are the micro-foundational traces of collective coordination resulting from two underlying coordination mechanisms which we label ‘invisible iterations’ and ‘bringing in the big guns’. These mechanisms and, by extension, the associated knowledge-sharing patterns enable knowledge workers to perform in a setting that is characterized by complexity, uncertainty and ambiguity. Our research contributes to theory on the interplay between formal and informal organization for coordination by showing how self-directed, informal action is supported by the formal organizational hierarchy. In doing so, it also extends understanding of the role that hierarchy plays for knowledge-intensive work. Finally, it establishes the collective need to coordinate work as a previously overlooked driver of knowledge network relationships and network patterns. © 2024 The Authors. Enhancing higher entrepreneurship education: insights from practitioners for curriculum improvement

Curricula for higher entrepreneurship education should meet the requirements of both a solid theoretical foundation and a practical orientation. When these curricula are designed by education specialists, entrepreneurs are usually not consulted. To explore practitioners’ curricular recommendations, we conducted 73 semi-structured interviews with entrepreneurs with at least five years of professional experience. We collected 49 items for teaching and learning objectives, 37 for contents, 28 for teaching methods, and 17 for assessment methods. The respondents are convinced that students should acquire solid knowledge in business and management, legal issues, and entrepreneurship. For the latter, only some core aspects are provided. The entrepreneurs put greater emphasis on entrepreneurial skills and attitudes and consider experiential learning designs as most suitable, both in the secure setting of the classroom and in real life. The findings can help reflect on current entrepreneurship curriculum designs.
In the debate on epistemic injustice, it is generally assumed that testimonial injustice as one form of epistemic injustice cannot be committed (fully) deliberately or intentionally because it involves unconscious identity prejudices. Drawing on the case of sexual violence against refugees in European refugee camps, this paper argues that there is a form of testimonial injustice—willful testimonial injustice—that is deliberate. To do so, the paper argues (a) that the hearer intentionally utilizes negative identity prejudices for a particular purpose and (b) that the hearer is aware of the fact that the intentionally used prejudices are in fact prejudices. Furthermore, the paper shows how testimonial injustice relates to recognition failures both in terms of a causal as well as a constitutive claim. In fact, introducing willful testimonial injustice can support the constitutive claim of such a relation that has so far received little attention. Besides arguing for a novel form of testimonial injustice and contributing to the recent debate on the relation between epistemic injustice and recognition failures, this paper is also motivated by the attempt to draw attention to the inhumane conditions for refugees at the border of Europe as well as elsewhere.
Der vorliegende Beitrag, der sich weniger als Fachbeitrag, sondern vielmehr als Erfahrungsbericht aus der Praxis versteht, berichtet von unterschiedlichen Versuchen, die Mensch-Tier-Beziehung in den schulischen Kontext einzubringen und somit der unzureichenden Beachtung der Thematik entgegenzuwirken. Nachdem überblicksartig die Relevanz der Mensch-Tier-Thematik herausgestellt und auf diese Weise die Notwendigkeit einer unterrichtlichen Beschäftigung mit dem Verhältnis von Menschen und anderen Tieren begründet wird, wird zunächst von einem ersten Versuch berichtet, (angehende) Lehrkräfte im Rahmen eines Workshops am Studienseminar Potsdam für die Relevanz der Mensch-Tier-Thematik zu sensibilisieren sowie über eine mögliche Umsetzung in den verschiedenen Unterrichtsfächern zu informieren. Anschließend werden – exemplarisch für den Politikunterricht – zwei Unterrichtsstunden, die die Mensch-Tier-Beziehung auf verschiedene Weise in den Politikunterricht einbeziehen, sowie die im Rahmen der Durchführung gesammelten Erfahrungen vorgestellt.

Theorien der epistemischen Ungerechtigkeit befassen sich mit dem breiten Feld der ungerechten oder unfairen Behandlung, die mit Fragen des Wissens, Verstehens und Kommunizierens zusammenhängen, wie z.B. die Möglichkeit, vom Wissen oder von kommunikativen Praktiken ausgeschlossen zu werden oder zum Schweigen gebracht zu werden, aber auch Kontexte, in denen die Bedeutungen mancher systematisch verzerrt oder falsch gehört und falsch dargestellt werden, in denen manchen misstraut wird oder es an epistemischer Handlungsfähigkeit mangelt. In diesem Buch wird eine Übersicht über die breite Debatte epistemischer Ungerechtigkeit, epistemischer Unterdrückung und epistemischer Gewalt gegeben, in dem unterschiedliche Theorien, die sich auf der Schnittstelle von Gerechtigkeitstheorie und epistemischen Fragen befinden, systematisch und kritisch diskutiert sowie theoretische Vorgänger dieser Theorien beleuchtet werden.
The growing use of digital tools in policy implementation has altered the work of street-level bureaucrats who are granted substantial discretionary power in decision-making. Digital tools can constrain discretionary power, like the curtailment thesis proposed, or serve as action resources, like the enablement thesis suggested. This article assesses empirical evidence of the impact of digital tools on street-level work and decision-making in service-oriented and regulation-oriented organisations based on a systematic literature review and thematic qualitative content analysis of 36 empirical studies published until 2021. The findings demonstrate different effects with regard to the role of digital tools and the core tasks of the public administration, depending on political and managerial goals and consequent system design. Leading or decisive digital tools mostly curtail discretion, especially in service-oriented organisations. In contrast, an enhanced information base or recommendations for actions enable decision-making, in particular in regulation-oriented organisations. By showing how street-level bureaucrats actively try to resist the curtailing effects caused by rigid design to address individual circumstances, for instance by establishing ways of coping like rule bending or rule breaking, using personal resources or prioritising among clients, this study demonstrates the importance of the continuation thesis and the persistently crucial role of human judgement in policy implementation.

In this contribution, the emergence of the neo-Weberian state (NWS) is analyzed with regard to German public administration. Drawing on the concept of a governance space, which consists of a hierarchy, markets, and networks, we distinguish between four empirical manifestations of the NWS, namely, the NWS as (1) come back of the public/ re-municipalization; (2) re-hierarchization; (3) de-agencification; (4) de-escalation in performance management. These movements can, on the one hand, be interpreted as a (partial) reversal of New Public Management (NPM) approaches and a “swinging back of the pendulum” (see Kuhlmann & Wollmann, 2019) toward public and classical Weberian principles (e.g., hierarchy, regulation, institutional re-aggregation). This reversal re-strengthened the hierarchy within the overall governance space to the detriment of, but without completely replacing, market mechanisms and networks. NPM’s failure to deliver what it promised and its inappropriateness as a response to more recent challenges connected to crises and wicked problems have engendered a partial return of the public and a move away from the economization logic of NPM. On the other hand, post-NPM reversals and managerial de-escalation gave rise to hybrid models that merge NPM and classic Weberian administration. While some well-functioning combinations of NPM and Weberianism exist, the hybridization of “old” and “neo” elements has also provoked ambivalent and negative assessments regarding the actual functioning of the NWS in Germany. Our analysis suggests that the NWS is only partially suitable as a model for reform and future administrative modernization, largely depending on the context surrounding reform and implementation practices.
A new challenger seeks to enter the German party system: Bündnis Sahra Wagenknecht (BSW). With her new party, former Die Linke politician Sahra Wagenknecht combines a left-authoritarian profile (economically left-leaning, but culturally conservative) with anti-US, pro-Russia and anti-elitist stances. This article provides the first large-n academic study of the voter potential of this new party by using a quasi-representative sample (n = 6,000) drawn from a Voting Advice Application-like dataset that comes from a website designed to explore the Bündnis Sahra Wagenknecht’s positions. The results show that congruence with foreign policy positions and anti-elitism are strong predictors of the propensity to vote for the Bündnis Sahra Wagenknecht. In contrast, social/welfare and immigration policies are less predictive for assessing the party’s potential. Among the different socio-demographic groups, the Bündnis Sahra Wagenknecht has a strong potential among baby boomers, the less educated and East Germans. Regarding party voters, the Bündnis Sahra Wagenknecht is favoured by supporters of some minor parties like dieBasis, Freie Wähler and Die PARTEI, but also non-voters. Among the established parties, the party’s potential is high among Die Linke voters and, to a lesser extent, voters of the Social democrats (SPD) and Alternative for Germany (AfD). A potential below the average is reported for the supporters of the Liberals (FDP) and Christian Democrats (CDU/CSU) and most clearly for Green and Volt voters.

Am Beispiel von Flüchtlingsintegration werden institutionelle Entwicklungen im Mehrebenensystem aus einer länderübergreifenden Perspektive analysiert. Insgesamt hat der Grad der Verwaltungsverflechtung und vertikalen Koordination in diesem Bereich zugenommen und die Rolle der Kommunen wurde – ungeachtet unterschiedlicher Ausprägungen der (De-)Zentralisierung – gestärkt. Während die starke fluchtbedingte Zuwanderung als äußerer Faktor dieser Entwicklung Vorschub geleistet hat, nehmen historische Pfadabhängigkeiten und die jeweiligen Verwaltungskulturen nach wie vor erheblichen Einfluss auf die genannten Entwicklungen.
Article 22 1951 Convention

This chapter covers the 1951 Convention's Article 22. It explains the provision's aim to grant refugees access to the contracting States' national educational systems. Moreover, Article 22 encompasses learning at all different levels of education in schools, universities, and other educational institutions. However, the provision does not address any issues related to the upbringing of children by their parents. The chapter mentions the relevancy of Article 22 when it comes to durable solutions for refugees in an effort to enable them to integrate into the host country's society. It also discusses the drafting history, declarations, and reservations of Article 22 and the instruments used prior to the 1951 Convention.
This chapter examines the extent of the 1951 Convention's Article 44 and the 1967 Protocol's Article IX. It starts with identifying the standard denunciation clause in Article 44 and Article IX. Multilateral treaties of unlimited duration allow States parties an unconditional right to withdraw. A denunciation releases the denouncing party from any obligation further to perform the treaty in relation to the other parties of the 1967 Protocol. The chapter clarifies that denunciation or withdrawal expresses the same legal concept since it is a procedure initiated unilaterally by a State that wants to terminate its legal engagements under a treaty.

This study pushes our understanding of research reliability by reproducing and replicating claims from 110 papers in leading economic and political science journals. The analysis involves computational reproducibility checks and robustness assessments. It reveals several patterns. First, we uncover a high rate of fully computationally reproducible results (over 85%). Second, excluding minor issues like missing packages or broken pathways, we uncover coding errors for about 25% of studies, with some studies containing multiple errors. Third, we test the robustness of the results to 5,511 re-analyses. We find a robustness reproducibility of about 70%. Robustness reproducibility rates are relatively higher for re-analyses that introduce new data and lower for re-analyses that change the sample or the definition of the dependent variable. Fourth, 52% of re-analysis effect size estimates are smaller than the original published estimates and the average statistical significance of a re-analysis is 77% of the original. Lastly, we rely on six teams of researchers working independently to answer eight additional research questions on the determinants of robustness reproducibility. Most teams find a negative relationship between replicators' experience and reproducibility, while finding no relationship between reproducibility and the provision of intermediate or even raw data combined with the necessary cleaning codes.

Article 1 E 1951 Convention

This chapter elaborates on the function of Article 1 E of the 1951 Convention, which was originally aimed at German refugees. It refers to a special group of people who qualify for refugee status but enjoy the rights of national citizens despite their lack of formal citizenship. The article's object and purpose revolve around excluding persons from refugee protection who do not need any international protection since they have the status of national citizens. Additionally, access to refugee status is excluded ipso facto because the individual may resort to effective protection similar to that of citizenship upon being admitted to the country of sojourn. The chapter explains how Article 1 E is an integral part of the balanced system of international refugee protection prescribed by the Convention.

This chapter tackles the features and historical development of the 1951 Convention's Article 34. It explains the function of the provision, which primarily focuses on requesting Contracting States to facilitate the assimilation and naturalization of refugees. Moreover, the provision forms the legal bases for local integration and naturalization as some of the traditional durable solutions to refugeehood. The soft obligation imposed by Article 34 primarily focuses on the long-term solution by naturalization. The chapter then elaborates on the balance between local integration, naturalization, and voluntary return after it was disrupted due to the fall of the Iron Curtain in 1989.

In 2022, there were 4.62 billion social media users worldwide. Social media generates a wealth of data which migration scholars have recently started to explore in pursuit of a variety of methodological and thematic research questions. Scholars use social media data to estimate migration stocks, forecast migration flows, or recruit migrants for targeted online surveys. Social media has also been used to understand how migrants get information about their planned journeys and destination countries, how they organize and mobilize online, how migration issues are politicized online, and how migrants integrate culturally into destination countries by sharing common interests. While social media data drives innovative research, it also poses severe challenges regarding data privacy, data protection, and methodological questions relating to external validity. In this chapter, I briefly introduce various strands of migration research using social media data and discuss the advantages, disadvantages, and opportunities.
Das Risiko, durch einen Suizid im Gefängnis zu versterben, ist erhöht. Während der COVID-19-Pandemie wurden zum Infektionsschutz zahlreiche Maßnahmen, die beispielsweise eine deutliche Minderung der Kontakt- und Behandlungsangebote zur Folge hatten, eingeführt. Im Rahmen eines Kohortenvergleichs der Suizide und ausgewählter Merkmale der Suizident:innen in den Zeiträumen vom April 2017 bis zum Dezember 2019 sowie vom April 2020 bis zum Dezember 2022 wird untersucht, ob es eine Veränderung der Suizide während der Pandemie gab. Im Ergebnis zeigen sich eine Zunahme der Suizide während der Pandemie, insbesondere in den ersten 14 Tagen der Haft, und eine Zunahme der Suizide von Suizident:innen mit erhöhter Vulnerabilität. Keine Unterschiede wurden in den allgemeinen Risikomerkmalen für Suizide im Gefängnis festgestellt. Es ergeben sich Hinweise auf eine suizidpräventive Wirkung der Kontakt- und Behandlungsangebote. Daraus ergibt sich die Notwendigkeit, intensivere Präventionsangebote für Gefangene mit erhöhter Vulnerabilität bzw. geringerer Resilienz anzubieten.
The planetary commons

The Anthropocene signifies the start of a no- analogue trajectory of the Earth system that is fundamentally different from the Holocene. This new trajectory is characterized by rising risks of triggering irreversible and unmanageable shifts in Earth system functioning. We urgently need a new global approach to safeguard critical Earth system regulating functions more effectively and comprehensively. The global commons framework is the closest example of an existing approach with the aim of governing biophysical systems on Earth upon which the world collectively depends. Derived during stable Holocene conditions, the global commons framework must now evolve in the light of new Anthropocene dynamics. This requires a fundamental shift from a focus only on governing shared resources beyond national jurisdiction, to one that secures critical functions of the Earth system irrespective of national boundaries. We propose a new framework—the planetary commons—which differs from the global commons framework by including not only globally shared geographic regions but also critical biophysical systems that regulate the resilience and state, and therefore livability, on Earth. The new planetary commons should articulate and create comprehensive stewardship obligations through Earth system governance aimed at restoring and strengthening planetary resilience and justice.
The dark side of metaverse: a multi-perspective of deviant behaviors from PLS-SEM and fsQCA findings

The metaverse has created a huge buzz of interest because such a phenomenon is emerging. The behavioral aspect of the metaverse includes user engagement and deviant behaviors in the metaverse. Such technology has brought various dangers to individuals and society. There are growing cases reported of sexual abuse, racism, harassment, hate speech, and bullying because of online disinhibition make us feel more relaxed. This study responded to the literature call by investigating the effect of technical and social features through mediating roles of security and privacy on deviant behaviors in the metaverse. The data collected from virtual network users reached 1121 respondents. Partial Least Squares based structural equation modeling (PLS-SEM) and fuzzy set Qualitative Comparative Analysis (fsQCA) were used. PLS-SEM results revealed that social features such as user-to-user interaction, homophily, social ties, and social identity, and technical design such as immersive experience and invisibility significantly affect users’ deviant behavior in the metaverse. The fsQCA results provided insights into the multiple causal solutions and configurations. This study is exceptional because it provided decisive results by understanding the deviant behavior of users based on the symmetrical and asymmetrical approach to virtual networks.
This article analyses incremental institutional change and subsequent organizational and performance outcomes of the digital transformation from a comparative perspective. Through 31 expert interviews, the authors compare two digitalized public services in Germany. Two digitalization approaches are identified. The voluntary, decentralized bottom-up approach involves layering of new rules, limited organizational restructuring, and performance deficits. Conversely, the compulsory, top-down approach with centralized control facilitates displacement of existing rules and far-reaching organizational change; in this study, it is also associated with improved performance.

In this paper, we study how the European Financial Reporting Advisory Group (EFRAG) used different legitimacy strategies between 2004 and 2021 to secure its organisational survival. Although EFRAG is now an established player within the regulatory space of corporate reporting, the organisation’s path towards this position was not straightforward. Based on 20 interviews with current and former members of EFRAG and archival documents, we investigate how EFRAG initially gained and maintained its legitimacy and how it responded to a legitimacy crisis arising in the aftermath of the 2008–2009 financial crisis. Based on prior research on organisational strategies for legitimising actions, we derive a framework for our analysis and show how EFRAG has adapted various legitimacy strategies over time. We further find that the use of legitimacy strategies is constrained by various systemic factors and show how EFRAG’s adaptations to its legitimacy strategies led to new tensions. Our findings contribute to the literature on private regulatory organisations’ legitimacy and the political economy of standard setting.
We use worldwide gridded satellite data to analyse how population size and density affect urban PM 2.5 pollution. We find that more populated and denser grid cells are more exposed to pollution. However, across urban areas, exposure increases with cities’ population size but decreases with density. Moreover, the population effect is driven mostly by population commuting to core cities rather than the core city population itself. We analyse heterogeneity by geography and income levels. A counterfactual simulation shows that exposure could fall by up to 40% if population size were equalized across all cities within countries, but the relocation of population from large to small cities that maximizes welfare would be small.

Der Begriff des Verantwortungseigentums wird seit einigen Jahren in der rechtspolitischen Debatte zu alternativen Unternehmens- und Eigentumsformen diskutiert. Dabei wird die Einführung einer eigenen Gesellschaftsform gefordert.
Die Dissertation widmet sich diesen Forderungen und den Entwicklungen des Verantwortungseigentums anhand der Carl-Zeiss-Stiftung und ihrer Stiftungsbetriebe Zeiss und Schott.
Dort wurde bereits Ende des 19. Jahrhunderts eine Form dessen, was Jurist:innen heute unter Verantwortungseigentum verstehen, kautelar-juristisch eingeführt und geprägt.
Ziel und Zweck der Arbeit war es, die Überschneidungen, Parallelen und Unterschiede der Rechtssubjekte zu untersuchen und der Frage auf den Grund zu gehen, ob das Verantwortungseigentum einer längeren Rechtstradition folgt oder eine rein zeitgenössische Idee ist.
Existing curricula for entrepreneurship education do not necessarily represent the best way of teaching. How could entrepreneurship curricula be improved? To answer this question, we aim to identify and rank desirable teaching objectives, teaching contents, teaching methods, and assessment methods for higher entrepreneurship education. To this end, we employ an international real-time Delphi study with an expert panel consisting of entrepreneurship education instructors and researchers. The study reveals 17 favorable objectives, 17 items of content, 25 teaching methods, and 15 assessment methods, which are ranked according to their desirability and the group consensus. We contribute to entrepreneurship curriculum research by adding a normative perspective.

Enhancing economic efficiency in modular production systems through deep reinforcement learning

In times of increasingly complex production processes and volatile customer demands, the production adaptability is crucial for a company's profitability and competitiveness. The ability to cope with rapidly changing customer requirements and unexpected internal and external events guarantees robust and efficient production processes, requiring a dedicated control concept at the shop floor level. Yet in today's practice, conventional control approaches remain in use, which may not keep up with the dynamic behaviour due to their scenario-specific and rigid properties. To address this challenge, deep learning methods were increasingly deployed due to their optimization and scalability properties. However, these approaches were often tested in specific operational applications and focused on technical performance indicators such as order tardiness or total throughput. In this paper, we propose a deep reinforcement learning based production control to optimize combined techno-financial performance measures. Based on pre-defined manufacturing modules that are supplied and operated by multiple agents, positive effects were observed in terms of increased revenue and reduced penalties due to lower throughput times and fewer delayed products. The combined modular and multi-staged approach as well as the distributed decision-making further leverage scalability and transferability to other scenarios.
