Neben der vorherrschenden Unternehmenskultur existieren innerhalb der Organisationen unterschiedliche Subkulturen. Eine solche Subkultur - die berufliche - ist im Kontext dieser Arbeit von Bedeutung. Ihr Einfluss auf das Individuum in Form einer sekundären Sozialisation fängt in der Regel noch vor dem Eintritt im Unternehmen an und kann je nach Dauer der Einflussnahme und Stärke der Unternehmens- und der Subkulturen unterschiedlich sein. Im Mittelpunkt des Buches steht die Untersuchung der Abhängigkeiten zwischen der beruflichen kulturellen Prägung der Mitarbeiter und dem Umgang mit Wissen im Unternehmenskontext. Das Buch bietet einen theoretischen Überblick über die relevanten Themenfelder, stellt die Entwicklung eines Modells der Interdependenzen zwischen Wissensmanagement, Unternehmenskultur und beruflicher Subkultur vor und diskutiert erste Ergebnisse zur empirischen Untersuchung der Interdependenzen sowie das hierzu entwickelte Instrument.
Wandlungsfähigkeit beschreibt die Fähigkeit eines Systems, proaktiv oder reaktiv Maßnahmen für die Modifikation seiner Eigenschaften schnell und effizient zu entwickeln, umzusetzen und anzuwenden sowie sich proaktiv darauf vorzubereiten, inaktiv zu sein und passiv Einwirkungen aus der Umwelt zu tolerieren. Die Eigenschaften wandlungsfähiger Systeme werden häufig als Indikatoren (z.B. Modularität, Wissen) verwendet. Dabei existiert eine Vielzahl potenzieller Indikatoren, deren jeweilige Relevanz jedoch ungeklärt ist. Hier setzt die Zielstellung der vorliegenden Arbeit an. Das Erkenntnisziel ist die Erklärung der Wandlungsfähigkeit sozio-technischer Systeme. Zu diesem Zweck wird ein Erklärungsmodell der indikatorbasierten Wandlungsfähigkeit erstellt, das zum Nachweis von Wandlungsfähigkeit, zur Bewertung dieser sowie zur Systemanalyse genutzt werden kann. Weiterhin wird exemplarisch eine positive Korrelation von Wandlungsfähigkeit und Schnelligkeit sowie Effizienz bei Veränderungsprojekten nachgewiesen.

Findings - The results provide (longitudinal) support for the proposed evaluative approach. They reveal new evidence that building brand equity is a means to mitigate negative effects, and indicate that negative spillover effects within a high-equity brand portfolio are unlikely. Finally, this research identifies situations in which developing a new brand might be more beneficial than leveraging an existing brand. Practical implications - This research has significant implications for firms with high-equity brands that might be affected by a scandal. The findings support managers to navigate their brands through a crisis.
The chapter presents an overview about the evolution of the teaching dimension in the academic debate within the EGPA community. Major topics of EGPA’s permanent study group on “PA and teaching” over the last decade are displayed. From a more general perspective, the authors discuss the various types and target groups of academic programs in Public Administration and their change over time. They also shed some light on the change of contents and pedagogical approaches in the last decades. Furthermore, different patterns and degrees of institutionalization of Public Administration as academic discipline across Europe are illustrated. In a short résumé the authors reflect about future educational developments in our field and about the role of EGPA
This chapter highlights the role and contribution of EGPA in educating and socializing the next generation of young researchers into the interdisciplinary community of public administration, management and policy scholars in Europe. In doing so, it also provides an overview of the current state of the art in doctoral education in the field of public administration in Europe. Against this background, the chapter presents the annual “EGPA Workshop for PhDs and Young Researchers” (or for short: the EGPA PhD project) in the context of changing institutional settings and academic markets of PhD education in Europe. Consequently, EGPA carries an important responsibility as a representative of the public administration community in shaping the course of PhD education in our field in Europe.
The chapter aims at addressing collaboration between the two main professional organizations in the field of Public Administration in Europe—the European Group of Public Administration (EGPA) and the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee)—in their contribution to understanding, creating and institutionalizing the European Administrative Space. While the chapter gives an overview of both informal collaboration between Eastern and Western European scholars, and a joint accreditation initiative (EAPAA), its main focus is on Trans-European Dialogue (TED). The chapter outlines the challenges for the future of TED and proposes other potential ways of EGPA-NISPAcee collaboration.
Companies have a keen interest in developing skilled negotiators in order to improve their negotiation outcome. A crucial determinant of the negotiation outcome are negotiation styles that represent the negotiator’s actual behavior during the negotiation process. In this context, the author examines the variation in negotiation styles throughout the negotiation process, points out the relevance of the negotiator’s characteristics and situational context as determinants of negotiation styles, and emphasizes the importance not only of actual but also of perceived negotiation behavior. As a result, existing negotiation research is advanced as new perspectives on negotiation styles are offered to improve a negotiator’s performance.
We test the stability of locus of control, a measure that has been attributed substantial explanatory power for economic outcomes since it depicts how much people believe in their ability to affect life outcomes. Using the German Socio-Economic Panel, we find that a job loss due to a plant closure has no long-lasting effect on locus of control. The common assumption of its stability is thus not rejected. However, during unemployment, control perception decreases by 30 percent of one standard deviation. The effect holds true independent from unemployment duration or socio-demographic characteristics and vanishes as soon as the unemployed find a new job. We therefore conclude that stated locus of control is affected by unemployment. Using this trait as explanatory variable can thus lead to biased estimations when this temporary deviation in measurement is not accounted for.
If war is an inevitable condition of human nature, as David Hume suggests, then what type of societies can best protect us from defeat and conquest? For David Hume, commerce decreases the relative cost of war and promotes technological military advances as well as martial spirit. Commerce therefore makes a country militarily stronger and better equipped to protect itself against attacks than any other kind of society. Hume does not assume commerce would yield a peaceful world nor that commercial societies would be militarily weak, as many contemporary scholars have argued. On the contrary, for him, military might is a beneficial consequence of commerce.
Nuesiri assesses the UN-REDD (United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) commitment to strengthen local democracy as a safeguard protecting local interests in REDD+ (Reducing Emissions from Deforestation and Forest Degradation with the added goals of Conserving and Enhancing Forest Carbon Stocks, and Sustainably Managing Forests). The chapter examines local representation during the consultative process associated with the Nigeria-REDD proposal. Local representation was through selected individuals (descriptive representatives), customary authority, and NGOs (symbolic representatives). Elected local government authorities (substantive representatives) were excluded from the consultative process. Exclusion of elected local governments is linked to godfather politics in Nigeria, which enables state governors to subordinate local government authority and constrain their responsiveness to local needs. In approving the Nigeria-REDD proposal, the UN-REDD reinforced the subversion of local democracy in Nigeria. The UN-REDD would be fulfilling its democracy objectives in Nigeria by engaging substantively all local governance actors, including elected local government authorities.

Not in my backyard versus Mitsprache für alle. Nur mit der Weisheit der Vielen können die drängenden Fragen der Zukunft gelöst werden. Die vierte Gewalt, die Konsultative, ist ihr Sprachrohr. Unsere Demokratie wird nicht mehr ohne sie auskommen können. Demokratie in der Krise? Politikverdrossenheit allerorten? Verhöhnung und Wut der Bürger wie bei Stuttgart 21? Das ist nur die eine Seite der Medaille. Auf der anderen fordern immer mehr Bürger Mitspracherechte und Gestaltungsmacht. Großprojekte wie die Energiewende bedürfen der Unterstützung aller, und dazu müssen auch tatsächlich alle im Vorhinein einbezogen werden. An vielen Orten beratschlagen engagierte Bürger nun zum Beispiel über den Trassenverlauf von Stromleitungen. Noch viel zu selten, aber immer häufiger findet eine breite und tiefgehende Konsultation der Bürgerschaft statt, bevor Gesetze entwickelt und beschlossen werden. Wir sind mittendrin in der Beteiligungsrevolution. Patrizia Nanz und Claus Leggewie, leidenschaftliche Streiter für Partizipation und die Demokratisierung der Demokratie, fordern die Institutionalisierung von Zukunftsräten, ein flächendeckendes Netz konsultativer Gremien von der lokalen bis zur europäischen Ebene. Sie haben mit diesem Konzept nicht nur ein wegweisendes Modell entwickelt, sondern unterstützen längst Bürger aktiv dabei, sich politische Handlungsspielräume zurückzuerobern. Gemeinsam erarbeiten sie praktikable Lösungsvorschläge für aktuelle Fragen wie die Unterbringung von Geflüchteten oder jahrzehntelang schwelende Konflikte wie den um die Endlagerung von Atommüll. Der vorliegende Beitrag fasst die bisherige Forschung über die Wirkungen von Gebietsreformen zusammen und analysiert diese aus inhaltlicher und methodischer Perspektive. Basierend auf einer Auswertung von ausgewählten nationalen und europäischen Studien werden Wirkungsbefunde in drei zentralen Dimensionen dargestellt: (1) Leistungsfähigkeit, Verwaltungs- und Veranstaltungskraft, (2) Einsparungen, Skalenerträge und Wirtschaftlichkeit und (3) Partizipation und demokratische Kontrolle. Im Ergebnis kann festgestellt werden, dass die Leistungs- und Handlungsfähigkeit kommunaler Verwaltungen durch Gebietsreformen überwiegend positiv beeinflusst wird. Dagegen sind die empirischen Befunde bezüglich Wirtschaftlichkeit, Einsparungen und Skalenerträge sowie zur Partizipation und demokratischen Kontrolle nicht eindeutig.
Kuhlmann, Laffin and Wayenberg point out three main strands of subnational changes that have significantly dominated the research field and focus of Permanent Study Group 5. Elaborating upon the Study Group’s contributions, the chapter overviews relevant research questions, approaches and findings that have been touched upon concerning local and regional government systems, subnational reforms and their evaluation in a multi-level governance setting. The chapter concludes with zooming in on austerity as a main driver of future developments upon and amongst all levels of government.
The human personality predicts a wide range of activities and occupational choices-from musical sophistication to entrepreneurial careers. However, which method should be applied if information on personality traits is used for prediction and advice? In psychological research, group profiles are widely employed. In this contribution, we examine the performance of profiles using the example of career prediction and advice, involving a comparison of average trait scores of successful entrepreneurs with the traits of potential entrepreneurs. Based on a simple theoretical model estimated with GSOEP data and analyzed with Monte Carlo methods, we show, for the first time, that the choice of the comparison method matters substantially. We reveal that under certain conditions the performance of average profiles is inferior to the tossing of a coin. Alternative methods, such as directly estimating success probabilities, deliver better performance and are more robust.
We analyze whether start-up rates in different industries systematically change with business cycle variables. Using a unique data set at the industry level, we mostly find correlations that are consistent with counter-cyclical influences of the business cycle on entries in both innovative and non-innovative industries. Entries into the large-scale industries, including the innovative part of manufacturing, are only influenced by changes in the cyclical component of unemployment, while entries into small-scale industries, like knowledge intensive services, are mostly influenced by changes in the cyclical component of GDP. Thus, our analysis suggests that favorable conditions in terms of high GDP might not be germane for start-ups. Given that both innovative and non-innovative businesses react counter-cyclically in ‘regular’ recessions, business formation may have a stabilizing effect on the economy.
Valide generierte Daten aus Verhandlungen bilden die Grundlage zum Ergründen von Art und Umfang verschiedener Einflussfaktoren auf den Verhandlungsprozess und das Verhandlungsergebnis. Die Wahl einer bestimmten Datenerhebungsmethode wird weitestgehend von der jeweiligen Problemstellung einer Untersuchung bedingt. Aus diesem Zusammenhang erschließt sich die Notwendigkeit, fundierte Erkenntnisse und Empfehlungen für die Anwendung von bestimmten Datenerhebungsmethoden in der Verhandlungsforschung zu entwickeln. Damit einhergehend können sowohl Verbesserungspotenziale für die methodische Vorgehensweise zukünftiger Forschungsvorhaben aufgefunden als auch – basierend auf den generierten Daten – gehaltvolle Handlungsempfehlungen für die Verhandlungspraxis ausgesprochen werden. Zunächst nimmt der Verfasser eine umfangreiche Literaturanalyse über die methodischen Praktiken der Datengewinnung in verhandlungsrelevanten Studien im Zeitraum 2005 bis 2014 vor. Basierend auf einer ergänzend durchgeführten Befragung unter Verhandlungswissenschaftlern liefert er eine Prognose der zukünftigen Anwendungshäufigkeiten der Erhebungsmethoden und leitet methodische Erkenntnisse im Zeitverlauf ab. Insbesondere durch die Analyse der Passung zwischen Untersuchungsfragestellung und Datenerhebungsmethode sowie weiterer Aspekte (z. B. Art der Verhandlung, Forschungsdisziplin, Journal der Publikation, Korrespondenzautor und dessen Affiliation), welche die jeweilige Untersuchung beeinflussen könnten, schafft der Autor eine kontemporäre Entscheidungshilfe für kommende verhandlungsbezogene Forschungsaktivitäten.
With the aim to improve the quality of public administration (PA) programmes in Europe, EGPA established in 1999—together with the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee)—the European Association for Public Administration Accreditation (EAPAA). This chapter presents the development of EAPAA in the last two decades and the experiences made with voluntary accreditation of academic PA programmes in Europe. The authors illustrate the basic accreditation concept of EAPAA, its integration into the European quality assurance institutions and the scope of accreditation missions over time. Finally, the effects of accreditation measures in the educational field of PA are discussed.
Economists argue that land rent taxation is an ideal form of taxation as it causes no deadweight losses. Nevertheless, pure land rent taxation is rarely applied. This paper revisits the case of land taxation for developing countries. We first provide an up-to-date review on land taxation in development countries, including feasibility and implementation challenges. We then simulate land tax reforms for Rwanda, Peru, Nicaragua and Indonesia, based on household surveys. We find that (i) land taxes provide a substantial untapped potential for tax revenues at minimal deadweight losses; that (ii) linear land value taxes tend to put a high relative burden on poor households as land ownership is pervasive; (iii) non-linear tax schemes could avoid adverse effects on the poor; and that (iv) with technological advances, administrative costs of land taxes have reduced substantially and are outweighed by tax revenues and co-benefits of formalized land tenure. Enforcement and compliance remain, however, a key challenge.

This book analyzes narrations embedded in political disputes, allowing readers to gain a deeper understanding of modern political reality. The author explores this theme in readings of the Sophocles tragedy Antigone, the Melian Dialogue of Thucydides, Heinrich von Kleist’s novella Michael Kohlhaas, Fyodor Dostoevsky's The Grand Inquisitor and E.L. Doctorow’s Ragtime novel, taking into account the relevant interdisciplinary aspects of the narratives. His study of these four narrations focuses on key political concepts, such as might and right, self-interest, legality and justice, the nation-state and democracy, and relates them compellingly to current actuality. Since narrations can exert comprehensive and lasting influence on individuals’ political discernment, this systematic analysis allows for a better comprehension of politics in education and civics.
Involvement of disadvantaged individuals into entrepreneurship facilitates their social integration into mainstream societies. The present study addresses the drivers of social entrepreneurial appraisal among hearing-impaired individuals within a unique social minority environment. In prior research, social appraisal was empirically shown to determine social entrepreneurial intention. Adopting the theory of planned behaviour, this study investigates the impact of entrepreneurial self-efficacy, general social support and perceived barriers on social entrepreneurial appraisal. Based on a survey with 221 respondents, our results demonstrate that social entrepreneurial appraisal of hearing-impaired individuals result from their entrepreneurial self-efficacy and general social support. In terms of taking advantage of social opportunities, importance should be given to the role of entrepreneurial education and heterogeneous networks across minorities.
In 2013, large floods affected Germany heavily. The natural disaster transcended jurisdictional and organisational boundaries, necessitating a coordinative effort by disaster relief forces and their administrative and political leadership. In the aftermath, politicians and experts praised the improvement of the German system of crisis management, also in direct comparison with the response to the last German “flood of the century” of 2002. This chapter takes a public policy and organisational perspective to analyse the German disaster relief governance throughout all four crisis management phases. By highlighting the central features of the German governance arrangements and the main organisational changes implemented in reaction to the previous flood in 2002, we find that Whole-of-Government approaches are increasingly used by the federal and Länder government.
Der Autor entwickelt ein Modell des strategischen und operativen Managements in Konzernrechtsabteilungen und richtet dabei den Fokus auf praktische Erkenntnisse, die auf betriebs- und volkswirtschaftlichen Theorien sowie zahlreichen Experteninterviews aufgebaut sind. Ein besonderes Augenmerk legt er auf die Spezifika von Rechtsdienstleistungen im Vergleich zu anderen Leistungen, die in einem Konzern benötigt werden. Die Sichtweise des Leiters einer Rechtsabteilung /General Counsels steht dabei im Vordergrund. Es wird die Frage untersucht, wie dieser die Leitung und Steuerung der gesamten Abteilung am effizientesten und effektivsten ausfüllen kann.
Faced with the increasing needs of companies, optimal dimensioning of IT hardware is becoming challenging for decision makers. In terms of analytical infrastructures, a highly evolutionary environment causes volatile, time dependent workloads in its components, and intelligent, flexible task distribution between local systems and cloud services is attractive. With the aim of developing a flexible and efficient design for analytical infrastructures, this paper proposes a flexible architecture model, which allocates tasks following a machine-specific decision heuristic. A simulation benchmarks this system with existing strategies and identifies the new decision maxim as superior in a first scenario-based simulation.

Entrepreneurship is a regional and persistent phenomenon. We jointly investigate spatial dependence and serial dynamics of new business formation. Using panel data from all 402 German counties for 1996-2011, we estimate dynamic spatial panel data models of start-up activity in the high-tech and manufacturing industries. We consider regions of different sizes and systematically search for the most suitable spatial weights matrices. We find substantial spatial dependence as well as time persistence of start-up activity, especially in the high-tech industry. This suggests that local start-up activity has positive extemal effects and that entrepreneurship policy could play an efficiency-enhancing role.

Wie und warum ändern sich die formalen Strukturen von Ministerien? Dieser Band präsentiert die Ergebnisse der ersten umfassenden formalen Organisationsstrukturanalyse der Bundesverwaltung zwischen 1980 und 2015. Neben einer Beschreibung der internen Dynamiken im Zeitverlauf, u.a. zur Anzahl und Verbreitung von Organisationseinheiten, zur Veränderungsintensität und zu den Arten der Veränderungsereignisse, werden zentrale politik- und verwaltungswissenschaftliche Erklärungsperspektiven erörtert. Die empirische Analyse zeigt, dass sich die Bundesministerien in den letzten Jahrzehnten ausdifferenziert haben und dabei (partei-)politische aber auch politikfeldspezifische Motive relevant sind. Daneben wird in zahlreichen Beispielen illustriert, welche externen und internen Faktoren die strukturelle Entwicklung der Bundesverwaltung beeinflussen.
This paper examines the consequences of international financial integration in a two-sector standard incomplete markets model with occupational choice under risk and financial constraints affecting entrepreneurial activity. We endogenize international productivity differences and discuss the implications of international integration for the macroeconomy, inequality, and welfare. Lending countries are characterized by tighter domestic constraints and experience an increase in gross national product, whereas the gross domestic product effect is ambiguous. We conclude that international integration is beneficial only for economies where there are substantial financial constraints on entrepreneurial activity. Otherwise, a majority of households suffer, due to the unequal distribution of welfare gains and losses across the heterogeneous population.
The newly collected Potsdam Grievance Statistics File (PGSF) holds data on the number and topics of grievances (Eingaben) that were addressed to local authorities of the German Democratic Republic (GDR) in the years 1970 to 1989. The PGSF allows quantitative analyses on topics such as participation, quality of life, and value change in the German Democratic Republic. This paper introduces the concepts of the data set and discusses the validity of its contents.
This paper analyses the interaction of domestic political elites and external donors against the backdrop of Mozambique’s decentralisation process. The empirical research at national and local levels supports the hypothesis that informal power structures influence the dynamics of this interaction. Consequently, this contributes to an outcome of externally induced democratisation different to what was intended by external actors. The decentralisation process has been utilised by ruling domestic elites for political purposes. Donors have rather focused on the technical side and ignored this informal dimension. By analysing the diverging objectives and perceptions of external and internal actors, as well as the instrumentalisation of formal democratic structures, it becomes clear, that the ‘informal has to be seen as normal’. At a theoretical level, the analysis contributes to elite-oriented approaches of post-conflict democratisation by adding ‘the informal’ as an additional factor for the dynamics of external-internal interaction. At a policy level, external actors need to take more into account informal power structures and their ambivalence for state-building and democratisation.
The Limits of Buyer Power

This paper studies the behavior of buyers confronting an incumbent monopolist and a potential market entrant in a repeated trade situation. In the experiment, buyers have two possibilities to demand lower prices in future trade periods. First, they can withhold demand. Second, they can voluntarily pay a higher price to the entrant in order to encourage future re-entry. Both these forms of buyer behavior occur in the experiment. They are less frequent when the number of buyers is large as opposed to small. A control treatment tests to what extent such behavior can be attributed to strategic motives.
This chapter outlines the strategy of the European Group for Public Administration (EGPA) and reflects on some of its key strengths, and how these may equip the European community of scholars and practitioners of public administration (PA) to contribute to the development of the field. The chapter reviews the key trait of the EGPA organisational model: the Permanent Study Groups, which are communities of scholars centred on the key areas of the administrative sciences in Europe. It also discusses the partnerships that EGPA has developed with key institutions in Europe and beyond, and highlights the significance of the EGPA policy papers on European governance. Finally, it discusses the strategic, forward-looking project European Perspectives on Public Administration, which aims to reflect on the future of the research and teaching of public administration.
This paper presents the first investigation of the effects of optimal energy taxation in an urban spatial setting, where emissions are produced both by residences and commuting. When levying an optimal direct tax on energy or carbon use is not feasible, the analysis shows that exactly the same adjustments in resource allocation can be generated by the combination of a land tax, a housing tax, and a commuting tax. We then analyze the effects of these taxes on urban spatial structure, showing that they reduce the extent of commuting and the level of housing consumption while increasing building heights, generating a more-compact city with a lower level of emissions per capita.

This edited collection assesses governance in forestry programmes and projects, including REDD+ governance. It examines political representation, participation and decentralisation in forest governance, providing insight as to how forest governance arrangements can be responsive to the socio-economic interests of local people and communities who live adjacent to and depend on forests.
Global Forest Governance and Climate Change argues that inclusive complementary representation of local communities is required for strong participatory processes and democratic decentralisation of forest governance. Responsiveness to local people's socio-economic interests in forestry initiatives require paying attention to not just the hosting of participatory meetings and activities, but also to the full cast of appointed, self-authorized, and elected representative agents that stand, speak, and act for local people.
This book will be of interest to students and academics across the fields of climate change governance, forestry, development studies, and political economy. It will also be a useful resource for policy makers and practitioners responsible for forestry and climate change initiatives.
