Am 24. und 25. Juni 2005 fand die siebte Konferenz des Forschungskreises Vereinte Nationen an der Universität Potsdam statt. Die Konferenz befaßte sich mit dem Thema „Chancen für eine Reform der Vereinten Nationen? Bilanz zum 60. Geburtstag der Weltorganisation".
Die Verbindung von Wissenschaft und Praxis auf der einen und die Beteiligung unterschiedlicher Disziplinen auf der anderen Seite sind für die „Potsdamer UNO-Konferenzen" kennzeichnend. Die sieben Referate, die jeweils mit Zusammenfassungen der anschließenden Diskussionen dokumentiert werden, tragen dementsprechend dazu bei, wichtige Tätigkeitsbereiche und Strukturfragen der Vereinten Nationen aus unterschiedlichen Blickwinkeln zu diskutieren.
Diese Broschüre soll allen Interessierten die Möglichkeit geben, wichtige Aspekte der Diskussion über - beispielsweise - Strukturreformen im Bereich der Menschenrechtsvertragsausschüsse, die Zukunft humanitärer Interventionen, das Verhältnis von Friedenssicherung und Friedenskonsolidierung oder konkrete Reformbestrebungen beim Umweltprogramm UNEP kennenzulernen.
Der Forschungskreis dankt der Juristischen Fakultät der Universität Potsdam für die Gastfreundschaft und dem MenschenRechtsZentrum der Universität Potsdam für die Kooperation bei der Organisation der traditionell am letzten Wochenende im Juni stattfindenden Konferenz. Besonderer Dank gilt der Deutschen Gesellschaft der Vereinten Nationen, Landesverband Berlin-Brandenburg, die die Konferenz finanziell unterstützt
hat.
Anläßlich des 60. Jahrestages der Unterzeichnung der Charta der Vereinten Nationen, in dessen zeitlicher Nähe die Konferenz stattfand, lud die Deutsche Gesellschaft für die Vereinten Nationen am ersten Konferenztag zu einem Sektempfang; ihr sei hierfür herzlich gedankt.

In der vorliegenden Arbeit analysiert Maciej Chinalski den Regional Governance Ansatz und seine praktische Umsetzung in den Europäischen Grenzregionen zwischen Deutschland und Polen (Oder-Partnerschaft) sowie im Vierländereck von Österreich, Ungarn, Tschechien und Slowakei (Centrope-Region). Regional Governance gilt als eine Kooperationsform unterschiedlicher regionaler Akteure, die nach neuen Synergien suchen, um ihre Zusammenarbeit voranzutreiben. Eine Region wird dabei als Raum verstärkter Interaktionen zwischen Staat, Zivilgesellschaft und Wirtschaft verstanden.

Die fünfte Konferenz des Forschungskreises Vereinte Nationen fand am 27. und 28. Juni 2003 an der Universität Potsdam statt. Sie stand unter dem Schwerpunktthema „Die deutsche UN-Politik 1973-2003", würdigte aber auch den Beitritt der Schweiz zu den Vereinten Nationen und widmete sich aus aktuellem Anlaß ebenfalls der ,,Neue[n] Struktur der UNInformationsarbeit in Europa".
Insgesamt sieben Referate bereiteten die Konferenzthemen in bewährter Kombination von Wissenschaft und Praxis auf. Die hier abgedruckten Referate machen zusammen mit den Diskussionen, die zusammengefaßt wiedergegeben werden, deutlich, daß die Attraktivität der Vereinten Nationen gerade für kleine und mittlere Staaten unvermindert vorhanden ist. Der Kontrast der Erwartungen des Neumitgliedes Schweiz mit den Erfahrungen der Bundesrepublik Deutschland aus drei Jahrzehnten Mitgliedschaft zeigt dabei ein interessantes Spektrum von Chancen und Grenzen auf.
Die deutschsprachige UN-Forschung aller Disziplinen muß ihren Standort stets aufs Neue definieren. Die Diskussionen, die auf der Konferenz geführt wurden, zeigen das Interesse und die Bereitschaft, sich dieser Herausforderung in Wissenschaft und Praxis zu stellen. Der Forschungskreis möchte mit dieser Broschüre allen Interessierten die Möglichkeit geben, an dieser Diskussion teilzuhaben.

Der vorliegende Beitrag knüpft an die in Potsdam seit 2001 durchgeführte Langzeitstudie an und untersucht die aktuelle Situation auf dem formellen Beteiligungsmarkt in Deutschland nach dem Ausbruch der Finanzkrise. Neben den allgemeinen Gegebenheiten des Marktes werden vor allem die Finanzierungsbedingungen sowie das Investitionsverhalten einzelner Beteiligungsgesellschaften analysiert. In den Jahren 2008 - 2009 zeigt sich einerseits eine weitestgehend unveränderte Struktur der Refinanzierungsquellen. Privatpersonen und Banken sowie der öffentliche Sektor nehmen weiterhin einen hohen Stellenwert ein. Andererseits werden deutliche Veränderungen der strukturellen Merkmale, wie auch im Investitionsverhalten einzelner Beteiligungsgesellschaften deutlich. Besonders auffällig für die Branche sind das Rationalisierungsbestreben beim Einsatz von Investmentmanagern sowie die zunehmende Spätphasenspezialisierung. Aus dem festgestellten Konsolidierungs- und Reifeprozess erwächst die Herausforderung und offene Frage, wie der Markt eine solche strukturelle Angebotslücke im Frühphasensegment begegnen will. Auch das Einwerben neuer Finanzmittel sowie die aktuellen Exit-Bedingungen werden in der vorliegenden Studie kritisch beleuchtet. Als ein reizvolles Instrument zur Reduzierung der aufgezeigten Problemfelder wird dabei die aktuell unterentwickelte Syndizierung von Beteiligungsinvestitionen angesehen. Die effizientere Ausgestaltung derartiger Finanzierungsstrukturen sollte dazu beitragen, dass das private Beteiligungskapital künftig stärker bei der Transformation betrieblicher Forschung und Entwicklung zum Einsatz gelangt.
Die vorliegende Studie analysiert die Ergebnisse einer bundesweiten Unternehmensbefragung zum Finanzierungsverhalten deutscher KMU. Im Fokus stehen die Verfügbarkeit konkreter Finanzierungsinstrumente für KMU und deren Akzeptanz im Mittelstand. Dies soll die derzeitigen Möglichkeiten und Grenzen des heimischen Banken- und Finanzsystems verdeutlichen. Darüber hinaus werden verschiedene Aspekte des Innovationsverhaltens der befragten Unternehmen beleuchtet. Es zeigt sich, dass die Finanzierung aus erwirtschafteten Gewinnen einen überragenden Stellenwert besitzt. Zudem werden neben dem traditionell verankerten Bankdarlehen, vor allem kurzfristige, flexible, aber teure Kontokorrent- und Lieferantenkredite für Investitionszwecke genutzt. Alternative Finanzierungsinstrumente, wie Mezzanine, Beteiligungskapital sowie auch Kapitalmarktfinanzierungen haben bisher nur eine marginale Bedeutung erlangt. Als mögliche Ursachen hierfür sind mangelnde Kenntnisse und persönliche Vorbehalte auf Unternehmensseite, aber auch die grundsätzliche Nichteignung dieser Alternativen festzustellen. So liegt das nachgefragte Finanzierungsvolumen bei KMU häufig unter den Mindestgrenzen derartiger Kapitalgeber. Staatliche Förderinstrumente, welche vor allem von größeren mittelständischen Unternehmen in Anspruch genommen werden, können dabei nur einen Teilbeitrag leisten, um die Finanzierungsrestriktionen zu reduzieren. Im Bereich der Innovationsfinanzierung zeigt sich daher vor allem bei mittelgroßen Projekten ein besonderer Finanzierungsengpass.
Am 25. und 26. Juni 2004 fand die sechste Konferenz des Forschungskreises Vereinte Nationen an der Universität Potsdam statt. Die Konferenz befaßte sich mit dem Thema „Integrative Konzepte in der Reform der Vereinten Nationen". Kennzeichnend für die „Potsdamer UNO-Konferenzen", die traditionell am letzten Wochenende im Juni veranstaltet werden, sind die Verbindung von Wissenschaft und Praxis auf der einen Seite und die Beteiligung unterschiedlicher Disziplinen auf der anderen. Sieben Referate beschäftigten sich mit bisher nicht oder nicht genügend in der Arbeit der Vereinten Nationen einbezogenen Aspekten bei der Struktur-Reform. Die nachstehend abgedruckten sechs Beiträge - von Dr. Jochen Prantl, der zum Thema „Informelle Staatengruppen als Instrument zur Konfliktregulierung: Auswirkungen auf die Arbeitsweise des Sicherheitsrates der Vereinten Nationen" referiert hatte, lag bei der Drucklegung der Broschüre kein Manuskript vor - und die zugehörigen Diskussionen, die hier zusammengefaßt wiedergegeben werden, geben ein anschauliches Bild von der Komplexität der Aufgabe „UN-Reform". Die damit verbundenen Fragen, die für das zukünftige Funktionieren der Vereinten Nationen, aber auch für das Klima innerhalb der internationalen Gemeinschaft sehr wichtig sind, werden in dieser Dokumentation diskutiert. Die im Forschungskreis vertretene deutschsprachige UN-Forschung machte auf der Konferenz deutlich, daß man zu kurz greift, wenn sich die Reformdiskussion auf den ständigen Sitz für die Bundesrepublik Deutschland im Sicherheitsrat beschränkt. Der Forschungskreis möchte mit dieser Broschüre allen Interessierten die Möglichkeit geben, andere, nicht minder wichtige Aspekte dieser Diskussion kennenzulernen.
