The involvement of the two German states in Korea during the 1950s in the context of the Cold War

This master thesis will analyze the background of the involvement of the Federal Republic of Germany (FRG) and the German Democratic Republic (GDR) in Korea during the 1950s in the context of the Cold War. In both Korean states, the Democratic People’s Republic of Korea (DPRK) as well as the Republic of Korea (ROK), the so-called humanitarian aid that was provided to them in the form of medical and economic assistance to help surmount the hardship of the postwar period is remembered with great appreciation to this day. However, critical views on the German engagement in Korea are still relatively hard to find. In this paper, two exemplary cases will be studied: the GDR’s city reconstruction project in the North Korean cities of Hamheung and Heungnam and the FRG’s medical assistance to the ROK by means of the West German Red Cross Hospital in Busan. By looking at primary sources like governmental documents, this thesis will examine the geopolitical conditions and particular national interests that stood behind the German development and humanitarian aid for the Korean states at that time, thus shedding light on the political goals the two German states pursued, and the benefit they expected to derive from their engagement in Korea. Sources consulted include primary archival materials, secondary sources like monographs, journal articles, contemporary newspaper articles, and interviews with contemporary witnesses.

Der Südtirolkonflikt findet aufgrund der ausgeprägten Beschäftigung mit dem zeitgleich stattfindenden Kalten Krieg in der deutschen Zeitgeschichtsforschung kaum Beachtung. Wenn auch nicht auf höchster Ebene, musste sich neben Italien und Österreich jedoch auch die Bundesrepublik über mehrere Jahrzehnte hinweg mit dem Südtirolkonflikt auseinander setzten, wodurch eine internationale Bedeutung dieses „Randthemas“ zu erkennen ist. Die Auswertung der Akten des Auswärtigen Amtes ab dem Zeitpunkt der Internationalisierung der Südtirolfrage vor der UNO 1959/60 zeigt, dass die Bundesrepublik eine Einmischung in den Konflikt stets vermeiden und Neutralität in dieser Frage wahren wollte. Wenngleich verschiedene Akteure auf die Bundesrepublik einzuwirken versuchten, hielt sie weitgehend an der strikten Zurückhaltung fest. Weder die Aufforderung durch die USA Österreich von einer UNO-Befassung abzubringen, noch die durch italienische Sicherheitskräfte verübten Menschenrechtsverletzungen an Südtirol-Aktivisten konnten die Bundesrepublik zu einem aktiven Eingreifen in den Konflikt bewegen. Erst als die Untergrundorganisation „Befreiungsauschuss Südtirol“ mit gewaltsamen Aktionen gegen Italien beginnt und sich die deutsche Öffentlichkeit zunehmend mit Südtirol auseinandersetzte, wurde die Bundesrepublik zu Reaktionen gezwungen. Hierbei hatte sich die Bundesrepublik gegenüber Italien nicht nur zu rechtfertigen, wenn vereinzelt deutsche Staatsbürger an gewaltsamen Aktionen in Südtirol beteiligt waren, sondern auch, wenn deutsche Politiker öffentlich Sympathie für die Belange Südtirols bekundeten. Als prominente Südtirol-Aktivisten Zuflucht in der Bundesrepublik suchten, geriet das Auswärtige Amt aufgrund der Gefährdung der guten Beziehungen zu Italien im Rahmen der europäischen Integration schnell in Panik. Besonders wenn die deutsche Presse über Südtirol berichtete und dabei Südtirol-Aktivisten zu Wort kommen ließ, wurde durch die italienische Öffentlichkeit und auf diplomatischer Ebene stets der Vorwurf des Pangermanismus erhoben, was das Auswärtige Amt ursprünglich vermieden wissen wollte. Auch als die Anschläge des Südtirolkonfliktes zu blutigen Höhepunkten gelangten, wird entgegen politischer Ankündigungen keine tiefere Zusammenarbeit mit italienischen Sicherheitsorganen umgesetzt und an der strikten Zurückhaltung bis zum Abschluss eines Autonomiestatuts für Südtirol festgehalten.
