Anfang des Jahres 2008 erkannte die Bundesrepublik Deutschland den Kosovo als souveränen Staat an, während sich die Europäische Union mit dieser Entscheidung zurückhielt. Die Politikwissenschaftlerin Franziska Krämer untersucht in ihrer Arbeit „Die Politik Deutschlands in der Kosovofrage“ das Spannungsverhältnis zwischen eigenständiger deutscher und europäischer Außenpolitik. Am Beispiel des Kosovo wird die Problematik der Verflechtung von deutschen und europäischen Politikebenen diskutiert. Die Autorin kommt zu dem Ergebnis, dass die deutsche Kosovopolitik als Beispiel einer neuen deutschen Außenpolitik und nicht als der Beginn einer Europäisierung deutscher Außenpolitik zu sehen ist.
Sediment records of three European lakes were investigated in order to reconstruct the regional climate development during the Lateglacial and Holocene, to investigate the response of local ecosystems to climatic fluctuations and human impact and to relate regional peculiarities of past climate development to climatic changes on a larger spatial scale. The Lake Hańcza (NE Poland) sediment record was studied with a focus on reconstructing the early Holocene climate development and identifying possible differences to Western Europe. Following the initial Holocene climatic improvement, a further climatic improvement occurred between 10 000 and 9000 cal. a BP. Apparently, relatively cold and dry climate conditions persisted in NE Poland during the first ca. 1500 years of the Holocene, most likely due to a specific regional atmospheric circulation pattern. Prevailing anticyclonic circulation linked to a high-pressure cell above the remaining Scandinavian Ice Sheet (SIS) might have blocked the eastward propagation of warm and moist Westerlies and thus attenuated the early Holocene climatic amelioration in this region until the final decay of the SIS, a pattern different from climate development in Western Europe. The Lateglacial sediment record of Lake Mondsee (Upper Austria) was investigated in order to study the regional climate development and the environmental response to rapid climatic fluctuations. While the temperature rise and environmental response at the onset of the Holocene took place quasi-synchronously, major leads and lags in proxy responses characterize the onset of the Lateglacial Interstadial. In particular, the spread of coniferous woodlands and the reduction of detrital flux lagged the initial Lateglacial warming by ca. 500–750 years. Major cooling at the onset of the Younger Dryas took place synchronously with a change in vegetation, while the increase of detrital matter flux was delayed by about 150–300 years. Complex proxy responses are also detected for short-term Lateglacial climatic fluctuations. In summary, periods of abrupt climatic changes are characterized by complex and temporally variable proxy responses, mainly controlled by ecosystem inertia and the environmental preconditions. A second study on the Lake Mondsee sediment record focused on two small-scale climate deteriorations around 8200 and 9100 cal. a BP, which have been triggered by freshwater discharges to the North Atlantic, causing a shutdown of the Atlantic meridional overturning circulation (MOC). Combining microscopic varve counting and AMS 14C dating yielded a precise duration estimate (ca. 150 years) and absolute dating of the 8.2 ka cold event, both being in good agreement with results from other palaeoclimate records. Moreover, a sudden temperature overshoot after the 8.2 ka cold event was identified, also seen in other proxy records around the North Atlantic. This was most likely caused by enhanced resumption of the MOC, which also initiated substantial shifts of oceanic and atmospheric front systems. Although there is also evidence from other proxy records for pronounced recovery of the MOC and atmospheric circulation changes after the 9.1 ka cold event, no temperature overshoot is seen in the Lake Mondsee record, indicating the complex behaviour of the global climate system. The Holocene sediment record of Lake Iseo (northern Italy) was studied to shed light on regional earthquake activity and the influence of climate variability and anthropogenic impact on catchment erosion and detrital flux into the lake. Frequent small-scale detrital layers within the sediments reflect allochthonous sediment supply by extreme surface runoff events. During the early to mid-Holocene, increased detrital flux coincides with periods of cold and wet climate conditions, thus apparently being mainly controlled by climate variability. In contrast, intervals of high detrital flux during the late Holocene partly also correlate with phases of increased human impact, reflecting the complex influences on catchment erosion processes. Five large-scale event layers within the sediments, which are composed of mass-wasting deposits and turbidites, are supposed to have been triggered by strong local earthquakes. While the uppermost of these event layers is assigned to a documented adjacent earthquake in AD 1222, the four other layers are supposed to be related to previously undocumented prehistorical earthquakes.
This article presents comparisons among the five ground-motion models described in other articles within this special issue, in terms of data selection criteria, characteristics of the models and predicted peak ground and response spectral accelerations. Comparisons are also made with predictions from the Next Generation Attenuation (NGA) models to which the models presented here have similarities (e.g. a common master database has been used) but also differences (e.g. some models in this issue are nonparametric). As a result of the differing data selection criteria and derivation techniques the predicted median ground motions show considerable differences (up to a factor of two for certain scenarios), particularly for magnitudes and distances close to or beyond the range of the available observations. The predicted influence of style-of-faulting shows much variation among models whereas site amplification factors are more similar, with peak amplification at around 1s. These differences are greater than those among predictions from the NGA models. The models for aleatory variability (sigma), however, are similar and suggest that ground-motion variability from this region is slightly higher than that predicted by the NGA models, based primarily on data from California and Taiwan.
The Mohorovicic discontinuity, Moho for short, which marks the boundary between crust and mantle, is the main first-order structure within the lithosphere. Geodynamics and tectonic evolution determine its depth level and properties. Here, we present a map of the Moho in central Europe across the Teisseyre-Tornquist Zone, a region for which a number of previous studies are available. Our results are based on homogeneous and consistent processing of P-and S-receiver functions for the largest passive seismological data set in this region yet, consisting of more than 40 000 receiver functions from almost 500 station. Besides, we also provide new results for the crustal vP/vS ratio for the whole area.
Our results are in good agreement with previous, more localized receiver function studies, as well as with the interpretation of seismic profiles, while at the same time resolving a higher level of detail than previous maps covering the area, for example regarding the Eifel Plume region, Rhine Graben and northern Alps. The close correspondence with the seismic data regarding crustal structure also increases confidence in use of the data in crustal corrections and the imaging of deeper structure, for which no independent seismic information is available.
In addition to the pronounced, stepwise transition from crustal thicknesses of 30 km in Phanerozoic Europe to more than 45 beneath the East European Craton, we can distinguish other terrane boundaries based on Moho depth as well as average crustal v(P)/v(S) ratio and Moho phase amplitudes. The terranes with distinct crustal properties span a wide range of ages, from Palaeoproterozoic in Lithuania to Cenozoic in the Alps, reflecting the complex tectonic history of Europe. Crustal thickness and properties in the study area are also markedly influenced by tectonic overprinting, for example the formation of the Central European Basin System, and the European Cenozoic Rift System. In the areas affected by Cenozoic rifting and volcanism, thinning of the crust corresponds to lithospheric updoming reported in recent surface wave and S-receiver function studies, as expected for thermally induced deformation. The same correlation applies for crustal thickening, not only across the Trans-European Suture Zone, but also within the southern part of the Bohemian Massif.
Seit 1990 ist die vereinte, wieder souveräne Bundesrepublik Deutschland auf der Suche nach ihrer Rolle in der Welt. Auch die akademische Debatte um die Orientierung deutscher Außenpolitik und die ihr zugrundeliegenden Interessen hält seitdem an. In welchem Verhältnis stehen Normen und Werte einerseits und pragmatische, meist wirtschaftliche Interessen andererseits zueinander? Wie verhält sich die deutsche Außenpolitik zur europäischen? Beeinflusst oder dominiert die deutsche Position gar die europäische? Am Beispiel der deutschen Außenpolitik gegenüber den zentralasiatischen Staaten Kasachstan, Kirgisistan, Tadschikistan, Turkmenistan und Usbekistan werden diese Fragen diskutiert.
We propose a merchant-regulatory framework to promote investment in the European natural gas network infrastructure based on a price cap over two-part tariffs. As suggested by Vogelsang (J Regul Econ 20:141-165, 2001) and Hogan et al. (J Regul Econ 38:113-143, 2010), a profit maximizing network operator facing this regulatory constraint will intertemporally rebalance the variable and fixed part of its two-part tariff so as to expand the congested pipelines, and converge to the Ramsey-Boiteaux equilibrium. We confirm this with actual data from the European natural gas market by comparing the bi-level price-cap model with different reference cases. We analyze the performance of the regulatory approach under different market scenarios, and identify relevant aspects that need to be addressed if the approach were to be implemented.

Das frühe 20. Jahrhundert brachte in Europa eine politische Ideologie hervor, die sich rasch auf dem Kontinent ausbreitete und ihn nachhaltig prägte: den Faschismus. In den Fokus der Geschichtswissenschaft, aber auch der Medien und der Unterhaltungsindustrie rückten dabei vor allem der italienische Faschismus und der deutsche Nationalsozialismus. Doch auch in anderen europäischen Staaten formierten sich in der Zwischenkriegszeit faschistische Bewegungen, die in einigen Fällen mehr, in anderen Fällen weniger Erfolg hatten. Die vorliegende Arbeit beschäftigt sich mit dem Phänomen Faschismus in einem dieser Staaten, der oft als Vorreiter der modernen Demokratie angesehen wird: Großbritannien.
Den Untersuchungen liegt die zentrale Frage zugrunde, warum der britische Faschismus in den turbulenten Jahren zwischen den beiden Weltkriegen nicht denselben Erfolg wie in Deutschland oder Italien erringen und zu einer bestimmenden politischen Kraft aufsteigen konnte. Zur Klärung dieser Frage werden zwei Aspekte betrachtet. Zum einen untersucht die Arbeit eine Auswahl an faschistischen Bewegungen, die sich in dieser Zeit gebildet hatten und politisch aktiv wurden. Die persönlichen Einstellungen, politischen Ambitionen und gegenseitigen Differenzen der jeweiligen Führungsfiguren spielen dabei ebenso eine Rolle wie das politische Programm und die Erfolgsgeschichte ihrer Bewegungen. Der zweite Teil fokussiert die britische Gesellschaft und beleuchtet die Rolle der Bevölkerung sowie die politischen und soziokulturellen Umstände in Großbritannien.
Mithilfe dieser personenbezogenen sowie politik- und gesellschaftszentrierten Analyse sollen die Gründe für den Misserfolg des britischen Faschismus in der Zwischenkriegszeit ermittelt werden. Neben einschlägiger Sekundärliteratur stützt sich die Arbeit auch auf ausgewähltes Quellenmaterial. Zeitgenössische Zeitungsartikel sowie die von den zu untersuchenden Personen verfassten Werke sollen einen detaillierteren Einblick in die politischen Absichten und persönlichen Intentionen der Bewegungen und ihrer Protagonisten liefern.
The effect of methods of statistical downscaling of daily precipitation on changes in extreme flow indices under a plausible future climate change scenario was investigated in 11 catchments selected from 9 countries in different parts of Europe. The catchments vary from 67 to 6171 km(2) in size and cover different climate zones. 15 regional climate model outputs and 8 different statistical downscaling methods, which are broadly categorized as change factor and bias correction based methods, were used for the comparative analyses. Different hydrological models were implemented in different catchments to simulate daily runoff. A set of flood indices were derived from daily flows and their changes have been evaluated by comparing their values derived from simulations corresponding to the current and future climate. Most of the implemented downscaling methods project an increase in the extreme flow indices in most of the catchments. The catchments where the extremes are expected to increase have a rainfall dominated flood regime. In these catchments, the downscaling methods also project an increase in the extreme precipitation in the seasons when the extreme flows occur. In catchments where the flooding is mainly caused by spring/summer snowmelt, the downscaling methods project a decrease in the extreme flows in three of the four catchments considered. A major portion of the variability in the projected changes in the extreme flow indices is attributable to the variability of the climate model ensemble, although the statistical downscaling methods contribute 35-60% of the total variance. Plasma carotenoids, tocopherols, and retinol in the age-stratified (35–74 years) general population

Blood micronutrient status may change with age. We analyzed plasma carotenoids, α-/γ-tocopherol, and retinol and their associations with age, demographic characteristics, and dietary habits (assessed by a short food frequency questionnaire) in a cross-sectional study of 2118 women and men (age-stratified from 35 to 74 years) of the general population from six European countries. Higher age was associated with lower lycopene and α-/β-carotene and higher β-cryptoxanthin, lutein, zeaxanthin, α-/γ-tocopherol, and retinol levels. Significant correlations with age were observed for lycopene (r = −0.248), α-tocopherol (r = 0.208), α-carotene (r = −0.112), and β-cryptoxanthin (r = 0.125; all p < 0.001). Age was inversely associated with lycopene (−6.5% per five-year age increase) and this association remained in the multiple regression model with the significant predictors (covariables) being country, season, cholesterol, gender, smoking status, body mass index (BMI (kg/m2)), and dietary habits. The positive association of α-tocopherol with age remained when all covariates including cholesterol and use of vitamin supplements were included (1.7% vs. 2.4% per five-year age increase). The association of higher β-cryptoxanthin with higher age was no longer statistically significant after adjustment for fruit consumption, whereas the inverse association of α-carotene with age remained in the fully adjusted multivariable model (−4.8% vs. −3.8% per five-year age increase). We conclude from our study that age is an independent predictor of plasma lycopene, α-tocopherol, and α-carotene.
Sexual aggression is a serious threat to young people's sexual health in Europe, but establishing the exact scale of the problem has been hampered by a variety of conceptual and methodological problems. This article presents a framework for studying youth sexual aggression that addresses both prevalence and risk factors of victimisation and perpetration. It proposes a research tool to comprehensively assess the perpetration of, and victimisation by, sexual aggression that captures different coercive strategies, sexual acts, victim–perpetrator relations, and gender constellations. The instrument is rooted in a clear conceptual definition of sexual aggression and was pilot-tested in 10 countries of the European Union (EU). Furthermore, a list of good practice criteria is proposed to promote the quality and comparability of research on youth sexual aggression in Europe. A multilevel approach combining individual-level and country-level predictors of sexual aggression is outlined and illustrated with data from the pilot study in 10 countries.
