Wissen ist für die Bewältigung der Verwaltungsaufgaben eine wichtige Ressource.
Das wirft die Frage auf, wie das notwendige Wissen erzeugt, bewahrt, verteilt und auffindbar gemacht werden kann. Ein solches Wissensmanagement kann die Arbeit der Behörden qualitativ verbessern und effizienter machen. Dennoch wird Wissen in der Verwaltungspraxis bisher nur unzureichend gemanagt.
Ein systematisches Wissensmanagement erfordert personelle, finanzielle und technische Ressourcen. Sind diese nicht vorhanden, können Verwaltungen zunächst auf einzelne Instrumente des Wissensmanagements zurückgreifen, um ihre Arbeit mit begrenztem Aufwand zu verbessern.
The organisation of legislative chambers and the consequences of parliamentary procedures have been among the most prominent research questions in legislative studies. Even though democratic elections not only lead to the formation of a government but also result in an opposition, the literature has mostly neglected oppositions and their role in legislative chambers. This paper proposes to fill this gap by looking at the legislative organisation from the perspective of opposition players. The paper focuses on the potential influence of opposition players in the policy-making process and presents data on more than 50 legislative chambers. The paper shows considerable variance of the formal power granted to opposition players. Furthermore, the degree of institutionalisation of opposition rights is connected to electoral systems and not necessarily correlated with other institutional characteristics such as regime type or the size of legislative chambers.
The development of new and better optimization and approximation methods for Job Shop Scheduling Problems (JSP) uses simulations to compare their performance. The test data required for this has an uncertain influence on the simulation results, because the feasable search space can be changed drastically by small variations of the initial problem model. Methods could benefit from this to varying degrees. This speaks in favor of defining standardized and reusable test data for JSP problem classes, which in turn requires a systematic describability of the test data in order to be able to compile problem adequate data sets. This article looks at the test data used for comparing methods by literature review. It also shows how and why the differences in test data have to be taken into account. From this, corresponding challenges are derived which the management of test data must face in the context of JSP research.

Im vorliegenden Beitrag werden ausgewählte Ergebnisse einer repräsentativen Untersuchung zur Position und Funktion des Arbeitsdirektors gemäß Mitbestimmungsgesetz von 1976 vorgestellt. Rund zehn Prozent aller Gesellschaften im Geltungsbereich des MitbestG 1976 sind öffentliche Unternehmungen — vorwiegend kommunale Verkehrsund Versorgungsunternehmen. Sie unterscheiden sich in vielerlei Hinsicht von privaten Firmen — nicht zuletzt auch in der Frage von Stellenwert und Ausgestaltung des Personalressorts in der Unternehmensleitung. Die Ausgestaltung der Personalfunktion in öffentlichen Unternehmen wird im folgenden mit dem Status des Personalressorts in der Privatwirtschaft verglichen.

Im derzeit angespannten gesamtwirtschaftlichen Umfeld haben Unternehmen wenig Spielräume, über eine absolute Erhöhung der Vergütung Mitarbeiter zu werben, zu binden und zu motivieren. Gerade deshalb erhält die flexible und individuelle Gestaltung des Vergütungssystems für Fach- und Führungskräfte eine herausgehobene Bedeutung.
In diesem Beitrag werden einige motivationstheoretische Grundlagen erörtert, die bei der Entgeltfindling beachtet werden müssen. Dazu werden zuerst Aspekte der individuellen Attraktivität von Entgeltanreizen betrachtet. Anschließend wird die Frage beantwortet, unter welchen Bedingungen die Vergabe von attraktiven Leistungen auch zu einer höheren Arbeitsmotivation und damit zu einem besseren Leistungsverhalten der Mitarbeiter führt. Eine Übersicht über den Erklärungswert unterschiedlicher Motivationstheorien rundet die Darstellung ab.
Dieses Buch gibt einen Überblick über die Funktion der Sozialleistungen im betrieblichen Vergütungssystem. Es verdeutlicht, was bei der Vergabe der einzelnen Leistungsarten zu berücksichtigen ist, zeigt deren Vor- und Nachteile für Arbeitgeber und Arbeitnehmer auf und gibt Hinweise auf kostengünstige Zusatzleistungen, die im Vergleich zu teureren Lösungen höhere Wertschätzung genießen. Zahlreiche Beispiele aus der betrieblichen Praxis bieten dem Leser die Möglichkeit, Bewährtes in eigene Konzepte einzufügen sowie innovative Maßnahmen zu ergreifen, die ihm einen Wettbewerbsvorsprung auf dem Arbeitsmarkt für Fach- und Führungskräfte verleihen. „Sozialleistungsmanagement" wendet sich an Unternehmer, Personalleiter, Führungskräfte auf allen Ebenen sowie Personal- und Unternehmensberater, aber auch an Personal-und Betriebsräte, die im Hinblickauf das Machbare und auf neuere Entwicklungen bei Sozialleistungen auf dem laufenden bleiben wollen.
Aus traditioneller, aufbauorganisatorischer Sicht gilt die Arbeitszeit als eine Randbedingung bei der Aufgabengestaltung. Sofern persönliche Arbeitszeit und Betriebszeit jedoch nicht notwendigerweise übereinstimmen müssen und auch eine zunehmende Entkopplung von Mensch-Mensch- und Mensch-Maschine- Systemen denkbar ist, desto eher ist auch die Arbeitszeit selbst in organisatorische Überlegungen mit einzubeziehen. Dabei kommt den Möglichkeiten flexibler Arbeitszeitgestaltung zunehmende Bedeutung zu, unabhängig davon, ob sie in kollektive oder in individuelle Arbeitszeitregelungen Eingang finden. Insgesamt wird die Zeit-Organisation zu einem Feld organisatorischer Gestaltung mit Konsequenzen auch für die Führung, die durchaus erheblich sein können. Im folgenden Beitrag beschreibt der Autor die Arbeitszeit als Objekt organisatorischer Gestaltung. Im Mittelpunkt der Ausführungen stehen Formen der flexiblen Arbeitszeit und ihre organisatorischen Konsequenzen sowie Auswirkungen auf die Führung. Abschließend werden organisatorische Aspekte bei der Einführung flexibler Arbeitszeiten erörtert und die Frage diskutiert, wer für die Organisation der Arbeitszeit zuständig ist.

Die entgeltbezogene Flexibilisierung und Individualisierung der Vertragsgestaltung ßr Führungskräfte stellt ein wichtiges Problemfeld des europäischen Personalmanagements dar. Ähnliche Herausforderungen gelten generell auch für das internationale Personalmanagement schlechthin. Allerdings stellen sich im Hinblick auf die sich herausbildende Europäische Wirtschafts-, Währungs- und Sozialunion ungleich stärkere Harmonisierungserfordernisse. Grundsätzlich liegen in den einzelnen Ländern höchst unterschiedliche Arbeitskosten vor. Auch die Produktivitätsunterschiede sind enorm. Darüber hinaus sind alle wesentlichen sozial-rechtlichen Rahmenbedingungen höchst verschieden geregelt. Es verwundert daher nicht, daß die rechtlichen Grundlagen für den Einsatz von Führungskräften im Ausland ebenfalls recht vielfältig sind. Dabei fragt es sich, ob anstelle einer Harmonisierung um jeden Preis nicht eine Angleichung auf einem "mittleren" Niveau und darüber hinaus eine hinreichende Flexibilisierung der Vergütung von Führungskräften erfolgen sollte. Ein wichtiges Indiz für den Stellenwert des betrieblichen Personalwesens ist u.a. die Art und Weise, in der die Personalfunktion in der Unternehmensleitung vertreten ist. Es ist sicherlich nicht selbstverständlich, daß alle Vorstandsmitglieder das Personalmanagement als einen wichtigen Strategiefaktor ansehen und im Sinne moderner Human Resource Management-Konzeptionen ihren Beitrag zu dieser Top-Management-Aufgabe leisten. Andererseits gibt es gesetzliche Erfordernisse, welche die Existenz der Personalfunktion in der Unternehmensleitung jedenfalls formal vorsehen. So ist gemäß Mißbestimmungsgesetz 1976 ein Mitglied der Unternehmungsleitung als Arbeitsdirektor und mit Zuständigkeit für den Kernbereich der Personalund Sozialwesens zu bestellen. Der vorliegende Beitrag faßt die wichtigsten Ergebnisse einer Untersuchung zur organisatorischen Eingliederung des Personalressorts in die Unternehmensstruktur zusammen: Nur in einem Drittel der betroffenen Unternehmen wurde erst durch das MitbestG von 1976 ein Personalressort initiiert. In den übrigen Unternehmen war ein Personalressort bereits vor 1976 i m Vorstand etabliert. Dabei liegt der Anteil der Arbeitsdirektoren, die eine ausschließliche Zuständigkeit für das Personalressort haben, bei knapp 30%. Über 70% vertreten in der Geschäftsleitung mindestens ein weiteres Ressort. Auch der Kompetenzbereich der Arbeitsdirektoren im Hinblick auf personalpolitische Aufgaben ist nicht einheitlich. So sind in 100% der befragten Unternehmen die Arbeitsdirektoren für Fragen der Betriebsverfassung zuständig Lediglich 82,5% übertragen ihnen dagegen die Zuständigkeit für Leitende Angestellte. Auch hinsichtlich der Organisation des Personalwesens gibt es erhebliche Unterschiede zwischen den Unternehmen, abhängig von Unternehmensgröße, Branche, Produktionsprogramm und historischen Entwicklungen.
Dieter Wagner untersucht die Art und Weise, in der die Personalfunktion in der Unternehmensleitung vertreten ist. Diskutiert werden sowohl die Dezentralisation der Personalarbeit als non plus ultra des modernen Personalmanagements als auch die Bedeutung des strategischen Personalmanagements. Auf der Grundlage umfangreicher Untersuchungen über Arbeitsdirektoren bzw. Personalvorstände in mitbestimmten Unternehmungen werden die wichtigsten Handlungsgrundlagen und die Zusammenarbeit der Beteiligten an der Betriebs- und Unternehmensverfassung kritisch dargestellt. Darüber hinaus entwickelt der Autor konzeptionelle Perspektiven eines Human Resources Management durch die Unternehmensführung. Dieter Wagner spricht nicht nur personalpolitische Empfehlungen aus, sondern knüpft zugleich die Verbindung zu aktuellen Entwicklungstendenzen einer dezentralen Personalorganisation und zum internationalen Personalmanagement. „Personalfunktion in der Unternehmensleitung" richtet sich an Studenten und Wissenschaftler der Betriebswirtschaftslehre, insbesondere mit den Schwerpunkten Personalwesen, Organisation und Unternehmensführung. Für Führungskräfte aller Branchen und besonders für Personalvorstände und Personalleiter ist dieses Buch ein wertvolles Nachschlagewerk.

Das Personal stellt zweifellos ein Erfolgspotenzial dar. Es verkörpert eine wertvolle Ressource. Angesichts der Tatsache, dass viele Aufgaben komplexer und dynamischer werden, ist zu bedenken, dass diese eben nur von Menschen erledigt werden können und technische Hilfsmittel letztlich Selbstzweck sind. Dieser Artikel adressiert zwei bisher nur wenig untersuchte Aspekte der Führungsforschung: Führungsverhalten im öffentlichen Sektor und Faktoren die Führungsverhalten beeinflussen. Mittels einer Fallstudie in der Bundesagentur für Arbeit werden explorativ Hypothesen über Einflussfaktoren des Führungsverhaltens aufgestellt. Die Studie kommt zu der Erkenntnis, dass eine oftmals angenommene Führungslücke im öffentlichen Sektor nicht bestätigt werden kann. Für das ausgeprägte Führungsverhalten, das in der Fallstudie beobachtet wurde, wird als Determinante die besondere Ausgestaltung des Managementsystems der Bundesagentur für Arbeit verantwortlich gemacht. Dazu gehört unter anderem das Performance Management System sowie die Führungskräfteauswahl und -entwicklung. Die Arbeit schließt mit Empfehlungen für weitere Forschungsansätze auf dem Gebiet der Führungsforschung im öffentlichen Sektor.
This article is a response to calls in prior research that we need more longitudi-nal analyses to better understand the foundations of PSM and related prosocial values. There is wide agreement that it is crucial for theory-building but also for tailoring hiring practices and human resource development programs to sort out whether PSM-related values are stable or developable. The article summarizes existent theoretical expecta-tions, which turn out to be partially conflicting, and tests them against multiple waves of data from the German Socio-Economic Panel Study which covers a time period of sixteen years. It finds that PSM-related values of public employees are stable rather than dynamic but tend to increase with age and decrease with organizational member-ship. The article also examines cohort effects, which have been neglected in prior work, and finds moderate evidence that there are differences between those born during the Second World War and later generations.
In response to the impending spread of COVID-19, universities worldwide abruptly stopped face-to-face teaching and switched to technology-mediated teaching. As a result, the use of technology in the learning processes of students of different disciplines became essential and the only way to teach, communicate and collaborate for months. In this crisis context, we conducted a longitudinal study in four German universities, in which we collected a total of 875 responses from students of information systems and music and arts at four points in time during the spring–summer 2020 semester. Our study focused on (1) the students’ acceptance of technology-mediated learning, (2) any change in this acceptance during the semester and (3) the differences in acceptance between the two disciplines. We applied the Technology Acceptance Model and were able to validate it for the extreme situation of the COVID-19 pandemic. We extended the model with three new variables (time flexibility, learning flexibility and social isolation) that influenced the construct of perceived usefulness. Furthermore, we detected differences between the disciplines and over time. In this paper, we present and discuss our study’s results and derive short- and long-term implications for science and practice.
Teaching and learning as well as administrative processes are still experiencing intensive changes with the rise of artificial intelligence (AI) technologies and its diverse application opportunities in the context of higher education. Therewith, the scientific interest in the topic in general, but also specific focal points rose as well. However, there is no structured overview on AI in teaching and administration processes in higher education institutions that allows to identify major research topics and trends, and concretizing peculiarities and develops recommendations for further action. To overcome this gap, this study seeks to systematize the current scientific discourse on AI in teaching and administration in higher education institutions. This study identified an (1) imbalance in research on AI in educational and administrative contexts, (2) an imbalance in disciplines and lack of interdisciplinary research, (3) inequalities in cross-national research activities, as well as (4) neglected research topics and paths. In this way, a comparative analysis between AI usage in administration and teaching and learning processes, a systematization of the state of research, an identification of research gaps as well as further research path on AI in higher education institutions are contributed to research.
In this study, we analyze the forecast accuracy and profitability of buy recommendations published in five major German financial magazines for private households based on fundamental analysis. The results show a high average forecast accuracy but with a very high standard deviation, which indicates poor forecast accuracy with regard to individual stocks. The recommendation profitability slightly exceeds the performance of the MSCI World index. Considering the involved risk, which is represented by a high standard deviation, the excess returns appear to be insufficient.
This paper challenges the solely rational view of the scenario technique as a strategy and foresight tool designed to cope with uncertainty by considering multiple possible future states. The paper employs an affordance-based view that allows for the identification and structuring of hidden, emergent attributes of the scenario technique beyond the intended ones. The suggested framework distinguishes between affordances (1) that are intended by the organization and relate to its goals, (2) that emergently generate organizational benefits, and (3) that do not relate to organizational but individual interests. Also, constraints in the use of scenarios are discussed. Affordance theory’s specific lens shows that the emergence of such attributes depends on the users’ specific intentions.
