Die fortschreitende Diffusion von E-Government ist ein Phänomen, dem in der internationa-len Forschungsliteratur bereits viel Aufmerksamkeit zu Teil wurde. Erstaunlich wenige Studien widmen sich bislang jedoch dezidiert dem Faktor Interdependenz, der eigentlichen Ursache von Diffusionsprozessen. In dieser Arbeit werden Interdependenzbeziehungen anhand dreier spezifischer Mechanismen der Diffusion, namentlich „Nachahmung“, „Wettbewerb“ und „Lernen“, untersucht. Auf Basis einer empirischen Analyse mit Daten zur Einführung von E-Government-Komponenten in 183 deutschen Städten über den Zeitraum von 1995 bis 2014 konnte ein Einfluss der Mechanismen „Nachahmung“ und „Lernen“ auf das Innovationsverhalten von Kommunen festgestellt werden. Für das Vorliegen von Wettbe-werbsdynamiken ließen sich demgegenüber keine Anhaltspunkte finden. Für zukünftige Forschungen zur Diffusion von Innovationen wird angeregt, verstärkt an die mechanismen- und prozessbasierte Perspektive von Diffusion als theoretischem Rahmenkonzept anzuknüpfen.
Der Beitrag konzentriert sich auf die neue einheitliche Behördenrufnummer D115, als aktuelles, innovatives eGovernment-Projekt der deutschen Verwaltungsmodernisierung. Als theoretische Grundlage der hier vorliegenden empirischen verwaltungswissen schaftlichen Analyse sekundiert der Multilevel-Governance-Ansatz, welcher die Mehrebenenverflechtung der politisch-administrativen Strukturen, die Vielschichtigkeit und die besondere Governancestruktur des Reformvorhabens am besten erfassen dürfte. Die Analyse der Funktionsweise der Behördenrufnummer D115, der beteiligten Akteure und deren institutionell bedingter Motivation kommt insgesamt zum Ergebnis, dass der Ansatz für das Modernisierungsprojekt als geradezu exemplarisch zu betrachten ist. Die Berücksichtigung des Mehrebenencharakters sowie der dabei zur Anwendung kommen den Netzwerk- und Steuerungsmechanismen sind bei einem solchen Projekt und künftigen eGovernment-Projekten unverzichtbar.
Die Projektierung und Abwicklung sowie die statische und dynamische Analyse von Geschäftsprozessen im Bereich des Verwaltens und Regierens auf kommunaler, Länder- wie auch Bundesebene mit Hilfe von Informations- und Kommunikationstechniken beschäftigen Politiker und Strategen für Informationstechnologie ebenso wie die Öffentlichkeit seit Langem.
Der hieraus entstandene Begriff E-Government wurde in der Folge aus den unterschiedlichsten technischen, politischen und semantischen Blickrichtungen beleuchtet.
Die vorliegende Arbeit konzentriert sich dabei auf zwei Schwerpunktthemen:
• Das erste Schwerpunktthema behandelt den Entwurf eines hierarchischen Architekturmodells, für welches sieben hierarchische Schichten identifiziert werden können. Diese erscheinen notwendig, aber auch hinreichend, um den allgemeinen Fall zu beschreiben.
Den Hintergrund hierfür liefert die langjährige Prozess- und Verwaltungserfahrung als Leiter der EDV-Abteilung der Stadtverwaltung Landshut, eine kreisfreie Stadt mit rund 69.000 Einwohnern im Nordosten von München. Sie steht als Repräsentant für viele Verwaltungsvorgänge in der Bundesrepublik Deutschland und ist dennoch als Analyseobjekt in der Gesamtkomplexität und Prozessquantität überschaubar.
Somit können aus der Analyse sämtlicher Kernabläufe statische und dynamische Strukturen extrahiert und abstrakt modelliert werden.
Die Schwerpunkte liegen in der Darstellung der vorhandenen Bedienabläufe in einer Kommune. Die Transformation der Bedienanforderung in einem hierarchischen System, die Darstellung der Kontroll- und der Operationszustände in allen Schichten wie auch die Strategie der Fehlererkennung und Fehlerbehebung schaffen eine transparente Basis für umfassende Restrukturierungen und Optimierungen.
Für die Modellierung wurde FMC-eCS eingesetzt, eine am Hasso-Plattner-Institut für Softwaresystemtechnik GmbH (HPI) im Fachgebiet Kommunikationssysteme entwickelte Methodik zur Modellierung zustandsdiskreter Systeme unter Berücksichtigung möglicher Inkonsistenzen (Betreuer: Prof. Dr.-Ing. Werner Zorn [ZW07a, ZW07b]).
• Das zweite Schwerpunktthema widmet sich der quantitativen Modellierung und Optimierung von E-Government-Bediensystemen, welche am Beispiel des Bürgerbüros der Stadt Landshut im Zeitraum 2008 bis 2015 durchgeführt wurden. Dies erfolgt auf Basis einer kontinuierlichen Betriebsdatenerfassung mit aufwendiger Vorverarbeitung zur Extrahierung mathematisch beschreibbarer Wahrscheinlichkeitsverteilungen.
Der hieraus entwickelte Dienstplan wurde hinsichtlich der erzielbaren Optimierungen im dauerhaften Echteinsatz verifiziert.

Die Digitalisierung ist ein wesentlicher Bestandteil aktueller Verwaltungsreformen. Trotz der hohen Bedeutung und langjähriger Bemühungen bleibt die Bilanz der Verwaltungsdigitalisierung in Deutschland ambivalent. Diese Studie konzentriert sich auf drei erfolgreiche Digitalisierungsvorhaben aus dem Onlinezugangsgesetz (OZG) und analysiert mittels problemzentrierter Expertenbefragung Einflussfaktoren auf die Umsetzung von OZG-Vorhaben und den Einfluss des Managements in diesem Prozess. Die Analyse erfolgt theoriegeleitet basierend auf dem Ansatz der begrenzten Rationalität und der ökonomischen Theorie der Bürokratie. Die Ergebnisse zeigen, dass anzunehmen ist, dass die identifizierten Einflussfaktoren unterschiedlich auf Nachnutzbarkeit und Reifegrad von Verwaltungsleistungen wirken und als Folgen begrenzter Rationalität im menschlichen Problemlösungsprozess interpretiert werden können. Managerinnen unterstützen die operativen Akteure bei der Umsetzung, indem sie deren begrenzte Rationalität mit geeigneten Strategien adressieren. Dazu können sie Ressourcen bereitstellen, mit ihrer Expertise unterstützen, Informationen zugänglich machen, Entscheidungswege verändern sowie zur Konfliktlösung beitragen. Die Studie bietet wertvolle Einblicke in die tatsächliche Managementpraxis und leitet daraus Empfehlungen für die Umsetzung öffentlicher Digitalisierungsvorhaben sowie für die Steuerung öffentlicher Verwaltungen ab. Diese Studie liefert einen wichtigen Beitrag zum Verständnis des Einflusses des Managements in der Verwaltungsdigitalisierung. Die Studie unterstreicht außerdem die Notwendigkeit weiterer Forschung in diesem Bereich, um die Praktiken und Herausforderungen der Verwaltungsdigitalisierung besser zu verstehen und effektiv zu adressieren.
Der E-Government-Fortschritt wird nach wie vor durch redundante Entwicklungsaktivitäten und isolierte, wenig interoperable Lösungen gehemmt. Die Herausforderung liegt weniger in der Entwicklung und Einführung leistungsstarker Informationssysteme, sondern in der Verbreitung bestehender Lösungen. Die Arbeit identifiziert mögliche Strategien für den Transfer von E-Government-Lösungen zwischen Verwaltungen gleicher wie auch verschiedener föderaler Ebene. Es werden Konzepte zur Diffusion von Innovationen, zum Technologie- wie auch Politiktransfer herangezogen. Weiter werden drei umfangreiche Fallstudien vorgestellt. Sie führen zu transferhemmenden wie auch fördernden Faktoren und somit zu Gestaltungsoptionen für erfolgreiche Transferprozesse unter den vielfältigen Rahmenbedingungen im öffentlichen Sektor.
Verwaltung im Lockdown

Die Corona-Pandemie hat im Frühjahr 2020 auch die öffentliche Verwaltung gezwungen, die Arbeit zu einem großen Teil ins Homeoffice zu verlagern. Dieser Beitrag stellt die Ergebnisse einer Studie vor, die mittels qualitativer Interviews und einer Online-Befragung (N=1.189) Beschäftigte öffentlicher Organisationen zum Umgang mit der Krise und den Erfahrungen mit dem Homeoffice befragt hat.
