The present article offers a mixed-method perspective on the
investigation of determinants of effectiveness in quality assurance
at higher education institutions. We collected survey data from
German higher education institutions to analyse the degree to
which quality managers perceive their approaches to quality
assurance as effective. Based on this data, we develop an ordinary
least squares regression model which explains perceived
effectiveness through structural variables and certain quality
assurance-related activities of quality managers. The results show
that support by higher education institutions’ higher management
and cooperation with other education institutions are relevant
preconditions for larger perceived degrees of quality assurance
effectiveness. Moreover, quality managers’ role as promoters of
quality assurance exhibits significant correlations with perceived
effectiveness. In contrast, sanctions and the perception of quality
assurance as another administrative burden reveal negative
correlations.
This paper presents empirical evidence on the adoption, implementation and the perceived effectiveness of quality management in teaching and learning in German higher education institutions. Theoretically, the article combines two new institutionalist approaches: institutional isomorphism and institutional entrepreneurship. Empirically, the study refers to qualitative interview data and quantitative survey data. The analysis reveals that isomorphism is a leading driver behind the adoption of quality management in German higher education institutions, whereas institutional entrepreneurship plays an important role in quality management implementation. While isomorphism can be regarded as a conclusive reason behind the absence of a perception of quality management’s effectiveness, institutional entrepreneurship may function as a corrective towards the overall negative impact of isomorphic conformity by institutionalizing quality management in a sustainable manner.
In 2002 guidelines for the implementation of the internship programme for prospective teachers have been released in a joint venture by the Basic Education Sector Programme(BESP) of the GTZ (Gesellschaft für Technische Zusammenarbeit/German Technical Cooperation) and the Professional Development Centre (Teacher Education) of the National Institute for Education of Sri Lanka (NIE). These guidelines aim at assisting the National Colleges of Education (NCOEs) and internship schools in implementing the internship programme and at improving its efficiency and effectiveness in the local venues of teacher training. The Monitoring & Evaluation activity described in the present article was to assess as to how far the intentions originally associated with the internship programme are being accomplished. Its main task is to bring strengths and weaknesses of the programme to light and to appraise the current status of its implementation.

Die Studie untersucht Einflussfaktoren des vorzeitigen Studienabbruchs. Dabei wird auf die Frage eingegangen, inwieweit die Universitäten für das Studienabbruchgeschehen zur Verantwortung gezogen werden können, bzw. ob sich die verschiedenen Abbruchmotivationen auf Gründe zurückführen lassen, die sich ihrem Einfluss entziehen. Möglichkeiten der Prävention werden diskutiert.
Mit dem vorliegenden Band „Nach Bologna: Praktika im Studium – Pflicht oder Kür? Empirische Analysen und Empfehlungen für die Hochschulpraxis“ von Wilfried Schubarth, Karsten Speck und Andreas Seidel wird die Reihe „Potsdamer Beiträge zur Lehrevaluation“ unter neuem Titel und veränderter inhaltlicher Schwerpunktsetzung fortgeführt. Die Umbenennung in „Potsdamer Beiträge zur Hochschulforschung“ versteht sich als ein Schritt hin zu einer thematischen Öffnung der Reihe für die verschiedensten Felder der Hochschulforschung. Der vorliegende Band widmet sich einem der zentralen Reformziele von Bologna: der Frage des Praxis- und Berufsbezugs und dabei insbesondere den Praxisphasen im Studium. Mit der Bologna-Reform werden im bildungspolitischen Bereich sehr vielfältige strukturelle und inhaltliche Ziele verfolgt. Das Ziel dieses Bandes besteht deshalb darin, empirische Forschungen zu Praxisbezügen und Praxisphasen im Studium vorzustellen, diese in den Kontext aktueller Debatten um Studienqualität und Studienreform zu stellen sowie Folgerungen für die Gestaltung von Praxisphasen abzuleiten. Inhaltliche Schwerpunkte bilden das BMBF-Forschungsprojekt ProPrax und die Praxisphasen im Lehramtsstudium. Die Beiträge dieses Bandes gehen aus einem gleichnamigen Workshop hervor, der am 1. Oktober 2010 in Potsdam stattfand.
The Bologna Process has inspired harmonisation strategies for higher education systems in other parts of the world. However, developments in other contexts are not much under review in the European debate. The present article describes the case of Southeast Asia and the attempt to promote harmonisation of its higher education systems. It further compares the processes in ASEAN and the European Higher Education Area to then discuss open questions for future comparative research. To do so the authors re-contextualise data from a study in ASEAN against the background of future research needs in the field of higher education harmonisation.
In der Praxis der Lehrevaluation werden subjektive Urteile und Qualitätseinschätzungen zu Lehrveranstaltungen oder Studienprogrammen erhoben, um die Sicht der „betroffenen“ Teilnehmer und Teilnehmerinnen zu beschreiben und diese Sicht zum Ausgangspunkt für die Entwicklung von etwaigen Verbesserungsstrategien zu machen. Dabei muss aber berücksichtigt werden, dass subjektive Urteile Quellen potenzieller Verzerrungen der erhobenen Daten enthalten, woraus sich mögliche Bedrohungen ihrer Validität ergeben. Diese beziehen sich auf sachfremde Einflüsse bspw. von Persönlichkeitsmerkmalen der beurteilenden Personen auf ihr Urteil. Ein weiterer zentraler Valididtätsaspekt von Qualitätsmessungen besteht in der Frage, ob die als relevant unterstellten Beurteilungsdimensionen (bspw. zur „allgemeinen Organisationsqualität“) den Qualitätseinschätzungen der beurteilenden Personen tatsächlich zu Grunde liegen. Lassen sich solche Qualitätsdimensionen empirisch bestätigen, so können die entsprechend validierten Evaluationsergebnisse zu einer rational basierten Beurteilung und Weiterentwicklung des Beurteilungsgegenstandes – hier: der zweiten Phase der Lehrerbildung – beitragen.

Begonnen hat es um 1900 mit Qualitätskontrolle, später folgte Qualitätsprüfung und seit Mitte der 90er Jahre hat das Thema Qualitätsmanagement Einzug gehalten in alle Bereiche von Politik und Gesellschaft. Im Gesundheitswesen, der Justiz und auch an vielen Hochschulen wurden spezielle Stellen eingerichtet, die sich gezielt mit der Umsetzung von Qualitätsentwicklung oder Qualitätsmanagement befassen. Das übergeordnete Ziel bei Einführung eines Qualitätsmanagements ist es, die Wettbewerbsfähigkeit der Organisation sowie auch die Zufriedenheit der Mitglieder der Institutionen und weiterer Stakeholder zu steigern, indem die Qualität der Tätigkeiten und der jeweiligen Rahmenbedingungen erhalten und optimiert wird. Mit der bewussten Entscheidung zur Qualitätssicherung und -entwicklung beginnt ein fortlaufender Prozess, der stetig intensiv begleitet werden muss. Qualitätsmanagement wirkt nachhaltig, in dem durch die Schaffung regelmäßiger und systematischer Strukturen und Prozesse auch zukünftig den beteiligten Personen ein optimales Handeln entsprechend der dann geltenden Bedingungen ermöglicht wird. Portal alumni widmet sich in seinem zehnten Heft diesem Thema und hat Absolventen der Universität Potsdam nach ihrem Tätigkeitsfeld im Qualitätsmanagement und den entsprechenden Erfolgen befragt. Dabei zeigt sich, dass Ehemalige Einsatzbereiche in Wirtschaft und Unternehmen aber auch in Sport, Bildung oder Hochschulen gefunden haben. Daneben berichten wir in diesem Heft von einem Projekt des Career Service, dem Schnupperjobben, und auch die Berichte über die Geschehnisse an Ihrer Alma mater kommen nicht zu kurz.
Das im vorliegenden Beitrag beschriebene hochschuldidaktische Format des Kolloquiums dient dem kollegialen Austausch Lehrender über typische Probleme ihres Lehralltags und über mögliche Lösungswege. Dafür wird das Erfahrungswissen der Lehrenden als Praktikerinnen und Praktiker aktiviert. Das Format wurde 2012 an der Universität Potsdam eingeführt und wurde mittlerweile auf die Universität Magdeburg übertragen. Der Artikel beschreibt die Kennzeichen des Formats und diskutiert seinen theoretischen Hintergrund.
Hochschulen stehen zunehmend vor einem Legitimationsproblem bezüglich ihres Umgangs mit (öffentlich bereit gestellten) Ressourcen. Die Kritik bezieht sich hauptsächlich auf den Leistungsbereich der Lehre. Diese sei ineffektiv organisiert und trage durch schlechte Studienbedingungen – die ihrerseits von den Hochschulen selbst zu verantworten seien – zu langen Studienzeiten und hohen Abbruchquoten bei. Es wird konstatiert, dass mit der Lebenszeit der Studierenden verantwortungslos umgegangen und der gesellschaftliche Ausbildungsauftrag sowohl von der Hochschule im Ganzen, als auch von einzelnen Lehrenden nicht angemessen wahrgenommen werde. Um die gleichzeitig steigende Nachfrage nach akademischen Bildungsangeboten befriedigen zu können, vollziehen Hochschulen einen Wandel zu Dienstleistungsunternehmen, deren Leistungsfähigkeit sich an der Effizienz ihrer Angebote bemisst. Ein solches Leitbild ist von den Steuerungsgrundsätzen des New Public Management inspiriert. In diesem zieht sich der Staat aus der traditionell engen Verbindung zu den Hochschulen zurück und gewährt diesen lokale Autonomie, bspw. durch die Einführung globaler Haushalte zu ihrer finanziellen Selbststeuerung. Die Hochschulen werden zu Marktakteuren, die sich in der Konkurrenz um Kunden gegen ihre Wettbewerber durchsetzen, indem sie Qualität und Exzellenz unter Beweis stellen. Für die Durchführung von diesbezüglichen Leistungsvergleichen werden unterschiedliche Verfahren der Evaluation eingesetzt. In diese sind landläufig sowohl Daten der Hochschulstatistik, bspw. in Form von Absolventenquoten, als auch zunehmend Befragungsdaten, meist von Studierenden, zur Erhebung ihrer Qualitätseinschätzungen zu Lehre und Studium involviert. Insbesondere letzteren wird vielfach entgegen gehalten, dass sie nicht geeignet seien, die Qualität der Lehre adäquat abzubilden. Vielmehr seien sie durch subjektive Verzerrungen in ihrer Aussagefähigkeit eingeschränkt. Eine Beurteilung, die auf studentischen Befragungsdaten aufsetzt, müsse entsprechend zu Fehleinschätzungen und daraus folgend ungerechten Leistungssanktionen kommen. Im Sinne der Akzeptanz von Verfahren der Evaluation als Instrument hochschulinterner Qualitätssicherungs- und –entwicklungsprozesse ist daher zu untersuchen, inwieweit Beeinträchtigungen der Validität von für die Hochschulsteuerung eingesetzten Datenbasen deren Aussagekraft vermindern. Ausgehend von den entsprechenden Ergebnissen sind Entwicklungen der Verfahren möglich. Diese Frage steht im Zentrum der vorliegenden Arbeit.
Eine verbesserte Zusammenarbeit und Abstimmung von Fachwissenschaft, Fachdidaktik, Bildungswissenschaften und schulpraktischen Lernorten ist einer der Förderbereiche der „Qualitätsoffensive Lehrerbildung“. Zahlreiche der geförderten Projekte haben für dieses Handlungsfeld im Bereich Vernetzung von Fachwissenschaft, Fachdidaktik und Bildungswissenschaften hochschulspezifische Maßnahmen konzipiert und umgesetzt.
Der vorliegende Tagungsband beinhaltet Beiträge von 15 entsprechenden Projekten, von denen sieben anlässlich von zwei standortübergreifenden Projekt-Tagungen in Hannover und Potsdam vorgestellt und in Workshops diskutiert wurden. Insgesamt geben die Beiträge einen theoretisch fundierten und gleichzeitig praxisorientierten Überblick über aktuelle Ansätze und Konzepte zur besseren Vernetzung fachwissenschaftlicher, fachdidaktischer und bildungswissenschaftlicher Studienanteile im Lehramtsstudium. Dargestellt werden Projektarbeiten der Hochschulen, die auf verschiedenen Ebenen wirksam werden (curricular-inhaltliche Ebene, kollegiale Ebene, hochschul-strukturelle Ebene). Die Maßnahmen sind so beschrieben, dass sie als Grundlage für einen Transfer auf andere Fächer bzw. andere Standorte genutzt werden können.
Die Beiträge richten sich an alle Lehrenden im Bereich der Lehramtsbildung sowie sonstige Akteure im Bereich der Lehr- und Qualitätsentwicklung an den Universitäten. Sie alle können den beschriebenen Konzepten und Umsetzungsformaten transferierbare Ideen und Impulse entnehmen.
