This book presents new research results on the challenges of local politics in different European countries, including Germany, the Netherlands, the Nordic countries and Switzerland, together with theoretical considerations on the further development and strengthening of local self-government. It focuses on analyses of the most recent developments in local democracy and administration. “Most ‘local government’ books are written by believers. Bei den hier vorgestellten Erinnerungsorten handelt sich nicht allein um klar lokalisierbare Fixpunkte, sondern auch um Ereignisse, Personen, Brauchtümer oder Slogans. Auf symbolisch-emotionaler Ebene wird durch gemeinsames Erinnern Identität gestiftet, so dass eine brandenburgische Geschichtskultur entsteht, die über Generationen anhalten und sich wandeln kann

Der Weg der deutschen Ärzteschaft zu einer eigenen Standespolitik bis hin zur Selbstverwaltung war langwierig. Am Beispiel der Provinz Brandenburg gibt dieser Band einen fundierten Überblick über wesentliche Entwicklungslinien im tiefgreifenden Wandel des Arztberufs, der ärztlichen Aufgaben und des ärztlichen Selbstverständnisses vom Kaiserreich über die Weimarer Republik und die NS-Zeit bis zum Ende der DDR.
Die Darstellung beginnt mit der Zeit um 1850, als eine einheitlich vorgebildete akademische Ärzteschaft entstand und erste ärztliche Vereine gegründet wurden. Dabei wird der Verlauf des vielschichtigen Professionalisierungsprozesses im Ärztestand herausgearbeitet und wie die körperschaftlich organisierte brandenburgische Ärzteschaft im Spannungsfeld zwischen Interessenwahrnehmung für den Berufsstand und der ständig wachsenden hoheitlichen Bestimmungen und sozialen Aufgaben agierte. Eine Studie stellt zudem die herausragende Bedeutung des Mediziners Dr. Georg Schneider (1875–1949) für diesen Prozess dar; eine weitere rückt die Nachkriegsbiografien brandenburgischer »Euthanasie«-Ärzte und Sterilisationsexperten in den Fokus.

Damit hatte niemand gerechnet, jedenfalls nicht so schnell: Auf europäischen Straßen werden wieder Juden beleidigt, angegriffen oder sogar getötet. Auch in Deutschland häufen sich seit Jahren die Negativerfahrungen. Hassmails, Beschimpfungen, Vandalismus und die Bedrohung jüdischer Kinder an öffentlichen Schulen verunsichern die jüdische Gemeinschaft, mit fatalen Folgen: Ein Teil der Menschen zieht sich ins Private zurück und möchte nicht mehr als jüdisch wahrgenommen werden. Andere denken sogar an Auswanderung. Das neue Unbehagen sitzt tief, auch wenn manche Politiker sich für solidarisch erklären.
Was hat den Hass und die Abneigung gegenüber Juden in Deutschland so spürbar verstärkt? Zwölf Experten und Akteure gehen in diesem Band Ursachen für den Wiederanstieg des Antisemitismus nach. Sie scheuen sich nicht, kontroverse Themen aufzugreifen und antisemitische Potentiale zu benennen –egal ob in rechtsextremen, linksradikalen oder islamistischen Milieus, oder in von entsprechenden Weltanschauungen beeinflussten Personenkreisen, die weit in die Mitte der Gesellschaft reichen.
Ein Buch mit erschreckenden Befunden, aber auch Beispielen resoluter zivilgesellschaftlicher Gegenwehr.

Am 17. Dezember 2014 feiert der langjährige Arbeitsstellenleiter der Alexander-von-Humboldt-Forschungsstelle der Berlin-Brandenburgischen Akademie der Wissenschaften Ingo Schwarz seinen 65. Geburtstag. Aus diesem Anlass haben Freunde, Kollegen und Wegbegleiter Beiträge zusammengetragen, die die Bandbreite der jahrzehntelangen Forschungen Ingo Schwarz’ zu Alexander von Humboldt widerspiegeln.
Every year, the Hasso Plattner Institute (HPI) invites guests from industry and academia to a collaborative scientific workshop on the topic “Operating the Cloud”. Our goal is to provide a forum for the exchange of knowledge and experience between industry and academia. Hence, HPI’s Future SOC Lab is the adequate environment to host this event which is also supported by BITKOM.
On the occasion of this workshop we called for submissions of research papers and practitioner’s reports. ”Operating the Cloud” aims to be a platform for productive discussions of innovative ideas, visions, and upcoming technologies in the field of cloud operation and administration.
In this workshop proceedings the results of the third HPI cloud symposium ”Operating the Cloud” 2015 are published. We thank the authors for exciting presentations and insights into their current work and research. Moreover, we look forward to more interesting submissions for the upcoming symposium in 2016.

Das MenschenRechtsZentrum der Universität Potsdam (MRZ) besteht seit 22 Jahren. Der Jahresbericht 2016 gibt neben einer Einleitung zu Entstehung, Entwicklung und Aufgaben des MRZ vor allem Informationen zur Organisationsstruktur und zu der Tätigkeit im Berichtszeitraum. Das Spektrum der Arbeitsergebnisse reicht von der Forschung über Veranstaltungen bis hin zu Publikationen. Zudem verweist der Bericht auf die von seinen Angehörigen gehaltenen Lehrveranstaltungen zu menschenrechtsrelevanten Themen.

Der Jahresbericht des MenschenRechtsZrentrums der Universität Potsdam (MRZ) informiert über die Aktivitäten im Berichtszeitraum 2021 und 2022. Das MRZ ist eine zentrale wissenschaftliche Einrichtung der Universität Potsdam; seine Mitglieder sind in Forschung und Lehre aktiv, wobei die Lehre an der Philosophischen und an der Juristischen Fakultät angeboten wird.
Zu den bearbeiteten Themen gehören Fragen der Gerechtigkeit, u.a. mit Blick auf die Folgen der Covid-19-Pandemie, der Verhältnis von Menschenrechten und Humanitärem Völkerrecht, der Schutz geflüchteter Personen und das Lieferkettensorgfaltspflichtengesetz.

Die Open Access-Strategie der Universität Potsdam verfolgt das Ziel, den offenen Zugang zu wissenschaftlichen Publikationen von Wissenschaftlern der Universität Potsdam nachhaltig zu fördern. Dazu werden sieben übergeordnete strategische Ziele definiert, aus denen in einem zweiten Schritt konkrete Handlungsfelder abgeleitet werden.
Die Strategie wurde am 16.12.2015 vom Senat der Universität Potsdam zustimmend zur Kenntnis genommen.
Motivation and Emotion in Learning and Teaching across Educational Contexts brings together current theoretical and methodological perspectives as well as examples of empirical implementations from leading international researchers focusing on the context specificity and situatedness of their core theories in motivation and emotion.
The book is compiled of two main sections. Section I covers theoretical reflections and perspectives on the main theories on emotion and motivation in learning and teaching and their transferability across different educational contexts illustrated with empirical examples. Section II addresses the methodological reflections and perspectives on the methodology that is needed to address the complexity and context specificity of motivation and emotion. In addition to general reflections and perspectives regarding methodology, concrete empirical examples are provided. All cutting-edge chapters include current empirical studies on emotions and motivation in learning and teaching across different contexts (age groups, domains, countries, etc.) making them applicable and relevant to a wide range of contexts and settings.
This high-quality volume with contributions from leading international experts will be an essential resource for researchers, students and teacher trainers interested in the vital role that motivation and emotions can play in education.
Sephardim and Ashkenazim

Sephardic and Ashkenazic Judaism have long been studied separately. Yet, scholars are becoming ever more aware of the need to merge them into a single field of Jewish Studies. This volume opens new perspectives and bridges traditional gaps. The authors are not simply contributing to their respective fields of Sephardic or Ashkenazic Studies. Rather, they all include both Sephardic and Ashkenazic perspectives as they reflect on different aspects of encounters and reconsider traditional narratives. Subjects range from medieval and early modern Sephardic and Ashkenazic constructions of identities, influences, and entanglements in the fields of religious art, halakhah, kabbalah, messianism, and charity to modern Ashkenazic Sephardism and Sephardic admiration for Ashkenazic culture. For reasons of coherency, the contributions all focus on European contexts between the fourteenth and the nineteenth centuries.
In der verdienstvollen Reihe der Abhandlungen der Studiengruppe für Politik und Völkerrecht ist ein gerade jetzt – Ukraine/Krim-Krise! – höchst aktueller Band zum Thema Selbstbestimmungsrecht der Völker erschienen. Der Band, der die auf einer Tagung der Hanns-Seidel-Stiftung in Verbindung mit der Kulturstiftung der deutschen Vertriebenen im Dezember 2010 gehaltenen Vorträge umfasst, präsentiert keine grundstürzend neuen Erkenntnisse, aber die mit dem Selbstbestimmungsrecht verbundenen Probleme werden in aller Regel übersichtlich dargestellt und erörtert. So ist das Fundament bereitet, auf dem auch die neueren Ereignisse sinnvoll diskutiert werden können. In diesem Zusammenhang soll auch auf frühere Arbeiten der Studiengruppe aufmerksam gemacht werden, die im vorliegenden Band freilich erstaunlich wenig, jedenfalls nicht erkennbar, ausgewertet werden.
Traditionally, business process management systems only execute and monitor business process instances based on events that originate from the process engine itself or from connected client applications. However, environmental events may also influence business process execution. Recent research shows how the technological improvements in both areas, business process management and complex event processing, can be combined and harmonized. The series of technical reports included in this collection provides insights in that combination with respect to technical feasibility and improvements based on real-world use cases originating from the EU-funded GET Service project – a project targeting transport optimization and green-house gas reduction in the logistics domain. Each report is complemented by a working prototype.
This collection introduces six use cases from the logistics domain. Multiple transports – each being a single process instance – may be affected by the same events at the same point in time because of (partly) using the same transportation route, transportation vehicle or transportation mode (e.g. containers from multiple process instances on the same ship) such that these instances can be (partly) treated as batch. Thus, the first use case shows the influence of events to process instances processed in a batch. The case of sharing the entire route may be, for instance, due to origin from the same business process (e.g. transport three containers, where each is treated as single process instance because of being transported on three trucks) resulting in multi-instance process executions. The second use case shows how to handle monitoring and progress calculation in this context. Crucial to transportation processes are frequent changes of deadlines. The third use case shows how to deal with such frequent process changes in terms of propagating the changes along and beyond the process scope to identify probable deadline violations. While monitoring transport processes, disruptions may be detected which introduce some delay. Use case four shows how to propagate such delay in a non-linear fashion along the process instance to predict the end time of the instance. Non-linearity is crucial in logistics because of buffer times and missed connection on intermodal transports (a one-hour delay may result in a missed ship which is not going every hour). Finally, use cases five and six show the utilization of location-based process monitoring. Use case five enriches transport processes with real-time route and traffic event information to improve monitoring and planning capabilities. Use case six shows the inclusion of spatio-temporal events on the example of unexpected weather events.

The HPI Future SOC Lab provides researchers with free of charge access to a complete infrastructure of state of the art hard- and software. This infrastructure includes components, which might be too expensive for an ordinary research environment, such as servers with up to 64 cores. The offerings address researchers particularly from but not limited to the areas of computer science and business information systems. Main areas of research include cloud computing, parallelization, and In-Memory technologies.
This technical report presents results of research projects executed in 2014. Selected projects have presented their results on April 9th and September 29th 2014 at the Future SOC Lab Day events.
Design and Implementation of service-oriented architectures imposes a huge number of research questions from the fields of software engineering, system analysis and modeling, adaptability, and application integration. Component orientation and web services are two approaches for design and realization of complex web-based system. Both approaches allow for dynamic application adaptation as well as integration of enterprise application. Commonly used technologies, such as J2EE and .NET, form de facto standards for the realization of complex distributed systems. Evolution of component systems has lead to web services and service-based architectures. This has been manifested in a multitude of industry standards and initiatives such as XML, WSDL UDDI, SOAP, etc. All these achievements lead to a new and promising paradigm in IT systems engineering which proposes to design complex software solutions as collaboration of contractually defined software services. Service-Oriented Systems Engineering represents a symbiosis of best practices in object-orientation, component-based development, distributed computing, and business process management. It provides integration of business and IT concerns. The annual Ph.D. Retreat of the Research School provides each member the opportunity to present his/her current state of their research and to give an outline of a prospective Ph.D. thesis. Due to the interdisciplinary structure of the Research Scholl, this technical report covers a wide range of research topics. These include but are not limited to: Self-Adaptive Service-Oriented Systems, Operating System Support for Service-Oriented Systems, Architecture and Modeling of Service-Oriented Systems, Adaptive Process Management, Services Composition and Workflow Planning, Security Engineering of Service-Based IT Systems, Quantitative Analysis and Optimization of Service-Oriented Systems, Service-Oriented Systems in 3D Computer Graphics, as well as Service-Oriented Geoinformatics.

Das Buch gibt Einblicke in das Strafrecht des real existierenden Sozialismus in Europa, insbesondere der DDR. Gespannt wird der Bogen von den philosophischen Ausgangspunkten im 19. Jahrhundert (Marx) über die rechtstheoretischen Debatten in der Sowjetunion in den 1920er Jahren und später in der DDR, und von dort weiter zur Strafpraxis, nämlich dem Wirtschaftsstrafrecht der DDR und der Todesstrafe als exemplarischen Feldern. Einblicke zu anderen Ländern des damaligen Warschauer Pakts geben Aufsätze über die Strafzumessung in Polen, den strafrechtlichen Lebensschutz in Ungarn und den tschechoslowakischen Straftatbestand der Ausschreitung. Anliegen ist es, durch die Profilierung des Theorie-Praxis-Bezugs ein vertieftes Verständnis dieses Strafrechtsdenkens zu unterstützen.

In Kooperation mit Partnern aus der Industrie etabliert das Hasso-Plattner-Institut (HPI) ein “HPI Future SOC Lab”, das eine komplette Infrastruktur von hochkomplexen on-demand Systemen auf neuester, am Markt noch nicht verfügbarer, massiv paralleler (multi-/many-core) Hardware mit enormen Hauptspeicherkapazitäten und dafür konzipierte Software bereitstellt. Das HPI Future SOC Lab verfügt über prototypische 4- und 8-way Intel 64-Bit Serversysteme von Fujitsu und Hewlett-Packard mit 32- bzw. 64-Cores und 1 - 2 TB Hauptspeicher. Es kommen weiterhin hochperformante Speichersysteme von EMC² sowie Virtualisierungslösungen von VMware zum Einsatz. SAP stellt ihre neueste Business by Design (ByD) Software zur Verfügung und auch komplexe reale Unternehmensdaten stehen zur Verfügung, auf die für Forschungszwecke zugegriffen werden kann. Interessierte Wissenschaftler aus universitären und außeruniversitären Forschungsinstitutionen können im HPI Future SOC Lab zukünftige hoch-komplexe IT-Systeme untersuchen, neue Ideen / Datenstrukturen / Algorithmen entwickeln und bis hin zur praktischen Erprobung verfolgen. Dieser Technische Bericht stellt erste Ergebnisse der im Rahmen der Eröffnung des Future SOC Labs im Juni 2010 gestarteten Forschungsprojekte vor. Ausgewählte Projekte stellten ihre Ergebnisse am 27. Oktober 2010 im Rahmen der Future SOC Lab Tag Veranstaltung vor.
Die Methodenlehre ist das Grundlagenfach mit der größten Nähe zur Praxis. Dennoch bewegt sie sich oftmals auf einer hohen Abstraktionsebene und ihr Zweck wird im juristischen Alltag, im Studium oder in der Praxis nicht immer erreicht. Dominiert vom Zivil- und insbesondere Arbeitsrecht, werden Besonderheiten des Öffentlichen Rechts und des Strafrechts ebenso wenig allgemein zur Kenntnis genommen wie (wieder) aktuelle Ansätze etwa der Rechtsrhetorik, der ökonomischen Analyse und der praktischen Jurisprudenz. Es sind eher interne Diskussionen, die innerhalb der Fachdisziplinen und in den noch kleineren Kreisen der methodisch Denkenden geführt werden. Im Zentrum des Kolloquiums stand daher die Frage, ob es eine allgemeine Methodenlehre gibt oder jeweils spezifische Methoden. Ziel war es, über Generationen, Fächergrenzen und Schulen hinaus ins Gespräch zu kommen. Der Tagungsband vereint die Referate und kurzen Zusammenfassungen der anregenden Diskussionen.

Während bisher zur Geschichte des Strafrechts in der alten Bundesrepublik lediglich kürzere, überblicksartige Gesamtdarstellungen existierten, nimmt dieser Band das gesamte Spektrum des Allgemeinen Teils, flankiert durch die „Grundlagen“ und die Rechtsfolgenseite, detailreich in den Blick. Dabei werden die einzelnen Dogmengeschichten nicht isoliert dargestellt, sondern in ihrer Interaktion mit der Strafrechtswissenschaft, -praxis, -politik und gesellschaftlichen Veränderungen. Durchaus experimentell, werten die Beiträge teils Schrifttum, teils Judikatur als Quellen aus, teils schreiten sie Themenkreise aus, teils greifen sie aussagekräftige Einzelaspekte heraus, teils diskutieren sie zurückhaltend, teils intensiv sozialhistorische Korrelate.

Der Jüdische Friedhof in Potsdam ist der einzige authentische Gedächtnisort, der vom Lebenszyklus der jüdischen Bevölkerung in der ehemaligen preußischen Residenz- und Garnisonstadt zeugt. Er ist zudem Ausdruck des unterschiedlichen Umgangs der Nachgeborenen mit ihrem Kulturgut. Außerdem ist dieser Jüdische Friedhof zurzeit als einziger in Deutschland durch die UNESCO als Welterbe anerkannt.
Da die jüdische Geschichte Potsdams bislang nur wenig bekannt ist, entstand ein durch die Stiftung „Erinnerung, Verantwortung und Zukunft“ gefördertes Projekt, in dem sich Schüler*innen des Potsdamer Humboldt-Gymnasiums im Rahmen eines Seminarkurses mit dem jüdischen Erbe ihrer Stadt intensiv auseinandersetzten. Neben einer Annäherung an das Thema über verschiedene, den Friedhof betreffende Sachthemen beschäftigten sich die Jugendlichen mit einzelnen jüdischen Potsdamern, ihren Familienschicksalen und Lebenskonzepten. Ergänzend wurden Aspekte des religiösen Verständnisses von Tod und Trauer im Judentum vorgestellt.
Die Ergebnisse all dieser Ausarbeitungen sind im vorliegenden Lehrmaterial vereinigt und dienen als Anregung für Lehrende und Lernende, die jüdische Geschichte ihrer jeweiligen Heimatorte zu thematisieren.

Evolution of component systems has lead to web services and service-based architectures. This has been manifested in a multitude of industry standards and initiatives such as XML, WSDL UDDI, SOAP, etc. All these achievements lead to a new and promising paradigm in IT systems engineering which proposes to design complex software solutions as collaboration of contractually defined software services.
Service-Oriented Systems Engineering represents a symbiosis of best practices in object-orientation, component-based development, distributed computing, and business process management. It provides integration of business and IT concerns.
The annual Ph.D. Retreat of the Research School provides each member the opportunity to present his/her current state of their research and to give an outline of a prospective Ph.D. thesis. Due to the interdisciplinary structure of the Research Scholl, this technical report covers a wide range of research topics. These include but are not limited to: Self-Adaptive Service-Oriented Systems, Operating System Support for Service-Oriented Systems, Architecture and Modeling of Service-Oriented Systems, Adaptive Process Management, Services Composition and Workflow Planning, Security Engineering of Service-Based IT Systems, Quantitative Analysis and Optimization of Service-Oriented Systems, Service-Oriented Systems in 3D Computer Graphics sowie Service-Oriented Geoinformatics.
HPI Future SOC Lab

The “HPI Future SOC Lab” is a cooperation of the Hasso-Plattner-Institut (HPI) and industrial partners. Its mission is to enable and promote exchange and interaction between the research community and the industrial partners. The HPI Future SOC Lab provides researchers with free of charge access to a complete infrastructure of state of the art hard- and software. This infrastructure includes components, which might be too expensive for an ordinary research environment, such as servers with up to 64 cores. The offerings address researchers particularly from but not limited to the areas of computer science and business information systems. Main areas of research include cloud computing, parallelization, and In-Memory technologies. This technical report presents results of research projects executed in 2012. Selected projects have presented their results on June 18th and November 26th 2012 at the Future SOC Lab Day events.

Renommierte Fachleute aus Politik- und Sozialwissenschaften analysieren in diesem Band die politische Kultur des Bundeslands und die Landschaft der Rechtaußenparteien in den Jahren 1990 bis 2020 und stellen dabei Kontinuitäten wie Brüche heraus. Gegenstand der Betrachtung sind neonazistische Kleinparteien, nicht mehr bestehende Parteien wie die DVU, frühe populistische Experimente wie die Schill-Partei, aber auch die jüngste Rechtsaußenpartei, die AfD, die zugleich auch die bisher erfolgreichste ist. Biographische Informationen Gideon Botsch, Prof. Dr. phil., geboren 1970, ist Politikwissenschaftler und leitet die Emil Julius Gumbel Forschungsstelle Antisemitismus und Rechtsextremismus an der Universität Potsdam. Seit 2018 ist er Außerplanmäßiger Professor an der Universität Potsdam. Christoph Schulze, Dr., geboren 1979, studierte Publizistik und Kommunikationswissenschaft, Politikwissenschaft und Soziologie in Berlin. Er ist am Moses Mendelssohn Zentrum Potsdam in der Rechtsextremismusforschung tätig.

Together with industrial partners Hasso-Plattner-Institut (HPI) is currently establishing a “HPI Future SOC Lab,” which will provide a complete infrastructure for research on on-demand systems. The lab utilizes the latest, multi/many-core hardware and its practical implementation and testing as well as further development. The necessary components for such a highly ambitious project are provided by renowned companies: Fujitsu and Hewlett Packard provide their latest 4 and 8-way servers with 1-2 TB RAM, SAP will make available its latest Business byDesign (ByD) system in its most complete version. EMC² provides high performance storage systems and VMware offers virtualization solutions. The lab will operate on the basis of real data from large enterprises. The HPI Future SOC Lab, which will be open for use by interested researchers also from other universities, will provide an opportunity to study real-life complex systems and follow new ideas all the way to their practical implementation and testing.
