Recht auf Bildung : zum Besuch des Sonderberichterstatters der Vereinten Nationen in Deutschland

This collection contains 13 papers presented in the workshop on the "The Celtic Languages in Contact" organised by Hildegard L. C. Tristram at the XIII International Celtic Congress in Bonn (Germany), July 23rd - 27th, 2007. The authors of two papers from another section also contributed their papers to this volume, as they deal with closely related issues. The time-span covered ranges from potential pre-historic contacts of Celtic with Altaic languages or Nostratic cognates in Celtic, through the hypothesis of Afro-Asiatic as a possible substrate for Celtic, Latin and Gaulish contacts in Gaul, the impact of Vulgar Latin on the formation of the Insular Celtic Languages as a linguistic area (Sprachbund), to various contact scenarios involving the modern Insular Celtic languages as well as English and French. The final paper reflects on the political status of the modern Insular Celtic languages in the Europe of the 27 EU countries.
Wie geht es den Jugendlichen in (Ost-)Deutschland und in osteuropäischen Ländern mehr als 15 Jahre nach der politischen Wende? Welche Hoffnungen, aber auch welche Ängste und Lebensprobleme haben sie, z.B. in der Schule oder beim Übergang in den Beruf? Welche Bewältigungsstrategien sind verbreitet und welche Rolle spielen dabei Gewalt und abweichendes Verhalten? Diesen Fragen geht der Band nach, der Beiträge aus Deutschland, Polen und Russland vereinigt. Die Beiträge weisen einerseits auf zahlreiche gemeinsame soziale Probleme Jugendlicher in den drei Ländern, andererseits aber auch auf unterschiedliche Entwicklungspfade, kulturelle Besonderheiten sowie spezifische pädagogische Traditionen hin – umso fruchtbringender erscheint die Auseinandersetzung mit der Jugendentwicklung in anderen Ländern und mit dem pädagogischen Umgang mit ihr.
"Wir gehen multimedial. Kommt ihr mit?" war Aufruf und Leitmotiv der MultimeDies 2007. Es kamen sehr viele mit, vor allem Lehrende und Lernende der Universität Potsdam, aber auch Firmen. Diese Veranstaltung setzt eine Tradition fort, die im Bemühen steht über zukunftsweisende Technologien und Projekte, über Angebote und praktikable Lösungen an der Universität zu informieren. Die Vorträge wurden in kurzen Beiträgen zusammengestellt. Sie gliedern sich in zwei Gruppen, zum einen der Bereitstellung, zum anderen der Nutzung von Multimedia.
During the last few years there was a tremendous growth of scientific activities in the fields related to both Physics and Control theory: nonlinear dynamics, micro- and nanotechnologies, self-organization and complexity, etc. New horizons were opened and new exciting applications emerged. Experts with different backgrounds starting to work together need more opportunities for information exchange to improve mutual understanding and cooperation. The Conference "Physics and Control 2007" is the third international conference focusing on the borderland between Physics and Control with emphasis on both theory and applications. With its 2007 address at Potsdam, Germany, the conference is located for the first time outside of Russia. The major goal of the Conference is to bring together researchers from different scientific communities and to gain some general and unified perspectives in the studies of controlled systems in physics, engineering, chemistry, biology and other natural sciences. We hope that the Conference helps experts in control theory to get acquainted with new interesting problems, and helps experts in physics and related fields to know more about ideas and tools from the modern control theory.
Interdisciplinary studies on information structure : ISIS ; Working papers of the SFB 632. - Vol. 8

The 8th volume of the working paper series Interdisciplinary Studies on Information Structure (ISIS) of the SFB 632 contains a collection of eight papers contributed by guest authors and SFB-members. The first paper on “Biased Questions” is an invited contribution by Nicholas Asher (CNRS, Laboratoire IRIT) & Brian Reese (University of Texas at Austin). Surveying English tag questions, negative polar questions, and what they term “focus” questions, they investigate the effects of prosody on discourse function and discourse structure and analyze the interaction between prosody and discourse in SDRT (Segmented Discourse Representation Theory). Stefan Hinterwimmer (A2) explores the interpretation of singular definites and universally quantified DPs in adverbially quantified English sentences. He suggests that the availability of a co-varying interpretation is more constrained in the case of universally quantified DPs than in the case of singular definites, because different from universally quantified DPs, co-varying definites are inherently focus-marked. The existence of striking similarities between topic/comment structure and bimanual coordination is pointed out and investigated by Manfred Krifka (A2). Showing how principles of bimanual coordination influence the expression of topic/comment structure beyond spoken language, he suggests that bimanual coordination might have been a preadaptation of the development of Information Structure in human communication. Among the different ways of expressing focus in Foodo, an underdescribed African Guang language of the Kwa family, the marked focus constructions are the central topic of the paper by Ines Fiedler (B1 & D2). Exploring the morphosyntactic facilities that Foodo has for focalization, she suggests that the two focus markers N and n have developed out of a homophone conjunction. Focus marking in another scarcely documented African tone language, the Gur language Konkomba, is treated by Anne Schwarz (B1 & D2). Comparing the two alleged focus markers lé and lá of the language, she argues that lé is better interpreted as a syntactic device rather than as a focus marker and shows that this analysis is corroborated by parallels in related languages. The reflexes of Information Structure in four different European languages (French, German, Greek and Hungarian) are compared and validated by Sam Hellmuth & Stavros Skopeteas (D2). The production data was collected with selected materials of the Questionnaire on Information Structure (QUIS) developed at the SFB. The results not only allow for an evaluation of the current elicitation paradigms, but also help to identify potentially fruitful venues of future research. Frank Kügler, Stavros Skopeteas (D2) & Elisabeth Verhoeven (University of Bremen) give an account of the encoding of Information Structure in Yucatec Maya, a Mayan tone language spoken on the Yucatecan peninsula in Mexico. The results of a production experiment lead them to the conclusion that focus is mainly expressed by syntax in this language. Stefanie Jannedy (D3) undertakes an instrumental investigation on the expressions and interpretation of focus in Vietnamese, a language of the Mon-Khmer family contrasting six lexical tones. The data strongly suggests that focus in Vietnamese is exclusively marked by prosody (intonational emphasis expressed via duration, f0 and amplitude) and that different focus conditions can reliably be recovered. This volume offers insights into current work conducted at the SFB 632, comprising empirical and theoretical aspects of Information Structure in a multitude of languages. Several of the papers mine field work data collected during the first phase of the SFB and explore the expression of Information Structure in tone and non-tone languages from various regions of the world.
Antike in Potsdam-Sanssouci

Die in diesem Band zusammengestellten Beiträge sollen zu einer aktiven Auseinandersetzung mit der Antikerezeption auf dem Parkgelände von Potsdam-Sanssouci anregen. Ein Aufsatz zur Gartenkunst in der Antike und in Sanssouci leitet den Band ein. Den Hauptteil bilden zahlreiche Führungsblätter zur Mythologie, Architektur, Malerei u.a. Sie sind besonders als Grundlage für die Planung von Exkursionen mit Schülergruppen geeignet, richten sich aber auch ganz allgemein an Freunde der Antike. Weitere Informationstexte, antike Quellen, Lösungen zu den Führungsblättern sowie Karten und praktische Hinweise für einen Potsdam-Besuch runden den Band ab.

Die Forschung über Alexander von Humboldt hat - wie sein Schaffen selbst - eine weltweite Dimension angenommen. Die Vielsprachigkeit und Multidisziplinarität der Humboldt-Forschung am Beginn des 21. Jahrhunderts ist beeindruckend und anläßlich des 200. Jahrestages des Beginns seiner amerikanischen Forschungsreise in aller Deutlichkeit ins Bewußtsein getreten. Dies erfordert neue Anstrengungen, eine für alle Disziplinen und Arbeitsgebiete offene wissenschaftliche Plattform der Alexander von Humboldt gewidmeten Studien zu schaffen. Das Projekt »Alexander von Humboldt im Netz« bietet den notwendigen Rahmen für eine derartige Plattform, die wissenschaftliche Zeitschrift »HiN« soll nun dem internationalen und interdisziplinären Austausch im wissenschaftlichen Bereich wesentliche neue Impulse geben. Für ein Netzwerk, wie es das Humboldtsche Œuvre darstellt, bietet das Medium des Internet eine ausgezeichnete Grundlage, um eine internationale Vernetzung der wissenschaftlichen Beschäftigung mit Alexander von Humboldt voranzutreiben. HiN versteht sich als eine transdisziplinär ausgerichtete internationale Zeitschrift im Internet. HiN ist ein halbjährlich erscheinendes wissenschaftliches Periodikum im Netz, das den Austausch innerhalb der Humboldt-Forschung ausbauen will. HiN stellt neue Forschungen über Alexander von Humboldt vor mit dem Ziel, unterschiedliche wissenschaftliche Disziplinen, Forschungstraditionen und Sprachen im Bereich der Humboldt-Forschung zusammenzuführen. Mit HiN wollen wir einen Beitrag zur Vertiefung und Internationalisierung der Forschung über Alexander von Humboldt leisten und zugleich jene Vermittlung an eine breitere interessierte Öffentlichkeit verwirklichen, die für den Autor des Kosmos stets eine ethische Grundforderung war.

This volume presents annotation guidelines that have been developed in the context of the SFB 632, a collaborative research center entitled "Information Structure: the Linguistic Means for Structuring Utterances, Sentences and Texts". An important result of the SFB 632 are the SFB corpora from more than 20 typologically different languages, which have been annotated according to the guidelines presented here. The ultimate target of the data and its annotations is to support the study of Information Structure. Information Structure involves all levels of grammar and, hence, the present guidelines cover relevant aspects of all these levels: - Phonology - Morphology - Syntax - Semantics - Information Structure These levels are dealt with in individual chapters, containing tagset declarations with obligatory and optional tags, detailed annotation instructions, and illustrative examples. The volume also presents an evaluation of inter-annotator agreement of Syntax and Information Structural annotation.

This volume contains the proceedings of the 2nd Workshop on Prosody, Syntax, and Information Structure (WPSI2), held at University of Potsdam on March 18, 2005. WPSI 2 was aimed to discuss issues on the interaction of prosody, syntax, and information structure, from interdisciplinary points of view. The contributors (Haruo Kubozono, Shinichiro Ishihara, Yoshihisa Kitagawa, and Satoshi Tomioka) have been recently working on relevant issues, especially looking at the phenomena related to the intonation of focus and (wh-)questions in Japanese.
Vorwort des Herausgebers: Das vorliegende Büchlein ist Resultat der Arbeit einer studentischen Gruppe an der Universität Potsdam. Sie übernahm im Rahmen des Seminars ‚Bürgerkommune und Bürgerhaushalt’, das im Wintersemester 2006/07 und im Sommersemester 2007 durchgeführt worden ist, die Aufgabe, eine aktivierende Bürgerbefragung in Rathenow durchzuführen. Der Auftrag dazu kommt vom Bürgermeister der Stadt, Ronald Seeger, und vom Projektleiter, Jens Hubald. Wir danken beiden für die freundliche Aufnahme und die Unterstützung, die wir erfahren haben. Die neun Studenten der Rathenower Gruppe möchte ich besonders loben: sie haben für wenig Geld engagiert und zuverlässig gearbeitet. Die Umfragen – die Imagebefragung, die aktivierende Bürgerbefragung und die Experteninterviews – sind kein Selbstzweck. Sie dienen den Arbeitsgruppen als Auftrag und Material für einen Prozess, den Jens Hubald in seinem Beitrag vorstellt. Dieser Prozess wird getragen von einer ‚Stadt der Bürgerschaft’ (den Aktiven) und soll zu einer erneuerten Stadt der Bürgerschaft unter heutigen Bedingungen hinführen. Der Weg vom Stadtforum zum Forum der Stadt ist das Ziel, innerhalb dessen Ergebnisse zum Wohl der Stadt und seiner Bürger erreicht werden sollen. Das vorliegende Büchlein ist ein kleiner Baustein im Leitbildprozess ‚Rathenow 2020’, der am 13. September mit einer ersten Stadtforums-Sitzung beginnen wird. Dieser Prozess wird für alle Teilnehmer und die Stadt aufschlussreich sein. Er könnte auch ein Beispiel für andere Kommunen werden. Diese müssen heute ihre eigenen Wege finden und zugleich kooperativer werden – interkommunal, regional und europäisch. Dafür benötigen sie allerdings auch Spielräume und Unterstützung. Die Kommunen und Städte dürfen nicht länger im toten Winkel der großen Politik liegen. Sie sind vielmehr Orte genuin bürgerschaftlicher Politik und Schulen der Demokratie. Wenn hier die Bürger wegbleiben oder demotiviert werden, entstehen gefährliche Leerstellen. Solchen Leerstellen kann nur gemeinsames ziviles Handeln begegnen, mit einer Handlungszuversicht, die auf einer realistischen Situationseinschätzung beruht. Beides ist in Rathenow vorhanden. Militärmacht Deutschland - kann man das formulieren? Darf man das fragen? Wo der Zivilmacht-Diskurs dominant ist, werden solche Formulierungen zur Provokation. Aber die Debatte über das Militär, über unser Militär, ist im Gange; ja verschärft sich. Es rumort im politischen Berlin. Ein Durchwinken der Beschlüsse über Auslandseinsätze wird zunehmend schwieriger. Die wachsende Zahl von deutschen Toten beim “militärischen Engagement” und die zweifelhaften Ergebnisse bei der “Wiederherstellung der Demokratie” führen in allen Parteien zu Diskussionen, Fragen und Zweifeln. Die gebotenen Antworten sind widersprüchlich: von der eher taktisch begründeten Bündelung von Mandaten über die Forderung nach neuen Einsätzen, wie z.B. in Darfur, bis hin zum generellen Rückzug unserer Streitkräfte. Die Vorschläge treffen auf eine Bevölkerung, deren “freundliches Desinteresse” für die Bundeswehr, so Bundespräsident Köhler, sich allmählich in ein “kritisches Interesse” wandelt und die mehrheitlich für eine Beendigung des militärischen Engagements am Hindukusch ist.

Überraschend war bereits der Umstand, dass schon kurz nach dem Nein der irischen Wähler zum Vertrag von Nizza im Jahr 2001 dieser Vertrag noch unverändert in Kraft treten konnte und – im Fall des Scheiterns einer europäischen Verfassung – weiterhin Gültigkeit besitzen wird. Kaum vorhersehbar war aber auch, dass sich schon kurz darauf im Jahr 2003 ein Konsens in einem Verfassungskonvent für eine Reform fand, die eine Änderung von weiten Teilen des Vertrags von Nizza vorschlug. Und schließlich dürfte auch im Herbst 2004 die Unterschrift der 25 Staats- und Regierungschefs unter einen leicht modifizierten Reformtext für Überraschung gesorgt haben, dessen Unterzeichnung noch kurz zuvor von Polen und Spanien auf dem EUGipfel im Dezember 2003 blockiert wurde. Auch wenn die Ratifikation dieses Vertrags durch die zahlreich angekündigten Referenden und die inzwischen gescheiterten Volksabstimmungen in Frankreich und den Niederlanden wohl zur schwersten Hürde im Verfassungsprozess wurde, so ist es für die Beobachter der Ereignisse wenig überraschend, dass die Bundesregierung während ihrer sechsmonatigen Ratspräsidentschaft einen Versuch zur Wiederbelebung des Verfassungsvertrags unternehmen möchte." In dem Buch beschäftigen sich die Autoren zunächst mit den Ursachen, Faktoren und Bedingungen von Lernbeeinträchtigungen angesichts erschwerter Lebens- und lernsituationen und sich überlagernder Entwicklungsrisiken. Neben der Förderdiagnostik stehen dann vor allem neue pädagogisch-didaktische Ansätze zur Gestaltung schulischer Lernprozesse und konkrete Anregungen zur veränderten Gestaltung von Unterricht im Mittelpunkt.

Stellar winds play an important role for the evolution of massive stars and their cosmic environment. Multiple lines of evidence, coming from spectroscopy, polarimetry, variability, stellar ejecta, and hydrodynamic modeling, suggest that stellar winds are non-stationary and inhomogeneous. This is referred to as 'wind clumping'. The urgent need to understand this phenomenon is boosted by its far-reaching implications. Most importantly, all techniques to derive empirical mass-loss rates are more or less corrupted by wind clumping. Consequently, mass-loss rates are extremely uncertain. Within their range of uncertainty, completely different scenarios for the evolution of massive stars are obtained. Settling these questions for Galactic OB, LBV and Wolf-Rayet stars is prerequisite to understanding stellar clusters and galaxies, or predicting the properties of first-generation stars. In order to develop a consistent picture and understanding of clumped stellar winds, an international workshop on 'Clumping in Hot Star Winds' was held in Potsdam, Germany, from 18. - 22. June 2007. About 60 participants, comprising almost all leading experts in the field, gathered for one week of extensive exchange and discussion. The Scientific Organizing Committee (SOC) included John Brown (Glasgow), Joseph Cassinelli (Madison), Paul Crowther (Sheffield), Alex Fullerton (Baltimore), Wolf-Rainer Hamann (Potsdam, chair), Anthony Moffat (Montreal), Stan Owocki (Newark), and Joachim Puls (Munich). These proceedings contain the invited and contributed talks presented at the workshop, and document the extensive discussions.
Leo Baeck (1873-1956) can be considered to be one of the most important proponents of German Jewry. Over the course of his life, he strove constantly to combine tradition and modernity within Judaism. Baeck educated young rabbis at Berlin's "Hochschule für die Wissenschaft des Judentums" (College for the Science of Judaism) and sought dialogue between Christianity, Islam, and other religions. Indebted to Baeck's legacy the Abraham Geiger College dedicated its annual study conference in 2006 to this brilliant Jewish thinker - to mark the fiftieth anniversary of his death on November 2, 1956. This volume celebrates the wide spectrum of Leo Baeck's heritage.
n an international context, public management arrangements differ significantly from country to country, but also regionally and locally. One reason for these differences may be differences in culture resulting in differing views of the state and its institutions. This may sound trivial, but it becomes highly important when public management reform models are proposed and transferred from one country to others such as was (and still is) the case with, for example, the new public management. Scholars in public management as well as internationally acting practitioners should be aware of the impact culture has on the possibilities and limits of concept transfers between different jurisdictions. Having said this, one precondition for a better consideration of cultural elements in public management reforms is a better understanding of culture itself. Among the public management community, cultural theory has gained considerable attention. There are, however, other concepts for the analysis of cultural facts that may be of interest to the subject, too. In the book, cultural (including organizational culture of public organizations) influences on public management and its reform are explored. Articles address definitions and conceptualizations of culture in the context of public management, cultural artifacts in public management and gives examples of cultural elements in public management from various countries. The volume helps to structure the discussion of cultural elements and points out approaches to study and incorporate cultural aspects in public management research and debate.
