Hellmanns Warnung vor einer Resozialisierung der deutschen Außenpolitik in eine traditionelle Großmachtrolle erweckt bei mir viel Sympathie. Seine Alternative finde ich moralisch ehrenhaft, aber realistisch nur innerhalb des Prozesses der europäischen Integration. Ich glaube allerdings nicht, dass das Erbe der Geschichte Deutschlands ein besonderes außenpolitisches Vorgehen erzwingt. Ebenso wenig glaube ich, dass idealistische Positionen, gleich welcher Couleur, bei der Bewahrung von Frieden realistischen überlegen sind. Der Berliner Republik haftet ein gewisser Wilhelminismus in der Außenpolitik an. Man will durch Nachholen gleich werden wie die anderen. Die Warnung vor Rissen im Bündnis und vor der Möglichkeit einer Spirale des Niedergangs der europäischen Integration im Beitrag von Hellmann teile ich. Ich würde noch weiter gehen: Auch die humanitäre Intervention bleibt Intervention. Prinzipien der Menschenrechte sind wichtig, ihre Ausgestaltung, manchmal sogar Teile ihrer Prinzipien aber strittig. Welche Kriterien gibt uns der offensive Realismus bei der Stärkung der Interventionsmöglichkeiten draußen, wenn wir dabei keine machtpolitischen Interessen vertreten sollen? Wenn wir nicht alle Übel der Welt abschaffen wollen, dann muss eine Hierarchie verfolgt werden. Die rot-grüne Koalition hat mit der Ausnahme der Irak-Entscheidung im Wesentlichen das Ziel verfolgt, den eigenen Einfluss innerhalb der westlichen Staatengemeinschaft zu steigern. Hellmanns Empfehlung lautet wohl, dort mitzumachen, wo supranationale Institutionen geschaffen werden sollen. Welches sind die Kriterien zur Messung dieser Ziele?

Galt vor 1990 das ungeschriebene Gesetz, dass 1948/49 die Bundesrepublik nicht als Staat auf der Suche nach einer eigenen Außenpolitik, sondern als Ergebnis amerikanischer Außenpolitik auf der Suche nach einem Staat gegründet wurde, stellt Deutschland heute immer weniger ein Stück Amerika mitten in Europa dar. Die neue „Berliner Realität“ beinhaltet also die Tatsache, dass Deutschland nicht mehr Objekt der weltgeschichtlichen Situation ist, „sondern auch Subjekt, verantwortlich für weit mehr als das eigene Schicksal“5. Der damit verbundenen Verantwortung kann sich Deutschland nicht entziehen. Es ist deshalb an der Zeit, für einen deutschen Pragmatismus zu plädieren, der weniger von tagespolitischen Erwägungen geprägt sein sollte, sondern mit Werten (wie Verantwortungsbewusstsein und Ehrlichkeit) und Zielen (wie wirtschaftlicher Wohlstand und Sicherheit) unterfüttert werden muss. Daraus ergeben sich außenpolitische Visionen, die das Handeln der Politiker antreiben und legitimieren. Mittelfristig können diese deutschen außenpolitischen Visionen immer mehr mit denen der anderen 24 EU-Mitgliedstaaten verschmelzen, sodass hier tatsächlich eine gewisse Überwindung der Nationalstaaten – aber eben nur innerhalb der EU – zu beobachten wäre. Allerdings würde sich an diese Entwicklung unmittelbar die Frage anschließen, ob die neue europäische Selbstbestimmung nur im Verhältnis zu den USA zu gewinnen, oder ob sie nicht viel weit reichender zu formulieren ist.

No Arab-Israeli peace process will succeed without a solution for Jerusalem. The author describes stages of the Jerusalem history as a holy city of the Jews, Christians and Muslims and analyses their religious and mental ties to the town. Also the division of Jerusalem was not able to stop the hatred. Jerusalem must be one city and the capital of both, Israel and Palestine. This was the core of the Oslo peace process, and it is still essential for a sustainable solution.
The state system cannot renounce to the US superpower as a guarantor for international security. This Polish author describes the US strategy after 9-11 to fight the „war against terrorism“: The United States of America is willing to cooperate, but if it seems to be necessary, they act independently. The author points out that the European Union is too weak to emancipate from the US. But even if the hegemonic US does not respect international law and state sovereignty, unilateral engagement is less dangerous for the world’s security than US isolationism.
Executive responsibility for EU policies is by tradition delegated to the member states and their internal administrative bodies. It is therefore of outmost importance that the new Central and East European members have the capacity to administer the acquis communitaire once they are full members of the EU. Based on a survey among current and former top-level decision-makers (ministers), this article argues that although there are significant implementation problems, efficiency gains can be made through administrative reform and not the least education aimed at changing the worldview and knowledge of the individual civil servant. However, there seem to be significant differences in how these countries tackle implementation problems and administrative reform.
The international community criticises the unilateral actions of the US in Iraq. As a reaction, the United States tries to extend their sphere of influence in other regions. The Brazilian author warns that Brazil in particular could be exposed to this increasing pressure. Therefore Brazil has to take the following five measures: strengthening of Mercosur, a Free Trade Area between the Andean Community and Mercosur, a cooperation agreement with the EU, cooperation with other NICs, and lobbying inside the US.
Mit dem Ende des Kalten Krieges und der Auflösung der bipolaren Konfrontation trat die Diskussion um eine neue internationale Ordnung auf die politische Agenda. Staaten haben verschiedene Szenarien eingebracht, um für Akzeptanz in der neu geordneten Weltgemeinschaft zu werben. Zu Beginn des 21. Jahrhunderts, insbesondere nach den Anschlägen vom 11. September 2001, hat sich die internationale Lage sehr verändert. Die Etablierung einer neuen Weltordnung ist dringlicher denn je geworden. Aber wie soll diese neue Ordnung aussehen, und wie kann sie Frieden und Entwicklung wirksam voranbringen?

Wer ist schon gegen Dialog? Und wenn es gar um jenen zwischen Orient und Okzident geht, ist der Applaus sicher. Neugier auf das Fremde, das zugleich Nutzen bringen kann, ist der Antrieb; Achtung vor dem Anderen die Basis. Aber oft ist dies mit falschen Hoffnungen, Fehlwahrnehmungen und Klischees verbunden, die in fataler Weise auch jene Ideologien hervorbringen, die imperiale Politik stets benötigt. Wenn ein gewisser Ulrich Jasper Seetzen, der zu den Begründern der Orientalistik hierzulande zählt, am Beginn des 19. Jahrhunderts in sein Tagebuch notierte, „daß die Orientalen eben sowohl Menschen sind, als wir“, so wirft dies ein Licht auf europäisches Denken jener Zeit. Jedoch lohnt die Erinnerung an diesen Satz auch heute und hier. Huntingtons provozierende, weil vereinfachende These vom Clash of Civilizations ist mittlerweile abendländischer Zeitgeist, der nicht nur im Boulevard Unterschlupf findet. Wenn in diesen Zeiten arabische, persische und deutsche Intellektuelle über „die Moderne“, jenes zutiefst westliche Konzept, miteinander reden und dies auch noch in Potsdam, so ist das bemerkenswert. WeltTrends bietet die Chance, diesen Dialog in der aktuellen Ausgabe nachzuvollziehen.

Beyond the line?

In December 2003, the Orient-Occident Forum for Intercultural Exchange at the University of Potsdam and the academic partnership program Potsdam-Teheran held a week-long conference, titled „Comparing Processes of Modernization“, which was attended by many social scientists from Egypt, Iran and Germany. In this issue, some of the contributions of the conference are published and commented. During the course of the conference, an intercultural discourse – „beyond the line“ – concerning the responsibilities and development prospects of modernization theory took place. In their article, the organizers of the meeting try to systematically summarize these discussions and present some further reflections.

Daniel Lerner’s „The Passing of Traditional Society“ of 1958 is still one of the most famous American studies in the field of modernization research. This article gives a deeper insight into the background of the emergence of the study. The author describes Lerner’s theoretical and empirical work and its connection to the policy of his time. A classic today in modernization theory, Lerner’s study was initially merely a request for the Voice of America to investigate the use of media in the Middle Eastern region –modernization or development did not yet play a significant role. The article shows how the direction of the study changed from its original intention into a political opinion research and thus into a political propaganda tool.
For the first time when the new Islamic councils began their Operation, many intellectuals and politicians proclaimed that there would be no room for the young Islamic councils to proceed. In political terms, because of the new challenges between the rightists and leftists, many people had no hope to see the results of the councils. Still others believed that under the dominating ruling system of Iran there is no space for public opinion and participation in local decision-making. This paper focuses on the role of the Islamic Councils as a new form of social democracy, which decentralizes power and creates good local governance. The paper also discusses the obstacles for the Councils in the development of the region.
Berlin : look to the world!

In the spring 2004 issue of WeltTrends, Professor Gunther Hellmann made a „plea for offensive idealism“ and „against the power political resocialization of German foreign policy“. To a long-time outside observer of that foreign policy, this plea is unsurprising, but depressing. In keeping with Professor Hellmann’s own willingness, „notwendige Differenzierungen [zu] vernachlässigen zugunsten einer bewussten Zuspitzung“ I will comment on the aspects of his argument that strike an American colleague as particularly disturbing.
The military in Mexico started out as a revolutionary army that secured the regime of the governmental party PRI. The article discusses the change of this army into a national and hemispheric police force under the influence of the USA. Today, the functions of the Mexican army are a mix of fighting against drugs, organized delinquency, terrorism and counterinsurgency and cooperating with US as well as other Latin American forces.
The authors analyze the reasons for the establishment of a regulatory regime for international financial markets in accordance with the ideas of liberal internationalism. They argue that the system of international markets is affected by polymorphy, indicating the existence of different forms of regulation. Five factors produce this polymorphy: the non-existence of a homogenous object of steering, the dynamic nature of these objects, the fact that the purpose of governance is not clearly defined, the dominance of governance by the USA and Great Britain, and governance as a result of a multi-level game with various coalitions.
Beginning with the year 2000, the political society of South Korea has undergone a development towards more transparency. The increasing emergence of civil organizations as well as their new-orientation favoured the development of an alternative “online-public” which tries to mediate between the public’s interests and the state. The influence of this online-public, who profits from the fast and various ways of communication via internet, is best shown by some successful examples of online-action in the economic and the political sector. This gives credence to Dick Morris’ postulated rise of the internet to be the “fifth power” of the state.
The United States, despite impressive efforts, have not reduced Colombian drug supplies over the recent years. Policy ineffectiveness results from problems in Colombia, including poverty, strong non-state actors, as well as a weak state and society. On the US side, ineffectiveness results from a geographically selective approach, a reliance on coercion, and bilateralism. The US has exacerbated human rights violations, environmental destruction, the displacement of the drug industry within Colombia, and the spread of Colombian problems to neighbouring countries.
This article discusses the complex relationship between the state and the military in Latin American societies. Defining the state in Latin America as a weak one, it contains a typology of the different roles played by the military in the 20th century. In this context, the ambivalent impact of the USA as well as the search of the Latin American military for “new tasks” since the 1990s is discussed. The article concludes with the challenges for civil-military relations in the current democratic regimes in Latin America.
The German Ostpolitik of the Red-Green government between 1998 and 2005 focused particularly on the autocratic Russia. It mostly ignored the other – democratic – states in Central and Eastern Europe. Since this policy failed to improve the stability in the region, a policy change is necessary. Regional stability can only be based on the equal cooperation of democratic states. Germany should therefore intensify her support for the democratic forces in the region and integrate her policy into a common Ostpolitik within the EU.
In the Spring 2004 issue of WeltTrends, Gunther Hellmann sparked a debate on Germany’s foreign policy. The debate was resumed through the Summer, Fall, Winter and Spring editions (no. 43 to 46) of WeltTrends, which featured articles of German International Relations scholars as well as foreign policy-makers and experts from abroad. In his concluding article, Hellmann seizes the opportunity to outline and comment on some characteristics of the debate as revealed in the contributions of his critics.

Der Begriff „Arbeit“ hat Hochkonjunktur. Jedoch bleibt das grundsätzliche Verhältnis zwischen Arbeit und Politik weiterhin unbestimmt. Unsere Autoren beschäftigen sich mit ökonomischen Spielräumen und ungenutzten Handlungsoptionen. Sie wagen hierbei den Blick über den deutschen Tellerrand und suchen gezielt die europäische Perspektive. Im Eröffnungsbeitrag diskutiert Peter Ulrich nicht nur Fragen zur Effizienz, sondern zu einem gerechten Arbeitsmarktes und sinnvollen Arbeitsformen. Am Beispiel der Internetökonomie diskutieren Raphael Menez, Josef Schmid und Stefanie Springer das Spannungsfeld zwischen Arbeitspolitik und industriellen Beziehungen. Wie sich Arbeitspolitik mit all ihren Dilemmata auf der europäischen Bühne konkret abspielt, zeigen Milena Büchs, Kilian Kindelberger und Annerose Poleschner in ihren Artikeln exemplarisch auf. Unter welchen Bedingungen finden Investitionswettbewerb und Sozialpolitik in der „Ära nach Hartz“ statt? Diesen Fragen gehen Britta Rehder, Christine Trampusch und Klaus Deimer nach.

Under continuous pressure from globalised competition, labour markets no longer guarantee the social inclusion of all citizens into civil society. For a „civilised“ market economy, it is essential to frame further economic „rationalisation“ by a comprehensive labour policy that values meaningful ways of human activity as well as the just organisation of the world of work over efficient labour markets. Without such a comprehensive labour policy, argues, labour markets increasingly become „tyrannical“ and will endanger the foundations of a modern society of free and equal citizens.
This article investigates how institutional, organisational and individual factors influence labour politics in the internet economy. The authors discuss several theoretical approaches towards labour politics and industrial relations. Using the example of the IT industry, they then illustrate how in the IT industry the organisation of work changes, what requirements result for employees, how regulation is structured, and what political challenges this brings for trade unions and employer’s associations. Considering current developments in the IT economy, the authors finally evaluate the theoretical approaches according to their explanatory strength.
In the need to reform the German labour market, the so-called ‚Hartz IV’- Act cut down subsidies for unemployed people in order to increase the pressure for searching for a new job. By law, low-paid jobs shall be introduced. However, even if this creates employment, there will be a future problem: pensions for these people will dramatically drop below the poverty line. The author argues that, in order to avoid such ‘poverty-traps’, an alternative social support system should be considered: a ‘tax transfer system’ with lowered income tax, yet complete reduction of legal exceptions on the one hand, and transfer systems combined with work incentives on the other hand.

Thema: Lateinamerika – ein Sub-Kontinent scheint im Windschatten der Weltpolitik zu stehen. Doch südlich des Rio Grande steht die Zeit nicht still – ganz im Gegenteil! Hier sind Prozesse im Gange, die oft einmalig, manchmal auch wegweisend sind, jedoch stets zum Nachdenken anregen. Die sehr verschiedenen Rollen, die das Militär in den politischen Systemen dieser Länder gespielt hat und heute spielt, wird von lateinamerikanischen und deutschen Autoren diskutiert. Dabei geht es um regionale Sicherheit im 21. Jahrhundert, aber auch um differenzierte Blicke in die Geschichte. Statistiken bieten einen guten Überblick über das Militärische, und Buchbesprechungen zum Politischen runden den Schwerpunkt dieses Winterheftes ab. Streitplatz: Rot-Grün ist beendet, Bilanz wird gezogen. Dies nicht nur bei den Finanzen, sondern auch in der Außenpolitik. Wie fällt diese im Kapitel „Ostpolitik“ aus? Die Antworten werden sicherlich kontrovers sein. Schwarz-Rot hat begonnen. Auch für die neue Regierung wird das Verhältnis zu den östlichen Nachbarn zur einer Herausforderung, gleich ob zu Prag, Warschau, Kiew oder Moskau. Wie diese Beziehungen gestaltet werden sollen, ist auch umstritten. Jochen Franzke bilanziert kritisch die Ostpolitik der letzten Jahre und plädiert für einen konzeptionellen Wechsel. Welt- Trends startet mit diesem Beitrag eine neue Debatte zur deutschen Außenpolitik.
Modern Japanese philosophy offers a new approach to describing the world of labour. The article compares this approach with neoclassical labour market theories. Neither the working individual nor her "labour world" are sufficient as starting points to explain certain forms of organization. Instead, Graupe focuses on the "context of action". As an example of organisation, which classic economical theory is unable to explain, she presents "internal labour markets". The Japanese philosophical understanding of the world influences thus the specific design of working worlds in Japan.
The authors argue that the public opinion and the discourse of political elites differ significantly within the Franco-German debate on the Constitutional Treaty of the EU. Moreover, the article shows that the discussion reflects different conceptions of European politics. These differences lead to the claim that the co-operation and the leading role of Germany and France in the EU have to be re-defined. This has to occur in the context of a politicisation of European politics, which is crucial for the future of the enlarged European Union.
The way in which predominantly Muslim states deal with modernity is strongly influenced by the characteristics of Islamic Law. The Sharia reflects in the most obvious way the lack of separation between secular and religious issues inherent in Islamic doctrine. The article analyses the evolution of law in the Muslim world and illustrates its continuous oscillation between the obligation to stick to the God-given rules and the need to adapt to changes of living conditions.

This article asks how the internet has been contributing to the trans-national networking of the radical right and whether the radical right has the capacity to act as a trans-national movement. Taking into account language difficulties, the ideological background of ultra- nationalism and internal disputes, the analysis shows that the radical right-wing transnational networking has hardly developed. Additionally, its internet users’ potential is too low to contribute to a stronger trans-national alignment. The obstacles remain despite improved technological possibilities. This is proven by empirical examples of virtual trans-national networks.

In the spring 2004 issue of WeltTrends, Gunther Hellmann sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a "realpolitik" policy, generally referred to as "normalization". For Hellmann, this transformation indicates one of the "deepest crisis of Germany’s foreign policy" ever. The first three parts were published in the summer, fall and winter editions (no. 43, 44 and 45) of WeltTrends, which featured contributions of German International Relations scholars as well as experts from abroad. In this issue, foreign policy makers and a Polish expert join the debate.
This article analyzes to what extend new knowledge and ignorance-structures within financial markets challenge basic assumptions in scientific discourse. ‘Ignorance’ is seen as an inherent part of governance-regimes. It is argued that the self-fulfilling prophecy of a bank run as the dominant metaphor for systemic risks is insufficient to capture today’s dynamics and categorical changes. Therefore, the paper seeks to show that ‘science’ has not sufficiently attempted to fully come to terms with issues of uncertainty and self-reference.

The current series of anniversaries concerning World War II raise the question of how Poland is coming to terms with its past. The article summarises the ongoing Polish debate about the Warsaw Uprising and the changing perspectives on Polish history in society and political circles. The discussion about Poland’s view on its own past has great influence on recent foreign political relations, e.g. with Germany, the Ukraine, or Russia.
This article deals with the explanation of failed democratisation as caused by political culture. Against the background of the Belarus’ autocracy, the author questions that political culture can be considered a reason for failed democratisation. The Belarus’ paternalistic political culture does not essentially differ from that of successfully democratising neighbouring states. A weak national conscience is the only specific characteristic of the Belarus autocracy, but it lacks a convincing theoretical link with democratisation. Nevertheless, in paternalistic political cultures, successful democratisation seems to need more incentives for people, due to higher adaptation costs.
The author argues that growth determines employment and not the other way around. He opposes the widespread view among German economists that more employment generated by wage cuts or increased labour market flexibility will stimulate growth. For him, this view relies on theoretical prejudices that have to be rejected in light of some recent, simple evidence. The fact that all cyclical rebounds during the 1990s have been cut short by restrictive monetary policy explains the inability of the German labour market to regain full employment.
This article explores the impact of the internationalised economy on work relationships between German companies and their subsidiaries in Eastern and Central Europe. The author refers to empirical research findings in the field of social sciences that shed light on the interest groups’ scope of participation in international competition for investments.
Despite the difficult situation in Iraq, US President Bush easily won a second term, but his room for manoeuvre is now significantly smaller than it was four years ago. He has at least three conflicts on his plate: the first and most critical one in Iraq, the second the continuing war on terror and the third the struggle to consolidate Afghanistan. Conscious of the growing risk of US overstretch, Bush is now reaching out to the European allies. However, most observers anticipate a change in style rather than any real change in substance.
The second election of President Bush is the climax of twelve years of successful activity by the Republicans. Rarely before could an American president rely on a majority in both houses of the Congress. Consequently, Bush has ever since his re-election conveyed the impression that he is committed to follow the paths he had taken during his first term at home and in international affairs without any concessions. Therefore, also his new initiatives towards Europe seem to be aimed only to improve the transatlantic atmosphere but not to develop a more cooperative American foreign policy.
