Flash floods and debris flows are iconic hazards inmountainous regions with steep relief, high rainfall intensities, rapid snowmelt events, and abundant sediments. The cuesta landscapes of southern Germany hardly come to mind when dealing with such hazards. A series of heavy rainstorms dumping up to 140mm in 2 h caused destructive flash floods and debris flows in May 2016. The most severe damage occurred in the Braunsbach municipality, which was partly buried by 42,000 m(3) of boulders, gravel, mud, and anthropogenic debris from the small catchment of Orlacher Bach (similar to 6 km(2)). We analysed this event by combining rainfall patterns, geological conditions, and geomorphic impacts to estimate an average sediment yield of 14,000 t/km(2) that mostly (similar to 95%) came from some 50 riparian landslides and channel-bed incision of similar to 2 m. This specific sediment yield ranks among the top 20% globally, while the intensity-duration curve of the rainstormis similarly in the upper percentile range of storms that had triggered landslides. Compared to similar-sized catchments in the greater region hit by the rainstorms, we find that the Orlacher Bach is above the 95th percentile in terms of steepness, storm-rainfall intensity, and topographic curvatures. The flash flood transported a sediment volume equal to as much as 20-40% of the Pleistocene sediment volume stored in the Orlacher Bach fan, andmay have had several predecessors in the Holocene. River control structures from 1903 and records of a debris flow in the 1920s in a nearby catchment indicate that the local inhabitants may have been aware of the debris-flow hazards earlier. Such recurring and destructive events elude flood-hazard appraisals in humid landscapes of gentle relief, and broaden mechanistic views of how landslides and debris flows contribute to shaping small and deeply cut tributaries in the southern Germany cuesta landscape.
Ranking local climate policy

Climate mitigation and climate adaptation are crucial tasks for urban areas and can involve synergies as well as trade-offs. However, few studies have examined how mitigation and adaptation efforts relate to each other in a large number of differently sized cities, and therefore we know little about whether forerunners in mitigation are also leading in adaptation or if cities tend to focus on just one policy field. This article develops an internationally applicable approach to rank cities on climate policy that incorporates multiple indicators related to (1) local commitments on mitigation and adaptation, (2) urban mitigation and adaptation plans and (3) climate adaptation and mitigation ambitions. We apply this method to rank 104 differently sized German cities and identify six clusters: climate policy leaders, climate adaptation leaders, climate mitigation leaders, climate policy followers, climate policy latecomers and climate policy laggards. The article seeks explanations for particular cities' positions and shows that coping with climate change in a balanced way on a high level depends on structural factors, in particular city size, the pathways of local climate policies since the 1990s and funding programmes for both climate mitigation and adaptation.
Putting the plan into practice implementation of proposals for measures of local landscape plans

The knowledge of the effectiveness of local landscape planning in Germany is in the main limited to particular cases and derives mostly from qualitative single case studies. This applies especially to the implementation of measures defined by landscape plans. To fill that gap, the paper focuses on the implementation of those measures. Furthermore, it discusses the factors and framework conditions which are crucial for this implementation. The potential factors and conditions of influence were derived from theory and compiled in 20 investigation hypotheses. In order to gain information on the execution of the measures, 28 randomly selected plans were first analysed, then interviews were carried out with administration representatives. It can be stated that landscape planning has positively influenced the development of nature and landscape in the investigated municipalities. A considerable number of measures had been implemented, although landscape planning as a supply-side instrument proposes generally a very large number of measures. Factors with a positive effect on the implementation of landscape planning measures are pointed out.

Switches between political and administrative positions seem to be quite common in today’s politics, or at least not so unusual any longer. Nevertheless, up-to-date empirical studies on this issue are lacking. This paper investigates the presumption, that in recent years top bureaucrats have become more politicised, while at the same time more politicians stem from a bureaucratic background, by looking at the career paths of both. For this purpose, we present new empirical evidence on career patterns of top bureaucrats and executive politicians both at Federal and at Länder level. The data was collected from authorized biographies published at the websites of the Federal and Länder ministries for all Ministers, Parliamentary State Secretaries and Administrative State Secretaries who held office in June 2009.
In this issue, we continue and complete the debate on the future of the transatlantic relationship and of world order after the Iraq war. The debate was initiated by an article by Thomas Risse (Freie Universität Berlin) in WeltTrends 39, which has provoked a remarkable reaction within the German academic community, as documented in WeltTrends 40. This issue features additional comments and the rebuttal by Thomas Risse. Most authors believe that the transatlantic partnership is in a serious crisis, but claim that it remains without an alternative for both sides of the Atlantic.
Der zweite Potsdamer Textbuch-Band enthält Aufsätze zur Entwicklung des polnischen Staates nach den Umbrüchen von 1989/90 und zur Ausformung eines demokratischen politischen Systems. Die Transformation der Wirtschaftsordnung wird ebenso dargestellt wie die Veränderung der sozialen Lage. Die Artikel zeigen sowohl die Ursachen der erstaunlichen Erfolge der polnischen Transformation im politischen und wirtschaftlichen Bereich als auch die bestehenden, teilweise ernsthaften Probleme. Im außenpolitischen Teil wird der Schwerpunkt auf das Verhältnis zur EU und zu Deutschland gelegt.
In 2011, about 1.1-1.4 million patients with dementia were living in Germany, a number expected to rise to three million by 2050. Dementia poses a major challenge to the healthcare system and neuropharmacological service provision. The aim of this study was to determine prescription rates for anti-dementia drugs as well as for neuroleptics, sedative-hypnotics and antidepressants in dementia using the complete nationwide outpatient claims data pertaining to the services of statutory health insurance. We controlled for gender, age, dementia diagnosis, physician specialty (general practitioner GP versus neuropsychiatry specialist physician NPSP), and rural and urban living area. In about one million prevalent dementia patients (N=1,014,710) in 2011, the prescription prevalence rate of anti-dementia drugs was 24.6%; it varied with gender, age, and diagnosis (highest in Alzheimer's disease; 42%), and was higher in patients treated by NPSPs (48% vs. 25% in GPs). At the same time, we found an alarmingly high rate of treatment with neuroleptics in dementia patients (35%), with an only slightly decreased risk in patients treated exclusively by NPSPs (OR=0.86). We found marginal differences between rural and urban areas. Our results show that the majority of anti-dementia drug prescriptions appear guideline-oriented, yet prescription rates are overall comparatively low. On the other hand, neuroleptic drugs, which are associated with excess morbidity and mortality in dementia, were prescribed very frequently, suggesting excess use given current guidelines. We therefore suggest that guideline implementation measures and increasing quality control procedures are needed with respect to the pharmacotherapy of this vulnerable population. Background: The patterns of benzodiazepine prescriptions in older adults are of general and scientific interest as they are not yet well understood. The aim of this study was to compare the prescription patterns of benzodiazepines in elderly people in Germany to determine the share or proportion treated by general practitioners (GP) and neuropsychiatrists (NP). Methods: This study included 31,268 and 6,603 patients between the ages of 65 and 100 with at least one benzodiazepine prescription in 2014 from GP and NP, respectively. Demographic data included age, gender, and type of health insurance coverage. The share of elderly people with benzodiazepine prescriptions was estimated in different age and disease groups for both GP and NP patients. The share of the six most commonly prescribed drugs was also calculated for each type of practice. Results: The share of people taking benzodiazepines prescribed by GP increased from 3.2% in patients aged between 65 and 69 years to 8.6% in patients aged between 90 and 100 years, whereas this share increased from 5.4% to 7.1% in those seen by NP. Benzodiazepines were frequently used by patients suffering from sleep disorders (GP: 33.9%; NP: 5.5%), depression (GP: 17.9%; NP: 29.8%), and anxiety disorders (GP: 14.5%; NP: 22.8%). Lorazepam (30.3%), oxazepam (24.7%), and bromazepam (24.3%) were the three most commonly prescribed drugs for GP patients. In contrast, lorazepam (60.4%), diazepam (14.8%), and oxazepam (11.2%) were those more frequently prescribed to NP patients. Conclusion: Prescription patterns of benzodiazepine in the elderly varied widely between GP and NP.
Sexual scripts serve as cognitive representations of typical elements of sexual interactions that guide sexual behavior. To the extent that cognitive scripts for consensual sex comprise elements associated with a risk of experiencing nonconsensual sex, they may be indirectly linked to sexual victimization via risky sexual behavior. A longitudinal study with 2,425 college students in Germany (58% female) examined pathways from sexual scripts for consensual sex, sexual behavior, and sexual victimization over three data waves separated by 12-month intervals. Sexual scripts and behavior were defined as risky to the extent that they include known vulnerability factors for sexual victimization (casual sex, alcohol consumption, ambiguous communication of sexual intentions). Path analyses confirmed that more risky sexual scripts prospectively predicted more risky sexual behavior, which predicted higher odds of sexual victimization. The findings held for men and women and participants with exclusively opposite-sex and both same- and opposite-sex contacts. Moreover, reciprocal influences between risky scripts and risky sexual behavior were found over time, confirming the proposed mutual reinforcement of scripts and behavior. The findings have implications for conceptualizing the role of scripts for consensual sex as vulnerability factors for sexual victimization among women and men and may inform intervention efforts.
An increase in zoonotic infections in humans in recent years has led to a high level of public interest. However, the extent of infestation of free-living small mammals with pathogens and especially parasites is not well understood. This pilot study was carried out within the framework of the "Rodent-borne pathogens" network to identify zoonotic parasites in small mammals in Germany. From 2008 to 2009, 111 small mammals of 8 rodent and 5 insectivore species were collected. Feces and intestine samples from every mammal were examined microscopically for the presence of intestinal parasites by using Telemann concentration for worm eggs, Kinyoun staining for coccidia, and Heidenhain staining for other protozoa. Adult helminths were additionally stained with carmine acid for species determination. Eleven different helminth species, five coccidians, and three other protozoa species were detected. Simultaneous infection of one host by different helminths was common. Hymenolepis spp. (20.7%) were the most common zoonotic helminths in the investigated hosts. Coccidia, including Eimeria spp. (30.6%), Cryptosporidium spp. (17.1%), and Sarcocystis spp. (17.1%), were present in 40.5% of the feces samples of small mammals. Protozoa, such as Giardia spp. and amoebae, were rarely detected, most likely because of the repeated freeze-thawing of the samples during preparation. The zoonotic pathogens detected in this pilot study may be potentially transmitted to humans by drinking water, smear infection, and airborne transmission.
Large-scale crop yield failures are increasingly associated with food price spikes and food insecurity and are a large source of income risk for farmers. While the evidence linking extreme weather to yield failures is clear, consensus on the broader set of weather drivers and conditions responsible for recent yield failures is lacking. We investigate this for the case of four major crops in Germany over the past 20 years using a combination of machine learning and process-based modelling. Our results confirm that years associated with widespread yield failures across crops were generally associated with severe drought, such as in 2018 and to a lesser extent 2003. However, for years with more localized yield failures and large differences in spatial patterns of yield failures between crops, no single driver or combination of drivers was identified. Relatively large residuals of unexplained variation likely indicate the importance of non-weather related factors, such as management (pest, weed and nutrient management and possible interactions with weather) explaining yield failures. Models to inform adaptation planning at farm, market or policy levels are here suggested to require consideration of cumulative resource capture and use, as well as effects of extreme events, the latter largely missing in process-based models. However, increasingly novel combinations of weather events under climate change may limit the extent to which data driven methods can replace process-based models in risk assessments.
Anthropologists all over the world are discussing influences on individual height including quantity and quality of nutrition. To examine whether a relationship between nutritional components and height can be found this pilot study has been developed. The research samples consisted of 44 children (age 3–6 years) attending two different kindergartens in Germany. Height measurements were taken for each child. Furthermore the parents had to fill out a 24-hour questionnaire to document their children’s eating habits during the weekend. In order to standardize the measured height values z-scores were calculated with reference to the average height of the overall cohort. The results of correlation analysis indicate that height is not significantly related to any of the main nutritional components as protein (r = –0.148), carbohydrates (r = 0.126), fat (r = 0.107), fibre (r = –0.289), vitamin (r = 0.050), calcium (r = 0.110), potassium (r = 0.189) and overall calorie intake (r = 0.302). In conclusion, it can be stated that the quality of nutrition may not have a strong influence on individual height. However, due to the small sample size further research should be provided with a larger cohort of children to verify the present results.
In the need to reform the German labour market, the so-called ‚Hartz IV’- Act cut down subsidies for unemployed people in order to increase the pressure for searching for a new job. By law, low-paid jobs shall be introduced. However, even if this creates employment, there will be a future problem: pensions for these people will dramatically drop below the poverty line. The author argues that, in order to avoid such ‘poverty-traps’, an alternative social support system should be considered: a ‘tax transfer system’ with lowered income tax, yet complete reduction of legal exceptions on the one hand, and transfer systems combined with work incentives on the other hand.
Flood damage can be mitigated if the parties at risk are reached by flood warnings and if they know how to react appropriately. To gain more knowledge about warning reception and emergency response of private households and companies, surveys were undertaken after the August 2002 and the June 2013 floods in Germany. Despite pronounced regional differences, the results show a clear overall picture: in 2002, early warnings did not work well; e.g. many households (27 %) and companies (45 %) stated that they had not received any flood warnings. Additionally, the preparedness of private households and companies was low in 2002, mainly due to a lack of flood experience. After the 2002 flood, many initiatives were launched and investments undertaken to improve flood risk management, including early warnings and an emergency response in Germany. In 2013, only a small share of the affected households (5 %) and companies (3 %) were not reached by any warnings. Additionally, private households and companies were better prepared. For instance, the share of companies which have an emergency plan in place has increased from 10% in 2002 to 34% in 2013. However, there is still room for improvement, which needs to be triggered mainly by effective risk and emergency communication. The challenge is to continuously maintain and advance an integrated early warning and emergency response system even without the occurrence of extreme floods.

Bedarf es eines neuen Gedenktages der Vertriebenen in Deutschland? Die deutsche Regierung meint Ja. Auf ihre Initiative hin wurde die Entschließung "60 Jahre Charta der deutschen Heimatvertriebenen – Aussöhnung vollenden" im Februar 2011 angenommen. Dieser Gedenktag soll der 5. August sein, also jener Tag, an dem 1950 die "Charta der deutschen Heimatvertriebenen" in Stuttgart angenommen wurde. Der Entschluss traf im Bundestag auf den Widerstand der Opposition – aber auch auf scharfe Kritik in Polen.
The German Ostpolitik of the Red-Green government between 1998 and 2005 focused particularly on the autocratic Russia. It mostly ignored the other – democratic – states in Central and Eastern Europe. Since this policy failed to improve the stability in the region, a policy change is necessary. Regional stability can only be based on the equal cooperation of democratic states. Germany should therefore intensify her support for the democratic forces in the region and integrate her policy into a common Ostpolitik within the EU.
Contemporary drought impact assessments have been constrained due to data availability, leading to an incomplete representation of impact trends. To address this, we present a novel method for the comprehensive and near-real-time monitoring of drought socio-economic impacts based on media reports. We tested its application using the case of the exceptional 2018/19 German drought. By employing text mining techniques, 4839 impact statements were identified, relating to livestock, agriculture, forestry, fires, recreation, energy and transport sectors. An accuracy of 95.6% was obtained for their automatic classification. Furthermore, high levels of performance in terms of spatial and temporal precision were found when validating our results against independent data (e.g. soil moisture, average precipitation, population interest in droughts, crop yield and forest fire statistics). The findings highlight the applicability of media data for rapidly and accurately monitoring the propagation of drought consequences over time and space. We anticipate our method to be used as a starting point for an impact-based early warning system.

En France et en Allemagne, l’immigration est devenue dans les dernières décennies une problématique centrale. C’est dans ce contexte qu’est apparu le rap. Celui-ci connaît une popularité énorme chez les populations issues de l’immigration. Pour autant, les rappeurs ne s’en confrontent pas moins à leur identité française ou allemande.
Le but de ce travail est d’expliquer cette apparente contradiction : comment des personnes issues de l’immigration, exprimant un mal-être face à un racisme qu’ils considèrent omniprésent, peuvent-elles se sentir pleinement françaises / allemandes ?

This paper analyzes naming behavior in Germany in the context of rapid social change. It begins with an overview of general developments in naming in Germany over the last one hundred years, based on data from the German Socio-Economic Panel Study (SOEP), which supplies us with almost 45,000 datasets. The paper focuses on the periods of World War II and the Cold War since we conclude that general developments in naming were disrupted by these two phenomena. Wartime brings accelerated social change in its wake and people react to this social change - often on an apparently individual level. Here, our findings are in accordance with established sociological theories.
Die vorliegende Research Note stellt die erste systematische Dokumentation der Gesetzgebung in den deutschen Landtagen vor. Der Datensatz umfasst insgesamt 16.610 dokumentierte Gesetzgebungsvorgänge zwischen den Jahren 1990 und 2020. Nach einer Beschreibung des Datensatzes werden einige Gesetzgebungsmuster in den deutschen Ländern exemplarisch dargestellt. Die Landesgesetzgebung erweist sich dabei als stark durch den neuen Dualismus zwischen Regierung und Opposition geprägt. Im Initiativverhalten lassen sich zudem die Anreize des thematischen Parteienwettbewerbs ablesen. Wenig Evidenz findet sich für die These, dass innerkoalitionäre Gegensätze die Dauer der Gesetzgebungsverfahren in die Länge ziehen. Der mit dieser Research Note veröffentlichte Datensatz steht der Forschung für die Untersuchung zahlreicher weiterer Fragestellungen zur Verfügung.
Modelling of environmental change impacts on water resources and hydrological extremes in Germany

Water resources, in terms of quantity and quality, are significantly influenced by environmental changes, especially by climate and land use changes. The main objective of the present study is to project climate change impacts on the seasonal dynamics of water fluxes, spatial changes in water balance components as well as the future flood and low flow conditions in Germany. This study is based on the modeling results of the process-based eco-hydrological model SWIM (Soil and Water Integrated Model) driven by various regional climate scenarios on one hand. On the other hand, it is supported by statistical analysis on long-term trends of observed and simulated time series. In addition, this study evaluates the impacts of potential land use changes on water quality in terms of NO3-N load in selected sub-regions of the Elbe basin. In the context of climate change, the actual evapotransipration is likely to increase in most parts of Germany, while total runoff generation may decrease in south and east regions in the scenario period 2051-2060. Water discharge in all six studied large rivers (Ems, Weser, Saale, Danube, Main and Neckar) would be 8 – 30% lower in summer and autumn compared to the reference period (1961 – 1990), and the strongest decline is expected for the Saale, Danube and Neckar. The 50-year low flow is likely to occur more frequently in western, southern and central Germany after 2061 as suggested by more than 80% of the model runs. The current low flow period (from August to September) may be extended until the late autumn at the end of this century. Higher winter flow is expected in all of these rivers, and the increase is most significant for the Ems (about 18%). No general pattern of changes in flood directions can be concluded according to the results driven by different RCMs, emission scenarios and multi-realizations. An optimal agricultural land use and management are essential for the reduction in nutrient loads and improvement of water quality. In the Weiße Elster and Unstrut sub-basins (Elbe), an increase of 10% in the winter rape area can result in 12-19% more NO3-N load in rivers. In contrast, another energy plant, maize, has a moderate effect on the water environment. Mineral fertilizers have a much stronger effect on the NO3-N load than organic fertilizers. Cover crops, which play an important role in the reduction of nitrate losses from fields, should be maintained on cropland. The uncertainty in estimating future high flows and, in particular, extreme floods remain high due to different RCM structures, emission scenarios and multi-realizations. In contrast, the projection of low flows under warmer climate conditions appears to be more pronounced and consistent. The largest source of uncertainty related to NO3-N modelling originates from the input data on the agricultural management.
Die vorliegende Studie analysiert die Ergebnisse einer bundesweiten Unternehmensbefragung zum Finanzierungsverhalten deutscher KMU. Im Fokus stehen die Verfügbarkeit konkreter Finanzierungsinstrumente für KMU und deren Akzeptanz im Mittelstand. Dies soll die derzeitigen Möglichkeiten und Grenzen des heimischen Banken- und Finanzsystems verdeutlichen. Darüber hinaus werden verschiedene Aspekte des Innovationsverhaltens der befragten Unternehmen beleuchtet. Es zeigt sich, dass die Finanzierung aus erwirtschafteten Gewinnen einen überragenden Stellenwert besitzt. Zudem werden neben dem traditionell verankerten Bankdarlehen, vor allem kurzfristige, flexible, aber teure Kontokorrent- und Lieferantenkredite für Investitionszwecke genutzt. Alternative Finanzierungsinstrumente, wie Mezzanine, Beteiligungskapital sowie auch Kapitalmarktfinanzierungen haben bisher nur eine marginale Bedeutung erlangt. Als mögliche Ursachen hierfür sind mangelnde Kenntnisse und persönliche Vorbehalte auf Unternehmensseite, aber auch die grundsätzliche Nichteignung dieser Alternativen festzustellen. So liegt das nachgefragte Finanzierungsvolumen bei KMU häufig unter den Mindestgrenzen derartiger Kapitalgeber. Staatliche Förderinstrumente, welche vor allem von größeren mittelständischen Unternehmen in Anspruch genommen werden, können dabei nur einen Teilbeitrag leisten, um die Finanzierungsrestriktionen zu reduzieren. Im Bereich der Innovationsfinanzierung zeigt sich daher vor allem bei mittelgroßen Projekten ein besonderer Finanzierungsengpass.
Die Kernfrage der vorliegenden Arbeit lautet: Sichert die Schuldenbremse die fiskalische Nachhaltigkeit in Deutschland? Zur Beantwortung dieser Frage wird zunächst untersucht, welche Vor-Wirkungen die Einführung der Schuldenbremse im Zeitraum 2010-16 auf die deutschen Bundesländer zeitigte. Dafür wurden die beobachtete Konsolidierungsleistung und der 2009 bestehende Konsolidierungsanreiz bzw. –druck der Bundesländer mit Hilfe einer eigens zu diesem Zweck entwickelten Scorecard evaluiert. Mittels multipler Regressionsanalyse wurde dann analysiert, wie die Faktoren der Scorecard die Konsolidierungsleistung der Bun- desländer beeinflussen. Dabei wurde festgestellt, dass beinahe 90% der Variation, durch die unabhängigen Variablen Haushaltslage, Schuldenlast, Einnahmenwachstum und Pensionslast erklärt werden und der Schuldenbremse bei der Konsolidierungsepisode 2009-2016 eher eine untergeordnete Rolle zugefallen sein dürfte. Anschließend wurde mithilfe der in 65 Expertinneninterviews gesammelten Daten analysiert, welche Grenzen der neuen Fiskalregel in ihrem Wirken gesetzt sind, bzw. welche Risiken zukünftig die Einhaltung der Schuldenbremse erschweren oder verhindern könnten: Kommunalverschuldung, FEUs, Eventualverpflichtungen in Form von Bürgschaften für Finanzinstitute und Pensionsverpflichtungen. Die häufig geäußerten Kritikpunkte, die Schuldenbremse sei eine Konjunktur- und Investitionsbremse werden ebenfalls überprüft und zurückgewiesen. Schließlich werden potentielle zukünftige Entwicklungen hinsichtlich der Schuldenbremse und der öffentlichen Verwaltung in Deutschland sowie der Konsolidierungsbemühungen der Länder erörtert.
Siebzehn Beiträge aus drei Schwerpunktbereichen der soziologischen und historischen Forschungen des polnischen Soziologen Andrzej Sakson, Direktor des Instytut Zachodni in Posen, sind in diesem zehnten PTB zusammengefasst: zu deutsch-polnischen Beziehungen, zu den Minderheiten in Polen und Deutschland sowie zur Migration in Europas Geschichte und Gegenwart. Der Band bietet zugleich einen spannenden Einblick in das zeitgenössische Denken eines der führenden Soziologen Polens.

In the past decade, European countries have contracted out public employment service functions to activate working-age benefit clients. There has been limited discussion of how contracting out shapes the accountability of employment services or is shaped by alternative democratic, administrative, or network forms of accountability. This article examines employment service accountability in Germany, Denmark, and Great Britain. We find that market accountability instruments are additional instruments, not replacements. The findings highlight the importance of administrative and political instruments in legitimizing marketized service provision and shed light on the processes that lead to the development of a hybrid accountability model.

Longitudinal pathways of sexual victimization, sexual self-esteem, and depression in women and men

Objective: This article presents a longitudinal analysis of the links between sexual assault victimization, depression, and sexual self-esteem by examining their cross-lagged paths among both men and women. Method: Male and female college students (N = 2,425) in Germany participated in the study that comprised 3 data waves in their first, second, and third year of university, separated by 12-month intervals. Sexual assault victimization was assessed at Time 1 (T1) since the age of 14 and at Time 2 (T2) and Time 3 (T3) for the last 12 months. Depression and sexual self-esteem were measured at each wave. Results: Random-intercept cross-lagged panel analyses, controlling for individual differences in depression and sexual self-esteem, showed that sexual assault at T1 predicted depression and lower sexual self-esteem at T2, and depression and lower self-esteem at T2 predicted sexual assault victimization at T3. In addition, significant paths were found from T1 depression to T2 sexual assault victimization and from T2 sexual assault victimization to depression at T3. Sexual victimization at T1 was indirectly linked to sexual victimization at T3 via depression at T2. Both depression and sexual self-esteem at T1 were indirectly linked to sexual victimization at T3. The paths did not differ significantly between men and women. Conclusion: Sexual assault victimization was shown to be a risk factor for both depression as a general mental health indicator and lowered sexual self-esteem as a specific outcome in the domain of sexuality. Moreover, depression and sexual self-esteem increased the vulnerability for sexual assault victimization, which has implications for prevention and intervention efforts. Background: The purpose of this study was to analyze the prevalence of long-term benzodiazepine use in older adults treated in general and neuropsychiatric practices in Germany. Methods: This study included 32,182 patients over the age of 65 years who received benzodiazepine prescriptions for the first time between January 2010 and December 2014 in general and neuropsychiatric practices in Germany. Follow up lasted until July 2016. The main outcome measure was the proportion of patients treated with benzodiazepines for >6 months. Results: The proportion of patients with benzodiazepine therapy for >6 months increased with age (65-70 years: 12.3%; 71-80 years: 15.5%; 81-90 years: 23.7%; >90 years: 31.6%) but did not differ significantly between men (15.5%) and women (17.1%). The proportion of patients who received benzodiazepines for >6 months was higher among those with sleep disorders (21.1%), depression (20.8%) and dementia (32.1%) than among those with anxiety (15.5%). By contrast, this proportion was lower among people diagnosed with adjustment disorders (7.7%) and back pain (3.8%). Conclusion: Overall, long-term use of benzodiazepines is common in older people, particularly in patients over the age of 80 and in those diagnosed with dementia, sleep disorders, or depression.
Im vorliegenden Band wird das lokale Integrationsmanagement in Deutschland, Frankreich und Schweden vergleichend untersucht. Im Mittelpunkt stehen Verflechtungsstrukturen, Koordination und Leistungsfähigkeit der Integrationsverwaltung mit besonderem Fokus auf den Entwicklungen nach der Flüchtlingskrise von 2015/16. Auf der Grundlage von Fallstudien und Experteninterviews in den drei Ländern wird das institutionelle Zusammenspiel von Akteuren im Mehrebenensystem und im lokalen Raum analysiert. Dabei werden jeweils die nationalen Rahmenbedingungen, lokalen Gestaltungsvarianten und krisenbedingten Herausforderungen des Integrationsmanagement kommunen- und ländervergleichend in den Blick genommen. Gestützt auf illustrative Praxisbeispiele und Tiefeneinblicke in die lokalen Handlungsprobleme leitet die Studie Lehren und Empfehlungen für eine Optimierung des Integrationsmanagements und eine krisenresilientere Verwaltungsorganisation in diesem Aufgabenbereich ab.

Leptospirosis is a worldwide emerging infectious disease caused by zoonotic bacteria of the genus Leptospira. Numerous mammals, including domestic and companion animals, can be infected by Leptospira spp., but rodents and other small mammals are considered the main reservoir. The annual number of recorded human leptospirosis cases in Germany (2001-2016) was 25-166. Field fever outbreaks in strawberry pickers, due to infection with Leptospira kirschneri serovar Grippotyphosa, were reported in 2007 and 2014. To identify the most commonly occurring Leptospira genomospecies, sequence types (STs), and their small mammal host specificity, a monitoring study was performed during 2010-2014 in four federal states of Germany. Initial screening of kidney tissues of 3,950 animals by PCR targeting the lipl32 gene revealed 435 rodents of 6 species and 89 shrews of three species positive for leptospiral DNA. PCR-based analyses resulted in the identification of the genomospecies L. kirschneri (62.7%), Leptospira interrogans (28.3%), and Leptospira borgpetersenii (9.0%), which are represented by four, one, and two STs, respectively. The average Leptospira prevalence was highest (approximate to 30%) in common voles (Microtus arvalis) and field voles (Microtus agrestis). Both species were exclusively infected with L. kirschneri. In contrast, in bank voles (Myodes glareolus) and yellow-necked mice (Apodemus flavicollis), DNA of all three genomospecies was detected, and in common shrews (Sorex araneus) DNA of L. kirschneri and L. borgpetersenii was identified. The association between individual infection status and demographic factors varied between species; infection status was always positively correlated to body weight. In conclusion, the study confirmed a broad geographical distribution of Leptospira in small mammals and suggested an important public health relevance of common and field voles as reservoirs of L. kirschneri. Furthermore, the investigations identified seasonal, habitat-related, as well as individual influences on Leptospira prevalence in small mammals that might impact public health.
Die vorliegende Untersuchung verfolgt das Ziel, kulturelle und religiöse Aspekte der Erneuerung jüdischen Lebens in Berlin seit 1989 zu erforschen. Die Entwicklungen der jüdischen Gemeinschaft in der Hauptstadt seit dem Fall der Mauer und dem Zusammenbruch der Sowjetunion führen zur Wiederannäherung eines Teils der jüdischen Bevölkerung in Deutschland an die eigene Kultur, Religion und Geschichte. Dabei kommt die Pluralität der kulturellen, literarischen und religiösen Ausdrucksformen der jüdischen Identitäten zum Vorschein. Die Arbeit verdeutlicht diese in Berlin nach 1989 einsetzende kulturelle und religiöse „Renaissance“. Vier wichtige Punkte kennzeichnen das jüdische Leben in Berlin nach 1989. Erstens gewinnt Deutschland seit der Wiedervereinigung eine neue Rolle als mögliches Einwanderungsland für Juden. Vor allem mit der massiven jüdischen Einwanderung aus den Staaten der ehemaligen Sowjetunion seit den 1990er Jahren wird Deutschland allmählich als wichtiges Zentrum in der europäischen Diaspora anerkannt. Zweitens bleibt zwar die Shoah tief verankert im Gedächtnis der jüdischen Gemeinschaft; die meisten Kinder oder Enkelkinder von Überlebenden der Shoah weigern sich jedoch, ihre jüdische Identität exklusiv durch die Shoah zu definieren. Sie gründen zur Wiederentdeckung und Forderung ihres kulturellen, religiösen und historischen Erbes jüdische Gruppen und Einrichtungen in Berlin, die in den meisten Fällen alternativ zur Jüdischen Gemeinde entstehen: Künstlergruppen, jüdische Kulturvereine, Konferenzen und Podiumsdiskussionen, religiöse Kongregationen und Lernhäuser. Damit – und dies ist der dritte Punkt – verliert zwar die offizielle Jüdische Gemeinde an Bedeutung als einzige Vertreterin der jüdischen Gemeinschaft Berlins; diese kulturelle und religiöse „Renaissance“ außerhalb der offiziellen Strukturen der Gemeinde bedeutet aber auch eine wachsende Pluralität und Diversifizierung der jüdischen Gemeinschaft in Berlin. Viertens spielt Berlin die Hauptrolle in diesem Prozess. Heute werden viele ehemalige jüdische Orte neu belebt: Synagogen werden wiederentdeckt und renoviert, Denk- und Mahnmale gebaut, Stadtführungen auf der Spur des „jüdischen Berlins“ organisiert, Rabbinerseminare neu gegründet. Die Topographie Berlins bildet auch eine Inspirationsquelle für jüdische (und nichtjüdische) Schriftsteller und Künstler. Die Analyse dieser nach 1989 entstandenen religiösen Initiativen, literarischen Werke und kulturellen Produktionen dient dazu, Aspekte der kulturellen und religiösen „Renaissance“ in Berlin näher zu verdeutlichen.

How often do secular and religious discourses communicate and interrelate at points where they intersect in society? When the Science of Judaism (Wissenschaft des Judentums) evolved at the beginning of the nineteenth century, it intended, through both theological and secular studies, to demonstrate the general value of Jewish culture and civilization. Although denied a place in the public university system until after the Shoah, Jewish Studies departments have since been established at various German universities, and, in 2013, the School of Jewish Theology of the University of Potsdam was opened as the first Jewish divinity school in the history of the German university system. With this, what was once a utopian dream became a reality, and both branches of the Science of Judaism, religious and secular, became undisputed parts of the German academic scene, using similar tools for differing aims. Two prime examples of the intersection of the secular and religious in Germany today are the proliferation of divinity schools at state universities, on the one hand, and the development of military chaplaincy in the armed forces, on the other. Both of these, through contractual agreements, aim to regulate and facilitate religious pluralism within a secular state. While the one has already begun to take place, the other is currently under discussion.
In a longitudinal study with N = 1,854 adolescents from Germany, we investigated patterns of change and gender differences in physical and relational aggression in relation to normative beliefs about these two forms of aggression. Participants, whose mean age was 13 years at T1, completed self-report measures of physically and relationally aggressive behavior and indicated their normative approval of both forms of aggression at four data waves separated by 12-month intervals. Boys scored higher than did girls on both forms of aggression, but the gender difference was more pronounced for physical aggression. Physical aggression decreased and relational aggression increased over the four data waves in both gender groups. The normative acceptance of both forms of aggression decreased over time, with a greater decrease for the approval of physical aggression. In both gender groups, normative approval of relational aggression prospectively predicted relational aggression across all data waves, and the normative approval of physical aggression predicted physically aggressive behavior at the second and third data waves. A reciprocal reinforcement of aggressive norms and behavior was found for both forms of aggression. The findings are discussed as supporting a social information processing perspective on developmental patterns of change in physical and relational aggression in adolescence.
Understanding and quantifying total economic impacts of flood events is essential for flood risk management and adaptation planning. Yet, detailed estimations of joint direct and indirect flood-induced economic impacts are rare. In this study an innovative modeling procedure for the joint assessment of short-term direct and indirect economic flood impacts is introduced. The procedure is applied to 19 economic sectors in eight federal states of Germany after the flood events in 2013. The assessment of the direct economic impacts is object-based and considers uncertainties associated with the hazard, the exposed objects and their vulnerability. The direct economic impacts are then coupled to a supply-side Input-Output-Model to estimate the indirect economic impacts. The procedure provides distributions of direct and indirect economic impacts which capture the associated uncertainties. The distributions of the direct economic impacts in the federal states are plausible when compared to reported values. The ratio between indirect and direct economic impacts shows that the sectors Manufacturing, Financial and Insurance activities suffered the most from indirect economic impacts. These ratios also indicate that indirect economic impacts can be almost as high as direct economic impacts. They differ strongly between the economic sectors indicating that the application of a single factor as a proxy for the indirect impacts of all economic sectors is not appropriate.

Die vergleichende Arbeit beschäftigt sich mit der Bürgerbeteiligung in Städten in Deutschland und Frankreich. In den letzten 20 Jahren haben sich die Formen lokaler Demokratie immer wieder verändert und sich den örtlichen Gegebenheiten angepasst. Das Interesse der Bürger, Verwaltung und politisch gewählten Vertreter an Partizipation wächst stetig . Das heißt aber auch, dass sich diese 3 Akteure den neuen Strukturen anpassen und eigene Strategien entwickeln müssen. Die demokratischen Formen der kooperativen bzw. partizipativen Demokratie werden immer häufiger angewandt. Diese Arbeit evaluiert die verschiedenen Bürgerbeteiligungsinstrumente in Frankreich und Deutschland in dem zwischen Input, Output und Outcome unterschieden wird. Insbesondere die Bürgerhaushalte, Beiräte und Quartiersräte werden genauer betrachtet. Die Ergebnisse zeigen erste Hinweise in welche demokratische Richtung sich die deutschen Städte künftig entwickeln.
