Im Zusammenhang mit der Diskussion um die Globalisierung werden massive Vorwürfe gegen das ökonomische Gedankengebäude, aber auch die damit verbundenen menschlichen Verhaltensweisen ins Feld geführt. In einem verhaltenswissenschaftlich orientierten Ansatz wird daher zunächst aus individueller, dann aus internationaler Ebene herausgearbeitet, worin die grundlegenden friedensstiftenden Elemente eines ökonomischen Betrachtungsansatzes liegen. Dabei wird insbesondere die Rolle der Ungleichheit betont, die – neben einem reichen Güterangebot, der leistungsorientieren Entlohnung von Arbeit und Kapital sowie der individualistischen Eigentumsordnung – als konstitutives Element des marktwirtschaftlichen Anreizmechanismus den Erfolg demokratischer Gesellschaftssystem in besonderem Maße bestimmt. Die Ausführungen zu den Argumenten pro und contra Globalisierung stehen vor dem Hintergrund der Tatsache, dass die hervorgerufenen Entwicklungsprozesse unweigerlich Gewinner und Verlierer kreieren, was bei letzteren verständlich Ängste auslöst. Dabei wird die Verantwortlichkeit gerade für das Zurückfallen in einem insgesamt durchaus dynamischen Entwicklungsprozeß auf das Markt- und zum Teil auch Staatsversagen geschoben. Übersehen wird jedoch, dass hinter diesen vermeintlichen Versagenstatbeständen sich vielmehr ein moralisches Versagen verbirgt, welches eher auf Seiten der Marktteilnehmer, aber auch von Politik, Bürokratie und vor allem der Interessenvertreter zu suchen ist. Darüber hinaus wird auch die Existenz eines effizienten Sozialstaats nicht durch die Globalisierung gefährdet. Sie bildet vielmehr den Anlaß für die notwendigen Reformen, welche die Bekämpfung von Armut im nationalen wie internationalen Kontext sichern wird. Denn ohne Globalisierung drohen nicht nur ein überzogener Steuer- und Sozialstaat, sondern auch Tendenzen in Richtung auf den Leviathan und einen totalitären Machtmißbrauch, wie dieser heute noch in vielen Entwicklungs- und Transformationsländern auf der Tagesordnung ist.

The concepts of food deficit, hunger, undernourishment and food security are discussed. Axioms and indices for the assessment of nutrition of individuals and groups are suggested. Die zunehmende Erosion der veranlagten Einkommensteuer wirft die Frage auf, inwieweit die Möglichkeit der Verechnung positiver mit negativen Einkünften dafür verantwortlich ist. Auf der Basis eines Mikrosimulationsmodells analysiert der Beitrag die Wirkungen dieser im deutschen Einkommensteuerrecht möglichen Verrechenbarkeit. Zum einen werden die aus der Abschaffung der Verrechnungsmöglichkeiten resultierenden Wanderungen von Steuerpflichtigen in höhere Einkommensklassen und zum anderen die Auswirkungen auf das Steueraufkommen untersucht. Insgesamt vermindern ca. 5 % der Steuerpflichtigen ihre positiven Einkünfte durch negative Einkünfte einer anderen Einkunftsart. Im Hinblick auf das Steueraufkommen zeichnen sich beträchtliche Steuerausfälle in Höhe von ca. 33 Mrd. DM durch diese Verrechnungsmöglichkeit ab.

The paper is an enquiry into dynamic social contract theory. The social contract defines the rules of resource use. An intergenerational social contract in an economy with a single exhaustible resource is examined within a framework of an overlapping generations model. It is assumed that new generations do not accept the old social contract, and access to resources will be renegotiated between any incumbent generation and their successors. It turns out that later generations will be in an unfortunate position regardless of their bargaining power.

In modern political philosophy social contract theory is the most prominent approach to individual rights and fair institutions. According to social contract theory the system of rights in a society ought to be justified by reconstructing its basic features as a contract between the mutually unconcerned members of society. This paper explores whether social contract theory can successfully be applied to justify rights of future generations. Three competing views are analysed: Rawls's theory of justice, Hobbes's radical liberalism and Gauthier's bargaining framework based on the Lockean proviso.

The value concept of traditional resource economics is welfare. Therefore, sustainability of welfare is often taken to characterise our obligations to future generations. This paper argues that this view is inappropriate because it leaves no room for future generations autonomy. Future generations should be free to make their own decisions. Consequently freedom of choice is the appropriate value concept on which resource economics should be based. The concept of sustainability receives a new interpretation. Sustainability is a principle of intertemporal distributive justice which requires equitable opportunities across generations.

Eine Klasse von statistischen Tests zur Spezifikation von Logit-Modellen wird vorgestellt. Diese Tests sind Adaptionen von allgemeineren Spezifikationstests nichtlinearer Modelle. Die theoretische Anwendbarkeit der Tests wird dargelegt und die praktische Anwendbarkeit in Simulationsstudien erörtert. Eine konkrete Anwendung auf einen Datensatz und ein multinomiales Logit-Modell zur Produktwahl wird präsentiert.
In der Praxis stellt die Korrelation eines der wesentlichsten Zusammenhangsmaße dar. Doch die Anwendung dieses Instruments ist in vielen Fällen sehr kritisch zu beurteilen. So enthalten gerade bei Zeitreihen die Ausgangsdaten oft temporale Trends, die zu einem zu hohen Zusammenhangsmaß führen. Gerade bei der Arbeit mit Finanzdaten wird allerdings mit den Differenzen oder sogar mit den prozentualen Änderungen gearbeitet. Hier sind die Trends im wesentlichen extrahiert. Die Daten sind somit fast immer stationär und die Instrumente der linearen Regression damit anwendbar. Auch die Korrelation kann somit problemlos ermittelt werden. Doch gerade bei solchen transformierten Daten sind praktisch kaum noch signifikante Zusammenhänge nachweisbar. Daß die Wahrheit manchmal in der Mitte liegt, versucht diese Arbeit mit Hilfe der Kointegration aufzuzeigen. Immobilienanlagen sind aufgrund ihrer geringen Korrelation mit Aktien und Renten v.a. im Rahmen langfristiger Anlagestrategien interessant, da durch sie hohe Diversifikationseffekte zu erzielen sind. Die risikoreduzierende Wirkung wird mit Hilfe der Korrelationskoeffizienten begründet. Dieses Vorgehen ist jedoch zweifelhaft, da die Korrelationskoeffizienten typischerweise anhand der periodischen - und damit kurzfristigen - Abweichungen bestimmt werden. Ein zwischen diesen Vermögensklassen aufgrund des gleichen ökonomischen Hintergrunds plausibler langfristiger Zusammenhang wird daher ggf. nicht erfaßt, die tatsächlichen Diversifikationseffekte werden somit möglicherweise über-, Risiken damit unterschätzt. Im Gegensatz zum Korrelationskoeffizienten ermöglicht ein neueres statistisches Verfahren, das Fehler-Korrektur-Modell, die Berücksichtigung von kurz- und langfristigen Zusammenhängen. Anhand eines Vergleichs der nach den unterschiedlichen Berechnungsmethoden festgestellten Zusammenhänge wird daher überprüft, ob der Korrelationskoeffizient als Entscheidungsgrundlage für langfristige Anlagestrategien tatsächlich geeignet ist. Es zeigt sich, daß er die Zusammenhänge in vielen Fällen offensichtlich gut beschreibt. Allerdings ergeben sich Hinweise auf unberücksichtigte langfristige Zusammenhänge. Sie signalisieren, daß die Diversifikationseffekte überschätzt werden. Das sollte Anreiz für weitere Untersuchungen sein. Denn sind langfristige Zusammenhänge feststellbar, investieren langfristig orientierte Marktteilnehmer, die auf Basis "kurzfristiger" Indikatoren entscheiden, möglicherweise in suboptimale Portfolios. Das bedeutet zum Beispiel, daß sie bei gleichem Risiko einen höheren Ertrag erwarten könnten.
Ethik, Integrität und Korruption : Neue Herausforderungen im sich wandelnden öffentlichen Sektor?

Im öffentlichen Sektor hat, wie wir wissen, in den letzten 10-20 Jahren ein erheblicher Wandel stattgefunden. Die staatlichen Strukturen haben sich immer mehr ausdifferenziert und öffentliche Leistungen werden in sehr unterschiedlichen Erledigungsformen erbracht. Ein beachtlicher Teil der Leistungen ist auf private Dritte ausgelagert oder ganz privatisiert worden. Zudem haben sich verschiedene Muster von öffentlich-privaten Kooperationen herausgebildet. Verwaltungen und öffentliche Unternehmen wurden unter verstärkten Leistungsdruck und Wettbewerb gesetzt. All das führte zu einer weithin wahrnehmbaren Ökonomisierung und „Managerialisierung“ des öffentlichen Sektors, die verständlicherweise auch Werte und Verhaltensweisen der öffentlich Beschäftigten beeinflusst hat. Daraus ergeben sich ohne Zweifel erhebliche Konsequenzen für die Integrität der Akteure im öffentlichen Sektor sowie für deren Korruptionsanfälligkeit. Bei Entscheidungen über abzulösende oder neue Anwendungssysteme kann mit Hilfe funktionaler Anforderungen immer nur der gegenwärtige oder vorhersehbare Bedarf ermittelt werden. In einem turbulenten Umfeld sind die Anwendungssysteme jedoch häufig langere Zeit im Einsatz als die Anforderungen gültig sind, mit Hilfe derer sie ausgewählt wurden. An der Universität Potsdam wird im Rahmen des BMBF-Projektes CHANGE eine Vorgehensweise zur Ermittlung der Zukunftsfähigkeit unternehmensweiter Anwendungssysteme entwickelt, deren wesentliche Merkmale in diesem Beitrag beschrieben werden.
Optimierung werksübergreifender Geschäftsprozesse am Beispiel der Automobilzuliefererindustrie

Die Bedeutung der Zulieferer für die Automobilhersteller wächst stetig, weil die Zulieferer immer stärker in den gesamten Wertschöpfungsprozess des Herstellers eingebunden werden und somit ständig Planung, Qualität und Logistikabläufe optimiert werden müssen. Betriebliche Anwendungen, wie Enterprise Resource Planning- (ERP-) oder Produktionsplanung- und –steuerungs-(PPS-) Systeme werden benötigt, um den störungsfreien und reibungslosen Ablauf der Geschäftsprozesse und damit die ständige Lieferfähigkeit gegenüber dem Automobilhersteller zu garantieren [1]. Anhand eines Marktüberblicks werden in diesem Beitrag innovative Ansätze, Möglichkeiten und Koordinationsmechanismen zur Unterstützung der Produktion in verteilten Standorten von aktuellen ERP-/PPS-Systemen vorgestellt.
Die Orientierung am Kunden und dessen individuellen Wünschen ist heutzutage von großer Bedeutung. Mit Hilfe eines Produktkonfigurationssystems ist es möglich, Produkte nach bestimmten Regeln aus bestimmten Bauteilen virtuell zu entwickeln [1] und somit die gewünschten Leistungsmerkmale der Kunden auf ihre Durchführbarkeit hin zu überprüfen. In der vorliegenden Marktuntersuchung wurden die Leistungsfähigkeit von Konfiguratoren sowohl in ERP-/PPS-Systemen als auch als Stand-alone-Lösung untersucht und darauf überprüft, inwiefern sie zur Bewältigung komplexer und variantenreicher Produktgestaltungsaufgaben geeignet sind.
Marktüberblick

Diese Marktstudie vermittelt einen Überblick über Software, die zur Unterstützung von Wissensmanagement eingesetzt werden kann und berücksichtigt dabei die Spannweite von spezialisierten Suchmaschinen bis zu umfassenden integrierten Wissensmanagementsystemen. Die untersuchte Software bietet sowohl Unterstützung bei Community-orientierten Wissensmanagementansätzen als auch bei Information Retrieval. Die Einsatzmöglichkeiten sind genauso unterschiedlich wie die heterogenen Anforderungen von Unternehmen und Organisationen, die diese an Wissensmanagement stellen. Eine direkte Vergleichbarkeit aller untersuchten Softwareprodukte ist daher nicht sinnvoll.
Marktüberblick

Für viele Unternehmen hat sich der Stellenwert der Kundenbeziehung in den letzten Jahren nachhaltig verändert. Da Wettbewerbsfähigkeit häufig über die Beziehung zum Kunden definiert wird, ist den meisten Unternehmen die Bedeutung des Kundenwissens durchaus bewusst. Schon immer war die Beziehung zum Kunden für ein Unternehmen existenzkritisch, jedoch hat sich dazu die Situation auf den eigenen Absatzmärkten stark gewandelt. Durch den steigenden internationalen Wettbewerb kommt es zunehmend zu gesättigten Absatzmärkten und erhöhten Kostendruck. Weiterhin kommt seitens der Kunden ein höheres Erwartungsniveau sowie abnehmende Kundenloyalität erschwerend hinzu. Diese Gründe erfordern eine neuartige Kundenorientierung im Sinne eines umfassenden Kundenbeziehungsmanagement (engl. Customer Relationship Management, CRM).
Mittelständische Industrieunternehmen setzen für ihre betrieblichen Abläufe Planungs- und Ausführungssysteme ein. Aufgrund der Turbulenzen auf Absatz- und Beschaffungsmärkten kann die Wirtschaftlichkeit und Wettbewerbsfähigkeit dieser Unternehmen nur durch permanente Anpassungen der Organisationsstrukturen und -abläufe erfolgen. In der Praxis zeigt sich eine unzureichende technologische Anpassungsfähigkeit der heute eingesetzten Standardsoftwaresysteme. Diese lassen zwar während der Einführungsphase vielfältige Konfigurationsmöglichkeiten zu, Veränderungen im laufenden Betrieb sind aber meist nur mit großem Aufwand möglich. Hier sind die Softwarehersteller in Zukunft zunehmend gefordert, wandlungsfähige Auftragsabwicklungssysteme zu entwickeln. Über die Entwicklungsphase (Build-Time) hinaus muss auch parallel zur Betriebsphase (Run-Time) der technische Fortschritt aufgrund von geänderten Anforderungen durch entsprechende Softwarereleases synchronisiert werden.

Im derzeit angespannten gesamtwirtschaftlichen Umfeld haben Unternehmen wenig Spielräume, über eine absolute Erhöhung der Vergütung Mitarbeiter zu werben, zu binden und zu motivieren. Gerade deshalb erhält die flexible und individuelle Gestaltung des Vergütungssystems für Fach- und Führungskräfte eine herausgehobene Bedeutung.

Das Personal stellt zweifellos ein Erfolgspotenzial dar. Es verkörpert eine wertvolle Ressource. Angesichts der Tatsache, dass viele Aufgaben komplexer und dynamischer werden, ist zu bedenken, dass diese eben nur von Menschen erledigt werden können und technische Hilfsmittel letztlich Selbstzweck sind. Ganz gleich, ob in der Privatwirtschaft oder in öffentlichen Unternehmen.
Die Banken- und Börsensysteme Europas befinden sich in einem grundlegenden Wandel. Globalisierungsprozesse der Finanzmärkte, die Harmonisierung der aufsichtsrechtlichen Rahmenbedingungen sowie neue Informationstechnologien stellen hohe Anforderungen. Die Integration Russlands in die Weltwirtschaft erfordert eine weitere Liberalisierung, Fortentwicklung und Anpassung der Banken- und Börsenstrukturen an internationale und europäische Standards, um die nationale und internationale Kapitalallokation effizienter zu gestalten. Finanz-, Banken- und Börsenexperten aus deutschen und russischen Universitäten lehren und forschen seit Jahren zu diesen Fragestellungen. Der Potsdamer Workshop stellt die Ergebnisse verschiedener Lehrstühle aus Potsdam, St. Petersburg und Moskau zur Diskussion. Das Thema Bestandsmanagement ist bereits seit Mitte der 80er Jahre bekannt. Es betrifft alle warenwirtschaftlichen Prozesse zur Planung und Steuerung von Beständen. Dabei muss es mit den Schwierigkeiten umgehen können, die aus den stetig wachsenden Marktanforderungen hervorgehen. Dazu gehört neben dem enorm hohen Kostendruck und die sich gleichzeitig stetig verkürzenden Liefer- und Produktlebenszeiten auch die rapide steigende Variantenvielfalt. Dies führt zu einem konstanten Komplexitätsanstieg innerhalb der Bestandsplanung und –steuerung ----------
The thesis assesses the contribution of technology option of Carbon Capture and Sequestration (CCS) to climate change mitigation. CCS means that CO2 is captured at large industrial facilities and sequestered in goelogical structures. The technology uses the endogenous growth model MIND. Herein the various climate change mitigation options of reducing economic growth, increasing energy efficiency, changing the energy mix and CCS are assessed simultaneously. An important question is whether CCS is a temporary or long-term solution. The results show that in the middle of the 21st century CCS has its peak contribution, which allows prolonged use of relatively cheap fossil energy carriers. However, this leads to delayed introduction of renewable energy carriers. The technology path ways are accombined with different costs of climate change mitigation. The use of CCS delays and reduces the costs of climate change mitigation. However, the delayed introduction of renewable energy carriers leads to reduced technological learning, which induces higher costs in the longer term. All in all the temporary use of CCS reduces the costs of climate change mitigation costs. The result is robust, which is tested with various uncertainty analysis.
Existing theoretical literature fails to explain satisfactorily the differences between the pay of workers that are covered by collective agreements and others who are not. This study aims at providing a model framework which is amenable for an analysis of this issue. Our general-equilibrium approach integrates a dual labor market and a two-sector product market. The results suggest that the so-called 'union wage gap' is largely determined by the degree of centralization of the bargains, and, to a somewhat lesser extent, by the expenditure share of the unionized sector's goods.
Consumer attitudes towards genetically modified foods in Europe : structure and changeability

Genetically modified foods have been at the center of debate in European consumer policy in the last two decades. Although the quasi-moratorium has been lifted in May 2004 and the road to the market is in principle reopened, strategies for product introduction are lacking. The aim of the research is to assess potential barriers in the area of consumer acceptance and suggest ways in which they can be overcome. After a short history of the genetically modified foods debate in Europe, the existing literature is reviewed. Although previous research converges in its central results, issues that are more fundamental have remained unresolved. Based on classical approaches in attitude research and modern theories of social cognition, a general model of the structure, function and dynamics of whole systems of attitudes is developed. The predictions of the model are empirically tested based on an attitude survey (N = 2000) and two attitude change experiments (N = 1400 and N = 750). All three studies were conducted in parallel in four EU member states. The results show that consumer attitudes towards genetically modified foods are embedded into a structured system of general socio-political attitudes. The system operates as a schema through which consumers form global evaluations of the technology. Specific risk and benefit judgments are mere epiphenomena of this process. Risk-benefit trade-offs, as often presupposed in the literature, do not appear to enter the process. The attitudes have a value-expressive function; their purpose is not just a temporary reduction of complexity. These properties render the system utterly resistant to communicative interventions. At the same time, it exerts stong anchoring effects on the processing of new information. Communication of benefit arguments can trigger boomerang effects and backfire on the credibility of the communicator when the arguments contrast with preexisting attitudes held by the consumer. Only direct sensory experience with high-quality products can partially bypass the system and lead to the formation of alternative attitude structures. Therefore, the recommended market introduction strategy for genetically modified foods is the simultaneous and coordinated launch of many high-quality products. Point of sale promotions should be the central instrument. Information campaigns, on the other hand, are not likely to have an effect on the product and technology acceptance of European consumers.
