Das Buch analysiert die sicherheitsbehördlichen Ermittlungen zu der rechten Terrorgruppe „Nationalsozialistischer Untergrund“ aus einer Routine- und Lernperspektive. Im Fokus stehen die Ermittlungen der thüringischen Sicherheitsbehörden ab 1998 sowie die bundesweiten polizeilichen Ermittlungen ab 2000. Die Analyse zeigt, dass es jeweils organisationale Faktoren waren, die den Misserfolg der Ermittlungen begünstigten: die sicherheitsbehördlichen Ermittlungsroutinen wurden durch Aufmerksamkeitsverschiebungen unsystematisch, durch mikropolitische Konflikte beeinträchtigt und durch vergangene Erfahrungen limitiert, die zu enge Prämissen für gegenwärtige Ermittlungen setzten. Insgesamt verdeutlicht die Studie, dass eine organisationssoziologische Perspektive auf die Ermittlungen einen entscheidenden Beitrag zum Verständnis des NSU-Komplexes bietet.

Proposing a novel way to look at the consolidation of democratic regimes, this book presents important theoretical and empirical contributions to the study of democratic consolidation, legislative organization, and public opinion.
Theoretically, Simone Wegmann brings legislatures into focus as the main body representing both winners and losers of democratic elections. Empirically, Wegmann shows that the degree of policy-making power of opposition players varies considerably between countries. Using survey data from the CSES, the ESS, and the LAPOP and systematically analyzing more than 50 legislatures across the world and the specific rights they grant to opposition players during the policy-making process, Wegmann demonstrates that neglecting the curial role of the legislature in a democratic setting can only lead to an incomplete assessment of the importance of institutions for democratic consolidation.

Several global governance initiatives launched in recent years have explicitly sought to integrate concern for gender equality and gendered harms into efforts to counter terrorism and violent extremism (CT/CVE). As a result, commitments to gender-sensitivity and gender equality in international and regional CT/CVE initiatives, in national action plans and at the level of civil society programming, ´have become a common aspect of the multilevel governance of terrorism and violent extremism. In light of these developments, there is a need for more systematic analysis of how concerns about gender are being incorporated in the governance of (counter-)terrorism and violent extremism and how it has affected (gendered) practices and power relations in counterterrorism policy-making and implementation.
Ranging from the processes of global and regional integration of gender into the governance of terrorism, via the impact of the shift on government responses to the return of foreign fighters, to state and civil society-led CVE programming and academic discussions, the essays engage with the origins and dynamics behind recent shifts which bring gender to the forefront of the governance of terrorism. Von Garzweiler bis zum Great Pacific Garbage Patch zeigt sich offenkundig: Die kapitalistische Vergesellschaftung ist dreckig. Umso mehr braucht kritische politisch-ökonomische oder sozio-ökonomische Bildung einen gesellschaftstheoretisch fundierten Kapitalismusbegriff. Der Ansatz des Dirty Capitalism leistet hierzu einen expliziten Beitrag. Er greift die vielfältige Kritik an Vorstellungen und analytischer Reichweite eines "reinen" Kapitalismus, wie sie z.B. auch im Ansatz des racial capitalism formuliert wird, auf und erweitert die Analyseperspektive über Klassenverhältnisse hinaus auf Rassismus, (Post-)Kolonialismus, Geschlechter- und Naturverhältnisse. Im Band wird das Konzept weiterentwickelt und als Zugang für die kritische politische Bildung und Politikdidaktik diskutiert und empirisch genutzt.

Die erste umfassende Darstellung des Kriminalgenres in Russland. Sie geht auf Bücher und Filme ein und berücksichtigt die Debatten der Literaturkritik, da sich die Kulturpolitik während der sowjetischen Jahrzehnte schwer damit tat, dem Kriminalgenre überhaupt ein Existenzrecht zubilligen. Sympathie für die Miliz zu erzeugen wurde schließlich offizieller Zweck dieses politisch zu einer Nischenexistenz gedrängten Genres. Entsprechend liegt ein Akzent der Studie auf der Ideologie, besonders bei der Darstellung der Helden und ihrer Gegner und der Lebenswelt, die die Leser als ihre wiedererkennen sollten. Dabei erfahren sie eine Menge über die Gesellschaft, vor allem über deren sonst eher verschwiegene Schattenseiten.
Nicht zuletzt wegen der langen Entbehrung spannender Texte wurde der Krimi nach dem Ende des Sozialismus zu dem Bestsellergenre schlechthin. Am Beispiel des Frauenkrimis (Marinina und Nachfolgerinnen) und des postmodernen Krimis (Akunin) wird die postsowjetische Entwicklung bis in die 2010er Jahre gezeigt.
Digitale Plattformen prägen unsere Rechts- und Wirtschaftsordnung, die Freizeitgestaltung, das Informationsverhalten und im Aggregat die digitale Öffentlichkeit. Die damit verbundenen Rechtsfragen sind im Fluss und berühren alle juristischen Teildisziplinen. Der Tagungsband nähert sich daher den Entwicklungen des Plattformrechts aus disziplinübergreifendem Blickwinkel. This book explores and debates the urban transformations that have taken place in Vienna over the past 30 years and their consequences in policy fields such as labour and housing, political and social participation and the environment. Historically, European cities have been characterised by a strong association between social cohesion, quality of life, economic ambition and a robust State. Vienna is an excellent example for that. In more recent years, however, cities were pressured to change policy principles and mechanisms in the context of demographic shifts, post-industrial transformations and welfare recalibration which have led to worsened social conditions in many cities. Each chapter in this volume discusses Vienna's responses to these pressures in key policy arenas, looking at outcomes from the context-specific local arrangements. Against a theoretical framework debating the European city as a model of inclusion and social justice, authors explore the local capacity to innovate urban policies and to address new social risks, while paying attention to potential trade-offs.
The book questions and assesses the city's resilience using time series and an institutional analysis of four key dimensions that characterise the European city model within the context of post-industrial transition: redistribution, recognition, representation and sustainability. It offers a multiscalar perspective of urban governance through labour, housing, participatory and environmental policies, bringing together different levels and public policy types.

Tacitus' Wonders

This volume approaches the broad topic of wonder in the works of Tacitus, encompassing paradox, the marvellous and the admirable. Recent scholarship on these themes in Roman literature has tended to focus on poetic genres, with comparatively little attention paid to historiography: Tacitus, whose own judgments on what is worthy of note have often differed in interesting ways from the preoccupations of his readers, is a fascinating focal point for this complementary perspective.
Scholarship on Tacitus has to date remained largely marked by a divide between the search for veracity – as validated by modern historiographical standards – and literary approaches, and as a result wonders have either been ignored as unfit for an account of history or have been deprived of their force by being interpreted as valid only within the text. While the modern ideal of historiographical objectivity tends to result in striving for consistent heuristic and methodological frameworks, works as varied as Tacitus' Histories, Annals and opera minora can hardly be prefaced with a statement of methodology broad enough to escape misrepresenting their diversity. In our age of specialization a streamlined methodological framework is a virtue, but it should not be assumed that Tacitus had similar priorities, and indeed the Histories and Annals deserve to be approached with openness towards the variety of perspectives that a tradition as rich as Latin historiographical prose can include within its scope. This collection proposes ways to reconcile the divide between history and historiography by exploring contestable moments in the text that challenge readers to judge and interpret for themselves, with individual chapters drawing on a range of interpretive approaches that mirror the wealth of authorial and reader-specific responses in play.
Während zur Geschichte des Strafrechts in der alten Bundesrepublik bislang lediglich überblicksartige Gesamtdarstellungen und Monographien zu einzelnen Deliktsbereichen existierten, nimmt dieser Band einige prägnante Facetten des Besonderen Teils detailreich in den Blick und setzt damit das Projekt fort, das die Herausgeber 2020 mit dem bereits erschienenen Band zum Allgemeinen Teil begonnen haben. Auch hier interessieren die einzelnen Teilbereiche weniger dogmengeschichtlich als in ihrer Interaktion mit der Strafrechtswissenschaft, -praxis, -politik und gesellschaftlichen Veränderungen. Die individuellen Zugänge, die die Autorinnen und Autoren hierzu gesucht haben, sollen in ihrer methodischen Vielfalt durchaus als Experiment verstanden werden.
Die Beschaffung von Leistungen zur medizinischen Rehabilitation wurde durch den neuen § 15 SGB VI zum 1. Juli 2023 grundlegend reformiert. Seither gilt ein mehrstufiges System aus Zulassung der Rehabilitationskliniken, Belegungsvertrag, Belegungsentscheidung und Vergütung. Sämtliche Beschaffungsstufen werden von der DRV Bund durch verbindliche Entscheidungen gesteuert.
Dieses neue Beschaffungssystem verstößt gegen das Wettbewerbsrecht der Europäischen Union und ist deshalb unwirksam. Das Unionsrecht (Art. 106 Abs. 1 AEUV), aber auch das nationale Kartellrecht (§ 19 Abs. 2 Nr. 1 GWB) und das Verfassungsrecht (Art. 12 Abs. 1 GG) verlangen eine Trennung von hoheitlichen Befugnissen und unternehmerischen Funktionen der Rentenversicherungsträger. Anderenfalls ist die gebotene Gleichbehandlung (Nichtdiskriminierung) der Rehabilitationskliniken freigemeinnütziger und privater Träger mit den Rehabilitationskliniken der Rentenversicherungsträger bei der Erbringung von Leistungen zur medizinischen Rehabilitation nicht gewährleistet.
Dieses Trennungsprinzip ist verletzt. Denn die Rentenversicherungsträger nehmen hoheitliche Zulassungs-, Belegungs- und Vergütungsaufgaben wahr und sind gleichzeitig unternehmerisch mit eigenen Rehabilitationseinrichtungen auf dem Markt der Erbringung von Leistungen zur medizinischen Rehabilitation tätig. Freigemeinnützige und private Rehabilitationskliniken werden auf allen Stufen der Beschaffung gegenüber den Kliniken der Rentenversicherungsträger diskriminiert. Das gilt insbesondere für die Belegungsentscheidungen der Rentenversicherungsträger, weil hierdurch systematisch eigene Kliniken gegenüber freigemeinnützigen und privaten Kliniken begünstigt werden.
Brandenburg ist das einzige ostdeutsche Bundesland, in dem die SPD seit 1990 durchgängig die Regierung führt. Dennoch hat Brandenburg den höchsten Anteil rechts motivierter Gewalttaten – und immer wieder feiern hier rechte Parteien bemerkenswerte Erfolge. In vier von sieben Legislaturperioden bildeten sie sogar Fraktionen im Landtag. Renommierte Fachleute aus Politik- und Sozialwissenschaften analysieren in diesem Band die politische Kultur des Bundeslands und die Landschaft der Rechtaußenparteien in den Jahren 1990 bis 2020 und stellen dabei Kontinuitäten wie Brüche heraus. Gegenstand der Betrachtung sind neonazistische Kleinparteien, nicht mehr bestehende Parteien wie die DVU, frühe populistische Experimente wie die Schill-Partei, aber auch die jüngste Rechtsaußenpartei, die AfD, die zugleich auch die bisher erfolgreichste ist. Die rechtsextremen Ausschreitungen und Gewalttaten der frühen 1990er-Jahre mit zahlreichen Todesopfern fanden international hohe Aufmerksamkeit. Nachdem präventive und repressive Maßnahmen sowie Interventionen der Zivilgesellschaft zunächst erfolgreich waren und die Übergriffe abzuebben schienen, wechselten sich in den folgenden Jahrzehnten Phasen mit hoher und nachlassender Intensität der Gewalt ab. Dennoch blieb die rechtsextreme Bedrohung alltäglich. Rechte Gewalt gehört bis heute zur Realität gesellschaftlichen Zusammenlebens.
Die Beiträge des Bandes untersuchen Phasen und Erscheinungsformen rechter Gewalt am Beispiel des Landes Brandenburg, darunter die Skinheadattacken in der Spätphase der DDR, Krawalle an der polnischen Grenze, Angriffe gegen KZ-Gedenkstätten sowie jüngere Entwicklungen antisemitischer und rassistischer Exzesse. Ebenso steht die Gegenwehr zivilgesellschaftlicher Akteure im Zentrum der Analysen. Besondere Aufmerksamkeit gilt den Betroffenen rechter Gewalt.
Der Band ist den existenziellen Turbulenzen gewidmet, die dem Menschen nicht als katastrophales Ereignis widerfahren, sondern seinen unentrinnbaren Alltag formen. Egal ob Verschiebungen im universitären Selbstverständnis (Vinken), Umgang mit geschlechtlicher Abweichung (Ungelenk; Hordych), Brüchen im Familiengefüge (Brook; Goldmann), Kampf gegen Abholzung (Nixon), technische Totalüberwachung im Alltag (Søilen/Maurer), narratologische Erkundungen von Zeit oder Gattung (Horst; Pierstorff; Reisener), stets erweist sich scheinbar banaler Alltag als erstaunlich produktiver Ausgangspunkt für gesellschaftliche, künstlerische und denkerische Prozesse. Das Gewöhnliche des Alltags ist nicht länger bloß statische Folie für einbrechende Ereignisse – es ist selbst als generatives Werden nobilitiert, das nun aber doppelbödige Wertung annimmt: Alltag verliert im Zuge einer Philosophie der Moderne das Verlässliche (Hüsch; Khurana), wird bedrohlich; zugleich bietet diese neue Unruhe des Alltags, sein "trouble", aber auch Chancen für Veränderung und feministisch-kritische oder künstlerische Intervention.

The business problem of having inefficient processes, imprecise process analyses and simulations as well as non-transparent artificial neuronal network models can be overcome by an easy-to-use modeling concept. With the aim of developing a flexible and efficient approach to modeling, simulating and optimizing processes, this paper proposes a flexible Concept of Neuronal Modeling (CoNM). The modeling concept, which is described by the modeling language designed and its mathematical formulation and is connected to a technical substantiation, is based on a collection of novel sub-artifacts. As these have been implemented as a computational model, the set of CoNM tools carries out novel kinds of Neuronal Process Modeling (NPM), Neuronal Process Simulations (NPS) and Neuronal Process Optimizations (NPO). The efficacy of the designed artifacts was demonstrated rigorously by means of six experiments and a simulator of real industrial production processes.

Der tänzerische Kreativitätstest stellt ein valides Instrumentarium dar, welches auf tanzspezifischen Aufgaben basiert und für die differenzierte und standardisierte Erfassung der tänzerischen Kreativität bei Kindern im Alter von 8 bis 12 Jahren konzipiert ist. Mit dem tänzerischen Kreativitätstest können nicht nur Fragestellungen zum Stand sowie zur Entwicklung tänzerisch-kreativer Fähigkeiten im Kindesalter bearbeitet werden, sondern er liefert auch wertvolle Informationen für die Optimierung von Trainings-, Förder- und Vermittlungsmaßnahmen. Erfasst werden folgende tänzerisch-kreativen Fähigkeiten: 1) Vielfalt und Originalität in der Fortbewegung und in Körperpositionen sowie 2) Ideenreichtum, Vielfalt und Originalität in der Gestaltung von Bewegungspatterns und -kompositionen. Dieser Test lässt sich mit größeren Gruppen und minimalem materiellen Aufwand durchführen, ist zeitlich unbeschränkt und ermöglicht es, unterschiedliche Leistungsniveaus zu identifizieren. Esta investigación explora la representación de viajes a Venecia en la literatura latinoamericana y de lengua alemana del siglo XX. Aplicando planteamientos teóricos de literatura de viaje, se descodifica la estructura mítica que subyace en la descripción del desplazamiento hacia la ciudad lacustre. El objetivo es exponer los recursos narrativos y estilísticos utilizados para entrelazar este recorrido, en su mayoría oblicuo, con la emersión gradual del conflicto de los y las protagonistas. Además, a partir del estudio comparativo de algunos elementos arquitectónicos emblemáticos como son los palacios, los puentes y, sobre todo, la conformación laberíntica, se muestran las peculiaridades de la representación de Venecia en obras de Julieta Campos, Alejo Carpentier, Julio Cortázar, Hugo von Hofmannsthal, Thomas Mann y Sergio Pitol. Con ello se busca, primeramente, visibilizar el papel de Venecia en la literatura latinoamericana y, segundo, ofrecer nuevas claves de lectura a obras que han sido ampliamente estudiadas, mas no en una confrontación transareal.

Wesenskern der Verwaltungswissenschaft ist nach wie vor die Frage nach Dysfunktionalitäten bürokratischer Organisationen. Schwerfälligkeit durch überbordende Bürokratie wird in der Forschung hierbei als Red Tape bezeichnet. Aufgrund der relationalen Beschaffenheit ist die Frage weniger, was alles Red Tape ist, sondern vielmehr wie Verwaltungsmitarbeitende mit Red Tape umgehen. Diese Arbeit soll dazu beitragen, Bewältigungsstrategien, auch Coping genannt, bezogen auf Red Tape zu verstehen. Mittels Survey-Experiment wird untersucht, inwieweit die individuelle Bewältigungsstrategie durch die Form (analog/digital), über die Red Tape transportiert wird, und den Ursprung (intern/extern), von dem Red Tape ausgeht, beeinflusst wird. Die Ergebnisse zeigen unter Berücksichtigung des transaktionalen Stressmodells von Lazarus und Folkman, dass Mitarbeitende der Verwaltung insbesondere dann aktive Bewältigungsstrategien auswählen, wenn diese durch externe Quellen hervorgerufen wird und zudem analog vorliegt.

The Hebrew word zimzum originally means “contraction,” “withdrawal,” “retreat,” “limitation,” and “concentration.” In Kabbalah, zimzum is a term for God’s self-limitation, done before creating the world to create the world. Jewish mystic Isaac Luria coined this term in Galilee in the sixteenth century, positing that the God who was “Ein-Sof,” unlimited and omnipresent before creation, must concentrate himself in the zimzum and withdraw in order to make room for the creation of the world in God’s own center. At the same time, God also limits his infinite omnipotence to allow the finite world to arise. Without the zimzum there is no creation, making zimzum one of the basic concepts of Judaism.
The Lurianic doctrine of the zimzum has been considered an intellectual showpiece of the Kabbalah and of Jewish philosophy. The teaching of the zimzum has appeared in the Kabbalistic literature across Central and Eastern Europe, perhaps most famously in Hasidic literature up to the present day and in philosopher and historian Gershom Scholem’s epoch-making research on Jewish mysticism. The Zimzum has fascinated Jewish and Christian theologians, philosophers, and writers like no other Kabbalistic teaching. This can be seen across the philosophy and cultural history of the twentieth century as it gained prominence among such diverse authors and artists as Franz Rosenzweig, Hans Jonas, Isaac Bashevis Singer, Harold Bloom, Barnett Newman, and Anselm Kiefer.

Der globale Klimawandel nimmt weiter bedrohlich zu. Hitzewellen, Flutkatastrophen und Waldbrände gehören fast schon zum Alltag. Trotzdem ist die Bereitschaft in der deutschen Bevölkerung gering, selbst einen Beitrag zum Klimaschutz zu leisten. Das überrascht, denn in Umfragen bekennt sich immer eine große Mehrheit zum Klimaschutz. Allerdings haben wohl viele einen Klimaschutz im Kopf, der persönlich nichts kosten und nichts verändern darf.
Ingo Balderjahn setzt sich mit diesem Widerspruch aus verhaltenswissenschaftlicher Sicht auseinander und legt offen, warum viele weiterhin ungebremst verschwenderisch und klimaschädlich konsumieren. Andererseits gibt es durchaus Menschen, die deutlich weniger konsumieren, als sie sich finanziell leisten könnten. Diese Minderheit in Deutschland verzichtet freiwillig auf eher unnötige und kurzlebige Güter - ohne irgendetwas dabei zu entbehren. Im Gegenteil: Genügsame Konsumgewohnheiten stärken die persönliche Selbstbestimmung, Unabhängigkeit und Zufriedenheit.

Königin Luise von Preußen, deren Mythos sie als fürsorglich und dem Volk zugewandt umschreibt, wurde von Napoleon als der „wahre Herrscher Preußens“ gelobt. Wie passt dies zusammen? Luise brach von Beginn an das Protokoll, gab sich nahbar und packte Dinge an. Ihr früher Tod im Alter von nur 34 Jahren nahm ihr Gatte, König Friedrich Wilhelm, zum Anlass, den bis heute bestehenden Luisen-Kult mit Denkmälern, Gemälden und Gedenkstätten zu etablieren. International law is constantly navigating the tension between preserving the status quo and adapting to new exigencies. But when and how do such adaptation processes give way to a more profound transformation, if not a crisis of international law? To address the question of how attacks on the international legal order are changing the value orientation of international law, this book brings together scholars of international law and international relations. By combining theoretical and methodological analyses with individual case studies, this book offers readers conceptualizations and tools to systematically examine value change and explore the drivers and mechanisms of these processes. These case studies scrutinize value change in the foundational norms of the post-1945 order and in norms representing the rise of the international legal order post-1990. They cover diverse issues: the prohibition of torture, the protection of women’s rights, the prohibition of the use of force, the non-proliferation of nuclear weapons, sustainability norms, and accountability for core international crimes. The challenges to each norm, the reactions by norm defenders, and the fate of each norm are also studied. Combined, the analyses show that while a few norms have remained surprisingly robust, several are changing, either in substance or in legal or social validity. The book concludes by integrating the conceptual and empirical insights from this interdisciplinary exchange to assess and explain the ambiguous nature of value change in international law beyond the extremes of mere progress or decline.
