Institute
The military in Mexico started out as a revolutionary army that secured the regime of the governmental party PRI. The article discusses the change of this army into a national and hemispheric police force under the influence of the USA. Today, the functions of the Mexican army are a mix of fighting against drugs, organized delinquency, terrorism and counterinsurgency and cooperating with US as well as other Latin American forces.

Politische Loyalität und Sprachwahl : eine Fallstudie aus dem Flandern des frühen 19. Jahrhunderts

Gegen die gängige Vorstellung von der ‚kreativen Phantasie‘ als dem schöpferischen Vermögen des Dichters argumentiert der Aufsatz, dass erst mit der Frühromantik die Phantasie zum kreativen Vermögen erklärt wird, davor jedoch die Vernunft als kreatives Vermögen galt. In der Fakultätenpsychologie des Mittelalters und der Frühen Neuzeit wurde die imaginatio als ein rein passives Vorstellungsvermögen der Vernunft nicht entgegengestellt, sondern ihr übergeordnet, indem sich die Vernunft der Phantasie als bildgebendem Verfahren bediente. Während das Ergebnis der Phantasie seit der Frühromantik als ästhetisches ‚Werk‘ im emphatischen Sinne gilt, war das Ergebnis der dichtenden Vernunft ein Argument im logischen Sinne, das Prozess der inventio gefunden worden war. Erst Anfang des 18. Jahrhunderts entwickelt sich dann der Begriff der ‚kreativen Phantasie‘ aus dem rhetorischen Konzept der Anschaulichkeit (evidentia).
imaginatio oder inventio

Der Aufsatz analysiert die Begriffe der imaginatio und inventio und deren Verhältnis zueinander in den Poetiken von George Puttenham („Arte of English Poesie“, 1589), Philip Sidney („Defense of Poetry“, 1595) und William Temple („Analysis tractationis de poesi“, um 1595). Anders als zu erwarten wird in allen drei Fällen das dichterische Vermögen nicht im Sinne eines modernen Begriffs von kreativer Phantasie gedeutet. Weil der Begriff der imaginatio eine gefährliche Nähe zu den Wahnvorstellungen eines Verrückten impliziert, es Puttenham und Sidney aber vor allem um eine soziale Aufwertung der Dichtung als einer höfisch angemessenen Tätigkeit geht, wird der Begriff der imaginatio nur in einem sehr eingeschränkten Sinne verwendet. Das impliziert auch eine Ablehnung des Begriffs eines Enthusiasmus oder furor poeticus, also einer göttlichen Inspiration des Dichters, wie er insbesondere mit dem Neuplatonismus Ficinos assoziiert wurde.
Die „Poetica“ Tommaso Campanellas ist Ausdruck einer starken Rationalisierung und didaktischer Instrumentalisierung der Dichtung. Diese Rationalisierung kann als Reaktion auf die Inspirationstheorien von Marsilio Ficino und Pietro Pomponazzi erklärt werden, die beide (mit je ganz unterschiedlichen Begründungen) den poetischen Enthusiasmus neben die Offenbarungen des Propheten gestellt und damit den ausschließlichen Offenbarungsanspruch der Prophetie herausgefordert hatten.
The way in which predominantly Muslim states deal with modernity is strongly influenced by the characteristics of Islamic Law. The Sharia reflects in the most obvious way the lack of separation between secular and religious issues inherent in Islamic doctrine. The article analyses the evolution of law in the Muslim world and illustrates its continuous oscillation between the obligation to stick to the God-given rules and the need to adapt to changes of living conditions.
The authors analyze the reasons for the establishment of a regulatory regime for international financial markets in accordance with the ideas of liberal internationalism. They argue that the system of international markets is affected by polymorphy, indicating the existence of different forms of regulation. Five factors produce this polymorphy: the non-existence of a homogenous object of steering, the dynamic nature of these objects, the fact that the purpose of governance is not clearly defined, the dominance of governance by the USA and Great Britain, and governance as a result of a multi-level game with various coalitions.

Im derzeit angespannten gesamtwirtschaftlichen Umfeld haben Unternehmen wenig Spielräume, über eine absolute Erhöhung der Vergütung Mitarbeiter zu werben, zu binden und zu motivieren. Gerade deshalb erhält die flexible und individuelle Gestaltung des Vergütungssystems für Fach- und Führungskräfte eine herausgehobene Bedeutung.
Das Personal stellt zweifellos ein Erfolgspotenzial dar. Es verkörpert eine wertvolle Ressource. Angesichts der Tatsache, dass viele Aufgaben komplexer und dynamischer werden, ist zu bedenken, dass diese eben nur von Menschen erledigt werden können und technische Hilfsmittel letztlich Selbstzweck sind. Ganz gleich, ob in der Privatwirtschaft oder in öffentlichen Unternehmen.

Under continuous pressure from globalised competition, labour markets no longer guarantee the social inclusion of all citizens into civil society. For a „civilised“ market economy, it is essential to frame further economic „rationalisation“ by a comprehensive labour policy that values meaningful ways of human activity as well as the just organisation of the world of work over efficient labour markets. Without such a comprehensive labour policy, argues, labour markets increasingly become „tyrannical“ and will endanger the foundations of a modern society of free and equal citizens.
The article points to the following causes of German social policy reform, as it has taken shape by the so-called ‘Hartz’-Acts: the self-inflicted financial crisis of the welfare state, the return of party leaders as agenda setters, and the weakening of employers associations and trade unions in this policy field. Through a large, informal coalition, the political parties have responded to various internal conflict constellations.
The author agrees with Flassbeck that growth is important, particularly as a condition to solve existing structural problems of the labour market. Yet, in his opinion the central question is how to get higher growth rates. Straubhaar’s answer is different from Flassbeck’s: a ‘no’ to more public deficits, more regulations and more state activities; and, a ‘yes’ to more market, more flexibility, more mobility.
The authors argue that the public opinion and the discourse of political elites differ significantly within the Franco-German debate on the Constitutional Treaty of the EU. Moreover, the article shows that the discussion reflects different conceptions of European politics. These differences lead to the claim that the co-operation and the leading role of Germany and France in the EU have to be re-defined. This has to occur in the context of a politicisation of European politics, which is crucial for the future of the enlarged European Union.
Academics have been arguing about the political and social changes initiated by communication technologies for more than hundred years. Internet-politics does not have the potential to form a new digital culture of deliberation. The existing background of communication culture is a very important variable which has not been incorporated before. The author suggests five different concepts of politics based on the internet. The model of digital democracy provides a basis for exploring the interconnection between internetbased politics and change in political and communication culture. Digital democracy has the potential to make a difference in public deliberation; however, it needs concerned elites and prudent governance.
„Menschen benötigen Platz zum Leben.“ In dieser Erkenntnis liegt noch nichts Besonderes oder gar Aufregendes. Erst die Tatsache, dass die menschliche Bevölkerung seit jeher zunimmt, aber der zur Verfügung stehende Platz konstant bleibt bzw. die Ressourcen in ihrem Bestand sogar abnehmen, macht dieses Thema wesentlich gehaltvoller. Offensichtlich ist außerdem: „Population growth seems to affect everything but is seldom held responsible for anything.“ (McKee 2003: 10) Dies ist der Hauptgrund dafür, dass gerade die Thematik der Bevölkerungsentwicklung internationale Beachtung und Aufmerksamkeit verdient.
The negative vote of the French population to the European Constitution shocked the European politics. It shifted the power constellations within the Union. By giving historical examples, the author explains that the refusal of the French population is not a new phenomenon. As a result, the article suggests to slow down the European integration process in order to prevent further setbacks.
To determine whether Förster resonance energy transfer (FRET) measurements can provide quantitative distance information in single-molecule fluorescence experiments on polypeptides, we measured FRET efficiency distributions for donor and acceptor dyes attached to the ends of freely diffusing polyproline molecules of various lengths. The observed mean FRET efficiencies agree with those determined from ensemble lifetime measurements but differ considerably from the values expected from Förster theory, with polyproline treated as a rigid rod. At donor–acceptor distances much less than the Förster radius R0, the observed efficiencies are lower than predicted, whereas at distances comparable to and greater than R0, they are much higher. Two possible contributions to the former are incomplete orientational averaging during the donor lifetime and, because of the large size of the dyes, breakdown of the point-dipole approximation assumed in Förster theory. End-to-end distance distributions and correlation times obtained from Langevin molecular dynamics simulations suggest that the differences for the longer polyproline peptides can be explained by chain bending, which considerably shortens the donor–acceptor distances.
Since the early 1990s the use of private military companies (PMCs) has proliferated. Especially the United States are increasingly turning to private contractors to perform military tasks. Privatization advocates claim that PMCs work cheaper than the military. In addition to that, PMCs give the cover of plausible deniability that regular troops lack. But the fact that legislative control or public debate are missing raises the question of accountability and underlines the need for legal means to control and regulate PMCs and their operations.
A technique has been developed to measure absolute intracellular oxygen concentrations in green plants. Oxygen-sensitive phosphorescent microbeads were injected into the cells and an optical multifrequency phase-modulation technique was used to discriminate the sensor signal from the strong autofluorescence of the plant tissue. The method was established using photosynthesis-competent cells of the giant algae Chara corallina L., and was validated by application to various cell types of other plant species.
Optimierung werksübergreifender Geschäftsprozesse am Beispiel der Automobilzuliefererindustrie

Die Bedeutung der Zulieferer für die Automobilhersteller wächst stetig, weil die Zulieferer immer stärker in den gesamten Wertschöpfungsprozess des Herstellers eingebunden werden und somit ständig Planung, Qualität und Logistikabläufe optimiert werden müssen. Betriebliche Anwendungen, wie Enterprise Resource Planning- (ERP-) oder Produktionsplanung- und –steuerungs-(PPS-) Systeme werden benötigt, um den störungsfreien und reibungslosen Ablauf der Geschäftsprozesse und damit die ständige Lieferfähigkeit gegenüber dem Automobilhersteller zu garantieren [1]. Anhand eines Marktüberblicks werden in diesem Beitrag innovative Ansätze, Möglichkeiten und Koordinationsmechanismen zur Unterstützung der Produktion in verteilten Standorten von aktuellen ERP-/PPS-Systemen vorgestellt.
Das Thema Bestandsmanagement ist bereits seit Mitte der 80er Jahre bekannt. Es betrifft alle warenwirtschaftlichen Prozesse zur Planung und Steuerung von Beständen. Dabei muss es mit den Schwierigkeiten umgehen können, die aus den stetig wachsenden Marktanforderungen hervorgehen. Dazu gehört neben dem enorm hohen Kostendruck und die sich gleichzeitig stetig verkürzenden Liefer- und Produktlebenszeiten auch die rapide steigende Variantenvielfalt. Dies führt zu einem konstanten Komplexitätsanstieg innerhalb der Bestandsplanung und –steuerung ----------

Existing theoretical literature fails to explain satisfactorily the differences between the pay of workers that are covered by collective agreements and others who are not. This study aims at providing a model framework which is amenable for an analysis of this issue. Our general-equilibrium approach integrates a dual labor market and a two-sector product market. The results suggest that the so-called 'union wage gap' is largely determined by the degree of centralization of the bargains, and, to a somewhat lesser extent, by the expenditure share of the unionized sector's goods.
Anhand internationaler und nationaler Entwicklungen wird aufgezeigt, wie sich die sonderpädagogischen Förderung gestaltet und welche Schwerpunkte in den einzelnen Ländern gesetzt. Es wird herausgearbeitet, welche Bedingungen in einem Schulsystem geschaffen werden müssen, um alle Schülerinnen und Schüler angemessen zu fördern.
Fixational eye movements occur involuntarily during visual fixation of stationary scenes. The fastest components of these miniature eye movements are microsaccades, which can be observed about once per second. Recent studies demonstrated that microsaccades are linked to covert shifts of visual attention [e.g., Engbert & Kliegl (2003), Vision Res 43:1035-1045]. Here,we generalized this finding in two ways. First, we used peripheral cues, rather than the centrally presented cues of earlier studies. Second, we spatially cued attention in vision and audition to visual and auditory targets. An analysis of microsaccade responses revealed an equivalent impact of visual and auditory cues on microsaccade-rate signature (i.e., an initial inhibition followed by an overshoot and a final return to the pre-cue baseline rate). With visual cues or visual targets,microsaccades were briefly aligned with cue direction and then opposite to cue direction during the overshoot epoch, probably as a result of an inhibition of an automatic saccade to the peripheral cue. With left auditory cues and auditory targets microsaccades oriented in cue direction. Thus, microsaccades can be used to study crossmodal integration of sensory information and to map the time course of saccade preparation during covert shifts of visual and auditory attention.
This article compares two theoretical concepts of international relations: the Soft-Powermodel by Joseph S. Nye and the Turbulence-model by James N. Rosenau. They are both trying to study the impact of the revolution in information- and communication-techniques. Although both concepts are far-reaching in their explanations there are questions in both concepts that remain unanswered. The author tries to cover these gaps by turning to the other model, respectively.
In this paper, we consider families of time Markov fields (or reciprocal classes) which have the same bridges as a Brownian diffusion. We characterize each class as the set of solutions of an integration by parts formula on the space of continuous paths C[0; 1]; R-d) Our techniques provide a characterization of gradient diffusions by a duality formula and, in case of reversibility, a generalization of a result of Kolmogorov.

The author refers to empirical research findings in the field of social sciences that shed light on the interest groups’ scope of participation in international competition for investments.

Despite many economic and state reforms in South America, no comparable changes have taken place with regard to civil-military relations: Neither do the armed forces have a clearly defined mission of their own nor are they adequately democratically controlled. The article looks at the present civil-military relations from various angles and explicitly deals with examples from Argentina, Bolivia, Chile and Peru. It presents the reasons for the lack of civilian control over the military and discusses the resulting consequences for domestic and foreign politics.

The ideological change within the Chilean military before and after the coup in 1973 is the central issue of this article. Before the developments in the early 1970s, the cardinal mindset of the military leaders was one of a state-run evolution of society. After the coup, this thinking changed rapidly into a neoliberal kind. How could this happen? Which explanations have been and which should be discussed? These questions are answered and it is shown that the military itself played a bigger role than previously thought.
In the spring 2004 issue of WeltTrends, Gunther Hellmann sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a "realpolitik" policy, generally referred to as "normalization". For Hellmann, this transformation indicates one of the "deepest crisis of Germany’s foreign policy" ever. The first three parts were published in the summer, fall and winter editions (no. 43, 44 and 45) of WeltTrends, which featured contributions of German International Relations scholars as well as experts from abroad. In this issue, foreign policy makers and a Polish expert join the debate.

This article examines the liberalization and cross-border integration of European financial markets from a political-economic perspective. Three features particularly come to the fore: First, national liberalization and European integration have been two sides of one integrated political process that owes its specific dynamics to the conflicts of interest between different groups of actors. Second, not only effective liberalization, but also market integration relies on an extension and formalization of public financial market regulation – and thus seemingly on ‘more state’. Third, the established distinction between ‘state’ and ‘market’ and their respective roles is insufficient for a proper understanding for the politics of financial market regulation.

This article investigates how institutional, organisational and individual factors influence labour politics in the internet economy. The authors discuss several theoretical approaches towards labour politics and industrial relations. Using the example of the IT industry, they then illustrate how in the IT industry the organisation of work changes, what requirements result for employees, how regulation is structured, and what political challenges this brings for trade unions and employer’s associations. Considering current developments in the IT economy, the authors finally evaluate the theoretical approaches according to their explanatory strength.

Der folgende Beitrag beschreibt Grundsätze und mögliche Erträge für die Durchführung von Fallstudien in der Erwachsenenbildung und Weiterbildung. Die forschungspraktische Durchführung selbst wird am Beispiel eines Forschungsprojekts zur Lernforschung beschrieben. Eingegangen wird vor allem auf die zentralen Phasen der Annäherung an das Forschungsfeld und die Interpretationsarbeit.
Dieser Beitrag reflektiert den Zusammenhang von Bildungs- und Lernprozessen, der im wissenschaftlichen Diskurs wenig reflektiert wird. Bildungstheoretische Diskurse verzichten regelmäßig auf den Lernbegriff, lerntheoretischen Diskursen ist der Bildungsbegriff fremd, weil dort individuell-kognitive Operationen im Mittelpunkt stehen und weniger Fragen nach den Lerngegenständen, also den Inhalten des Lernens und deren gesellschaftlicher Relevanz. Das Verhältnis von Bildung und Lernen wird im Folgenden unter dem Aspekt „expansiven Lernens“ näher bestimmt. „Expansives Lernen“ ist ein Begriff aus der Kritischen Psychologie, den Klaus Holzkamp (1993) aus einer subjektwissenschaftlichen Perspektive expliziert hat. Die Verhältnisbestimmung von Bildung und expansivem Lernen geht der Frage nach, ob mit dem Begriff „expansiven Lernens“ empirische Einsichten in das Lernhandeln von kritisch-reflexiven Bildungspraxen möglich werden oder anders formuliert: Ob der Begriff expansiven Lernens eine Grundlage für Lernberatungs- und Lernbegleitungsprozesse in kritisch-reflexiven Bildungspraxen darstellen kann. Das hier thematisierte Verhältnis von (Erwachsenen-)Bildung und expansivem Lernen ist ein Teilaspekt des Verhältnisses von Erwachsenenbildung und subjektwissenschaftlicher Lerntheorie. Eine differenzierte Auseinandersetzung zu diesem Gesamtrahmen findet sich bei Faulstich/Ludwig (2004).
Dieser Beitrag nimmt eine didaktiktheoretische Perspektive ein. Drei didaktiktheoretische Konzepte (konstruktivistische, interaktionstheoretische und subjekttheoretische) werden daraufhin befragt, wie sie Subjektorientierung im didaktischen Handeln begründen und verstehen. Im Mittelpunkt stehen Fragen nach der Geltung subjektiver Wissensbestände und die theoretische Begründung der Beziehung zwischen Lehrenden und Lernenden. Nach einer Kritik des konstruktivistischen und interaktionstheoretischen Modells wird ein subjekttheoretisches Modell vorgeschlagen, das Subjektorientierung als Reflexion der Besonderheit individueller Handlungsproblematiken von Lernenden vor dem Hintergrund ihrer allgemeinen Vergesellschaftungsprozesse begründet.
