Over the past decade, an increasing number of public organizations involved in fisheries and marine environmental management in Europe have changed their formal coordination structures. Similar reorganizations of formal coordination structures can be observed for organizations at different administrative levels of governance with different mandates across the policy cycle.
Against the backdrop of this phenomenon, this PhD thesis is interested in exploring how these similar organizational reforms can be explained and why the formal coordination structures for fisheries and marine environmental management have been reorganized in the cases of the International Council for the Exploration of the Sea (ICES), the Directorate-General for Fisheries and Maritime Affairs of the European Commission (DG FISH), the Norwegian Institute of Marine Research (IMR) and the Swedish Agency for Marine and Water Management (SwAM). Accordingly, the objective is to shed light on how public organizations actually “behave” or “tick” in the face of increasingly complex coordination challenges in fisheries and marine environmental management.
To address these questions, the thesis draws on different theoretical perspectives in organization theory, namely an instrumental and an institutional perspective. These theoretical perspectives provide different explanations for how organizations deal with issues of formal organizational structure and coordination. In order to evaluate the explanatory relevance of these theoretical perspectives in the cases of ICES, DG FISH, the IMR and the SwAM, a case study approach based on congruence analysis is applied. The case studies are based on document analysis, the analysis of organizational charts and their change over time, as well as expert interviews. The aim of the thesis is to contribute to the coordination debate in the marine policy and governance literature from a hitherto omitted public administration and organization theory perspective, as well as explaining coordination efforts at the organizational level with an organization theory approach.
The findings indicate that the formal coordination structures of the organizations studied have not only changed to solve coordination problems in fisheries and marine environmental management efficiently and effectively, but also to follow modern management paradigms in marine governance and to ensure the legitimacy of these organizations. Moreover, it was found that in the cases of ICES, DG FISH, the IMR and the SwAM, the organizational changes were strongly influenced by external pressures and interactions with other organizations in the organizational field of fisheries and marine environmental management in Europe. Driven by forces of isomorphism, a gradual convergence of the formal horizontal coordination structures for fisheries and marine environmental management of the organizations studied can be observed. However, the findings also indicate that although the organizational changes observed may convey a reaction to changing environments, they do not necessarily reflect actual policy change and the implementation of new management concepts.
In light of the debate on the consequences of competitive contracting out of traditionally public services, this research compares two mechanisms used to allocate funds in development cooperation—direct awarding and competitive contracting out—aiming to identify their potential advantages and disadvantages.
The agency theory is applied within the framework of rational-choice institutionalism to study the institutional arrangements that surround two different money allocation mechanisms, identify the incentives they create for the behavior of individual actors in the field, and examine how these then transfer into measurable differences in managerial quality of development aid projects. In this work, project management quality is seen as an important determinant of the overall project success.
For data-gathering purposes, the German development agency, the Gesellschaft für Internationale Zusammenarbeit (GIZ), is used due to its unique way of work. Whereas the majority of projects receive funds via direct-award mechanism, there is a commercial department, GIZ International Services (GIZ IS) that has to compete for project funds.
The data concerning project management practices on the GIZ and GIZ IS projects was gathered via a web-based, self-administered survey of project team leaders. Principal component analysis was applied to reduce the dimensionality of the independent variable to total of five components of project management. Furthermore, multiple regression analysis identified the differences between the separate components on these two project types. Enriched by qualitative data gathered via interviews, this thesis offers insights into everyday managerial practices in development cooperation and identifies the advantages and disadvantages of the two allocation mechanisms.
The thesis first reiterates the responsibility of donors and implementers for overall aid effectiveness. It shows that the mechanism of competitive contracting out leads to better oversight and control of implementers, fosters deeper cooperation between the implementers and beneficiaries, and has a potential to strengthen ownership of recipient countries. On the other hand, it shows that the evaluation quality does not tremendously benefit from the competitive allocation mechanism and that the quality of the component knowledge management and learning is better when direct-award mechanisms are used. This raises questions about the lacking possibilities of actors in the field to learn about past mistakes and incorporate the finings into the future interventions, which is one of the fundamental issues of aid effectiveness. Finally, the findings show immense deficiencies in regard to oversight and control of individual projects in German development cooperation.
The demand for learning Design Thinking (DT) as a path towards acquiring 21st-century skills has increased globally in the last decade. Because DT education originated in the Silicon Valley context of the d.school at Stanford, it is important to evaluate how the teaching of the methodology adapts to different cultural contexts.The thesis explores the impact of the socio-cultural context on DT education.
DT institutes in Cape Town, South Africa and Kuala Lumpur, Malaysia, were visited to observe their programs and conduct 22 semistructured interviews with local educators regarding their adaption strategies. Grounded theory methodology was used to develop a model of Socio-Cultural Adaptation of Design Thinking Education that maps these strategies onto five dimensions: Planning, Process, People, Place, and Presentation. Based on this model, a list of recommendations is provided to help DT educators and practitioners in designing and delivering culturally inclusive DT education.
Kenya and Uganda are amongst the countries that, for different historical, political, and economic reasons, have embarked on law reform processes as regards to citizenship. In 2009, Uganda made provisions in its laws to allow citizens to have dual citizenship while Kenya’s 2010 constitution similarly introduced it, and at the same time, a general prohibition on dual citizenship was lifted, that is, a ban on state officers, including the President and Deputy President, being dual nationals (Manby, 2018).
Against this background, I analysed the reasons for which these countries that previously held stringent laws and policies against dual citizenship, made a shift in a close time proximity. Given their geo-political roles, location, regional, continental, and international obligations, I conducted a comparative study on the processes, actors, impact, and effect. A specific period of 2000 to 2010 was researched, that is, from when the debates for law reforms emerged, to the processes being implemented, the actors, and the implications.
According to Rubenstein (2000, p. 520), citizenship is observed in terms of “political institutions” that are free to act according to the will of, in the interests of, or with authority over, their citizenry. Institutions are emergent national or international, higher-order factors above the individual spectrum, having the interests and political involvement of their actors without requiring recurring collective mobilisation or imposing intervention to realise these regularities. Transnational institutions are organisations with authority beyond single governments. Given their International obligations, I analysed the role of the UN, AU, and EAC in influencing the citizenship debates and reforms in Kenya and Uganda. Further, non-state actors, such as civil society, were considered.
Veblen, (1899) describes institutions as a set of settled habits of thought common to the generality of men. Institutions function only because the rules involved are rooted in shared habits of thought and behaviour although there is some ambiguity in the definition of the term “habit”. Whereas abstracts and definitions depend on different analytical procedures, institutions restrain some forms of action and facilitate others. Transnational institutions both restrict and aid behaviour. The famous “invisible hand” is nothing else but transnational institutions. Transnational theories, as applied to politics, posit two distinct forms that are of influence over policy and political action (Veblen, 1899). This influence and durability of institutions is “a function of the degree to which they are instilled in political actors at the individual or organisational level, and the extent to which they thereby “tie up” material resources and networks. Against this background, transitional networks with connection to Kenya and Uganda were considered alongside the diaspora from these two countries and their role in the debate and reforms on Dual citizenship.
Sterian (2013, p. 310) notes that Nation states may be vulnerable to institutional influence and this vulnerability can pose a threat to a nation’s autonomy, political legitimacy, and to the democratic public law. Transnational institutions sometimes “collide with the sovereignty of the state when they create new structures for regulating cross-border relationships”. However, Griffin (2003) disagrees that transnational institutional behaviour is premised on the principles of neutrality, impartiality, and independence. Transnational institutions have become the main target of the lobby groups and civil society, consequently leading to excessive politicisation. Kenya and Uganda are member states not only of the broader African union but also of the E.A.C which has adopted elements of socio-economic uniformity. Therefore, in the comparative analysis, I examine the role of the East African Community and its partners in the dual citizenship debate on the two countries.
I argue in the analysis that it is not only important to be a citizen within Kenya or Uganda but also important to discover how the issue of dual citizenship is legally interpreted within the borders of each individual nation-state. In light of this discussion, I agree with Mamdani’s definition of the nation-state as a unique form of power introduced in Africa by colonial powers between 1880 and 1940 whose outcomes can be viewed as “debris of a modernist postcolonial project, an attempt to create a centralised modern state as the bearer of Westphalia sovereignty against the background of indirect rule” (Mamdani, 1996, p. xxii). I argue that this project has impacted the citizenship debate through the adopted legal framework of post colonialism, built partly on a class system, ethnic definitions, and political affiliation. I, however, insist that the nation-state should still be a vital custodian of the citizenship debate, not in any way denying the individual the rights to identity and belonging. The question then that arises is which type of nation-state? Mamdani (1996, p. 298) asserts that the core agenda that African states faced at independence was threefold: deracialising civil society; detribalising the native authority; and developing the economy in the context of unequal international relations. Post-independence governments grappled with overcoming the citizen and subject dichotomy through either preserving the customary in the name of “defending tradition against alien encroachment or abolishing it in the name of overcoming backwardness and embracing triumphant modernism”. Kenya and Uganda are among countries that have reformed their citizenship laws attesting to Mamdani’s latter assertion.
Mamdani’s (1996) assertions on how African states continue to deal with the issue of citizenship through either the defence of tradition against subjects or abolishing it in the name of overcoming backwardness and acceptance of triumphant modernism are based on the colonial legal theory and the citizen-subject dichotomy within Africa communities. To further create a wider perspective on legal theory, I argue that those assertions above, point to the historical divergence between the republican model of citizenship, which places emphasis on political agency as envisioned in Rousseau´s social contract, as opposed to the liberal model of citizenship, which stresses the legal status and protection (Pocock, 1995).
I, therefore, compare the contexts of both Kenya and Uganda, the actors, the implications of transnationalism and post-nationalism, on the citizens, the nation-state and the region. I conclude by highlighting the shortcomings in the law reforms that allowed for dual citizenship, further demonstrating an urgent need to address issues, such as child statelessness, gender nationality laws, and the rights of dual citizens. Ethnicity, a weak nation state, and inconsistent citizenship legal reforms are closely linked to the historical factors of both countries. I further indicate the economic and political incentives that influenced the reform.

Whether the results of fiscal transfers have positive or negative implications depends upon the incentives that transfer systems create for both central and local governments. The complexity and ambiguity of the relationship between fiscal transfers and tax revenues of local governments is one of the main causes why research projects, even in the same country, come to different results. This investigation is seriously questioning the often stated substitution effect based only on an analysis of aggregated data and finally rejects in the qualitative part of this research (using survey techniques) a substitution effect in the majority of the assessed municipalities. While most theories are modeling governments as tax-maximizers (Leviathan) or as being prone to fiscal laziness, this investigation shows that mayors react to a whole set of incentives. Most mayors react rational and rather pragmatically in respect to the incentives and constraints which are established by the particular context of a municipality, the central government and their own personality/identity/interests. While the yield on property tax in Peru is low, there are no signs that increases in transfers have had, on average, a negative impact on their revenue generation. On an individual basis there exist mayors who are revenue maximizers, others who are substituting revenues and others who show apathy. Many engage in property tax. While rural or small municipalities have limited potential, property taxes are the main revenue sources for the Peruvian urban municipalities, rising on average 10% during the last five years. The property tax in Peru accounts for less than 0.2% of GDP, which compared to the Latin American average, is extremely low. In 2002, property tax was collecting nationwide about 10% of the overall budget of local governments. In 2006, the share was closer to 6% due to windfall transfers. The property tax can enhance accountability at the local level and has important impacts on urban spatial development. It is also important considering that most charges or transfers are earmarked such that property tax yields can cover discretionary finances. The intergovernmental fiscal transfers can be described as a patchwork of political liabilities of the past rather than connected with thorough compensation or service improvement functions. The fiscal base of local governments in Peru remains small for the municipalities and the incentive structure to enhance property tax revenues is far from optimal. The central government and sector institutions, which are in the Peruvian institutional design of the property tax responsible for the enablement environment, can reinforce local tax efforts. In the past the central government permanently changed the rules of the game, giving municipalities reduced predictability of policy choices. There are no relevant signs that a stronger property tax is captured by Peruvian interest groups. Since the central government has responsibility for tax regulation and partly valuation there has been little debate about financial issues on the local political agenda. Most council members are therefore not familiar with tax issues. If the central government did not set the tax rate and valuation then there would probably be a more vigorous public debate and an electorate that was better informed about local politics. Elected mayors (as political and administrative leaders) are not counterbalanced and held in check by an active council and/or by vigorous local political parties. Local politics are concentrated on the mayor, electoral rules, the institutional design and political culture – all of which are not helpful in increasing the degree of influence that citizens and associations have upon collective decision-making at the local level. The many alternations between democracy and autocracy have not been helpful in building strong institutions at the local level. Property tax revenues react slowly and the institutional context matters because an effective tax system as a public good can only be created if actors have long time horizons. The property tax has a substantial revenue potential, however, since municipalities are going through a transfer bonanza, it is especially difficult to make a plea for increasing their own revenue base. Local governments should be the proponents of property tax reform, but they have, in Peru, little policy clout because the municipal associations are dispersed and there exists little relevant information concerning important local policy issues.
Welfare states and policies have changed greatly over the past decades, mostly characterized by retrenchments in terms of government spending or in terms of restricted access to certain benefits. In the area of family policies, however, a lot of countries have simultaneously expanded provisions and transfers for families. Bringing together the macro analysis of policy variation and household income changes on the micro-level, the main research question of the dissertation is to what extent economic consequences following separation and divorce in families with children have changed between the 1980s and the 2000s in Germany and the United States. The second research question of the dissertation regards the differences in dissolution outcomes between married and cohabiting parents in Germany.
The dissertation thus aims to link institutional regulations of welfare states with the actual income situation of families. To achieve this, a research design was developed that has never been used for the analysis of the economic consequences of family dissolution. For this, the two longest running panel datasets, German Socio-economic Panel (GSOEP) and the US American Panel Study of Income Dynamics (PSID), have been used. The analytic strategy applied to estimate the effects of family dissolution on household income is a difference-in-difference design combined with coarsened exact matching (CEM).
To begin with, the dissertation confirmed many findings of previous research, for example regarding the gender differences in family dissolution outcomes. Mothers experience clearly higher relative income losses and consequently higher risks of poverty than fathers. This finding is universal, that is it holds for both countries, for all time periods observed, and for all measures of economic outcome that were employed. Another confirmed finding is the higher level of welfare state intervention in Germany compared to the United States.
The dissertation also revealed a number of novel findings. The results show that the expansion of family policies in Germany over time has not been accompanied by substantially decreasing income losses for mothers. Though income losses have slightly decreased over time, they have become more persistent during the years following family dissolution. The impact of the German welfare state has meanwhile been quite stable.
American mothers’ income losses took place on a slightly lower level than those of German mothers. Only during the 1980s their relative losses were clearly lower than those of German mothers. And also American mothers did not recover as much from their income losses during the 2000s than they used to during the 1980s. For them, the 1996 welfare reform brought a considerable decrease in welfare state support. Accordingly, the results for American mothers can certainly be described as a shift from public to private provision.
The general finding of previous studies that fathers do not have to suffer income losses, or if at all rather moderate ones compared to mothers, can be confirmed. Nevertheless, both German and US American fathers face a deterioration of the economic consequences of family dissolution over time. German fathers’ relative income changes are still positive though they have decreased over time. One reason for this decrease is the increasing loss of partner earnings following union dissolution. Also among American fathers, income gains still prevail in the year of family dissolution. Two years later, however, they have been facing income losses already since the 1980s which have furthermore increased considerably over time.
Zooming in on Germany, family dissolution outcomes by marital status show negligible differences between cohabiting and married mothers in disposable income, but considerable differences in losses of income before taxes and transfers. It is the impact of the welfare state that equalizes the differences in income losses between these two groups of mothers. For married mothers, losses are not as high in the year of event but they have difficulties to recover from these losses. Without the income buffering of the welfare state, married mothers would, three years after family dissolution, remain with relative income losses double as high as for cohabiting mothers.
Compared to mothers, differences between married and cohabiting fathers are visible in changes of income before as well as after taxes and transfers. The welfare state does not alter the difference between the two groups of fathers. With regard to both income concepts, cohabiting fathers fare worse than married fathers. Cohabiting fathers suffer moderate income losses of disposable income while married fathers experience moderate income gains. Accounting for support payments is decisive for fathers’ income changes. If these payments are not deducted from disposable income, both married and cohabiting fathers experience gains in disposable income following family dissolution.
Information flows in EU policy-making are heavily dependent on personal networks, both within the Brussels sphere but also reaching outside the narrow limits of the Belgian capital. These networks develop for example in the course of formal and informal meetings or at the sidelines of such meetings. A plethora of committees at European, transnational and regional level provides the basis for the establishment of pan-European networks. By studying affiliation to those committees, basic network structures can be uncovered. These affiliation network structures can then be used to predict EU information flows, assuming that certain positions within the network are advantageous for tapping into streams of information while others are too remote and peripheral to provide access to information early enough. This study has tested those assumptions for the case of the reform of the Common Fisheries Policy for the time after 2012. Through the analysis of an affiliation network based on participation in 10 different fisheries policy committees over two years (2009 and 2010), network data for an EU-wide network of about 1300 fisheries interest group representatives and more than 200 events was collected. The structure of this network showed a number of interesting patterns, such as – not surprisingly – a rather central role of Brussels-based committees but also close relations of very specific interests to the Brussels-cluster and stronger relations between geographically closer maritime regions. The analysis of information flows then focused on access to draft EU Commission documents containing the upcoming proposal for a new basic regulation of the Common Fisheries Policy. It was first documented that it would have been impossible to officially obtain this document and that personal networks were thus the most likely sources for fisheries policy actors to obtain access to these “leaks” in early 2011. A survey of a sample of 65 actors from the initial network supported these findings: Only a very small group had accessed the draft directly from the Commission. Most respondents who obtained access to the draft had received it from other actors, highlighting the networked flow of informal information in EU politics. Furthermore, the testing of the hypotheses connecting network positions and the level of informedness indicated that presence in or connections to the Brussels sphere had both advantages for overall access to the draft document and with regard to timing. Methodologically, challenges of both the network analysis and the analysis of information flows but also their relevance for the study of EU politics have been documented. In summary, this study has laid the foundation for a different way to study EU policy-making by connecting topical and methodological elements – such as affiliation network analysis and EU committee governance – which so far have not been considered together, thereby contributing in various ways to political science and EU studies.

How and under what conditions were the post-Taleban Civil Service Reforms of Afghanistan initiated? What were the main components of the reforms? What were their objectives and to which extent were they achieved? Who were the leading domestic and foreign actors involved in the process? Finally, what specific factors influenced the success and failure Afghanistan’s Civil Service Reforms since 2002? Guided by such fundamental questions, this research studies the wicked process of reforming the Afghan civil service in an environment where a variety of contextual, programmatic, and external factors affected the design and implementation of reforms that were entirely funded and technically assisted by the international community.
Focusing on the core components of reforms—recruitment, remuneration, and appraisal of civil servants—the qualitative study provides a detailed picture of the pre-reform civil service and its major human resources developments in the past. Following discussions on the content and purposes of the main reform programs, it will then analyze the extent of changes in policies and practices by examining the outputs and effects of these reforms.
Moreover, the study defines the specific factors that led the reforms toward a situation where most of the intended objectives remain unachieved. Doing so, it explores and explains how an overwhelming influence of international actors with conflicting interests, large-scale corruption, political interference, networks of patronage, institutionalized nepotism, culturally accepted cronyism and widespread ethnic favoritism created a very complex environment and prevented the reforms from transforming Afghanistan’s patrimonial civil service into a professional civil service, which is driven by performance and merit.
This study was inspired by the desire to contribute to literature on performance management from the context of a developing country. The guiding research questions were: How do managers use performance information in decision making? Why do managers use performance information the way they do? The study was based on theoretical strands of neo-patrimonialism and new institutionalism. The nature of the inquiry informed the choice of a qualitative case study research design. Data was assembled through face-to-face interviews, some observations, and collection of documents from managers at the levels of the directorate, division, and section/units. The managers who were the focus of this study are current or former staff members of the state departments in Kenya’s national Ministry of Agriculture, Livestock, and Fisheries as well as from departments responsible for coordination of performance related reforms.
The findings of this study show that performance information is regularly produced but its use by managers varies. Examples of use include preparing reports to external bodies, making decisions for resource re-allocation, making recommendations for rewards and sanctions, and policy advisory. On categorizing the forms of use as passive, purposeful, political or perverse, evidence shows that they overlap and that some of the forms are so closely related that it is difficult to separate them empirically.
On what can explain the forms of use established, four factors namely; political will and leadership; organizational capacity; administrative culture; and managers’ interests and attitudes, were investigated. While acknowledging the interrelatedness and even overlapping of the factors, the study demonstrates that there is explanatory power to each though with varying depth and scope. The study thus concludes that: Inconsistent political will and leadership for performance management reforms explain forms of use that are passive, political and perverse. Low organizational capacity could best explain passive and some limited aspects of purposeful use. Informal, personal and competitive administrative culture is associated with purposeful use and mostly with political and perverse use. Limited interest and apprehensive attitude are best associated with passive use.
The study contributes to the literature particularly in how institutions in a context of neo-patrimonialism shape performance information use. It recommends that further research is necessary to establish how neo-patrimonialism positively affects performance oriented reforms. This is interesting in particular given the emerging thinking on pockets of effectiveness and developmental patrimonialism. This is important since it is expected that performance related reforms will continue to be advocated in developing countries in the foreseeable future.
This cumulative dissertation consists of five chapters. In terms of research content, my thesis can be divided into two parts. Part one examines local interactions and spillover effects between small regional governments using spatial econometric methods. The second part focuses on patterns within municipalities and inspects which institutions of citizen participation, elections and local petitions, influence local housing policies.

This study argues that micro relations matter in peacekeeping. Asking what makes the implementation of peacekeeping interventions complex and how complexity is resolved, I find that formal, contractual mechanisms only rarely effectively reduce complexity – and that micro relations fill this gap. Micro relations are personal relationships resulting from frequent face-to-face interaction in professional and – equally importantly – social contexts.
This study offers an explanation as to why micro relations are important for coping with complexity, in the form of a causal mechanism. For this purpose, I bring together theoretical and empirical knowledge: I draw upon the current debate on ‘institutional complexity’ (Greenwood et al. 2011) in organizational institutionalism as well as original empirical evidence from a within-case study of the peacekeeping intervention in Haiti, gained in ten weeks of field research. In this study, scholarship on institutional complexity serves to identify theoretical causal channels which guide empirical analysis. An additional, secondary aim is pursued with this mechanism-centered approach: testing the utility of Beach and Pedersen’s (2013) theory-testing process tracing.
Regarding the first research question – what makes the implementation of peacekeeping interventions complex –, the central finding is that complexity manifests itself in the dual role of organizations as cooperation partners and competitors for (scarce) resources, turf and influence. UN organizations, donor agencies and international NGOs implementing peacekeeping activities in post-conflict environments have chronic difficulty mastering both roles because they entail contradictory demands: effective cooperation requires information exchange, resource and responsibility-sharing as well as external scrutiny, whereas prevailing over competitors demands that organizations conceal information, guard resources, increase relative turf and influence, as well as shield themselves from scrutiny. Competition fuels organizational distrust and friction – and impedes cooperation.
How is this complexity resolved? The answer to this second research question is that deep-seated organizational competition is routinely mediated – and cooperation motivated – in micro relations and micro interaction. Regular, frequent face-to-face interaction between individual organizational members generates social resources that help to transcend organizational distrust and conflict, most importantly familiarity with each other, personal trust and belief in reciprocity. Furthermore, informal conflict mediation and control mechanisms – namely, open discussion, mutual monitoring in direct interaction and social exclusion – enhance solidarity and mutual support.
In my dissertation on 'Security Cooperation as a Way to Stop the Spread of Nu-clear Weapons? Nuclear Nonproliferation Policies of the United States towards the Federal Republic of Germany and Israel, 1945-1968', I study the use of security assistance as nonproliferation policy. I use insights of the Structural Realist and the Rational Institutionalist theories of International Relations to explain, respectively, important foreign policy goals and the basic orientation of policies, on the one hand, and the practical workings and effects of security cooperation on states’ behavior, on the other hand. Moreover, I consider the relations of the United States (US) with the two states in light of bargaining theory to explain the level of US ability to press other states to its preferred courses of action. The study is thus a combination of theory proposing and testing and historic description and explanation. It is also policy-relevant as I seek general lessons regarding the use of security cooperation as nonproliferation policy. I show that the US sought to keep the Federal Republic of Germany (FRG) from acquiring nuclear weapons in order to avoid crises with Moscow and threats to the cohesion of NATO. But the US also saw it as necessary to credibly guarantee the security of the FRG and treat it well in order to ensure that it would remain satisfied as an ally and without own nuclear weapons. Through various institutionalized security cooperation schemes, the US succeeded in this – though the FRG did acquire an option to produce nuclear weapons. The US opposed Israel’s nuclear weapon ambitions in turn because of an expectation that Arab states’ reactions could otherwise result in greater tension and risks of escalation and a worse balance-of-power in the area. But as also a US-Israel alliance could have led to stronger Arab-Soviet ties and thus a worse balance-of-power, and as it was not in US in-terest to be tied to Israel’s side in all regional issues, the US was not prepared to guarantee Israel’s security in a formal, credible way like it did in West Germany’s case. The US failed to persuade Israel to forgo producing nuclear weapons but gradually, an opaque nu-clear status combined with US arms sales that helped Israel to maintain a conventional military advantage over Arabs emerged as a solution to Israel’s security strategy. Because of perceptions that Israel and the FRG had also other options than cooperation with the US, and because the US ability to punish them for unwanted action was limited, these states were able to offer resistance when the US pressed its nonproliferation stance on them.
This PhD thesis is essentially a collection of six sequential articles on dynamics of accountability in the reformed employment and welfare administration in different countries. The first article examines how recent changes in the governance of employment services in three European countries (Denmark, Germany and Norway) have influenced accountability relationships from a very wide-ranging perspective. It starts from the overall assumption in the literature that accountability relationships are becoming more numerous and complex, and that these changes may lead to multiple accountability disorder. The article explores these assumptions by analyzing the different actors involved and the information requested in the new governance arrangements in all three countries. It concludes that the considerable changes in organizational arrangements and more managerial information demanded and provided have led to more shared forms of accountability. Nevertheless, a clear development towards less political or administrative accountability could not be observed.
The second article analyzes how the structure and development of reform processes affect accountability relationships and via what mechanisms. It is distinguished between an instrumental perspective and an institutional perspective and each of these perspectives takes a different view on the link between reforms and concrete action and results. By taking the welfare reforms in Norway and Germany as an example, it is shown that the reform outcomes in both countries are the result of a complex process of powering, puzzling and institutional constraints where different situational interpretations of problems, interests and administrative legacies had to be balanced. Accountability thus results not from a single process of environmental necessity or strategic choice, but from a dynamic interplay between different actors and institutional spheres.
The third article then covers a specific instrument of public sector reforms, i.e. the increasing use of performance management. The article discusses the challenges and ambiguities between performance management and different forms of accountability based on the cases of the reformed welfare administration in Norway and Germany. The findings are that the introduction of performance management creates new accountability structures which influence service delivery, but not necessarily in the direction expected by reform agents. Observed unintended consequences include target fixation, the displacement of political accountability and the predominance of control aspects of accountability.
The fourth article analyzes the accountability implications of the increasingly marketized models of welfare governance. It has often been argued that relocating powers and discretion to private contractors involve a trade-off between democratic accountability and efficiency. However, there is limited empirical evidence of how contracting out shapes accountability or is shaped by alternative democratic or administrative forms of accountability. Along these lines the article examines employment service accountability in the era of contracting out in Germany, Denmark and Great Britain. It is found that market accountability instruments are complementary instruments, not substitutes. The findings highlight the importance of administrative and political instruments in legitimizing marketized service provision and shed light on the processes that lead to the development of a hybrid accountability model.
The fifth and sixth articles focus on the diagonal accountability relationships between public agencies, supreme audit institutions (SAI) and parental ministry or parliament.
The fifth article examines the evolving role of SAIs in Denmark, Germany and Norway focusing particularly on their contribution to public accountability and their ambivalent relationship with some aspects of public sector reform in the welfare sector. The article analyzes how SAIs assess New Public Management inspired reforms in the welfare sector in the three countries. The analysis shows that all three SAIs have taken on an evaluative role when judging New Public Management instruments. At the same time their emphasis on legality and compliance can be at odds with some of the operating principles introduced by New Public Management reforms.
The sixth article focuses on the auditing activities of the German SAI in the field of labor market administration as a single in-depth case study. The purpose is to analyze how SAIs gain impact in diagonal accountability settings. The results show that the direct relationship between auditor and auditee based on cooperation and trust is of outstanding importance for SAIs to give effect to their recommendations. However, if an SAI has to rely on actors of diagonal accountability, it is in a vulnerable position as it might lose control over the interpretation of its results.
In the past decades, development cooperation (DC) led by conventional bi- and multilateral donors has been joined by a large number of small, private or public-private donors. This pluralism of actors raises questions as to whether or not these new donors are able to implement projects more or less effectively than their conventional counterparts. In contrast to their predecessors, the new donors have committed themselves to be more pragmatic, innovative and flexible in their development cooperation measures. However, they are also criticized for weakening the function of local civil society and have the reputation of being an intransparent and often controversial alternative to public services. With additional financial resources and their new approach to development, the new donors have been described in the literature as playing a controversial role in transforming development cooperation. This dissertation compares the effectiveness of initiatives by new and conventional donors with regard to the provision of public goods and services to the poor in the water and sanitation sector in India.
India is an emerging country but it is experiencing high poverty rates and poor water supply in predominantly rural areas. It lends itself for analyzing this research theme as it is currently being confronted by a large number of actors and approaches that aim to find solutions for these challenges .
In the theoretical framework of this dissertation, four governance configurations are derived from the interaction of varying actor types with regard to hierarchical and non-hierarchical steering of their interactions. These four governance configurations differ in decision-making responsibilities, accountability and delegation of tasks or direction of information flow. The assumption on actor relationships and steering is supplemented by possible alternative explanations in the empirical investigation, such as resource availability, the inheritance of structures and institutions from previous projects in a project context, gaining acceptance through beneficiaries (local legitimacy) as a door opener, and asymmetries of power in the project context.
Case study evidence from seven projects reveals that the actors' relationship is important for successful project delivery. Additionally, the results show that there is a systematic difference between conventional and new donors. Projects led by conventional donors were consistently more successful, due to an actor relationship that placed the responsibility in the hands of the recipient actors and benefited from the trust and reputation of a long-term cooperation. The trust and reputation of conventional donors always went along with a back-up from federal level and trickled down as reputation also at local level implementation. Furthermore, charismatic leaders, as well as the acquired structures and institutions of predecessor projects, also proved to be a positive influencing factor for successful project implementation.
Despite the mixed results of the seven case studies, central recommendations for action can be derived for the various actors involved in development cooperation. For example, new donors could fulfill a supplementary function with conventional donors by developing innovative project approaches through pilot studies and then implementing them as a supplement to the projects of conventional donors on the ground. In return, conventional donors would have to make room the new donors by integrating their approaches into already programs in order to promote donor harmonization. It is also important to identify and occupy niches for activities and to promote harmonization among donors on state and federal sides.
The empirical results demonstrate the need for a harmonization strategy of different donor types in order to prevent duplication, over-experimentation and the failure of development programs. A transformation to successful and sustainable development cooperation can only be achieved through more coordination processes and national self-responsibility.

Is global governance characterized by overlap and fragmentation, or by coordination and harmonization? There are two rather different narratives about the worlds in which international organizations (IOs) live. One way or another, IOs are part of a broader environment and engage in relations with other actors in it. Rather than being detached from their environment, IOs are shaped by and respond to developments taking place within it (e.g., overlap). Thus, the general research interest of this dissertation lies in organizational responses to such environmental developments. Therein, the emphasis is placed on IO positionality, meaning the position of an IO within a “web” of interorganizational relations, or, more precisely, an IO’s position within an organizational field as a specification of the IO environment.
Against this background, the dissertation poses the following research question: How does an IO’s position within an organizational field shape its responses to developments of the field? In that, three subquestions are advanced: Which position does an IO occupy within the organizational field? How does an IO perceive the organizational field? How does an IO respond to developments and features of the field? Theoretically, the dissertation combines an open system perspective on IOs with two variants of field theory inspired by Bourdieu and by DiMaggio and Powell. Building on the central concept of the organizational field, the dissertation understands IOs as actors with agency. Empirically, the dissertation consists of a qualitative, comparative study and analyzes two IOs located within the organizational field of global food security governance. I select IOs that occupy different positions within the field of food security governance, namely an IO at the core of the field (the United Nations Food and Agriculture Organization, or FAO) and an IO at the periphery of the field (the United Nations Industrial Development Organization, or UNIDO). I compare and analyze their respective perceptions of the field of food security governance, including their own role and their understandings of food security, and their responses over time. To investigate these IOs’ perceptions and responses over time, the method of choice consists of a qualitative content analysis of a wide range of organizational documents (e.g., governing bodies’ reports).
The main argument this dissertation advances is as follows: The position that an IO occupies within an organizational field influences how the organization perceives its environment—in particular, features of and developments within this environment. Against this background, the main findings of this dissertation are as follows: Overall, FAO and UNIDO both perceive proliferation, overlap, and duplication as relevant developments of the organizational field of global food security governance over time. While both IOs see developments in the field of food security governance (e.g., overlap and duplication) as problematic given their detrimental effects for food security governance, FAO and UNIDO differ in decisive regards. Whereas FAO holds a narrative that other actors were responsible for this state of affairs, and thus responsible for reducing or even eliminating overlap and duplication, UNIDO perceives these developments differently. UNIDO acknowledges its own role in the development of overlap and duplication, and therefore also sees a role for itself in addressing these developments. The two IOs thus differ in what they understand to be the causes and historical priors of field-specific developments. Furthermore, while both FAO and UNIDO attempt to demonstrate that they are constructive players within the UN development system, the two IOs differ in their responses: While FAO engages in balancing by voicing its commitment to UN processes and to coordination, yet early on making different reservations, UNIDO, in contrast, engages in UN processes without similar reservations. Accordingly, the two IOs also differ on the responses they employ to field-level harmonization demands.
The dissertation makes several contributions. Theoretically, I contribute an innovative argument on the influence of perceptions for organizational responses to developments in the IOs’ environment. This argument may help us to better understand how IOs as actors embedded within an organizational field deal with changes evolving within these fields. Empirically, I scrutinize developments in food security governance, such as proliferation and overlap, through the eyes of IOs in the field. While proliferation, overlap, and duplication are often referred to in academic debates on food security governance, we do not yet actually understand these phenomena very well. To this, I contribute a study that analyzes IO perceptions of these developments in the field, thus resulting in a more in-depth and nuanced picture of how IOs perceive these developments as a central type of actor in food security governance. Next, to this emphasis on the IO perspective, I also inductively develop a spectrum of IO responses to field developments, ranging from expanding scope to defending turf. Finally, I also make a methodological-conceptual contribution: While concepts such as “position” are well-known, they are sometimes drawn on without developing a clear foundation of how to assess different positions. I thus add an approach for bringing this concept of position to life by developing a range of criteria that can be used to approximate an IO’s position within an organizational field, depending on different types of capital.
This study assesses and explains international bureaucracies’ performance and role as policy advisors and as expert authorities from the perspective of domestic stakeholders. International bureaucracies are the secretariats of international organizations that carry out their work including generating knowledge, providing policy advice and implementing policy programs and projects. Scholars increasingly regard them as governance actors that are able to influence global and domestic policy making. In order to explain this influence, research has mainly focused on international bureaucracies’ formal features and/or staff characteristics. The way in which they are actually perceived by their domestic stakeholders, in particular by national bureaucrats, has not been systematically studied. Yet, this is equally important, given that they represent international bureaucracies’ addressees and are actors that (potentially) make use of international bureaucracies’ policy advice, which can be seen as an indicator for international bureaucracies’ influence. Accordingly, I argue that domestic stakeholders’ assessments can likewise contribute to explaining international bureaucracies’ influence.
The overarching research questions the study addresses are what are national stakeholders’ perspectives on international bureaucracies and under which conditions do they consider international bureaucracies’ policy advice? In answering these questions, I focus on three specific organizational features that the literature has considered important for international bureaucracies’ independent influence, namely international bureaucracies’ performance and their role as policy advisors and as expert authorities. These three features are studied separately in three independent articles, which are presented in Part II of this article-based dissertation.
To answer the research questions, I draw on novel data from a global survey among ministry officials of 121 countries. The survey captures ministry officials’ assessments of international bureaucracies’ features and their behavior with respect to international bureaucracies’ policy advice. The overall sample comprises the bureaucracies of nine global and nine regional international organizations in eight thematic areas in the policy fields of agriculture and finance.
The overall finding of this study is that international bureaucracies’ performance and their role as policy advisors and expert authorities as perceived by ministry officials are highly context-specific and relational. These features vary not only across international bureaucracies but much more intra-organizationally across the different thematic areas that an international bureaucracy addresses, i.e. across different thematic contexts. As far as to the relational nature of international bureaucracies’ features, the study generally finds strong variation across the assessments by ministry officials from different countries and across thematic areas. Hence, the findings highlight that it is likewise important to study international bureaucracies via the perspective of their stakeholders and to take account of the different thematic areas and contexts in which international bureaucracies operate.
The study contributes to current research on international bureaucracies in various ways. First, it directly surveys one important type of domestic stakeholders, namely national ministry officials, as to how they evaluate certain aspects of international bureaucracies instead of deriving them from their structural features, policy documents or assessments by their staff. Furthermore, the study empirically tests a range of theoretical hypotheses derived from the literature on international bureaucracies’ influence, as well as related literature. Second, the study advances methods of assessing international bureaucracies through a large-N, cross-national expert survey among ministry officials. A survey of this type of stakeholder and of this scope is – to my knowledge – unprecedented. Yet, as argued above, their perspectives are equally important for assessing and explaining international bureaucracies’ influence. Third, the study adapts common theories of international bureaucracies’ policy influence and expert authority to the assessments by ministry officials. In so doing, it tests hypotheses that are rooted in both rationalist and constructivist accounts and combines perspectives on international bureaucracies from both International Relations and Public Administration. Empirically supporting and challenging these hypotheses further complements the theoretical understanding of the determinants of international bureaucracies’ influence among national bureaucracies from both rationalist and constructivist perspectives.
Overall, this study advances our understanding of international bureaucracies by systematically taking into account ministry officials’ perspectives in order to determine under which conditions international bureaucracies are perceived to perform well and are able to have an effect as policy advisors and expert authorities among national bureaucracies. Thereby, the study helps to specify to what extent international bureaucracies – as global governance actors – are able to permeate domestic governance via ministry officials and, thus, contribute to the question of why some international bureaucracies play a greater role and are ultimately able to have more influence than others.
The background of civil service reform in Indonesia reveals the emergence of the reformation movement in 1998, following the fall of the authoritarian New Order regime. The reformation movement has seen the introduction of reforms in Indonesia's various governmental institutions, including the civil service. The civil service reforms were marked by the revision of Act 8/ 74 with Act 43 of 1999 on Civil Service Administration. The implementation of the civil service reform program, which was carried out by both central and local governments, required cooperation between the actors (in particular, Ministries, agencies and local governments), known as coordination.
Currently, the coordination that occurs between actors tends to be rigid and hierarchical. As a result, targets are not efficiently and effectively met. Hierarchical coordination, without a strong public sector infrastructure, tends to have a negative impact on achieving the desired outcomes of the civil service reform program. As an intrinsic part of the New Order regime, hierarchical coordination resulted in inefficiency and lack of efficacy. Despite these inefficiencies, the administration and the political environment have changed significantly as a result of the reform process.
Obvious examples of the reforms are changes in recruitment patterns, placement and remuneration policies. However, in the case of Indonesia, it appears that every state institution has its own policy. Thus, it appears that there has not been policy coherence in the civil service reform program, resulting in the lack of a sustainable program. The important thing to examine is how the coordination mechanisms of the civil service reform program in the central government have developed during the reform era in Indonesia
The purpose of this study is to analyse the linkages between coordination mechanisms and the actual implementation of civil service reform programs. This is undertaken as a basis for intervention based on the structures and patterns of coordination mechanisms in the implementation of civil service reform programs. The next step is to formulate the development coordination mechanisms, particularly to create structures and patterns of civil service reforms which are more sustainable to the specific characteristics of public sector organisations in Indonesia.
The benefits of this research are a stronger understanding of the linkages between the mechanisms of coordination and implementation of civil service reform programs. Through this analysis, the findings can then be applied as a basic consideration in planning a sustainable civil service reform program. In the basis of theoretical issues concerning the linkages between coordination mechanisms and implementation of civil service reform program sustainability, this book explores the type of coordination, which is needed to test the proportional and sustainable concept of the intended civil service reform program in Indonesia.
Research conducted through studies, surveys and donors has shown that poor coordination is the major hindrance to the civil service program reform in Indonesia. This research employs a qualitative approach. In this study, the coordination mechanisms and implementations of civil service reform programs are demonstrated by means of case studies of the State Ministry for Administrative Reform, the National Civil Service Agency and the National Public Administration Institute. The coordination mechanisms in these Ministries and agencies were analysed using indicators of effective and efficient coordination. The analysis of the coordination mechanisms shows a tendency towards rigid hierarchical coordination. This raises concerns about fragmentation among departments and agencies at the central government level and calls for integrated civil service reform both at central and local governmental levels. In the context of implementation programs, a hierarchical mechanism of coordination leverages on various aspects, such as the program formulation, implementation flow of the program, the impact of policies, and achievement targets. In particular, there was a shift process of the mainstream civil service reform in the Ministries and agencies which are marked by the emergence of sectoral interest and inefficiencies in the civil service reform program. The primary result of successful civil service reform is increased professionalism in the civil service.
The findings on hierarchical mechanisms and the prescriptions which will follow show that the professionalism of Indonesia’s civil service is at stake. The implementation of the program through coordination mechanisms in Ministries and agencies is measured in various dimensions: the centre of coordination, integration of coordination, sustainability of coordination and multidimensionality of coordination.
The results of this analysis show that coordination mechanisms and the implementation of civil service reform are more successful when they are integration rather than hierarchical mechanisms. For a successful implementation of the reform program, it is crucial to intervene and change the type of coordination at the central government through the integration approach (hierarchy, market, and network). Furthermore, in order to move towards the integration type mechanism of coordination the separation of the administration and politics in the practice of good governance needs to be carried out immediately and simultaneously. Based on this analysis, it can be concluded that the integration type mechanism of coordination is a suitable for Indonesia for a sustainable civil service reform program. Finally, to achieve coherent civil service reforms, national policies developed according to the central government's priorities are indispensable, establishing a coordination mechanism that can be adhered to throughout all reform sectors.
This dissertation investigates the impact of the economic and fiscal crisis starting in 2008 on EU climate policy-making. While the overall number of adopted greenhouse gas emission reduction policies declined in the crisis aftermath, EU lawmakers decided to introduce new or tighten existing regulations in some important policy domains. Existing knowledge about the crisis impact on EU legislative decision-making cannot explain these inconsistencies. In response, this study develops an actor-centred conceptual framework based on rational choice institutionalism that provides a micro-level link to explain how economic crises translate into altered policy-making patterns. The core theoretical argument draws on redistributive conflicts, arguing that tensions between ‘beneficiaries’ and ‘losers’ of a regulatory initiative intensify during economic crises and spill over to the policy domain. To test this hypothesis and using social network analysis, this study analyses policy processes in three case studies: The introduction of carbon dioxide emission limits for passenger cars, the expansion of the EU Emissions Trading System to aviation, and the introduction of a regulatory framework for biofuels. The key finding is that an economic shock causes EU policy domains to polarise politically, resulting in intensified conflict and more difficult decision-making. The results also show that this process of political polarisation roots in the industry that is the subject of the regulation, and that intergovernmental bargaining among member states becomes more important, but also more difficult in times of crisis.
This study follows the debate in comparative public administration research on the role of advisory arrangements in central governments. The aim of this study is to explain the mechanisms by which these actors gain their alleged role in government decision-making. Hence, it analyses advisory arrangements that are proactively involved in executive decision-making and may compete with the permanent bureaucracy by offering policy advice to political executives. The study argues that these advisory arrangements influence government policy-making by "institutional politics", i.e. by shaping the institutional underpinnings to govern or rather the "rules of the executive game" in order to strengthen their own position or that of their clients. The theoretical argument of this study follows the neo-institutionalist turn in organization theory and defines institutional politics as gradual institutionalization processes between institutions and organizational actors. It applies a broader definition of institutions as sets of regulative, normative and cognitive pillars. Following the "power-distributional approach" such gradual institutionalization processes are influenced by structure-oriented characteristics, i.e. the nature of the objects of institutional politics, in particular the freedom of interpretation in their application, as well as the distinct constraints of the institutional context. In addition, institutional politics are influenced by agency-oriented characteristics, i.e. the ambitions of actors to act as "would-be change agents". These two explanatory dimensions result in four ideal-typical mechanisms of institutional politics: layering, displacement, drift, and conversion, which correspond to four ideal-types of would-be change agents. The study examines the ambitions of advisory arrangements in institutional politics in an exploratory manner, the relevance of the institutional context is analyzed via expectation hypotheses on the effects of four institutional context features that are regarded as relevant in the scholarly debate: (1) the party composition of governments, (2) the structuring principles in cabinet, (3) the administrative tradition, and (4) the formal politicization of the ministerial bureaucracy. The study follows a "most similar systems design" and conducts qualitative case studies on the role of advisory arrangements at the center of German and British governments, i.e. the Prime Minister’s Office and the Ministry of Finance, for a longer period (1969/1970-2005). Three time periods are scrutinized per country; the British case studies examine the role of advisory arrangements at the Cabinet Office, the Prime Minister's Office, and the Ministry of Finance under Prime Ministers Heath (1970-74), Thatcher (1979-87) and Blair (1997-2005). The German case studies study the role of advisory arrangements at the Federal Chancellery and the Federal Ministry of Finance during the Brandt government (1969-74), the Kohl government (1982-1987) and the Schröder government (1998-2005). For the empirical analysis, the results of a document analysis and the findings of 75 semi-structured expert interviews have been triangulated. The comparative analysis reveals different patterns of institutional politics. The German advisory arrangements engaged initially in displacement but turned soon towards layering and drift, i.e. after an initial displacement of the pre-existing institutional underpinnings to govern they laid increasingly new elements onto existing ones and took the non-deliberative decision to neglect the adaption of existing rules of the executive game towards changing environmental demands. The British advisory arrangements were mostly involved in displacement and conversion, despite occasional layering, i.e. they displaced the pre-existing institutional underpinnings to govern with new rules of the executive game and transformed and realigned them, sometimes also layering new elements onto pre-existing ones. The structure- and agency-oriented characteristics explain these patterns of institutional politics. First, the study shows that the institutional context limits the institutional politics in Germany and facilitates the institutional politics in the UK. Second, the freedom of interpreting the application of institutional targets is relevant and could be observed via the different ambitions of advisory arrangements across countries and over time, confirming, third, that the interests of such would-be change agents are likewise important to understand the patterns of institutional politics. The study concludes that the role of advisory arrangements in government policy-making rests not only upon their policy-related, party-political or media-advisory role for political executives, but especially upon their activities in institutional politics, resulting in distinct institutional constraints on all actors in government policy-making – including their own role in these processes.

Das ist teilweise eine Reflektion der politischen Ökonomie von Demokratieförderung, in der sie Beispielen im Inland erzeugter demokratischer Durchbrüche folgt. Dennoch kann eine wissenschaftliche Analyse externer Einflüsse auf interne Veränderungen sich nicht nur auf Fälle erfolgreicher Demokratieentwicklung beziehen, sondern muss Beispiele von Regimeveränderungen, die nicht in einer Demokratie resultierten, berücksichtigen, um Selektionsvorurteile zu vermeiden und die kausalen Mechanismen zu isolieren, die für einen demokratischen Wandel notwendig sind, neben dem Zusammenbruch eines autoritären Regimes und einer Liberalisierung.
In dieser Studie dienen Marokko und Tunesien als Fallbeispiele, Länder, die nach langjähriger Diktaturerfahrung versuchen demokratische Strukturen aufzubauen und sich anderen Herausforderungen stellen müssen als sich demokratisierende Regime, die über einen relativ effektiven Staat verfügen.
Da es wenig Austausch zwischen Analysten von demokratischen Übergängen, Konsolidierung und Post-Konflikt Staatenbildung gab, überrascht, dass diese radikal unterschiedliche Situation von demokratischem Wandel und variierenden Rollen externer Akteure in jeder Kategorie bisher nicht differenziert wurde. Die Studie widmet sich den hieraus resultierenden Kernfragen: „Wie, Warum und durch Was wird Demokratieförderung durch externe Akteure funktionieren?“
Die Frage nach dem „Wie“ ist hier die schwierigste, es ist eine Frage nach den Methoden und Strategien des Demokratisierungsprozesses sowie der Unterstützung, die sorgfältig durchdachte Techniken und ihre breite Akzeptanz durch eine Vielzahl von Partner erfordert. Antwort auf die Frage nach dem „Was“ und „Warum“ hingegen findet sich in der Grundlage schlechter Regierungsarbeit und schlechter Wirtschaftsleistung, die zu Aufständen der Bevölkerung führen. Die Resultate der Studie tragen zum Fortschritt in der Demokratieförderung bei.
Challenging Khmer citizenship : minorities, the state, and the international community in Cambodia

The idea of a distinctly ‘liberal’ form of multiculturalism has emerged in the theory and practice of Western democracies and the international community has become actively engaged in its global dissemination via international norms and organizations. This thesis investigates the internationalization of minority rights, by exploring state-minority relations in Cambodia, in light of Will Kymlicka’s theory of multicultural citizenship. Based on extensive empirical research, the analysis explores the situation and aspirations of Cambodia’s ethnic Vietnamese, highland peoples, Muslim Cham, ethnic Chinese and Lao and the relationships between these groups and the state. All Cambodian regimes since independence have defined citizenship with reference to the ethnicity of the Khmer majority and have - often violently - enforced this conception through the assimilation of highland peoples and the Cham and the exclusion of ethnic Vietnamese and Chinese. Cambodia’s current constitution, too, defines citizenship ethnically. State-sponsored Khmerization systematically privileges members of the majority culture and marginalizes minority members politically, economically and socially. The thesis investigates various international initiatives aimed at promoting application of minority rights norms in Cambodia. It demonstrates that these initiatives have largely failed to accomplish a greater degree of compliance with international norms in practice. This failure can be explained by a number of factors, among them Cambodia’s neo-patrimonial political system, the geo-political fears of a ‘minoritized’ Khmer majority, the absence of effective regional security institutions, the lack of minority access to political decision-making, the significant differences between international and Cambodian conceptions of modern statehood and citizenship and the emergence of China as Cambodia’s most important bilateral donor and investor. Based on this analysis, the dissertation develops recommendations for a sequenced approach to minority rights promotion, with pragmatic, less ambitious shorter-term measures that work progressively towards achievement of international norms in the longer-term.

Translating innovation

This doctoral thesis studies the process of innovation adoption in public administrations, addressing the research question of how an innovation is translated to a local context. The study empirically explores Design Thinking as a new problem-solving approach introduced by a federal government organisation in Singapore. With a focus on user-centeredness, collaboration and iteration Design Thinking seems to offer a new way to engage recipients and other stakeholders of public services as well as to re-think the policy design process from a user’s point of view. Pioneered in the private sector, early adopters of the methodology include civil services in Australia, Denmark, the United Kingdom, the United States as well as Singapore. Hitherto, there is not much evidence on how and for which purposes Design Thinking is used in the public sector.
For the purpose of this study, innovation adoption is framed in an institutionalist perspective addressing how concepts are translated to local contexts. The study rejects simplistic views of the innovation adoption process, in which an idea diffuses to another setting without adaptation. The translation perspective is fruitful because it captures the multidimensionality and ‘messiness’ of innovation adoption. More specifically, the overall research question addressed in this study is: How has Design Thinking been translated to the local context of the public sector organisation under investigation? And from a theoretical point of view: What can we learn from translation theory about innovation adoption processes?
Moreover, there are only few empirical studies of organisations adopting Design Thinking and most of them focus on private organisations. We know very little about how Design Thinking is embedded in public sector organisations. This study therefore provides further empirical evidence of how Design Thinking is used in a public sector organisation, especially with regards to its application to policy work which has so far been under-researched.
An exploratory single case study approach was chosen to provide an in-depth analysis of the innovation adoption process. Based on a purposive, theory-driven sampling approach, a Singaporean Ministry was selected because it represented an organisational setting in which Design Thinking had been embedded for several years, making it a relevant case with regard to the research question. Following a qualitative research design, 28 semi-structured interviews (45-100 minutes) with employees and managers were conducted. The interview data was triangulated with observations and documents, collected during a field research research stay in Singapore.
The empirical study of innovation adoption in a single organisation focused on the intra-organisational perspective, with the aim to capture the variations of translation that occur during the adoption process. In so doing, this study opened the black box often assumed in implementation studies. Second, this research advances translation studies not only by showing variance, but also by deriving explanatory factors. The main differences in the translation of Design Thinking occurred between service delivery and policy divisions, as well as between the first adopter and the rest of the organisation. For the intra-organisational translation of Design Thinking in the Singaporean Ministry the following five factors played a role: task type, mode of adoption, type of expertise, sequence of adoption, and the adoption of similar practices.
The thesis focuses on the inter-departmental coordination of adaptation and mitigation of demographic change in East Germany. All Eastern German States (Länder) have set up inter-departmental committees (IDCs) that are expected to deliver joint strategies to tackle demographic change. IDCs provide an organizational setting for potential positive coordination, i.e. a joint approach to problem solving that pools and utilizes the expertise of many departments in a constructive manner from the very beginning. Whether they actually achieve positive coordination is contested within the academic debate. This motivates the first research question of this thesis: Do IDCs achieve positive coordination?
Interdepartmental committees and their role in horizontal coordination within the core executive triggered interest among scholars already more than fifty years ago. However, we don’t know much about their actual importance for the inter-departmental preparation of cross-cutting policies. Until now, few studies can be found that analyzes inter-departmental committees in a comparative way trying to identify whether they achieve positive coordination and what factors shape the coordination process and output of IDCs.
Each IDC has a chair organization that is responsible for managing the interactions within the IDCs. The chair organization is important, because it organizes and structures the overall process of coordination in the IDC. Consequently, the chair of an IDC serves as the main boundary-spanner and therefore has remarkable influence by arranging meetings and the work schedule or by distributing internal roles. Interestingly, in the German context we find two organizational approaches: while some states decided to put a line department (e.g. Department of Infrastructure) in charge of managing the IDC, others rely on the State Chancelleries, i.e. the center of government.
This situation allows for comparative research design that can address the role of the State Chancellery in inter-departmental coordination of cross-cutting policies. This is relevant, because the role of the center is crucial when studying coordination within central government. The academic debate on the center of government in the German politico-administrative system is essentially divided into two camps. One camp claims that the center can improve horizontal coordination and steer cross-cutting policy-making more effectively, while the other camp points to limits to central coordination due to departmental autonomy. This debate motivates the second research question of this thesis: Does the State Chancellery as chair organization achieve positive coordination in IDCs?
The center of government and its role in the German politic-administrative system has attracted academic attention already in the 1960s and 1970s. There is a research desiderate regarding the center’s role during the inter-departmental coordination process. There are only few studies that explicitly analyze centers of government and their role in coordination of cross-cutting policies, although some single case studies have been published. This gap in the academic debate will be addressed by the answer to the second research question.
The dependent variable of this study is the chair organization of IDCs. The value of this variable is dichotomous: either an IDC is chaired by a Line department or by a State Chancellery. We are interested whether this variable has an effect on two dependent variables. First, we will analyze the coordination process, i.e. interaction among bureaucrats within the IDC. Second, the focus of this thesis will be on the coordination result, i.e. the demography strategies that are produced by the respective IDCs.
In terms of the methodological approach, this thesis applies a comparative case study design based on a most-similar-systems logic. The German Federalism is quite suitable for such designs. Since the institutional framework largely is the same across all states, individual variables and their effect can be isolated and plausibly analyzed. To further control for potential intervening variables, we will limit our case selection to states located in East Germany, because the demographic situation is most problematic in the Eastern part of Germany, i.e. there is a equal problem pressure. Consequently, we will analyze five cases: Thuringia, Saxony-Anhalt (line department) and Brandenburg, Mecklenburg-Vorpommern and Saxony (State Chancellery).
There is no grand coordination theory that is ready to be applied to our case studies. Therefore, we need to tailor our own approach. Our assumption is that the individual chair organization has an effect on the coordination process and output of IDCs, although all cases are embedded in the same institutional setting, i.e. the German politico-administrative system. Therefore, we need an analytical approach than incorporates institutionalist and agency-based arguments. Therefore, this thesis will utilize Actor-Centered Institutionalism (ACI). Broadly speaking, ACI conceptualizes actors’ behavior as influenced - but not fully determined - by institutions. Since ACI is rather abstract we need to adapt it for the purpose of this thesis. Line Departments and State Chancelleries will be modeled as distinct actors with different action orientations and capabilities to steer the coordination process. However, their action is embedded within the institutional context of governments, which we will conceptualize as being comprised of regulative (formal rules) and normative (social norms) elements.
World market governance

Democratic capitalism or liberal democracy, as the successful marriage of convenience between market liberalism and democracy sometimes is called, is in trouble. The market economy system has become global and there is a growing mismatch with the territoriality of the nation-states. The functional global networks and inter-governmental order can no longer keep pace with the rapid development of the global market economy and regulatory capture is all too common. Concepts like de-globalization, self-regulation, and global government are floated in the debate. The alternatives are analysed and found to be improper, inadequate or plainly impossible. The proposed route is instead to accept that the global market economy has developed into an independent fundamental societal system that needs its own governance. The suggestion is World Market Governance based on the Rule of Law in order to shape the fitness environment for the global market economy and strengthen the nation-states so that they can regain the sovereignty to decide upon the social and cultural conditions in each country. Elements in the proposed Rule of Law are international legislation decided by an Assembly supported by a Council, and an independent Judiciary. Existing international organisations would function as executors. The need for broad sustained demand for regulations in the common interest is identified.
In the debate on how to govern sustainable development, a central question concerns the interaction between knowledge about sustainability and policy developments. The discourse on what constitutes sustainable development conflict on some of the most basic issues, including the proper definitions, instruments and indicators of what should be ‘developed’ or ‘sustained’. Whereas earlier research on the role of (scientific) knowledge in policy adopted a rationalist-positivist view of knowledge as the basis for ‘evidence-based policy making’, recent literature on knowledge creation and transfer processes has instead pointed towards aspects of knowledge-policy ‘co-production’ (Jasanoff 2004). It is highlighted that knowledge utilisation is not just a matter of the quality of the knowledge as such, but a question of which knowledge fits with the institutional context and dominant power structures. Just as knowledge supports and justifies certain policy, policy can produce and stabilise certain knowledge. Moreover, rather than viewing knowledge-policy interaction as a linear and uni-directional model, this conceptualization is based on an assumption of the policy process as being more anarchic and unpredictable, something Cohen, March and Olsen (1972) has famously termed the ‘garbage-can model’.
The present dissertation focuses on the interplay between knowledge and policy in sustainability governance. It takes stock with the practice of ‘Management by Objectives and Results’ (MBOR: Lundqvist 2004) whereby policy actors define sustainable development goals (based on certain knowledge) and are expected to let these definitions guide policy developments as well as evaluate whether sustainability improves or not. As such a knowledge-policy instrument, Sustainability Indicators (SI:s) help both (subjectively) construct ‘social meaning’ about sustainability and (objectively) influence policy and measure its success. The different articles in this cumulative dissertation analyse the development, implementation and policy support (personal and institutional) of Sustainability Indicators as an instrument for MBOR in a variety of settings. More specifically, the articles centre on the question of how sustainability definitions and measurement tools on the one hand (knowledge) and policy instruments and political power structures on the other, are co-produced.
A first article examines the normative foundations of popular international SI:s and country rankings. Combining theoretical (constructivist) analysis with factor analysis, it analyses how the input variable structure of SI:s are related to different sustainability paradigms, producing a different output in terms of which countries (developed versus developing) are most highly ranked. Such a theoretical input-output analysis points towards a potential problem of SI:s becoming a sort of ‘circular argumentation constructs’. The article thus, highlights on a quantitative basis what others have noted qualitatively – that different definitions and interpretations of sustainability influence indicator output to the point of contradiction. The normative aspects of SI:s does thereby not merely concern the question of which indicators to use for what purposes, but also the more fundamental question of how normative and political bias are intrinsically a part of the measurement instrument as such. The study argues that, although no indicator can be expected to tell the sustainability ‘truth-out-there’, a theoretical localization of indicators – and of the input variable structure – may help facilitate interpretation of SI output and the choice of which indicators to use for what (policy or academic) purpose.
A second article examines the co-production of knowledge and policy in German sustainability governance. It focuses on the German sustainability strategy ‘Perspektiven für Deutschland’ (2002), a strategy that stands out both in an international comparison of national sustainability strategies as well as among German government policy strategies because of its relative stability over five consecutive government constellations, its rather high status and increasingly coercive nature. The study analyses what impact the sustainability strategy has had on the policy process between 2002 and 2015, in terms of defining problems and shaping policy processes. Contrasting rationalist and constructivist perspectives on the role of knowledge in policy, two factors, namely the level of (scientific and political) consensus about policy goals and the ‘contextual fit’ of problem definitions, are found to be main factors explaining how different aspects of the strategy is used. Moreover, the study argues that SI:s are part of a continuous process of ‘structuring’ in which indicator, user and context factors together help structure the sustainability challenge in such a way that it becomes more manageable for government policy.
A third article examines how 31 European countries have built supportive institutions of MBOR between 1992 and 2012. In particular during the 1990s and early 2000s much hope was put into the institutionalisation of Environmental Policy Integration (EPI) as a way to overcome sectoral thinking in sustainability policy making and integrate issues of environmental sustainability into all government policy. However, despite high political backing (FN, EU, OECD), implementation of EPI seems to differ widely among countries. The study is a quantitative longitudinal cross-country comparison of how countries’ ‘EPI architectures’ have developed over time. Moreover, it asks which ‘EPI architectures’ seem to be more effective in producing more ‘stringent’ sustainability policy.
Organizations incorporate the institutional demands from their environment in order to be deemed legitimate and survive. Yet, complexifying societies promulgate multiple and sometimes inconsistent institutional prescriptions. When these prescriptions collide, organizations are said to face “institutional complexity”. How does an organization then incorporate incompatible demands? What are the consequences of institutional complexity for an organization? The literature provides contradictory conceptual and empirical insights on the matter. A central assumption, however, remains that internal incompatibilities generate tensions that, under certain conditions, can escalate into intractable conflicts, resulting in dysfunctionality and loss of legitimacy. The present research is an inquiry into what happens inside an organization when it incorporates complex institutional demands.
To answer this question, I focus on how individuals inside an organization interpret a complex institutional prescription. I examine how members of the French Development Agency interpret ‘results-based management’, a central but complex concept of organizing in the field of development aid. I use an inductive mixed methods design to systematically explore how different interpretations of results-based management relate to one another and to the organizational context in which they are embedded.
The results reveal that results-based management is a contested concept in the French Development Agency. I find multiple interpretations of the concept, which are attached to partly incompatible rationales about “who we are” and “what we do as an organization”. These rationales nevertheless coexist as balanced forces, without escalating into open conflict. The analysis points to four reasons for this peaceful coexistence of diverging rationales inside one and the same organization: 1) individuals’ capacity to manipulate different interpretations of a complex institutional demand, 2) the nature of interpretations, which makes them more or less prone to conflict, 3) the balanced distribution of rationales across the organizational sub-contexts and 4) the shared rules of interpretation provided by the larger socio-cultural context.
This research shows that an organization that incorporates institutional complexity comes to represent different, partly incompatible things to its members without being at war with itself. In doing so, it contributes to our knowledge of institutional complexity and organizational hybridity. It also advances our understanding of internal organizational legitimacy and of the translation of managerial concepts in organizations.
Since 1980 Iraq passed through various wars and conflicts including Iraq-Iran war, Saddam Hussein’s the Anfals and Halabja campaigns against the Kurds and the killing campaigns against Shiite in 1986, Saddam Hussein’s invasion of Kuwait in August 1990, the Gulf war in 1990, Iraq war in 2003 and the fall of Saddam, the conflicts and chaos in the transmission of power after the death of Saddam, and the war against ISIS . All these wars left severe impacts in most households in Iraq; on women and children in particular.
The consequences of such long wars could be observed in all sectors including economic, social, cultural and religious sectors. The social structure, norms and attitudes are intensely affected. Many women specifically divorced women found them-selves in challenging different difficulties such as social as well as economic situations. Thus the divorced women in Iraqi Kurdistan are the focus of this research.
Considering the fact that there is very few empirical researches on this topic, a constructivist grounded theory methodology (CGT) is viewed as reliable in order to come up with a comprehensive picture about the everyday life of divorced women in Iraqi Kurdistan. Data collected in Sulaimani city in Iraqi Kurdistan. The work of Kathy Charmaz was chosen to be the main methodological context of the research and the main data collection method was individual intensive narrative interviews with divorced women.
Women generally and divorced women specifically in Iraqi Kurdistan are living in a patriarchal society that passing through many changes due to the above mentioned wars among many other factors. This research is trying to study the everyday life of divorced women in such situations and the forms of social insecurity they are experiencing. The social institutions starting from the family as a very significant institution for women to the governmental and non-governmental institutions that are working to support women, and the copying strategies, are in focus in this research. The main research argument is that the family is playing ambivalent roles in divorced women’s life. For instance, on one side families are revealed to be an essential source of security to most respondents, on the other side families posed also many threats and restrictions on those women. This argument supported by what called by Suad joseph "the paradox of support and suppression" . Another important finding is that the stat institution(laws , constitutions ,Offices of combating violence against woman and family) are supporting women somehow and offering them protection from the insecurities but it is clear that the existence of the laws does not stop the violence against women in Iraqi Kurdistan, As explained by Pateman because the laws /the contract is a sexual-social contract that upholds the sex rights of males and grants them more privileges than females. The political instability, Tribal social norms also play a major role in influencing the rule of law.
It is noteworthy to refer that analyzing the interviews in this research showed that in spite that divorced women living in insecurities and facing difficulties but most of the respondents try to find a coping strategies to tackle difficult situations and to deal with the violence they face; these strategies are bargaining, sometimes compromising or resisting …etc. Different theories used to explain these coping strategies such as bargaining with patriarchy. Kandiyoti who stated that women living under certain restraints struggle to find way and strategies to enhance their situations. The research finding also revealed that the western liberal feminist view of agency is limited this is agree with Saba Mahmood and what she explained about Muslim women agency. For my respondents, who are divorced women, their agency reveals itself in different ways, in resisting or compromising with or even obeying the power of male relatives, and the normative system in the society. Agency is also explained the behavior of women contacting formal state institutions in cases of violence like the police or Offices of combating violence against woman and family.
Es gibt in Berlin eine einzigartige Vereinslandschaft im Amateur – und semiprofessionellen Fußballsport, in der einst von türkischen Migranten gegründete Vereine einen festen Platz einnehmen. Fußballsport bietet einen sozialen Raum für Jugendliche verschiedener kultureller, ethnischer und religiöser Herkunft, in dem Gruppen gebildet werden, um gegen einander zu konkurrieren. Ebenso eröffnet Fußball dem Einzelnen die Möglichkeit, die Gültigkeit und Relevanz von Vorurteilen und von gängigen Stereotypisierungen anderer Gruppen im Spielalltag einer ständigen Prüfung zu unterziehen. Fußballspieler können sich sowohl zwischen multi-kulturellen als auch mono-ethnischen Gruppenkonstellationen, in einigen Fällen auch in transnationalen Konstellationen bewegen, womit sie dabei wesentlich an der Sinngebung ihrer eigenen sozialen Zugehörigkeit mitwirken, die sich aus dem Spannungsfeld von Selbst- und Fremdwahrnehmungsmustern ergibt. In Folge dessen werden in diesem Raum Anerkennungsmechanismen konstituiert.
Die vorliegende Dissertation befasst sich mit dem alltäglichen Leben von türkisch-stämmigen, jugendlichen Amateur- und semiprofessionellen Fußballspielern (delikanli), sowie von anderen sozialen Akteuren der türkischen Fußballwelt, wie zum Beispiel „ältere“ Fußballspieler (agbi) und Fußballtrainer (hoca). Hauptanliegen der Arbeit war die Rekonstruktion kollektiver Wahrnehmungs-, Deutungs - und Handlungsmuster von Mitgliedern türkischer Fußballvereine im allgemeinen und ihrer Selbstdarstellung aber auch ihrer Wahrnehmung der „Anderen“ im besonderen. Mittels dieser Studie sollte nachvollzogen werden, ob und inwiefern sich traditionelle soziale Verhaltensmuster der gewählten Gruppe im technisch regulierten und stark Konkurrenz-orientierten Handlungsraum widerspiegeln und die reziproken Beziehungen zwischen dem „Selbst“ und den „Anderen“ regulieren. Dabei wurde die Relevanz von herkunftsbezogenen Stereotypisierungen und Vorurteilen in der kollektiven Konstitution von Selbstwahrnehmungen und Fremdverstehen im partikularen sozialen Feld (Bourdieu, 2001) des Fußballs rekonstruiert.
In dieser Arbeit wurde darüber hinaus beleuchtet, welche Rolle türkische Fußballvereine auf der einen Seite bei der Entstehung sozialer Raumzugehörigkeit zu den Stadtquartieren in Berlin einnehmen und welche Art von Mechanismen der sozialen Integration sie in diesen Vereinen herstellen. Auf der anderen Seite wurde hinterfragt, inwiefern sie zur sozialen Kohäsion zwischen diversen Kulturen beitragen. Daher wurde geprüft, ob und inwiefern die negativ konnotierte ethnozentrische Wahrnehmung von „Differenz“ (Bielefeld, 1998), die als soziales Konstrukt zwischen autochthonen und allochthonen Gruppen hergestellt wird, durch das Engagement der Vereinsakteure einen konstruktiven Wandel erfährt.
Übergeordnetes Ziel all dieser Forschungsfragen war es, ein fundiertes Verständnis über die Rolle von türkischen Fußballvereinen als soziale Mechanismen zu erlangen und deren Funktionsweise bei der Konstitution von Anpassungsstrategien in diesem sozialen Feld untersuchen. Detailliert wurde diese Rolle unter der Konzeptualisierung von sozialen Positionierungsmuster betrachtet, die als Gefüge von Deutungen des Alltäglichen verstanden werden, das individuelle und kollektive Handlungsmuster und implizit Muster des Fremdverstehens sowie des othering im Migrationskontext reguliert. Eine Rekonstruktion der sozialen Positionierungsmuster bietet eine eingehende soziologische Untersuchung dieser Teilnehmergruppe, die zudem Aufschluss über die Bedeutung und das Verständnis von ethnischer Zugehörigkeit für letztere gibt.
Neben umfangreicher Feldbeobachtung wurden in dieser qualitativen Studie mit Spielern verschiedener Vereine insgesamt zehn Gruppendiskussionen (Bohnsack, 2004) innerhalb ihrer Mannschaften zu gemeinsamen alltäglichen Erlebnissen und Erfahrungen durchgeführt, aufgezeichnet und mittels sozialwissenschaftlichem hermeneutischem Verfahren (Soeffner, 2004) interpretiert. Auch mit anderen Vereinsmitgliedern, d. h. mit Trainern bzw. hoca, Vorsitzenden, Managern und Sponsoren wurden jeweils zehn narrative und sieben biographische Einzelinterviews sowie sieben Experteninterviews durchgeführt. Deren Analyse erlaubt es, die Rolle dieser Mitglieder sowie wirkende Autoritätsmechanismen und kollektiv konstituierte Verhaltensmuster innerhalb der gesamten Vereinsgruppe zu rekonstruieren. Dabei wurde bezweckt, die Gesamtheit des sozialen Netzwerkes bzw. die Beziehungsschemata innerhalb der türkischen Fußballvereine Berlins zu verdeutlichen.
In der Arbeit werden zwei Standpunkte der theoretischen Auseinandersetzung verwendet. Auf der einen Seite wird die Lebensweltanalyse (Schütz und Luckmann, 1979, 1990) angewendet, um das soziale Erbe der in der Vergangenheit gesellschaftlich konstituierten Titulierung „Menschen mit Migrationshintergrund“ zu rekonstruieren, bzw. den Einfluss dieser sozialen Reproduktion auf die Wahrnehmungs-, Deutungs- und Handlungsmuster der Akteure zu untersuchen. Auf der anderen Seite wird die soziale Wirkung der tatsächlichen, alltäglichen Erfahrungsschemata im sozialen Feld des Fußballs auf die Selbstpositionierungen der Akteure mittels Goffmanscher Rahmenanalyse (Goffman, 1980) herausgearbeitet.
