Die Begeisterung im globalen Süden, sofern katholisch, und besonders in Argentinien, die mit der Wahl von Jorge María Bergoglio zum Papst Franziskus verbunden war, scheint dies zu belegen. Diese Freude ließ die Probleme, die mit der Wahl dieses neuen Papstes sowohl in der katholischen Kirche als auch mit seiner „argentinischen Geschichte“ verbunden sind, in den Hintergrund, ja fast in Vergessenheit geraten.

Viele betrachten die EU als einen behäbigen Koloss, den widerstreitende Interessen lähmen. Der Autor weist die Kritiker jedoch in ihre Schranken. In seinem flammenden Plädoyer für die EU veranschaulicht er ihre positive Wirkung nach außen. Dabei kommt er zu dem Schluss, dass die Aufgaben Europas als universale Wertegemeinschaft im Bereich des Krisenmanagements und der Friedensstiftung liegen.

Das Ende des Nachkriegssystems der multilateralen Finanzorganisationen ist keines im eigentlichen Sinn des Wortes. Aber die Veränderungen im internationalen System sind evident und beschränken sich nicht auf Weltbank und Währungsfonds. Die entscheidende Verschiebung des globalen Machtgefüges findet außerhalb des multilateralen Systems der UNO statt. Es sind informelle Gruppen, die Gs in verschiedener Stärke: G-7/8 als westliches Auslaufmodell, der Newcomer G-20 und wenn Europa nicht aufpasst die G-2: Chinamerica.

Ist Israel eine Besatzungsmacht und haben die Palästinenser ein Recht auf Widerstand? Politische Debatten über den Nahen Osten sind zahlreich. Doch wie sieht die juristische Dimension aus? Der Rechtswissenschaftler Norman Paech untersucht den Konflikt in Gaza mit Blick auf die völkerrechtliche Legitimation Israels, Krieg zu führen, und auf das international geltende Recht während kriegerischer Auseinandersetzungen.
Norwegen rühmt sich gern seiner „offenen Gesellschaft“: Migranten sind willkommen, vor allem qualifizierte Facharbeiter. Nach den jüngsten Wahlen im Sommer 2013, aus denen die Konservativen als Sieger hervorgingen, könnten nun die Einwanderungsgesetze verschärft werden. Schon jetzt bedient sich Norwegen europäischer Regelungen, die seinem Wunsch nach „effektiver Einwanderung“ entgegenkommen.

The ideological change within the Chilean military before and after the coup in 1973 is the central issue of this article. Before the developments in the early 1970s, the cardinal mindset of the military leaders was one of a state-run evolution of society. After the coup, this thinking changed rapidly into a neoliberal kind. How could this happen? Which explanations have been and which should be discussed? These questions are answered and it is shown that the military itself played a bigger role than previously thought.

Das geografische und politische Europa ist, bis auf wenige Ausnahmen, von Staaten besetzt, die zumindest einer dieser Organisationen angehören. Die verteidigungspolitische Organisation NATO trifft auf das politische System EU mit wachsendem sicherheitspolitischem Anspruch. Vor diesem Hintergrund werden verschiedene Aspekte der Kooperation zwischen diesen beiden Organisationen näher beleuchtet.
Since the late 1960s of the 20th century, Bulgaria experienced a great increase in organized crime. As a result, relations between the managers of state-owned enterprises, the state security service, party officials, and criminal actors grew and became stronger. Parts of the old network are still functioning. Through the support of governmental circles, organized crime became established and dominated essential parts of the economy, from the mid-1990s. Since 1996, however, governments tried to act against organized crime. The influence of the mafia is still an unsolved problem and a challenge to the transformation of the country.
There have been three main phases of political discourse in recent Iranian history. A paternalistic era was accompanied by a phase of absolutistic rule during the Qagar dynasty. This phase was followed by a forced modernization, when the Shah of Iran expanded his absolutistic rule and established a dictatorship. With the Islamic Revolution of 1979, a new phase of political discourse emerged with a tendency towards religious traditionalism. The author states that religion and democracy are not in opposition. However, there is need for dialogue between the East and the West.
Poverty, ethnicity and religious fundamentalism are the most pressing problems of the 21st century. According to this Indian author, democratisation on the national and international level is the only way to overcome these problems. One reason for the failing of the international institutions is the insufficient representation of the world community, especially in the UN Security Council. A reform of the United Nations seems indispensable. The war against international terrorism is essential but has to be waged without the differentiation between good and bad terrorists.
In the spring 2004 issue of WeltTrends, Gunther Hellmann sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a "realpolitik" policy, generally referred to as "normalization". For Hellmann, this transformation indicates one of the "deepest crisis of Germany’s foreign policy" ever. The first three parts were published in the summer, fall and winter editions (no. 43, 44 and 45) of WeltTrends, which featured contributions of German International Relations scholars as well as experts from abroad. In this issue, foreign policy makers and a Polish expert join the debate.

Die gegenwärtige Krise der regionalen Allianz mit globaler Reichweite muss genutzt werden für eine strategische Neuausrichtung der Struktur und Funktion des Bündnisses. Die Rolle der NATO als Werkzeug für multinationale Interventionen entscheidet über die Bildung globaler Koalitionen.
Es ist doch Politik! : Liberalisierung und Integration der Finanzmärkte als politischer Prozess

This article examines the liberalization and cross-border integration of European financial markets from a political-economic perspective. Three features particularly come to the fore: First, national liberalization and European integration have been two sides of one integrated political process that owes its specific dynamics to the conflicts of interest between different groups of actors. Second, not only effective liberalization, but also market integration relies on an extension and formalization of public financial market regulation – and thus seemingly on ‘more state’. Third, the established distinction between ‘state’ and ‘market’ and their respective roles is insufficient for a proper understanding for the politics of financial market regulation.
Discourses of danger are a significant part of security and identity politics. They serve well for analysing the construction of both, security through identity politics, and identity through security policy. In this article, the declaration of the Vilnius Group of February 2003 is used as a point of departure. The author discusses the construction of state and national identities in Estonia, Latvia, and Lithuania throughout the 1990s by means of security policy, danger discourse, and mechanisms of exclusion. He argues that the replacement of Russia as a threat to Baltic security (in documents and policy manifestations) is a reflection of a relaxation of Baltic-Russian relations as well as an ingredient of the pre-accession strategy towards NATO. Political-military threats are replaced by cultural ones, while Russia, hitherto frequently represented as a concrete danger, gives way to abstractions such as „international terrorism“.

In December 2003, the Orient-Occident Forum for Intercultural Exchange at the University of Potsdam and the academic partnership program Potsdam-Teheran held a week-long conference, titled „Comparing Processes of Modernization“, which was attended by many social scientists from Egypt, Iran and Germany. In this issue, some of the contributions of the conference are published and commented. During the course of the conference, an intercultural discourse – „beyond the line“ – concerning the responsibilities and development prospects of modernization theory took place. In their article, the organizers of the meeting try to systematically summarize these discussions and present some further reflections.
Can there be an order of the international system? This article discusses different alternatives of international order starting with the realist assumption of peace by deterrence or balance of power, turning to the idealist view of international cooperation. Finally, the author provides deeper insights into the concept of order established by a hegemonic power including a broad set of historical case studies.
This article investigates how institutional, organisational and individual factors influence labour politics in the internet economy. The authors discuss several theoretical approaches towards labour politics and industrial relations. Using the example of the IT industry, they then illustrate how in the IT industry the organisation of work changes, what requirements result for employees, how regulation is structured, and what political challenges this brings for trade unions and employer’s associations. Considering current developments in the IT economy, the authors finally evaluate the theoretical approaches according to their explanatory strength.
War es ein Unfall oder ein Attentat? Noch heute gibt der Tod des damaligen UN-Generalsekretärs Dag Hammarskjöld Rätsel auf. Fest steht, dass er bei einem Flugzeugabsturz über Afrika ums Leben kam. Eine 2012 einberufene Untersuchungskommission fand Hinweise dafür, dass es sich hierbei nicht zwangsläufig um einen Unglücksfall gehandelt habe. Allerdings bleiben wichtige Dokumente, die zur Aufklärung beitragen könnten, weiterhin unter Verschluss.
