n an international context, public management arrangements differ significantly from country to country, but also regionally and locally. One reason for these differences may be differences in culture resulting in differing views of the state and its institutions. This may sound trivial, but it becomes highly important when public management reform models are proposed and transferred from one country to others such as was (and still is) the case with, for example, the new public management. Scholars in public management as well as internationally acting practitioners should be aware of the impact culture has on the possibilities and limits of concept transfers between different jurisdictions. Having said this, one precondition for a better consideration of cultural elements in public management reforms is a better understanding of culture itself. Among the public management community, cultural theory has gained considerable attention. There are, however, other concepts for the analysis of cultural facts that may be of interest to the subject, too. In the book, cultural (including organizational culture of public organizations) influences on public management and its reform are explored. Articles address definitions and conceptualizations of culture in the context of public management, cultural artifacts in public management and gives examples of cultural elements in public management from various countries. The volume helps to structure the discussion of cultural elements and points out approaches to study and incorporate cultural aspects in public management research and debate.

Ethik, Integrität und Korruption : Neue Herausforderungen im sich wandelnden öffentlichen Sektor?

Im öffentlichen Sektor hat, wie wir wissen, in den letzten 10-20 Jahren ein erheblicher Wandel stattgefunden. Die staatlichen Strukturen haben sich immer mehr ausdifferenziert und öffentliche Leistungen werden in sehr unterschiedlichen Erledigungsformen erbracht. Ein beachtlicher Teil der Leistungen ist auf private Dritte ausgelagert oder ganz privatisiert worden. Zudem haben sich verschiedene Muster von öffentlich-privaten Kooperationen herausgebildet. Verwaltungen und öffentliche Unternehmen wurden unter verstärkten Leistungsdruck und Wettbewerb gesetzt. All das führte zu einer weithin wahrnehmbaren Ökonomisierung und „Managerialisierung“ des öffentlichen Sektors, die verständlicherweise auch Werte und Verhaltensweisen der öffentlich Beschäftigten beeinflusst hat. Daraus ergeben sich ohne Zweifel erhebliche Konsequenzen für die Integrität der Akteure im öffentlichen Sektor sowie für deren Korruptionsanfälligkeit. Der vorliegende Band vereinigt Beiträge zu zentralen Bereichen des Public Managements. Dabei werden Fragestellungen und Herausforderungen für Wissenschaftler und Praktiker aufgezeigt, Entwicklungen im öffentlichen Sektor empirisch nachgezeichnet und Problem- sowie Erfolgsfelder der Verwaltungsmodernisierung beleuchtet. Im Mittelpunkt steht dabei die Frage, wie ein modernes Management von öffentlichen Dienstleistungen aussieht und aussehen kann. Die Autoren/innen nehmen die Entwicklungen der letzten Jahre im öffentlichen Sektor zum Anlass, ihre eigenen Forschungsarbeiten im Bereich eGovernment, Wissensmanagement, Nonprofit und Hochschulmanagement, Finanzmanagement sowie dem Management öffentlicher Dienstleistungen zu präsentieren. Jeder dieser Beiträge ist das Resultat langjähriger und empirischer Beschäftigung mit dem Phänomenbereich des Public Management.
