This collection contains 13 papers presented in the workshop on the "The Celtic Languages in Contact" organised by Hildegard L. C. Tristram at the XIII International Celtic Congress in Bonn (Germany), July 23rd - 27th, 2007. The authors of two papers from another section also contributed their papers to this volume, as they deal with closely related issues. The time-span covered ranges from potential pre-historic contacts of Celtic with Altaic languages or Nostratic cognates in Celtic, through the hypothesis of Afro-Asiatic as a possible substrate for Celtic, Latin and Gaulish contacts in Gaul, the impact of Vulgar Latin on the formation of the Insular Celtic Languages as a linguistic area (Sprachbund), to various contact scenarios involving the modern Insular Celtic languages as well as English and French. The final paper reflects on the political status of the modern Insular Celtic languages in the Europe of the 27 EU countries.

Wie geht es den Jugendlichen in (Ost-)Deutschland und in osteuropäischen Ländern mehr als 15 Jahre nach der politischen Wende? Welche Hoffnungen, aber auch welche Ängste und Lebensprobleme haben sie, z.B. in der Schule oder beim Übergang in den Beruf? Welche Bewältigungsstrategien sind verbreitet und welche Rolle spielen dabei Gewalt und abweichendes Verhalten? Diesen Fragen geht der Band nach, der Beiträge aus Deutschland, Polen und Russland vereinigt. Die Beiträge weisen einerseits auf zahlreiche gemeinsame soziale Probleme Jugendlicher in den drei Ländern, andererseits aber auch auf unterschiedliche Entwicklungspfade, kulturelle Besonderheiten sowie spezifische pädagogische Traditionen hin – umso fruchtbringender erscheint die Auseinandersetzung mit der Jugendentwicklung in anderen Ländern und mit dem pädagogischen Umgang mit ihr.
"Wir gehen multimedial. Kommt ihr mit?" war Aufruf und Leitmotiv der MultimeDies 2007. Es kamen sehr viele mit, vor allem Lehrende und Lernende der Universität Potsdam, aber auch Firmen. Diese Veranstaltung setzt eine Tradition fort, die im Bemühen steht über zukunftsweisende Technologien und Projekte, über Angebote und praktikable Lösungen an der Universität zu informieren. Die Vorträge wurden in kurzen Beiträgen zusammengestellt. Sie gliedern sich in zwei Gruppen, zum einen der Bereitstellung, zum anderen der Nutzung von Multimedia.
Das Instrument der direkten Demokratie, die Abwahl von Bürgermeistern, wird in der vorliegenden Arbeit spezifisch untersucht. Die Fallanalyse konzentriert sich auf die kommunalpolitische Ebene und lässt die Bundes- und Landesebene weitgehend außen vor. Dabei wird zunächst darauf eingegangen, warum es sich bei der Abwahl des Bürgermeisters um ein direktdemokratisches Mittel handelt. Ausgehend von der Unterteilung der lokalen Demokratie in eine repräsentative und direkte Komponente wird danach die Bürgermeisterabwahl nach politischen, juristischen und persönlichen Motiven eingeordnet. Zwar ist die Möglichkeit der Abwahl des Amtsinhabers bei vielen Bundesländern in der Gemeindeordnung bzw. den einzelnen Kommunalwahlgesetzen verankert, aber die Anwendung wird nur selten vom Stadt-/ Gemeinderat oder der Stadtverordnetenversammlung sowie den Bürgern praktiziert. Aus diesem Grund wird versucht, die bisherige Anwendung der Abwahl eines Bürgermeisters, in den betreffenden Bundesländern einerseits statistisch zu erfassen und anderseits akteurszentriert zu beschreiben.
This dissertation contains theoretical investigations on the morphology and statistical mechanics of vesicles. The shapes of homogeneous fluid vesicles and inhomogeneous vesicles with fluid and solid membrane domains are calculated. The influence of thermal fluctuations is investigated. The obtained results are valid on mesoscopic length scales and are based on a geometrical membrane model, where the vesicle membrane is described as either a static or a thermal fluctuating surface. The thesis consists of three parts. In the first part, homogeneous vesicles are considered. The focus in this part is on the thermally induced morphological transition between vesicles with prolate and oblate shape. With the help of Monte Carlo simulations, the free energy profile of these vesicles is determined. It can be shown that the shape transformation between prolate and oblate vesicles proceeds continuously and is not hampered by a free energy barrier. The second and third part deal with inhomogeneous vesicles which contain intramembrane domains. These investigations are motivated by experimental results on domain formation in single or multicomponent vesicles, where phase separation occurs and different membrane phases coexist. The resulting domains differ with regard to their membrane structure (solid, fluid). The membrane structure has a distinct effect on the form of the domain and the morphology of the vesicle. In the second part, vesicles with coexisting solid and fluid membrane domains are studied, while the third part addresses vesicles with coexisting fluid domains. The equilibrium morphology of vesicles with simple and complex domain forms, derived through minimisation of the membrane energy, is determined as a function of material parameters. The results are summarised in morphology diagrams. These diagrams show previously unknown morphological transitions between vesicles with different domain shapes. The impact of thermal fluctuations on the vesicle and the form of the domains is investigated by means of Monte Carlo simulations.
Was haben Menschenrechte und Mediation miteinander zu tun? Was bezwecken sie, und welche Rolle spielt das Wissen der Natur- und Verhaltenswissenschaften über zwischenmenschliche Kommunikation? Der Beitrag versucht, ausgehend von den Begriffen Menschenrechte und Mediation deren Beziehungsgefüge aus interdisziplinärer Sicht aufzudecken.
Vor einhundert Jahren eröffnete die Wissenschaftlerin und Sozialreformerin Dr. med. Maria Montessori in Rom ihre erste Kindertagesstätte, das „Casa dei Bambini”. Inzwischen gibt es allein in Deutschland ca. eintausend Kindergärten und auch Schulen, die nach ihrem Konzept arbeiten. Der Beitrag will auf die Zusammenhänge zwischen dem Menschenrecht auf Bildung, dem pädagogischen Konzept der Maria Montessori und ihrem natur- und verhaltenswissenschaftlich begründeten Ansatz der Lernforschung hinweisen.
Der vorliegende Text beschäftigt sich mit der religiös, kulturell und rassisch begründeten Ausgrenzung von Minderheiten durch die Mehrheitsgesellschaft im Zeitalter der europäischen Nationalstaaten, die fast immer im Rückgriff auf konstruierte historische Belege geschieht. Am Beispiel von Deutschland und Österreich wird der Zusammenhang aufgezeigt zwischen der staatsbürgerlichen Gleichstellung der Juden im 19. und frühen 20. Jahrhundert einerseits, und Krieg und Nationsbildung, bürgerlichem Selbstverständnis und Geschichtsdeutung in legitimatorischer Absicht andererseits.
Im Mittelpunkt der Untersuchung steht die Mobilitätsbereitschaft von Schülerinnen und Schülern im Land Brandenburg im Vorfeld ihrer Ausbildungsphase. Aus ihren Ausbildungs- und Berufswünschen, ihren Berufsausbildungsort- und Studienortpräferenzen und ihren Lebenszielen lassen sich Einflüsse auf Entscheidungsabläufe ableiten. In die Entscheidungsfindung spielt auch die regionale Herkunft mit hinein. Der Einfluss lässt sich jedoch nicht auf die individuelle Zufriedenheit mit dem Wohnort zurückführen, sondern primär durch die Wahrnehmung der Schüler der mit der Wohnregion verbundenen Chancen und Perspektiven für die Umsetzung der eigenen Lebensziele begründen.
Fragestellung (Auszug): Die polnische Landwirtschaft wird im Hinblick auf ihre Rolle in der EU als nicht wettbewerbsfähig einge-schätzt und es scheint unumstritten, dass strukturelle Reformen unabdingbar sind. Ratschläge für die Ent-wicklung der polnischen Landwirtschaft gibt es viele. Unter anderem wird Polen die Besetzung von potentiellen Marktnischen empfohlen. Als Hoffnungsträger gilt dabei der ökologische Landbau, für den die extensive, traditionelle polnische Landwirtschaft eine optimale Voraussetzung darstellt. Neben einer EU-weit steigenden Nachfrage nach Bio-Lebensmitteln spricht für diese verstärkte Nischenbesetzung die Tatsache, dass die arbeitsintensive ökologische Wirtschaftsweise zumindest teilweise der zu erwartenden hohen Arbeitslosigkeit im Agrarsektor entgegen wirken kann. Damit würde der Biolandbau einen entscheidenden Beitrag für eine nachhaltige Regionalentwicklung leisten. Trotz positiver Entwicklungen in den letzten Jahren, verlief die Entwicklung des ökologischen Landbaus in Polen allerdings schleppend, und das Potential Polens scheint in diesem Bereich noch längst nicht ausgeschöpft. Diese Arbeit widmet sich der Frage, welche institutionellen Erklärungen es für diese Entwicklung gibt, verbunden mit der Hoffnung, institutionelle Faktoren ausfindig zu machen, welche die Entwicklung besonders positiv befördern oder andererseits abbremsen. Dabei werden ausgehend von einem institutionentheoretischen Hintergrund relevante formale und informelle Institutionen auf polnischer und EU-Ebene untersucht, sowie ver-schiedene Akteursgruppen, sowie deren Interaktion mit den institutionellen Entwicklungen beleuchtet.

The 8th volume of the working paper series Interdisciplinary Studies on Information Structure (ISIS) of the SFB 632 contains a collection of eight papers contributed by guest authors and SFB-members. The first paper on “Biased Questions” is an invited contribution by Nicholas Asher (CNRS, Laboratoire IRIT) & Brian Reese (University of Texas at Austin). Surveying English tag questions, negative polar questions, and what they term “focus” questions, they investigate the effects of prosody on discourse function and discourse structure and analyze the interaction between prosody and discourse in SDRT (Segmented Discourse Representation Theory). Stefan Hinterwimmer (A2) explores the interpretation of singular definites and universally quantified DPs in adverbially quantified English sentences. He suggests that the availability of a co-varying interpretation is more constrained in the case of universally quantified DPs than in the case of singular definites, because different from universally quantified DPs, co-varying definites are inherently focus-marked. The existence of striking similarities between topic/comment structure and bimanual coordination is pointed out and investigated by Manfred Krifka (A2). Showing how principles of bimanual coordination influence the expression of topic/comment structure beyond spoken language, he suggests that bimanual coordination might have been a preadaptation of the development of Information Structure in human communication. Among the different ways of expressing focus in Foodo, an underdescribed African Guang language of the Kwa family, the marked focus constructions are the central topic of the paper by Ines Fiedler (B1 & D2). Exploring the morphosyntactic facilities that Foodo has for focalization, she suggests that the two focus markers N and n have developed out of a homophone conjunction. Focus marking in another scarcely documented African tone language, the Gur language Konkomba, is treated by Anne Schwarz (B1 & D2). Comparing the two alleged focus markers lé and lá of the language, she argues that lé is better interpreted as a syntactic device rather than as a focus marker and shows that this analysis is corroborated by parallels in related languages. The reflexes of Information Structure in four different European languages (French, German, Greek and Hungarian) are compared and validated by Sam Hellmuth & Stavros Skopeteas (D2). The production data was collected with selected materials of the Questionnaire on Information Structure (QUIS) developed at the SFB. The results not only allow for an evaluation of the current elicitation paradigms, but also help to identify potentially fruitful venues of future research. Frank Kügler, Stavros Skopeteas (D2) & Elisabeth Verhoeven (University of Bremen) give an account of the encoding of Information Structure in Yucatec Maya, a Mayan tone language spoken on the Yucatecan peninsula in Mexico. The results of a production experiment lead them to the conclusion that focus is mainly expressed by syntax in this language. Stefanie Jannedy (D3) undertakes an instrumental investigation on the expressions and interpretation of focus in Vietnamese, a language of the Mon-Khmer family contrasting six lexical tones. The data strongly suggests that focus in Vietnamese is exclusively marked by prosody (intonational emphasis expressed via duration, f0 and amplitude) and that different focus conditions can reliably be recovered. This volume offers insights into current work conducted at the SFB 632, comprising empirical and theoretical aspects of Information Structure in a multitude of languages. Several of the papers mine field work data collected during the first phase of the SFB and explore the expression of Information Structure in tone and non-tone languages from various regions of the world.
Antike in Potsdam-Sanssouci

Die in diesem Band zusammengestellten Beiträge sollen zu einer aktiven Auseinandersetzung mit der Antikerezeption auf dem Parkgelände von Potsdam-Sanssouci anregen. Ein Aufsatz zur Gartenkunst in der Antike und in Sanssouci leitet den Band ein. Den Hauptteil bilden zahlreiche Führungsblätter zur Mythologie, Architektur, Malerei u.a. Sie sind besonders als Grundlage für die Planung von Exkursionen mit Schülergruppen geeignet, richten sich aber auch ganz allgemein an Freunde der Antike. Weitere Informationstexte, antike Quellen, Lösungen zu den Führungsblättern sowie Karten und praktische Hinweise für einen Potsdam-Besuch runden den Band ab.
Die Adipositas und ihre mitunter schwerwiegenden Auswirkungen nimmt in öffentlichen Diskussionen einen immer größeren Stellenwert ein. In Deutschland leiden neben 37 Millionen Erwachsenen derzeit rund 2 Millionen Kinder an Übergewicht oder Adipositas. Das Arbeitsbuch wendet sich an die Eltern betroffener Kinder. Erklärt wird die Entstehung der Adipositas, zudem sind Informationen zu gesunder Ernährung und deren Umsetzung im Alltag enthalten. Zusätzlich wird auf den wichtigen Faktor der Bewegung sowie eine mögliche erneute Gewichtszunahme eingegangen. Entwickelt wurde das Arbeitsbuch im Rahmen einer Studie und spricht die teilnehmenden Eltern an, deren Kinder sich aufgrund von Adipositas in einer Reha-Klinik befinden. Die enthaltenen Informationen und Alltagshilfen sind jedoch auch für alle anderen betroffenen Eltern relevant.
During the transformation process, the reform of public finances (in particular the tax system) is crucial for Georgia. There are a lot of proposals and suggestions in the financial literature concerning the introduction of tax systems in transition countries. Individual taxes or the entire tax system should be elaborated regarding certain criteria. This paper analyzes the tax reform procedures during the transition of Georgia to the free-market economy as well as the existing tax system. Concerning the taxes, the current tax system is more or less duplicated from the Western European countries. It becomes obvious that the chance of developing a rational, sustainable and adjusted tax system for transition countries was missed.
Tax estimation is a fundamental prerequisite for a sustainable fiscal policy. This paper uses the Georgian Household Survey and s simple microsimulation model in order to describe the household incomes in Georgia for the year 2005, their structure and regional distribution within eleven historical regions. Based on a thorough analysis of the existing taxable incomes and following the documentation of the applied model both a tax allowance and three percent raise of the income tax are estimated with respect to tax revenue and distributional effects. The paper comes to the conclusion that the poor income situation of most Georgian households can be mitigated by a tax allowance but is very difficult to be financed because of expected revenue losses. In spite of some progressive distributional effects of an increase of the tax burden, most households will find a very hard to cope with additional tax liabilities.
This paper describes the administrative powers of local jurisdictions in Georgia, emphasizing on the tax competences and the abilities to mobilize other sources of income. Having listed and explained the types of revenues and incomes, the articles continues to show their distribution among administrative levels according to the current tax code. Following a brief overview of the main laws underlying tax regulation, the existing problems of the status quo before 2007 and some perspectives for the immediate future are outlined.
Armut in Georgien

Poverty is currently wide spread in Georgia. This paper is dedicated to an analysis of the causes, the extent and the intensity of poverty in Georgia. With a strong focus on the period after Shevardnadze’s presidency, the paper shows how poverty has grown in the past 15 years. In spite of a rising per capita income, the variance within the distribution of income is also increasing. The widening gap between high and low incomes represents a danger for the Georgian society and is associated with high unemployment rates, a lack of education for entire societal strata and rising criminality. In addition, high inflation rates affect mainly low income groups. Apparently, the Rose Revolution of 2003 did not lead to an attenuation of poverty but rather intensified it.
This paper analyzes fundamental shortcomings in the Georgian legal bases in both the constitution and the tax code with regard to a sustainable fiscal policy. It shows that the lack of experience with sharing political powers and competences among the administrative levels create centralizing tendencies, which are in sharp contrast to more recent laws on local selfgovernment. Having set the legal background of today’s administrative structure in Georgia, the paper continues to describe the country’s budget composition in terms of tax revenues and expenses since the year 2000. Following a brief discussion of the Georgian systems of transfers to subordinate administrative entities the paper concludes by naming essential reform steps that need to be taken towards the development of a functioning fiscal policy on all levels.
The paper describes the content of the project “Tax-/Transfer-Reform and Fiscal Responsibility: Pathways to a Sustainable Fiscal Policy in Georgia”, which is supported for the period Fall 2005 to Spring 2008 by the VolkswagenStiftung. Within the project a knowledgetransfer is organized, concentrating on state theory, tax and transfer reform, revenue sharing as well as fiscal equalization. A short overview on the current situation in Georgia is presented. Then the main project components – tax reform, tax revenue estimation and microsimulation – are briefly discussed.
