Der Beitrag konzentriert sich auf die neue einheitliche Behördenrufnummer D115, als aktuelles, innovatives eGovernment-Projekt der deutschen Verwaltungsmodernisierung. Als theoretische Grundlage der hier vorliegenden empirischen verwaltungswissen schaftlichen Analyse sekundiert der Multilevel-Governance-Ansatz, welcher die Mehrebenenverflechtung der politisch-administrativen Strukturen, die Vielschichtigkeit und die besondere Governancestruktur des Reformvorhabens am besten erfassen dürfte. Die Analyse der Funktionsweise der Behördenrufnummer D115, der beteiligten Akteure und deren institutionell bedingter Motivation kommt insgesamt zum Ergebnis, dass der Ansatz für das Modernisierungsprojekt als geradezu exemplarisch zu betrachten ist. Die Berücksichtigung des Mehrebenencharakters sowie der dabei zur Anwendung kommen den Netzwerk- und Steuerungsmechanismen sind bei einem solchen Projekt und künftigen eGovernment-Projekten unverzichtbar.
Starke Kommunen in leistungsfähigen Ländern : der Beitrag von Funktional- und Territorialreformen

Der demografische Wandel und die Budgetkrise stellen Leistungsfähigkeit, Strukturen und territoriale Größe kommunaler Verwaltungseinheiten sowohl auf Gemeinde- als auch auf Kreisebene erneut auf den Prüfstand. In vielen deutschen Bundesländern werden daher Gebiets- und Funktionalreformen unterschiedlicher Form diskutiert, vorbereitet oder durchgeführt. Zukunftsfähige bürgerfreundliche, effiziente und kostengünstige kommunale Strukturen erfordern eine politisch durchdachte vertikale und horizontale Aufgabenverteilung zwischen Land, Landkreisen und Gemeinden. Darauf aufbauend müssen die zur Verfügung stehenden Personal- und Finanzmittel auf die verschiedenen kommunalen Ebenen verteilt werden. Gebietsreformen erfordern somit immer auch Funktionalreformen. Entscheidungen über den künftigen Umfang der Daseinsvorsorge müssen gefällt werden. Die Alternativen zwischen verbesserter interkommunaler Kooperation und Fusion sind auf Gemeinde- und Kreisebene ebenso abzuwägen wie die Konsequenzen der verschiedenen Modelle für die Verteilung der Finanzmittel an die und zwischen den Gebietskörperschaften. Die Stärkung der lokalen Demokratie und der bürgerschaftlichen Teilhabe spielen bei der Zukunftssicherung der Kommunen eine immer größere Rolle. Insbesondere bei kommunalen Gebietsreformen sollten diese Fragen stärker Berücksichtigung finden. Die 18. Fachtagung des Kommunalwissenschaftlichen Institutes (KWI) diskutiert interdisziplinär Fragen der Leistungsfähigkeit kommunaler Strukturen. Dabei werden rechts-, finanz-, politik- und verwaltungswissenschaftliche Aspekte einbezogen.
Translating innovation

This doctoral thesis studies the process of innovation adoption in public administrations, addressing the research question of how an innovation is translated to a local context. The study empirically explores Design Thinking as a new problem-solving approach introduced by a federal government organisation in Singapore. With a focus on user-centeredness, collaboration and iteration Design Thinking seems to offer a new way to engage recipients and other stakeholders of public services as well as to re-think the policy design process from a user’s point of view. Pioneered in the private sector, early adopters of the methodology include civil services in Australia, Denmark, the United Kingdom, the United States as well as Singapore. Hitherto, there is not much evidence on how and for which purposes Design Thinking is used in the public sector.
For the purpose of this study, innovation adoption is framed in an institutionalist perspective addressing how concepts are translated to local contexts. The study rejects simplistic views of the innovation adoption process, in which an idea diffuses to another setting without adaptation. The translation perspective is fruitful because it captures the multidimensionality and ‘messiness’ of innovation adoption. More specifically, the overall research question addressed in this study is: How has Design Thinking been translated to the local context of the public sector organisation under investigation? And from a theoretical point of view: What can we learn from translation theory about innovation adoption processes?
Moreover, there are only few empirical studies of organisations adopting Design Thinking and most of them focus on private organisations. We know very little about how Design Thinking is embedded in public sector organisations. This study therefore provides further empirical evidence of how Design Thinking is used in a public sector organisation, especially with regards to its application to policy work which has so far been under-researched.
An exploratory single case study approach was chosen to provide an in-depth analysis of the innovation adoption process. Based on a purposive, theory-driven sampling approach, a Singaporean Ministry was selected because it represented an organisational setting in which Design Thinking had been embedded for several years, making it a relevant case with regard to the research question. Following a qualitative research design, 28 semi-structured interviews (45-100 minutes) with employees and managers were conducted. The interview data was triangulated with observations and documents, collected during a field research research stay in Singapore.
The empirical study of innovation adoption in a single organisation focused on the intra-organisational perspective, with the aim to capture the variations of translation that occur during the adoption process. In so doing, this study opened the black box often assumed in implementation studies. Second, this research advances translation studies not only by showing variance, but also by deriving explanatory factors. The main differences in the translation of Design Thinking occurred between service delivery and policy divisions, as well as between the first adopter and the rest of the organisation. For the intra-organisational translation of Design Thinking in the Singaporean Ministry the following five factors played a role: task type, mode of adoption, type of expertise, sequence of adoption, and the adoption of similar practices.
In der brandenburgischen Landesverwaltung und Justiz sollen in den nächsten Jahren noch ca. 8.000 Stellen eingespart werden. Gleichzeitig sind die Landesverwaltung und die Justiz an die demografische Entwicklung und die damit verbundenen Aufgabenveränderungen anzupassen. Das ressortübergreifende Personalmanagement gewinnt hierdurch an Bedeutung. Um den Prozess zu gestalten, hat die Landesregierung eine Besetzungsrichtlinie erlassen und mit den Gewerkschaften einen Tarifvertrag zum Verwaltungsumbau (TV Umbau) abgeschlossen, die in diesem Band ebenso abgedruckt sind, wie die Durchführungshinweise des Ministeriums des Innern. Darüber hinaus enthält der Band die aktuell geltende Personalbedarfsplanung bis Ende 2015, die Dr. Folke Schneider erläutert. In einem Beitrag von Volker-Gerd Westphal wird eine Gesamtschau der Rahmenbedingungen für das Personalmanagement in der brandenburgischen Landesverwaltung und Justiz vorgenommen.
Der vorliegende Band vereinigt Beiträge zu zentralen Bereichen des Public Managements. Dabei werden Fragestellungen und Herausforderungen für Wissenschaftler und Praktiker aufgezeigt, Entwicklungen im öffentlichen Sektor empirisch nachgezeichnet und Problem- sowie Erfolgsfelder der Verwaltungsmodernisierung beleuchtet. Im Mittelpunkt steht dabei die Frage, wie ein modernes Management von öffentlichen Dienstleistungen aussieht und aussehen kann. Die Autoren/innen nehmen die Entwicklungen der letzten Jahre im öffentlichen Sektor zum Anlass, ihre eigenen Forschungsarbeiten im Bereich eGovernment, Wissensmanagement, Nonprofit und Hochschulmanagement, Finanzmanagement sowie dem Management öffentlicher Dienstleistungen zu präsentieren. Jeder dieser Beiträge ist das Resultat langjähriger und empirischer Beschäftigung mit dem Phänomenbereich des Public Management.
