Das Ziel der Arbeit ist es, die Vielfalt unterschiedlicher Einsatzmöglichkeiten von Social Software in der Hochschullehre unter einer didaktischen Perspektive kritisch in den Blick zu nehmen. So wird entsprechenden Webanwendungen im mediendidaktischen Diskurs das Potenzial zugesprochen, Lern- und Bildungsprozesse zu unterstützen. Jenseits dieser Potenziale sind bisher jedoch kaum typische Probleme beachtet worden, die mit dem Einsatz von Social Software in der Hochschule einhergehen. Zur Annäherung an den Forschungsgegenstand werden im ersten Teil der Arbeit (lehr- und) lerntheoretische Potenziale von Social Software anhand von Literatur aufgearbeitet. Für die Entwicklung eines konzeptuellen Rahmens für eine vergleichende Darstellung unterschiedlicher Umsetzungen werden ferner verschiedene didaktische Beschreibungs- und Analysemodelle diskutiert. Im zweiten Teil der Arbeit wird eine systematische – jedoch vom Umfang her begrenzte und dementsprechend exemplarische – Sichtung und Analyse empirisch basierter Arbeiten zum Einsatz von Social Software in der Hochschullehre durchgeführt. Mit Hilfe eines modifizierten didaktischen Szenariomodells wird die Vielfalt unterschiedlicher Einsatzformen kategoriengeleitet dargestellt. Als zentrales Thema hinsichtlich typischer Probleme konnte das Ausbleiben studentischer Partizipation sowie der Umgang der Lehrenden mit dieser Problematik herausgearbeitet werden.
Als Folge der demografischen Entwicklungen und der finanziellen Engpässe vieler Bundesländer kommt es seit einigen Jahren in den meisten Flächenländern der Bundesrepublik Deutschland erneut zu tiefgreifenden Verwaltungsreformen auf kommunaler Ebene. Mit Hilfe von Verwaltungsstruktur-, Funktional- und Kreisgebietsreformen wird versucht, die Verwaltungseffektivität zu erhöhen sowie die kreislichen Aufgaben- und Territorialstrukturen an die veränderten Rahmenbedingungen anzupassen. Nach Auffassung vieler Reformer kann die angestrebte Effektivitätssteigerung, die insbesondere zu Kostenersparnissen und Synergieeffekten führen soll, v. a. durch eine deutliche Vergrößerung der Verwaltungsräume erreicht werden.
Neben dem Ziel, die Leistungsfähigkeit der lokalen Verwaltungsstrukturen zu erhöhen, das zumeist im Mittelpunkt der Reformvorhaben steht, gilt es jedoch gleichermaßen, die Legitimität lokalen Handelns durch Demokratie und bürgerschaftliche Teilhabe zu erhalten. Der Gesetzgeber steht daher vor der Aufgabe, beide Zielvorstellungen in einem Reformprozess zu berücksichtigen und die Größe der administrativen Einheiten so zu gestalten, dass in ihnen ein ausgewogenes Verhältnis zwischen Effizienz und Bürgernähe entsteht.
Ausgehend von dieser Problematik werden jene Thesen und Annahmen aufgegriffen, die im Zusammenhang mit dem Urteil des LVerfG M-V vom 26. Juli 2007 im Kontext von Effizienz und Partizipation stehen, und auf die Kreisgebietsreform im Freistaat Sachsen übertragen. Konkret werden die Auswirkungen des territorialen Neuzuschnitts der sächsischen Landkreise auf die Wahrnehmung des kommunalpolitischen Ehrenamts erstmals auch durch eine breite Empirie untersucht.
Kommunale Kinder- und Jugendgremien sind eine Möglichkeit, junge Menschen in der Kommune zu beteiligen. Die Masterarbeit beschäftigt sich mit den kommunalen Kinder- und Jugendgremien im Land Brandenburg, über die es in der wissenschaftlichen Literatur nur wenige Erkenntnisse gibt. Die Arbeit gibt einen Überblick über die bestehenden Gremien und zeigt, welche Kinder und Jugendliche sich beteiligen und wie der Entwicklungsstand der Gremien ist. Ausgehend von der Partizipationsleiter von Hart geht die Arbeit zudem in zwei Fallstudien in Senftenberg und Oranienburg der Frage nach, ob es sich bei den Kinder- und Jugendgremien um ernstgemeinte Partizipation handelt.
Die Stadtwerkebetriebe, zumindest diejenigen die im Strom- und Gassektor tätig sind, sind meist nicht mehr im Stadtwerke Eigenbetrieb organisiert, sondern von den Kommunen in den vergangenen zwei Jahrzehnten in die Privatrechtsform der GmbH ausgegliedert worden. Hinzu kommt, dass diese kommunalen Unternehmen in einem Energiebinnenmarkt agieren, der durch die EU-Marktliberalisierung entstanden ist. Die unternehmerische Verselbstständigung der Stadtwerke GmbH von politischer Steuerung wird durch das Credo des Neuen Steuerungsmodells bestärkt, das gerade in der unternehmerischen Unabhängigkeit die Voraussetzungen für wirtschaftlichen Erfolg sieht. Diese Rahmenbedingungen zwingen die Unternehmen der kommunalen Wirtschaft, sich ausschließlich nach unternehmerischen und marktinduzierten Systemen zu richten. Dass die Logik des unternehmerischen Handelns keinen Platz lässt für eine politische Steuerung der Unternehmen, wird zum Legitimationsproblem für die kommunale Wirtschaft. Denn eine ausschließliche Orientierung an den Überschüssen der kommunalen Unternehmen legitimiert nicht den öffentlichen Zweck, weder politisch noch organisationsrechtlich. Die Gemeinwohlorientierung ist konstitutiver Bestandteil der kommunalen wirtschaftlichen Betätigung. Hier wird die These hervorgebracht, dass Bürgerbeteiligung in dieser Situation von den Stadtwerken zugelassen wird, um dieses Legitimationsdefizit abzuschwächen. Zwei Fälle werden qualitativ analysiert und verglichen: erstens die Stadtwerke Wolfhagen GmbH, die anhand von Bürgerbeteiligung Akzeptanz für einen Windpark generieren wollen. Zweitens die Stadtwerke Potsdam GmbH, die aus einer - hier als PR-Krise beschriebenen - Situation heraus, Legitimation mit verschiedenen Instrumenten der Bürgerbeteiligung wiederherzustellen versuchen.
