In Japan wurden die sogenannten „Heisei no Daigappei“ (Große kommunale Gebietsreform) im Zeitraum von 1999 bis 2006 durchgeführt. Im Ergebnis hat sich die Anzahl der Gemeinden von 3.232 auf 1.727 – also um die Hälfte – reduziert. Auch in den neuen Bundesländern in Deutschland sind in den letzten Jahren wieder kommunale Gebietsreformen (Gemeindefusionen) durchgeführt worden. Trotzdem gibt es in Deutschland noch etwa 12.000 Gemeinden. Im Vergleich mit Japan ist die Gemeindegröße also deutlich geringer. Mit dem vorliegenden Beitrag sollen die Reformunterschiede zwischen Deutschland und Japan erklärt werden. Gefragt wird nach der „Richtung“ und der „Stärke“ der verschiedenen Vektoren (Einflussfaktoren) im Reformprozess der Gemeindefusionen. Besonders reformfördernd wirken in Japan die Vektoren Dezentralisierungsdruck und öffentliche Finanzkrise. Die Unterschiede zwischen Japan und Deutschland beim Vektor demographischer Wandel konnten nicht betrachtet werden. In Deutschland sind für den Reformfortschritt vor allem die Vektoren bürgernahe Demokratie, örtliche Verbundenheit, die Existenz des Ehrenamtsprinzips sowie die Ergänzungsfunktion der Kreise und Ämter ausschlaggebend. Insgesamt betrachtet wirken die Vektoren in Japan stärker reformfördernd als in Deutschland. Deshalb sind im Reformergebnis die Gebietsstrukturen der Gemeinden in Japan derzeit größer als in Deutschland.
The safe upper limit for inclusion of vitamin A in complete diets for growing dogs is uncertain, with the result that current recommendations range from 5.24 to 104.80 mu mol retinol (5000 to 100 000 IU vitamin A)/4184 kJ (1000 kcal) metabolisable energy (ME). The aim of the present study was to determine the effect of feeding four concentrations of vitamin A to puppies from weaning until 1 year of age. A total of forty-nine puppies, of two breeds, Labrador Retriever and Miniature Schnauzer, were randomly assigned to one of four treatment groups. Following weaning at 8 weeks of age, puppies were fed a complete food supplemented with retinyl acetate diluted in vegetable oil and fed at 1ml oil/100 g diet to achieve an intake of 5.24, 13.10, 78.60 and 104.80 mu mol retinol (5000, 12 500, 75 000 and 100 000 IU vitamin A)/4184 kJ (1000 kcal) ME. Fasted blood and urine samples were collected at 8, 10, 12, 14, 16, 20, 26, 36 and 52 weeks of age and analysed for markers of vitamin A metabolism and markers of safety including haematological and biochemical variables, bone-specific alkaline phosphatase, cross-linked carboxyterminal telopeptides of type I collagen and dual-energy X-ray absorptiometry. Clinical examinations were conducted every 4 weeks. Data were analysed by means of a mixed model analysis with Bonferroni corrections for multiple endpoints. There was no effect of vitamin A concentration on any of the parameters, with the exception of total serum retinyl esters, and no effect of dose on the number, type and duration of adverse events. We therefore propose that 104.80 mu mol retinol (100 000 IU vitamin A)/4184 kJ (1000 kcal) is a suitable safe upper limit for use in the formulation of diets designed for puppy growth.
The reaction of the German labor market to the Great Recession 2008/09 was relatively mild – especially compared to other countries. The reason lies not only in the specific type of the recession – which was favorable for the German economy structure – but also in a series of labor market reforms initiated between 2002 and 2005 altering, inter alia, labor supply incentives. However, irrespective of the mild response to the Great Recession, there are a number of substantial future challenges the German labor market will soon have to face. Female labor supply still lies well below that of other countries and a massive demographic change over the next 50 years will have substantial effects on labor supply as well as the pension system. In addition, due to a skill-biased technological change over the next decades, firms will face problems of finding employees with adequate skills. The aim of this paper is threefold. First, we outline why the German labor market reacted in such a mild fashion, describe current economic trends of the labor market in light of general trends in the European Union, and reveal some of the main associated challenges. Thereafter, the paper analyzes recent reforms of the main institutional settings of the labor market which influence labor supply. Finally, based on the status quo of these institutional settings, the paper gives a brief overview of strategies to combat adequately the challenges in terms of labor supply and to ensure economic growth in the future.
The closer the better

A growing literature has suggested that processing of visual information presented near the hands is facilitated. In this study, we investigated whether the near-hands superiority effect also occurs with the hands moving. In two experiments, participants performed a cyclical bimanual movement task requiring concurrent visual identification of briefly presented letters. For both the static and dynamic hand conditions, the results showed improved letter recognition performance with the hands closer to the stimuli. The finding that the encoding advantage for near-hand stimuli also occurred with the hands moving suggests that the effect is regulated in real time, in accordance with the concept of a bimodal neural system that dynamically updates hand position in external space.

Die Arbeit geht der Frage nach inwiefern die Capability Based View (CBV) einen Erklärungsbeitrag für die Verwaltungsforschung leisten kann. Dazu unterzieht sie die CBV einer kritischen Betrachtung und benennt die wichtigsten Merkmale dieses – nach wie vor unscharfen – Konzepts mit Bezug zum öffentlichen Sektor. Sie zeigt Parallelen von Ansätzen und Ergebnissen der Verwaltungsforschung zur CBV auf und stellt ihre generelle Verwendbarkeit in diesem Kontext fest. Ebenso diagnostiziert sie jedoch signifikanten Verbesserungsbedarf hinsichtlich der Klarheit des Konzepts. Eine Fokussierung auf den öffentlichen Sektor verspricht eher eine Konsolidierung und Weiterentwicklung der CBV als deren Erforschung im Privatsektor, da das multidimensionale und mehrstufige Verständnis von Performance im öffentlichen Sektor deutlich besser zur Wirkungslogik der CBV passt. Die Arbeit schließt mit einer Forschungsagenda, welche die wichtigsten Fragen zur Weiterentwicklung aufzeigt, und dem Appell für mehr qualitative empirische Forschung in diesem neuen Feld des Public Managements.
"Die dröge Trina" erzählt eine von F. E. Peters in hochdeutscher Sprache veröffentlichte Geschichte aus der "Baasdörper Krönk", der bedeutenden niederdeutschen Dorfchronik desselben Autors. Der Roman, 1946 erschienen, beschreibt, wie die Bauerntochter Trina Dührsen, raffgierige Anbeterin des "Taler-Gottes", durch ihre Habgier das Leben ihres Bruders und ihres Ehemannes zerstört und versucht, ihren Neffen Wilhelm um sein Erbe zu bringen. Der Roman findet dennoch ein versöhnliches Ende, als Trina inmitten der Inflation der Jahre 1922/1923 die Entwertung ihres Geldes und damit die Vergänglichkeit irdischer Güter erlebt, gleichzeitig aber menschliche Werte schätzen lernt . Der eigenwillige Untertitel "Geschichte einer Poahr Dangoaß" bezieht sich auf den Spitz- und Schimpfnamen Trinas, eine Verballhornung des französischen Begriffs "poire d’angoisse" (für das Folterinstrument der Mundbirne), der ihr in Anspielung an ihren schlechten Charakter und die schönen, aber wenig schmackhaften Birnen ihres Hofes, die "Gurgelschnürer", verliehen wurde. "Die dröge Trina" schildert mit freundlich-ironischer Empathie mentalitätsgeschichtlich aufschlussreiche Verhaltensweisen, Sitten und Bräuche der norddeutschen Provinz im Zeitalter der Industrialisierung. Berühmtheit hat die Beschreibung eines Schweinewiegens erlangt. Die dröge Trina ist 1945 als Fortsetzungsroman unter dem Titel "Trina Dührsen" in den Flensburger Nachrichten erschienen.
Die schmale Brücke

"Die schmale Brücke" ist eine Dreiecksgeschichte, die das Ringen zweier ungleicher Männer um eine junge Frau schildert. Der fleißige und solide Mittelschulrektor Peter Hansen, der unter der Kinderlosigkeit und Kälte seiner Frau leidet, trifft nach dem Ersten Weltkrieg seinen "Jugendfeind", den redegewandten, bei den Damen hoch beliebten Werner Hagemann wieder, welcher im Zug die Lehrerin Ursula Wüstenhagen kennengelernt hat, eine Kollegin Peter Hansens, in die dieser sich verliebt hat. In schwüler Gesprächsatmosphäre entwickelt sich eine Rivalität, die zunehmend bedrohliche Züge annimmt. Mordgedanken keimen auf. Schließlich fordert Peter Hansen, auf ein Gottesurteil hoffend, Werner Hagemann zu einem lebensgefährlichen Kräftemessen auf einer Brücke auf. Die Erzählung ist das einzige Werk von F. E. Peters, das im Lehrermilieu spielt. Verwoben mit der spannungsreichen Dreiecksbeziehung sind Themen der Frauenemanzipation und modernen Pädagogik sowie zahlreiche literarische Reminiszenzen an den "Zauberberg" oder auch an Goethe und Hölderlin, insbesondere in der zentralen Frage der "Schicksalswürdigkeit". Der ursprünglich von Peters gewählte Titel ("Der Schicksalswürdige") wurde auf Wunsch des Verlages in "Die schmale Brücke" geändert.
Der heilsame Umweg

„Der heilsame Umweg”, 1939 mit dem Schleswig-Holsteinischen Literaturpreis ausgezeichnet, gehört zu der Gattung der deutsch-französischen Verständigungsromane, die in den dreißiger Jahren des 20. Jahrhunderts sehr erfolgreich waren. Der Roman beschreibt das Leben französischer Kriegsgefangener in einem holsteinischen Dorf während des Ersten Weltkriegs und ist das fiktionale Pendant zu den Kriegserinnerungen von F.E. Peters, der selbst von 1914 bis 1920 Gefangener in Frankreich war und dort als Dolmetscher eingesetzt wurde. Im Mittelpunkt der Handlung steht die junge Elisabeth Tormählen, die sich von der weltfremden Schülerin eines Mädchenpensionats zu einer tüchtigen Bäuerin und reifen Ehefrau entwickelt. Während ihr Mann an der Front ist, entspinnt sich eine kurze harmlose Romanze zwischen ihr und dem französischen Dolmetscher Gaston Marzais, die schnell beendet ist, als Elisabeth endgültig zu ihrem Mann findet und dieser sich nach Kriegsende von ihrer Treue überzeugen kann. Das vielschichtige Werk beschreibt unter Verzicht auf die gängigen nationalen Stereotypen oder mittels deren Demontage Deutsche und Franzosen als in ihrer Unterschiedlichkeit sehr ähnlich. Durch zahlreiche Symmetrie-Effekte und konsequent durchgeführte Perspektivwechsel, die sowohl die deutsche als auch die französische Sicht zu berücksichtigen suchen, wird das Gleiche im Fremden hervorgehoben. Gleicher Patriotismus und gleiche Opferbereitschaft auf beiden Seiten, aber auch gleiche Friedenssehnsüchte und gleiches Leiden unter den Grausamkeiten des Krieges sowie gleiche fachliche Kompetenz – denn auch die gefangenen Franzosen sind erfahrene Bauern und bewähren sich im täglichen Zusammenleben. Fanatiker wie die verbitterte Soldatenwitwe Greta Harders oder der hasserfüllte Brandstifter Maurice Thaudière werden als lebensuntüchtig dargestellt und begehen Selbstmord. Den ideologischen Grundtenor des Werkes betonen zum Schluss noch einmal die Intellektuellen: Gaston Marzais und sein deutscher Freund, der Jurist Georg Schmitt, beide erfüllt von dem Wissen um und dem Respekt vor der Kultur des anderen. Gemeinsam wollen sie nach der deutschen Niederlage weitere deutsch-französische Kriege verhindern und beschwören die pazifistische Vision eines Europas der Toleranz und der Aufklärung. „Der heilsame Umweg“ ist darüber hinaus eine Hymne an bäuerliche Kultur und familiäre Werte. So bewundert Marzais Interieur und Kleidung der alten Bäuerin Abel Schierholdt. Auch ein traditionelles norddeutsches Begräbnisritual wird detailliert beschrieben. Frankreichs Landleben ist präsent durch nostalgische Evozierungen der Gefangenen und deutliche Anklänge an den am Anfang des letzten Jahrhunderts sehr beliebten Roman von Henry Bordeaux „Les Roquevillard“ (1906), den F.E.Peters während seiner Kriegsgefangenschaft übersetzt hat. Schließlich reflektiert der Roman Macht und Ohnmacht von Sprache sowie die autobiographische Dimension literarischer Produktions- und Rezeptionsprozesse. Seine Heldin - und mit ihr der Leser - erkennt, "dass Dichtung nur echt ist als erlittenes Leben und dass sie nur aus der Erfahrung des Leides verstanden wird."
"Ulenspegel un Jan Dood"

Charakterisierung des literarischen Schaffens von Moritz Jahn. Seine Bedeutung für das Plattdeutsche. F. E. Peters beschreibt, Moritz Jahn humorvoll folgend, "polare Spannungen" in Niederdeutschland: "Es gibt Niederdeutsche, die ihrem Lande nie so ganz trauen, die daheim in einer immerwährenden leisen Unruhe hinleben und die aufatmen, wenn sie in gebirgiger Gegend das nackte Gestein unter ihren Füßen fühlen. Dann wird klar, was sie sich bis dahin mühsam verhehlt haben: dass sie nämlich in einem geheimen Winkel ihrer Seele glauben, ihr Land sei vom Meere unterspült, könne an besonders dünnen Stellen durchbrechen, vom festen Kern der Erde losgerissen werden und in die Nebel der Unendlichkeit hinaustreiben. Auf felsigem Grund werden sie dann die neue und wohltuende Sicherheit mit großer Freude so lange genießen, bis das unwiderstehliche Heimweh sie zurücktreibt in die Unsicherheit."
Die deutsche Energiewirtschaft befindet sich im Umbruch. Ein neuer staatlicher Ordnungsrahmen wurde geschaffen. Zentrales Element für die Regulierung der Stromnetze ist die „Anreizregulierung“ ‒ simulierter Wettbewerb, zentral gesteuert von der Bundesnetzagentur, um missbräuchliches Verhalten auszuschließen. Ausgehend von der Entwicklung des Energiemarktes seit dem 19. Jahrhundert analysiert Kai Kleinwächter die unterschiedlichen Interessen der Bundes- und Länderregierungen, der Stadtwerke sowie der großen Energiekonzerne bei der Einführung dieses Steuerungsinstrumentes. Bewertet werden auch die politischen Machtpotenziale der Akteure sowie ihr Einfluss auf den Gesetzgebungsprozess.
Duplicate detection is the task of identifying all groups of records within a data set that represent the same real-world entity, respectively. This task is difficult, because (i) representations might differ slightly, so some similarity measure must be defined to compare pairs of records and (ii) data sets might have a high volume making a pair-wise comparison of all records infeasible. To tackle the second problem, many algorithms have been suggested that partition the data set and compare all record pairs only within each partition. One well-known such approach is the Sorted Neighborhood Method (SNM), which sorts the data according to some key and then advances a window over the data comparing only records that appear within the same window. We propose several variations of SNM that have in common a varying window size and advancement. The general intuition of such adaptive windows is that there might be regions of high similarity suggesting a larger window size and regions of lower similarity suggesting a smaller window size. We propose and thoroughly evaluate several adaption strategies, some of which are provably better than the original SNM in terms of efficiency (same results with fewer comparisons).
Weltweit brodelt es, Bürger gehen auf die Straße. In Chile will man sich die Ungerechtigkeiten des Bildungssystems nicht länger gefallen lassen. Nur wer zahlt, darf lernen – dagegen wehrt sich vor allem die Jugend mit aller Macht, auch mit der Macht der Neuen Medien. Öffentlichkeitswirksam werden die Proteste inszeniert. Wird die chilenische Regierung weiterhin mit Knüppeln auf Demonstranten einschlagen oder einlenken?
Vonseiten Nordkoreas wurde der Tod Kim Jong-ils am 17. Dezember 2011 mitgeteilt. Kim Jong-il war der Zweite der Familie, der Nordkorea regierte, nach seinem Vater Kim Il-sung. Die fortfolgende Herrschaft der leiblichen Söhne gibt dem Ganzen eine archaisch traditionale Komponente. Das Erstaunliche ist, warum dies trotz allem auch im 21. Jahrhundert zu funktionieren scheint.
Meissenheim

Beschreibung einer Reise durch das Elsass verflochten mit Zitaten aus F. Hölderlins Gedicht „Der Rhein“ (1801) und Entdeckung des Friederike-Brion-Grabes in Meißenheim. Peters entzaubert den Friederike-Mythos mit einer empathisch-kritischen Frage, die literarische Überhöhung und Lebenswirklichkeit kontrastiert: „Dem Mädchen aus Sesenheim geschah Leid von dem Halbgott. Leid war der Preis für das Licht der Unsterblichkeit,… War der Preis zu hoch?“
Timm Kröger

Der norddeutsche Schriftsteller Timm Kröger ist in Haale (Kreis Rendsburg-Eckernförde) geboren, einem Dorf, das in nächster Nähe von Luhnstedt, dem Heimatdorf von F.E. Peters, liegt. Peters und Kröger sind sich nie persönlich begegnet, hatten aber gemeinsame Bekannte. „Timm Kröger – der Dichter unserer Heimat“ stammt aus dem Nachlass von F.E. Peters, der ein Bewunderer der Kunst Timm Krögers war und den „besonderen lyrischen Schimmer“ seiner Erzählkunst geliebt hat. Die Rede ist anlässlich des 110. Geburtstages von Timm Kröger entstanden. Peters nimmt das Jubiläum zum Anlass, anhand von Zitaten aus Krögers Vorwort zu einer Gesamtausgabe seiner Werke die Gattung Heimatdichtung kritisch zu beleuchten und zu unterscheiden zwischen einer ideologisch gefärbten schablonenhaften Heimatdichtung und einer Dichtung, welche die Landschaften der Heimat in den Mittelpunkt stellt, das Provinzielle jedoch überwindet: „Es sei zugegeben, dass von sogenannten Heimatdichtern viel plattes Zeug geliefert wird. Darum spreche ich heute von dem Dichter unserer Heimat, nicht von dem Heimatdichter Timm Kröger.“
