The military in Mexico started out as a revolutionary army that secured the regime of the governmental party PRI. The article discusses the change of this army into a national and hemispheric police force under the influence of the USA. Today, the functions of the Mexican army are a mix of fighting against drugs, organized delinquency, terrorism and counterinsurgency and cooperating with US as well as other Latin American forces.
Existing theoretical literature fails to explain satisfactorily the differences between the pay of workers that are covered by collective agreements and others who are not. This study aims at providing a model framework which is amenable for an analysis of this issue. Our general-equilibrium approach integrates a dual labor market and a two-sector product market. The results suggest that the so-called 'union wage gap' is largely determined by the degree of centralization of the bargains, and, to a somewhat lesser extent, by the expenditure share of the unionized sector's goods.
The authors analyze the reasons for the establishment of a regulatory regime for international financial markets in accordance with the ideas of liberal internationalism. They argue that the system of international markets is affected by polymorphy, indicating the existence of different forms of regulation. Five factors produce this polymorphy: the non-existence of a homogenous object of steering, the dynamic nature of these objects, the fact that the purpose of governance is not clearly defined, the dominance of governance by the USA and Great Britain, and governance as a result of a multi-level game with various coalitions.
Beginning with the year 2000, the political society of South Korea has undergone a development towards more transparency. The increasing emergence of civil organizations as well as their new-orientation favoured the development of an alternative “online-public” which tries to mediate between the public’s interests and the state. The influence of this online-public, who profits from the fast and various ways of communication via internet, is best shown by some successful examples of online-action in the economic and the political sector. This gives credence to Dick Morris’ postulated rise of the internet to be the “fifth power” of the state.
The United States, despite impressive efforts, have not reduced Colombian drug supplies over the recent years. Policy ineffectiveness results from problems in Colombia, including poverty, strong non-state actors, as well as a weak state and society. On the US side, ineffectiveness results from a geographically selective approach, a reliance on coercion, and bilateralism. The US has exacerbated human rights violations, environmental destruction, the displacement of the drug industry within Colombia, and the spread of Colombian problems to neighbouring countries.
This article discusses the complex relationship between the state and the military in Latin American societies. Defining the state in Latin America as a weak one, it contains a typology of the different roles played by the military in the 20th century. In this context, the ambivalent impact of the USA as well as the search of the Latin American military for “new tasks” since the 1990s is discussed. The article concludes with the challenges for civil-military relations in the current democratic regimes in Latin America.
The German Ostpolitik of the Red-Green government between 1998 and 2005 focused particularly on the autocratic Russia. It mostly ignored the other – democratic – states in Central and Eastern Europe. Since this policy failed to improve the stability in the region, a policy change is necessary. Regional stability can only be based on the equal cooperation of democratic states. Germany should therefore intensify her support for the democratic forces in the region and integrate her policy into a common Ostpolitik within the EU.
Die jüngere Forschung zum Spracherwerb hat gezeigt, dass sich schon in den ersten Äußerungen von Kindern bestimmte Strukturmerkmale der Sprache, die die Kinder lernen, zeigen, d.h., es gibt Bereiche, in denen im normalen Erwerb praktisch keine Fehler zu beobachten sind. Dies lässt den Schluss zu, dass die Kinder entsprechendes Wissen über die Zielsprache bereits erwerben, bevor sie entsprechende Äußerungen produzieren. Diese frühen Erwerbsschritte können in erster Linie über die Untersuchung der Sprachwahrnehmung untersucht werden. Solche Untersuchungen haben gezeigt, dass Kinder schon sehr früh gerade für prosodische Eigenschaften der Sprache sensitiv sind und dass sie diese Sensitivität unter anderem für die Erkennung von Wortgrenzen einsetzen. Die frühen Fähigkeiten zur Sprachwahrnehmung und -verarbeitung stehen offenbar in einem direkten Zusammenhang zur späteren lexikalischen und syntaktischen Entwicklung.
Fallstudien

Der folgende Beitrag beschreibt Grundsätze und mögliche Erträge für die Durchführung von Fallstudien in der Erwachsenenbildung und Weiterbildung. Die forschungspraktische Durchführung selbst wird am Beispiel eines Forschungsprojekts zur Lernforschung beschrieben. Eingegangen wird vor allem auf die zentralen Phasen der Annäherung an das Forschungsfeld und die Interpretationsarbeit.
Dieser Beitrag reflektiert den Zusammenhang von Bildungs- und Lernprozessen, der im wissenschaftlichen Diskurs wenig reflektiert wird. Bildungstheoretische Diskurse verzichten regelmäßig auf den Lernbegriff, lerntheoretischen Diskursen ist der Bildungsbegriff fremd, weil dort individuell-kognitive Operationen im Mittelpunkt stehen und weniger Fragen nach den Lerngegenständen, also den Inhalten des Lernens und deren gesellschaftlicher Relevanz. Das Verhältnis von Bildung und Lernen wird im Folgenden unter dem Aspekt „expansiven Lernens“ näher bestimmt. „Expansives Lernen“ ist ein Begriff aus der Kritischen Psychologie, den Klaus Holzkamp (1993) aus einer subjektwissenschaftlichen Perspektive expliziert hat. Die Verhältnisbestimmung von Bildung und expansivem Lernen geht der Frage nach, ob mit dem Begriff „expansiven Lernens“ empirische Einsichten in das Lernhandeln von kritisch-reflexiven Bildungspraxen möglich werden oder anders formuliert: Ob der Begriff expansiven Lernens eine Grundlage für Lernberatungs- und Lernbegleitungsprozesse in kritisch-reflexiven Bildungspraxen darstellen kann. Das hier thematisierte Verhältnis von (Erwachsenen-)Bildung und expansivem Lernen ist ein Teilaspekt des Verhältnisses von Erwachsenenbildung und subjektwissenschaftlicher Lerntheorie. Eine differenzierte Auseinandersetzung zu diesem Gesamtrahmen findet sich bei Faulstich/Ludwig (2004).
Im Norddeutschen Tiefland wurde die Ausbreitung von Gefäßpflanzen durch Rehe, Dam- und Rothirsche sowie Wildschweine untersucht. Diese Tiere transportieren zahlreiche Pflanzenarten in teilweise erheblichen Mengen über größere Distanzen, sowohl durch den Kot nach Darmpassage (Endozoochorie) als auch durch Anheftung an Fell und Schalen (Epizoochorie). Besondere Bedeutung kommt dabei Wildschweinen zu, die potenziell fast alle Pflanzenarten ausbreiten können. Bevorzugt werden im Wald wie im Offenland vorkommende Pflanzen und Arten des Offenlands ausgebreitet, während Arten mit enger Waldbindung nur in geringem Maße transportiert werden. Zoochorie durch Schalenwild bietet Erklärungsansätze sowohl für Ausbreitungsphänomene wie auch für das weitgehend fehlende Ausbreitungspotenzial vieler Pflanzenarten. Der Einfluss des Schalenwilds auf die Artenzusammensetzung und Gefäßpflanzen-Diversität in der mitteleuropäischen Kulturlandschaft sollte in seine naturschutzfachliche Neubewertung miteinbezogen werden. Die Einschränkung von Aktionsradien der Tiere durch die Zerschneidung von Lebensräumen sowie die Wildfütterung können für Ausbreitungsprozesse bisher kaum beachtete Konsequenzen haben.

The debate was resumed through the Summer, Fall, Winter and Spring editions (no. 43 to 46) of WeltTrends, which featured articles of German International Relations scholars as well as foreign policy-makers and experts from abroad. In his concluding article, Hellmann seizes the opportunity to outline and comment on some characteristics of the debate as revealed in the contributions of his critics.

Der Begriff „Arbeit“ hat Hochkonjunktur. Jedoch bleibt das grundsätzliche Verhältnis zwischen Arbeit und Politik weiterhin unbestimmt. Unsere Autoren beschäftigen sich mit ökonomischen Spielräumen und ungenutzten Handlungsoptionen. Sie wagen hierbei den Blick über den deutschen Tellerrand und suchen gezielt die europäische Perspektive. Im Eröffnungsbeitrag diskutiert Peter Ulrich nicht nur Fragen zur Effizienz, sondern zu einem gerechten Arbeitsmarktes und sinnvollen Arbeitsformen. Am Beispiel der Internetökonomie diskutieren Raphael Menez, Josef Schmid und Stefanie Springer das Spannungsfeld zwischen Arbeitspolitik und industriellen Beziehungen. Wie sich Arbeitspolitik mit all ihren Dilemmata auf der europäischen Bühne konkret abspielt, zeigen Milena Büchs, Kilian Kindelberger und Annerose Poleschner in ihren Artikeln exemplarisch auf. Unter welchen Bedingungen finden Investitionswettbewerb und Sozialpolitik in der „Ära nach Hartz“ statt? Diesen Fragen gehen Britta Rehder, Christine Trampusch und Klaus Deimer nach.

Under continuous pressure from globalised competition, labour markets no longer guarantee the social inclusion of all citizens into civil society. For a „civilised“ market economy, it is essential to frame further economic „rationalisation“ by a comprehensive labour policy that values meaningful ways of human activity as well as the just organisation of the world of work over efficient labour markets. Without such a comprehensive labour policy, argues, labour markets increasingly become „tyrannical“ and will endanger the foundations of a modern society of free and equal citizens.
This article investigates how institutional, organisational and individual factors influence labour politics in the internet economy. The authors discuss several theoretical approaches towards labour politics and industrial relations. Using the example of the IT industry, they then illustrate how in the IT industry the organisation of work changes, what requirements result for employees, how regulation is structured, and what political challenges this brings for trade unions and employer’s associations. Considering current developments in the IT economy, the authors finally evaluate the theoretical approaches according to their explanatory strength.
