In den letzten 20 Jahren sind Evaluationen Schritt für Schritt zu einem festen und gleichzeitig kontrovers diskutierten Bestandteil politischer Förderung geworden. Auf der Basis langjähriger Beobachtungen der Evaluationspraxis des Förderprogramms „Soziale Stadt“ zeigt dieses Buch zunächst, dass Evaluationstätigkeiten in Ministerien, Kommunalverwaltungen und Planungsbüros mit ganz unterschiedlichen Erwartungen, Herausforderungen, Widersprüchen und Irritationen verknüpft werden. Evaluationen werden dabei sowohl als Hoffnungsträger, als auch als Schreckgespenst gesehen. Der Autor nimmt diese Beobachtungen zum Anlass, den Umgang mit Evaluationen in politischen Organisationen kritisch zu hinterfragen und systematisch zu erklären. Reduziert auf die Frage „Wozu Evaluation?“ wird auf der Basis eines systemtheoretischen Zugangs erklärt, welche unterschiedlichen Funktionen Evaluationen in Organisationen erfüllen können. Vertiefend wird dabei auf organisationales Lernen, auf politische Steuerungslogik und auf die Notwendigkeit von Symbolisierungen eingegangen.
Der boomende Wirtschaftsriese China erfährt weltweit immer mehr Aufmerksamkeit von Politik, Wirtschaft, Wissenschaft und Öffentlichkeit. Gleichzeitig werden aber auch innere soziale Probleme und die großen regionalen Disparitäten des Landes angesprochen. Auch Berichte über die Situation der Wanderarbeiter in den Großstädten des Landes häufen sich. Obwohl sich die Wissenschaft ebenfalls dieses Themas angenommen hat, mangelt es noch an Untersuchungen darüber, insbesondere an solchen, die eingehend und systematisch mit empirischen Erhebungen „vor Ort“ dieses Phänomen studieren. In diese Lücke stößt die Dissertation von Ling He. In ihrem Mittelpunkt steht das Alltagsleben der Arbeitsmigranten in Peking. Dabei werden behandelt: die Migrationsmotive, die strukturellen und individuellen Rahmenbedingungen für die Arbeitsmigranten und ihre Familien, die Arbeits- und Lebensbedingungen, die Bildung finanzieller Ressourcen sowie auch die Konstruktion sozialer Netzwerke und die Integration der Migranten in Peking. Außerdem geht die Dissertation ein auf die Vorteile, die für die etwa 17 Millionen Einwohner zählende Stadt durch die Beschäftigung der etwa 3 Millionen Arbeitsmigranten geschaffen werden, und sie weist auf die sozialen und ökonomischen Probleme hin, die im Zusammenhang mit der Arbeitsmigration gelöst werden müssten.

The European Values Education (EVE) project is a large-scale, cross-national, and longitudinal survey research programme on basic human values. The main topic of its second stage was religion in Europe. Student teachers of several universities in Europe worked together in multicultural exchange groups. Their results are presented in this issue.

Based on newly available data of both, the structural setting and thermal properties, we compare 3D thermal models for the area of Brandenburg, located in the Northeast German Basin, to assess the sensitivity of our model results. The structural complexity of the basin fill is given by the configuration of the Zechstein salt with salt diapirs and salt pillows. This special configuration is very relevant for the thermal calculations because salt has a distinctly higher thermal conductivity than other sediments. We calculate the temperature using a FEMethod to solve the steady state heat conduction equation in 3D. Based on this approach, we evaluate the sensitivity of the steady-state conductive thermal field with respect to different lithospheric configurations and to the assigned thermal properties. We compare three different thermal models: (a) a crustal-scale model including a homogeneous crust, (b) a new lithosphere-scale model including a differentiated crust and (c) a crustal-scale model with a stepwise variation of measured thermal properties. The comparison with measured temperatures from different structural locations of the basin shows a good fit to the temperature predictions for the first two models, whereas the third model is distinctly colder. This indicates that effective thermal conductivities may be different from values determined by measurements on rock samples. The results suggest that conduction is the main heat transport mechanism in the Brandenburg area.

We generated medium-range forecasts of runoff for a 50 km(2) headwater catchment upstream of a reservoir using numerical weather predictions (NWPs) of the past as input to an operational hydrological model. NWP data originating from different sources were tested. For a period of 8.5 years, we computed daily forecasts with a lead time of +120 h based on an empirically downscaled version of the ECMWF's ensemble prediction system. For the last 3.5 years of the test period, we also tried the deterministic COSMO-EU forecast disseminated by the German Weather Service for lead times of up to +72 h. Common measures of skill indicate superiority of the ensemble runoff forecast over single-value forecasts for longer lead times. However, regardless of which NWP data were being used, the probability of event detection (POD) was found to be generally lower than 50%. In many cases, values in the range of 20-30% were obtained. At the same time, the false alarms ratio (FAR) was often found to be considerably high. The observed uncertainties in the hydrological forecasts were shown to originate from both the insufficient quality of precipitation forecasts as well as deficiencies in hydrological modeling and quantitative precipitation estimation. With respect to the anticipatory control of reservoirs in the studied catchment, the value of the tested runoff forecasts appears to be limited. This is due to the unfavorably low POD/FAR ratio in conjunction with a high cost-loss ratio. However, our results indicate that, in many cases, major runoff events related to snow melt can be successfully predicted as early as 4-5 days in advance.
Methane flux rates were measured on a loamy sand soil within perennial and annual energy crops in northeast Germany. The study was performed in closed chambers between 2003 and 2005 with four measurements per week. A mixed linear model including the fixed effects of year, rotation period, crop and fertilisation was applied to determine the influence of climatic factors and soil management on the CH4 flux. Soil water content and air temperature were added as co-variables. With the exception of air temperature, all fixed effects and the co-variable soil water content influenced the CH4 flux. The soil of annual crops consumed 6.1 mu g CH4 m(-2) h(-1), significantly more than the soil of perennial crops with 4.3 mu g CH4 m(-2) h(-1). It is suggested that soil water content plays the key role in CH4 flux between pedosphere and atmosphere. In the range of water contents between 5% and 15%, our model describes that a soil water content increase of 1% induces a net emission of 0.375 mu g CH4 m(-2) h(-1). As the soil of the experimental field was well-drained and aerobic, it represented a net sink for CH4 throughout the study period.

Fußverkehr findet im gesamten öffentlichen Raum statt und ermöglicht die lückenlose Verbindung von Tür zu Tür. Jeder Mensch steht vor Beginn einer Fortbewegung vor den Fragen „Wo bin ich?“, „Wo liegt mein Ziel?“ und „Wie komme ich dahin?“. Ein Großteil der auf dem Markt befindlichen Navigationssysteme für Fußgänger stellen reduzierte Varianten aus Fahrzeugen dar und basieren auf 2D- Kartendarstellungen oder bilden die Realität als dreidimensionales Modell ab. Navigationsprobleme entstehen dann, wenn es dem Nutzer nicht gelingt, die Information aus der Anweisung auf die Wirklichkeit zu beziehen und umzusetzen. Ein möglicher Grund dafür liegt in der Visualisierung der Navigationsanweisung. Die räumliche Wahrnehmung des Menschen erfolgt ausgehend von einem bestimmten Betrachtungsstandpunkt und bringt die Lage von Objekten und deren Beziehung zueinander zum Ausdruck. Der Einsatz von Augmented Reality (erweiterte Realität) entspricht dem Erscheinungsbild der menschlichen Wahrnehmung und ist für Menschen eine natürliche und zugleich vertraute Ansichtsform. Im Unterschied zu kartographischer Visualisierung wird die Umwelt mittels Augmented Reality nicht modelliert, sondern realitätsgetreu abgebildet und ergänzt. Das Ziel dieser Arbeit ist ein Navigationsverfahren, das der natürlichen Fort-bewegung und Sichtweise von Fußgängern gerecht wird. Das Konzept basiert auf dem Einsatz einer Kombination aus Realität und virtueller Realität zu einer erweiterten Ansicht. Da keine Darstellungsform als die Route selbst besser geeignet ist, um einen Routenverlauf zu beschreiben, wird die Realität durch eine virtuelle Route erweitert. Die perspektivische Anpassung der Routendarstellung erfordert die sensorische Erfassung der Position und Lage des Betrachtungsstandpunktes. Das der Navigation zu Grunde liegende Datenmodell bleibt dem Betrachter dabei verborgen und ist nur in Form der erweiterten Realität sichtbar. Der im Rahmen dieser Arbeit entwickelte Prototyp trägt die Bezeichnung RealityView. Die Basis bildet ein freies und quelloffenes Navigationssystem, das für die Fußgängernavigation modular erweitert wurde. Das Ergebnis ist ein smartphonebasierter Navigationsprototyp, in dem die Ansichtsform einer zweidimensionalen Bildschirmkarte im Grundriss und die Darstellung einer erweiterten Realität im Aufriss kombiniert werden. Die Evaluation des Prototyps bestätigt die Hypothese, dass der Einsatz von Augmented Reality für die Navigation von Fußgängern möglich ist und von der Nutzergruppe akzeptiert wird. Darüber hinaus bescheinigen Wissenschaftler im Rahmen von Experten-interviews den konzeptionellen Ansatz und die prototypische Umsetzung des RealityView. Die Auswertung einer Eye-Tracking-Pilotstudie erbrachte den Nachweis, dass Fußgänger die Navigationsanweisung auf markante Objekte der Umwelt beziehen, deren Auswahl durch den Einsatz von Augmented Reality begünstigt wird.
