Mit diesem Heft wird die Diskussion über eine neue deutsche Ostpolitik fortgesetzt und abgeschlossen. Diese hatte im Heft Nr. 49 mit Thesen von Jochen Franzke begonnen, im nächsten Heft wurden erste Beiträge publiziert. Insgesamt haben sich Wissenschaftler und Politiker aus Deutschland, Österreich, Polen, Finnland und Tschechien beteiligt. Die Debatte schließt mit Schlussbemerkungen des Initiators. Central government coordination in Denmark, Germany and Sweden : an institutional policy perspective

The paper analyses the processes of central government coordination in Denmark, Germany and Sweden. First it gives an account of the existing coordination patterns, second it analyses changes within these coordination patterns over time and finally it asks, whether these changes can be attributed to an intentional institutional design. To answer this set of questions, we introduce an institutional policy analytic perspective to the study of central government change. This perspective focuses on central actors, interests, strategic motivations and the degree of the actors reflexivity as a promoter of intentional institutional change in government coordination. The empirical analysis shows the prevalence of negative coordination as the dominant pattern of coordination in all three countries. However, country-specific constitutional and political traditions result in a variety of different coordination techniques actually used. The paper concludes by identifying three different patterns of change, depending on the degree of change and the reflexivity involved : "fragmented institutional politics" in Denmark, "policy-driven institutional politics" in Germany and "adaptive and symbolic institutional politics" in the case of Sweden.

The article departs from the discussion of the Sources of the scholar interest in civil societv and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makcs a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society
Das Unterrichtsfach "Politische Bildung" in Brandenburg : eine qualitative und quantitative Studie

This diploma thesis deals with the process of political and administrative decentralisation in the Kingdom of Lesotho. Although decentralization in itself does not automatically lead to development it became an integral part of reform processes in many developing countries. Governments and international donors consider efficient decentralized political and administrative structures as essential elements of “good governance” and a prerequisite for structural poverty alleviation. This paper seeks to analyse how the given decentralization strategy and its implementation is affecting different features of good governance in the case of Lesotho. The results of the analysis confirm that the decentralisation process significantly improved political participation of the local population. However, the second objective of enhancing efficiency through decentralisation was not achieved. To the contrary, in the institutional design of the newly created local authorities and in the civil service recruitment policy efficiency considerations did not matter. Additionally, the created mechanisms for political participation generate relevant costs. Thus it is impossible to judge unambiguously on the contribution of decentralisation to the achievement of good governance. Different subtargets of good governance are influenced contrarily. Consequently, the adequacy of the concept of good governance as a guiding concept for decentralisation policies can be questioned. The assessment of the success of decentralisation policies requires a normative framework that takes into account the relations between both participation and efficiency. Despite the partly reduced administrative efficiency the author’s overall impression of the decentralisation process in Lesotho is positive. The establishment of democratically legitimised and participatory local governments justifies certain additional expenditure. However, mistakes in the design and the implementation of the decentralisation strategy would have been avoidable.
Diese Arbeit untersucht die Hypothese inwieweit EU/ESVP und NATO sich in einem Konkurrenzkampf befinden. Dabei werden mehrere Dimensionen beleuchtet. Der zeitliche Aspekt, der organisatorische, der ideengeschichtliche und die spezielle Situation im Politikfeld Sicherheits- und Verteidigungspolitik. Auf Grundlage dieser Parameter wird eine Einschätzung bezüglich der aufgestellten These für die Gegenwart vorgenommen, sowie eine Strategieempfehlung für die nähere Zukunft gemacht.
