Der Band enthält die Vorträge, welche anlässlich der Verabschiedung von Detlev W. Belling in den Ruhestand gehalten wurden:
Der Beitrag des Ministers der Justiz von Ungarn, László Trócsányi, befasst sich mit dem Thema Demokratie, Identität und Rechtsstaat – die europäische Integration und die Mitgliedstaaten. Entwickelt wird eine Vision der Europäischen Union, die statt auf fortschreitender Zentralisierung stärker auf einer gleichberechtigten Kooperation der Mitgliedstaaten basiert. Die nationalen Verfassungsidentitäten sollen als unentbehrliche Bestandteile der nationalen Souveränität nicht der europäischen Integration geopfert werden. Vor allem der Grundsatz vom Vorrang des Unionsrechts wird in diesem Zusammenhang kritisch hinterfragt. „Integrationswut“ gelte es zu verhindern. Die Rechtsstaatlichkeit einzelner Mitgliedstaaten dürfe durch die Union nicht infrage gestellt werden.
In seiner Abschlussvorlesung geht Detlev W. Belling der Frage nach, ob und inwieweit die Ausübung der Gnadenbefugnisse durch die Gnadenträger in einem säkularen und republikanischen Rechtsstaat der gerichtlichen Kontrolle unterliegen sollte. Detailliert werden in diesem Zusammenhang nicht nur die bisherige Rechtsprechung des Bundesverfassungsgerichts und das breit gefächerte Meinungsspektrum der Literatur abgebildet. Anhand einer Vielzahl von Beispielen aus der ferneren und unmittelbaren Geschichte wird die Entwicklung des Gnadenrechts nachgezeichnet. Missbrauchsgefahren, wie sie nicht nur kennzeichnend für Diktaturen und Monarchien sind, werden aufgezeigt. Die Erkenntnisse aus der historischen Darstellung aufgreifend, wird anhand einer umfassenden Analyse der geltenden Rechtslage nachgewiesen, aus welchen Gründen die Konstitutionalisierung des Begnadigungsrechts geboten ist.

Die Universität Potsdam verlieh am 22. Juni 2017 an
die türkische Politologin Hilal Alkan erstmals den
„Voltaire-Preis für Toleranz und Völkerverständigung
und Respekt vor Differenz“. Mit dem Preis ehrt die
Universität künftig einmal jährlich eine Person, die
sich für die Freiheit von Forschung und Lehre sowie
für das Recht auf freie Meinungsäußerung eingesetzt
hat. Voltaire wurde Namensgeber des Preises, weil er
als Vordenker für den gesellschaftlichen Toleranz-Gedankens
zählt. Sein Plädoyer für Toleranz zwischen
den Religionen, gegen Fanatismus und Aberglauben
ist heute so aktuell wie lange nicht.
Die Stadt Potsdam und ihre Universität sind mit
Voltaire, der Aufklärungsepoche und dem Toleranzgedanken
eng verbunden. In Potsdam lebt der Geist
der Aufklärung und Toleranz, was im Leitbild der Stadt
öffentlich dokumentiert ist. Gelebt wird dieser Geist in
Projekten wie dem „Neuen Potsdamer Toleranzedikt
von 2008“ oder dem Bündnis „Potsdam bekennt Farbe“,
an dem die Universität Potsdam beteiligt ist.
Auch Ehemalige der Universität engagieren sich für
Frieden, Toleranz und Demokratieentwicklung. Da
liegt es nahe das Thema zum inhaltlichen Schwerpunkt
des Ihnen hier vorliegenden Magazins zu machen.
Auf unseren Aufruf zur Mitwirkung meldeten
sich rund 50 Ehemalige aus aller Welt, die von ihren
Engagements berichteten. Eine Auswahl von 12 Berichten
präsentieren wir in diesem Heft.
Mit dabei ist etwa Geoökologe Sylvio Mannel, der in
einem amerikanischen Indianerreservat gearbeitet und
die Lakota bei der Rückbesinnung auf ihre stolze Tradition
unterstützt hat. Oder Nicole Erfurth, die afghanischen
Mädchen eine gute Schulbildung ermöglichen
will. Oder aber Ralf Wunderlich, der als Profitrainer
für Fußball nach Finnland auswanderte und nun mit
Flüchtlingen trainiert.
In diesem Heft stellen wir auch aktuelle Projekte Ihrer
Alma Mater zu diesem Themenkomplex vor und
berichten darüber hinaus von den Höhepunkten des
Jahres 2017.
Information integration across company borders becomes increasingly important for the success of product lifecycle management in industry and complex supply chains. Semantic technologies are about to play a crucial role in this integrative process. However, cross-company data exchange requires mechanisms to enable fine-grained access control definition and enforcement, preventing unauthorized leakage of confidential data across company borders. Currently available semantic repositories are not sufficiently equipped to satisfy this important requirement. This paper presents an infrastructure for controlled sharing of semantic data between cooperating business partners. First, we motivate the need for access control in semantic data federations by a case study in the industrial service sector. Furthermore, we present an architecture for controlling access to semantic repositories that is based on our newly developed SemForce security service. Finally, we show the practical feasibility of this architecture by an implementation and several performance experiments.
fundamental challenge for product-lifecycle management in collaborative value networks is to utilize the vast amount of product information available from heterogeneous sources in order to improve business analytics, decision support, and processes. This becomes even more challenging if those sources are distributed across multiple organizations. Federations of semantic information services, combining service-orientation and semantic technologies, provide a promising solution for this problem. However, without proper measures to establish information security, companies will be reluctant to join an information federation, which could lead to serious adoption barriers.
Following the design science paradigm, this paper presents general objectives and a process for designing a secure federation of semantic information services. Furthermore, new as well as established security measures are discussed. Here, our contributions include an access-control enforcement system for semantic information services and a process for modeling access-control policies across organizations. In addition, a comprehensive security architecture is presented. An implementation of the architecture in the context of an application scenario and several performance experiments demonstrate the practical viability of our approach.

Corporate career presences on social network sites: an analysis of hedonic and utilitarian value

Due to the shortage of skilled workforce and the increasing usage of social network sites, companies increasingly apply social network sites to attract potential applicants. This paper explores how corporate career presences on network sites should be realized in order to attract potential applicants. Therefore, we tested the impact of seven individual characteristics (namely Appointments, Daily Working Routine, Jobs, Corporate News, Entertainment, Media Format, and Features) of these corporate career presences that we extracted by a comprehensive pre-study on users' perceived hedonic and utilitarian value of these presences on social network sites. Based on an online survey with 470 participants, the results reveal a highly significant impact of five characteristics that corporate career presences provide both a hedonic as well as a utilitarian value to the user
Many organizations use business process models for documenting their business operations. In recent years, the Business Process Model and Notation (BPMN) evolved into the leading standard for process modeling. However, BPMN is complex: The specification offers a huge variety of different elements and often several representational choices for the same semantics. This raises the question of how well modelers can deal with these choices. Empirical insights into BPMN usage from the perspective of practitioners are still missing. We close this gap by analyzing a large set of BPMN 2.0 process models from practice. We found that particularly representational choices for splits and joins, the correct use of message flow, the proper decomposition of models, and the consistent labeling appear to be connected with quality issues. Based on our findings we give five recommendations how these issues can be avoided in the future. The work summarized in this extended abstract has been published in [LMG16].
Many organizations use business process models to document business operations and formalize business requirements in software-engineering projects. The Business Process Model and Notation (BPMN), a specification by the Object Management Group, has evolved into the leading standard for process modeling. One challenge is BPMN's complexity: it offers a huge variety of elements and often several representational choices for the same semantics. This raises the question of how well modelers can deal with these choices. Empirical insights into BPMN use from the practitioners' perspective are still missing. To close this gap, researchers analyzed 585 BPMN 2.0 process models from six companies. They found that split and join representations, message flow, the lack of proper model decomposition, and labeling related to quality issues. They give five specific recommendations on how to avoid these issues.
