Die ländlich peripheren Räume Ostdeutschlands gelten vielfach pauschal als schwer zu behandelnder regionaler "Sanierungsfall", dem aber im Vergleich zu den gravierenden Problemen von Bevölkerungsrückgang und Wohnungsleerstand in den Städten weniger Aufmerksamkeit gewidmet werden kann. Fragen nach Umfang und Beweggründen für die Zuwanderung älterer Menschen in diese Räume werden in diesem Zusammenhang ebenso als marginal betrachtet. Trotz der generellen Debatte zum demographischen Wandel wird vielfach noch nicht anerkannt, dass der Ruhestand keine "Restzeit" mehr ist, sondern ein eigener Lebensabschnitt von erheblicher Dauer für einen größer werdenden Teil der Bevölkerung, bei dem die Älteren sehr aktive Phasen durchleben. Der Beitrag stellt Ergebnisse einer Befragung von älteren Zugewanderten in den peripheren Regionen Brandenburgs vor. Auf dieser Grundlage werden Überlegungen zum "Potenzial" dieser älteren Menschen in Bezug auf die regionale Entwicklung und zu Konsequenzen für die räumliche Planung dargestellt.
In Poland, EIA and SEA have been integrated into the planning system in a different way compared to Germany. There, EIA is performed within an independent procedure. For projects mandatorily requiring EIA, the respective county decides on the outcome of an EIA, whereas for projects with case-by-case screening the regional authority's council is responsible for this task. There are still significant uncertainties in the application of SEA which sometimes leads to conflicts with the EU provisions. In Poland, provisions for SEA were already made in the year 2000. Different SEA procedures are established for regional plans and for other environmental plans. Furthermore, in April 2004, provisions for the EA according to the Habitats Directive were made in the Polish nature protection act. EA according to the Habitats Directive is strongly linked to EIA and SEA. Poland is already experienced in the practice of EIA and SEA. However, there still is a lack of methodological guidelines. Furthermore, the different legal provisions and procedures need to be further adjusted to each other.
Summary Possibilities of Co-Operation between Nature Conservation and Water Management. The EU Water Framework Directive (WFD) issued different regulations in the context of flodplains although not listing them directly as target areas to be dealt with. This makes clear that flodplains are assed as functional areas and therefore also need concrete requirements for their protection and development from a water management point of view. Additionally measures along rivers and streams necessary to reach the environmental aims of the WFD can result in changed conditions in floodplains. This is illustrated by examples of the Lower HAvel River. This may lead to conflicts with the aims and tasks of nature conservation. Particularly the definition of development aims needs an early identification of agreements and possible conflicts. Therefore the water management authorities have to consider the influence of the floodplains on the condition of the water bodies in an early stage: as soon as reference conditions are described, for the assessment of the risks to achieve the environmental aims as well as for the development of measurement programmes. Further it will be the task of nature conservation institutions to establish own target systems for the water bodies additionally to the NATURA2000- syetem of protection areas as well as for the development of measurement programmes of the WFD. Zusmamenfassung Die EU- Wasserrahmenrichtlinie benennt Auen zwar nicht direkt als Handlungsobjekte. Betrachtet man jedoch ihre verschiedenen Vorgaben im Zusammenhang, wird deutlich, dass Auen als Funktionsräume mit erfasst sind, weshalb zukünftig aus wasserwirtschaftlicher Sicht auch konkrete Anforderungen an ihren Schutz und ihre Entwicklung zu stellen sein werden. Zudem können Maßnahmen am Fließgewässer, die zum Erreichen der Umweltziele der WRRL erforderlich sind, zu Veränderungen der Bedingungen in Flussauen führen. Dies wird an Beispielen aus der Unteren Havel näher erläutert. Damit ergeben sich Überschneidungen mit den Zielen und Aufgaben des Naturschutzes in Flussauen, die eine enge Abstimmung von Wasserwirtschaft und Naturschutz erforderlich machen. Besonders bei der Festlegung von Entwicklungszielen sind Gemeinsamkeiten und mögliche Konfliktpotenziale frühzeitig zu identifizieren. Dazu ist es erforderlich, dass von der Wasserwirtschaft der Einfluss der Auen auf den Zustand der Wasserkörper bereits bei der Beschreibung der Referenzzustände, der Bewertung der Risiken für das Erreichen der Umweltziele sowie der Entwicklung von Maßnahmenprogrammen berücksichtigt wird. Um Einfluss auf die Maßnahmenprogramme n. WRRL nehmen zu können, wird es Aufgabe des Naturschutzes sein, auch über das Schutzgebietssystem NATURA2000 hinaus eigene gewässerbezogene Zielsysteme zum Auenschutz aufzustellen.

Spätholozäne Landschaftsentwicklung in Westchina : zwei Fallbeispiele aus der Provinz Qinghai

Zusammenfassung Neuere archäologische Forschungsergebnisse belegen, dass seit der frühen Bronzezeit ein intensiver kultureller und wirtschaftlicher Austausch zwischen West- und Südostchina bestand. Es war anzunehmen, dass die Grundlage dieses Austausches vergleichsweise weit entwickelte Landnutzungsaktivitäten waren. Geoarchäologische Untersuchungen über die Umweltauswirkungen der bronzezeitlichen Landnutzung in Westchina fehlen bisher. An zwei Fallbeispielen in der Provinz Qinghai, den archäologischen Fundplätzen Lajia und Fengtai, wird aufgezeigt, dass dort die wirtschaftliche Wertschöpfung auf vergleichsweise intensiver Landnutzung basierte. Die damit verbundene Zerstörung der natürlichen Vegetation ermöglichte katastrophale Erosionsereignisse, die zum Niedergang beider Siedlungen führten. Abstract Late Holocene Landscape Development in Western China ; Two Case Studies from Qinghai Province Recent archaeological research results show that an intensive cultural as well as economic exchange took place between Western and South-Eastern China since early Bronze Age. It can be assumed, that the exchange based on comparatively well developed land use activities. Geo-archaeological investigations concerning the environmental impact of Bronze Time land use in Western China are missing so far. Two case studies about the archaeological sites Lajia and Fengtai located in Qinghai Province show, that the creation of economic value based on comparatively intensive land use. The associated clearing of natural vegetation caused disastrous erosion events, which led to the decline of both settlements.
Simple water balance modelling of surface reservoir systems in a large data-scarce semiarid region

Water resources in dryland areas are often provided by numerous surface reservoirs. As a basis for securing future water supply, the dynamics of reservoir systems need to be simulated for large river basins, accounting for environmental change and an increasing water demand. For the State of Ceara in semiarid Northeast Brazil, with several thousands of reservoirs, a simple deterministic water balance model is presented. Within a cascade-type approach, the reservoirs are grouped into six classes according to storage capacity, rules for flow routing between reservoirs of different size are defined, and water withdrawal and return flow due to human water use is accounted for. While large uncertainties in model applications exist, particularly in terms of reservoir operation rules, model validation against observed reservoir storage volumes shows that the approach is a reasonable simplification to assess surface water availability in large river basins. The results demonstrate the large impact of reservoir storage on downstream flow and stress the need for a coupled simulation of runoff generation, network redistribution and water use
The spatial variability of landscape features such as topography, soils and vegetation defines the spatial pattern of hydrological state variables like soil moisture. Spatial variability thereby controls the functional behaviour of the landscape in terms of its runoff response. A consequence of spatial variability is that exchange processes between landscape patches can occur at various spatial scales ranging from the plot to the basin scale. In semi-arid areas, the lateral redistribution of surface runoff between adjacent landscape patches is an important process. For applications to large river basins of 10(4)-10(5) km(2) in size, a multi-scale landscape discretization scheme is presented in this paper. The landscape is sub-divided into modelling units within a hierarchy of spatial scale levels. By delineating areas characterized by a typical toposequence, organised and random variability of landscape characteristics is captured in the model. Using runoff-runon relationships with transition frequencies based on areal fractions of modelling units, lateral surface and subsurface water fluxes between modelling units at the hillslope scale are represented. Thus, the new approach allows for a manageable description of interactions between fine-scale landscape features for inclusion in coarse-scale models. Model applications for the State of Ceara (148,000 km(2)) in the north- east of Brazil demonstrate the importance of taking into account landscape variability and interactions between landscape patches in a semi-arid environment. Using mean landscape characteristics leads to a considerable underestimation of infiltration-excess surface runoff and total simulated runoff. Re-infiltration of surface runoff and lateral redistribution processes between landscape patches cause a reduction of runoff volumes at the basin scale and contribute to the amplification of variations in runoff volumes relative to variations in rainfall volumes for semi-arid areas.
