Aus der Einleitung: Angesichts der erkannten Defizite des deutschen Steuer- und Transfersystems rücken Forderungen nach einer grundlegenden Umgestaltung in jüngster Vergangenheit verstärkt in das Zentrum der öffentlichen Diskussion. So werden einerseits infolge der zahlreichen verfassungsgerichtlichen Änderungsvorgaben neben der bereits in Angriff genommenen einkommensteuerlichen Freistellung des Existenzminimums auch vielfältige Anpassungen in Vermögen-, Erbschaft- und Grundsteuern notwendig. Gleichzeitig erscheinen Maßnahmen zur Verbesserung der Anreizstruktur erforderlich, die wiederum erhebliche Rückwirkungen auf die zukünftige Struktur des Einkommensteuertarifs (insbesondere dessen Grenzsteuersatzverlauf) haben dürften. Andererseits forciert die Vielzahl der festzustellenden Umweltprobleme die Forderung nach einer instrumentalen Neuorientierung mit verstärkter Betonung des Einsatzes von Lenkungsabgaben. Zur Verwendung der aus umweltorientierten Abgaben resultierenden Einnahmen wird vorgeschlagen, diese in gleicher Höhe in Form kompensierender Senkungen der Einkommensteuer an die Steuerpflichtigen weiterzugeben, so daß eine Erhöhung der volkswirtschaftlichen Steuerquote ausgeschlossen wird. Diese Umstrukturierung des Steuersystems weg von direkten und hin zu indirekten Steuern ließe sich zugleich verbinden mit einer allgemeinen Sicherung eines Grundeinkommens in der Form, daß die existierende Sozialhilfe durch eine "Negative Einkommensteuer" ersetzt würde. Diese Fundamentalreform des Steuerund Transfersystems könnte nicht nur zu einer wesentlichen Verbesserung ökonomischer Anreizwirkungen beitragen, sondern zugleich über die ausgelösten Lenkungswirkungen zu einer modernen, ökologieorientierten Wirtschaftsstruktur führen. Als Kompensationsmaßnahmen sind auch nachhaltige Verringerungen der Lohnnebenkosten denkbar, die die Standortbedingungen für die Unternehmen in Deutschland deutlich verbessern könnten.

Of Rawls's two principles of justice only the second has received attention from economists. The second principle is concerned with the social and economic conditions in a just society. The first principle, however, has largely been neglected. It claims, that all people in society should have equal basic liberties. In this paper Rawls's first principle is characterised in a freedom of choice framework. The analysis reveals conceptual problems of the Rawlsian approach to justice.

We have studied the bifurcations in a three-dimensional incompressible magnetofluid with periodic boundary conditions and an external forcing of the Arnold-Beltrami-Childress (ABC) type. Bifurcation-analysis techniques have been applied to explore the qualitative behavior of solution branches. Due to the symmetry of the forcing, the equations are equivariant with respect to a group of transformations isomorphic to the octahedral group, and we have paid special attention to symmetry-breaking effects. As the Reynolds number is increased, the primary nonmagnetic steady state, the ABC flow, loses its stability to a periodic magnetic state, showing the appearance of a generic dynamo effect; the critical value of the Reynolds number for the instability of the ABC flow is decreased compared to the purely hydrodynamic case. The bifurcating magnetic branch in turn is subject to secondary, symmetry-breaking bifurcations. We have traced periodic and quasi- periodic branches until they end up in chaotic states. In particular detail we have analyzed the subgroup symmetries of the bifurcating periodic branches, which are closely related to the spatial structure of the magnetic field.
The value concept of traditional resource economics is welfare. Therefore, sustainability of welfare is often taken to characterise our obligations to future generations. This paper argues that this view is inappropriate because it leaves no room for future generations autonomy. Future generations should be free to make their own decisions. Consequently freedom of choice is the appropriate value concept on which resource economics should be based. The concept of sustainability receives a new interpretation. Sustainability is a principle of intertemporal distributive justice which requires equitable opportunities across generations.
We have shown that the two-dimensional complex Ginzburg-Landau equation exhibits supertransient chaos in a certain parameter range. Using numerical methods this behavior is found near the transition line separating frozen spiral solutions from turbulence. Supertransient chaos seems to be a common phenomenon in extended spatiotemporal systems. These supertransients are characterized by an average transient lifetime which depends exponentially on the size of the system and are due to an underlying nonattracting chaotic set.
This paper is concerned with the education policy of the GDR state party SED in the field of statistics particularly for students of economics. Statistics was expected to be an instrument of party propaganda. What they called socialist statistics was created on the base of the ideas of Marx, Lenin and Stalin. The personnel policy of the Ministry of Higher Education had to serve these purposes, i.e. only active party members had a chance of getting a professor's job. However, a certain proportion of the academic staff did a good teaching and research work ignoring the official party programmes.
Aus der Einleitung: Die revolutionären Veränderungen, die seit sechs Jahren in den Ländern des ehemaligen Ostblocks stattfinden, überraschten sowohl die politischen Kräfte in den westlichen Industrienationen als auch die Gesellschaftswissenschaftler. Eine Theorie der Transformation existierte nicht, weil wohl niemand ernsthaft daran geglaubt hat, daß sich die zentralplanorganisierten Volkswirtschaften irgendwann für den schwierigen Weg in die Marktwirtschaft entscheiden werden. Erst nach dem Beginn der Transformationsprozesse in Polen und Ungarn erwachten die Politiker und Wissenschaftler. Das steigende Interesse an der Umwandlung von Gesellschafts- und Wirtschaftsordnung resultiert seitdem in einer Flut von Aufsätzen und Konferenzen, gut gemeinten, aber oft kaum durchdachten Ratschlägen und Empfehlungen für die Länder Mittel- und Osteuropas. Die sich nach und nach entwickelnde Theorie der Transformation läuft dem wirtschaftspolitischen Geschehen jedoch ständig hinterher.
The fatal "eye disease" that afflicts Realists and Neorealists, and even infects some self-styled Institutionalists and Constructivists, has several causes. In his polemical essay, the author defines these as historicism, the legalistic bias, the underestimation of non-state actors and the overestimation of the state as such. Discussing the linkage between loyality, ethnicy, and politics, he strongly argues for recognition of the fact that the world is groping for new political arrangements for which we simply do not have the appropriate ideas or words to describe. In the future, the range of political identities and loyalities in the global culture of "fragmegration" will extend beyond traditional multiculturalism.
