The transition and transformation within the three countries dealt with are still in process. In her essay, the author analyses whether there is a need for Poland to re-define its relationship to Germany and Russia, whilst searching for a new identity and a new place within Europe. She argues that there is a set of historical and geopolitical reasons for doing so. But whilst the Polish aim is to normalise its relationship to its neighbours, the perception of Russians and Germans in Poland is rather different. On the one hand, in the Polish people opinion, Germany is the main promoter of their European institutional integration wishes. On the other, relatively aggressive attitude towards Russia can also be identified. The essay is a strong plea for mutual responsibility and co-operation in favour of peace and security in Europe. Additionally Russia is to be regarded as part of European history, and should thus be involved in the European political process.
This text offers a survey on the ICCPR's drafting process and its material contents. The author shortly presents the monitoring instruments and describes the Human Rights Committee. The text focusses on the individual's communication under the Optional Protocol in order to make the German lawyer more familiar with this kind of judicial relief.
The value concept of traditional resource economics is welfare. Therefore, sustainability of welfare is often taken to characterise our obligations to future generations. This paper argues that this view is inappropriate because it leaves no room for future generations autonomy. Future generations should be free to make their own decisions. Consequently freedom of choice is the appropriate value concept on which resource economics should be based. The concept of sustainability receives a new interpretation. Sustainability is a principle of intertemporal distributive justice which requires equitable opportunities across generations.
Of Rawls's two principles of justice only the second has received attention from economists. The second principle is concerned with the social and economic conditions in a just society. The first principle, however, has largely been neglected. It claims, that all people in society should have equal basic liberties. In this paper Rawls's first principle is characterised in a freedom of choice framework. The analysis reveals conceptual problems of the Rawlsian approach to justice.

Using a special technique of data analysis, we have found out 34 grand minima of solar activity obtained from a 7,700 years long Δ14C record. The method used rests on a proper filtering of the Δ14C record and the extrapolation of verifiable results for the later history back in time. Additionally, we use a method of nonlinear dynamics, the recurrence rate, to back up the results. Our findings are not contradictory to the record of solar maxima resp. minima by Eddy [5], but constitute a considerable extension. Hence, it has become possible to look closer at the validity of models. This way, we have tested several models for solar activity, esp. the model of Barnes et al. [1]. There are hints for that the grand minima might solely be driven by the 209 year period found in the Δ14C record.
Gomułka’s harsh criticism of the Stalinist past and the introduction of liberal elements into the public life of Poland was not welcomed by the East German leadership. Ulbricht demanded full support for the sovereignty of the GDR and tried to prevent any independent Polish moves to come to terms with the Federal Republic. The Polish leadership strived towards a closer economic integration with the GDR and Czechoslovakia to foster industrial development in Poland and to bind the East German state more closely into the "socialist camp". These ideas were flatly rejected by the GDR. The level of economic interdependence between the two German states and the advantages of the GDR resulting from the "intra-German" status of trade and transfer of technologies provoked Gomułka’s distrust. Relations worsened even more when, towards the end of his time in power, Ulbricht moved towards a rapprochement with the FRG and showed some readiness to question the Görlitz treaty on the German-Polish border line.
This paper is concerned with the education policy of the GDR state party SED in the field of statistics particularly for students of economics. Statistics was expected to be an instrument of party propaganda. What they called socialist statistics was created on the base of the ideas of Marx, Lenin and Stalin. The personnel policy of the Ministry of Higher Education had to serve these purposes, i.e. only active party members had a chance of getting a professor's job. However, a certain proportion of the academic staff did a good teaching and research work ignoring the official party programmes.
Aus der Einleitung: Die revolutionären Veränderungen, die seit sechs Jahren in den Ländern des ehemaligen Ostblocks stattfinden, überraschten sowohl die politischen Kräfte in den westlichen Industrienationen als auch die Gesellschaftswissenschaftler. Eine Theorie der Transformation existierte nicht, weil wohl niemand ernsthaft daran geglaubt hat, daß sich die zentralplanorganisierten Volkswirtschaften irgendwann für den schwierigen Weg in die Marktwirtschaft entscheiden werden. Erst nach dem Beginn der Transformationsprozesse in Polen und Ungarn erwachten die Politiker und Wissenschaftler. Das steigende Interesse an der Umwandlung von Gesellschafts- und Wirtschaftsordnung resultiert seitdem in einer Flut von Aufsätzen und Konferenzen, gut gemeinten, aber oft kaum durchdachten Ratschlägen und Empfehlungen für die Länder Mittel- und Osteuropas. Die sich nach und nach entwickelnde Theorie der Transformation läuft dem wirtschaftspolitischen Geschehen jedoch ständig hinterher.

We have numerically studied the bifurcation properties of a sheet pinch with impenetrable stress-free boundaries. An incompressible, electrically conducting fluid with spatially and temporally uniform kinematic viscosity and magnetic diffusivity is confined between planes at x1=0 and 1. Periodic boundary conditions are assumed in the x2 and x3 directions and the magnetofluid is driven by an electric field in the x3 direction, prescribed on the boundary planes. There is a stationary basic state with the fluid at rest and a uniform current J=(0,0,J3). Surprisingly, this basic state proves to be stable and apparently to be the only time-asymptotic state, no matter how strong the applied electric field and irrespective of the other control parameters of the system, namely, the magnetic Prandtl number, the spatial periods L2 and L3 in the x2 and x3 directions, and the mean values B¯2 and B¯3 of the magnetic-field components in these directions.
