Das sechste Potsdamer Textbuch ist eine solide und kritische Bilanz der Außenpolitik der DDR. Weder rechtfertigt und verklärt sie nostalgisch eingefärbt das vergangene System, noch verurteilt sie pauschal. Den Beiträgen liegen sowohl umfangreiche Recherchen in den Archiven als auch lebensweltliche Erfahrungen mit der Außenpolitik des deutschen Realsozialismus zugrunde. Der Band, der zum 70. Geburtstag des ehemaligen Professors am Institut für Internationale Beziehungen der DDR Claus Montag erschien, macht generelle Linien der ostdeutschen Außenpolitik sichtbar und zeigt zugleich sehr konkret die internationale Vernetzung der DDR in den verschiedenen Phasen des Kalten Krieges.

Viele der mittelost- und südosteuropäischen Länder haben mit der Migration ihrer Staatsbürger nach Westeuropa zu kämpfen und beklagen den brain drain ihrer jungen und gut ausgebildeten Generation. Dieses Buch widmet sich der Migration bulgarischer Staatsbürger nach Deutschland und analysiert die positiven sowie negativen Auswirkungen der Migration auf Bulgarien als Herkunftsland selbst. Es werden die Daten, Personengruppen und Ursachen der Migration unter Berücksichtigung der Push- und Pull-Faktoren beider Länder seit dem EU-Beitritt 2007, insbesondere seit der EU-Arbeitnehmerfreizügigkeit 2014, analysiert. Ferner steht die Frage im Vordergrund, wie der bulgarische Staat und die Zivilgesellschaft mit dem Phänomen der Massenmigration umgehen und was zusätzlich getan werden könnte, um die Migration gezielter zu steuern und so mehr Bulgaren für eine Zukunft in der Heimat zu begeistern.
Die europäische Flüchtlingskrise traf Politik, Medien und Sozialwissenschaften gleichermaßen unvorbereitet. Auf die Frage nach dem Umgang mit einer sprunghaft ansteigenden Flüchtlingszahl gab es keine kurzfristigen, politisch nutzbaren Antworten. Das Scheitern der gemeinsamen EU-Migrationspolitik und die innenpolitischen Konflikte über den Umgang mit Flüchtlingen lassen sich am Beispiel Deutschlands und Polens besonders gut nachvollziehen. Der Band umfasst Studien zu verschiedenen Aspekten der aktuellen Migrationspolitik in beiden Ländern.
Politics vs. economics

Anlass für die Herausgabe dieses Sammelbandes sind Konferenzen, an denen Wissenschaftlerinnen und Wissenschaftler aus den Partneruniversitäten Moskau, St. Petersburg, Opole und Potsdam teilgenommen haben. Die vier Partneruniversitäten wollen über die bilaterale Zusammenarbeit hinausgehen, sich stärker miteinander vernetzen und wissenschaftlich interessante Themen gemeinsam bearbeiten. Dabei steht das inhaltliche wissenschaftliche Streitgespräch, aber auch der interkulturelle Austausch im Vordergrund. Alle Partner verbindet die Grundidee, auch in Zeiten schwieriger politischer und ökonomischer Rahmenbedingungen auf der wissenschaftlichen Ebene zusammenzuarbeiten, Brücken zu bauen und gegenseitiges Verständnis zu entwickeln. Der vorliegende Sammelband ist ein Zusammenschnitt der Beiträge aus den beiden Konferenzen.
Das Thema der lateinamerikanischen Migration wird aktuell durch die Äußerungen und Pläne des neuen US-Präsidenten Trump verstärkt wahrgenommen. Dabei ist die lateinamerikanische Migration eine Massenerscheinung, die länger andauert und eine größere Dimensionen aufweist als diejenige nach Europa. Sie kann daher für die Migrationspolitik der EU interessante Schlussfolgerungen bereithalten. Raina Zimmering untersucht aus dieser vergleichenden Perspektive die Ursachen für Migration und Flucht sowie die Migrationspolitiken der Ziel- und Ausgangsländer und deren Folgen.
Während die EU eine schwere Krise erlebt, denkt Russlands Präsident Putin zusammen mit seinen Amtskollegen aus Belarus und Kasachstan laut über die Schaffung einer Eurasischen Union nach. Basierend auf bereits existierenden Organisationsformen im postsowjetischen Raum soll diese Vereinigung zur Brücke zwischen Europa und Asien werden. Welche Hürden dieses Integrationsprojekt überwinden muss und ob das Ganze auf eine Wiederbelebung der UdSSR hinausläuft, analysiert Sergej Birukov. Ergänzt wird das Spezial durch einen Konferenzbericht zum Berliner Eurasischen Klub sowie einem Beitrag zu Kasachstans Rolle bei der Schaffung der ersten kernwaffenfreien Zone in der nördlichen Hemisphäre.
Naher Osten und Europa

Der Nahe Osten bricht zusammen: der Bürgerkrieg in Syrien, die Auseinandersetzungen mit dem IS, der ungelöste Konflikt zwischen Israel und Palästina, der Krieg Saudi Arabiens im Jemen, die vergessene Kolonie in der Westsahara und die wachsende Rolle der Türkei und des Irans. Gewalt und Zerstörungen, Flucht und Vertreibung sind die Konsequenzen. Die Lösung der Konflikte ist dringend notwendig, denn sie sind eine Gefahr für die Weltpolitik. Auch das Verhältnis zwischen Europa und dem Nahen Osten ist betroffen. Welche Rolle spielen Europa und speziell Deutschland in diesem Raum? In dem Sammelband setzen sich Autorinnen und Autoren kenntnisreich und kritisch mit historischen und aktuellen Entwicklungen auseinander und plädieren für einen konstruktiven Neuansatz in den Beziehungen zum Nahen Osten.
Aufgrund seines umstrittenen Atomprogramms ist der Iran ein Dauerbrenner in den Medien. Doch nicht nur deshalb sollte das Land Beachtung finden. Ahmad Naderi gewährt uns einen Blick auf die Geopolitik des Iran, der besonders für die in vielen arabischen Staaten unterdrückten Schiiten Orientierungspunkt sein will. Doch strebt das Land die Hegemonie in der Region an? Johannes Reissner (1949-2009) analysiert das Selbstverständnis des Iran und seine Verhaltensmuster. Sollte der Westen seine Politik überdenken?
In Stanley Kubricks Film von 1964 lernten wir, die Bombe zu lieben. Heute, 66 Jahre nach der ersten nuklearen Detonation, haben wir uns mit dem Wissen um ihre absolute Zerstörungskraft arrangiert. In einer multipolaren Welt scheint die atomare Währung jedoch an Wert zu verlieren. Ist die Vision einer nuklearwaffenfreien Zukunft also nur ein Traum oder können wir lernen, auf die Bombe zu verzichten? Rolf Mützenich, MdB und außenpolitischer Sprecher der SPD-Bundestagsfraktion, hat sich dieser Frage angenommen.
Die jüngsten Unruhen in der arabischen Welt haben eine jahrzehntelange Periode politischer Stagnation beendet. Bei der anstehenden staatlichen Reorganisation werden sowohl Militärs als auch islamistische Bewegungen eine wichtige Rolle spielen. Infolge der Umstürze verschieben sich nicht nur regionale Kräfteverhältnisse, sondern auch die Einflussmöglichkeiten der Weltmächte im Nahen Osten. Die USA und der Westen insgesamt verlieren an Relevanz und müssen ihre Nahostpolitik auf ein neues Fundament stellen. Das machtpolitische Vakuum in dem energie- und sicherheitspolitisch bedeutsamen Raum aber werden neue Akteure wie China und die Türkei füllen.
Ende Juli 2011 jubelt die europäische Presse: Endlich gebe es die nötige Solidarität in der Euro-Zone. Die Angriffe der Rating-Agenturen könnten abgewehrt, die Interessen der Finanzmärkte befriedet werden. Was aber heißt Solidarität hier und heute? Wie ist sie in der Europäischen Union verankert, formal, rechtlich und politisch? Mit was für einer Krise haben wir es überhaupt zu tun? Was verbindet die eingeforderte Solidarität mit der Demokratie? Und welche Rolle spielt Deutschland in dieser Krise? Antworten auf diese Fragen bietet der Text von Heinz Kleger.
Deutsche Außenpolitik zu Beginn des 21. Jahrhunderts und die Linke im Spannungsfeld zwischen Nation und Internationalismus: Für Erhard Crome geht es um nicht weniger als die Frage, wie deutsche Außenpolitik von links gedacht und konzipiert werden sollte. In der vorliegenden Festschrift gehen Kolleginnen und Kollegen dieser Frage gemeinsam mit dem Jubilar nach. Ein Plädoyer für eine nicht-hegemoniale Verantwortung Deutschlands.
Grenzen sind immanenter Bestandteil der internationalen Beziehungen. Deren Kern besteht ja darin, dass Akteure über (nationalstaatliche) Grenzen hinweg handeln. Die Grenze und deren Überschreitung sind somit eine conditio sine qua non von internationalen Beziehungen. Das stellt sich in Europa, Amerika und Afrika sehr verschieden dar und wird auch unterschiedlich diskutiert. Der vorliegende Band bildet dies ab: die theoretische Debatte und die empirische Verschiedenheit in den Regionen, wobei die Europäische Union den regionalen Schwerpunkt bildet.
