Die Ergebnisse des Klimagipfels von Kopenhagen sind eine bittere
Enttäuschung für die EU. Ihr ist es nicht gelungen, ihren Führungsambitionen
beim globalen Klimaschutz gerecht zu werden und die
Konferenz zur Weichenstellung für ein rechtsverbindliches Klimaabkommen
nach 2012 zu nutzen. Damit steht die Union vor grundlegenden
strategischen Fragen zum Kurs ihrer Klimapolitik.
Agenda gegen Waffenhandel

Deutschlands linke Mehrheit ist gespalten. In besonderem Maße betrifft dies außenpolitische Themen. Gegen den menschenfeindlichen Irrsinn von Rüstungsexporten anzugehen könnte hingegen ein einigendes Projekt werden. Die Kanzlerin hat mit ihrer zynischen Behauptung, Rüstungsexporte könnten Bestandteil von Konfliktbearbeitung sein, eine Steilvorlage geboten.

Können Araber Demokratie? Im Jahr II des Arabischen Frühlings werden erste zarte Triebe der Hoffnungen, die in diese Richtung neigten, von Soldatenstiefeln und flüchtenden Demonstranten zertreten. Die versiegelte Zeit brach auf, doch was ist erreicht worden? In der neuen Ausgabe ziehen wir eine Bilanz, die ebenso sachlich wie zwiespältig ist. Sie zeigt Erfolge, ohne zu beschönigen. Probleme werden sichtbar gemacht, aber auch Wege zu ihrer Lösung. Auch Europa ist gefragt: Wir müssen zu einem neuen, partnerschaftlichen Verhältnis mit den sich wandelnden arabischen Nationen finden!
Autoritarismus Global

Autoritarismus global: Entgegen vieler Erwartungen der Politikwissenschaft und des gehobenen Feuilletons aus den frühen 1990er Jahren scheint sich der autoritäre Regimetyp durchzusetzen. Antworten, die politische Regime auf alte und neue Herausforderungen geben, sind immer weniger demokratischer und immer mehr autoritärer Natur. Wir analysieren diesen WeltTrend: von Lateinamerika und Ostasien über Russland und den Nahen Osten bis in die Mitte Europas.
Für Stefan Zweig war Brasilien 1941 "ein Land der Zukunft". Die Realität sieht anders aus: Bis heute ist es ein Land der Gegensätze, geprägt vor allem durch jenen von Arm und Reich. Was Gini-Koeffizienten nüchtern in Zahlen ausdrücken, kann man in Metropolen mit hypermodernen Zentren und Favelas an Berghängen auf engstem Raum erleben. Vor allem die Verteilung von Land resultiert in Auseinandersetzungen. Experten analysieren im Thema die Lage eines Staates, der in seinen Widersprüchlichkeiten gefangen ist.
China und Indien

Der Artikel analysiert die neue Rolle aufsteigender Schwellenländer
in den internationalen Klimaverhandlungen am Beispiel Chinas und
Indiens. Die Ablehnung verbindlicher Reduktionsziele für Treibhausgase
wurde in Kopenhagen als Blockadepolitik beider Länder gewertet.
China und Indien können sich in ihrer Position behaupten, da ihr
gestiegenes Gewicht in der multipolaren Weltordnung und die Untätigkeit
führender Industrieländer ihre Verhandlungsposition stärkt. Die
Autorin diskutiert Kooperationsmöglichkeiten auf subnationaler Ebene,
die die Blockadeposition nationaler Regierungen umgehen können.
Weltweit brodelt es, Bürger gehen auf die Straße. In Chile will man sich die Ungerechtigkeiten des Bildungssystems nicht länger gefallen lassen. Nur wer zahlt, darf lernen – dagegen wehrt sich vor allem die Jugend mit aller Macht, auch mit der Macht der Neuen Medien. Öffentlichkeitswirksam werden die Proteste inszeniert. Wird die chilenische Regierung weiterhin mit Knüppeln auf Demonstranten einschlagen oder einlenken?
Wissenschaft hat einen großen Anteil daran, internationale Umweltprobleme auf die politische Tagesordnung zu bringen und Maßnahmen zu ihrer technischen Lösung zu entwerfen. Dies gilt sowohl für den Abbau der Ozonschicht als auch für den Klimawandel. So relevant die Generierung von wissenschaftlichen Erkenntnissen in diesen Feldern ist, so komplex ist die Interaktion zwischen Wissenschaft und Politik und so schwierig ist es, Verlässliches darüber zu sagen. Thomas Hickmann analysiert das Verhältnis von Wissenschaft und Politik in internationalen Umweltregimen aus einer neuen Perspektive. Er untersucht nicht den Einfluss wissenschaftlicher Erkenntnisse auf die Politik, sondern rückt die Frage in den Fokus, inwieweit Regierungen Einfluss auf die Wissenschaft nehmen, um nationale Interessen durchzusetzen. Diese Perspektive wurde in der Forschung bislang weitgehend vernachlässigt, weshalb eine systematische Analyse dieser Frage in der Literatur fehlt.
Diese Anfang 2006 fertiggestellte, nunmehr postum veröffentlichte Publikation untersucht und bewertet detailliert die Positionen zum Vertrag über eine Verfassung für Europa jener Parteien, die im Europäischen Parlament der "Konföderalen Fraktion der Vereinten Europäischen Linken/Nordische Grüne Linke" (GUE/NGL) angehören. Die Debatte zum europäischen Verfassungsvertrag zwang alle linken Parteien in einer erstmalig geführten transnationalen Debatte, ihre Haltung zur EU-Mitgliedschaft des eigenen Landes, ihre Position zum Verfassungsvertrag als solchem sowie ihre generelle Bereitschaft zu verdeutlichen, einem „anderen“ oder „besseren“ Vertrag zuzustimmen. Die Arbeit zeigt eine sehr hohe Fragmentierung der Haltung der linken Parteien zum Verfassungsvertrag und zur Mitgliedschaft ihrer Länder in der EU.
Wir stehen vor einer Zeitenwende – entweder kommt es zum gemeinsamen Wohlstand oder zum Niedergang Europas in einer immer stärker globalisierten Welt. Deutschland, anteilig mit ca. 20 Prozent die größte und außerordentlich technologiestarke europäische Wirtschaft, trägt dabei eine zentrale politische Verant- wortung. Leider wird die derzeitige schwarz-gelbe Regierung diesen Herausforderungen nicht gerecht. Die seit zwei Jahr- zehnten erfolgreiche Exportoffensive der deutschen Großindustrie, finanziert von Banken, generiert gigantische privatwirtschaftliche Gewinne. Die Reallöhne der Masse der Bevölkerung stagnieren dagegen auf dem Niveau von 1995.
Europa in der Krise – ganz Europa? Deutschland hat von der Krise scheinbar profitiert, buchstäblich: sowohl wirtschaftlich als auch politisch. Die deutsche Führungsrolle für das angeb- lich schwankende Konstrukt der Europäischen Union gilt vielen Kommentatoren als normal. Die wirtschaftliche Kraft des Landes wird als Grundlage seiner hegemonialen Stellung in Europa anerkannt. Die „deutsche Frage“ stellt sich, im Jahr 2012, neu – und ist kritisch zu diskutieren.
Die Entwicklung der nationalen Rohstoffstrategie Deutschlands hat in den vergangenen Jahren deutlich an Struktur, Dynamik und Durchsetzungskraft gewonnen. Einige Vorhaben werden bereits realisiert. Dafür stehen der Aufbau von Rohstoffkooperationen mit Zielländern und die Diskussion über die Definition der strategischen Interessen Deutschlands im Rohstoffbereich.
Die deutsche Energiewirtschaft befindet sich im Umbruch. Ein neuer staatlicher Ordnungsrahmen wurde geschaffen. Zentrales Element für die Regulierung der Stromnetze ist die „Anreizregulierung“ ‒ simulierter Wettbewerb, zentral gesteuert von der Bundesnetzagentur, um missbräuchliches Verhalten auszuschließen. Ausgehend von der Entwicklung des Energiemarktes seit dem 19. Jahrhundert analysiert Kai Kleinwächter die unterschiedlichen Interessen der Bundes- und Länderregierungen, der Stadtwerke sowie der großen Energiekonzerne bei der Einführung dieses Steuerungsinstrumentes. Bewertet werden auch die politischen Machtpotenziale der Akteure sowie ihr Einfluss auf den Gesetzgebungsprozess.
Die EU-Nachbarschaftspolitik als Instrument externer Demokratieförderung : das Beispiel der Ukraine

Seit 2004 versucht die EU mit der Europäischen Nachbarschaftspolitik demokratische Werte in ihre Nachbarländer zu exportieren. Adressaten sind Länder der Mittelmeerunion und Länder des postsozialistischen Europa, die in der Östlichen Partnerschaft zusammengefasst sind. Als außenpolitisches Instrument bietet die Nachbarschaftspolitik eine Alternative zur Erweiterungspolitik. In erster Linie sollen negative Entwicklungen wie illegale Migration, organisierte Kriminalität, grenzübergreifende Umweltzerstörungen und ethnische Konflikte abgewehrt werden. Die Studie analysiert Externalisierung, Sozialisierung und Imitation als Mechanismen des Europäisierungsprozesses und untersucht im Rahmen einer empirischen Prozessanalyse am Beispiel der Ukraine, welche der von der Europäischen Union angewandten Mechanismen den größten Erfolg für eine Normenadaption bedeuten.
Während die EU eine schwere Krise erlebt, denkt Russlands Präsident Putin zusammen mit seinen Amtskollegen aus Belarus und Kasachstan laut über die Schaffung einer Eurasischen Union nach. Basierend auf bereits existierenden Organisationsformen im postsowjetischen Raum soll diese Vereinigung zur Brücke zwischen Europa und Asien werden. Welche Hürden dieses Integrationsprojekt überwinden muss und ob das Ganze auf eine Wiederbelebung der UdSSR hinausläuft, analysiert Sergej Birukov. Ergänzt wird das Spezial durch einen Konferenzbericht zum Berliner Eurasischen Klub sowie einem Beitrag zu Kasachstans Rolle bei der Schaffung der ersten kernwaffenfreien Zone in der nördlichen Hemisphäre.
Die Zivilgesellschaft hat dazu beigetragen, dass die Klimakonferenz in
Kopenhagen zu einem Medienereignis wurde. Fernab großer Demonstrationen
haben Nichtregierungsorganisationen (NRO) seit Jahren
einen guten Zugang zu den internationalen Klimaverhandlungen. Am
Beispiel von Chile wird gezeigt, wie Nichtregierungsorganisationen
durch professionellen Lobbyismus ihre Positionen in politische Prozesse
einspeisen. Sie befinden sich in einem Spannungsfeld von Kooperation
und Instrumentalisierung durch politische Entscheidungsträger.

Alle Menschen haben elementare Gemeinsamkeiten: Um zu überleben, müssen sie atmen, trinken – und essen. Doch ist Ernährung garantiert? Der Diskurs über globale Ernährungssicherung führte Jahrzehnte lang ein Schattendasein. Nun erfährt die Agrarwirtschaft eine Renaissance, doch ob dies den Hungernden zugutekommen wird, ist fraglich: Immer mehr Produkte sollen nicht den Energiebedarf der Menschen, sondern den der Maschinen decken. In unserem aktuellen Thema diskutieren Experten die Möglichkeiten und Risiken dieser veränderten Wertschätzung der Landwirtschaft.
Europa ohne Kompass

Die noch nicht ausgestandene Staatsschuldenkrise seit Ende 2009 hat Europa stärker verändert, als viele wahrhaben wollen. Es stellt sich die grundsätzliche Frage des Sinns der europäischen Integration. Vor allem die Glaubwürdigkeit des europäischen politischen Führungspersonals hat gelitten. Ohne Kompass wurstelt man sich seit mehr als zwei Jahren durch. Keine "rote Linie", die nicht nach wenigen Wochen überschritten wurde, kein Masterplan, der nicht bald Makulatur geworden ist.
