Despite the difficult situation in Iraq, US President Bush easily won a second term, but his room for manoeuvre is now significantly smaller than it was four years ago. He has at least three conflicts on his plate: the first and most critical one in Iraq, the second the continuing war on terror and the third the struggle to consolidate Afghanistan. Conscious of the growing risk of US overstretch, Bush is now reaching out to the European allies. However, most observers anticipate a change in style rather than any real change in substance.
„Menschen benötigen Platz zum Leben.“ In dieser Erkenntnis liegt noch nichts Besonderes oder gar Aufregendes. Erst die Tatsache, dass die menschliche Bevölkerung seit jeher zunimmt, aber der zur Verfügung stehende Platz konstant bleibt bzw. die Ressourcen in ihrem Bestand sogar abnehmen, macht dieses Thema wesentlich gehaltvoller. Offensichtlich ist außerdem: „Population growth seems to affect everything but is seldom held responsible for anything.“ (McKee 2003: 10) Dies ist der Hauptgrund dafür, dass gerade die Thematik der Bevölkerungsentwicklung internationale Beachtung und Aufmerksamkeit verdient.
1945 und die Polen

The current series of anniversaries concerning World War II raise the question of how Poland is coming to terms with its past. The article summarises the ongoing Polish debate about the Warsaw Uprising and the changing perspectives on Polish history in society and political circles. The discussion about Poland’s view on its own past has great influence on recent foreign political relations, e.g. with Germany, the Ukraine, or Russia.
Welchen Aufgaben soll sich die NATO zuwenden? Wo soll sie enden? Als klassisches Militärbündnis verliert sie jedenfalls an Bedeutung. Die gegenwärtige Krise der regionalen Allianz mit globaler Reichweite muss genutzt werden für eine strategische Neuausrichtung der Struktur und Funktion des Bündnisses. Die Rolle der NATO als Werkzeug für multinationale Interventionen entscheidet über die Bildung globaler Koalitionen.
Das Land des Lächelns zeigt unter Ministerpräsident Abe zunehmend fratzenhaftere Züge. Japans im negativen Sinne „reizvolle“ Politik irritiert nicht nur seine nächsten Nachbarn China und Korea. Auch die USA sind beunruhigt über das provokante Verhalten ihres Partners im Bündnisfalle. Territorialstreitigkeiten drohen zu eskalieren, die Auseinandersetzung mit der wenig ruhmreichen Vergangenheit wird verweigert. Läuft Japan Gefahr, sämtliche Sympathien zu verspielen?
Abgrund Afghanistan

Afghanistan ist seit über 30 Jahren ein von Kriegen geschütteltes Land. Ende 2014 soll der Einsatz der ISAF-Truppen dort beendet werden, doch erscheint dieses „Manöver“ eher wie ein Abbruch denn wie ein geordneter Abzug nach erfolgreicher Mission. Die Sicherheitslage vor Ort ist weiterhin instabil. Das bedeutet auch Instabilität für die Region. Deutsche und internationale Experten ziehen die ernüchternde Bilanz eines militärischen Abenteuers, die bei zukünftigen Auslandseinsätzen - auch der Bundeswehr - bedacht werden sollte.

Afghanistan und die Region

Der Afghanistankonflikt hat seit 2001 deutliche Auswirkungen auf das regionale Umfeld – in Pakistan, Kaschmir, Xinjiang und den zentralasiatischen Republiken. Dies wird sich nach dem Abzug der ISAF-Truppen noch verstärken. Dabei geht es sowohl um die grenzüberschreitenden Folgen der beiden Militärinterventionen als auch um die Wirkungen der innerafghanischen Konflikte auf die gesamte Region. Diese Problematik besitzt ein erhebliches Konfliktpotenzial, das größere Aufmerksamkeit verdient.

In den gegenwärtigen Prozessen in Afghanistan gewinnen die Beziehungen zwischen Afghanistan und seinen Nachbarn in Zentralasien an Bedeutung. Ihre weitere Entwicklung wird einerseits von der Transformation in Afghanistan und andererseits von der Politik der zentralasiatischen Staaten abhängen. Während sich das Drogenproblem erschwerend auswirkt, gibt es einige ermutigende Ansätze im Bereich der wirtschaftlichen Kooperation.

Through police co-operation, re-admission agreements, and setting up of detention camps, Italy’s immigration policy tries to delocalise border controls between Europe and North Africa. Italian immigration quotas and development aid should induce countries of origin and transit of migrants to tighten their border controls and cooperate with Italy. Development aid is used by the EU in order to exert pressure on other countries, whereas Libya for instance uses transiting refugees as a diplomatic weapon. On the other hand, relations between Italy and North African countries do not focus on human rights violations taking place in some of these countries.
Afrika hat seinen berechtigten Platz auf der Weltbühne noch nicht gefunden. Ein wichtiger Grund dafür besteht darin, dass afrikanische Regierungen – im Gegensatz zu denen Chinas, Indiens, Brasiliens oder Indonesiens – nicht jene Maßnahmen ergriffen haben, die für das Entstehen eines Mittelstandes aus dem Gemenge von Millionen Armen wichtig sind.
Agenda gegen Waffenhandel

Deutschlands linke Mehrheit ist gespalten. In besonderem Maße betrifft dies außenpolitische Themen. Gegen den menschenfeindlichen Irrsinn von Rüstungsexporten anzugehen könnte hingegen ein einigendes Projekt werden. Die Kanzlerin hat mit ihrer zynischen Behauptung, Rüstungsexporte könnten Bestandteil von Konfliktbearbeitung sein, eine Steilvorlage geboten.

Can there be an order of the international system? This article discusses different alternatives of international order starting with the realist assumption of peace by deterrence or balance of power, turning to the idealist view of international cooperation. Finally, the author provides deeper insights into the concept of order established by a hegemonic power including a broad set of historical case studies.

Die versiegelte Zeit brach auf, doch was ist erreicht worden? In der neuen Ausgabe ziehen wir eine Bilanz, die ebenso sachlich wie zwiespältig ist. Sie zeigt Erfolge, ohne zu beschönigen. Probleme werden sichtbar gemacht, aber auch Wege zu ihrer Lösung. Auch Europa ist gefragt: Wir müssen zu einem neuen, partnerschaftlichen Verhältnis mit den sich wandelnden arabischen Nationen finden!
