The United States, despite impressive efforts, have not reduced Colombian drug supplies over the recent years. Policy ineffectiveness results from problems in Colombia, including poverty, strong non-state actors, as well as a weak state and society. On the US side, ineffectiveness results from a geographically selective approach, a reliance on coercion, and bilateralism. The US has exacerbated human rights violations, environmental destruction, the displacement of the drug industry within Colombia, and the spread of Colombian problems to neighbouring countries.
Beginning with the year 2000, the political society of South Korea has undergone a development towards more transparency. The increasing emergence of civil organizations as well as their new-orientation favoured the development of an alternative “online-public” which tries to mediate between the public’s interests and the state. The influence of this online-public, who profits from the fast and various ways of communication via internet, is best shown by some successful examples of online-action in the economic and the political sector. This gives credence to Dick Morris’ postulated rise of the internet to be the “fifth power” of the state.
The authors analyze the reasons for the establishment of a regulatory regime for international financial markets in accordance with the ideas of liberal internationalism. They argue that the system of international markets is affected by polymorphy, indicating the existence of different forms of regulation. Five factors produce this polymorphy: the non-existence of a homogenous object of steering, the dynamic nature of these objects, the fact that the purpose of governance is not clearly defined, the dominance of governance by the USA and Great Britain, and governance as a result of a multi-level game with various coalitions.
German foreign policy is in the midst of a far-reaching transformation. Contrary to disciplinary expectations, this process is neither properly captured by descriptions in the liberal tradition („Europeanisation“, „Civilian Power“) nor by Realist expectations that Germany is doomed to „remilitarise“ and/or „renationalise“. However, the key term of foreign policy discourse, „normalisation“, is an unmistakable code, signalling a rediscovery of traditional Realpolitik practices which fit Germany’s current environment. The paper argues that rather than merely playing the role of an obedient disciple of Realpolitik socialisers, Germany ought to rehabilitate the foreign policy tradition of the Bonn Republic in support of an active Idealpolitik transformation of its environment. The article serves as a starting point for a debate on German foreign policy in the upcoming issues of WeltTrends.
This article investigates the fictional narratives written by „Sub-commandante Marcos“ of the Zapatista movement EZLN. It is shown that Marcos uses three distinct frames of reference in his fictional account of the Zapatista guerrilla: an ethnic, a national and a post-national one. Contrary to other studies that emphasize the harmony between the three levels, it can be argued that there exists a fundamental tension between them. There is a tension between the ethnic discourse and the Mexican nationalist discourse which envisions a nation rather than a nation dominated by a single ethno-cultural group. Finally, it can be deduced from these tensions that the EZLN guerrilla is subject to divergent pressures.
Borders are a main characteristic of political entities. The separation from and the interactions with the outside environment are realised simultaenously. This is now heavily questioned in the European Union as „the first post-modern political entity“ (Ruggie). Within the EU we have observed a process of „de-bordering“ and growing transborder cooperation. Simultaneously, the question of the external border of the EU is raised as a political and mental issue. Deepening of the present EU leads to the fostering of the external borders - this is the lesson of the last 10 years. This can be also observed at the EU’s Eastern border - after the „first Eastern enlargement“ in the context of German reunification in 1990 - to the Oder/Neisse. The article discusses the historic developments and specific challenges of this border line and argues for cooperative external borders of the EU.
Hegemonialmächte im Vorderen und Mittleren Orient : die Dritte Partei in internationalen Konflikten

During the last five decades hegemons played an important role in de-escalating international conflicts in the subregion defined as the core of Oriens Islamicus. Statistical analysis of large datasets shows that half of all conflicts remained without any interference from the hegemonial powers at all - both on global scale and in the subregion. In all other cases however, hegemons (especially super-powers in the role of patrons) tended more often to act as (power-) mediators when their client-state was engaged in conflict with a client of the opposing superpower in Oriens Islamicus than they did on global scale. They did this in their own interest in order to avoid direct involvement, i.e. possible danger of a nuclear escalation. In contrast to conventional mediation theory they were more effective in conflict de-escalation than other mediators, especially in conflicts between Israel and its Arab neighbours. The end of bipolarity in the international system also brought this mechanism of de-escalation to an end. It leaves the hegemon(s) as a potentially powerful third party on the one hand, but on the other their inclination to become involved in regional conflict remains rather diminished as long as the basic national interests in the area are not at stake.
The layer-by-layer assembly (LBL) of polyelectrolytes has been extensively studied for the preparation of ultrathin films due to the versatility of the build-up process. The control of the permeability of these layers is particularly important as there are potential drug delivery applications. Multilayered polyelectrolyte microcapsules are also of great interest due to their possible use as microcontainers. This work will present two methods that can be used as employable drug delivery systems, both of which can encapsulate an active molecule and tune the release properties of the active species. Poly-(N-isopropyl acrylamide), (PNIPAM) is known to be a thermo-sensitive polymer that has a Lower Critical Solution Temperature (LCST) around 32oC; above this temperature PNIPAM is insoluble in water and collapses. It is also known that with the addition of salt, the LCST decreases. This work shows Differential Scanning Calorimetry (DSC) and Confocal Laser Scanning Microscopy (CLSM) evidence that the LCST of the PNIPAM can be tuned with salt type and concentration. Microcapsules were used to encapsulate this thermo-sensitive polymer, resulting in a reversible and tunable stimuli- responsive system. The encapsulation of the PNIPAM inside of the capsule was proven with Raman spectroscopy, DSC (bulk LCST measurements), AFM (thickness change), SEM (morphology change) and CLSM (in situ LCST measurement inside of the capsules). The exploitation of the capsules as a microcontainer is advantageous not only because of the protection the capsules give to the active molecules, but also because it facilitates easier transport. The second system investigated demonstrates the ability to reduce the permeability of polyelectrolyte multilayer films by the addition of charged wax particles. The incorporation of this hydrophobic coating leads to a reduced water sensitivity particularly after heating, which melts the wax, forming a barrier layer. This conclusion was proven with Neutron Reflectivity by showing the decreased presence of D2O in planar polyelectrolyte films after annealing creating a barrier layer. The permeability of capsules could also be decreased by the addition of a wax layer. This was proved by the increase in recovery time measured by Florescence Recovery After Photobleaching, (FRAP) measurements. In general two advanced methods, potentially suitable for drug delivery systems, have been proposed. In both cases, if biocompatible elements are used to fabricate the capsule wall, these systems provide a stable method of encapsulating active molecules. Stable encapsulation coupled with the ability to tune the wall thickness gives the ability to control the release profile of the molecule of interest.
We analyze the notions of monotonicity and complete monotonicity for Markov Chains in continuous-time, taking values in a finite partially ordered set. Similarly to what happens in discrete-time, the two notions are not equivalent. However, we show that there are partially ordered sets for which monotonicity and complete monotonicity coincide in continuous time but not in discrete-time.
Im ersten Abschnitt dieses Artikels wird ein knapper Überblick über das Spektrum der in Deutschland eingerichteten Bioethik-Kommissionen gegeben. Damit die unterschiedlichen institutionellen Anbindungsmöglichkeiten deutlich werden, muß zwischen einer "lokalen", einer "föderalen" und einer "nationalen" Institutionalisierungsebene differenziert werden (I). Im zweiten Schritt sollen einige wichtige Kriterien zur Unterscheidung verschiedener Kommissionstypen kenntlich werden. Hier werden vor allem die drei Aspekte "politische Legitimation", "personelle Zusammensetzung" und "zeitliche Ausrichtung" zentral sein (II). Im Schlußabschnitt werden zunächst die wichtigsten Kritikpunkte rekapituliert, die in der einschlägigen Literatur zum Thema diskutiert werden. Am Ende soll dann kurz zur Andeutung kommen, wie den Bedenken gegen eine wachsende "Kommissionierung" bzw. Institutionalisierung biopolitischer Diskussionsprozesse zu begegnen wäre (III).
In semi-arid savannas, unsustainable land use can lead to degradation of entire landscapes, e.g. in the form of shrub encroachment. This leads to habitat loss and is assumed to reduce species diversity. In BIOTA phase 1, we investigated the effects of land use on population dynamics on farm scale. In phase 2 we scale up to consider the whole regional landscape consisting of a diverse mosaic of farms with different historic and present land use intensities. This mosaic creates a heterogeneous, dynamic pattern of structural diversity at a large spatial scale. Understanding how the region-wide dynamic land use pattern affects the abundance of animal and plant species requires the integration of processes on large as well as on small spatial scales. Decisions for the conservation of biodiversity and sustainable management of natural resources are typically related to large scales, i.e. the landscape level. However, understanding and predicting the effects of land use and climate change on scales relevant for decision-making requires to include both, large scale vegetation dynamics and small scale processes, such as soil-plant interactions. Integrating the results of multiple BIOTA subprojects enabled us to include necessary data of soil science, botany, socio-economics and remote sensing into a high resolution, process-based and spatially-explicit model. Using an example from a sustainably-used research farm and a communally used and degraded farming area in semiarid southern Namibia we show the power of simulation models as a tool to integrate processes across disciplines and scales.

In ihrem Bemühen, landwirtschaftliche Flächen standortgerecht zu bewirtschaften, sammelt eine zunehmende Anzahl landwirtschaftlicher Betriebe Informationen über die räumlich-zeitliche Verteilung von Boden- und Pflanzenmerkmalen auf ihren Schlägen. Diese Informationen dienen unmittelbar (Echtzeitansatz) oder mittelbar (Kartenansatz) zur Dosierung von Dünge- und Pflanzenschutzmitteln (Präzise Landbewirtschaftung). Zur Datensammlung werden vorrangig fahrzeuggestützte Sensoren und VIS- und NIR-Luftbilder, aufgenommen aus Sportflugzeugen, verwendet. Erste Betriebe erwerben von Dienstleistungsunternehmen aufbereitete Satelliten-Fernerkundungsdaten. The rigorous development, application and validation of distributed hydrological models obligates to evaluate data in a spatially distributed way. In particular, spatial model predictions such as the distribution of soil moisture, runoff generating areas or nutrient-contributing areas or erosion rates, are to be assessed against spatially distributed observations. Also model inputs, such as the distribution of modelling units derived by GIS and remote sensing analyses, should be evaluated against groundbased observations of landscape characteristics. So far, however, quantitative methods of spatial field comparison have rarely been used in hydrology. In this paper, we present algorithms that allow to compare observed and simulated spatial hydrological data. The methods can be applied for binary and categorical data on regular grids. They comprise cell-by-cell algorithms, cell-neighbourhood approaches that account for fuzziness of location, and multi-scale algorithms that evaluate the similarity of spatial fields with changing resolution. All methods provide a quantitative measure of the similarity of two maps. The comparison methods are applied in two mountainous catchments in southern Germany (Brugga, 40 km<sup>2) and Austria (Löhnersbach, 16 km<sup>2). As an example of binary hydrological data, the distribution of saturated areas is analyzed in both catchments. For categorical data, vegetation zones that are associated with different runoff generation mechanisms are analyzed in the Löhnersbach. Mapped spatial patterns are compared to simulated patterns from terrain index calculations and from satellite image analysis. It is discussed how particular features of visual similarity between the spatial fields are captured by the quantitative measures, leading to recommendations on suitable algorithms in the context of evaluating distributed hydrological models.

Integration of digital elevation models and satellite images to investigate geological processes.

In order to better understand the geological boundary conditions for ongoing or past surface processes geologists face two important questions: 1) How can we gain additional knowledge about geological processes by analyzing digital elevation models (DEM) and satellite images and 2) Do these efforts present a viable approach for more efficient research. Here, we will present case studies at a variety of scales and levels of resolution to illustrate how we can substantially complement and enhance classical geological approaches with remote sensing techniques. Commonly, satellite and DEM based studies are being used in a first step of assessing areas of geologic interest. While in the past the analysis of satellite imagery (e.g. Landsat TM) and aerial photographs was carried out to characterize the regional geologic characteristics, particularly structure and lithology, geologists have increasingly ventured into a process-oriented approach. This entails assessing structures and geomorphic features with a concept that includes active tectonics or tectonic activity on time scales relevant to humans. In addition, these efforts involve analyzing and quantifying the processes acting at the surface by integrating different remote sensing and topographic data (e.g. SRTM-DEM, SSM/I, GPS, Landsat 7 ETM, Aster, Ikonos…). A combined structural and geomorphic study in the hyperarid Atacama desert demonstrates the use of satellite and digital elevation data for assessing geological structures formed by long-term (millions of years) feedback mechanisms between erosion and crustal bending (Zeilinger et al., 2005). The medium-term change of landscapes during hundred thousands to millions years in a more humid setting is shown in an example from southern Chile. Based on an analysis of rivers/watersheds combined with landscapes parameterization by using digital elevation models, the geomorphic evolution and change in drainage pattern in the coastal Cordillera can be quantified and put into the context of seismotectonic segmentation of a tectonically active region. This has far-reaching implications for earthquake rupture scenarios and hazard mitigation (K. Rehak, see poster on IMAF Workshop). Two examples illustrate short-term processes on decadal, centennial and millennial time scales: One study uses orogen scale precipitation gradients derived from remotely sensed passive microwave data (Bookhagen et al., 2005a). They demonstrate how debris flows were triggered as a response of slopes to abnormally strong rainfall in the interior parts of the Himalaya during intensified monsoons. The area of the orogen that receives high amounts of precipitation during intensified monsoons also constitutes numerous landslide deposits of up to 1km<sup>3 volume that were generated during intensified monsoon phase at about 27 and 9 ka (Bookhagen et al., 2005b). Another project in the Swiss Alps compared sets of aerial photographs recorded in different years. By calculating high resolution surfaces the mass transport in a landslide could be reconstructed (M. Schwab, Universität Bern). All these examples, although representing only a short and limited selection of projects using remote sense data in geology, have as a common approach the goal to quantify geological processes. With increasing data resolution and new sensors future projects will even enable us to recognize more patterns and / or structures indicative of geological processes in tectonically active areas. This is crucial for the analysis of natural hazards like earthquakes, tsunamis and landslides, as well as those hazards that are related to climatic variability. The integration of remotely sensed data at different spatial and temporal scales with field observations becomes increasingly important. Many of presently highly populated places and increasingly utilized regions are subject to significant environmental pressure and often constitute areas of concentrated economic value. Combined remote sensing and ground-truthing in these regions is particularly important as geologic, seismicity and hydrologic data may be limited here due to the recency of infrastructural development. Monitoring ongoing processes and evaluating the remotely sensed data in terms of recurrence of events will greatly enhance our ability to assess and mitigate natural hazards. <hr> Dokument 1: Foliensatz | Dokument 2: Abstract <hr> Interdisziplinäres Zentrum für Musterdynamik und Angewandte Fernerkundung Workshop vom 9. - 10. Die Präsentation gibt zuerst einen Überblick über mögliche Parameter für die Wasserhaushaltsmodellierung, die aus Fernerkundungs(FE)-daten generell abgeleitet werden können. Bei der Beschreibung der Ableitungsverfahren dieser Parameter aus (FE)-Daten wird auf die Landnutzung, Vegetationsindices und die reale Evapotranspiration (ETr) fokussiert. Die Verfahren zur Bestimmung der ETr aus optischen FE-Daten lassen grob wie folgt gliedern : • Direkte Ableitung der Evapotranspiration aus radiometrisch bestimmten Oberflächen-temperaturen • Ableitung von Modellinputdaten wie z.B. Globalstrahlung, Albedo, Blattflächeniondex LAI und NDVI aus FE-Daten zur Anwendung von SoilVegetation-AtmosphereTransfer- und Energiebilanzmodellen wie z.B. SEBAL (Bastiaansen et al . 1998) • Kombinierte Anwendung verschiedenster Sensoren wie SAR-ERS1, LANDSAT-TM, NOAA-AHVRR mit SVAT-Modellen und hydrologischen Einzugsgebietsmodellen Die Validierung dieser Methoden wurde in verschiedenen Messkampagnen wie z.B. Lo-trex10E-HIBE, FIFE oder HAPEX-Sahel durchgeführt. Dabei wurde die aus dem entspre-chenden Sensor abgeleitete ETr mit gemessenen ETr-Raten von Ankerstationen innerhalb eines definierten Gebietes verglichen. Diese Ankerstationen leiteten die ETr aus Profil-, Ed-dy-Flux-, oder Szintillometermessungen ab. Durchgängige längere Zeitreihen der ETr sind nur mit FE-Daten mit hoher Wiederholungsrate wie z.B. NOAA-AVHRR, MODIS hoher Zeitauflösung möglich Mit Landsat-TM z.B. ergeben sich dagegen nur „Snap Shots“ der ETr von einzelnen Tagen. Daher wurden oftmals Multisensorverfahren d.h. Kombination von z.B. Landsat-TM mit NOAA-AVHRR eingesetzt oder die FE-Daten nur für die Erhebung zeitin-varianter Eingangsdaten (z.B. Landnutzung) und zur raumbezogenen Validierung der ETr-Berechnungen von hydrologischen Modellen verwendet. Im zweiten Teil des Vortrags wird ein Anwendungsbeispiel für den Versuch einer räumliche Validierung eines Wasserhaus-haltsmodells über NDVI-ETr-Datenprodukte aus Landsat-TM5-Daten für das Stobbergebiet. Problemstellung • Geoökologische Prozessforschung versucht für große Landschaftsausschnitte, die in der Natur ablaufenden und vom Menschen beeinflussten Prozesse mit Hilfe von Modellen nachzuvollziehen • exakte Erfassung der Ausstattung des Untersuchungsraumes ist wesentliche Voraussetzung für eine wirklichkeitsnahe Abbildung • Modelle derzeit weder in der Lage, alle ablaufenden Prozesse in die Betrachtung einzubeziehen, noch präzise Eingangsdaten bei der Beschreibung des Ausgangszustandes zu verarbeiten • häufig liegen Modelleingangsdaten nicht in der notwendigen Präzision vor • In Modellen wird Ausstattung eines Untersuchungsgebietes über den Boden, den Grundwassereinfluss und die Flächennutzung beschrieben • Flächennutzung besitzt weitgehend statische Elemente (Nutzungstypen Wald, Gewässer, Siedlung) und hochdynamische Elemente (jährlicher Wechsel der Fruchtart auf jedem Acker) • Bedarf nach detaillierter (lage- und zeitkonkreter) Eingabe der Verteilung der Ackerfrüchte im Modellzeitraum, da Landwirtschaft als eine der bedeutenden Quellen für diffusen Nährstoffeintrag ins Ökosystem angesehen wird Stand der Forschung • bei Erfassung von Kulturen der Landwirtschaft aus Fernerkundungsdaten hat sich multitemporale Klassifizierung als sinnvoll erwiesen, weil sich anhand einer Einzelaufnahme die verschiedenen Kulturen nicht sicher trennen lassen • Klassifizierung erfolgt mit überwachten Methoden unter Verwendung von Trainingsflächen im Datensatz, von denen die dort angebaute Frucht bekannt ist • in die Klassifizierung werden zusätzliche Informationen einbezogen (Fuzzy), die Auskunft über die Wahrscheinlichkeit des Auftretens der Frucht geben (Anbaueignung in Abhängigkeit von Hangneigung, Niederschlag, Höhenlage, Boden) Die Ergebnisse dieser Klassifikationen sind meist nicht auf andere Landschaftsausschnitte und Anbaujahre übertragbar, weil die Ausprägung der Spektralsignatur einer Kultur durch veränderte Boden- und Witterungsbedingungen variiert. For a general attractive Probabilistic Cellular Automata on S-Zd, we prove that the (time-) convergence towards equilibrium of this Markovian parallel dynamics, exponentially fast in the uniform norm, is equivalent to a condition (A). This condition means the exponential decay of the influence from the boundary for the invariant measures of the system restricted to finite boxes. For a class of reversible PCA dynamics on {1,+1}(Zd), wit a naturally associated Gibbsian potential rho, we prove that a (spatial-) weak mixing condition (WM) for rho implies the validity of the assumption (A); thus exponential (time-) ergodicity of these dynamics towards the unique Gibbs measure associated to rho hods. On some particular examples we state that exponential ergodicity holds as soon as there is no phase transition.

Anhand internationaler und nationaler Entwicklungen wird aufgezeigt, wie sich die sonderpädagogischen Förderung gestaltet und welche Schwerpunkte in den einzelnen Ländern gesetzt. Es wird herausgearbeitet, welche Bedingungen in einem Schulsystem geschaffen werden müssen, um alle Schülerinnen und Schüler angemessen zu fördern.
Existing theoretical literature fails to explain satisfactorily the differences between the pay of workers that are covered by collective agreements and others who are not. This study aims at providing a model framework which is amenable for an analysis of this issue. Our general-equilibrium approach integrates a dual labor market and a two-sector product market. The results suggest that the so-called 'union wage gap' is largely determined by the degree of centralization of the bargains, and, to a somewhat lesser extent, by the expenditure share of the unionized sector's goods.
Die Studie beschäftigt sich mit den Auswirkungen der von Deutschland geschlossenen bilateralen Investitionsschutzverträge (Bilateral Investment Treaties, BITs) auf die wirtschaftliche, soziale und ökologische Regulierung von ausländischen Investitionen. Die Analyse der 137 deutschen BITs sowie die Auswertung relevanter Schiedsgerichtsentscheidungen hat folgende zentrale Ergebnisse hinsichtlich der Einschränkung staatlicher Regulierungsmöglichkeiten ergeben: Aufgrund eines breiten Enteignungsbegriffs kann eine umweltpolitische Regulierung, die wirtschaftliche Auswirkungen auf ausländische Investoren hat, eine Verpflichtung zur Entschädigung nach sich ziehen, denn den deutschen BITs ist nicht klar zu entnehmen, dass staatliche Regulierung im Regelfall nicht als Enteignung gelten sollte. Empirisch kann weder eine Verbindung zwischen dem Abschluss von BITs und einem Anstieg des Investitionsvolumens noch ein Automatismus zwischen dem Zufluss von privatem Kapital und wirtschaftlicher Entwicklung hergestellt werden. Im Gegenteil sind sogar staatliche Maßnahmen, die für kapitalimportierende Länder eine Möglichkeit wären, den wirtschaftlichen Nutzen von ausländischen Investitionen zu erhöhen, durch Regelungen in den BITs untersagt. Problematisch im Bereich geistiges Eigentum ist, dass Rechtsinhaber vor einem internationalen Schiedsgericht Entschädigung einklagen können, wenn staatliche Regulierung im öffentlichen Interesse zu einem enteignungsgleichen Eingriff führt. Dienstleistungen unterliegen aufgrund ihrer Eigenschaften besonders stark der staatlichen Regulierung, so dass auch hier Konflikte bezüglich des Enteignungsschutzes und des Grundsatzes der gerechten und billigen Behandlung entstehen. Bei der Beteiligung privater Unternehmen in der Daseinsvorsorge ist problematisch, dass jede Verletzung vertraglicher Zusicherungen durch den Gaststaat aufgrund der Abschirmungsklausel als Verstoß gegen die deutschen BITs gilt. Damit erschweren die Verträge, die häufig über lange Zeiträume geschlossen sind, Reaktionen staatlicher Stellen auf neu auftretende Regulierungsbedürfnisse. Im Bereich des Arbeitnehmerschutzes und der Sozialpolitik kann in bestimmten Konstellationen die Verschärfung von Arbeitsstandards gegen die Abschirmungsklausel verstoßen oder die Umverteilung von Land ohne volle Entschädigung mit dem Enteignungsschutz in Konflikt geraten. Bei der Besteuerung ausländischer Investoren können insbesondere Widersprüchlichkeiten im Steuerrecht, die sich zuungunsten ausländischer Investoren auswirken, als Verstoß gegen den Grundsatz der Inländerbehandlung interpretiert werden, selbst wenn ihnen keine protektionistische Intention zugrunde liegt. Auch das Investor-to-State Verfahren trägt dazu bei, dass der Ausgleich zwischen Investitionsschutz und legitimen staatlichen Regulierungsinteressen teilweise nur unzureichend gelingt. Das liegt unter anderem an seiner Nichtöffentlichkeit, der fragmentarischen Natur der Entscheidungen und der fehlenden Nähe der Schiedsgerichte zu den tatsächlichen und rechtlichen Hintergründen der Streitigkeiten. Als Konsequenz aus den genannten Problembereichen werden Reformvorschläge für deutsche bilaterale Investitionsabkommen als ein erster Schritt zur Schaffung eines Gleichgewichts zwischen Investorenrechten und Investorenpflichten entwickelt. Durch eine Reform sollten den Gaststaaten größere Handlungsspielräume eröffnet und ihre Flexibilität erhöht werden, um den ökonomischen Nutzen ausländischer Investitionen für Entwicklungsländer zu steigern und allen Ländern eine Regulierung von Investitionen im öffentlichen Interesse zu ermöglichen.
Nachlässe sind persönliches Eigentum und unterliegen deshalb keiner Abgabepflicht. Der Wunsch des Nachlassers bezüglich der weiteren Aufbewahrung seines schriftlichen Erbes ist demzufolge primär gegenüber allen unseren Wünschen. Wir können nicht fordern, sondern nur bitten, uns durch eigene Leistungen anbieten und die zukünftigen Nachlassenden oder deren Erben überzeugen. Die nicht vorhandene institutionelle Zuständigkeit für die Übernahme von Nachlässen erzeugt die Reibungspunkte zwischen den Einrichtungen, die sich um den Erwerb von Nachlässen bemühen: Archive – Bibliotheken – Museen - Sammlungen. Die Wünsche zum Erwerb des Nachlasses einer bestimmten Person – egal ob Wissenschaftler, Künstler oder Politiker – sind demzufolge immer an verschiedenen Orten gleichzeitig vorhanden. Der Zufall entscheidet dann leider meist darüber, an welcher Stelle der Nachlass zukünftig verwahrt und wissenschaftlich genutzt wird. Das vorliegende Handbuch bietet vertiefende Informationen zur Individualbeschwerde nach dem Fakultativprotokoll zum Internationalen Pakt über bürgerliche und politische Rechte. Das Handbuch richtet sich in erster Linie an Praktiker/innen, die in ihrer Arbeit mit Menschenrechtsverletzungen konfrontiert sind, insbesondere Rechtsanwälte und Rechtsanwältinnen sowie Menschenrechtsorganisationen. In umfassender, aber komprimierter Form gibt es zuverlässige Hilfestellung bei der Einlegung einer Beschwerde. Darüber hinaus ist das Handbuch auch für Mitarbeitende in Ministerien, Universitäten und sonstigen Einrichtungen geeignet, die sich mit der Materie vertraut machen wollen. (Autorenreferat)
Entwickelt wird ein Dokument Management System zur elektronischen, Client-Server-basierten Publikation und Langzeitarchivierung von Hochschulschriften für die Universitätsbibliothek Potsdam. Der zu konzipierende Dokumentenserver muss den bibliothekarischen Anforderungen im Hinblick auf die Sicherung von Authentizität und Integrität des Servers und der einzelnen Textdokumente entsprechen. Eine Analyse der Eignung verbreiteter Dateiformate zur dauerhaften Speicherung unter Berücksichtigung von Verfügbarkeit, Strukturierbarkeit, Konvertierbarkeit und Austauschbarkeit sowie Recherchierbarkeit erbringt eine langfristig anzustrebende Präferenz für XML als Archivierungs- und Rechercheformat sowie PDF und/oder HTML als Präsentationsformate. Die Formalerfassung erfolgt über die Anreicherung des Dokumentes mit Metadaten nach dem DC qualified Standard, die in einer Datenbank strukturiert abgelegt sind. Der dauerhafte Zugang zur Publikation kann durch Verwendung einer zitierfähigen URN (Persistent Identifier) gesichert werden. Bestehende Archivierungssysteme werden untersucht und auf Vereinbarkeit mit den lokalen Bedürfnissen geprüft. Ein Workflow für die Anlieferung von Dokument und beschreibenden Metadaten durch den Autor und die weitere Bearbeitung durch die Bibliothek wird erarbeitet und die technische Umsetzung mittels Perl, HTML, XML und einer MS Access Datenbank beschrieben. Der Dokumentenserver ermöglicht performantes Retrieval und ist als Dataprovider mit einer OAI-Schnittstelle für den weltweiten, standardisierten Datenaustausch ausgestattet. Das System kann in wissenschaftlichen Informationseinrichtungen als Internet- oder Intranet-Repositorium eingesetzt werden. (Fremdreferat)
Diese Arbeit behandelt die Frage, welche Auswirkungen eine EU-Mitgliedschaft der Türkei auf die europäischen Sicherheitsbeziehungen haben würde. Es wird die sicherheitspolitische Situation in- und außerhalb der türkischen Staatsgrenzen analysiert. Auf Basis der Rational Choice Theorie vom Akteurzentrierten Institutionalismus wird gezeigt mit welchen Herausforderungen die Europäische Union konfrontiert wäre und die Frage behandelt, ob eine so genannte Privilegierte Partnerschaft eine mögliche Alternative zu einer Vollmitgliedschaft sein kann.
Variation in nitrogen deposition and available soil nitrogen in a forest–grassland ecotone in Canada

Regional variation in nitrogen (N) deposition increases plant productivity and decreases species diversity, but landscape- or local-scale influences on N deposition are less well-known. Using ion-exchange resin, we measured variation of N deposition and soil N availability within Elk Island National Park in the ecotone between grassland and boreal forest in western Canada. The park receives regionally high amounts of atmospheric N deposition (22 kg ha⁻¹ yr⁻¹). N deposition was on average higher ton clayrich luvisols than on brunisols, and areas burned 1 – 15 years previously received more atmospheric N than unburned sites. We suggest that the effects of previous fires and soil type on deposition rate act through differences in canopy structure. The magnitude of these effects varied with the presence of ungulate grazers (bison, moose, elk) and vegetation type (forest, shrubland, grassland). Available soil N (ammonium and nitrate) was higher in burned than unburned sites in the absence of grazing, suggesting an effect of deposition. On grazed sites, differences between fire treatments were small, presumably because the removal of biomass by grazers reduced the effect of fire. Aspen invades native grassland in this region, and our results suggest that fire without grazing might reinforce the expansion of forest into grassland facilitated by N deposition.
The interactions between peptides and lipids are of fundamental importance in the functioning of numerous membrane-mediated biochemical processes including antimicrobial peptide action, hormone-receptor interactions, drug bioavailability across the blood-brain barrier and viral fusion processes. Alteration of peptide structure could be a cause of many diseases. Biological membranes are complex systems, therefore simplified models may be introduced in order to understand processes occurring in nature. The lipid monolayers at the air/water interface are suitable model systems to mimic biological membranes since many parameters can be easily controlled. In the present work the lipid monolayers were used as a model membrane and their interactions with two different peptides B18 and Amyloid beta (1-40) peptide were investigated. B18 is a synthetic peptide that binds to lipid membranes that leads to the membrane fusion. It was demonstrated that it adopts different structures in the aqueous solutions and in the membrane interior. It is unstructured in solutions and forms alpha-helix at the air/water interface or in the membrane bound state. The peptide has affinity to the negatively charged lipids and even can fold into beta-sheet structure in the vicinity of charged membranes at high peptide to lipid ratio. It was elucidated that in the absence of electrostatic interactions B18 does not influence on the lipid structure, whereas it provides partial liquidization of the negatively charged lipids. The understanding of mechanism of the peptide action in model system may help to develop the new type of antimicrobial peptides as well as it can shed light on the general mechanisms of peptide/membrane binding. The other studied peptide - Amyloid beta (1-40) peptide, which is the major component of amyloid plaques found in the brain of patients with Alzheimer's disease. Normally the peptide is soluble and is not toxic. During aging or as a result of the disease it aggregates and shows a pronounced neurotoxicity. The peptide aggregation involves the conformational transition from a random coil or alpha-helix to beta-sheets. Recently it was demonstrated that the membrane can play a crucial role for the peptide aggregation and even more the peptide can cause the change in the cell membranes that leads to a neuron death. In the present studies the structure of the membrane bound Amyloid beta peptide was elucidated. It was found that the peptide adopts the beta-sheet structure at the air/water interface or being adsorbed on lipid monolayers, while it can form alpha-helical structure in the presence of the negatively charged vesicles. The difference between the monolayer system and the bulk system with vesicles is the peptide to lipid ratio. The peptide adopts the helical structure at low peptide to lipid ratio and folds into beta-sheet at high ratio. Apparently, Abeta peptide accumulation in the brain is concentration driven. Increasing concentration leads to a change in the lipid to peptide ratio that induces the beta-sheet formation. The negatively charged lipids can act as seeds in the plaque formation, the peptide accumulates on the membrane and when the peptide to lipid ratio increases it the peptide forms toxic beta-sheet containing aggregates.
Der Vortrag skizziert die Geschichte der deutschen Romanistik, gibt einen kurzen Überblick über den Stand 2003 im Bereich der Französischen Philologie und resümiert die fachlichen Herausforderungen im deutsch-französischen sowohl kulturellen wie politischen Kontext. Anschließend folgen drei Vorschläge zur Veränderung der Schulausbildung und Universitätslehre auf der Basis eines breiten Kulturverständnisses: 1. Einführung eines neuen allgemeinverbindlichen Schulfaches "Europa-Kunde" ("Connaissances de l'Europe"), das europaweit in Ergänzung oder Kooperation mit dem Fach Geschichte gelehrt werden sollte, 2. die systematische Ergänzung der traditionellen Literatur- und Sprachwissenschaft durch Kurse zu den deutsch-französischen Kulturbeziehungen, 3. die Ergänzung des traditionellen romanistischen Lehrkanons durch Seminare aus dem Bereich des Kulturmanagements.
We study a natural Dirac operator on a Lagrangian submanifold of a Kähler manifold. We first show that its square coincides with the Hodge - de Rham Laplacian provided the complex structure identifies the Spin structures of the tangent and normal bundles of the submanifold. We then give extrinsic estimates for the eigenvalues of that operator and discuss some examples.
