Bis heute gelingt es kaum, Begriffe rund um die Verwaltungsreform – von New Public Management bis zu den E-Modellen – schlüssig voneinander abzugrenzen. Dieses Defizit wird bei der Betrachtung des Konzepts Open Government erneut sichtbar. Der Begriff Open Government ist dabei nicht nur aus verwaltungswissenschaftlicher, sondern mit Blick auf die Instrumente der direkten Demokratie auch aus politikwissenschaftlicher Perspektive zu betrachten. Handelt es sich um einen Sammelbegriff für hauptsächlich schon Dagewesenes?

Business cases (BC) are often used to support information systems (IS) investment evaluation. Unfortunately, business case development (BCD) is a complex task, especially identifying and quantifying the benefits of a proposed investment. Although today’s business case frameworks (BCF) support BCD to some extent, they have several limitations
This article investigates whether self-employed households use consumer loans - in particular, instalment loans and overdrafts - to finance business activities. Controlling for financial and nonfinancial household variables, we show that self-employed households particularly use personal overdrafts significantly more often than employee households. When analysing the correlation between consumer loan take-ups and consumption of self-employed in comparison to employee households, we find first evidence that overdrafts are used by self-employed to finance their business as well. This indicates that intermingling constitutes a financing strategy when regular business loans might not be accessible.
Small and medium-sized enterprises (SME) contribute to innovation and economic growth, despite their resource shortages and lack of professional intellectual property (IP) management practices. Drawing on social practice theory and combining insights from recent scholarship on IP strategies and its management, this paper examines the cases of three pharmaceutical SME providing insights into how they appropriate returns on research and development (R&D) investments. It discusses their IP strategies and management practices, examining how the IP management practices are embedded in the firm's organisational structure. Moreover, this paper develops recommendations for SME regarding the professionalisation of their IP management practices.
The Clean Development Mechanism (CDM) is a prominent example of the mix of public and private authority in global climate policy-making. While national governments hold the supreme authority in the CDM, the oversight and daily supervision of the project-based mechanism have been delegated via an intergovernmental body to private corporations that evaluate the environmental performance of individual CDM projects. By focusing on the CDM as a particular instance of private authority in global climate governance, this article analyses the consequences associated with the delegation of authority to private actors. The article critically assesses the role of private auditing corporations, labelled Designated Operational Entities, in the regulatory framework of the CDM and points to serious trade-offs which accompany the privatisation of authority. The article's findings suggest that the promise of innovative modes of governance to increase the effectiveness of international regulation is seriously compromised by the profit-seeking behaviour of private actors. Hence, the article underscores the need to reconsider the balance between public and private authority in global (climate) governance.
The term solidarity is lacking a precise definition despite being embedded as primary law in the EU treaties and regardless of its pivotal role in the current debate on the euro crisis. Once the semantic core is unearthed we sketch three dimensions of European solidarity (motives, references, level of action). Through this we shall distil three ideal types of an intergovernmental European solidarity: a federal, an organic and a distributive type. Empirically we assign the most relevant measures, which were discussed and partially enacted in the course of the euro crisis, to the three ideal types where we identify an increasing tendency towards a distributive solidarity. Once the first elements will be upgraded to a full-blown distributive solidarity through further integration, several risks arise from a normative perspective.

Improving the predictive validity of conjoint analysis has been an important research objective for many years. Whereas the majority of attempts have been different approaches to preference modelling, data collection or product presentation, only a few scholars have tried to improve predictive validity by individualising conjoint designs. This comes as a surprise because many markets have observed an augmented demand for customised products and highly heterogeneous customers' preferences. Against this background, the authors develop a conjoint variant based on a completely individualised conjoint design. More concretely, the new approach not only individualises the attributes, but also the attribute levels. The results of a comprehensive empirical study yield a significantly higher validity than existing standardised-level conjoint approaches. Consequently, they help marketers to gain deeper insights into their customers' preferences.
The literature on performance information use explains how public managers deal with mainly quantitative data that are systematically collected and formally reported. This article argues that such a narrow understanding is incomplete, as it excludes all kinds of nonroutine performance information, including verbal, ad hoc, and qualitative feedback. To understand how responsive public managers are to performance feedback, alternative sources of performance information need to be taken into account. A literature review suggests considering two important sources of nonroutine feedback: organizational insiders and relevant external stakeholders. Using survey data from German local government, this article shows that public managers prefer to use nonroutine feedback over routine data from performance reports. Furthermore, a regression analysis indicates that different sources of performance information require different determinants to trigger their use. This finding is essential because it suggests that explanations of performance information use can covary with the information source studied.
In this note we analyze the incentives to merge in a mixed duopoly if firms compete in prices or quantities. Our model framework mainly follows Barcena-Ruiz and Garzon (J Econ 80:27-42, 2003) who set up the model with quantity competition. We extend their analysis by analyzing the case of competition in prices. Further we compare the incentives to merge with Bertrand and Cournot competition. Comparing quantity with price competition we can show that a merger is more likely with Cournot competition than with Bertrand competition.

Competing, collaborating or controlling? - Comparing benchmarking in European local government

The way that local authorities in OECD countries compare and benchmark their performance varies widely. This paper explains some of the reasons behind the variations. The current local government benchmarking schemes in Europe their governance, coverage and impactlargely depend on the institutional characteristics of the respective administrative and local government systems (in other words, the starting conditions). There are signs that, as a result of the fiscal crisis in Europe and need to cut public sector costs, many countries (but not England and Wales) are leaning towards compulsory large-scale benchmarking projects.
Consciousness for fair consumption - conceptualization, scale development and empirical validation

Sustainable consumption means that consumers act in an environmentally and socially responsible manner. Compared with the vast amount of studies concerning environmentally conscious consumer behaviour, relatively little is known about socially conscious consumption. The present paper focuses on fair consumption as an important aspect of social consumption. In our study, consciousness for fair consumption (CFC) is defined as a latent disposition of consumers to prefer products that are produced and traded in compliance with fair labour and business practices. A scale to measure CFC was conceptualized and tested in three independent empirical studies. Two studies were conducted at European universities (2010 and 2012) and used 352 and 362 undergraduate business students respectively. The third study, conducted in 2011, used 141 employees at a European university. The results confirmed the reliability and validity of the new CFC scale across samples. While being moderately related to other aspects of sustainable consumption such as ecological concern and moral reasoning, CFC was significantly distinct from those concepts. Most importantly, it was established that the CFC, as measured by the new CFC scale, is a strong determinant of consumption of fair trade products that has been neglected in existing research.
Within the last decade, the role of the Creative Industries has grown to become an important part of the economic system. The increasing acceleration of new developments in media and ICT technologies greatly affected the Creative Industries' dynamic with a direct impact on the people working in this sector. Since only a few studies focus on competences needs, more or less isolated from the trends within the industry, we address the topic of individual competence shifts in the turbulent environment of the Creative Industries. We investigated the trends regarding competence shifts and their implications as well as the competences which are essential for creative professionals. We conducted a broad literature review as well as a qualitative study, which includes interviews and workshops with industry experts on trends within the Creative Industries and corresponding dimensions and demands for competences. We present four requirements that call for shifts in the education of competences. Based on the discussion of requirements, we present a competence portfolio for the Creative Industries along the dimensions of professional, methodological and personal-social competences. The portfolio clearly indicates which competences should be taken into consideration for the development of curricula and study programmes in the education of creative professionals. A generalization of these findings suggests new challenges for companies relying on creative professionals.
Reporting Self-Made Errors - The Impact of Organizational Error-Management Climate and Error Type

We study how an organization's error-management climate affects organizational members' beliefs about other members' willingness to report errors that they discover when chance of error detection by superiors and others is extremely low. An error-management climate, as a component of the organizational climate, is said to be "high" when errors are accepted as part of everyday life as long as they are learned from and not repeated. Alternatively, the error-management climate is said to be an "error averse" climate when discovery of errors invokes the laying of blame on those admitting to or found committing errors. We examine the effects of this error-management climate in a professional services environment where uncorrected errors may have severe consequences and discovery of work errors is crucial for organizational success. We find that error-management climate affects organizational members' beliefs about what other members will report about discovered self-made errors, with a high error-management (versus error averse) climate leading to greater reporting willingness. We also find a significant interaction with a key contextual variable, error type (conceptual or calculation), that suggests the effect is more significant for conceptual errors than calculation errors. Our findings suggest that an organization's error-management climate is an important factor in promoting ethical behavior of employees, especially junior employees, carrying out routine tasks whose failure to report errors discovered incidental to those tasks may have severe implications for their organizations.

This article examines the use of performance information by public managers. It conceptualizes purposeful data use as a type of extra-role behaviour which requires additional effort on the part of the managers and which is not extrinsically rewarded. The article sheds light on one potential antecedent of performance information use – the motivation of the users. It argues that we can observe high levels of data use if managers driven by public service motivation (PSM) work under transformational leaders. Using a needs-supply perspective on supervisors and followers we suggest that there is a PSM-leadership fit which fosters the performance of this extra-role behaviour. The article is based on data from German local government and its findings contribute to the literatures on PSM as well as on performance management.
Der Transformationsprozess in der Mongolei stellt besonders für den wirtschaftlichen Bereich eine große Herausforderung dar. Bei der Umgestaltung von der Plan-zur Marktwirtschaft nehmen dabei Führungskräfte eine Schlüsselfunktion ein, da sie wesentlichen Einfluss auf den Gestaltungsprozess der sich neu orientierenden Unternehmen haben. Die Arbeit untersucht das Verhältnis der Führungskräfte zu ihren Mitarbeitern vor dem Hintergrund neocharismatischer Theorieansätze und kommt zum dem Schluss, dass es Hinweise auf transformationale Führung gibt. Dabei nehmen Gruppenprozesse, die Person der Führungskraft sowie traditionelle und sozialistisch sozialisierte Elemente zentrale Rollen ein. Des Weiteren gibt es Verweise auf Konzepte der Authentizität und der Geteilten Führung.
Zur Versorgung ausländischer Märkte bedienen sich Unternehmen unterschiedlicher Versorgungsformen. Die proximity-concentration trade-off-Literatur betrachtet die Wahl zwischen Export und Auslandsproduktion und erklärt die Entstehung von internationalem Handel und horizontalen ausländischen Direktinvestitionen. Das Standardmodell von Brainard (1993) integriert die Auslandsproduktion als alternative Versorgungsform zum Handel in ein allgemeines Gleichgewichtsmodell mit zwei Ländern, monopolistischer Konkurrenz, steigenden Skalenerträgen und Transportkosten. Im Gleichgewicht versorgen Unternehmen ausländische Märkte entweder durch Exporte oder eine Auslandsproduktion. Die real zu beobachtende Ko-Existenz von internationalem Handel und ausländischen Direktinvestitionen auf der Unternehmensebene kann mit diesem Modell nicht erklärt werden. Im Rahmen dieser Arbeit wird die Exportplattform (EP) als mögliche Antwort auf dieses Phänomen herangezogen. Eine Exportplattform ist eine Auslandsproduktion, durch die nicht nur der lokale Auslandsmarkt, sondern auch Drittländer versorgt werden. Im modelltheoretischen Teil dieser Arbeit wird ein partialanalytisches EP-Modell formuliert, dass auf Brainard (1993) aufbaut. Dabei wird ihr Modell um eine Mehr-Länder-Welt mit heterogener Verteilungsstruktur erweitert und die Versorgungsalternative der EP-Exporte nach dem Beispiel von Neary (2002) integriert. Durch die analytische Lösung des partiellen Gleichgewichts lässt sich die substitutive Beziehung zwischen Heimatexporten, Auslandsproduktion und EP-Exporten aufzeigen. Ferner kann die Wirkung der Versorgungskosten auf die Versorgungswahl analysiert werden. Dabei wird neben der analytischen Modellbeschreibung besonders auf die Gleichgewichtsbestimmung und die Existenz der Gleichgewichte eingegangen. Aufbauend auf den analytisch abzuleitenden Hypothesen wird das EP-Modell ferner einem empirischen Signifikanztest unterzogen. Unter Anwendung von nicht-linearen Regressionsverfahren wird die Wahl zwischen EP-Exporten und Auslandsproduktion, zwischen EP- und Heimatexporten sowie zwischen EP-Exporten und der EP-Produktion separat geschätzt. Hierfür wird auf Daten der Automobilindustrie zurückgegriffen, welche die regionalen PKW-Produktions- und -Absatzdaten sämtlicher Automobilhersteller in Osteuropa, Asien und Ozeanien umfassen.
1. Teil A – Theoretische Grundlegung der Arbeit Die wissenschaftliche Arbeit beginnt mit der Darstellung der Problemstellung und der Zielsetzung der wissenschaftlichen Arbeit. Es wird deutlich aufgezeigt werden, dass sich die Lehre des Qualitätsmanagements (QM) nur sehr unzureichend mit den sozialen Aspekten der Information & Kommunikation (I&K) und dem organisatorischen Wandel beschäftigt hat. Aus diesen beiden Unterkapiteln werden die Forschungsfragen abgeleitet und der weitere Aufbau der Arbeit konstruiert. (Kapitel 1). Aufgrund der Problemstellung startet das zweite Kapitel im Rahmen der theoretischen Grundlagen mit der sozialen Systemtheorie. Die Entscheidung für die soziale Systemtheorie wird begründet. Im Zusammenhang mit den sozialen Aspekten der I&K werden die relevanten Erkenntnisbeiträge der sozialen Systemtheorien als einzelne Komponenten vorgestellt. Diese Komponenten werden dann zu einem systemtheoretischen I&K-Modell (SEM) zusammengefügt. (Kapitel 2). Damit die beiden Disziplinen QM und soziale Systemtheorie miteinander verbunden werden können, bedarf es im dritten Kapitel der Dissertation einer Vorstellung der dafür notwendigen und relevanten Inhalte des QM. Im Zuge der Vorstellung der Inhalte des QM werden diese bereits mit der sozialen Systemtheorie verknüpft, um damit aufzuzeigen, wie QMS durch I&K existieren und operieren (Kapitel 3). Das vierte Kapitel verbindet dann die beiden Disziplinen QM und soziale Systemtheorie miteinander, wodurch ein systemtheoretisches QM-Modell (SQM) entsteht. Dieses Modell erklärt den Zusammenhang von QM, I&K und organisatorischem Wandel(Kapitel 4). 2. Teil B – Empirische Untersuchung Für die empirische Untersuchung wird in Kapitel fünf das allgemeine Forschungsdesign hergeleitet werden. Darauf folgt die Vorstellung des Aufbaus und der Abfolge von Interviews und eines Fragebogens (Kapitel 5). Das sechste Kapitel erklärt die Zielsetzung, Hintergrund und Methodik der Experteninterviews mit den Qualitätsmanagementbeauftragten (QMB) und unter-sucht die gängige Praxis des QM bzgl. der sozialen Aspekte der I&K. (Kapitel 6). Das Kapitel sieben erklärt die Zielsetzung, Hintergrund und Methodik der Interviews mit den Unternehmen der Best-Practise (BP). (Kapitel 7). Im Kapitel acht werden die Ursache und Wirkung der sozialen Aspekte der I&K über die Unternehmenskultur im Rahmen eines QMS dargestellt. (Kapitel 8). Im Kapitel neun erfolgt ein Resümee der empirischen Untersuchungen. Die Ergebnisse der empirischen Untersuchungen werden kritisch gewürdigt. Des Weiteren wird aufgezeigt, welcher weitere empirische Forschungsbedarf aufgedeckt wurde.(Kapitel 9). 3. Teil C - Abschluss Der Schlussteil der Arbeit beginnt mit dem zehnten Kapitel durch die Herleitung und Begründung von Verbesserungspotentialen und Handlungsempfehlungen für die Praxis im QM.(Kapitel 10). Im elften Kapitel erfolgt die Beantwortung der Forschungsfragen und der kritischen Würdigung der generierten Erkenntnisse.(Kapitel 11). Im zwölften Kapitel endet die Arbeit mit einem Ausblick auf weiteren Forschungsbedarf, welcher durch das Ergebnis dieser Arbeit entstanden ist (Kapitel 12).
Public debate about energy relations between the EU and Russia is distorted. These distortions present considerable obstacles to the development of true partnership. At the core of the conflict is a struggle for resource rents between energy producing, energy consuming and transit countries. Supposed secondary aspects, however, are also of great importance. They comprise of geopolitics, market access, economic development and state sovereignty. The European Union, having engaged in energy market liberalisation, faces a widening gap between declining domestic resources and continuously growing energy demand. Diverse interests inside the EU prevent the definition of a coherent and respected energy policy. Russia, for its part, is no longer willing to subsidise its neighbouring economies by cheap energy exports. The Russian government engages in assertive policies pursuing Russian interests. In so far, it opts for a different globalisation approach, refusing the role of mere energy exporter. In view of the intensifying struggle for global resources, Russia, with its large energy potential, appears to be a very favourable option for European energy supplies, if not the best one. However, several outcomes of the strategic game between the two partners can be imagined. Engaging in non-cooperative strategies will in the end leave all stakeholders worse-off. The European Union should therefore concentrate on securing its partnership with Russia instead of damaging it. Stable cooperation would need the acceptance that the partner may pursue his own goals, which might be different from one’s own interests. The question is, how can a sustainable compromise be found? This thesis finds that a mix of continued dialogue, a tit for tat approach bolstered by an international institutional framework and increased integration efforts appears as a preferable solution.
Die professionalisierte Kommunikation komplexer Gebilde wie Staaten und Nationen, die ihre Hinwendung politischer Fragestellungen in die Sphären von Image und Einfluss verlegt, kommt vor dem Hintergrund wachsenden Wettbewerbs an der Bedeutung der Reputation nicht vorbei. Denn neben ihrer ökonomischen Bedeutung legitimiert Reputation als mittel- oder langfristiges öffentliches Ansehen, das ihren Trägern Definitions- und Überzeugungsmacht verschafft, Macht- und Herrschaftspositionen. In einer mediatisierten Gesellschaft wächst die Bedeutung der Kommunikation mit der Öffentlichkeit sowohl für Erwerb und Erhalt von Reputation – wie auch für deren Aberkennung. Dabei spielt eine zunehmende Skandalisierung als Eigenheit der Mediengesellschaft eine Rolle, die eine erhöhte Fragilisierung der Reputation zur Folge hat und als wirksamster Mechanismus bei der Aberkennung von Reputation gilt, wie das Beispiel der dänischen „Karikaturen-Affäre“ veranschaulicht. In einer kommunikativ schnelllebigen Welt, zunehmend frei verfügbarer Information, geistern durch die Außenministerien des Global Village Begriffe wie Public Diplomacy, Nation Branding, Country Branding oder Place Branding, deren gemeinsamer Nenner zunächst die nach außen gerichtete Kommunikation ist. Aber schon die Frage nach Absender und Adressat, nach Akteur und Rezipient, Botschaften und Zielgruppen verweist auf die Komplexität der Kommunikation eines Landes. Ziel der Untersuchung ist es in den Kommunikationsbemühungen von Ländern, Faktoren zu identifizieren, die Image und Reputation nachhaltig beeinflussen können. Dabei stehen die folgenden Fragen im Mittelpunkt der Untersuchung: Wie werden Länder wahrgenommen und Reputation gebildet? Können die Bezugsgruppen eines Landes durch die Stakeholdertheorie (Freeman 1984) beschrieben werden – und wenn ja, welche Konsequenzen hat eine solche Berücksichtigung der Anspruchs- und Adressatengruppen auf die Kommunikation eines Landes? Welche Aspekte der theoretischen Ansätze können für die Kommunikation von Ländern als zentral bewertet werden? Und schließlich: Kann die Reflexion durch die Praxis, am Fallbeispiel der Schweiz, die Relevanz der eruierten Aspekte bestätigen bzw. um weitere Aspekte ergänzen und können auf dieser Grundlage Erfolgsfaktoren identifiziert und geeignete Instrumente für die Reputationskommunikation aufgezeigt werden?
Die vorliegende Arbeit untersucht das sozio-kulturelle und institutionelle Umfeld der Organisationen des öffentlichen Sektors in der Mongolei, das signifikante Einflüsse auf die aktuellen Reformbemühungen in der öffentlichen Verwaltung hat. Die Studie stützt sich auf die Kultur- und Werttheorie. Die regelkonforme Verhaltensweise, Gemeinschaftsfavorisierende strenge Hierarchie, die fatalistische Annahme einer Autorität als unvermeidlich und unkontrollierbar sowie ein auf möglichst eigenständige Entscheidung und Meinungsbildung angestrebter Individualismus sind die weitverbreiteten kulturellen Verhaltensformen bei den Organisationen des öffentlichen Sektors der Mongolei. Dementsprechend streben die Beschäftigten des öffentlichen Dienstes uneigennützig das Wohlergehen der Bevölkerung, die Einhaltung der öffentlichen Regeln, die einvernehmlichen Beziehungen der Menschen zueinander sowie die Sicherheit und Nachhaltigkeit des Lebens an. Bestimmte Wertvorstellungen zur Selbstbestimmung, wie persönliche Geisteshaltung, eigenständiges Handeln sowie Kreativität sind für sie sehr wichtig. Dieser sozio- kulturelle Kontext hat große Auswirkungen auf das Arbeitsverhalten und auf die Aktivitäten der Beschäftigten des öffentlichen Dienstes zur Umsetzung von Reformen in der öffentlichen Verwaltung. Daher ist eine institutionelle Führung als Förderer und Beschützer von Wertesystemen bei der Umsetzung von Reformen in den hiesigen Institutionen unerlässlich.
In der vorliegenden Diplomarbeit wird untersucht welche Wirkungen der Industriegüterhandel auf die Beschäftigung im Verarbeitenden Gewerbe Indiens hat. Dazu werden die Implikationen der handelstheoretischen Modelle der Neoklassik, der Neuen sowie der Neu-Neuen Handelstheorie abgeleitet und erörtert. Es schließt sich eine empirische Analyse an, die sich an Jenkins und Sen (2006) orientiert. Dabei werden zunächst der Faktorgehalt sowie die Handelsstruktur analysiert. Um die Beschäftigungseffekte zu quantifizieren, erfolgt eine Zerlegung des Beschäftigungswachstums. Es wird auch untersucht, inwiefern die handelsinduzierte Wettbewerbsintensivierung zu einem effizienteren Arbeitseinsatz geführt hat. Die Ergebnisse zeigen, dass die handelsinduzierten Beschäftigungseffekte im Beobachtungszeitraum zwar positiv, aber vergleichsweise gering ausgefallen sind. Gleichzeitig wirkt sich die Entwicklung der Handelsstruktur zunehmend negativ auf das potentielle Beschäftigungswachstum aus, sodass auf Basis der hier gewonnenen Erkenntnisse nicht davon auszugehen ist, dass zukünftige Handelsflüsse einen signifikanten Beitrag zur Schaffung neuer Beschäftigungsmöglichkeiten leisten können.
African states are often called corrupt indicating that the political system in Africa differs from the one prevalent in the economically advanced democracies. This however does not give us any insight into what makes corruption the ruling norm of African statehood. Thus we must turn to the overly neglected theoretical work on the political economy of Africa in order to determine how the poverty of governance in Africa is firmly anchored both in Africa’s domestic socioeconomic reality, as well as in the region’s role in the international economic order. Instead of focusing on increased monitoring, enforcement and formal democratic procedures, this book integrates economic analysis with political theory in order to arrive at a better understanding of the political-economic roots of corruption in Sub-Saharan Africa.
This book deals with the inner life of the capitalist firm. There we find numerous conflicts, the most important of which concerns the individual employment relationship which is understood as a principal-agent problem between the manager, the principal, who issues orders that are to be followed by the employee, the agent. Whereas economic theory traditionally analyses this relationship from a (normative) perspective of the firm in order to support the manager in finding ways to influence the behavior of the employees, such that the latter – ideally – act on behalf of their superior, this book takes a neutral stance. It focusses on explaining individual behavioral patterns and the resulting interactions between the actors in the firm by taking sociological, institutional, and above all, psychological research into consideration. In doing so, insights are gained which challenge many assertions economists take for granted.

Die vorliegende Studie befasst sich mit den betriebswirtschaftlichen Besonderheiten kleiner und mittlerer Unternehmen (KMU) im Osten Deutschlands, welche sich grundsätzlich auch in der Finanzierung zeigen. Die Forschungen belegen, dass auch die unzureichende Innovationsdynamik Ostdeutschlands keineswegs nur ein konjunkturelles oder gar mentales, sondern ein strukturelles Phänomen ist. Die Analyse unterstreicht einen besonderen Handlungsbedarf in den östlichen Bundesländern, da hier einerseits kleine Unternehmen in großer Zahl vorhanden sind, auch der Mittelstand insgesamt weitgehend etabliert ist, aber im Ost-West-Vergleich weiterhin etablierte Großunternehmen als Partner seltener anzutreffen und die einen positiven Ausstrahlungseffekt auf mittelständische Zulieferbetriebe bewirken. Auch sind in Deutschland-Ost die Finanzierungsverhältnisse besondere, d.h. der Anteil der Fremdfinanzierung ist differenziert ausgeprägt. Entsprechend sollte die „Hausbank“ wegen ihrem herausragenden Stellenwert für den Mittelstand auf den Prüfstand. Die hier nochmals gezeigten Finanzierungsschwächen gelten zwar für KMU grundsätzlich, aber besonders für die kleinere KMU im Osten, wo zwar die Eigenkapitalquote gewachsen ist, aber beispielsweise die Fristenstrukturen der Fremdfinanzierung teilweise mit der Kapitalbindung im Anlagevermögen nicht kongruent sind. Die private Finanzierung von KMU muss wegen der Defizite strukturellen Mängel noch gezielter durch staatliche Förderinstrumente unterstützt werden.
On July 20/21 in 2012, an international workshop was held on the subject of the global impact of the Euro-Financial-Crisis at the University of Potsdam. Prof. Dr. Detlev Hummel, faculty Finance and Banking, was the host of the event. Academic colleagues from Beijing, Moscow and Connecticut (USA) as well as domestic capital market and banking experts presented their analyses. Different aspects of national and international finance markets were examined, with a focus on the European region, China and Russia. Mistakes and failures of the banking regulations were identified as one, but note the sole cause of the economic problems. A lack of budget discipline of some politicians and the loss of business competitiveness of certain European nations were mentioned, too. Some members of the European Union did not succeed in mastering the challenges of the global economy. There have been structural issues in some states that impede their competitiveness in the global market, for example with China. The participants pointed out a number of other reasons for the crisis, like dubious distribution types as well as a lack of transparency of certain financial products. Furthermore, remuneration and incentive schemas of investment banks and especially the reckless risk management policy of large banks were identified as other factors for the crisis. The participants of the international workshop in Potsdam agree that the birth of the Euro-currency was a political event and will remain a challenge. The reform of the banking supervision and further steps towards an economic and fiscal union are new research tasks.
Der Europäische Automobilsektor : Besteuerung, Marktliberalisierung und Beitrag zur CO₂-Reduktion

Der Automobilsektor ist derzeit einer der wichtigsten Industriezweige in Europa. Ca. 2,2 Millionen Mitarbeiter sind direkt, weitere 9,8 Millionen indirekt darin beschäftigt (sechs Prozent aller Beschäftigten in Europa) und erwirtschaften mit einem Umsatz von ca. € 780 Milliarden im Jahr einen bedeutenden Teil des europäischen Bruttoinlandprodukts (BIP). Auch aus Sicht der Konsumenten ist das Auto für 80 % der Europäischen Haushalte, die ein Auto besitzen, aus dem täglichen Leben nicht mehr weg zu denken. Die europäischen Staaten beziehen ca. € 380 Milliarden ihrer Steuereinnahmen aus der Automobilindustrie. Damit haben sowohl Staaten, Konsumenten als auch die Automobilindustrie ein gewichtiges Interesse am Florieren der Branche. Die Schattenseite der Automobilindustrie sind die CO2-Emissionen, die mit 20 % (der Anteil lag 1970 bei 12 %) aller CO2-Emissionen in Europa einen wesentlichen Teil zum Klimawandel beitragen, Tendenz steigend. So haben im Lauf der vergangenen Jahre mehr und mehr Staaten ihre Besteuerung der Pkw explizit oder implizit nach Umweltstandards ausgerichtet. Damit soll das Autofahren verteuert oder eingeschränkt und / oder die Nutzung von schadstoffarmen Pkw gefördert werden. Neben den Klimaschutz verfolgt die Europäische Union (EU) das Ziel, einen einheitlichen europäischen Binnenmarkt zu schaffen. Durch den Mangel an verbindlichen EU-Richtlinien im Bezug auf Abgaben, haben die Gesetze, Steuern und Abgaben auf einzelstaatlicher und regionaler Ebene ein kaum mehr zu überschauendes Maß angenommen, da Im Rahmen des Subsidiaritätsprinzips die Mitgliedsländer weiterhin ihr Steuersystem überwiegend autonom gestalten, sofern dies im Einklang mit bestimmten europaweiten Vorgaben steht. Dies führt zu einem sehr heterogenen Steuersystem, das gerade im Bereich des Verkehrs bedeutende Markteffekte (z. B. höhere Zulassungszahlen für Diesel betriebene Pkw oder kürzere Haltedauern) nach sich zieht. Europaweit einheitlich sind lediglich Regelungen zu Wettbewerbsbeschränkungen. Es lassen sich nach wie vor viele Beispiele für Marktverzerrungen und die Heterogenität der Steuersysteme in Europa finden: Marktverzerrungen und Wettbewerbsbeschränkungen zeigen sich bei Fahrzeugpreisen, die in Europa stark variieren. Beispielsweise kosten in Dänemark Pkw bis zu 37 % weniger als in Deutschland. Diese Arbeit untersucht und vergleicht die Abgaben auf den Erwerb, den Besitz und die Nutzung von Pkw in den EU-Ländern sowie Norwegen und der Schweiz sowohl systematisch als auch quantitativ. Zur quantitativen Analyse wurde eine Datenbank mit den zur Steuerberechnung notwendigen Informationen erstellt. Darunter sind beispielswiese: Steuersätze und –tarife, Fahrzeugdaten, Kraftstoffpreise, Instandhaltungskosten, Versicherungsbeitrage, Wechselkurse und der durchschnittliche Wertverlust der Fahrzeuge. Darauf und auf bestimmten Annahmen basierend wurden die absoluten Abgaben für repräsentative Fahrzeuge in den verschiedenen Ländern berechnet. Besonderes Augenmerk gilt der CO2-orientierten Besteuerung, die in 17 Ländern (zumindest teilweise) eingeführt wurde. Diese Arbeit betrachtet auch andere, d. h. nicht fiskalische Maßnahmen der Europäischen Union zur CO2-Reduzierung, vergleicht diese mit alternativen Instrumenten, und analysiert die Wirkung unterschiedlicher Besteuerung auf den Pkw-Binnenmarkt, z. B. den Einfluss von Abgaben auf die europäischen Automobilpreise und damit auf Arbitrageeffekte. Es zeigt sich, dass die Besteuerung in Europa sowohl in der Abgabenhöhe als auch konzeptionell in der Vielzahl der Bemessungsgrundlagen und Steuertarife sehr heterogen ist und maßgeblich zu den sehr unterschiedlichen Gesamtkosten der Pkw-Nutzung beiträgt. Die relative Abgabenlast ist in einkommensstarken Ländern Westeuropas nicht hoch genug, um den Kraftstoffverbrauch spürbar zu reduzieren. Aus dem gleichen Grund ist von der CO2-orientierten Novellierung der deutschen Kfz-Steuer kein ausreichender Kaufanreiz zugunsten effizienterer Fahrzeuge zu erwarten. Die in der Vergangenheit von der Europäischen Union eingeführten Instrumente zur Reduzierung von CO2-Emissionen aus dem Straßenverkehr führten nicht zu den erwünschten Emissionsverringerungen. Die jüngste Maßnahme der Europäischen Union, den Automobilherstellern Emissionsgrenzen vorzuschreiben, ist weder effektiv noch effizient. Im letzten Jahrzehnt haben sich die Automobilpreise in Europa zwar etwas angeglichen. Dies liegt weniger an einer Angleichung in der Besteuerung als an der schrittweisen Liberalisierung des europäischen Automobilmarktes und den Novellierungen der Gruppenfreistellungsverordnung.
In dieser Dissertation erfolgt eine Analyse des Schutzes von Biodiversität durch Payments for Environmental Services (PES) und, insbesondere im empirischen Teil, innerhalb des Ansatzes Reducing Emissions from Deforestation and Forest Degradation plus (REDDplus). Die Anwendung von PES-Programmen zum Schutz von Biodiversität gewinnt im umweltpolitischen Bereich immer mehr an Bedeutung. Gleichzeitig ist die Umsetzung solcher Schutzprogramme jedoch mit erheblichen Transaktionskosten und damit der Gefahr von Ineffizienzen verbunden. Die Möglichkeit der Bündelung von Biodiversität mit einer weiteren Ökosystemleistung, hier der Speicherung von Kohlenstoffdioxid, wird hinsichtlich der Wirkungen auf die Schutzniveaus beider Ökosystemleistungen und der Veränderung der Produktionsweise des landwirtschaftlichen Sektors in einem monopsonistischen Modelansatz analysiert. Durch die formale Analyse zeigt sich, dass für einen effizienteren Schutz der beiden Ökosystemleistungen economies of scope bei den Transaktionskosten mit der Bündelung von PES-Programmen realisiert werden müssen. Ein Beispiel für die praktische Umsetzung von Payments for Environmental Services ist der REDDplus-Ansatz. Das Ziel ist die Reduzierung von Treibhausgasemissionen durch den Erhalt und die nachhaltige Bewirtschaftung von tropischen Wäldern, aber auch der Schutz von Biodiversität. Innerhalb des empirischen Teiles der Dissertation wird untersucht, inwiefern es durch die Verfolgung beider Ziele zur Realisierung von economies of scope bei den Transaktionskosten kommt. In die Analyse werden sechs Länder (Costa-Rica, Indonesien, Mexiko, Kambodscha, Peru und Vietnam) einbezogen. Die Analyse erfolgt auf der Grundlage von Szenarien, welche mit Hilfe der Readiness Proposals der Länder für den Zeitraum von 2008 bis 2030 erstellt wurden. Anhand der Ergebnisse kann gezeigt werden, dass es nicht automatisch durch die Zusammenlegung von PES-Programmen zu einer Realisierung von economies of scope kommt. Eine Bündelung solcher Programme ist daher nicht in allen Phasen ihrer Umsetzung ratsam.
Der Einfluss von Bildung gewinnt gesellschaftlich und politisch an Bedeutung. Auch im wissenschaftlichen Bereich zeigt sich dies über eine vielseitige Diskussion zum Einfluss von Bildung auf das Einkommen. In dieser Arbeit werden nationale und regionale Disparitäten in der monetären Wertschätzung von allgemeinem Humankapital aufgedeckt und diskutiert. Dafür werden verschiedene Verfahren diskutiert und basierend darauf Intervalle für die mittleren Bildungsrenditen bestimmt. Im ersten Abschnitt wird die Thematik theoretisch über zwei verschiedene Modellansätze fundiert und kritisch diskutiert. Anschließend folgt die Darstellung des aktuellen empirischen Forschungsbestands. Der Hauptteil der Arbeit beginnt mit der Darstellung des verwendeten Datensatzes und seiner kritischen Repräsentativitätsprüfung. Eine nähere Variablenbeschreibung mit deskriptiver Analyse dient zur Erklärung der verwendeten Größen. Darauffolgend werden bestehende Verfahren zur Schätzung von Bildungsrenditen diskutiert. Unter ausschließlicher Berücksichtigung der Erwerbstätigen zeigt das 3SLS-Verfahren die besten Eigenschaften. Bezieht man jedoch alle Erwerbspersonen in die Analyse mit ein, so erweist sich das Heckman-Verfahren als sehr geeignet. Die Analyse - zunächst auf nationaler Ebene - bestätigt weitestgehend die bestehenden Erkenntnisse der Literatur. Eine Separierung des Datensatzes auf verschiedene Alterscluster, Voll- und Teilerwerbstätige sowie Erwerbstätige in der Privatwirtschaft und im öffentlichen Dienst zeigen keine signifikanten Unterschiede in der Höhe der gezahlten durchschnittlichen Bildungsrenditen. Anders verhält es sich bei der regionalen Analyse. Zunächst werden Ost- und Westdeutschland separat betrachtet. Für diese erste Analyse lassen sich über 95 %-Konfidenzintervalle deutliche Unterschiede in der Höhe der Bildungsrenditen ermitteln. Aufbauend auf diese Ergebnisse wird die Analyse vertieft. Eine Separierung auf Bundesländerebene und ein weiterer Vergleich der Konfidenzintervalle folgen. Zur besseren statistischen Vergleichbarkeit der Ergebnisse wird neben dem 3SLS-Verfahren, angewendet auf die separierten Datensätze, auch ein Modell ohne die Notwendigkeit der Separierung gewählt. Hierbei ist die Variation der Regionen über Interaktionsterme berücksichtigt. Dieses Regressionsmodell wird auf das OLS- und das Heckman-Verfahren angewendet. Der Vorteil hierbei ist, dass die Koeffizienten auf Gleichheit getestet werden können. Dabei kristallisieren sich deutlich unterschiedliche Bildungsrenditen für Mecklenburg-Vorpommern, aber auch für Sachsen-Anhalt und Thüringen im Vergleich zu den restlichen Bundesländern Deutschlands heraus. Diese Länder zeichnen sich durch eine besonders hohe jährliche Verzinsung von allgemeinem Humankapital aus. Es folgt eine Diskussion über mögliche Ursachen für die regional verschiedenen Bildungsrenditen. Dabei zeigt sich, dass in den Bundesländern mit hoher Rendite das mittlere Einkommensniveau und auch das durchschnittliche Preisniveau tendenziell geringer sind. Weiterhin wird deutlich, dass bei höheren relativen Abweichungen der durchschnittlichen Einkommen höhere Renditen zu verzeichnen sind. Auch die Wanderungsbewegungen je nach Qualifikation unterscheiden sich. Unter zusätzlicher Berücksichtigung der Arbeitslosenquoten zeigt sich in den Ländern mit hoher Rendite eine tendenziell höhere Arbeitslosigkeit. Im zusammenfassenden Fazit der Arbeit werden abschließend die Erkenntnisse gewürdigt. Dabei ist zu bemerken, dass der Beitrag einen Start in die bundesländerweite Analyse liefert, die eine Fortführung auf beispielsweise eine mehrperiodische Betrachtung anregt.
Nur langsam scheinen jene Schockwellen abzuebben, die ausgelöst durch die Ergebnisse der PISA-Erhebungen seit mehr als einem Jahrzehnt die Bildungsrepublik Deutschland durchqueren und weite Teile der Gesellschaft in den Zustand regelrechter Bildungspanik versetzten. An der Schwelle zum 21. Jahrhundert belegte eine Reihe von Studien für das wiedervereinte Deutschland eine im OECD-Vergleich besonders ausgeprägte Abhängigkeit des Bildungserfolges von der sozialen Herkunft. Als eine Konsequenz ist der Zugang zu tertiärer Bildung bis dato deutlich durch soziale Ungleichheit gekennzeichnet. Vor diesem Hintergrund leistet die vorliegende Dissertationsschrift einen wesentlichen Beitrag zur ursächlichen Erklärung von Mustern sozialer Selektivität, die an den Gelenkstellen zwischen sekundären und postsekundären Bildungsangeboten sichtbar werden. Auf innovative Weise verbindet die Arbeit ein zeitgemäßes handlungstheoretisches Modell mit einer komplexen Lebensstilanalyse. Die Analyse stützt sich auf Erhebungsdaten, die zwischen Januar und April 2010 an mehr als 30 weiterführenden Schulen des Bundeslandes Brandenburg erhoben wurden. Im Mittelpunkt des Forschungsinteresses steht einerseits die Identifikation von sozial-kognitiven Determinanten, die das Niveau und die Richtung postsekundärer Bildungsaspirationen maßgeblich vorstrukturieren sowie andererseits deren Verortung im Kontext jugendlicher Lebensstile. Das komplexe Analysedesign erweist sich als empirisch fruchtbar: So erbringt die Arbeit den empirischen Nachweis, dass die spezifischen Konfigurationen der bestätigten psychosozialen Prädiktoren nicht nur statistisch bedeutsam zwischen jugendlichen Stilmustern variieren, sondern sich diesbezüglich erfolgreiche von weniger erfolgreichen Typen unterscheiden lassen.
Das Konzept der dynamischen Fähigkeiten, das der Forschung zur Privatwirtschaft entspringt, stellt die Frage wie Unternehmen um ihre Ressourcen optimal nutzen zu können, Fähigkeiten entwickeln, durch die sie in der Lage sind, sich stetig zu verbessern. Da sich auch im öffentlichen Sektor die Frage nach einer verbesserten Nutzung und Einsetzung der zur Verfügung stehenden Potentiale stellt, ist es Ziel dieser Arbeit das Konzept der dynamischen Fähigkeiten auf den öffentlichen Sektor und hierein den Untersuchungsgegenstand Museum anzuwenden. Somit werden mithilfe der Durchführung einer explorativen Fallstudie dynamische Fähigkeiten und deren Parameter untersucht und identifiziert. Hierzu wird zuerst das der Arbeit zugrundeliegende theoretische Verständnis des Konzepts dargelegt um darauf aufbauend anhand narrativer Interviews mit Mitarbeitern des Jüdischen Museums Berlin im empirischen Teil der Arbeit das Konstrukt auf den Untersuchungsgegenstand anzuwenden. Durch den somit erlangten detaillierten Einblick können dynamische Fähigkeiten und Faktoren, die sich auf diese auswirken, identifiziert werden.
Die Modelle der räumlichen Preistheorie sind über einen langen Zeitraum entwickelt worden und mit bekannten Namen wie Wilhelm Launhardt und August Lösch verbunden. Diese Ansätze versuchen der räumlichen Dimension des Preisbildungsprozesses auf Märkten in partialanalytischen Modellen Rechnung zu tragen. Im Buch werden Monopole, monopolistische Konkurrenz und internationaler Handel diskutiert. Dabei hat der Leser die Möglichkeit, sich über die Standardmodell hinaus mit komplexeren Strukturen vertraut zu machen.
Das Personalmanagement in der öffentlichen Verwaltung steht in Zeiten von Haushaltskürzungen und demographischem Wandel vor der Herausforderung, den gestiegenen Erwartungen an Effizienz und Effektivität mit zunehmend älteren Belegschaften zu begegnen. Als ein wesentlicher Stellhebel für den Erhalt bzw. die Steigerung der Arbeitsfähigkeit der Mitarbeiter gilt in der wissenschaftlichen Debatte die Qualität des Führungsverhaltens der Führungskräfte. Im Fokus dieser Arbeit steht das Konzept altersspezifischer Führung, das sich an den individuellen, altersspezifischen Bedürfnissen des einzelnen Mitarbeiters orientiert. Es wird mittels einer standardisierten Befragung von Führungskräften und deren Mitarbeitern in einer Dienststelle der Bundesagentur für Arbeit untersucht, ob die Ausprägung altersspezifischer Führung Einfluss auf die Qualität der dyadischen Arbeitsbeziehung von Führungskraft und Mitarbeiter (LMX-Qualität) hat. Dafür wird zunächst überprüft, wie altersspezifisch die befragten Führungskräfte führen, und welche Faktoren darauf Einfluss nehmen. Im Ergebnis der Untersuchung zeigt sich, dass ein hochsignifikanter Zusammenhang zwischen altersspezifischer Führung und der LMX-Qualität besteht. Daneben stellt sich heraus, dass die befragten Führungskräfte überwiegend altersspezifisches Führungsverhalten aufweisen, wobei jedoch zu berücksichtigen ist, dass die Ergebnisse auch durch organisationale Vorgaben beeinflusst werden, die den Handlungsspielraum der Führungskräfte begrenzen. Auch wurde für die untersuchte Stichprobe festgestellt, dass Alter und Führungserfahrung die Ausprägung altersspezifischen Führungsverhaltens beeinflussen, während sich für das Geschlecht sowie eine vorurteilsfreie Wahrnehmung älterer Mitarbeiter kein Zusammenhang gezeigt hat.
