Die Interdependenz formaler und informaler Strukturen im Lichte der Systemtheorie Niklas Luhmanns

Die meisten Menschen verbringen heutzutage den Großteil ihres Daseins in Organisationen. Sie werden immer häufiger in Organisationen geboren (Krankenhaus), in Organisationen sozialisiert (Kindergärten, Schulen usw.), sind für ihre Existenzsicherung auf Lohnzahlungen von Organisationen angewiesen, und zunehmend fristen sie ihr Lebensende in Organisationen (Krankenhaus, Altenheim etc.). Aus soziologischer Sicht sind Organisationen deshalb besonders interessant und verdienen eine besondere Beachtung in der Gesellschaftsanalyse. In dieser Untersuchung soll nicht der Siegeszug der Organisation in der soziokulturellen Evolution der Gesellschaft im Mittelpunkt stehen, sondern die Frage: Wie kommt das Driften (Maturana, Varela, 1991) der Organisation zustande? Geht man davon aus, dass in der Evolution Aussterben die Regel und Anpassung die Ausnahme ist, scheint der Aspekt des Driftens organisierter Sozialsysteme besonderes Augenmerk zu verdienen. Liest man die für Deutschland veröffentlichten Zahlen der Unternehmensinsolvenzen, gerade in den heutigen Zeiten der Wirtschafts- und Finanzkrise, scheint der Fortbestand einer einmal ins Leben gerufenen Organisation eher ungewiss als gesichert zu sein. Des Weiteren scheint es so zu sein, dass Organisationen gewissen Lebenszyklen (Küpper, Felsch) unterworfen sind. In den älteren Organisationstheorien wurde noch von einem einheitlichen Zweck ausgegangen, der die gesamte Strukturierung der Organisation übergreift. Alle Organisationsmitglieder haben ihr Handeln im Hinblick auf die Verwirklichung dieses spezifischen Zwecks der Intention nach rational zu gestalten. In der Organisationsanalyse stellte man aber fest, dass Zweckverschiebungen innerhalb der formalen Organisationen eher die Regel als die Ausnahme sind. (Mayntz, 1963 u.a.) Dies Problem der rational gestalteten Organisation wurde somit den Organisationsmitgliedern zugeschrieben. Gleichsam als die andere Seite der formalen Organisation agieren die Mitglieder der formalen Organisation in der informellen Organisation als Mikropolitiker (Bosetzky, Heinrich, 1989), die die formalen Strukturen unterminieren, um ihre persönliche Nutzenmaximierung voranzutreiben. Übernimmt man diese Perspektive für die Betrachtung der formalen Organisation, kann man sich schwer der Annahme verweigern, dass die Organisationsmitglieder grundlegend feindlich gegenüber der Organisation gesinnt sind. Mit dieser Perspektive würde man all den freiwilligen Mitgliedern in Hilfsorganisationen, sozialen Vereinen usw. nicht gerecht werden. In der hier durchgeführten Analyse wird die Perspektive der Luhmannschen Systemtheorie eingenommen. Damit sind die Organisationsmitglieder nicht aus der theoretischen Betrachtung eliminiert, sondern im Gegenteil, sie werden in der Umwelt der organisierten Sozialsysteme verortet. Das hat den entscheidenden Vorteil, dass den Organisationsmitgliedern aus der theoretischen Betrachtung heraus mehr Freiheit zugestanden wird als in akteurszentrierten Theorien. Denn Systembildung bedeutet immer die Streichung mindestens eines Freiheitsgrades (Foerster von, 1997). Mit der Luhmannschen Systemtheorie wird des Weiteren davon ausgegangen, dass sich gleichsam unbeobachtet hinter dem Rücken der Anwesenden ein Netzwerk webt, ein soziales System sich bildet. Alle sozialen Systeme beruhen letztlich auf der Unterscheidung von Bewusstsein und Kommunikation. Die Kommunikation selbst kann man nicht beobachten sondern nur erschließen. Solange sie störungsfrei läuft, bleibt sie den Anwesenden unbewusst. Erst bei Störungen des Kommunikationsflusses macht sie sich bemerkbar, obgleich sie fast nie den Anwesenden bewusst wird. Denn die Kommunikation drillt den Menschen auf den Menschen, weil sie sich der Wahrnehmung entzieht (Fuchs, 1998). Die Autopoiesis der Kommunikation ist auf die Anwesenheit zweier psychischer Systeme bzw. Bewusstseinssysteme angewiesen. Sie ermöglichen überhaupt erst den Raum oder den Phänomenbereich, in dem die Autopoiesis sozialer Systeme möglich ist (Luhmann, 1990). Die Autopoiesis der Kommunikation setzt entsprechend immer Interaktion der Anwesenden voraus. In der Interaktion selbst, werden sich die Anwesenden in besonderer Weise wechselseitig bewusst und können sich entsprechend anders zur Geltung bringen, als in den Strukturzwängen einer formalern Organisation. Die Kommunikation selbst gibt den Beteiligten gewisse Changiermöglichkeiten an die Hand, z.B. das An- und Ausschalten verschiedener operativer Displacement (Fuchs, 1993), um ihren störungsfreien Ablauf zu ermöglichen und entsprechende Brüche zu vermeiden. Zum Beispiel den nahtlosen Übergang von einem Thema zu einem anderen. Die Interaktion selbst wird als zeitinstabiles Kontaktsystem (Luhmann, 1997) begriffen, das mit dem Auseinandergehen der Beteiligten erloschen ist. Die hier kurz angerissene Bedeutung der Kommunikation in der Luhmannschen Systemtheorie erklärt, warum ihr in der durchgeführten Analyse ein so breiter Raum eingeräumt wurde. Organisationen sind Sozialsysteme eines anderen Typs und besitzen damit verbunden ganz andere emergente Eigenschaften. Sie können mit der diffusen Kommunikation der Interaktion nichts anfangen. Ihre Operationen basieren auf Entscheidungen. Jede Entscheidung schließt an eine Entscheidungskommunikation an, aber sie selbst ist die Sinnverdichtung dieser Kommunikation. Und eben dieser Sachverhalt stellt ihre Effizienz, ihr Tempovorteil gegenüber allen anderen Typen sozialer Systeme dar. Erst wenn es der Organisation gelingt Entscheidungen an Entscheidungen zu knüpfen, ist sie in der Lage ihr eigenes Netzwerk ihrer eigenen Entscheidungen zu etablieren. Nur in der Form der Entscheidung kann sie ihre für sie selbst nicht weiter hintergehbaren Systemelemente (Entscheidungen) aneinander anschließen, Entscheidungen anhand von Entscheidungen produzieren. Gelingt ihr das, gewinnen die Entscheidungen füreinander Relevanz, können sich wechselseitig stützen, vorbereiten und entlasten. Jede Entscheidung muss jetzt ihre eigene Vorgängerentscheidung und den jeweiligen Kontext anderer Entscheidungen mit berücksichtigen. Es bildet sich ein Zusammenhang der Entscheidungen, der die Grenzen des Systems begründet und bezeichnet. Da jede Organisation sich immer nur jeweils im Moment ihres Entscheidens realisiert, bekommt sie ein Zeitproblem. Man muss nicht nur entscheiden, sondern man muss mit Bezug auf den Entscheidungszusammenhang korrekt und rechtzeitig entscheiden bevor sich das zu entscheidende Problem zu Ungunsten der Organisation von selbst erledigt hat. Alles was jetzt in der Organisation als relevant betrachtet werden soll, muss die Form einer Entscheidung annehmen. Dies bedeutet nicht, dass in der Entscheidungskommunikation nicht Einfluss auf die Entscheidung genommen werden kann, aber zum einen wird man aufgrund des Entscheidungsdrucks versuchen die Entscheidungskommunikation soweit wie möglich zu verkürzen, z.B durch Programmierung. Zum anderen sieht man der Entscheidung ihre Entscheidungskommunikation nicht an. Man kann sie nur noch erahnen. Organisationen kommunizieren am liebsten mit Organisationen in ihrer Umwelt, da diese gezwungen sind, selbst Entscheidungen zu produzieren, mit denen man selbst etwas anfangen kann. Man kann sie entweder in den eigenen Entscheidungszusammenhang übernehmen, oder man kann sie mit einer eigenen Entscheidung ablehnen. Aber jede Entscheidung, die die Organisation trifft bestätigt oder ändert ihre Strukturen. Dieser Gedankengang führte zu der Überlegung, dass informale Strukturen selbst organisierte Interaktionssysteme sein müssen. Sie müssen sich bereits in irgendeiner Form selbst organisieren. Sie stehen unter dem Gesetz des Wiedersehens. Die sozialen Kontakte werden sich in einem absehbaren Zeit- und Interessenhorizont wiederholen, sich verdichten und konfirmieren (Luhmann, 1997) und dies erfordert bereits ein gewisses Maß an Organisation. Man muss die nächsten Treffen planen, ein Thema auswählen usw. Letztlich produzieren sie Entscheidungen mit denen die formale Organisation etwas anfangen kann. Dies ist einer der Gründe, warum sich die formale Organisation zunehmend den Zugriff auf informale Strukturen ermöglicht.

This article addresses the different institutional and cultural contexts which must be considered when implementing E-Government in sub-Saharan Africa. Although E-Government is a global phenomenon, simply transferring ICT solutions and related organizational concepts from developed to developing countries seems inappropriate. E-Government undoubtedly has the potential to reduce administrative and development problems. However, it is obvious that compared to developed countries, additional effort is necessary when implementing E-Government in developing countries. More than in developed countries, the different initial institutional, cultural, and wider administrative contexts must be considered to avoid unintended effects. It is oversimplifying the issue to merely state that E-Government projects fail in Africa and other developing regions. Although E-Government in African countries lags far behind developed countries, this should be considered more as a state failure or lack of capacity in general. In particular, the different administrative contexts and rationalities must be taken into an account when implementing E-Government projects and strategies. Therefore, especially for African countries, a context-oriented approach seems to be a more promising route to the successful implementation of E-Government. The results of this approach may not seem ambitious from a western perspective, but could contribute to the solution of real-life and development problems in African societies.
This article discusses how much the clean development mechanism (CDM) can contribute to the deployment of renewable energies (RE) in China. While there are at least two general barriers to utilizing CDM finance for RE deployment - namely high project costs and the proof of additionality - this article argues that an appropriate national regulation Can lead RE technologies to a stage of commercialisation at which CDM financing can become crucial. For an assessment of the current policy mix in place in China for the deployment of renewable energies, the article compares the national Chinese regulations for renewable energies and China's specific CDM rules for their impact: where do general and CDM-specific regulations for the promotion of renewable energies provide synergies, where does the policy- making on these two levels collide?

Das vorliegende Papier wurde im Auftrag der Gesellschaft für Fachdidaktik (GFD) von Bernd Muszynski (Politikdidaktik/Universität Potsdam), Jakob Ossner (Deutschdidaktik/ PH St. Gallen), Martin Rothgangel, (ev. Religionspädagogik/Universität Göttingen), Horst Schecker (Physikdidaktik/Universität Bremen), Helmut J. Vollmer (Englischdidaktik/Universität Osnabrück) verfasst. - Zusammenfassung: Trotz der Forderung der Expertise von Klieme u.a. (2003), dass es zu den Aufgaben der nächsten Zeit gehöre, Mindeststandards zu formulieren, liegen bis heute nur die 2003/04 formulierten Regelstandards der KMK vor. Mit dem vorliegenden Papier versucht die Gesellschaft für Fachdidaktik (GFD), die Diskussion über Mindeststandards voranzubringen. Dabei werden Mindeststandards mit dem Ziel der individuellen Entfaltung und gesellschaftlichen Partizipation unter Berücksichtigung unterschiedlicher Modi der Weltbegegnung ausgewiesen. Die Bezugnahme auf die Modi der Weltbegegnung, wie sie Baumert (2002) in die Diskussion eingeführt hat, garantiert, dass ein breites Verständnis von Bildung auch den Mindeststandards zu Grunde gelegt wird. Unter dieser Perspektive werden im Rahmen der Anerkennung einer Fachlichkeit von Bildungsprozessen nicht nur einzelfachliche, sondern vor allem auch fachübergreifende Zugänge erforderlich mit der Konsequenz, ein auf Mindeststandards hin ausgerichtetes Kerncurriculum über die Einzelfächer hinaus einzuführen. Hinzu kommen überfachliche Standards wie Teamfähigkeit, Konfliktfähigkeit etc., die zwar auch in Fächern aufgebaut, die aber zugleich von der Institution Schule als Ganzes verantwortet werden müssen. Mindeststandards sind nach Auffassung der GFD als normative Setzungen zu sehen, die das Recht des Einzelnen auf grundlegende Bildung fokussieren und den Anspruch der Gesellschaft an die Institution Schule, dies für jedermann zu gewährleisten. Schulunterricht muss explizit solche Kompetenzen, die alle Schülerinnen und Schüler als Mindestmaß für die eigene individuelle Entfaltung und die gesellschaftliche Partizipation sowie als Grundlage für lebenslanges Lernen erwerben müssen, über Schularten hinweg stärker in den Blick nehmen und sichern.

Manuscript Type: Empirical Research Question/Issue: Why do firms in China, which has a higher level of economic development, communicate less CSR than firms in India? We use a model that includes country-, industry-, and firm-level factors to predict CSR communications intensity, a proxy for CSR activities. Research Findings/Insights: Using data on 68 of the largest multinational companies in China and India, our study shows that Indian firms communicate more CSR primarily due to a more rule-based, as opposed to relation-based, governance environment. Firms in the manufacturing industry tend to communicate more CSR. Firm-level characteristics such as size, duality of CEO and board chairperson, and percentage of external members on the board also have a significant influence on CSR communications. Theoretical/ Academic Implications: The main theoretical contribution of our study is to bring a three-level perspective, relying not only on firm- and industry-specific factors, but also on the governance environment, to the study of firms' CSR behavior. We show that the national governance environment dominates the national income level in affecting CSR communications intensity. We demonstrate that the macro institutional environment in a country strongly affects firm CSR behavior. Our findings suggest that CSR should be studied by considering multilevel antecedents. Practitioner/Policy Implications: Our study suggests that in order to improve the CSR of firms, policy makers in India and China must first try to improve public governance at the national level. Executives doing business with Chinese and Indian companies need to better understand the contrasting governance and their effects on the CSR practices in each country. For the international community and those concerned about product safety and other social issues related to China and India, our findings suggest that improvement will not be immediate since the governance environment changes relatively slowly.
This article examines the relation between policies, institutions and time by addressing the case of eastern enlargement policy and the European Commission. Our main question is how the special challenges and requirements of EU eastern enlargement policy impacted on the administrative level of the Commission, i.e. the level in charge of structuring, monitoring and steering the policy's implementation. We provide empirical data on institutional change in the Commission from the mid-1990s until 2004 and examine temporal categories at both the policy level and the institutional level. This analysis shows that - especially the temporal - requirements of enlargement policy drove the Commission to adapt its internal organization and time management; internal structures and procedures changed; actors were bound in a temporal grid. This allowed the mobilization of the actors and the in-time synchronization of their input. On the whole, our results open a new perspective on institutional change and time in the context of European governance.
Die Abrüstungsschmiede

Die Genfer Abrüstungskonferenz ist das einzige multilaterale Verhandlungsorgan zur Ausarbeitung globaler Abrüstungsverträge. Spätestens seit dem Abschluss des Nuklearen Teststoppvertrages 1996 steckt die Konferenz in der Paralyse. Erst im Mai 2009 gelang es endlich wieder, ein Arbeitsprogramm zu vereinbaren. Was nun gebraucht wird, ist der politische Wille aller Staaten, der Genfer Konferenz wieder eine Chance zu geben. Wolfgang Kötter, Dozent an der Universität Potsdam und ausgewiesener Experte auf dem Gebiet der Friedens- und Konfliktforschung, untersucht die Bedingungen der Möglichkeit einer atomwaffenfreien Welt, weist auf das Problem neuer Massenvernichtungswaffen hin und stellt die Frage: eine waffenfreie Welt – Illusion oder Programm? Ein ausgiebiger Dokumententeil mit in der Abrüstungskonferenz entstandenen Verträgen beschließt die Publikation.
Die vorliegende Arbeit untersucht am Beispiel der Stadtstaaten Berlin und Hamburg konkrete Handlungsoptionen des strategischen Personalmanagements angesichts unausgewogener Altersstrukturen in der Landesverwaltung unter den Rahmenbedingungen des öffentlichen Dienstes. Vor dem Hintergrund einer abnehmenden Erwerbsbevölkerung und der sinkenden Attraktivität des öffentlichen Dienstes als Arbeitgeber wird das Thema „Personal“ als die Schlüsselressource für die Leistungsfähigkeit der deutschen Verwaltung identifiziert. Die Untersuchung zeigt auf, wie eine absehbare Überalterung des Personalkörpers die Leistungserbringung der öffentlichen Verwaltung beeinträchtigen wird. Sie weist nach, dass sich beide Stadtstaaten bereits heute mit punktuellem Fachkräftemangel in technischen und Spezialisten-Berufen, aber auch bei Lehren und Ärzten, konfrontiert sehen. Diese Herausforderungen werden sich durch massive Altersabgänge ab dem Jahr 2015 und eine Alterung des bleibenden Personalkörpers noch erheblich verstärken. Die Untersuchungsergebnisse zeigen jedoch, dass die hamburgische Verwaltung, aufbauend auf einer langen Modernisierungshistorie und erleichtert durch Akteurszentralismus und eine ressortübergreifend abgestimmte quantitative und qualitative Personalbedarfsplanung, über einen gut institutionalisierten und gelebten Strategiekreislauf verfügt. Dies lässt den Schluss zu, dass die Hansestadt mit ihrem strategischen Personalmanagement gut für die Bewältigung der demografischen Herausforderungen aufgestellt ist. Dagegen wird beleuchtet, wie der Umgang mit dem Thema Personal in Berlin noch immer von chronischen Sparzwängen und einem Pluralismus der Akteure geprägt ist. Die daraus resultierende, hauptsächlich quantitativ agierende Personalwirtschaft und das Fehlen einer auch nur mittelfristigen Personalstrategie werfen erhebliche Bedenken bezüglich der zukünftigen Leistungsfähigkeit der Berliner Verwaltung auf.
Grenzen sind immanenter Bestandteil der internationalen Beziehungen. Deren Kern besteht ja darin, dass Akteure über (nationalstaatliche) Grenzen hinweg handeln. Die Grenze und deren Überschreitung sind somit eine conditio sine qua non von internationalen Beziehungen. Das stellt sich in Europa, Amerika und Afrika sehr verschieden dar und wird auch unterschiedlich diskutiert. Der vorliegende Band bildet dies ab: die theoretische Debatte und die empirische Verschiedenheit in den Regionen, wobei die Europäische Union den regionalen Schwerpunkt bildet. Der vorliegende Band, der auf einen Lehrtext von 2005 aufbaut, enthält neue Texte zu Amerika und zu Europas Ostgrenze.

In kurzen und präzisen Kapiteln wird dem Leser der korrekte Umgang mit den verschiedenen Anforderungen wissenschaftlicher Arbeit, wozu auch Protokolle und Referate zählen, nahe gebracht. Insbesondere die klare, strukturierte Darstellung der jeweiligen Anforderungen kann eine große Hilfe für den Anfänger darstellen.

Many parliamentary systems are marked by regular periods of higher and lower legislative activity. This legislation cycle is characterized by an increase in the legislative output shortly ahead of elections and a decrease in legislative initiatives in the second half of the legislative term. This article shows that legislative cycles at the European level are different. First, it shows that the initiation of legislation peaks at the end of parliamentary terms rather than at the beginning. Second, the article shows that the adoption of legislation is only partially connected to the electoral cycle. Instead, the reallocation of agenda powers within the European Parliament twice during a legislature better explains the timing of the adoption of bills than the end of Parliament's term. This finding is especially relevant for legislation adopted under the co-decision procedure. The 'procedural cartel theory' of Cox and McCubbins (2005) combined with the 'economic theory of legislation' provide the theoretical basis that may explain this finding.

Die vorliegende Arbeit untersucht die Frage, welche Auswirkung die Zunahme irregulärer Migration aus den Gebieten Afrikas südlich der Sahara in die Europäische Union (EU) auf die politischen Beziehungen der Regionen zueinander hat. Wissenschaftliche Arbeiten zu internationaler und irregulärer Migration und ihrer Auswirkung auf die Internationalen Beziehungen sind bisher die Ausnahme. Die vorliegende Arbeit leistet einen Beitrag dazu, diese Lücke zu füllen und Migration aus einer politikwissenschaftlichen Perspektive zu beleuchten. Durch eine fundierte Analyse können Politikstrategien der Afrikanischen und der Europäischen Seite aufgezeigt, die Chancen der Interessensdurchsetzung bewertet und die Wirkung der Kooperation auf die Problematik der irregulären Migration eingeschätzt werden. Die Arbeit baut auf den gängigen Theorien der Internationalen Beziehungen auf, die Hypothesen beruhen auf einer Gegenüberstellung der kooperationspolitischen Annahmen des Neorealismus und des neoliberalen Institutionalismus. Die empirische Überprüfung beruht auf einer qualitativen Inhaltsanalyse zugänglicher Dokumente und Verträge der EU und der African Union (AU) sowie der Westafrikanischen Regionalorganisation ECOWAS. Ergänzt wird die Dokumentenstudie um Experteninterviews mit afrikanischen Botschaftern in Berlin. Die Arbeit kommt zu dem Ergebnis, dass die Zunahme irregulärer Migration zu einer Veränderung in der Europäisch-Afrikanischen Kooperation geführt hat. Migrationspolitik ist zu einem strategischen Bereich der EU-Außenpolitik gegenüber Afrika geworden. In der Europäischen Politik überwiegen trotz Anerkennung der entwicklungspolitischen Möglichkeiten regulärer Migration restriktive Ansätze. Diese wirken sich nachteilig auf die Afrikanischen Herkunftsländer aus und begünstigen eine weitere Zunahme irregulärer Migration. Um angemessene Politikstrategien zu entwickeln ist aufgrund einer nicht zu erwartenden Veränderung der Europäischen Politik insbesondere die Afrikanische Seite gefragt. Hier dominierte in der Vergangenheit eine kritische Haltung gegenüber Personenfreizügigkeit. Erst seit kurzem kommt es zu einer abgestimmten supranationalen Positionierung auf ECOWAS- und AU-Ebene, in der positive Wirkungen regulärer Migration anerkannt werden. Diese spiegeln sich aber bisher nicht in nationalstaatlichen Politiken wider.

Für den internationalen Vergleich von Gesellschaften wird ein System gesellschaftlicher Dauerbeobachtung vorgeschlagen, indem aufgrund einer Auseinandersetzung mit der sozialphilosophischen Diskussion acht Performanzkriterien für den internationalen Vergleich von Lebensbedingungen entwickelt werden: Wohlstand und Wachstum; ökologische Nachhaltigkeit; Innovation; soziale Sicherung durch Unterstützungsleistungen im Risikofall sowie vorsorgend durch Bildungsinvestitionen; Anerkennung der Besonderheiten (Frauenfreundlichkeit und Migrantenfreundlichkeit); Gleichheit der Teilhabe; soziale Integration; Autonomie („freedom of choice and capabilities”). In unserem Ansatz gehen wir nicht von einem einheitlichen Pfad der Modernisierung in Richtung Wachstum, Partizipation und Inklusion aus, sondern unterscheiden in Erweiterung der „drei Welten des Wohlfahrtskapitalismus“ von Esping-Andersen (1990) (mindestens) fünf verschiedene institutionelle Entwicklungspfade der Modernisierung: Der sozialdemokratischuniversalistische Pfad, der wirtschaftsliberale Pfad, der Status-konservierende Pfad, der „familistische“ Pfad und die Entwicklung der Gruppe der exsozialistischen Länder, die sich in einem Prozess der Ausdifferenzierung befinden. Zur Analyse der Sozialstrukturen werden als Modelle sozialer Lagen berücksichtigt: Marx, Weber, Roemer/Wright; soziale Schichten, berufliche Lagen, Goldthorpe-Modell; Bourdieu, Vester, Hradil. Als Anwendungsbereiche werden behandelt: Dienstleistungsgesellschaften und Erwerbstätigkeit, Bildung; Wohlfahrtsregime und soziale Sicherung; Wohlstand, Einkommen, Vermögen und Armut; soziale Mobilität; soziale Ungleichheiten zwischen Frauen und Männern; Bevölkerungsstruktur und Lebensformen; Lebensstile; Individualisierung und ihre Gegenbewegungen; zusammenfassender Vergleich von Lebensbedingungen in verschiedenen Ländern und Wohlfahrtsregimen.
Seit 2002 wird das Standardkosten-Modell (SKM) als Ansatz zur Messung von Bürokratiekosten in einer Vielzahl von OECD-Ländern, darunter Deutschland und Großbritannien, angewendet. Im Zentrum dieser Arbeit steht die Frage, warum im Regulierungsreform-Nachzüglerland Deutschland die Ausweitung des Ansatzes auf den Bereich Bürger seit Jahren auf der politischen Agenda steht und bereits erste Schritte zur Umsetzung unternommen wurden, während SKM Bürger im Regulierungsreform-Vorreiterland Großbritannien scheinbar nie auf der Agenda stand. In Anlehnung an einen von Kingdon entwickelten Agenda-Setting-Ansatz werden Unterschiede im Bereich der Problemwahrnehmung, in der Bewertung der Policy SKM sowie im politischen Entstehungsprozess untersucht. Hierbei zeigt sich, dass hinsichtlich der Wahrnehmung des Problems der Bürokratiebelastung signifikante Unterschiede zwischen Deutschland und Großbritannien bestehen, die sich vor allem auf die in Deutschland höhere Intensität der Problemwahrnehmung beziehen. Weitere Unterschiede bestehen bezüglich der Bewertung der Policy SKM, die in Deutschland eine höhere Medienaufmerksamkeit erhält und allgemein positiver bewertet wird. Auch der Entstehungsprozess des SKM, der in Deutschland wesentlich stärker politisiert war als in Großbritannien, trägt zur Erklärung der beobachteten Unterschiede im Agenda-Setting bei.
Soziologische Polizeiforschung hebt zumeist folgende Aspekte der Polizei hervor: Ihre Zuständigkeit für öffentliche Sicherheit, ihr Einsatz von Gewalt im Namen eines staatlichen Gewaltmonopols, die Tätigkeit des Polizisten als Beruf. Häufig wird auch die Verwurzelung des Polizeiwesens in okzidentalen Kulturen hervorgehoben. In dieser kulturvergleichenden Studie werden diese Punkte anhand historischer und nicht-deutscher Polizeien untersucht. 1. Sicherheit: Wie in Gesellschaften, in denen es eine Öffentlichkeit im polizeigesetzlichen Sinne gar nicht gibt Sicherheit und Ordnung garantiert werden, interessiert Franziska Harnisch und Anja Bruhn, die sich mit dem Phänomen der Blutrache auseinandergesetzt haben. 2. Staatlichkeit: Die Beobachtung, dass die moderne Polizei an die Existenz einer differenzierten Staatlichkeit gebunden ist, ermuntert zu weiterführenden der Frage, wie die Polizei in verschiedenen nationalen Rechtskontexten eingerichtet ist. Während Mathias Graßmann die Polizei der Bundesrepublik Deutschland analysiert, betrachtet Björn Schülzke die Lage in den USA. Wie eine über staatliche Grenzen hinaus agierende Polizeibehörde funktionieren kann, hat Frederick Sixtus anhand der Beispiele von Europol und Interpol untersucht. 3. Gewalt: Die soziologische Literatur interessiert sich besonders für die Verkörperung des Gewaltmonopols in der Polizei. Inwieweit dieses Interesse berechtigt ist und wie sehr polizeiliche Arbeit tatsächlich mit der Ausübung von Gewalt zu tun hat, ist für alle Beiträge in diesem Buch richtungsweisend, insbesondere aber für den von Christiane Mochan über Gewalt und Polizei. Inwieweit diese Gewalt auch als staatlicher Terror ausgeübt werden kann, ist eine leitende Frage des Kapitels über die Opritschnina von Julia Fatianova. 4. Gehalt: Vieles spricht dafür, von Polizei dann zu sprechen, wenn ihre Mitarbeiter ein regelmäßiges Einkommen beziehen. Viele Vertreter von Vorformen der Polizei lebten hingegen von anlassbezogenen Prämien. Die Liktoren im Alten Rom mit ihrem regelmäßigen Einkommen durchkreuzen allerdings die These, dass es ein Phänomen der Moderne sei, Polizisten regelmäßig zu entlohnen. Deswegen interessiert sich Tanja Zischke in ihrem Beitrag für diese antike Frühform der Polizei. 5. Okzident: Häufig geht die polizeisoziologische Forschung stillschweigend davon aus, dass die Polizei ein Phänomen der okzidentalen Moderne sei. Max Weber z.B. unterstellt orientalischen Gesellschaften, nichts mit der Polizei vergleichbares hervorgebracht zu haben. Vor diesem Hintergrund geht Jonas Grutzpalk der Frage nach, wie eine originär orientalische Polizei, nämlich die saudi-arabische Mutawa, entstehen konnte. Wie die nach okzidentalen Vorbildern eingerichtete Polizei in Kambodscha arbeitet und in der Bevölkerung angenommen wird, analysiert Saskia Ellenbeck. Ziel dieses Buches ist, durch den Vergleich der hier erfassten Polizeikulturen mehr über die Polizei als solche zu erfahren. Diese Sammlung soll die Polizeisoziologie auf dem Feld der kulturvergleichenden Forschung bereichern.

Preferential trade agreements pose a big challenge for the multilateral trading system. Throughout the first decade of the twenty-first century, their number has grown significantly. However, these agreements have a range of disadvantages compared with the multilateral regime, for example, in trade facilitation and in dispute settlement. Whereas it will be difficult to stop the further spreading of this wave of preferential agreements, attempts can be made to reduce the negative effects of trade agreements that do, by definition, discriminate against other countries. In this article, a range of potential remedies are discussed, from a moratorium to the better enforcement of World Trade Organization rules on preferential agreements as well as improved monitoring.

Seit nunmehr 30 Jahren hat die Islamische Republik Iran Bestand, doch noch immer dauern Debatten über die Einordnung des politischen Systems an. Handelt es sich um ein autoritäres oder totalitäres Regime oder gar um eine neue Form islamischer Herrschaft? Die Beantwortung der Frage ist nicht nur für die Wissenschaft von Relevanz; sie ist von hoher politischer Aktualität. In zehn Beiträgen von deutschen und iranischen Autoren wird das politische System der Islamischen Republik anhand seiner Geschichte, seines Institutionengefüges, seiner gesellschaftlichen Kräfte sowie seiner Außenbeziehungen analysiert und in das regionale Gefüge eingeordnet. Ergänzt werden die Artikel durch Schaubilder und Statistiken sowie durch eine Zeittafel und ein Glossar mit den wichtigsten Begrifflichkeiten.

Diese Publikation setzt die Reihe wissenschaftlicher Begleitstudien zum Konzept des Bürgerhaushalts und dessen Umsetzung in der brandenburgischen Landeshauptstadt Potsdam fort. Nachdem im Rahmen eines studentischen Projektseminars unter der Leitung von Prof. Dr. Jochen Franzke und Prof. Dr. Heinz Kleger im Winter 2005/2006 die Positionen der organisierten Potsdamer Bürgerschaft zum Bürgerhaushalt untersucht worden waren, stand bei der Fortsetzung des Projektseminars im Sommer 2007 die Haltung der Potsdamer Bürger1 zu diesem Thema im Mittelpunkt unseres Interesses. Insgesamt 564 Potsdamer wurden dazu in den einzelnen Sozialräumen der Stadt befragt. Ziel war es, herauszufinden, inwieweit die einzelnen Bürger der Stadt Potsdam bereits mit dem Konzept des Bürgerhaushalts vertraut waren, wie groß deren Bereitschaft zur Mitwirkung an diesem Projekt war und welche Wirkungen die Bürger vom Bürgerhaushalt erwarten. Diese Publikation enthält neben den zusammenfassenden Thesen der Herausgeber und Projektleiter Berichte über die Befragungen in den sechs Potsdamer Sozialräumen.
