Dieses Forschungspapier fasst die zentralen Ergebnisse entsprechenden Diplomarbeit zur Steuerverwaltung in Polen zusammen. Die zentrale Fragestellung lautet, wie sich diese spezifische öffentliche Verwaltungsstruktur im Zuge der Transformation und des Beitritts zur Europäischen Union entwickelt hat und inwiefern sie heute europäischen Standards entspricht. Da es der EU in dem Bereich an Kompetenzen mangelt, besteht kein einheitliches europäisches Modell der Steuerverwaltung, an dem die polnische zu messen wäre. Die Autorin nutzt das im Rahmen der Europäisierungsforschung entwickelte Konzept des Europäischen Verwaltungsraums, um die aktuelle Gestalt der polnischen Steuerverwaltung unter Berücksichtigung verbindlicher Vorgaben der EU und deren Aktivitäten im Beitrittsprozess analysieren zu können. Ob es eine spezifisch europäische Steuerverwaltung gibt, wird anhand von Daten der OECD mit einer Clusteranalyse ausgelotet werden. Schließlich wird Polens Verortung in den differenzierten Steuerverwaltungswelten ermittelt. Desweiteren analysiert die Autorin die Verbreitung des Common Assessment Frameworks in den Steuerverwaltungen in den Staaten Mittelosteuropas thematisiert. Eine eigene Umfrage bei den polnischen Finanzämtern bringt mehr Klarheit über die Nutzung des CAF in der polnischen Steuerverwaltung. Schließlich ermittelt die Autorin mittels eines semantischen Differentials das Image der polnischen Steuerverwaltung in Deutschland und vergleicht dieses mit dem Selbstbild der deutschen Steuerverwaltung. In einer Schlussbetrachtung werden die Ergebnisse der verschiedenen Untersuchungen zusammengeführt. Die Antwort der Autorin auf die aufgeworfene Frage nach dem europäischen Charakter der polnischen Steuerverwaltung ist verhalten optimistisch.
Aus der Einleitung: Vor 15 Jahren hat Polen mit dem Transformationsprozess begonnen, der das Land von einer sozialistischen Planwirtschaft mit autoritärem Regime in einen modernen demokratischen Staat marktwirtschaftlicher Ausrichtung verwandelt hat. Seither genießt das polnische Volk nach vielen Jahren der Fremdherrschaft wieder seine eigene Souveränität. Mit dem Ende der sozialistischen Ära begann eine Phase umfangreicher und weit reichender institutioneller, wirtschaftlicher und sozialer Veränderungen. Diese gehen einher mit hoher Arbeitslosigkeit und starker Verunsicherung im Umgang mit den sich neu bildenden Strukturen, was eine große Belastung für die Bevölkerung darstellt. Den Herausforderungen zum Trotz haben es die Polen geschafft, in nur wenigen Jahren ein institutionelles und wirtschaftliches Niveau zu erreichen, das sich an dem Niveau westeuropäischer Staaten orientiert. Diese Leistung wurde u. a. durch die Europäische Kommission anerkannt, indem 1998 zunächst die Beitrittsverhandlungen mit Polen eröffnet wurden und das Land im Mai 2004 zur Europäischen Union (EU) beitrat. Während die alten Mitgliedsstaaten der Europäischen Union eine lang andauernde Phase wirtschaftlichen Abschwungs erleiden, findet im angrenzenden Polen ein rasanter wirtschaftlicher Aufholungsprozess statt. Wachstumsraten von 5 % und mehr sind hierbei keine Seltenheit. Diese Entwicklung wird von vielen Bürgern der alten EU Mitgliedssaaten in Zeiten steigender Arbeitslosigkeit und sinkender Löhne wahrgenommen und teilweise als Ursache der eigenen Misere identifiziert. Tatsache aber ist, dass sogar bei anhaltender Dynamik der polnischen Wirtschaft ein Erreichen des westeuropäischen Standards, wenn überhaupt, erst in mehreren Jahrzehnten als realistisch erscheint. Ebenso wie im wirtschaftlichen Bereich stellt sich die institutionelle Diskrepanz zwischen Polen und den Ländern der EU der 15 dar. Zu groß sind die Unterschiede, als dass sie in nur einem Jahrzehnt hätten nachgeholt und ausgeglichen werden könnten. Als zusätzlich Hindernis ist zu werten, dass sich in den letzten Jahren die Berichte der Europäischen Kommission, der Weltbank oder Transparency International mehren, Korruption in Polen bedrohe sämtliche Sphären des öffentlichen und privaten Lebens und die junge „alte“ Demokratie somit durch hausgemachte Probleme ins Strudeln geraten könnte. Innerhalb der Europäischen Kommission scheint man sich des Problems der Korruption in Polen bewusst zu sein und befürchtet diese in Form eines trojanischen Pferdes importiert zu bekommen (Vgl. Dehley 2002: 4). Andere Organisationen wie GRECO1 zeichnen ein düstereres Szenario, da sie der Korruption in Polen attestieren, die demokratischen Institutionen auszuhöhlen.

Aus der Einleitung Ziel der folgenden Studie ist es, die Entwicklung des öffentlichen Dienstrechts in Polen, der Slowakei und Estland vergleichend zu analysieren. Die Schaffung eines professionellen und entpolitisierten Staatsdienstes ist eine zentrale Voraussetzung für die Konsolidierung von Marktwirtschaft und Demokratie im Zuge der politischen und wirtschaftlichen Transformationsprozesse im postsozialistischen Mittel- und Osteuropa. Eine Verfestigung demokratischer Institutionen und Ver-fahren kann nur gelingen, wenn die Gesetzesausführung und die damit Beauftragten selbst demokratisch legitimiert und kontrolliert sind. Das Verwaltungshandeln sollte nicht nur sachlich-inhaltlich, sondern auch personell-institutionell an Gesetz und Recht gebunden sein. Daher müssen insbesondere Fragen des Dienstverhältnisses der Beamten gesetzlich geregelt und von willkürlichen Entscheidungen der jeweiligen politischen Führung unabhängig sein. In der Mehrzahl der mittel- und osteuropäischen Staaten sind mittlerweile entsprechende Gesetze in Kraft. Die unterschiedlichen Zeitpunkte der Verabschiedung (1995 in Estland, 1998 in Polen und 2001 in der Slowakei) machen aber deutlich, dass die Notwendigkeit eines entsprechend den oben genannten Kriterien konzipierten Staatsdienstes keinesfalls überall erkannt wurde. Die in der Literatur verbreitete Einschätzung, dass in allen mittel- und osteuropäischen Staaten noch beachtliche Diskrepanzen zwischen den immensen politischen Herausforderungen einerseits und den begrenzten Regierungskapazitäten andererseits bestehen, deuten darauf hin, dass die Umsetzung der Beamtengesetze weiter verbesserungswürdig ist.
Landwirtschaftsverwaltung in Polen : verzögerte Reformen in einem instabilen politischen Umfeld

Die Studie befasst sich mit der Entwicklung der Landwirtschaftsverwaltung in Polen im Zeitraum 1989/90 bis 2003. Die Darstellung konzentriert sich auf Veränderungen von Organisationsstrukturen und Personal in der polnischen Landwirtschaftsverwaltung im Prozess der Transformation und der europäischen Integration.
The development of the Polish telecommunications administration in the years 1989/90 to 2003 is marked by the processes of liberalisation and privatisation the telecommunications sector underwent during that period. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function. In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see Böllhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. The focus of this chapter is on the Polish regulatory agency and its relationships with the ministry, with the anti-monopoly office and with the Broadcasting and Television Council. In a conclusion, the main findings will be summed up.
Die Autorinnen wenden sich an WissenschaftlerInnen und PraktikerInnen, die an nachhaltiger Regionalenwicklung, an regionalen Ungleichheiten und insbesondere an ländlichen Räumen interessiert sind. In der Studie wird aktuelles statistisches Material zu Nachhaltigkeitsressourcen und -defiziten in den durch die Raumordnung definierten neun siedlungsstrukturellen Kreistypen Deutschlands aufbereitet. Im Zentrum der Analyse stehen vier ländliche Regionstypen, die sich nach ihren Entwicklungspotentialen und Problemlagen unterscheiden. Sie werden anhand verfügbarer Daten mit NUTS3- bzw. NUTS2-Gebieten der Europäischen Union verglichen. Es wird gezeigt, wie sich deutsche ländliche Gebiete im europäischen Rahmen positionieren. Die Analyseergebnisse werden durch Tabellen und Karten zur räumlichen Verteilung von Ressourcen veranschaulicht. Für die vier ländlichen Kreistypen in Deutschland werden Nachhaltigkeitsbilanzen zusammengefasst und mit europäischen ländlichen Raumtypen verglichen. Abschließend werden Überlegungen für raumspezifische Pfade der Regionalentwicklung für jeden analysierten ländlichen Kreistyp zur Diskussion gestellt. Die Autorinnen sind langjährige Mitarbeiterinnen der Forschungsgruppe "Umweltsoziologie" der Wirtschafts- und Sozialwissenschaftlichen Fakultät der Universität Potsdam.

Im vorliegenden Lehrtext werden die politischen Systeme von Ägypten, Iran, Jemen, Saudi-Arabien und den Vereinigten Arabischen Emiraten beleuchtet. Kurze historische Angaben leiten den jeweiligen Länderteil ein. Anschließend werden Verfassung und Parlament, Staatsoberhaupt, Gesetzgebung, Wahlsystem, Partizipation und kommunale/lokale Strukturen vorgestellt. Hierzu wird oft auf Grafiken, Karten und Statistiken zurückgegriffen, die einen allgemeinen Überblick ermöglichen. Ebenso erfährt der Leser interessante Besonderheiten einiger Länder.
Für den Umgang post-autoritärer Gesellschaften mit den Tätern von Menschenrechtsverletzungen der Vorgängerregime gibt es zahlreiche Möglichkeiten. Neben der legalen Strafverfolgung haben sich seit Mitte der 1970er Jahre vor allem Wahrheitskommissionen als Form gegenseitiger Versöhnung zwischen Tätern und Opfern etabliert. Die vorliegende Studie gibt aus der Perspektive der vergleichenden Politikfeldforschung eine Antwort auf die Frage, welche politischen Faktoren der Wahrheitskommissionen in Uruguay, Panama und Ghana zu einer Verzögerung bei den Aufarbeitungsprozessen nach der Transition führen. Dazu werden aus der Theorie von Transitional Justice Hypothesen zur Machtverteilung, dem Ausmaß der Menschenrechtsverletzungen und den zivil-militärischen Reformen für verspätete Wahrheitskommissionen abgeleitet, welche zur Plausibilisierung der Verzögerung beitragen. Im empirisch-analytischen Teil der Arbeit wird in der Untersuchungs- und Kontrollgruppe deutlich, dass im Vergleich zu transitionsnahen Wahrheitskommissionen ein niedrigeres Niveau an Menschenrechtsverletzungen den politischen Druck für die Aufarbeitung hemmt und die Täter als demokratisch gewählte Machthaber nach der Transition kein Interesse an der Wahrheit haben (Ghana und Panama) bzw. mit den neuen Machthabern paktierten (Uruguay). Zudem zeigt die Studie, dass zivil-militärische Reformen keinen Einfluss auf die Aufarbeitung der Wahrheit haben, wie in der Literatur argumentiert wird. Auch wird angezweifelt, dass sich die politische Machtverteilung bei der Einsetzung von Wahrheitskommissionen im Gleichgewicht befindet.

Potsdam hat ein neues Potsdamer Toleranzedikt. Das 100-seitige Edikt ist das Ergebnis eines knapp achtmonatigen Stadtgesprächs, das in Potsdam im Jahr 2008 stattgefunden hat. Oberbürgermeister Jann Jakobs stellte das Buch am 10. Oktober 2008 zusammen mit Projektinitiator Prof. Heinz Kleger, Universität Potsdam, der Öffentlichkeit vor. Es ist anders als das historische "Edikt von Potsdam", kein Erlass von oben, sondern wurde in einem offen angelegten Diskussionsprozess von den Einwohnerinnen und Einwohnern der Stadt Potsdam auf vielfältige Art und Weise gestaltet: auf den stadtweit aufgestellten Diskussionstafeln, in zahlreichen Gesprächen auf Veranstaltungen, in Diskussionsrunden, durch eingesendete Postkarten, erarbeiteten Selbstverpflichtungen und eingebrachten Diskussionsbeiträgen im Internet. Das neue Potsdamer Toleranzedikt besteht aus drei Teilen. Beginnend mit einer Präambel, die den Begriff Toleranz für die Potsdamer und das gemeinsame Zusammenleben beschreibt, wird im ersten Teil ein historischer und aktueller Zusammenhang hergestellt. Der zweite Teil enthält die Ergebnisse des Stadtgesprächs, die detailliert ausgewertet und erläutert wurden. Im dritten Teil wurden die Selbstverpflichtungen unterschiedlichster gesellschaftlicher Akteure aus Potsdam abgebildet. Das Projekt Potsdamer Toleranzedikt ist ein Kooperationsprojekt der Landeshauptstadt Potsdam und des Vereins proWissen Potsdam e.V, unterstützt vom Stifterverband der Deutschen Wissenschaft.

Politische Theorie hat ihre Zeit und ihren Ort. Die Potsdamer Reihe ‚Region-Nation-Europa’ geht von der Region Berlin-Brandenburg in der neuen Mitte Europas aus. Durch den europäischen Integrationsprozess gibt es tief eingreifende Entscheidungen, die von den Bevölkerungen diskutiert und bestätigt werden müssen. Politische Theorie muss in der Fortschrittskrise einer verstädterten Welt urban aufgeklärte Theorie sein, sie ist ein Produkt der Stadt und nicht der Schule.

Durch den europäischen Integrationsprozess gibt es tief eingreifende Entscheidungen, die von den Bevölkerungen diskutiert und bestätigt werden müssen. Politische Theorie muss in der Fortschrittskrise einer verstädterten Welt urban aufgeklärte Theorie sein, sie ist ein Produkt der Stadt und nicht der Schule.
Gesetzliche Informationspflichten wie Meldungen, Anträge, Erklärungen und Berichte übernehmen in einem modernen sozialen Rechtsstaat eine wichtige Kontroll- und Entscheidungsfunktion. So bildet die jährliche Steuererklärung für Finanzbehörden ein unverzichtbares Mittel zum Vollzug von Steuergesetzen. Statistiken wiederum geben Regierung und Parlament wichtige Anhaltspunkte für wirtschaftspolitisches Handeln. Die Bereitstellung und Übermittlung solcher Informationen ist jedoch nicht umsonst. In den Niederlanden werden Kosten, die Unternehmen aus der Befolgung gesetzlicher Informationspflichten entstehen, als administrative Lasten bezeichnet. Zur Berechnung administrativer Lasten in Euro wurde Anfang der 1990er Jahre vom niederländischen Forschungsinstitut EIM das Messinstrument Mistral (heute: SKM) entwickelt, welches den Ausgangspunkt für ein umfassendes niederländisches Reformprojekt zur Reduzierung administrativer Lasten bildete. Mittlerweile wird das SKM nicht nur in den Niederlanden angewendet. Vielmehr diente das niederländische Projekt einer Vielzahl europäischer Staaten und der Europäischen Union selbst als Blaupause für eigene Projekte zur Reduzierung von Bürokratiekosten. So übernahm beispielsweise die deutsche Bundesregierung 2006 das SKM als Grundlage für ihr Regierungsprogramm „Bürokratieabbau und bessere Rechtsetzung“. Die vorliegende Diplomarbeit richtet den Fokus auf den niederländischen Policyprozess zur Reduzierung administrativer Lasten. Analysiert werden dabei die einzelnen Phasen, angefangen von der zunehmenden Problemwahrnehmung Anfang der Mitte 1980er Jahre bis zur Umsetzung des Reformansatzes der zweiten Balkenende-Regierung 2004. Die Analyse unterstreicht, dass dem Reformprogramm der zweiten Balkenende-Regierung ein langjähriger Lernprozess vorangegangen ist. Ein SKM steht den Niederlanden zumindest theoretisch schon seit 1993 zur Verfügung. Damit war aber nicht gleichzeitig auch eine flächendeckende Anwendung verbunden. Die dafür notwendigen Voraussetzungen wurden sukzessive geschaffen. Insbesondere galt es, politikfeldübergreifend eine adäquate Infrastruktur aufzubauen. Das Instrument SKM übernahm im niederländischen Reformprozess folgende Funktionen: 1. Katalysatorfunktion Mit der ersten Bürokratiekostenmessung 1994 gelang es, das Bewusstsein der Politiker so zu stärken, dass die Kok-Regierung ein Reduzierungsziel von 25% formulierte. Für den Übergang zwischen Agenda Setting und Politikformulierung kann der Quantifizierung administrativer Lasten damit eine wichtige Katalysatorfunktion zugeschrieben werden. 2. Transparenzfunktion Am Beispiel des niederländischen Landwirtschaftsministeriums wird aufgezeigt, dass das SKM in den Niederlanden eine wichtige Transparenzfunktion bei der Aufdeckung von Reduzierungsmöglichkeiten übernommen hat. 3. Stärkung des Kostenarguments Eine adäquate Gesetzesfolgenabschätzung sollte eine gründliche Abwägung zwischen Kosten und Nutzen einer Informationspflicht beinhalten. Für den Nutzen einer Regelung können Befürworter einer Regelung stets gute Argumente aufweisen. Demgegenüber beschränkt sich die Argumentationsgrundlage bei den administrativen Lasten nicht selten auf die qualitative Äußerung, dass diese bestehen. Zusätzliches Gewicht bekommt die Kostenseite allerdings durch die systematische monetäre Ausweisung administrativer Lasten. Die bestehende Asymmetrie zwischen Nutzen und Kosten in einer Gesetzesfolgenabschätzung wird somit mit Hilfe des SKM verringert. 4. Monitoringfunktion Die Formulierung quantitativer Abbauziele setzt eine quantitative Evaluierung voraus. In den Niederlanden findet ein entsprechendes Monitoring seit 1999 statt. Dies war jedoch erst durch die systematische Erfassung administrativer Lasten mittels quantitativer Verfahren möglich geworden. 5. Planungsfunktion Mit Beginn der Regierung Balkenende II erstreckt sich die quantitative Zielstellung nicht mehr nur auf die Reduzierung bestehender Lasten, sondern erfasst auch die Zunahme infolge neuer gesetzlicher Regelungen. Die Formulierung eines solchen Nettoziels macht auch die Planung von neuen administrativen Lasten notwendig (ex ante Abschätzung über die Folgen neuer Gesetzgebung mit dem SKM). 6. Kontrollfunktion Um das Ziel einer Nettoreduzierung erreichen zu können, sieht der Ansatz der Regierung Balkenende II die Anwendung administrativer Lastenplafonds vor. Die Voraussetzungen, administrative Lasten wie eine Art Haushaltstitel zu behandeln, wurden jedoch erst durch die Anwendung von SKM geschaffen. Dem SKM kann damit zumindest indirekt eine Kontrollfunktion zugewiesen werden. 7. Symbolfunktion Dem Reformprojekt kann eine Symbolfunktion zugewiesen werden. Denn in der niederländischen Öffentlichkeit und im Ausland entsteht, zumindest oberflächlich betrachtet, der Eindruck, dass die Niederlande rein rechnerisch erhebliche Erfolge beim Bürokratieabbau erreicht haben.
Switches between political and administrative positions seem to be quite common in today’s politics, or at least not so unusual any longer. Nevertheless, up-to-date empirical studies on this issue are lacking. This paper investigates the presumption, that in recent years top bureaucrats have become more politicised, while at the same time more politicians stem from a bureaucratic background, by looking at the career paths of both. For this purpose, we present new empirical evidence on career patterns of top bureaucrats and executive politicians both at Federal and at Länder level. The data was collected from authorized biographies published at the websites of the Federal and Länder ministries for all Ministers, Parliamentary State Secretaries and Administrative State Secretaries who held office in June 2009.
Gegenstand ist die Regierungsorganisation in fünf westeuropäischen Ländern, die seit den frühen 1990er Jahren durch Europäisierung, Globalisierung und die Krise des Wohlfahrtsstaates unter erhöhtem Anpassungsdruck stehen. Während sich das politikwissenschaftliche Interesse meist auf den allgemeinen Wandel der "Staatlichkeit" oder die konkreten Veränderungen von Politikinhalten konzentriert, wird hier in vergleichender Perspektive nach dem Wandel von politischen Strukturen und Prozessen der Regierungsorganisation, insbesondere der Ministerialverwaltung, gefragt. Ausgangshypothese ist, dass die westeuropäischen Regierungssysteme auf die externen Herausforderungen mit Änderungen ihrer "Produktionsstruktur" von Gesetzen und Programmen reagiert haben. Daraus ergeben sich folgende Kernfragen: Welche Veränderungen der Regierungsorganisationen sind zu identifizieren? Handelt es sich dabei um Ergebnisse einer reflexiven Institutionenpolitik? Ändert sich die strategische Handlungsfähigkeit der Regierungsorganisation? Ersten empirischen Beobachtungen folgend lässt sich ein Wandel auf drei Dimensionen vermuten: dem wachsenden horizontalen regierungsinternen Koordinationsbedarf, der vertikalen Reorganisation und Funktionsveränderung zentralstaatlicher Exekutiven sowie Veränderungen der Beziehungen mit externen Akteuren bspw. organisierten Interessen, Politikberatern und Konsensbildungskommissionen. Neben der Bundesrepublik, Großbritannien und Frankreich sollen die beiden skandinavischen Länder Dänemark und Schweden in die Untersuchung einbezogen werden.
Central government coordination in Denmark, Germany and Sweden : an institutional policy perspective

The paper analyses the processes of central government coordination in Denmark, Germany and Sweden. First it gives an account of the existing coordination patterns, second it analyses changes within these coordination patterns over time and finally it asks, whether these changes can be attributed to an intentional institutional design. To answer this set of questions, we introduce an institutional policy analytic perspective to the study of central government change. This perspective focuses on central actors, interests, strategic motivations and the degree of the actors reflexivity as a promoter of intentional institutional change in government coordination. The empirical analysis shows the prevalence of negative coordination as the dominant pattern of coordination in all three countries. However, country-specific constitutional and political traditions result in a variety of different coordination techniques actually used. The paper concludes by identifying three different patterns of change, depending on the degree of change and the reflexivity involved : "fragmented institutional politics" in Denmark, "policy-driven institutional politics" in Germany and "adaptive and symbolic institutional politics" in the case of Sweden.
On the 20.01.1991 the Latvian people defended the Latvian political elite from the Soviet OMON troops in order to achieve independence. After this impressive sign of civil society the people fell asleep, the level of mobility and the satisfaction with the functioning of democracy therefore is rather weak. The referendum (2008), to gain the right to dissolve the Parliament by the people, initiated by the Trade Unions can be assessed as a sign that there is something on the move. This paper is trying to give an impression of the situation of the civil society in terms of participation in the decision- making process. Hereby the focus lays on NGOs: What is the legal base and which problems do they face. To learn more about the situation interviews were organized with representatives of NGOs from different sectors like community development; Social inclusion; advocating gender issues as well as environment and sustainable development. As a result of the research it can be said that the civil society made some steps forward but it is still struggling with a high level of corruption, lack of interested from the elite and the ordinary people and the insecure financial state.

Zur adäquaten Analyse sozialwissenschaftlicher Phänomene ist die Anwendung multivariater Modelle hilfreich, die die Analyse von Zusammenhängen und Abhängigkeiten zwischen vielen Merkmalen ermöglichen. Als grundlegende Modelle werden im folgenden Band behandelt: Die Elaboration von Zusammenhängen lässt sich durch Teilgruppenvergleich (Tabellenanalyse) auf nominalem Messniveau und durch partielle Korrelation auf metrischem Messniveau durchführen. In der multiplen Regression wird die Variation eines interessierenden Phänomens auf die Variation einer Reihe von Erklärungsfaktoren zurückgeführt. Die wichtigsten Interpretationshilfen dabei sind der Anteil der erklärten Varianz und die Effekte. In der Pfadanalyse werden alle Mechanismen herausgearbeitet, durch deren Zusammenwirken die Höhe jedes statistischen Zusammenhangs bestimmt wird: Direkte und indirekte Kausaleffekte, scheinkausale Komponenten und Assoziationseffekte. In der Varianzanalyse wird die Variation eines interessierenden Phänomens auf Haupteffekte und Interaktionseffekte einer Reihe von Erklärungsfaktoren zurückgeführt.
Für den internationalen Vergleich von Gesellschaften wird ein System gesellschaftlicher Dauerbeobachtung vorgeschlagen, indem aufgrund einer Auseinandersetzung mit der sozialphilosophischen Diskussion acht Performanzkriterien für den internationalen Vergleich von Lebensbedingungen entwickelt werden: Wohlstand und Wachstum; ökologische Nachhaltigkeit; Innovation; soziale Sicherung durch Unterstützungsleistungen im Risikofall sowie vorsorgend durch Bildungsinvestitionen; Anerkennung der Besonderheiten (Frauenfreundlichkeit und Migrantenfreundlichkeit); Gleichheit der Teilhabe; soziale Integration; Autonomie („freedom of choice and capabilities”). Seit 2002 wird das Standardkosten-Modell (SKM) als Ansatz zur Messung von Bürokratiekosten in einer Vielzahl von OECD-Ländern, darunter Deutschland und Großbritannien, angewendet. Im Zentrum dieser Arbeit steht die Frage, warum im Regulierungsreform-Nachzüglerland Deutschland die Ausweitung des Ansatzes auf den Bereich Bürger seit Jahren auf der politischen Agenda steht und bereits erste Schritte zur Umsetzung unternommen wurden, während SKM Bürger im Regulierungsreform-Vorreiterland Großbritannien scheinbar nie auf der Agenda stand. In Anlehnung an einen von Kingdon entwickelten Agenda-Setting-Ansatz werden Unterschiede im Bereich der Problemwahrnehmung, in der Bewertung der Policy SKM sowie im politischen Entstehungsprozess untersucht. Hierbei zeigt sich, dass hinsichtlich der Wahrnehmung des Problems der Bürokratiebelastung signifikante Unterschiede zwischen Deutschland und Großbritannien bestehen, die sich vor allem auf die in Deutschland höhere Intensität der Problemwahrnehmung beziehen. Weitere Unterschiede bestehen bezüglich der Bewertung der Policy SKM, die in Deutschland eine höhere Medienaufmerksamkeit erhält und allgemein positiver bewertet wird. Auch der Entstehungsprozess des SKM, der in Deutschland wesentlich stärker politisiert war als in Großbritannien, trägt zur Erklärung der beobachteten Unterschiede im Agenda-Setting bei.

Die vorliegende Arbeit geht den Regionalisierungstendenzen in der politischen Landschaft Ostdeutschlands nach. Soziologische Polizeiforschung hebt zumeist folgende Aspekte der Polizei hervor: Ihre Zuständigkeit für öffentliche Sicherheit, ihr Einsatz von Gewalt im Namen eines staatlichen Gewaltmonopols, die Tätigkeit des Polizisten als Beruf. Häufig wird auch die Verwurzelung des Polizeiwesens in okzidentalen Kulturen hervorgehoben. In dieser kulturvergleichenden Studie werden diese Punkte anhand historischer und nicht-deutscher Polizeien untersucht. 1. Sicherheit: Wie in Gesellschaften, in denen es eine Öffentlichkeit im polizeigesetzlichen Sinne gar nicht gibt Sicherheit und Ordnung garantiert werden, interessiert Franziska Harnisch und Anja Bruhn, die sich mit dem Phänomen der Blutrache auseinandergesetzt haben. 2. Staatlichkeit: Die Beobachtung, dass die moderne Polizei an die Existenz einer differenzierten Staatlichkeit gebunden ist, ermuntert zu weiterführenden der Frage, wie die Polizei in verschiedenen nationalen Rechtskontexten eingerichtet ist. Während Mathias Graßmann die Polizei der Bundesrepublik Deutschland analysiert, betrachtet Björn Schülzke die Lage in den USA. Wie eine über staatliche Grenzen hinaus agierende Polizeibehörde funktionieren kann, hat Frederick Sixtus anhand der Beispiele von Europol und Interpol untersucht. 3. Gewalt: Die soziologische Literatur interessiert sich besonders für die Verkörperung des Gewaltmonopols in der Polizei. Inwieweit dieses Interesse berechtigt ist und wie sehr polizeiliche Arbeit tatsächlich mit der Ausübung von Gewalt zu tun hat, ist für alle Beiträge in diesem Buch richtungsweisend, insbesondere aber für den von Christiane Mochan über Gewalt und Polizei. Inwieweit diese Gewalt auch als staatlicher Terror ausgeübt werden kann, ist eine leitende Frage des Kapitels über die Opritschnina von Julia Fatianova. 4. Gehalt: Vieles spricht dafür, von Polizei dann zu sprechen, wenn ihre Mitarbeiter ein regelmäßiges Einkommen beziehen. Viele Vertreter von Vorformen der Polizei lebten hingegen von anlassbezogenen Prämien. Die Liktoren im Alten Rom mit ihrem regelmäßigen Einkommen durchkreuzen allerdings die These, dass es ein Phänomen der Moderne sei, Polizisten regelmäßig zu entlohnen. Deswegen interessiert sich Tanja Zischke in ihrem Beitrag für diese antike Frühform der Polizei. 5. Okzident: Häufig geht die polizeisoziologische Forschung stillschweigend davon aus, dass die Polizei ein Phänomen der okzidentalen Moderne sei. Max Weber z.B. unterstellt orientalischen Gesellschaften, nichts mit der Polizei vergleichbares hervorgebracht zu haben. Vor diesem Hintergrund geht Jonas Grutzpalk der Frage nach, wie eine originär orientalische Polizei, nämlich die saudi-arabische Mutawa, entstehen konnte. Wie die nach okzidentalen Vorbildern eingerichtete Polizei in Kambodscha arbeitet und in der Bevölkerung angenommen wird, analysiert Saskia Ellenbeck. Ziel dieses Buches ist, durch den Vergleich der hier erfassten Polizeikulturen mehr über die Polizei als solche zu erfahren. Diese Sammlung soll die Polizeisoziologie auf dem Feld der kulturvergleichenden Forschung bereichern.

This study is analysing the transformation of Slovak administration in the telecommunication sector between 1989 and 2004. The dynamic telecom sector forms a good example for the transition problems of post-socialist administration with special regard to the regulation regime change. After describing briefly the role of the telecom sector within economy, the Slovak sectoral policy is analysed. The focus is layed on telecom legislation (including the regulation framework), liberalization of the telecom market and privatisation of the former state owned telecom operator. The transformation of the organizational structure of the "Slovak telecommunication administration" is analysed in particular at the level of the ministry and the regulating agency.
Agricultural policy in the transition states of Central Eastern Europe is a very complex issue – ranging from privatisation of farm land, the establishment of agricultural markets to detailed questions of veterinary care, plant health and animal nutrition. Its main elements are the introduction of market liberalization, farm restructuring, privatisation, the reform of the sector and the creation of supporting market institutions and services.1 In this process central state agriculture administration plays a decisive role. This paper is summing up the research of the author on Slovak agricultural administration between 2002 and 2004. This work was part of a DFG-funded research project on “Genesis, Organization and Efficiency of the central-state Ministerial Administration in Central and Eastern Europe”. The project was analysing the processes, results and efficiency of administrative structures at central-state level in Estonia, Poland and Slovakia with reference to public administration in the policy fields of agriculture and telecommunications. The paper is reflecting the situation in the sector and its administration at the beginning of 2004. At first, an overview of the role of the agricultural sector in Slovak economy in the past and presence is provided (section I). Against this background, the development of the agricultural policy in the different periods since 1989 will be analysed, mainly what privatisation, accession to the EU and subsidy policy are concerned (section II). A detailed study of the developments in agricultural administration forms the next part of the paper (section III), i.e. the changes taking place in the ministry of agriculture and in the other institutions responsible for the implementation of agricultural policy. The role of interest groups in agriculture is briefly analysed (section IV). In the conclusions two different scenarios on the further development of Slovak agricultural administration will be deployed.
Dieses Sonderheft der Schriftenreihe des Lehrstuhls für Public und Nonprofit Management präsentiert Ergebnisse eines studentischen Beratungsprojekts aus dem Wintersemester 2018/19. Dabei wurde eine Vision für eine digitalisierte öffentliche Verwaltung entworfen. Unter Anwendung von Szenariomethoden wurden Zukunftsszenarien entwickelt und getestet, die sich entweder mit Bürger*innen und Unternehmen als Kund*innen der Verwaltung, den öffentlich Beschäftigen oder der Aufbau- und Ablauforganisation in der Verwaltung beschäftigen.

This article examines the multiple governments of independent Estonia since 1992 referring to their stability. Confronted with the immense problems of democratic transition, the multi-party governments of Estonia change comparatively often. Following the elections of March 2003 the ninth government since 1992 was formed. A detailed examination of government stability and the example of Estonia is accordingly warranted, given that the country is seen as the most successful Central Eastern European transition country in spite of its frequent changes of government. Furthermore, this article questions whether or not internal government stability can exist within a situation where the government changes frequently. What does stability of government mean and what are the varying multi-faceted depths of the term? Before analysing the term, it has to be clarified and defined. It is presumed that government stability is composed of multiple variables influencing one another. Data about the average tenure of a government is not very conclusive. Rather, the deeper political causes for governmental change need to be examined. Therefore, this article discusses the conceptual and theoretical basics of governmental stability first. Secondly, it discusses the Estonian situation in detail up to the elections of 2003, including a short review of the 9th government since independence. In the conclusion, the author explains whether or not the governments of Estonia are stable. In the appendix, the reader finds all election results and also a list of all previous ministers of Estonian governments (all data are as of July 2002).
Der bemerkenswerte Transformationspfad der zentralstaatlichen Verwaltung in Estland von der Sowjetbürokratie hin zum mustergültigen EU-Beitrittsland wird anhand des Landwirtschaftsministeriums beschrieben. Für dieses Gebiet gibt es im Gegensatz zu den bekannteren und gut recherchierten Aspekten der Transformation wie Demokratisierung, Wirtschaftsumbau und Außenpolitik noch keine Fallstudie. Daher wird hier die Entwicklung der staatlichen Verwaltung im Zeitverlauf anhand des Wandels der estnischen Agrarpolitik und Landwirtschaftsverwaltung nachvollzogen. Am Ende werden Schlussfolgerungen formuliert und verdeutlicht, dass viele Erkenntnisse über das eigentliche Untersuchungsland hinausgehen und ebenso für andere Transformationsländer in MOE gelten.
Fragestellung (Auszug): Die polnische Landwirtschaft wird im Hinblick auf ihre Rolle in der EU als nicht wettbewerbsfähig einge-schätzt und es scheint unumstritten, dass strukturelle Reformen unabdingbar sind. Ratschläge für die Ent-wicklung der polnischen Landwirtschaft gibt es viele. Unter anderem wird Polen die Besetzung von potentiellen Marktnischen empfohlen. Als Hoffnungsträger gilt dabei der ökologische Landbau, für den die extensive, traditionelle polnische Landwirtschaft eine optimale Voraussetzung darstellt. Neben einer EU-weit steigenden Nachfrage nach Bio-Lebensmitteln spricht für diese verstärkte Nischenbesetzung die Tatsache, dass die arbeitsintensive ökologische Wirtschaftsweise zumindest teilweise der zu erwartenden hohen Arbeitslosigkeit im Agrarsektor entgegen wirken kann. Damit würde der Biolandbau einen entscheidenden Beitrag für eine nachhaltige Regionalentwicklung leisten. Trotz positiver Entwicklungen in den letzten Jahren, verlief die Entwicklung des ökologischen Landbaus in Polen allerdings schleppend, und das Potential Polens scheint in diesem Bereich noch längst nicht ausgeschöpft. Diese Arbeit widmet sich der Frage, welche institutionellen Erklärungen es für diese Entwicklung gibt, verbunden mit der Hoffnung, institutionelle Faktoren ausfindig zu machen, welche die Entwicklung besonders positiv befördern oder andererseits abbremsen. Dabei werden ausgehend von einem institutionentheoretischen Hintergrund relevante formale und informelle Institutionen auf polnischer und EU-Ebene untersucht, sowie ver-schiedene Akteursgruppen, sowie deren Interaktion mit den institutionellen Entwicklungen beleuchtet.

In dieser Arbeit werden anhand von empirischen Analysen, Prozesse intergenerationaler Mobilität in Ost- und Westdeutschland beschrieben. Als Datenbasis dient dabei die "Allgemeine Bevölkerungsumfrage der Sozialwissenschaften" von 1991 bis 1998. Die 'Repräsentativstudie zum Drogenkonsum Potsdamer Jugendlicher 2002' ist eine Querschnittsstudie. Es wurden Art und Umfang des Drogenkonsums der Jugendlichen im Alter von 14 bis 18 Jahren, die in der Stadt Potsdam zur Zeit der Befragung wohnhaft waren, untersucht, im besonderem die Lifetime-Prävalenz, das Erstkonsumalter, 12-Monatsprävalenz, Konsumort, sozialer Kontext, Probierbereitschaft, Informationsquellen, Konsumwirkung sowie Probleme mit dem Drogenkonsum etc. Insgesamt kamen 953 Fragebögen zur Auswertung. Die enthaltenen Interpretationen dienen der Stadt Potsdam für langfristige Maßnahmen, die Drogenhilfe zu planen und durchzuführen.
Mildred Harnack, geb. Fish, stammte ursprünglich aus Milwaukee, Wisconsin. Zusammen mit ihrem Ehemann Arvid Harnack zog sie nach Deutschland und lebte seit 1930 in Berlin. Hier lehrte die Literaturwissenschaftlerin an der Friedrich-Wilhelms-Universität (heute Humboldt-Universität) und am Berliner Abendgymnasium (heute Peter A. Silbermann-Schule). Bereits kurz nach der Machtübernahme von Adolf Hitler hatte sich um das Ehepaar Harnack ein Kreis von Freunden gebildet, der gegen die Herrschaft der Nationalsozialisten opponierte. Dazu zählten auch Karl Behrens und Bodo Schlösinger, die beide Schüler Mildred Harnacks am Berliner Abendgymnasium waren. Mildred Harnack konnte mit Hilfe ihrer Kontakte zur amerikanischen Botschaft ihren Schülern im nationalsozialistischen Deutschland ansonsten nicht zugängliche Informationen besorgen.
Aufgrund von Funkkontakten des Freundeskreises zur Sowjetunion wurde die Gruppe von den Nationalsozialisten Rote Kapelle genannt – „rot“ bezog sich auf deren linke Haltung und mit „Kapelle“ wurden Funker assoziiert, die wie Pianisten in einer Kapelle spielen. Der Berliner Oppositionszirkel umfasste bis zu seiner Zerschlagung durch die Nationalsozialisten etwa 150 Personen verschiedenster Berufsgruppen, unterschiedlicher parteipolitischer Einstellungen und Konfessionen. Die Gruppe verfertigte oppositionelle Flugblätter und lieferte Informationen an die amerikanische Botschaft sowie an die Sowjetunion. Mildred Harnack wurde – wie viele ihrer Mitstreiterinnen und Mitstreiter – nach ihrer Verhaftung vom Reichskriegsgericht zum Tode verurteilt und am 16. Februar 1943 in Plötzensee guillotiniert.
In diesem Band stellen Studierende der Universität Potsdam sowie Hörerinnen und Hörer der Peter A. Silbermann-Schule (Berlin) nach einem kurzen Überblick zum Widerstand gegen den Nationalsozialismus in Deutschland das Netzwerk der Roten Kapelle sowie die Biographien von Mildred Harnack und ihren Schülern Karl Behrens und Bodo Schlösinger vom Berliner Abendgymnasium eindrücklich vor.
Aus der redaktionellen Notiz: Das Schwerpunktthema dieses Heftes der Potsdamer Studien zur Frauen- und Geschlechterforschung ist Zukunft: Die Zukunft der Frauen- und Geschlechterforschung in den Disziplinen und vor allem die Zukunft der Kategorie »Geschlecht« für die Produktion wissenschaftlichen Wissens. Die Texte entstanden im weiteren Kontext der Arbeit von Potsdamer WissenschaftlerInnen an einem als »transdisziplinär« projektierten Nebenfachstudiengang zu »Frauen- und Geschlechterstudien«. Im Verlauf unserer Diskussionen wurde eins ums andere Mal deutlich, wie unterschiedlich das jeweilige Verständnis von »Geschlecht« und »Geschlechterforschung« qua disziplinärer Herkunft ist. Nach einer intensiven Auseinandersetzung mit Konzepten von »Transdisziplinarität«, dokumentiert in Heft 2/1998 der Potsdamer Studien, wollten wir nun genauer wissen, wie das Verhältnis von »Geschlecht« und »Disziplin« ist, welchen Status »Geschlecht« für die disziplinäre Wissensproduktion hat, ob es deren Fundament und/oder Horizont ist bzw. sein sollte, und wie »Geschlecht« in den einzelnen Disziplinen konzipiert wird.
Mit Heft 2/99 der Potsdamer Studien zur Frauen- und Geschlechterforschung wird die in Heft 1/99 begonnene Debatte um die Zukunft der Frauen- und Geschlechterforschung bzw. der Kategorie ›Geschlecht‹ mit einer veränderten Schwerpunktsetzung fortgesetzt. Es kommen Autorinnen zu Wort, die dabei sind, ihre ersten eigenen Schritte im Wissenschaftsfeld zu tun, d.h. die in Diplom- und Magisterarbeiten oder Dissertationen einen selbstgewählten Gegenstand bearbeiten und dabei die Kategorie ›Geschlecht‹ bzw. Konzepte der Frauen- und Geschlechterforschung als Erkenntnismittel einsetzen und/oder kritisch reflektieren. Ist Feminismus heute (noch) für junge Frauen in Theorie und Praxis attraktiv? Welche Konzepte sind für sie besonders interessant? Was bedeuten z.B. für sie die heftigen Auseinandersetzungen um Judith Butlers ›poststrukturalistisch‹ bzw. ›dekonstruktivistisch‹ fundierte Kritik ›am Feminismus‹, wie sie vor einigen Jahren in Deutschland u.a. in den Feministischen Studien auch als Streit zwischen gestandenen Frauenforscherinnen und Wissenschaftlerinnen der nachfolgenden ›Generation‹ ausgetragen wurden? Wie gehen sie als ›dritte Generation‹ mit den Ergebnissen der Auseinandersetzungen in der Frauen- und Geschlechterforschung der neunziger Jahre um? Das Gemeinsame aller veröffentlichten Beiträge kann in der mehrdeutigen Formulierung Feminismus in der Kritik zusammengebracht werden. Zum einen zeigen die Beiträge, dass Feminismus nach wie vor ein nicht zu unterschätzendes kritisches Potential für wissenschaftliches Arbeiten ist. Zum anderen ist Feminismus in den Beiträgen insofern in der Kritik, als Begrenztheiten im Denken komplexer Zusammenhänge, begriffliche Unschärfen oder Ausblendungen, ›blinde Flecken‹, die sein Potential als Erkenntnismittel limitieren, kritisch reflektiert werden. This book is about inventing successes and good practices of governments that are "closer to the people". Numerous examples throughout Latin America indicate-often despite macroeconomic instability, high inflation, and strong top-down regulation-that subnational actors have repeatedly achieved what their central counterparts preached: sound policymaking, better administration, better services, more participation, and sustained economic development. But what makes some governments change course and move toward innovation? What triggers experimentation and, eventually, turns ordinary practice into good practice? The book answers some of these questions. It goes beyond a mere documentation of good and best practice, which is increasingly provided through international networks and Internet sites. Instead, it seeks a better understanding of the origins and fates of such successes at the micro level. The case studies and analytical chapters seek to explain: How good practice is born at the local level; Where innovative ideas come from; How such ideas are introduced in a new context, successfully implemented, and propagated locally and beyond; What donors can do to effectively assist processes of self-induced and bottom-up change.
Wie wurde Geschlecht in der Vormoderne konstituiert, welche Geschlechtermodelle wurden entworfen? Diesen Fragen widmet sich der Tagungsband Geschlechtervariationen. Gender-Konzepte im Übergang zur Neuzeit. Anhand ausgewählter Beispiele der deutschen, französischen, italienischen und spanischen Literatur und zeitgenössischer Wissensbestände nehmen die Beiträge unterschiedliche Diskursfelder und -schnittstellen in den Blick. Sie beschreiben divergente, teils konkurrierende Geschlechter-Konfigurationen vom Spätmittelalter bis zur Aufklärung und loten zugleich das theoretisch-methodische Spektrum aus. Der Begriff der Variation bezeichnet hier das Nebeneinander der Diskurse, die "Sex" und "Gender" je unterschiedlich inszenieren.

Dieses Heft der Potsdamer Studien zur Frauen- und Geschlechterforschung hat den thematischen Schwerpunkt „Biomacht - Biopolitik“ und präsentiert Ergebnisse aus Forschungsprojekten, die in den letzten Jahren am Lehrstuhl Frauenforschung an der Wirtschafts- und Sozialwissenschaftlichen Fakultät der Universität Potsdam realisiert wurden. Die Ausgabe 2002 der Potsdamer Studien zur Frauen- und Geschlechterforschung versammelt elf Aufsätze, die im Rahmen des Lehr- und Forschungsprojektes Transformationen von Wissen, Mensch und Geschlecht entstanden sind. Angeregt wurde dieses Projekt durch die vielerorts artikulierte Sorge um die Zukunft des Menschen. Gentechnologisch generalüberholt und chirurgisch re-designed, ökonomisch und sozial flexibilisiert, informationsgesättigt und medial vollverbunden scheint der Mensch bisherige Grenzziehungen zu überschreiten und sich auf ein bedrohliches Terrain vollkommener Gestaltbarkeit und beispielloser Verfügbarkeit zu begeben. Gleichwohl stellt sich die Frage, ob wir in der Tat von Veränderungen in der Verfasstheit »des« Menschen sprechen können, die eine radikale Transformation der Bedingungen »seines« und »ihres« Seins anzeigen. Zentraler Bezugspunkt aller Texte ist die Untersuchung der geschlechtlichen und vergeschlechtlichenden Konstruktionen in den aktuellen Diskursen dieser Umbrüche. Geschlecht wird als wissens- und wirklichkeitskonstituierender Modus verstanden, der in jedwede Transformationsprozesse eingeschrieben ist. Inwieweit werden hierbei Grenzziehungen und Hierarchien aufgebrochen und stabilisiert? Wie wird in den Natur- und Technikwissenschaften die Kategorie Geschlecht eingesetzt oder zum Verstummen gebracht? Angesichts neuer Tendenzen des biologischen Determinismus zielt das Projekt auf kritische Interventionen in die Naturwissenschaften und eröffnet somit neue Felder feministischer Forschung, die darauf zielt, die akademische und politische Wirkmacht der Kategorie Geschlecht zu steigern. So werden an der Schnittstelle von Wissenschafts- und Medienforschung, Sozial- und Kulturwissenschaften, Informatik und Geschlechterstudien möglichst vielfältige Blickachsen entwickelt und dabei disziplinäre Grenzen und fachspezifische Gegenstandskonstitutionen neu verhandelt. Denn die drei wegweisenden Transformationen – die wirtschaftlichen, medientechnologischen und gentechnischen Transformationen – können nicht länger isoliert betrachtet werden. Sie verstärken und beschleunigen sich gegenseitig und führen regressive als auch konstruktive wissenschafts- und gesellschaftspolitische Strukturen mit sich. Der transdisziplinäre Ansatz dieses Heftes will eine kaleidoskopische Perspektive eröffnen, die nicht Universalität und Widerspruchsfreiheit zelebriert, sondern die jeweiligen theoretischen, politischen und disziplinären Standpunkte zu neuen Bildern zusammenfügt, um so alte Bilder dekonstruieren zu können.

Seit einiger Zeit ist zu beobachten, dass sich das Bild von den Ostdeutschen, das von Medien, Politik und Wissenschaft gezeichnet wird, verändert. In den ersten Jahren nach 1990 stand vor allem das politische System der DDR mit seinen Wirkungen auf Verhaltensweisen, Mentalitäten der Menschen im Vordergrund. Die Ostdeutschen wurden mit ihren Gewohnheiten, Wertvorstellungen und Einstellungen an bundesdeutschen Standards gemessen und als veraltet und einer ‚nachholenden Modernisierung’ bedürftig angesehen. Nun aber treten andere Perspektiven in den Vordergrund, die die Ostdeutschen zu ‚Wunschprotagonisten’ gesellschaftlichen Umbaus machen. Der Blick richtet sich auf habituelle Ressourcen, die ostdeutsche Frauen und Männer als ‚biografisches Gepäck’ aus der DDR in die neue Republik mitgebracht und in einem komplexen und widersprüchlichen Prozess von Anpassung und eigensinniger Behauptung zu Wahrnehmungs- und Deutungsmustern sowie praktischen Arrangements transformiert haben. Politiker wie Wissenschaftler schreiben nun den Ostdeutschen – gerade aufgrund ihrer gemachten Transformationserfahrungen – einen Vorsprung im Umgang mit radikalen gesellschaftlichen Verwerfungen zu, der für den aktuell anstehenden Strukturwandel genutzt werden kann. Empirische Untersuchungen, die diese These erhärten, sind bislang allerdings eher selten. Und unter ihnen sind Forschungen darüber, welchen Einfluss die gesellschaftlichen Veränderungen im Osten Deutschlands seit 1989/90 auf die Geschlechterverhältnisse, die praktizierten Geschlechterarrangements und Geschlechtervorstellungen hatten bzw. wie diese mit ihrer DDR-geschichtlichen Färbung die Transformationsprozesse in den neuen Ländern beeinflussen, noch einmal marginal. Bis heute ist eine gendersensible Sicht auf die skizzierten Veränderungen selten. Und dies, obwohl gerade an den Geschlechterarrangements und am eigensinnigen Festhalten ostdeutscher Frauen aber auch von Männern an Vorstellungen und Alltagspraktiken, die durch den DDR-Geschlechtervertrag geprägt sind, exemplarisch gezeigt werden kann, wie widersprüchlich ostdeutsche Mentalitäten und Werte sind und welche ambivalenten Wirkungen aus ihnen für den gesellschaftlichen Strukturwandel resultieren (können). Mit dem Themenschwerpunkt "Geschlechterverhältnisse in Ostdeutschland" wollen die Potsdamer Studien zur Frauen- und Geschlechterforschung aus gendersensibler Perspektive und auf der Basis empirischer Forschungen einen Beitrag zu den aktuellen Debatten über den Gesellschaftsumbau leisten.
Disziplinäre Quergänge : (Un-)Möglichkeiten transdisziplinärer Frauen- und Geschlechterforschung

Heft 2/1998 hat den thematischen Schwerpunkt der Transdisziplinarität in der Frauen- und Geschlechterforschung und dokumentiert die Beiträge sowie die Diskussion eines Workshops, der im Sommersemester 1998 an der Universität Potsdam im Rahmen der Planungen zu einem Magisternebenfach „Frauen- und Geschlechterstudien" stattgefunden hat. Beiträgerinnen sind u.a. Sabine Hark, Maike Baader, Beate Neumeier, Axeli Knapp, Silke Wenk, Ulrike Teubner. Frauen- und Geschlechterforschung hat wiederholt Interdisziplinarität reklamiert, um das Zugleich von Monotonie und Heterogenität der Reproduktion der Geschlechterhierarchie verstehen zu können. Aus den Einzeldisziplinen heraus waren Grenzgänge in andere Disziplinen geradezu notwendig, um das Dickicht der Geschlechterordnung, die Verknüpfungen zwischen symbolischen, strukturellen und individuellen Dimensionen von Geschlecht zu durchdringen. Der „Beziehungssinn" zwischen den Disziplinen wurde dabei allerdings selten gepflegt. Wie etwa die moderne Geschlechterordnung selbst zum Ordnungsprinzip und zur Modalität der Produktion wissenschaftlichen Wissens wurde, war allenfalls eine Randfrage. Der reflexive Blick auf die Prozesse der wechselseitigen Konstitution von Disziplingrenzen gerade durch interdisziplinäre Herangehensweisen blieb bisher weitgehend aus. In einer transdisziplinären Orientierung von Frauen- und Geschlechterstudien würde daher gerade die je fachspezifische Konstitution von Gegenständen, Methoden und disziplinären Grenzen sowie die durch sie bestimmten bzw. beschränkten Perspektiven zum Gegenstand, wenn es darum gehen soll, die überschneidenden Problemfelder, die sich aus der Perspektive der Geschlechterdifferenz als relevant erweisen, zwischen den Disziplinen zu bearbeiten. In einer transdisziplinären Perspektive also stünden die Disziplingrenzen selbst zur Disposition, Teil der Lehr- und Forschungspraxis wäre die Frage, wie verschiedene disziplinäre Zugänge die Objekte des Wissens konstruieren und was das für die möglichen Erkenntnisse bedeutet.
In der brandenburgischen Landesverwaltung und Justiz sollen in den nächsten Jahren noch ca. 8.000 Stellen eingespart werden. Gleichzeitig sind die Landesverwaltung und die Justiz an die demografische Entwicklung und die damit verbundenen Aufgabenveränderungen anzupassen. Das ressortübergreifende Personalmanagement gewinnt hierdurch an Bedeutung. Um den Prozess zu gestalten, hat die Landesregierung eine Besetzungsrichtlinie erlassen und mit den Gewerkschaften einen Tarifvertrag zum Verwaltungsumbau (TV Umbau) abgeschlossen, die in diesem Band ebenso abgedruckt sind, wie die Durchführungshinweise des Ministeriums des Innern. Darüber hinaus enthält der Band die aktuell geltende Personalbedarfsplanung bis Ende 2015, die Dr. Folke Schneider erläutert. In einem Beitrag von Volker-Gerd Westphal wird eine Gesamtschau der Rahmenbedingungen für das Personalmanagement in der brandenburgischen Landesverwaltung und Justiz vorgenommen.
Diese Publikation setzt die Reihe wissenschaftlicher Begleitstudien zum Konzept des Bürgerhaushalts und dessen Umsetzung in der brandenburgischen Landeshauptstadt Potsdam fort. Nachdem im Rahmen eines studentischen Projektseminars unter der Leitung von Prof. Dr. Jochen Franzke und Prof. Dr. Heinz Kleger im Winter 2005/2006 die Positionen der organisierten Potsdamer Bürgerschaft zum Bürgerhaushalt untersucht worden waren, stand bei der Fortsetzung des Projektseminars im Sommer 2007 die Haltung der Potsdamer Bürger1 zu diesem Thema im Mittelpunkt unseres Interesses. Insgesamt 564 Potsdamer wurden dazu in den einzelnen Sozialräumen der Stadt befragt. Ziel war es, herauszufinden, inwieweit die einzelnen Bürger der Stadt Potsdam bereits mit dem Konzept des Bürgerhaushalts vertraut waren, wie groß deren Bereitschaft zur Mitwirkung an diesem Projekt war und welche Wirkungen die Bürger vom Bürgerhaushalt erwarten. Diese Publikation enthält neben den zusammenfassenden Thesen der Herausgeber und Projektleiter Berichte über die Befragungen in den sechs Potsdamer Sozialräumen.
Vorwort des Herausgebers: Das vorliegende Büchlein ist Resultat der Arbeit einer studentischen Gruppe an der Universität Potsdam. Sie übernahm im Rahmen des Seminars ‚Bürgerkommune und Bürgerhaushalt’, das im Wintersemester 2006/07 und im Sommersemester 2007 durchgeführt worden ist, die Aufgabe, eine aktivierende Bürgerbefragung in Rathenow durchzuführen. Der Auftrag dazu kommt vom Bürgermeister der Stadt, Ronald Seeger, und vom Projektleiter, Jens Hubald. Wir danken beiden für die freundliche Aufnahme und die Unterstützung, die wir erfahren haben. Die neun Studenten der Rathenower Gruppe möchte ich besonders loben: sie haben für wenig Geld engagiert und zuverlässig gearbeitet. Die Umfragen – die Imagebefragung, die aktivierende Bürgerbefragung und die Experteninterviews – sind kein Selbstzweck. Sie dienen den Arbeitsgruppen als Auftrag und Material für einen Prozess, den Jens Hubald in seinem Beitrag vorstellt. Dieser Prozess wird getragen von einer ‚Stadt der Bürgerschaft’ (den Aktiven) und soll zu einer erneuerten Stadt der Bürgerschaft unter heutigen Bedingungen hinführen. Der Weg vom Stadtforum zum Forum der Stadt ist das Ziel, innerhalb dessen Ergebnisse zum Wohl der Stadt und seiner Bürger erreicht werden sollen. Das vorliegende Büchlein ist ein kleiner Baustein im Leitbildprozess ‚Rathenow 2020’, der am 13. September mit einer ersten Stadtforums-Sitzung beginnen wird. Dieser Prozess wird für alle Teilnehmer und die Stadt aufschlussreich sein. Er könnte auch ein Beispiel für andere Kommunen werden. Diese müssen heute ihre eigenen Wege finden und zugleich kooperativer werden – interkommunal, regional und europäisch. Dafür benötigen sie allerdings auch Spielräume und Unterstützung. Die Kommunen und Städte dürfen nicht länger im toten Winkel der großen Politik liegen. Sie sind vielmehr Orte genuin bürgerschaftlicher Politik und Schulen der Demokratie. Wenn hier die Bürger wegbleiben oder demotiviert werden, entstehen gefährliche Leerstellen. Solchen Leerstellen kann nur gemeinsames ziviles Handeln begegnen, mit einer Handlungszuversicht, die auf einer realistischen Situationseinschätzung beruht. Beides ist in Rathenow vorhanden. Wir Potsdamer wünschen dem neuen Stadtforum und der Stadt Rathenow eine gedeihliche Entwicklung. Heinz Kleger Potsdam, Juli 2007
Einleitung: Zu den neueren Formen partizipativer Demokratie auf lokaler Ebene gehören die Bürgerhaushalte. Dabei wirken die Bürger einer Kommune an der Aufstellung des Haushaltes in deutlich intensiverem Umfang als bislang mit. Basierend auf einem Beschluss der Stadtverordnetenversammlung (SVV) vom 5. Mai 2004 begann die brandenburgische Landeshauptstadt Potsdam erste Schritte zum Bürgerhaushalt im Jahr 2005. Diese Publikation dokumentiert die Ergebnisse eines Projektseminars an der Universität Potsdam im Wintersemester 2005/2006, an dem unter der Leitung von Prof. Dr. Heinz Kleger und Dr. Jochen Franzke 78 Studenten der Politik- und Verwaltungswissenschaften teilnahmen. Zusätzliche Unterstützung leisten Martin Kühn, Uwe Stab und Mike Schubert. Die Projektleitung bedankt sich bei allen Teilnehmern des Seminars für Ihr außergewöhnlich hohes Engagement und selbständiges Arbeiten. Aufgabe des Projektseminars war es, ein Meinungsbild der organisierten Bürgerschaft der Stadt Pots-dam zu den begonnenen Projekten der Bürgerkommune und des Bürgerhaushaltes zu erfragen. Zu diesem Zwecke wurden von den studentischen Teilnehmern des Projektseminars zwischen November 2005 und Januar 2006 150 Interviews mit Vertretern der organisierten Bürgerschaft durchgeführt. Eine vorläufige Gesamtauswertung legte die Arbeitsgruppe 1 vor. Weitere Abschlussberichte betreffen die sechs Sozialräume der Stadt Potsdam. Um das Meinungsbild abzurunden, wurden auch Vertreter der politischen Parteien, der Ausschüsse der Stadtverordnetenversammlung sowie der Stadtverwaltung befragt. Schließlich wurde auch eine AG zum Vergleich mit anderen Bürgerhaushaltsprojekten eingesetzt. Die Projektleitung bedankt sich bei allen Befragten, die sich für diese Interviews Zeit genommen haben. Eine Liste der befragten Organisationen findet sich im Anhang. Entstanden ist eine eindrucksvolle Momentaufnahme sowohl des Zustandes der organisierten Bürger-schaft der Brandenburgischen Landeshauptstadt Potsdam, als auch ihrer Verflechtung mit städtischer Politik und Verwaltung. Vor allem gelang es, die Positionen der organisierten Bürgerschaft zur Bürgerkommune und Bürgerhaushalt sichtbar zu machen. Des Weiteren soll diese Dokumentation allen am Prozess des Bürgerhaushaltes in der Stadt Potsdam beteiligten Akteuren Informationen liefern, die zur weiteren Profilierung dieses sinnvollen Verfahrens dienen sollen. Diese Dokumentation umfasst in einem ersten Teil die zusammenfassenden Thesen von Jochen Franzke und Heinz Kleger zum Stand des Bürgerhaushaltsprojekts in der Stadt Potsdam sowie die Abschlussberichte der Arbeitsgruppen des Projektseminars. In einem zweiten Teil analysieren Carsten Herzberg, Anja Röcke und Yves Sintomer die Möglichkeiten und Grenzen der Bürgerhaushaltsidee im europäischen Vergleich. Zwei Beiträge von Martin Kühn und Uwe Stab, die als Praktikanten in der Stadtverwaltung dieses Projekt unmittelbar begleitet haben, bringen deren Erfahrungen in die Debatte ein. Es folgen als Anlage der bei den Interviews genutzten Fragebogen sowie eine Liste aller Befragten Verbände bzw. Einzelpersönlichkeiten aus Politik und Verwaltung der Stadt. Die Abschlussberichte der Arbeitsgruppen sowie die freien Beiträge sind von deren Autoren eigenständig verfasst und spiegeln deren Einschätzungen wieder. Dies deckt sich nicht in jedem Fall mit den Positionen der Projektleitung.
