Dieser Beitrag nimmt sich dem Unbehagen der Referendare an ihrer Ausbildungssituation an. Obwohl sich die Befragten eher positiv zur zweiten Phase ihrer Ausbildung äußern und obwohl die Befragungsergebnisse der Potsdamer „Lehramtskandidatinnen-Studie“ [vgl. SCHUBARTH U.A. 2005 und in diesem Band] zunächst kaum einen Anhaltspunkt für das Vorliegen massiver, manifest artikulierter Unzufriedenheiten geben, verweisen die offen geführten Gruppendiskussionen auf ein latentes, diffuses Unbehagen, das den subjektiven Selbstdeutungen der Befragten nicht explizit zur Verfügung steht. Durch eine objektiv-hermeneutische Feinanalyse einer kurzen Sequenz aus einer Gruppendiskussion will der Artikel zur Aufklärung dieses Problems beitragen, dessen unterschwellige und unscheinbare Artikulation die Bedeutung des Phänomens nicht mindert. Ihm sollte forschungs- und ausbildungslogisch Aufmerksamkeit geschenkt werden. In diesem Sinne plädiert der Beitrag für eine forschungsmethodisch verstehende Exploration der Situation der LehramtskandidatInnen, von der auch die Ausbildungspraxis profitieren könnte.
Dieser Beitrag gibt einen Überblick über die Arbeit der Vertragsüberwachungsorgane von sechs der auf der Ebene der Vereinten Nationen (UN) verabschiedeten Menschenrechtsverträge im Jahre 2006. Nicht eingeschlossen ist die Arbeit des Menschenrechtsausschusses, der über die Einhaltung der Verpflichtungen aus dem Internationalen Pakt über bürgerliche und politische Rechte1 (Zivilpakt) wacht. Über seine Tätigkeit wird in den Ausgaben des nächsten Jahrgangs des MenschenRechtsMagazins berichtet. Der vorliegende Überblick beruht auf den bereits veröffentlichten Dokumenten der jeweiligen Ausschüsse und den Informationen des Büros der Hohen Kommissarin der Vereinten Nationen für Menschenrechte (OHCHR).

Aus der Einleitung Ziel der folgenden Studie ist es, die Entwicklung des öffentlichen Dienstrechts in Polen, der Slowakei und Estland vergleichend zu analysieren. Die Schaffung eines professionellen und entpolitisierten Staatsdienstes ist eine zentrale Voraussetzung für die Konsolidierung von Marktwirtschaft und Demokratie im Zuge der politischen und wirtschaftlichen Transformationsprozesse im postsozialistischen Mittel- und Osteuropa. Eine Verfestigung demokratischer Institutionen und Ver-fahren kann nur gelingen, wenn die Gesetzesausführung und die damit Beauftragten selbst demokratisch legitimiert und kontrolliert sind. Das Verwaltungshandeln sollte nicht nur sachlich-inhaltlich, sondern auch personell-institutionell an Gesetz und Recht gebunden sein. Daher müssen insbesondere Fragen des Dienstverhältnisses der Beamten gesetzlich geregelt und von willkürlichen Entscheidungen der jeweiligen politischen Führung unabhängig sein. In der Mehrzahl der mittel- und osteuropäischen Staaten sind mittlerweile entsprechende Gesetze in Kraft. Die unterschiedlichen Zeitpunkte der Verabschiedung (1995 in Estland, 1998 in Polen und 2001 in der Slowakei) machen aber deutlich, dass die Notwendigkeit eines entsprechend den oben genannten Kriterien konzipierten Staatsdienstes keinesfalls überall erkannt wurde. Die in der Literatur verbreitete Einschätzung, dass in allen mittel- und osteuropäischen Staaten noch beachtliche Diskrepanzen zwischen den immensen politischen Herausforderungen einerseits und den begrenzten Regierungskapazitäten andererseits bestehen, deuten darauf hin, dass die Umsetzung der Beamtengesetze weiter verbesserungswürdig ist.

In der Praxis der Lehrevaluation werden subjektive Urteile und Qualitätseinschätzungen zu Lehrveranstaltungen oder Studienprogrammen erhoben, um die Sicht der „betroffenen“ Teilnehmer und Teilnehmerinnen zu beschreiben und diese Sicht zum Ausgangspunkt für die Entwicklung von etwaigen Verbesserungsstrategien zu machen. Dabei muss aber berücksichtigt werden, dass subjektive Urteile Quellen potenzieller Verzerrungen der erhobenen Daten enthalten, woraus sich mögliche Bedrohungen ihrer Validität ergeben. Diese beziehen sich auf sachfremde Einflüsse bspw. von Persönlichkeitsmerkmalen der beurteilenden Personen auf ihr Urteil. Ein weiterer zentraler Valididtätsaspekt von Qualitätsmessungen besteht in der Frage, ob die als relevant unterstellten Beurteilungsdimensionen (bspw. zur „allgemeinen Organisationsqualität“) den Qualitätseinschätzungen der beurteilenden Personen tatsächlich zu Grunde liegen. Lassen sich solche Qualitätsdimensionen empirisch bestätigen, so können die entsprechend validierten Evaluationsergebnisse zu einer rational basierten Beurteilung und Weiterentwicklung des Beurteilungsgegenstandes – hier: der zweiten Phase der Lehrerbildung – beitragen.
Zur Konzeption und zu inhaltlichen Perspektiven der Forschungsstelle Systematische Musikpädagogik

Problemstellung • Geoökologische Prozessforschung versucht für große Landschaftsausschnitte, die in der Natur ablaufenden und vom Menschen beeinflussten Prozesse mit Hilfe von Modellen nachzuvollziehen • exakte Erfassung der Ausstattung des Untersuchungsraumes ist wesentliche Voraussetzung für eine wirklichkeitsnahe Abbildung • Modelle derzeit weder in der Lage, alle ablaufenden Prozesse in die Betrachtung einzubeziehen, noch präzise Eingangsdaten bei der Beschreibung des Ausgangszustandes zu verarbeiten • häufig liegen Modelleingangsdaten nicht in der notwendigen Präzision vor • In Modellen wird Ausstattung eines Untersuchungsgebietes über den Boden, den Grundwassereinfluss und die Flächennutzung beschrieben • Flächennutzung besitzt weitgehend statische Elemente (Nutzungstypen Wald, Gewässer, Siedlung) und hochdynamische Elemente (jährlicher Wechsel der Fruchtart auf jedem Acker) • Bedarf nach detaillierter (lage- und zeitkonkreter) Eingabe der Verteilung der Ackerfrüchte im Modellzeitraum, da Landwirtschaft als eine der bedeutenden Quellen für diffusen Nährstoffeintrag ins Ökosystem angesehen wird Stand der Forschung • bei Erfassung von Kulturen der Landwirtschaft aus Fernerkundungsdaten hat sich multitemporale Klassifizierung als sinnvoll erwiesen, weil sich anhand einer Einzelaufnahme die verschiedenen Kulturen nicht sicher trennen lassen • Klassifizierung erfolgt mit überwachten Methoden unter Verwendung von Trainingsflächen im Datensatz, von denen die dort angebaute Frucht bekannt ist • in die Klassifizierung werden zusätzliche Informationen einbezogen (Fuzzy), die Auskunft über die Wahrscheinlichkeit des Auftretens der Frucht geben (Anbaueignung in Abhängigkeit von Hangneigung, Niederschlag, Höhenlage, Boden) Die Ergebnisse dieser Klassifikationen sind meist nicht auf andere Landschaftsausschnitte und Anbaujahre übertragbar, weil die Ausprägung der Spektralsignatur einer Kultur durch veränderte Boden- und Witterungsbedingungen variiert. Behandelte Themen sind: 1. Menschenrechte gelten während bewaffneter Konflikte grund sätzlich fort. Sie gelten damit gleichzeitig und nicht alternativ zum humanitären Völker recht. 2. Hoheitsgewalt und damit die Anwendbarkeit der genannten Menschen rechts verträge kann grundsätzlich auch bei Kampfeinsätzen vorliegen. 3. Recent research has shown that the early lexical representations children establish in their second year of life already seem to be phonologically detailed enough to allow differentiation from very similar forms. In contrast to these findings children with specific language impairment show problems in discriminating phonologically similar word forms up to school age. In our study we investigated the question whether there would be differences in the processing of phonological details in normally developing and in children with low language performance in the second year of life. This was done by a retrospective study in which in the processing of phonological details was tested by a preferential looking experiment when the children were 19 months old. At the age of 30 months children were tested with a standardized German test of language comprehension and production (SETK2). The preferential looking data at 19 months revealed an opposite reaction pattern for the two groups: while the children scoring normally in the SETK2 increase their fixations of a pictured object only when it was named with the correct word, children with later low language performance did so only when presented with a phonologically slightly deviant mispronunciation. We suggest that this pattern does not point to a specific deficit in processing phonological information in these children but might be related to an instability of early phonological representations, and/or a generalized problem of information processing as compared to typically developing children.

Verbal or visual? : How information is distributed across speech and gesture in spatial dialog

In spatial dialog like in direction giving humans make frequent use of speechaccompanying gestures. Some gestures convey largely the same information as speech while others complement speech. This paper reports a study on how speakers distribute meaning across speech and gesture, and depending on what factors. Utterance meaning and the wider dialog context were tested by statistically analyzing a corpus of direction-giving dialogs. Problems of speech production (as indicated by discourse markers and disfluencies), the communicative goals, and the information status were found to be influential, while feedback signals by the addressee do not have any influence.

We present an analysis of student language input in a corpus of tutoring dialogue in the domain of symbolic differentiation. Our focus on procedural tutoring makes the dialogue comparable to collaborative problem-solving (CPS). Existing CPS models describe the process of negotiating plans and goals, which also fits procedural tutoring. However, we provide a classification of student utterances and corpus annotation which shows that approximately 28% of non-trivial student language in this corpus is not accounted for by existing models, and addresses other functions, such as evaluating past actions or correcting mistakes. Our analysis can be used as a foundation for improving models of tutoring dialogue.

We present an approach to generate (multivariate) twin surrogates (TS) based on recurrence properties. This technique generates surrogates which correspond to an independent copy of the underlying system, i. e. they induce a trajectory of the underlying system starting at different initial conditions. We show that these surrogates are well suited to test for complex synchronisation and exemplify this for the paradigmatic system of R¨ossler oscillators. The proposed test enables to assess the statistical relevance of a synchronisation analysis from passive experiments which are typical in natural systems.

Reading requires the orchestration of visual, attentional, language-related, and oculomotor processing constraints. This study replicates previous effects of frequency, predictability, and length of fixated words on fixation durations in natural reading and demonstrates new effects of these variables related to previous and next words. Results are based on fixation durations recorded from 222 persons, each reading 144 sentences. Such evidence for distributed processing of words across fixation durations challenges psycholinguistic immediacy-of-processing and eye-mind assumptions. Most of the time the mind processes several words in parallel at different perceptual and cognitive levels. Eye movements can help to unravel these processes.
We present an extension to a comprehensive context model that has been successfully employed in a number of practical conversational dialogue systems. The model supports the task of multimodal fusion as well as that of reference resolution in a uniform manner. Our extension consists of integrating implicitly mentioned concepts into the context model and we show how they serve as candidates for reference resolution.

The simple generator

I argue that the shift of explanatory burden from the generator to the evaluator in OT syntax – together with the difficulties that arise when we try to formulate a working theory of the interfaces of syntax – leads to a number of assumptions about syntactic structures in OT which are quite different from those typical of minimalist syntax: formal features, as driving forces behind syntactic movement, are useless, and derivational and representational economy are problematic for both empirical and conceptual reasons. The notion of markedness, central in Optimality Theory, is not fully compatible with the idea of synactic economy. Even more so, seemingly obvious cases of blocking by structural economy do not seem to result from grammar proper, but reflect (economical) aspects of language use.
Recent work has shown that English-learning 18-month-olds can detect the relationship between discontinuous morphemes such as is and -ing in Grandma is always running (Gomez, 2002; Santelmann & Jusczyk, 1998) but only at a maximum of 3 intervening syllables. In this article we examine the tracking of discontinuous dependencies in children acquiring German. Due to freer word order, German allows for greater distances between dependent elements and a greater syntactic variety of the intervening elements than English does. The aim of this study was to investigate whether factors other than distance may influence the child’s capacity to recognize discontinuous elements. Our findings provide evidence that children’s recognition capacities are affected not only by distance but also by their ability to linguistically analyze the material intervening between the dependent elements. We speculate that this result supports the existence of processing mechanisms that reduce a discontinuous relation to a local one based on subcategorization relations.

If we want to compare the explanatory and descriptive adequacy of the MP and OT, the original definitions by Chomsky (1964) are or little direct use. However, a relativized version of both notions can be defined, which can be used to express a number of parallels between the study of individual I-languages and the language faculty. In any version of explanatory and descriptive adequacy, the two notions derive from the research programme and can only be achieved together. They can therefore not be used to characterize the difference in orientation between OT and the MP. Even if ‘OT’ is restricted to a particular theory in Chomskyan linguistics (to the exclusion of, for instance, its use in LFG), it cannot be said to be stronger in descriptive adequacy than in explanatory adequacy in the technical sense of these terms.
In this study the effect of phonotactic constraints concerning word-initial consonant clusters in children with delayed phonological acquisition was explored. Twelve German-speaking children took part (mean age 5;1). The spontaneous speech of all children was characterized by the regular appearance of the error patterns fronting, e.g., Kuh (cow) → /tu:/, or stopping, e.g., Schaf (sheep) → /ta:f/, which were inappropriate for their chronological age. The children were asked to produce words (picture naming task, word repetition task) with initial consonant clusters, in which the application of the error patterns would violate phonotactic sequence constraints. For instance, if fronting would apply in /kl-/, e.g., Kleid (dress), it would be realized as the phontactically illegal consonant cluster /tl-/. The results indicate that phonotactic constraints affect word production in children with delayed phonological developments. Surprisingly, we found that children with fronting produced the critical consonants correctly significantly more often in word-initial consonant clusters than in words in which they appeared as singleton onsets. In addition, the results provide evidence for a similar developmental trajectory of acquisition in children with typical development and in children with delayed phonological acquisition. What is "Celtic"and what is universal in the "Celtic Englishes"? This was the central concern of the fourth and final Colloquium of studies on language contact between English and the Celtic languages at the University of Potsdam in September 2004. The contributions to this volume discuss the "Celtic" peculiarities of Standard English in England and in Ireland (North and South). They also examine the perceived "Celticity" of personal names in the "Celtic" countries (Ireland, Wales, Cornwall, Brittany). Moreover, they put emphasis on specific grammatical features such as the expression of perfectivity, relativity, intensification and the typological shift of verbal word formation from syntheticity to analycity as well as the emergence of universal contact trends shared by Celtic, African and Indian Englishes. Thus, the choice of contributors and the scope of their articles makes Celtic Englishes IV an invaluable handbook for scholarly work in the field of the English - Celtic relations.
We study the Cauchy problem for the oscillation equation of the couple-stress theory of elasticity in a bounded domain in R3. Both the displacement and stress are given on a part S of the boundary of the domain. This problem is densely solvable while data of compact support in the interior of S fail to belong to the range of the problem. Hence the problem is ill-posed which makes the standard calculi of Fourier integral operators inapplicable. If S is real analytic the Cauchy-Kovalevskaya theorem applies to guarantee the existence of a local solution. We invoke the special structure of the oscillation equation to derive explicit conditions of global solvability and an approximation solution.
The accelerated life time model is considered. First, test procedures for testing the parameter of a parametric acceleration function is investigated; this is done under the assumption of parametric and nonparametric baseline distribution. Further, based on nonparametric estimators for regression functions tests are proposed for checking whether a parametric acceleration function is appropriate to model the influence of the covariates. Resampling procedures are discussed for the realization of these methods. Simulations complete the considerations.
Tensile source components of swarm events in West Bohemia in 2000 by considering seismic anisotropy

Earthquake swarms occur frequently in West Bohemia, Central Europe. Their occurrence is correlated with and propably triggered by fluids that escape on the earth's surface near the epicentres. These fluids raise up periodically from a seemingbly deep-seated source in the upper mantle. Moment tensors for swarm events in 1997 indicate tensile faulting. However, they were determined under assumption of seismic isotropy although anisotropy can be observed. Anisotropy may obscure moment tensors and their interpretation. In 2000, more than 10,000 swarm earthquakes occurred near Novy Kostel, West Bohemia. Event triggering by fluid injection is likely. Activity lasted from 28/08 until 31/12/00 (9 phases) with maximum ML=3.2. High quality P-wave seismograms were used to retrieve the source mechanisms for 112 events between 28/08/00 and 30/10/00 using > 20 stations. We determine the source geometry using a new algorithm and different velocity models including anisotropy. From inversions of P waves we observe ML<3.2, strike-slip events on steep N-S oriented faults with additional normal or reverse components. Tensile components seem to be evident for more than 60% of the processed swarm events in West Bohemia during the phases 1-7. Being most significant at great depths and at phases 1-4 during the swarm they are time and location dependent. Although tensile components are reduced when anisotropy is assumed they persist and seem to be important. They can be explained by pore-pressure changes due to the injection of fluids that raise up. Our findings agree with other observations e.g. correlation of fluid transport and seismicity, variations in b-value, forcing rate, and in pore pressure diffusion. Tests of our results show their significance.

This contribution describes a generator of stochastic time series of daily precipitation for the interior of Israel from c. 90 to 900 mm mean annual precipitation (MAP) as a tool for studies of daily rain variability. The probability of rainfall on a given day of the year is described by a regular Gaussian peak curve function. The amount of rain is drawn randomly from an exponential distribution whose mean is the daily mean rain amount (averaged across years for each day of the year) described by a flattened Gaussian peak curve. Parameters for the curves have been calculated from monthly aggregated, long-term rain records from seven meteorological stations. Parameters for arbitrary points on the MAP gradient are calculated from a regression equation with MAP as the only independent variable. The simple structure of the generator allows it to produce time series with daily rain patterns that are projected under climate change scenarios and simultaneously control MAP. Increasing within-year variability of daily precipitation amounts also increases among-year variability of MAP as predicted by global circulation models. Thus, the time series incorporate important characteristics for climate change research and represent a flexible tool for simulations of daily vegetation or surface hydrology dynamics.
I perform and analyse the first ever calculations of rotating stellar iron core collapse in {3+1} general relativity that start out with presupernova models from stellar evolutionary calculations and include a microphysical finite-temperature nuclear equation of state, an approximate scheme for electron capture during collapse and neutrino pressure effects. Based on the results of these calculations, I obtain the to-date most realistic estimates for the gravitational wave signal from collapse, bounce and the early postbounce phase of core collapse supernovae. I supplement my {3+1} GR hydrodynamic simulations with 2D Newtonian neutrino radiation-hydrodynamic supernova calculations focussing on (1) the late postbounce gravitational wave emission owing to convective overturn, anisotropic neutrino emission and protoneutron star pulsations, and (2) on the gravitational wave signature of accretion-induced collapse of white dwarfs to neutron stars.
Die Bedeutung der Themen Evaluation und Qualität ist für die zweite Phase der Lehrerbildung seit einigen Jahren enorm gestiegen. Dies gilt sowohl für die Inhalte der Ausbildung der Lehramtskandidatinnen als auch für die pädagogische Arbeit in den Studienseminaren selbst. Der vorliegende Beitrag gibt daher einerseits einen kurzen Überblick über den Stand der Evaluations- und Qualitätsdebatte in der zweiten Phase der Lehrerbildung in Deutschland (Referendariat). Verdeutlicht werden sowohl zentrale Kritikpunkte der Debatte als auch bestehende Aktivitäten und Ansätze der Studienseminare zur Evaluation und Qualitätsentwicklung. Andererseits werden Perspektiven für die fachliche Weiterentwicklung der Evaluations- und Qualitätsdebatte in der zweiten Phase der Lehrerbildung entwickelt. Plädiert wird für Strategien zur Förderung von Evaluation und Qualitätsentwicklung, ein komplexes Qualitätsverständnis, das über eine Output-Orientierung hinausgeht sowie kasuistische Verfahren zur Verbesserung des pädagogischen Handelns der Lehramtskandidatinnen, aber auch der Seminarleiter und Seminarleiterinnen.

Soil seed banks near rubbing trees indicate dispersal of plant species into forests by wild boar

Current knowledge about processes that generate long-distance dispersal of plants is still limited despite its importance for persistence of populations and colonization of new potential habitats. Today wild large mammals are presumed to be important vectors for long-distance transport of diaspores within and between European temperate forest patches, and in particular wild boars recently came into focus. Here we use a specific habit of wild boar, i.e. wallowing in mud and subsequent rubbing against trees, to evaluate epizoic dispersal of vascular plant diaspores. We present soil seed bank data from 27 rubbing trees versus 27 control trees from seven forest areas in Germany. The mean number of viable seeds and the plant species number were higher in soil samples near rubbing trees compared with control trees. Ten of the 20 most frequent species were more frequent, and many species exclusively appeared in the soil samples near rubbing trees. The large number of plant species and seeds – approximated > 1000 per tree – in the soils near rubbing trees is difficult to explain unless the majority were dispersed by wild boar. Hooked and bristly diaspores, i.e. those adapted to epizoochory, were more frequent, above that many species with unspecialised diaspores occurred exclusively near rubbing trees. Different to plant species closely tied to forest species which occur both in forest and open vegetation, and non-forest species were more frequent near rubbing trees compared with controls. These findings are consistent with previous studies on diaspore loads in the coats and hooves of shot wild boars. However, our method allows to identify the transport of diaspores from the open landscape into forest stands where they might especially emerge after disturbance, and a clustered distribution of epizoochorically dispersed seeds. Moreover, accumulation of seeds of wetness indicators near rubbing trees demonstrates directed dispersal of plant species inhabiting wet places between remote wallows.
When the eyes fixate at a point in a visual scene, small saccades rapidly shift the image on the retina. The effect of these microsaccades on the latency of subsequent large-scale saccades may be twofold. First, microsaccades are associated with an enhancement of visual perception. Their occurrence during saccade target perception should, thus, decrease saccade latencies. On the other hand, microsaccades likely indicate activity in fixation-related oculomotor neurons. These represent competitors to saccade-related cells in the interplay of gaze holding and shifting. Consequently, an increase in saccade latencies after microsaccades would be expected. Here, we present evidence for both aspects of microsaccadic impact on saccade latency. In a delayed response task, participants made saccades to visible or memorized targets. First, microsaccade occurrence up to 50 ms before target disappearance correlated with 18 ms (or 8%) faster saccades to memorized targets. Second, if microsaccades occurred shortly (i.e., < 150 ms) before a saccade was required, saccadic reaction times in visual and memory trials were increased by about 40 ms (or 16%). Hence, microsaccades can have opposite consequences for saccade latencies, pointing at a differential role of these fixational eye movements in preparation of motor programs.

Semiclassical asymptotics for the scattering amplitude in the presence of focal points at infinity

We consider scattering in $\R^n$, $n\ge 2$, described by the Schr\"odinger operator $P(h)=-h^2\Delta+V$, where $V$ is a short-range potential. With the aid of Maslov theory, we give a geometrical formula for the semiclassical asymptotics as $h\to 0$ of the scattering amplitude $f(\omega_-,\omega_+;\lambda,h)$ $\omega_+\neq\omega_-$) which remains valid in the presence of focal points at infinity (caustics). Crucial for this analysis are precise estimates on the asymptotics of the classical phase trajectories and the relationship between caustics in euclidean phase space and caustics at infinity.
Classical SDRT (Asher and Lascarides, 2003) discussed essential features of dialogue like adjacency pairs or corrections and up-dating. Recent work in SDRT (Asher, 2002, 2005) aims at the description of natural dialogue. We use this work to model situated communication, i.e. dialogue, in which sub-sentential utterances and gestures (pointing and grasping) are used as conventional modes of communication. We show that in addition to cognitive modelling in SDRT, capturing mental states and speech-act related goals, special postulates are needed to extract meaning out of contexts. Gestural meaning anchors Discourse Referents in contextually given domains. Both sorts of meaning are fused with the meaning of fragments to get at fully developed dialogue moves. This task accomplished, the standard SDRT machinery, tagged SDRSs, rhetorical relations, the up-date mechanism, and the Maximize Discourse Coherence constraint generate coherent structures. In sum, meanings from different verbal and non-verbal sources are assembled using extended SDRT to form coherent wholes.
Received views of utterance context in pragmatic theory characterize the occurrent subjective states of interlocutors using notions like common knowledge or mutual belief. We argue that these views are not compatible with the uncertainty and robustness of context-dependence in humanhuman dialogue. We present an alternative characterization of utterance context as objective and normative. This view reconciles the need for uncertainty with received intuitions about coordination and meaning in context, and can directly inform computational approaches to dialogue.

In semi-arid savannas, unsustainable land use can lead to degradation of entire landscapes, e.g. in the form of shrub encroachment. This leads to habitat loss and is assumed to reduce species diversity. In BIOTA phase 1, we investigated the effects of land use on population dynamics on farm scale. In phase 2 we scale up to consider the whole regional landscape consisting of a diverse mosaic of farms with different historic and present land use intensities. This mosaic creates a heterogeneous, dynamic pattern of structural diversity at a large spatial scale. Understanding how the region-wide dynamic land use pattern affects the abundance of animal and plant species requires the integration of processes on large as well as on small spatial scales. It is shown that an elliptic scattering operator A on a compact manifold with boundary with operator valued coefficients in the morphisms of a bundle of Banach spaces of class (HT ) and Pisier’s property (α) has maximal regularity (up to a spectral shift), provided that the spectrum of the principal symbol of A on the scattering cotangent bundle avoids the right half-plane. This is accomplished by representing the resolvent in terms of pseudodifferential operators with R-bounded symbols, yielding by an iteration argument the R-boundedness of λ(A − λ)−1 in R(λ)≥ τ for some τ ∈ IR. To this end, elements of a symbolic and operator calculus of pseudodifferential operators with R-bounded symbols are introduced. The significance of this method for proving maximal regularity results for partial differential operators is underscored by considering also a more elementary situation of anisotropic elliptic operators on Rd with operator valued coefficients.
Quantum dots (QDs) are common as luminescing markers for imaging in biological applications because their optical properties seem to be inert against their surrounding solvent. This, together with broad and strong absorption bands and intense, sharp tuneable luminescence bands, makes them interesting candidates for methods utilizing Forster Resonance Energy Transfer (FRET), e. g. for sensitive homogeneous fluoroimmunoassays (FIA). In this work we demonstrate energy transfer from Eu3+-trisbipyridin (Eu-TBP) donors to CdSe-ZnS-QD acceptors in solutions with and without serum. The QDs are commercially available CdSe-ZnS core-shell particles emitting at 655 nm (QD655). The FRET system was achieved by the binding of the streptavidin conjugated donors with the biotin conjugated acceptors. After excitation of Eu-TBP and as result of the energy transfer, the luminescence of the QD655 acceptors also showed lengthened decay times like the donors. The energy transfer efficiency, as calculated from the decay times of the bound and the unbound components, amounted to 37%. The Forster-radius, estimated from the absorption and emission bands, was ca. 77Å. The effective binding ratio, which not only depends on the ratio of binding pairs but also on unspecific binding, was obtained from the donor emission dependent on the concentration. As serum promotes unspecific binding, the overall FRET efficiency of the assay was reduced. We conclude that QDs are good substitutes for acceptors in FRET if combined with slow decay donors like Europium. The investigation of the influence of the serum provides guidance towards improving binding properties of QD assays.

Three quantum cryptographic protocols of multiuser quantum networks with embedded authentication, allowing quantum key distribution or quantum direct communication, are discussed in this work. The security of the protocols against different types of attacks is analysed with a focus on various impersonation attacks and the man-in-the-middle attack. On the basis of the security analyses several improvements are suggested and implemented in order to adjust the investigated vulnerabilities. Furthermore, the impact of the eavesdropping test procedure on impersonation attacks is outlined. The framework of a general eavesdropping test is proposed to provide additional protection against security risks in impersonation attacks.
In 2002 guidelines for the implementation of the internship programme for prospective teachers have been released in a joint venture by the Basic Education Sector Programme(BESP) of the GTZ (Gesellschaft für Technische Zusammenarbeit/German Technical Cooperation) and the Professional Development Centre (Teacher Education) of the National Institute for Education of Sri Lanka (NIE). These guidelines aim at assisting the National Colleges of Education (NCOEs) and internship schools in implementing the internship programme and at improving its efficiency and effectiveness in the local venues of teacher training. The Monitoring & Evaluation activity described in the present article was to assess as to how far the intentions originally associated with the internship programme are being accomplished. Its main task is to bring strengths and weaknesses of the programme to light and to appraise the current status of its implementation.

Differential and pseudo-differential operators on a manifold with (regular) geometric singularities can be studied within a calculus, inspired by the concept of classical pseudo-differential operators on a C1 manifold. In the singular case the operators form an algebra with a principal symbolic hierarchy σ = (σj)0≤j≤k, with k being the order of the singularity and σk operator-valued for k ≥ 1. The symbols determine ellipticity and the nature of parametrices. It is typical in this theory that, similarly as in boundary value problems (which are special edge problems, where the edge is just the boundary), there are trace, potential and Green operators, associated with the various strata of the configuration. The operators, obtained from the symbols by various quantisations, act in weighted distribution spaces with multiple weights. We outline some essential elements of this calculus, give examples and also comment on new challenges and interesting problems of the recent development.
In ihrem Bemühen, landwirtschaftliche Flächen standortgerecht zu bewirtschaften, sammelt eine zunehmende Anzahl landwirtschaftlicher Betriebe Informationen über die räumlich-zeitliche Verteilung von Boden- und Pflanzenmerkmalen auf ihren Schlägen. Diese Informationen dienen unmittelbar (Echtzeitansatz) oder mittelbar (Kartenansatz) zur Dosierung von Dünge- und Pflanzenschutzmitteln (Präzise Landbewirtschaftung). Zur Datensammlung werden vorrangig fahrzeuggestützte Sensoren und VIS- und NIR-Luftbilder, aufgenommen aus Sportflugzeugen, verwendet. Erste Betriebe erwerben von Dienstleistungsunternehmen aufbereitete Satelliten-Fernerkundungsdaten. Übernimmt eine Protestpartei Regierungsverantwortung, sieht sie ihre Prinzipien und Forderungen der realpolitischen Nagelprobe ausgesetzt. Es ist ein Dilemma von Anspruch und Wirklichkeit, ein Spagat zwischen Protestimage und Regierungspolitik , der diese Parteien oftmals zu zerreißen droht. Anhand der Fallstudien von vier mitregierenden Protestparteien in Deutschland sollen folgende Fragen beantwortet werden: Was macht eine Partei zur Protestpartei? Was waren die Ursachen für die Wahlerfolge der Grünen, der AL, der STATT-Partei und der Schill-Partei? Wie verliefen die Koalitionsverhandlungen? Welche Forderungen konnten die Protestparteien gegenüber ihren großen Koalitionspartnern durchsetzen? Wo mussten sie Abstriche machen? Welche Reformvorhaben wurden angedacht und welche wurden tatsächlich umgesetzt? Welche innerparteilichen Konflikte ergaben sich aus der neuen Rolle der Protestparteien? Letztendlich zeigt sich: Protestparteien scheitern nicht an ihrem schmalspurigen Programm, geringer Stammwählerschaft oder unerfahrenem Personal, sondern weil sie naturgemäß in die „Erwartungsfalle“ tappen.

Am 1. Mai 2004 trat die Tschechische Republik der Europäischen Union bei. Aufgrund der aus Sicht der EU unzureichenden Reformbestrebungen der tschechischen Regierung erfolgte der Beitritt zu einem Zeitpunkt als sich die öffentliche Verwaltung noch am Beginn ihrer Reform befand, was negative Auswirkungen auf die Fähigkeiten Tschechiens die aus der Mitgliedschaft erwachsenden Verpflichtungen zu erfüllen aber auch auf die Entscheidungs-findung auf EU-Ebene entfalten kann. Diese Diplomarbeit befasst sich mit dem Einfluss der europäischen Integration auf den öffentlichen Dienst am Beispiel der tschechischen Ministerialverwaltung. Dabei wird nicht nur der Umfang des Einflusses der EU untersucht, sondern auch auf Probleme wie Korruption, mangelnde Professionalität, Politisierung, etc. eingegangen. Ein besonderes Interesse gilt zudem der Analyse des im Jahr 2002 verabschiedeten aber bisher nicht implementierten Beamtengesetzes. Grundlage der Arbeit ist eine Literaturanalyse, die durch Gespräche mit Vertretern des tschechischen Regierungsamtes und des Innenministeriums, der Delegation der Europäischen Kommission in Prag sowie einigen Akademikern ergänzt wurde.

Nach einer der Humboldt-Forschung kaum bekannten und in der Sekundärliteratur bisher nicht berücksichtigten russischen Quelle wird über den Besuch A. v. Humboldts in einem uralischen Hüttenwerk während seiner russischen Reise von 1829 berichtet. Die Direktion der Eisenhütte Syssertski in der Nähe von Jekaterinburg gab Humboldt und seiner Begleitung nach der Besichtigung der Produktionsanlagen ein Essen, von dem der russische Zeitzeuge I. A. Schmakow eine anschauliche Schilderung entwirft. Die Episode ist charakteristisch für die Umstände der russischen Reise Humboldts wie für die Kommunikation zwischen ihm und seinen russischen Gastgebern.
