Wissen ist für die Bewältigung der Verwaltungsaufgaben eine wichtige Ressource.
Das wirft die Frage auf, wie das notwendige Wissen erzeugt, bewahrt, verteilt und auffindbar gemacht werden kann. Ein solches Wissensmanagement kann die Arbeit der Behörden qualitativ verbessern und effizienter machen. Dennoch wird Wissen in der Verwaltungspraxis bisher nur unzureichend gemanagt.
Ein systematisches Wissensmanagement erfordert personelle, finanzielle und technische Ressourcen. Sind diese nicht vorhanden, können Verwaltungen zunächst auf einzelne Instrumente des Wissensmanagements zurückgreifen, um ihre Arbeit mit begrenztem Aufwand zu verbessern.
Bestehende Forschung hat gezeigt, dass die Reformbereitschaft von Führungskräften eine wichtige Voraussetzung für die erfolgreiche Umsetzung von Veränderungsprojekten ist. Dieser Artikel geht der Frage nach, wie erklärt werden kann, warum einige Führungskräfte in der öffentlichen Verwaltung reformbereiter sind als andere. Er greift dabei auf eine Führungskräftebefragung aus dem Jahr 2010 zurück, die auf den Einschätzungen von 351 Verwaltungsmanagern aus der Ministerialverwaltung von Bund und Ländern basiert. Eine statistische Analyse dieser Daten kommt zu dem Ergebnis, dass die typische reformbereite Führungskraft intrinsisch motiviert ist, auf eine aufgabenorientierte Führung setzt sowie Arbeitserfahrung außerhalb der öffentlichen Verwaltung und keine juristische Ausbildung besitzt. Sie arbeitet auf oberer Hierarchieebene, ist jedoch eher mit Fach- als mit Führungsaufgaben beschäftigt. Der Artikel vertieft und erläutert diese Befunde sowie deren Implikationen für die Verwaltungspraxis.
Vergütung mit Zukunft

Im derzeit angespannten gesamtwirtschaftlichen Umfeld haben Unternehmen wenig Spielräume, über eine absolute Erhöhung der Vergütung Mitarbeiter zu werben, zu binden und zu motivieren. Gerade deshalb erhält die flexible und individuelle Gestaltung des Vergütungssystems für Fach- und Führungskräfte eine herausgehobene Bedeutung.
Traineeprogramme können im öffentlichen Dienst zur Rekrutierung und Ausbildung von Nachwuchskräften dienen. Solche Programme werden, im Gegensatz zur Privatwirtschaft, wo diese schon seit einigen Jahrzehnten Anwendung finden, im deutschen öffentlichen Dienst erst seit einigen Jahren durchgeführt. Eine erste empirische Erhebung zeigt nun, dass Traineeprogramme im öffentlichen Sektor gut geeignet sind, um Nachwuchskräfte auszubilden und in der Organisation zu sozialisieren. Als entscheidende Einflussfaktoren konnten eine klare Struktur des Programms, ein effektives off-the-job Training, bereichsübergreifende Projektarbeit, der Umfang der Betreuung der Trainees und der Einsatz der jeweiligen Behördenleitung für das Programm identifiziert werden. Deutlich wurde auch, dass während der Einführung eines Traineeprogramms die Trainee-Betreuer entsprechend vorbereitet werden müssen und in den Behörden Akzeptanz für diese neue Form der Nachwuchsgewinnung geschaffen werden muss (Change Management). Die Ergebnisse zeigen jedoch ebenso, dass sich solche Programme nicht zur Personalentwicklung bereits Beschäftigter eignen.

Dieses Buch gibt einen Überblick über die Funktion der Sozialleistungen im betrieblichen Vergütungssystem. Es verdeutlicht, was bei der Vergabe der einzelnen Leistungsarten zu berücksichtigen ist, zeigt deren Vor- und Nachteile für Arbeitgeber und Arbeitnehmer auf und gibt Hinweise auf kostengünstige Zusatzleistungen, die im Vergleich zu teureren Lösungen höhere Wertschätzung genießen. Im vorliegenden Beitrag werden ausgewählte Ergebnisse einer repräsentativen Untersuchung zur Position und Funktion des Arbeitsdirektors gemäß Mitbestimmungsgesetz von 1976 vorgestellt. Rund zehn Prozent aller Gesellschaften im Geltungsbereich des MitbestG 1976 sind öffentliche Unternehmungen — vorwiegend kommunale Verkehrsund Versorgungsunternehmen. Sie unterscheiden sich in vielerlei Hinsicht von privaten Firmen — nicht zuletzt auch in der Frage von Stellenwert und Ausgestaltung des Personalressorts in der Unternehmensleitung. Die Ausgestaltung der Personalfunktion in öffentlichen Unternehmen wird im folgenden mit dem Status des Personalressorts in der Privatwirtschaft verglichen.
Ein wichtiges Indiz für den Stellenwert des betrieblichen Personalwesens ist u.a. die Art und Weise, in der die Personalfunktion in der Unternehmensleitung vertreten ist. Es ist sicherlich nicht selbstverständlich, daß alle Vorstandsmitglieder das Personalmanagement als einen wichtigen Strategiefaktor ansehen und im Sinne moderner Human Resource Management-Konzeptionen ihren Beitrag zu dieser Top-Management-Aufgabe leisten. Andererseits gibt es gesetzliche Erfordernisse, welche die Existenz der Personalfunktion in der Unternehmensleitung jedenfalls formal vorsehen. So ist gemäß Mißbestimmungsgesetz 1976 ein Mitglied der Unternehmungsleitung als Arbeitsdirektor und mit Zuständigkeit für den Kernbereich der Personalund Sozialwesens zu bestellen. Dieter Wagner untersucht die Art und Weise, in der die Personalfunktion in der Unternehmensleitung vertreten ist. Diskutiert werden sowohl die Dezentralisation der Personalarbeit als non plus ultra des modernen Personalmanagements als auch die Bedeutung des strategischen Personalmanagements. Auf der Grundlage umfangreicher Untersuchungen über Arbeitsdirektoren bzw. Personalvorstände in mitbestimmten Unternehmungen werden die wichtigsten Handlungsgrundlagen und die Zusammenarbeit der Beteiligten an der Betriebs- und Unternehmensverfassung kritisch dargestellt. Darüber hinaus entwickelt der Autor konzeptionelle Perspektiven eines Human Resources Management durch die Unternehmensführung. Das Personal stellt zweifellos ein Erfolgspotenzial dar. Es verkörpert eine wertvolle Ressource. Optimierung werksübergreifender Geschäftsprozesse am Beispiel der Automobilzuliefererindustrie

Die Bedeutung der Zulieferer für die Automobilhersteller wächst stetig, weil die Zulieferer immer stärker in den gesamten Wertschöpfungsprozess des Herstellers eingebunden werden und somit ständig Planung, Qualität und Logistikabläufe optimiert werden müssen. Betriebliche Anwendungen, wie Enterprise Resource Planning- (ERP-) oder Produktionsplanung- und –steuerungs-(PPS-) Systeme werden benötigt, um den störungsfreien und reibungslosen Ablauf der Geschäftsprozesse und damit die ständige Lieferfähigkeit gegenüber dem Automobilhersteller zu garantieren [1]. Anhand eines Marktüberblicks werden in diesem Beitrag innovative Ansätze, Möglichkeiten und Koordinationsmechanismen zur Unterstützung der Produktion in verteilten Standorten von aktuellen ERP-/PPS-Systemen vorgestellt.

Bis heute gelingt es kaum, Begriffe rund um die Verwaltungsreform – von New Public Management bis zu den E-Modellen – schlüssig voneinander abzugrenzen. Dieses Defizit wird bei der Betrachtung des Konzepts Open Government erneut sichtbar. Der Begriff Open Government ist dabei nicht nur aus verwaltungswissenschaftlicher, sondern mit Blick auf die Instrumente der direkten Demokratie auch aus politikwissenschaftlicher Perspektive zu betrachten. Handelt es sich um einen Sammelbegriff für hauptsächlich schon Dagewesenes?
In diesem Beitrag werden einige motivationstheoretische Grundlagen erörtert, die bei der Entgeltfindling beachtet werden müssen. Dazu werden zuerst Aspekte der individuellen Attraktivität von Entgeltanreizen betrachtet. Anschließend wird die Frage beantwortet, unter welchen Bedingungen die Vergabe von attraktiven Leistungen auch zu einer höheren Arbeitsmotivation und damit zu einem besseren Leistungsverhalten der Mitarbeiter führt. Eine Übersicht über den Erklärungswert unterschiedlicher Motivationstheorien rundet die Darstellung ab.

Der Beitrag konzentriert sich auf die neue einheitliche Behördenrufnummer D115, als aktuelles, innovatives eGovernment-Projekt der deutschen Verwaltungsmodernisierung. Als theoretische Grundlage der hier vorliegenden empirischen verwaltungswissen schaftlichen Analyse sekundiert der Multilevel-Governance-Ansatz, welcher die Mehrebenenverflechtung der politisch-administrativen Strukturen, die Vielschichtigkeit und die besondere Governancestruktur des Reformvorhabens am besten erfassen dürfte. Die Analyse der Funktionsweise der Behördenrufnummer D115, der beteiligten Akteure und deren institutionell bedingter Motivation kommt insgesamt zum Ergebnis, dass der Ansatz für das Modernisierungsprojekt als geradezu exemplarisch zu betrachten ist. Die Berücksichtigung des Mehrebenencharakters sowie der dabei zur Anwendung kommen den Netzwerk- und Steuerungsmechanismen sind bei einem solchen Projekt und künftigen eGovernment-Projekten unverzichtbar.
Die Orientierung am Kunden und dessen individuellen Wünschen ist heutzutage von großer Bedeutung. Mit Hilfe eines Produktkonfigurationssystems ist es möglich, Produkte nach bestimmten Regeln aus bestimmten Bauteilen virtuell zu entwickeln [1] und somit die gewünschten Leistungsmerkmale der Kunden auf ihre Durchführbarkeit hin zu überprüfen. Diese Marktstudie vermittelt einen Überblick über Software, die zur Unterstützung von Wissensmanagement eingesetzt werden kann und berücksichtigt dabei die Spannweite von spezialisierten Suchmaschinen bis zu umfassenden integrierten Wissensmanagementsystemen. Die untersuchte Software bietet sowohl Unterstützung bei Community-orientierten Wissensmanagementansätzen als auch bei Information Retrieval. Die Einsatzmöglichkeiten sind genauso unterschiedlich wie die heterogenen Anforderungen von Unternehmen und Organisationen, die diese an Wissensmanagement stellen. Eine direkte Vergleichbarkeit aller untersuchten Softwareprodukte ist daher nicht sinnvoll.

Für viele Unternehmen hat sich der Stellenwert der Kundenbeziehung in den letzten Jahren nachhaltig verändert. Da Wettbewerbsfähigkeit häufig über die Beziehung zum Kunden definiert wird, ist den meisten Unternehmen die Bedeutung des Kundenwissens durchaus bewusst. Schon immer war die Beziehung zum Kunden für ein Unternehmen existenzkritisch, jedoch hat sich dazu die Situation auf den eigenen Absatzmärkten stark gewandelt. Bei Entscheidungen über abzulösende oder neue Anwendungssysteme kann mit Hilfe funktionaler Anforderungen immer nur der gegenwärtige oder vorhersehbare Bedarf ermittelt werden. In einem turbulenten Umfeld sind die Anwendungssysteme jedoch häufig langere Zeit im Einsatz als die Anforderungen gültig sind, mit Hilfe derer sie ausgewählt wurden. An der Universität Potsdam wird im Rahmen des BMBF-Projektes CHANGE eine Vorgehensweise zur Ermittlung der Zukunftsfähigkeit unternehmensweiter Anwendungssysteme entwickelt, deren wesentliche Merkmale in diesem Beitrag beschrieben werden.
Mittelständische Industrieunternehmen setzen für ihre betrieblichen Abläufe Planungs- und Ausführungssysteme ein. Aufgrund der Turbulenzen auf Absatz- und Beschaffungsmärkten kann die Wirtschaftlichkeit und Wettbewerbsfähigkeit dieser Unternehmen nur durch permanente Anpassungen der Organisationsstrukturen und -abläufe erfolgen. In der Praxis zeigt sich eine unzureichende technologische Anpassungsfähigkeit der heute eingesetzten Standardsoftwaresysteme. Diese lassen zwar während der Einführungsphase vielfältige Konfigurationsmöglichkeiten zu, Veränderungen im laufenden Betrieb sind aber meist nur mit großem Aufwand möglich. Hier sind die Softwarehersteller in Zukunft zunehmend gefordert, wandlungsfähige Auftragsabwicklungssysteme zu entwickeln. Über die Entwicklungsphase (Build-Time) hinaus muss auch parallel zur Betriebsphase (Run-Time) der technische Fortschritt aufgrund von geänderten Anforderungen durch entsprechende Softwarereleases synchronisiert werden.
Die entgeltbezogene Flexibilisierung und Individualisierung der Vertragsgestaltung ßr Führungskräfte stellt ein wichtiges Problemfeld des europäischen Personalmanagements dar. Ähnliche Herausforderungen gelten generell auch für das internationale Personalmanagement schlechthin. Allerdings stellen sich im Hinblick auf die sich herausbildende Europäische Wirtschafts-, Währungs- und Sozialunion ungleich stärkere Harmonisierungserfordernisse. Grundsätzlich liegen in den einzelnen Ländern höchst unterschiedliche Arbeitskosten vor. Auch die Produktivitätsunterschiede sind enorm. Darüber hinaus sind alle wesentlichen sozial-rechtlichen Rahmenbedingungen höchst verschieden geregelt. Es verwundert daher nicht, daß die rechtlichen Grundlagen für den Einsatz von Führungskräften im Ausland ebenfalls recht vielfältig sind. Dabei fragt es sich, ob anstelle einer Harmonisierung um jeden Preis nicht eine Angleichung auf einem "mittleren" Niveau und darüber hinaus eine hinreichende Flexibilisierung der Vergütung von Führungskräften erfolgen sollte. In diesem Zusammehang werden einige typische Praxisbeispiele vorgestellt und problematisiert.
Dieser Artikel adressiert zwei bisher nur wenig untersuchte Aspekte der Führungsforschung: Führungsverhalten im öffentlichen Sektor und Faktoren die Führungsverhalten beeinflussen. Mittels einer Fallstudie in der Bundesagentur für Arbeit werden explorativ Hypothesen über Einflussfaktoren des Führungsverhaltens aufgestellt. Die Studie kommt zu der Erkenntnis, dass eine oftmals angenommene Führungslücke im öffentlichen Sektor nicht bestätigt werden kann. Für das ausgeprägte Führungsverhalten, das in der Fallstudie beobachtet wurde, wird als Determinante die besondere Ausgestaltung des Managementsystems der Bundesagentur für Arbeit verantwortlich gemacht. Dazu gehört unter anderem das Performance Management System sowie die Führungskräfteauswahl und -entwicklung. Die Arbeit schließt mit Empfehlungen für weitere Forschungsansätze auf dem Gebiet der Führungsforschung im öffentlichen Sektor.
Der folgende Beitrag behandelt (freiwillige) Prüfungen als Investition. Er zeigt auf, welche positiven und negativen Wirkungen mit Prüfungen verbunden sein können und welche Schwierigkeiten besteben, diese Wirkungen zu prognostizieren und zu bewerten. Er kommt zu dem Ergebnis, daß die Anwendungsbedingungen für quantitative Entscheidungsmodelle im allgemeinen nicht erfüllbar sind. Statt Investitionsrecbnungsverfabren sollten deshalb Nutzwertanalysen verwandt werden, um die Entscheidung über die Durchführung einer konkreten Prüfung vorzubereiten. Diese sind der Problemstruktur von Prüfungen angemessener; aber auch sie können die Subjektivität der Entscheidung nicht aufheben, sondern nur explizit darlegen. Der Beitrag untersucht abschließend einige Faktoren, die das Verhalten von Entscheidungsträgem in solchen Entscheidungssituationen beeinflussen.

Der folgende Beitrag untersucht die rechtlichen und faktischen Beziehungen des Abschlußprüfers zu den Organen der Aktiengesellschaft. Er kommt zu dem Ergebnis, daß die (Macht-)Stellung des Abschlußprüfers nicht unbedingt die Publizitätsziele gewährleistet, sondern daß alle Belastungen aus einem Konflikt mit der Unternehmensleitung von dem Berufsethos der verantwortlichen Wirtschaftsprüfer aufgefangen werden müssen, zumal auch extern ihre Stellung nur unzulänglich abgesichert ist. Die Analyse schließt mit einem Katalog rechtspolitischer Alternativen. Die Vorschläge zielen darauf ab, den Einfluß des Vorstands auf die Prüfungsdurchführung so weit als möglich auf seine Funktion als Auskunftsperson zu reduzieren, die Kommunikations- und Sozialbeziehungen des Abschlußprüfers zum Aufsichtsrat und zur Hauptversammlung zu intensivieren und die Machtgrundlagen dieser Prüfungsadressaten zu erweitern.

Der vorliegende Beitrag faßt die wichtigsten Ergebnisse einer Untersuchung zur organisatorischen Eingliederung des Personalressorts in die Unternehmensstruktur zusammen: Nur in einem Drittel der betroffenen Unternehmen wurde erst durch das MitbestG von 1976 ein Personalressort initiiert. In den übrigen Unternehmen war ein Personalressort bereits vor 1976 i m Vorstand etabliert. Dabei liegt der Anteil der Arbeitsdirektoren, die eine ausschließliche Zuständigkeit für das Personalressort haben, bei knapp 30%. Über 70% vertreten in der Geschäftsleitung mindestens ein weiteres Ressort. Auch der Kompetenzbereich der Arbeitsdirektoren im Hinblick auf personalpolitische Aufgaben ist nicht einheitlich. So sind in 100% der befragten Unternehmen die Arbeitsdirektoren für Fragen der Betriebsverfassung zuständig Lediglich 82,5% übertragen ihnen dagegen die Zuständigkeit für Leitende Angestellte. Auch hinsichtlich der Organisation des Personalwesens gibt es erhebliche Unterschiede zwischen den Unternehmen, abhängig von Unternehmensgröße, Branche, Produktionsprogramm und historischen Entwicklungen.

Die Dynamik der Umwelt läßt die Komplexität unternehmenspolitischer Entscheidungen weiterhin ansteigen. Die Unternehmen sehen sich deshalb zunehmend vor die Alternative gestellt, ob sie zur Lösung komplexer Probleme Berater hinzuziehen sollen. Diese Entscheidung ist mit einer hohen Unsicherheit verbunden, denn Berater werden gerade bei schlechtstrukturierten Problemen erwogen. Eine „rationale" Lösung wird zusätzlich erschwert durch stark ausgeprägte persönliche Motive, die für oder gegen eine Konsultation von Beratern sprechen. Deshalb sind quantitative Modelle, wie sie üblicherweise für den Fremdbezug von Leistungen empfohlen werden, wenig geeignet. Das Thema Bestandsmanagement ist bereits seit Mitte der 80er Jahre bekannt. Es betrifft alle warenwirtschaftlichen Prozesse zur Planung und Steuerung von Beständen. Dabei muss es mit den Schwierigkeiten umgehen können, die aus den stetig wachsenden Marktanforderungen hervorgehen. Dazu gehört neben dem enorm hohen Kostendruck und die sich gleichzeitig stetig verkürzenden Liefer- und Produktlebenszeiten auch die rapide steigende Variantenvielfalt. Aus traditioneller, aufbauorganisatorischer Sicht gilt die Arbeitszeit als eine Randbedingung bei der Aufgabengestaltung. Sofern persönliche Arbeitszeit und Betriebszeit jedoch nicht notwendigerweise übereinstimmen müssen und auch eine zunehmende Entkopplung von Mensch-Mensch- und Mensch-Maschine- Systemen denkbar ist, desto eher ist auch die Arbeitszeit selbst in organisatorische Überlegungen mit einzubeziehen.
