Social media platforms provide a large array of behavioral data relevant to social scientific research. However, key information such as sociodemographic characteristics of agents are often missing. This paper aims to compare four methods of classifying social attributes from text. Specifically, we are interested in estimating the gender of German social media creators. By using the example of a random sample of 200 YouTube channels, we compare several classification methods, namely (1) a survey among university staff, (2) a name dictionary method with the World Gender Name Dictionary as a reference list, (3) an algorithmic approach using the website gender-api.com, and (4) a Multinomial Naïve Bayes (MNB) machine learning technique. These different methods identify gender attributes based on YouTube channel names and descriptions in German but are adaptable to other languages. Our contribution will evaluate the share of identifiable channels, accuracy and meaningfulness of classification, as well as limits and benefits of each approach. We aim to address methodological challenges connected to classifying gender attributes for YouTube channels as well as related to reinforcing stereotypes and ethical implications.

World market governance

Democratic capitalism or liberal democracy, as the successful marriage of convenience between market liberalism and democracy sometimes is called, is in trouble. The market economy system has become global and there is a growing mismatch with the territoriality of the nation-states. The functional global networks and inter-governmental order can no longer keep pace with the rapid development of the global market economy and regulatory capture is all too common. Concepts like de-globalization, self-regulation, and global government are floated in the debate. The alternatives are analysed and found to be improper, inadequate or plainly impossible. The proposed route is instead to accept that the global market economy has developed into an independent fundamental societal system that needs its own governance. The suggestion is World Market Governance based on the Rule of Law in order to shape the fitness environment for the global market economy and strengthen the nation-states so that they can regain the sovereignty to decide upon the social and cultural conditions in each country. Elements in the proposed Rule of Law are international legislation decided by an Assembly supported by a Council, and an independent Judiciary. Existing international organisations would function as executors. The need for broad sustained demand for regulations in the common interest is identified.
Since 1980 Iraq passed through various wars and conflicts including Iraq-Iran war, Saddam Hussein’s the Anfals and Halabja campaigns against the Kurds and the killing campaigns against Shiite in 1986, Saddam Hussein’s invasion of Kuwait in August 1990, the Gulf war in 1990, Iraq war in 2003 and the fall of Saddam, the conflicts and chaos in the transmission of power after the death of Saddam, and the war against ISIS . All these wars left severe impacts in most households in Iraq; on women and children in particular.
The consequences of such long wars could be observed in all sectors including economic, social, cultural and religious sectors. The social structure, norms and attitudes are intensely affected. Many women specifically divorced women found them-selves in challenging different difficulties such as social as well as economic situations. Thus the divorced women in Iraqi Kurdistan are the focus of this research.
Considering the fact that there is very few empirical researches on this topic, a constructivist grounded theory methodology (CGT) is viewed as reliable in order to come up with a comprehensive picture about the everyday life of divorced women in Iraqi Kurdistan. Data collected in Sulaimani city in Iraqi Kurdistan. The work of Kathy Charmaz was chosen to be the main methodological context of the research and the main data collection method was individual intensive narrative interviews with divorced women.
Women generally and divorced women specifically in Iraqi Kurdistan are living in a patriarchal society that passing through many changes due to the above mentioned wars among many other factors. This research is trying to study the everyday life of divorced women in such situations and the forms of social insecurity they are experiencing. The social institutions starting from the family as a very significant institution for women to the governmental and non-governmental institutions that are working to support women, and the copying strategies, are in focus in this research. The main research argument is that the family is playing ambivalent roles in divorced women’s life. For instance, on one side families are revealed to be an essential source of security to most respondents, on the other side families posed also many threats and restrictions on those women. This argument supported by what called by Suad joseph "the paradox of support and suppression" . Another important finding is that the stat institution(laws , constitutions ,Offices of combating violence against woman and family) are supporting women somehow and offering them protection from the insecurities but it is clear that the existence of the laws does not stop the violence against women in Iraqi Kurdistan, As explained by Pateman because the laws /the contract is a sexual-social contract that upholds the sex rights of males and grants them more privileges than females. The political instability, Tribal social norms also play a major role in influencing the rule of law.
It is noteworthy to refer that analyzing the interviews in this research showed that in spite that divorced women living in insecurities and facing difficulties but most of the respondents try to find a coping strategies to tackle difficult situations and to deal with the violence they face; these strategies are bargaining, sometimes compromising or resisting …etc. Different theories used to explain these coping strategies such as bargaining with patriarchy. Kandiyoti who stated that women living under certain restraints struggle to find way and strategies to enhance their situations. The research finding also revealed that the western liberal feminist view of agency is limited this is agree with Saba Mahmood and what she explained about Muslim women agency. For my respondents, who are divorced women, their agency reveals itself in different ways, in resisting or compromising with or even obeying the power of male relatives, and the normative system in the society. Agency is also explained the behavior of women contacting formal state institutions in cases of violence like the police or Offices of combating violence against woman and family.
Why choice matters

Measures of democracy are in high demand. Scientific and public audiences use them to describe political realities and to substantiate causal claims about those realities. This introduction to the thematic issue reviews the history of democracy measurement since the 1950s. It identifies four development phases of the field, which are characterized by three recurrent topics of debate: (1) what is democracy, (2) what is a good measure of democracy, and (3) do our measurements of democracy register real-world developments? As the answers to those questions have been changing over time, the field of democracy measurement has adapted and reached higher levels of theoretical and methodological sophistication. In effect, the challenges facing contemporary social scientists are not only limited to the challenge of constructing a sound index of democracy. Today, they also need a profound understanding of the differences between various measures of democracy and their implications for empirical applications. The introduction outlines how the contributions to this thematic issue help scholars cope with the recurrent issues of conceptualization, measurement, and application, and concludes by identifying avenues for future research.
Previous research has documented only a modest success rate for imposed sanctions. By contrast, the success rate is higher in cases that are settled at the threat stage. In this article, the authors provide new insights about the circumstances under which sanctions cause behavioral change only after being imposed. First, the target must initially underestimate the impact of sanctions, miscalculate the sender's determination to impose them, or wrongly believe that sanctions will be imposed and maintained whether it yields or not. Second, the target's misperceptions must be corrected after sanctions are imposed. A game-theoretical model with incomplete information is used to develop and clarify the argument
When are international organizations (IOs) responsive to the policy problems that motivated their establishment? While it is a conventional assumption that IOs exist to address transnational challenges, the question of whether and when IO policy-making is responsive to shifts in underlying problems has not been systematically explored. This study investigates the responsiveness of IOs from a large-n, comparative approach. Theoretically, we develop three alternative models of IO responsiveness, emphasizing severeness, dependence, and power differentials. Empirically, we focus on the domain of security, examining the responsiveness of eight multi-issue IOs to armed conflict between 1980 and 2015, using a novel and expansive dataset on IO policy decisions. Our findings suggest, first, that IOs are responsive to security problems and, second, that responsiveness is not primarily driven by dependence or power differentials but by problem severity. An in-depth study of the responsiveness of the UN Security Council using more granular data confirms these findings. As the first comparative study of whether and when IO policy adapts to problem severity, the article has implications for debates about IO responsiveness, performance, and legitimacy.
In this article, we examine the effects of political change on name changes of units within central government ministries. We expect that changes regarding the policy position of a government will cause changes in the names of ministerial units. To this end we formulate hypotheses combining the politics of structural choice and theories of portfolio allocation to examine the effects of political changes at the cabinet level on the names of intra-ministerial units. We constructed a dataset containing more than 17,000 observations on name changes of ministerial units between 1980 and 2013 from the central governments of Germany, the Netherlands, and France. We regress a series of generalized estimating equations (GEE) with population averaging models for binary outcomes. Finding variations across the three political-bureaucratic systems, we overall report positive effects of governmental change and ideological positions on name changes within ministries.

The chapter argues that populism as a modern phenomenon is closely linked with the great democratic revolutions that, for the first time in history, addressed ‘the people’ as the sovereign, thereby constituting the modern citizen. Yet, ‘the people’ can and do draw boundaries between ‘us’ and ‘them’. In an analytical perspective the article suggests a distinction between three forms of populism, ‘organic populism’, ‘liberal economic populism’, and ‘liberal cultural populism’, that operate differently. Applying closure theory to these different forms allows understanding of the different processes of populist politics that today promote exclusion by applying differentiated strategies of social closure.
In the past decades, development cooperation (DC) led by conventional bi- and multilateral donors has been joined by a large number of small, private or public-private donors. This pluralism of actors raises questions as to whether or not these new donors are able to implement projects more or less effectively than their conventional counterparts. In contrast to their predecessors, the new donors have committed themselves to be more pragmatic, innovative and flexible in their development cooperation measures. However, they are also criticized for weakening the function of local civil society and have the reputation of being an intransparent and often controversial alternative to public services. With additional financial resources and their new approach to development, the new donors have been described in the literature as playing a controversial role in transforming development cooperation. This dissertation compares the effectiveness of initiatives by new and conventional donors with regard to the provision of public goods and services to the poor in the water and sanitation sector in India.
India is an emerging country but it is experiencing high poverty rates and poor water supply in predominantly rural areas. It lends itself for analyzing this research theme as it is currently being confronted by a large number of actors and approaches that aim to find solutions for these challenges .
In the theoretical framework of this dissertation, four governance configurations are derived from the interaction of varying actor types with regard to hierarchical and non-hierarchical steering of their interactions. These four governance configurations differ in decision-making responsibilities, accountability and delegation of tasks or direction of information flow. The assumption on actor relationships and steering is supplemented by possible alternative explanations in the empirical investigation, such as resource availability, the inheritance of structures and institutions from previous projects in a project context, gaining acceptance through beneficiaries (local legitimacy) as a door opener, and asymmetries of power in the project context.
Case study evidence from seven projects reveals that the actors' relationship is important for successful project delivery. Additionally, the results show that there is a systematic difference between conventional and new donors. Projects led by conventional donors were consistently more successful, due to an actor relationship that placed the responsibility in the hands of the recipient actors and benefited from the trust and reputation of a long-term cooperation. The trust and reputation of conventional donors always went along with a back-up from federal level and trickled down as reputation also at local level implementation. Furthermore, charismatic leaders, as well as the acquired structures and institutions of predecessor projects, also proved to be a positive influencing factor for successful project implementation.
Despite the mixed results of the seven case studies, central recommendations for action can be derived for the various actors involved in development cooperation. For example, new donors could fulfill a supplementary function with conventional donors by developing innovative project approaches through pilot studies and then implementing them as a supplement to the projects of conventional donors on the ground. In return, conventional donors would have to make room the new donors by integrating their approaches into already programs in order to promote donor harmonization. It is also important to identify and occupy niches for activities and to promote harmonization among donors on state and federal sides.
The empirical results demonstrate the need for a harmonization strategy of different donor types in order to prevent duplication, over-experimentation and the failure of development programs. A transformation to successful and sustainable development cooperation can only be achieved through more coordination processes and national self-responsibility.
Voting for Votes

Scholars frequently expect parties to act strategically in parliament, hoping to affect their electoral fortunes. Voters assumingly assess parties by their activity and vote accordingly. However, the retrospective voting literature looks mostly at the government's outcomes, leaving the opposition understudied. We argue that, for opposition parties, legislative voting constitutes an effective vote-seeking activity as a signaling tool of their attitude toward the government. We suggest that conflictual voting behavior affects voters through two mechanisms: as a signal of opposition valence and as means of ideological differentiation from the government. We present both aggregate- and individual-level analyses, leveraging a dataset of 169 party observations from 10 democracies and linking it to the CSES survey data of 27,371 respondents. The findings provide support for the existence of both mechanisms. Parliamentary conflict on legislative votes has a general positive effect on opposition parties' electoral performance, conditional on systemic and party-specific factors.
The past few years have witnessed the emergence of a plethora of transnational climate governance experiments. They have been developed by a broad range of actors, such as cities, non-profit organizations, and private corporations. Several scholars have lately devoted particular attention to voluntary global business initiatives in the policy domain of climate change. Their studies have provided considerable insights into the role and function of such new modes of climate governance. However, the precise nature of the relationship between the various climate governance experiments and the international climate negotiations has not been analyzed in enough detail. Against this backdrop, the present article explores the interplay of a business sector climate governance experiment, i.e. the Greenhouse Gas Protocol (GHG Protocol) with the international climate regime. On the one hand, the article underscores that the GHG Protocol has filled a regulatory gap in global climate policy-making by providing the means for the corporate sector to comprehensively account and report their GHGs. On the other hand, it reveals that the application of the GHG Protocol guidelines depends to a large extent on the existence of an overarching policy framework set up by nation-states at the intergovernmental level. Only if private companies receive a clear political signal that stringent mandatory GHG emission controls and a global market-based instrument are at least likely to be adopted will they put substantial efforts into the accurate measurement and management of their GHGs. Thus, this article points to the limits of climate governance experimentation and suggests that business sector climate governance experiments need to be embedded in a coherent international regulatory setting which generates a clear stimulus for corporate action.
This article explores the practice and political significance of politicians’ journeys to conflict zones. It focuses on the German example, looking at field trips to theatres of international intervention as a way of first-hand knowledge in policymaking. Paying tribute to Lisa Smirl and her work on humanitarian spaces, objects and imaginaries and on liminality in aid worker biographies, two connected arguments are developed. First, through the exploration of the routinized practices of politicians’ field trips the article shows how these journeys not only remain confined to the ‘auxiliary space’ of aid/intervention, but that it is furthermore a staged reality of this auxiliary space that most politicians experience on their journeys. The question is then asked, second, what politicians actually experience on their journeys and how their experiences relate to their policy knowledge about conflict and intervention. It is shown that political field trips enable sensory/affectual, liminoid and liminal experiences, which have functions such as authority accumulation, agenda setting, community building, and civilizing domestic politics, while at the same time reinforcing, in most cases, pre-existing conflict and intervention imaginaries.

This article discusses how much the clean development mechanism (CDM) can contribute to the deployment of renewable energies (RE) in China. While there are at least two general barriers to utilizing CDM finance for RE deployment - namely high project costs and the proof of additionality - this article argues that an appropriate national regulation Can lead RE technologies to a stage of commercialisation at which CDM financing can become crucial. For an assessment of the current policy mix in place in China for the deployment of renewable energies, the article compares the national Chinese regulations for renewable energies and China's specific CDM rules for their impact: where do general and CDM-specific regulations for the promotion of renewable energies provide synergies, where does the policy- making on these two levels collide?
Whereas the US President signed the Kyoto Protocol, the failure of the US Congress to ratify it seriously hampered subsequent international climate cooperation. This recent US trend, of signing environmental treaties but failing to ratify them, could thwart attempts to come to a future climate agreement. Two complementary explanations of this trend are proposed. First, the political system of the US has distinct institutional features that make it difficult for presidents to predict whether the Senate will give its advice and consent to multilateral environmental agreements (MEAs) and whether Congress will pass the required enabling legislation. Second, elected for a fixed term, US presidents might benefit politically from supporting MEAs even when knowing that legislative support is not forthcoming. Four policy implications are explored, concerning the scope for unilateral presidential action, the potential for bipartisan congressional support, the effectiveness of a treaty without the US, and the prospects for a deep, new climate treaty.
Policy relevance
Why does the failure of US ratification of multilateral environmental treaties occur? This article analyses the domestic political mechanisms involved in cases of failed US ratification. US non-participation in global environmental institutions often has serious ramifications. For example, it sharply limited Kyoto's effectiveness and seriously hampered international climate negotiations for years. Although at COP 17 in Durban the parties agreed to negotiate a new agreement by 2015, a new global climate treaty may well trigger a situation resembling the one President Clinton faced in 1997 when he signed Kyoto but never obtained support for it in the Senate. US failure to ratify could thwart future climate agreements.
Quality management (QM) in teaching and learning has strongly “infected” the higher education sector and spread around the world. It has almost everywhere become an integral part of higher education reforms. While existing research on QM mainly focuses on the national level from a macro-perspective, its introduction at the institutional level is only rarely analyzed. The present article addresses this research gap. Coming from the perspective of organization studies, it examines the factors that were crucial for the introduction of QM at higher education institutions in Germany. As the introduction of QM can be considered to be a process of organizational change, the article refers to Kurt Lewin’s seminal concept of “unfreezing” organizations as a theoretical starting point. Methodologically, a mixed methods approach is applied by combining qualitative data derived from interviews with institutional quality managers and quantitative data gathered from a nationwide survey. The results show that the introduction of QM is initiated by either internal or external processes. Furthermore, some institutions follow a rather voluntary approach of unfreezing, while others show modes of forced unfreezing. Consequently, the way how QM was introduced has important implications for its implementation.
Given the rising popularity of social networking sites (SNSs), the influence of these platforms on the subjective well-being (SWB) of their users is an emerging topic in information systems research. Building on the norm of reciprocity and the social functional approach to positive emotions, we posit that targeted reciprocity-evoking forms of SNS activities are best suited to promote users’ positive emotions. The favourable potential of these activities is likely to be particularly pronounced among adolescents who pay special attention to social acceptance, which can be channelled with the help of reciprocal communication. Therefore, we conducted a quantitative 7-day diary study of 162 adolescent Facebook users attending German schools, looking at the impact of their daily SNS activities on their SWB. Based on a linear mixed model analysis, our results confirm a positive link between targeted reciprocity-evoking activities – such as chatting, giving and receiving feedback – and adolescents’ positive emotions. Our findings provide a reassuring perspective on the implications of the sociotechnical design of SNS communication channels. Specifically, by encouraging targeted activities, providers, users, and other stakeholders can ensure the beneficial impact of this technology on users’ SWB.
Understanding and accounting for the effect of exchange rate fluctuations on global learning rates

Learning rates are a central concept in energy system models and integrated assessment models, as they allow researchers to project the future costs of new technologies and to optimize energy system costs. Here we argue that exchange rate fluctuations are an important, but thus far overlooked, determinant of the learning-rate variance observed in the literature. We explore how empirically observed global learning rates depend on where technologies are installed and which currency is used to calculate the learning rate. Using global data of large-scale photovoltaic (>= 5 MW) plants, we show that the currency choice can result in learning-rate differences of up to 16 percentage points. We then introduce an adjustment factor to correct for the effect of exchange rate and market focus fluctuations and discuss the implications of our findings for innovation scholars, energy modellers and decision makers. <br /> Learning rates are a measure of reduction in costs of energy from technologies such as solar photovoltaics. These are often estimated internationally with all monetary figures converted to a single currency, often US dollars. Lilliestam et al. show that such conversions can significantly affect the learning rate estimates.
Es gibt in Berlin eine einzigartige Vereinslandschaft im Amateur – und semiprofessionellen Fußballsport, in der einst von türkischen Migranten gegründete Vereine einen festen Platz einnehmen. Fußballsport bietet einen sozialen Raum für Jugendliche verschiedener kultureller, ethnischer und religiöser Herkunft, in dem Gruppen gebildet werden, um gegen einander zu konkurrieren. Ebenso eröffnet Fußball dem Einzelnen die Möglichkeit, die Gültigkeit und Relevanz von Vorurteilen und von gängigen Stereotypisierungen anderer Gruppen im Spielalltag einer ständigen Prüfung zu unterziehen. Fußballspieler können sich sowohl zwischen multi-kulturellen als auch mono-ethnischen Gruppenkonstellationen, in einigen Fällen auch in transnationalen Konstellationen bewegen, womit sie dabei wesentlich an der Sinngebung ihrer eigenen sozialen Zugehörigkeit mitwirken, die sich aus dem Spannungsfeld von Selbst- und Fremdwahrnehmungsmustern ergibt. In Folge dessen werden in diesem Raum Anerkennungsmechanismen konstituiert.
Die vorliegende Dissertation befasst sich mit dem alltäglichen Leben von türkisch-stämmigen, jugendlichen Amateur- und semiprofessionellen Fußballspielern (delikanli), sowie von anderen sozialen Akteuren der türkischen Fußballwelt, wie zum Beispiel „ältere“ Fußballspieler (agbi) und Fußballtrainer (hoca). Hauptanliegen der Arbeit war die Rekonstruktion kollektiver Wahrnehmungs-, Deutungs - und Handlungsmuster von Mitgliedern türkischer Fußballvereine im allgemeinen und ihrer Selbstdarstellung aber auch ihrer Wahrnehmung der „Anderen“ im besonderen. Mittels dieser Studie sollte nachvollzogen werden, ob und inwiefern sich traditionelle soziale Verhaltensmuster der gewählten Gruppe im technisch regulierten und stark Konkurrenz-orientierten Handlungsraum widerspiegeln und die reziproken Beziehungen zwischen dem „Selbst“ und den „Anderen“ regulieren. Dabei wurde die Relevanz von herkunftsbezogenen Stereotypisierungen und Vorurteilen in der kollektiven Konstitution von Selbstwahrnehmungen und Fremdverstehen im partikularen sozialen Feld (Bourdieu, 2001) des Fußballs rekonstruiert.
In dieser Arbeit wurde darüber hinaus beleuchtet, welche Rolle türkische Fußballvereine auf der einen Seite bei der Entstehung sozialer Raumzugehörigkeit zu den Stadtquartieren in Berlin einnehmen und welche Art von Mechanismen der sozialen Integration sie in diesen Vereinen herstellen. Auf der anderen Seite wurde hinterfragt, inwiefern sie zur sozialen Kohäsion zwischen diversen Kulturen beitragen. Daher wurde geprüft, ob und inwiefern die negativ konnotierte ethnozentrische Wahrnehmung von „Differenz“ (Bielefeld, 1998), die als soziales Konstrukt zwischen autochthonen und allochthonen Gruppen hergestellt wird, durch das Engagement der Vereinsakteure einen konstruktiven Wandel erfährt.
Übergeordnetes Ziel all dieser Forschungsfragen war es, ein fundiertes Verständnis über die Rolle von türkischen Fußballvereinen als soziale Mechanismen zu erlangen und deren Funktionsweise bei der Konstitution von Anpassungsstrategien in diesem sozialen Feld untersuchen. Detailliert wurde diese Rolle unter der Konzeptualisierung von sozialen Positionierungsmuster betrachtet, die als Gefüge von Deutungen des Alltäglichen verstanden werden, das individuelle und kollektive Handlungsmuster und implizit Muster des Fremdverstehens sowie des othering im Migrationskontext reguliert. Eine Rekonstruktion der sozialen Positionierungsmuster bietet eine eingehende soziologische Untersuchung dieser Teilnehmergruppe, die zudem Aufschluss über die Bedeutung und das Verständnis von ethnischer Zugehörigkeit für letztere gibt.
Neben umfangreicher Feldbeobachtung wurden in dieser qualitativen Studie mit Spielern verschiedener Vereine insgesamt zehn Gruppendiskussionen (Bohnsack, 2004) innerhalb ihrer Mannschaften zu gemeinsamen alltäglichen Erlebnissen und Erfahrungen durchgeführt, aufgezeichnet und mittels sozialwissenschaftlichem hermeneutischem Verfahren (Soeffner, 2004) interpretiert. Auch mit anderen Vereinsmitgliedern, d. h. mit Trainern bzw. hoca, Vorsitzenden, Managern und Sponsoren wurden jeweils zehn narrative und sieben biographische Einzelinterviews sowie sieben Experteninterviews durchgeführt. Deren Analyse erlaubt es, die Rolle dieser Mitglieder sowie wirkende Autoritätsmechanismen und kollektiv konstituierte Verhaltensmuster innerhalb der gesamten Vereinsgruppe zu rekonstruieren. Dabei wurde bezweckt, die Gesamtheit des sozialen Netzwerkes bzw. die Beziehungsschemata innerhalb der türkischen Fußballvereine Berlins zu verdeutlichen.
In der Arbeit werden zwei Standpunkte der theoretischen Auseinandersetzung verwendet. Auf der einen Seite wird die Lebensweltanalyse (Schütz und Luckmann, 1979, 1990) angewendet, um das soziale Erbe der in der Vergangenheit gesellschaftlich konstituierten Titulierung „Menschen mit Migrationshintergrund“ zu rekonstruieren, bzw. den Einfluss dieser sozialen Reproduktion auf die Wahrnehmungs-, Deutungs- und Handlungsmuster der Akteure zu untersuchen. Auf der anderen Seite wird die soziale Wirkung der tatsächlichen, alltäglichen Erfahrungsschemata im sozialen Feld des Fußballs auf die Selbstpositionierungen der Akteure mittels Goffmanscher Rahmenanalyse (Goffman, 1980) herausgearbeitet.
Trumponomics

Trump’s foreign policy vision and Trumponomics is deconstructed in an attempt to find a theoretical framework. It is shown that Trump projects a vision without much ideology but arguably a vision with sufficient potential for pragmatism and Realpolitik. Theoretical and conceptual frameworks, including philosophical, political and economic perspectives, and Trump’s mercantilist groundings are articulated. It is argued that Trumponomics contrasts with the ‘transformational diplomacy’ of previous USA administrations. Instead it is immersed in short-sighted ‘transactional diplomacy’, which will have a significant impact on the values of development aid.
This article rests on the assumption of the “complexity, messiness, power relations, and contested character of the contemporary dualistic system,” which comprises great powers and “superimposed, functionally differentiated global subsystems of world society” (Cohen 2012:5). The article argues that this framework is being shaped by the current transition of global order. In turn, this raises the question how the state-led negotiation of today's order transition can be understood against the backdrop of a post-Westphalian environment. The article challenges the widespread argument pertaining to the “autonomy of transnational actors” by suggesting that the influence of nonstate actors is dependent on a particular institutional context in which the key political questions framing a social order are settled. Whereas research on international institutions and their design simply assumes that this is the case, here it is argued that unless these framing patterns are agreed upon by major powers, the respective order and its elements, that is, institutions and regimes, remain contested or deadlocked. When this happens, the political impact of non-state actors is largely neutralized or strongly weakened and their effective autonomy from great powers is minimized.
Translating innovation

This doctoral thesis studies the process of innovation adoption in public administrations, addressing the research question of how an innovation is translated to a local context. The study empirically explores Design Thinking as a new problem-solving approach introduced by a federal government organisation in Singapore. With a focus on user-centeredness, collaboration and iteration Design Thinking seems to offer a new way to engage recipients and other stakeholders of public services as well as to re-think the policy design process from a user’s point of view. Pioneered in the private sector, early adopters of the methodology include civil services in Australia, Denmark, the United Kingdom, the United States as well as Singapore. Hitherto, there is not much evidence on how and for which purposes Design Thinking is used in the public sector.
For the purpose of this study, innovation adoption is framed in an institutionalist perspective addressing how concepts are translated to local contexts. The study rejects simplistic views of the innovation adoption process, in which an idea diffuses to another setting without adaptation. The translation perspective is fruitful because it captures the multidimensionality and ‘messiness’ of innovation adoption. More specifically, the overall research question addressed in this study is: How has Design Thinking been translated to the local context of the public sector organisation under investigation? And from a theoretical point of view: What can we learn from translation theory about innovation adoption processes?
Moreover, there are only few empirical studies of organisations adopting Design Thinking and most of them focus on private organisations. We know very little about how Design Thinking is embedded in public sector organisations. This study therefore provides further empirical evidence of how Design Thinking is used in a public sector organisation, especially with regards to its application to policy work which has so far been under-researched.
An exploratory single case study approach was chosen to provide an in-depth analysis of the innovation adoption process. Based on a purposive, theory-driven sampling approach, a Singaporean Ministry was selected because it represented an organisational setting in which Design Thinking had been embedded for several years, making it a relevant case with regard to the research question. Following a qualitative research design, 28 semi-structured interviews (45-100 minutes) with employees and managers were conducted. The interview data was triangulated with observations and documents, collected during a field research research stay in Singapore.
The empirical study of innovation adoption in a single organisation focused on the intra-organisational perspective, with the aim to capture the variations of translation that occur during the adoption process. In so doing, this study opened the black box often assumed in implementation studies. Second, this research advances translation studies not only by showing variance, but also by deriving explanatory factors. The main differences in the translation of Design Thinking occurred between service delivery and policy divisions, as well as between the first adopter and the rest of the organisation. For the intra-organisational translation of Design Thinking in the Singaporean Ministry the following five factors played a role: task type, mode of adoption, type of expertise, sequence of adoption, and the adoption of similar practices.

We not only show that a continental-scale system is the cheapest, but also that systems on the national scale and below are possible at cost penalties of 20% or less. Transmission is key to low cost, but it is not necessary to vastly expand the transmission system. When electricity is transmitted only to balance fluctuations, the transmission grid size is comparable to today's, albeit with expanded cross-border capacities. The largest differences across scales concern land use and thus social acceptance: in the continental system, generation capacity is concentrated on the European periphery, where the best resources are. Regional systems, in contrast, have more dispersed generation. Through IOs' Eyes

Is global governance characterized by overlap and fragmentation, or by coordination and harmonization? There are two rather different narratives about the worlds in which international organizations (IOs) live. One way or another, IOs are part of a broader environment and engage in relations with other actors in it. Rather than being detached from their environment, IOs are shaped by and respond to developments taking place within it (e.g., overlap). Thus, the general research interest of this dissertation lies in organizational responses to such environmental developments. Therein, the emphasis is placed on IO positionality, meaning the position of an IO within a “web” of interorganizational relations, or, more precisely, an IO’s position within an organizational field as a specification of the IO environment.
Against this background, the dissertation poses the following research question: How does an IO’s position within an organizational field shape its responses to developments of the field? In that, three subquestions are advanced: Which position does an IO occupy within the organizational field? How does an IO perceive the organizational field? How does an IO respond to developments and features of the field? Theoretically, the dissertation combines an open system perspective on IOs with two variants of field theory inspired by Bourdieu and by DiMaggio and Powell. Building on the central concept of the organizational field, the dissertation understands IOs as actors with agency. Empirically, the dissertation consists of a qualitative, comparative study and analyzes two IOs located within the organizational field of global food security governance. I select IOs that occupy different positions within the field of food security governance, namely an IO at the core of the field (the United Nations Food and Agriculture Organization, or FAO) and an IO at the periphery of the field (the United Nations Industrial Development Organization, or UNIDO). I compare and analyze their respective perceptions of the field of food security governance, including their own role and their understandings of food security, and their responses over time. To investigate these IOs’ perceptions and responses over time, the method of choice consists of a qualitative content analysis of a wide range of organizational documents (e.g., governing bodies’ reports).
The main argument this dissertation advances is as follows: The position that an IO occupies within an organizational field influences how the organization perceives its environment—in particular, features of and developments within this environment. Against this background, the main findings of this dissertation are as follows: Overall, FAO and UNIDO both perceive proliferation, overlap, and duplication as relevant developments of the organizational field of global food security governance over time. While both IOs see developments in the field of food security governance (e.g., overlap and duplication) as problematic given their detrimental effects for food security governance, FAO and UNIDO differ in decisive regards. Whereas FAO holds a narrative that other actors were responsible for this state of affairs, and thus responsible for reducing or even eliminating overlap and duplication, UNIDO perceives these developments differently. UNIDO acknowledges its own role in the development of overlap and duplication, and therefore also sees a role for itself in addressing these developments. The two IOs thus differ in what they understand to be the causes and historical priors of field-specific developments. Furthermore, while both FAO and UNIDO attempt to demonstrate that they are constructive players within the UN development system, the two IOs differ in their responses: While FAO engages in balancing by voicing its commitment to UN processes and to coordination, yet early on making different reservations, UNIDO, in contrast, engages in UN processes without similar reservations. Accordingly, the two IOs also differ on the responses they employ to field-level harmonization demands.
The dissertation makes several contributions. Theoretically, I contribute an innovative argument on the influence of perceptions for organizational responses to developments in the IOs’ environment. This argument may help us to better understand how IOs as actors embedded within an organizational field deal with changes evolving within these fields. Empirically, I scrutinize developments in food security governance, such as proliferation and overlap, through the eyes of IOs in the field. While proliferation, overlap, and duplication are often referred to in academic debates on food security governance, we do not yet actually understand these phenomena very well. To this, I contribute a study that analyzes IO perceptions of these developments in the field, thus resulting in a more in-depth and nuanced picture of how IOs perceive these developments as a central type of actor in food security governance. Next, to this emphasis on the IO perspective, I also inductively develop a spectrum of IO responses to field developments, ranging from expanding scope to defending turf. Finally, I also make a methodological-conceptual contribution: While concepts such as “position” are well-known, they are sometimes drawn on without developing a clear foundation of how to assess different positions. I thus add an approach for bringing this concept of position to life by developing a range of criteria that can be used to approximate an IO’s position within an organizational field, depending on different types of capital.
In October 2016, following a campaign led by Labour Peer Lord Alfred Dubs, the first child asylum-seekers allowed entry to the UK under new legislation (the ‘Dubs amendment’) arrived in England. Their arrival was captured by a heavy media presence, and very quickly doubts were raised by right-wing tabloids and politicians about their age. In this article, I explore the arguments underpinning the Dubs campaign and the media coverage of the children’s arrival as a starting point for interrogating representational practices around children who seek asylum. I illustrate how the campaign was premised on a universal politics of childhood that inadvertently laid down the terms on which these children would be given protection, namely their innocence.
The universality of childhood fuels public sympathy for child asylum-seekers, underlies the ‘child first, migrant second’ approach advocated by humanitarian organisations, and it was a key argument in the ‘Dubs amendment’. Yet the campaign highlights how representations of child asylum-seekers rely on codes that operate to identify ‘unchildlike’ children. As I show, in the context of the criminalisation of undocumented migrants‘, childhood is no longer a stable category which guarantees protection, but is subject to scrutiny and suspicion and can, ultimately, be disproved.
This introductory essay to the HSR Special Issue “Economists, Politics, and Society” argues for a strong field-theoretical programme inspired by Pierre Bourdieu to research economic life as an integral part of different social forms. Its main aim is threefold. First, we spell out the very distinct Durkheimian legacy in Bourdieu’s thinking and the way he applies it in researching economic phenomena. Without this background, much of what is actually part of how Bourdieu analysed economic aspects of social life would be overlooked or reduced to mere economic sociology. Second, we sketch the main theoretical concepts and heuristics used to analyse economic life from a field perspective. Third, we focus on practical methodological issues of field-analytical research into economic phenomena. We conclude with a short summary of the basic characteristics of this approach and discuss the main insights provided by the contributions to this special issue.
The two german electorates

Over the last three decades, the German political economy can be characterized by both institutional continuity and change. Understanding the dynamics of institutional change therefore requires an examination of the interplay of changes in formal institutional rules and how organizations respond to these changes by strategic attempts to promote or hinder further change in institutions. The macro-level political story of institutional change shows a number of paradoxes resulting in unexpected and often incomplete forms of market liberalization shaped by continued support for some core features of Germany's social market economy. The resulting erosion of Germany's co-ordinated model of economic organization through networks and business associations has gone hand-in-hand with the attempts to preserve these institutions for core workers and sectors of the economy in the face of changing environments. The result is a more varied institutional landscape characterized by international diffusion of liberal policies and the politics of their variable re-embedding within a long-term path of institutional continuity.

How and under what conditions were the post-Taleban Civil Service Reforms of Afghanistan initiated? What were the main components of the reforms? What were their objectives and to which extent were they achieved? Who were the leading domestic and foreign actors involved in the process? Finally, what specific factors influenced the success and failure Afghanistan’s Civil Service Reforms since 2002? Guided by such fundamental questions, this research studies the wicked process of reforming the Afghan civil service in an environment where a variety of contextual, programmatic, and external factors affected the design and implementation of reforms that were entirely funded and technically assisted by the international community.
Focusing on the core components of reforms—recruitment, remuneration, and appraisal of civil servants—the qualitative study provides a detailed picture of the pre-reform civil service and its major human resources developments in the past. Following discussions on the content and purposes of the main reform programs, it will then analyze the extent of changes in policies and practices by examining the outputs and effects of these reforms.
Moreover, the study defines the specific factors that led the reforms toward a situation where most of the intended objectives remain unachieved. Doing so, it explores and explains how an overwhelming influence of international actors with conflicting interests, large-scale corruption, political interference, networks of patronage, institutionalized nepotism, culturally accepted cronyism and widespread ethnic favoritism created a very complex environment and prevented the reforms from transforming Afghanistan’s patrimonial civil service into a professional civil service, which is driven by performance and merit.
The limitations and possibilities of the state in solving societal problems are perennial issues in the political and policy sciences and increasingly so in studies of environmental politics. With the aim of better understanding the role of the state in addressing environmental degradation through policy making, this article investigates the nexus between the environmental policy outputs and the environmental performance. Drawing on three theoretical perspectives on the state and market nexus in the environmental dilemma, we identify five distinct pathways. We then examine the extent to which these pathways are manifested in the real world. Our empirical investigation covers up to 37 countries for the period 1970–2010. While we see no global pattern of linkages between policy outputs and performance, our exploratory analysis finds evidence of policy effects, which suggest that the state can, under certain circumstances, improve the environment through policy making.
Reaching the Sustainable Development Goals requires a fundamental socio-economic transformation accompanied by substantial investment in low-carbon infrastructure. Such a sustainability transition represents a non-marginal change, driven by behavioral factors and systemic interactions. However, typical economic models used to assess a sustainability transition focus on marginal changes around a local optimum, whichby constructionlead to negative effects. Thus, these models do not allow evaluating a sustainability transition that might have substantial positive effects. This paper examines which mechanisms need to be included in a standard computable general equilibrium model to overcome these limitations and to give a more comprehensive view of the effects of climate change mitigation. Simulation results show that, given an ambitious greenhouse gas emission constraint and a price of carbon, positive economic effects are possible if (1) technical progress results (partly) endogenously from the model and (2) a policy intervention triggering an increase of investment is introduced. Additionally, if (3) the investment behavior of firms is influenced by their sales expectations, the effects are amplified. The results provide suggestions for policy-makers, because the outcome indicates that investment-oriented climate policies can lead to more desirable outcomes in economic, social and environmental terms.
This chapter analyses the creation of novel cross-sectoral and multi-level coordination arrangements inside the German federal bureaucracy during the recent refugee crisis. We argue that the refugee crisis can be considered as an administrative crisis that challenged organisational legitimacy. Various novel coordination actors and arenas were set up in order to enhance governance capacity. Yet, all of them have been selected from a well-known pool of administrative arrangements. As a consequence, those novel coordination arrangements did not replace but rather complement pre-existing patterns of executive coordination. Hence, the recent refugee crisis exemplifies how bureaucracies effectively adapt to changes in their surroundings via limited and temporary adjustments that coexist with existing organisational arrangements. Thus, the observed changes in coordination structures contribute to repairing organisational legitimacy by increasing governance capacity.
Much of the literature in the field of international relations is currently concerned with the changing patterns of authority in world politics. This is particularly evident in the policy domain of climate change, where a number of authors have observed a relocation of authority in global climate governance. These scholars claim that multilateral treaty making has lost much of its spark, and they emphasize the emergence of transnational governance arrangements, such as city networks, private certification schemes, and business self-regulation. However, the different types of interactions between the various transnational climate initiatives and the intergovernmental level have not been studied in much detail and only recently attracted growing scholarly interest. Therefore, the present article addresses this issue and focuses on the interplay between three different transnational climate governance arrangements and the international climate regime. The analysis in this article underscores that substate and nonstate actors have attained several authoritative functions in global climate policy making. Nevertheless, the three case studies also demonstrate that this development does not imply that we are witnessing a general shift of authority away from the intergovernmental level toward transnational actors. Instead, what can be observed in global climate governance is an ongoing reconfiguration of authority, which apparently reaffirms the centrality of the international climate regime. Thus, this article points to the need for a more nuanced perspective on the changing patterns of authority in global climate governance. In a nutshell, this study shows that the international climate regime is not the only location where the problem of climate change is addressed, while it highlights the persistent authority of state-based forms of regulation.
This article explores the various futures of relations between the European Union (EU) and Ukraine. After distilling two major drivers we construct a future compass in order to conceive of four futures of relations between the EU and Ukraine. Our scenarios aim to challenge deep-rooted assumptions on the EU’s neighbourhood with Ukraine: How will the politico-economic challenges in the European countries influence the EU’s approach towards the East? Will more EU engagement in Ukraine contribute to enduring peace? Does peace always come with stability? Which prospects does the idea of Intermarium have? Are the pivotal transformation players in Ukraine indeed oligarchs or rather small- and medium-sized entrepreneurs? After presenting our scenarios, we propose indicators to know in the years to come, along which path future relations do develop. By unearthing surprising developments we hope to provoke innovative thoughts on Eastern Europe in times of post truth societies, confrontation between states and hybrid warfare.
The power of business

In spring 2015, Turkey witnessed the unexpected rise of the HDP, founded by the Kurdish Liberation Movement together with the Turkish radical left, against President Erdoğan’s authoritarian rule. In this article, I will employ contemporary literature on left populism to explain the HDP’s rise as an alternative left hegemonic project against the neoliberal authoritarianism that Erdoğan represents. After discussing the historical context from which the HDP emerged and grew, I will evaluate its discourse and strategies based on a conceptualization of left-wing populism. Lastly, I will discuss the challenges that the HDP confronted after the June 2015 elections and the differences between the Turkish and Western European contexts for a left-wing populist strategy.
The impact of the Trump administration’s potential withdrawal from the values of globalisation that have underpinned the vast majority of foreign aid agencies since WWII is discussed. Two megatrends are offered for discussion, one is the transition from globalisation to de-globalisation the other one is the transition from neoliberal ‘Aid-for-Trade’ to mercantilist ‘Trade-not-Aid’. Subsequent scenarios are offered, specifically how the USA’s retreat from soft power diplomacy to harder military power will affect the social and political principles maintained since WWII. In conclusion, the discussion turns to the impact of USA’s potential retreat as a global development aid leader and afford China dominance within a context of Beijing Consensus as a global player in development aid and the decline of neoliberal ideology as it relates to development aid.
The reorganization of governments is crucial for parties to express their policy preferences once they reach office. Yet these activities are not confined to the direct aftermath of general elections or to wide-ranging structural reforms. Instead, governments reorganize and adjust their machinery of government all the time. This paper aims to assess these structural choices with a particular focus at the core of the state, comparing four Western European democracies (Germany, France, the Netherlands, and United Kingdom) from 1980 to 2013. Our empirical analysis shows that stronger shifts in cabinets' ideological profiles in the short- and long-term as well as the units' proximity to political executives yield significant effects. In contrast, Conservative governments, commonly regarded as key promoters of reorganizing governments, are not significant for the likelihood of structural change. We discuss the effects of this politics of government reorganization for different research debates assessing the inner workings of governments.
Despite new challenges like climate change and digitalization, global and regional organizations recently went through turbulent times due to a lack of support from several of their member states. Next to this crisis of multilateralism, the COVID-19 pandemic now seems to question the added value of international organizations for addressing global governance issues more specifically. This article analyses this double challenge that several organizations are facing and compares their ways of managing the crisis by looking at their institutional and political context, their governance structure, and their behaviour during the pandemic until June 2020. More specifically, it will explain the different and fragmented responses of the World Health Organization, the European Union and the International Monetary Fund/World Bank. With the aim of understanding the old and new problems that these international organizations are trying to solve, this article argues that the level of autonomy vis-a-vis the member states is crucial for understanding the politics of crisis management. <br /> Points for practitioners <br /> As intergovernmental bodies, international organizations require authorization by their member states. Since they also need funding for their operations, different degrees of autonomy also matter for reacting to emerging challenges, such as the COVID-19 pandemic. The potential for international organizations is limited, though through proactive and bold initiatives, they can seize the opportunity of the crisis and partly overcome institutional and political constraints.
The point of departure of this article is limited systematic research on the rotating EU Council Presidency after the Lisbon Treaty. In order to assess rotating presidencies the paper proposes a three-tier approach which includes a functional, a behavioural and a contingency dimension. These dimensions are supplemented by the institutional changes of the Lisbon Treaty referring to the rotating presidencies. Next, the paper applies this evaluation framework to the Polish Presidency that took place in the second half of 2011. Finally, it draws conclusions from the Polish case for both the leadership capacity of the rotating Council Presidency in the post-Lisbon European Union and the performance of Poland's EU Council Presidency.
In 2002 Germany adopted an ambitious national sustainability strategy, covering all three sustainability spheres and circling around 21 key indicators. The strategy stands out because of its relative stability over five consecutive government constellations, its high status and increasingly coercive nature. This article analyses the strategy's role in the policy process, focusing on the use and influence of indicators as a central steering tool. Contrasting rationalist and constructivist perspectives on the role of knowledge in policy, two factors, namely the level of consensus about policy goals and the institutional setting of the indicators, are found to explain differences in use and influence both across indicators and over time. Moreover, the study argues that the indicators have been part of a continuous process of ‘structuring’ in which conceptual and instrumental use together help structure the sustainability challenge in such a way that it becomes more manageable for government policy.
The planetary commons

The Anthropocene signifies the start of a no- analogue trajectory of the Earth system that is fundamentally different from the Holocene. This new trajectory is characterized by rising risks of triggering irreversible and unmanageable shifts in Earth system functioning. We urgently need a new global approach to safeguard critical Earth system regulating functions more effectively and comprehensively. The global commons framework is the closest example of an existing approach with the aim of governing biophysical systems on Earth upon which the world collectively depends. Derived during stable Holocene conditions, the global commons framework must now evolve in the light of new Anthropocene dynamics. This requires a fundamental shift from a focus only on governing shared resources beyond national jurisdiction, to one that secures critical functions of the Earth system irrespective of national boundaries. We propose a new framework—the planetary commons—which differs from the global commons framework by including not only globally shared geographic regions but also critical biophysical systems that regulate the resilience and state, and therefore livability, on Earth. The new planetary commons should articulate and create comprehensive stewardship obligations through Earth system governance aimed at restoring and strengthening planetary resilience and justice.
Over the past decade, an increasing number of public organizations involved in fisheries and marine environmental management in Europe have changed their formal coordination structures. Similar reorganizations of formal coordination structures can be observed for organizations at different administrative levels of governance with different mandates across the policy cycle.
Against the backdrop of this phenomenon, this PhD thesis is interested in exploring how these similar organizational reforms can be explained and why the formal coordination structures for fisheries and marine environmental management have been reorganized in the cases of the International Council for the Exploration of the Sea (ICES), the Directorate-General for Fisheries and Maritime Affairs of the European Commission (DG FISH), the Norwegian Institute of Marine Research (IMR) and the Swedish Agency for Marine and Water Management (SwAM). Accordingly, the objective is to shed light on how public organizations actually “behave” or “tick” in the face of increasingly complex coordination challenges in fisheries and marine environmental management.
To address these questions, the thesis draws on different theoretical perspectives in organization theory, namely an instrumental and an institutional perspective. These theoretical perspectives provide different explanations for how organizations deal with issues of formal organizational structure and coordination. In order to evaluate the explanatory relevance of these theoretical perspectives in the cases of ICES, DG FISH, the IMR and the SwAM, a case study approach based on congruence analysis is applied. The case studies are based on document analysis, the analysis of organizational charts and their change over time, as well as expert interviews. The aim of the thesis is to contribute to the coordination debate in the marine policy and governance literature from a hitherto omitted public administration and organization theory perspective, as well as explaining coordination efforts at the organizational level with an organization theory approach.
The findings indicate that the formal coordination structures of the organizations studied have not only changed to solve coordination problems in fisheries and marine environmental management efficiently and effectively, but also to follow modern management paradigms in marine governance and to ensure the legitimacy of these organizations. Moreover, it was found that in the cases of ICES, DG FISH, the IMR and the SwAM, the organizational changes were strongly influenced by external pressures and interactions with other organizations in the organizational field of fisheries and marine environmental management in Europe. Driven by forces of isomorphism, a gradual convergence of the formal horizontal coordination structures for fisheries and marine environmental management of the organizations studied can be observed. However, the findings also indicate that although the organizational changes observed may convey a reaction to changing environments, they do not necessarily reflect actual policy change and the implementation of new management concepts.
The history of concentrating solar power (CSP) is characterized by a boom-bust pattern caused by policy support changes. Following the 2014-2016 bust phase, the combination of Chinese support and several low-cost projects triggered a new boom phase. We investigate the near- to mid-term cost, industry, market and policy outlook for the global CSP sector and show that CSP costs have decreased strongly and approach cost-competitiveness with new conventional generation. Industry has been strengthened through the entry of numerous new companies. However, the project pipeline is thin: no project broke ground in 2019 and only four projects are under construction in 2020. The only remaining large support scheme, in China, has been canceled. Without additional support soon creating a new market, the value chain may collapse and recent cost and technological advances may be undone. If policy support is renewed, however, the global CSP sector is prepared for a bright future.
The nation-state in question

Preferential trade agreements pose a big challenge for the multilateral trading system. Throughout the first decade of the twenty-first century, their number has grown significantly. However, these agreements have a range of disadvantages compared with the multilateral regime, for example, in trade facilitation and in dispute settlement. Whereas it will be difficult to stop the further spreading of this wave of preferential agreements, attempts can be made to reduce the negative effects of trade agreements that do, by definition, discriminate against other countries. In this article, a range of potential remedies are discussed, from a moratorium to the better enforcement of World Trade Organization rules on preferential agreements as well as improved monitoring.
Responding to the global call for a "sustainable economy" requires meaningful insights into sustainability-conscious consumers and their actual buying behaviors. Sustainable consumption is not an all-or-nothing phenomenon because it encompasses several distinct behavioral patterns and consumption types. Therefore, companies are well advised to recognize multiple types of sustainability-conscious consumers with different expectations, attitudes, and values and to implement targeting strategies that do not rest on the assumption of homogeneity. Thus, the objective of this study is to provide a more fine-grained picture of (un)sustainable consumer segments and their differentiated effects in different product markets. Based on three large datasets, we create a robust six-segment typology of consumer consciousness regarding sustainable consumption. By using panel data on actual purchases, the results show not only that sustainability concerns significantly positively influence actual sustainable purchases, as expected, but also that sustainable buying can occur independently of sustainability concerns.
The demand for learning Design Thinking (DT) as a path towards acquiring 21st-century skills has increased globally in the last decade. Because DT education originated in the Silicon Valley context of the d.school at Stanford, it is important to evaluate how the teaching of the methodology adapts to different cultural contexts.The thesis explores the impact of the socio-cultural context on DT education.
DT institutes in Cape Town, South Africa and Kuala Lumpur, Malaysia, were visited to observe their programs and conduct 22 semistructured interviews with local educators regarding their adaption strategies. Grounded theory methodology was used to develop a model of Socio-Cultural Adaptation of Design Thinking Education that maps these strategies onto five dimensions: Planning, Process, People, Place, and Presentation. Based on this model, a list of recommendations is provided to help DT educators and practitioners in designing and delivering culturally inclusive DT education.
The impact of humanitarian context conditions and individual characteristics on aid worker retention

High employee turnover rates constitute a major challenge to effective aid provision. This study examines how features of humanitarian work and aid workers' individual characteristics affect retention within one humanitarian organisation, Medecins Sans Frontieres (MSF) Holland. The study extends existing research by providing new theoretical explanations of employment opportunities and constraints and by engaging in the first large-scale quantitative analysis of aid worker retention. Using a database of field staff (N=1,955), a logistic regression is performed of the likelihood of reenlistment after a first mission. The findings demonstrate that only 40 per cent of employees reenlist for a second mission with MSF Holland, and that workplace location and security situation, age, and gender have no significant effect. Individuals are less likely to reenlist if they returned early from the first mission for a personal reason, are in a relationship, are medical doctors, or if they come from highly developed countries. The paper reflects on the findings in the light of policy.
In this paper, we provide a comprehensive multivariate cointegration analysis of three parts of the steam coal value chain - export, transport and import prices. The analysis is based on a rich dataset of international coal prices: in particular, we combine data on steam coal prices with freight rates, covering the period December 2001 until August 2009 at weekly frequency. We then test whether the demand and supply side components of steam coal trade are consistently integrated with one another. In addition, export and import prices as well as freight rates for individual trading routes, across regions and globally are combined. We find evidence of significant yet incomplete integration. We also find heterogeneous short-term dynamics of individual markets. Furthermore, we examine whether logistics enter coal price dynamics through transportation costs, which are mainly determined by oil prices. Our results suggest that this is generally not the case.
Organizations incorporate the institutional demands from their environment in order to be deemed legitimate and survive. Yet, complexifying societies promulgate multiple and sometimes inconsistent institutional prescriptions. When these prescriptions collide, organizations are said to face “institutional complexity”. How does an organization then incorporate incompatible demands? What are the consequences of institutional complexity for an organization? The literature provides contradictory conceptual and empirical insights on the matter. A central assumption, however, remains that internal incompatibilities generate tensions that, under certain conditions, can escalate into intractable conflicts, resulting in dysfunctionality and loss of legitimacy. The present research is an inquiry into what happens inside an organization when it incorporates complex institutional demands.
To answer this question, I focus on how individuals inside an organization interpret a complex institutional prescription. I examine how members of the French Development Agency interpret ‘results-based management’, a central but complex concept of organizing in the field of development aid. I use an inductive mixed methods design to systematically explore how different interpretations of results-based management relate to one another and to the organizational context in which they are embedded.
The results reveal that results-based management is a contested concept in the French Development Agency. I find multiple interpretations of the concept, which are attached to partly incompatible rationales about “who we are” and “what we do as an organization”. These rationales nevertheless coexist as balanced forces, without escalating into open conflict. The analysis points to four reasons for this peaceful coexistence of diverging rationales inside one and the same organization: 1) individuals’ capacity to manipulate different interpretations of a complex institutional demand, 2) the nature of interpretations, which makes them more or less prone to conflict, 3) the balanced distribution of rationales across the organizational sub-contexts and 4) the shared rules of interpretation provided by the larger socio-cultural context.
This research shows that an organization that incorporates institutional complexity comes to represent different, partly incompatible things to its members without being at war with itself. In doing so, it contributes to our knowledge of institutional complexity and organizational hybridity. It also advances our understanding of internal organizational legitimacy and of the translation of managerial concepts in organizations.
Almost half of the political life has been experienced under the state of emergency and state of siege policies in the Turkish Republic. In spite of such a striking number and continuity in the deployment of legal emergency powers, there are just a few legal and political studies examining the reasons for such permanency in governing practices. To fill this gap, this paper aims to discuss one of the most important sources of the ‘permanent’ political crisis in the country: the historical evolution of legal emergency power. In order to highlight how these policies have intensified the highly fragile citizenship regime by weakening the separation of power, repressing the use of political rights and increasing the discretionary power of both the executive and judiciary authorities, the paper sheds light on the emergence and production of a specific form of legality based on the idea of emergency and the principle of executive prerogative. In that context, it aims to provide a genealogical explanation of the evolution of the exceptional form of the nation-state, which is based on the way political society, representation, and legitimacy have been instituted and accompanying failure of the ruling classes in building hegemony in the country.
The framing of EU policies

This chapter discusses how framing analysis can contribute to studies of policy making in the European Union (EU). Framing analysis is understood as an analytical perspective that focuses on how policy problems are constructed and categorised. This analytical perspective allows researchers to reconstruct how shifting problem frames empower competing constituencies and create changing patterns of political participation at the supranational level. Studies that assume a longitudinal perspective on EU policy development show how the framing of EU policy is constitutive of the way in which the jurisdictional boundaries and constitutional mandates of the EU evolve over time. Reviewing the growing body of empirical studies on EU policy framing in the context of the diverse theoretical origins of framing analysis, the chapter argues that framing research which takes seriously the notion that policy-making involves both puzzling and powering allows this analytical perspective to contribute a unique perspective on EU policy making.
This article focuses on the emergence of a decentralized institutional complex, interplay management, and the institutional interplay between the International Maritime Organization (IMO) and the EU in the issue area of environmental shipping policies. It shows that the synergistic relationship between both institutions has been driven primarily by commitment and compliance mechanisms. By influencing IMO decision-making and improving the implementation and effectiveness of IMO conventions, the EU has become a driving force in international environmental shipping policies, and its new initiatives may even enhance its leadership role within the IMO in the future. Despite the still-existing lack of cognitive leadership by the EU, the synergies between both institutions provide evidence for the EU's leadership capacities in global environmental politics.
Veto player theory is a powerful approach to comparative politics. This article argues that the debate about its explanatory success would benefit from more systematic distinctions. The theory not only comes in different theoretical variants, it is also used in radically different ways empirically. Starting from recent debates about the ‘testing’ of theoretical models, the article distinguishes five ways in which theoretical models can be used empirically: contrastive, axiomatic, exploratory, presumptive and modular. The typology is applied to veto player theory and illustrated with exemplary studies and debates. The article concludes that each type raises different questions that should be answered in individual studies. Moreover, while veto player theory has an excellent track record on four empirical uses, the picture on its contrastive use is far more nuanced. More explicitly contrastive testing of the theory is desirable.
In countries with long-standing agency traditions, the creation of new agencies rarely comes as a large-scale reform but rather as one structural choice of many possible, most notably a ministerial division. In order to make sense of these choices, the article discusses the role of political design-focusing on the role of political motivations, such as ideological turnover, replacement risks and ideological stands toward administrative efficiency-and organizational dynamics-focusing on the role of administrative legacies and existing organizational palettes. The article utilizes data on organizational creations in the Norwegian central state between 1947 and 2019, in order to explore how political design and organizational dynamics help us understand the creation of agencies relative to ministry divisions over time. We find that political motives matter a great deal for the structural choices made by consecutive Norwegian governments, but that structural path dependencies may also be at play.
Conventional wisdom holds that large sums of money poured into election campaigns are the gateway to corruption. Allegations of the corrupting influence of money in politics and policy are widespread on the national level. Yet, little empirical evidence has advanced the understanding of such a link on the local level, coupled with blurred corruption measures. This master’s thesis tests the effect of campaign finance on public procurement corruption risks in Colombian municipalities, focusing on donations, small donations, and financial disclosure. To that end, I seized publicly disclosed contribution-level data from the 2015 municipal elections and a novel index of institutionalized public procurement corruption risks based upon contract-level data from the near population of local governments. The analysis shows that donations are negatively associated with overall corruption risk, yet they affect specific corruption risks differently. By contrast, small donations seem to correlate positively with direct awarding for a sub-sample of medium-sized municipalities, whereas in their large-sized counterparts the effect of the former on institutionalized corruption is adverse. Finally, financial misreporting is positively linked with market competition restrictions and direct awarding. In the conclusion, I discuss the implications of these findings for future research and outline a series of policy recommendations.
In response to mounting evidence on the dangers of irregular migration from Africa to Europe, the number of information campaigns which aim to raise awareness about the potential risks has rapidly increased. Governments, international organizations and civil society organizations implement a variety of campaigns to counter the spread of misinformation accelerated by smuggling and trafficking networks. The evidence on the effects of such information interventions on potential migrants remains limited and largely anecdotal. More generally, the role of risk perceptions in the decision-making process of potential irregular migrants is rarely explicitly tested, despite the fact that the concept of risk pervades conventional migration models, particularly in the field of economics. We address this gap by assessing the effects of a peer-to-peer information intervention on the perceptions, knowledge and intentions of potential migrants in Dakar, Senegal, using a randomized controlled trial design. The results show that - three months after the intervention - peer-to-peer information events increase potential migrants' subjective information levels, raise risk awareness, and reduce intentions to migrate irregularly. We find no substantial effects on factual migration knowledge. We discuss how the effects may be driven by the trust and identification-enhancing nature of peer-to-peer communication. <br /> (c) 2021 Elsevier Ltd. All rights reserved.
In order to achieve the temperature goals of the Paris Agreement, the world must reach net-zero carbon emissions around mid-century, which calls for an entirely new energy system. Carbon pricing, in the shape of taxes or emissions trading schemes, is often seen as the main, or only, necessary climate policy instrument, based on theoretical expectations that this would promote innovation and diffusion of the new technologies necessary for full decarbonization. Here, we review the empirical knowledge available in academic ex-post analyses of the effectiveness of existing, comparatively high-price carbon pricing schemes in the European Union, New Zealand, British Columbia, and the Nordic countries. Some articles find short-term operational effects, especially fuel switching in existing assets, but no article finds mentionable effects on technological change. Critically, all articles examining the effects on zero-carbon investment found that existing carbon pricing scheme have had no effect at all. We conclude that the effectiveness of carbon pricing in stimulating innovation and zero-carbon investment remains a theoretical argument. So far, there is no empirical evidence of its effectiveness in promoting the technological change necessary for full decarbonization. This PhD thesis is essentially a collection of six sequential articles on dynamics of accountability in the reformed employment and welfare administration in different countries. The first article examines how recent changes in the governance of employment services in three European countries (Denmark, Germany and Norway) have influenced accountability relationships from a very wide-ranging perspective. It starts from the overall assumption in the literature that accountability relationships are becoming more numerous and complex, and that these changes may lead to multiple accountability disorder. The article explores these assumptions by analyzing the different actors involved and the information requested in the new governance arrangements in all three countries. It concludes that the considerable changes in organizational arrangements and more managerial information demanded and provided have led to more shared forms of accountability. Nevertheless, a clear development towards less political or administrative accountability could not be observed.
The second article analyzes how the structure and development of reform processes affect accountability relationships and via what mechanisms. It is distinguished between an instrumental perspective and an institutional perspective and each of these perspectives takes a different view on the link between reforms and concrete action and results. By taking the welfare reforms in Norway and Germany as an example, it is shown that the reform outcomes in both countries are the result of a complex process of powering, puzzling and institutional constraints where different situational interpretations of problems, interests and administrative legacies had to be balanced. Accountability thus results not from a single process of environmental necessity or strategic choice, but from a dynamic interplay between different actors and institutional spheres.
The third article then covers a specific instrument of public sector reforms, i.e. the increasing use of performance management. The article discusses the challenges and ambiguities between performance management and different forms of accountability based on the cases of the reformed welfare administration in Norway and Germany. The findings are that the introduction of performance management creates new accountability structures which influence service delivery, but not necessarily in the direction expected by reform agents. Observed unintended consequences include target fixation, the displacement of political accountability and the predominance of control aspects of accountability.
The fourth article analyzes the accountability implications of the increasingly marketized models of welfare governance. It has often been argued that relocating powers and discretion to private contractors involve a trade-off between democratic accountability and efficiency. However, there is limited empirical evidence of how contracting out shapes accountability or is shaped by alternative democratic or administrative forms of accountability. Along these lines the article examines employment service accountability in the era of contracting out in Germany, Denmark and Great Britain. It is found that market accountability instruments are complementary instruments, not substitutes. The findings highlight the importance of administrative and political instruments in legitimizing marketized service provision and shed light on the processes that lead to the development of a hybrid accountability model.
The fifth and sixth articles focus on the diagonal accountability relationships between public agencies, supreme audit institutions (SAI) and parental ministry or parliament.
The fifth article examines the evolving role of SAIs in Denmark, Germany and Norway focusing particularly on their contribution to public accountability and their ambivalent relationship with some aspects of public sector reform in the welfare sector. The article analyzes how SAIs assess New Public Management inspired reforms in the welfare sector in the three countries. The analysis shows that all three SAIs have taken on an evaluative role when judging New Public Management instruments. At the same time their emphasis on legality and compliance can be at odds with some of the operating principles introduced by New Public Management reforms.
The sixth article focuses on the auditing activities of the German SAI in the field of labor market administration as a single in-depth case study. The purpose is to analyze how SAIs gain impact in diagonal accountability settings. The results show that the direct relationship between auditor and auditee based on cooperation and trust is of outstanding importance for SAIs to give effect to their recommendations. However, if an SAI has to rely on actors of diagonal accountability, it is in a vulnerable position as it might lose control over the interpretation of its results.
The development of the Polish telecommunications administration in the years 1989/90 to 2003 is marked by the processes of liberalisation and privatisation the telecommunications sector underwent during that period. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function. In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see Böllhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. The focus of this chapter is on the Polish regulatory agency and its relationships with the ministry, with the anti-monopoly office and with the Broadcasting and Television Council. In a conclusion, the main findings will be summed up.
In December 2013, the Court at first instance in Bonn ruled on whether Germany is required to pay compensation to victims of the International Security Assistance Force airstrike ordered by a German colonel in 2009 in Kunduz. Whereas the traditional approach rejects liability of the government for sovereign acts in armed conflicts, the Court held that the rules of German governmental liability (Amtshaftung) do-in principle-apply to illegal sovereign acts in contemporary armed conflicts. However, the Court did not admit the claim on its merits. This judgment can, nonetheless, be placed within the line of questions regarding international relations to be resolved by law and not politics. This article examines the history of German jurisprudence regarding victims' compensation for harm suffered resulting from violations of international humanitarian law. It summarizes and assesses the Kunduz judgment and explains why applying legal liability to the government for sovereign acts in bello is a logical step in the development of the rule of law.
Following decision theory (Boudon, Raymond. 1974. Education, Opportunity, and Social Inequality: Changing Prospects in Western Society. New York: Wiley.), social origin strongly affects educational decisions, especially at transition points in educational attainment. In Japan, the fierce competition in gaining access to the next level of schooling intensifies the impact of educational decisions on students' future careers. In addition to selecting a certain school, families are forced to decide whether or not to invest in shadow education. Thus far, socioeconomic background and parents' educational aspirations, in conjunction with students' academic achievement, have been deemed influential to such decisions in Japan. The agency of the student is rarely even considered. Based on calculations from the 2011 Hyogo High School Students' (HHSS) survey, the theoretical approach presented in this article stresses the importance of acknowledging the existence of a multitude of actors involved in each phase of the decision-making process, including the students themselves, especially when explaining inequalities in modern societies.
The corrosion of character

The topic of this imaginary dialogue between Georg Simmel and Max Weber is the relation between work – in the sense of labour – and personality. Its aim is to show that the thinking of these ‘founding fathers’ of sociology can furnish valuable insight into the current issue of the corrosion of character in contemporary post-Fordist society. The concept of work still represents one of the major factors determining modern individuals’ ability (or inability) to formulate personal, stable identities that enable them to become fully socialized. Both Simmel and Weber make reference to a common theoretical background that views the human being as a creature with originally rational potential, who is faced with the task of becoming a personality by means of consciously chosen life behaviour: This is evident in the parallelism between Simmel’s interest in the concept of ‘style of life’ (Der Stil des Lebens) and Weber’s research on the ‘life conduct’ (Lebensführung) that arose in Western rationalistic culture.
