China und die Welt

Was will China? Diese Frage wird immer wieder gestellt, wenn es um die internationale Positionierung der Volksrepublik geht. In den letzten Heften diskutierte WeltTrends die neue(n) Weltunordnung(en) des 21. Jahrhunderts. Einig war man sich in der Einschätzung, welche Rolle China in der Welt von übermorgen übernehmen wird: Es wird eine globale Macht sein. Ein Autor datierte sogar die Übernahme der hegemonialen Rolle der USA durch China präzise auf das Jahr 2035. Im asiatisch-pazifischen Raum versteht sich China als „Großmacht“. Die Zahl der Nachbarn ist groß und China steht seit Jahrtausenden mit ihnen in einem spannungsreichen Verhältnis. Territorialkonflikte schwelen und brechen von Zeit zu Zeit aus. Auch die USA verstehen sich als pazifische Macht. Dies wurde durch Obama, dem „ersten pazifischen Präsidenten“ der USA, zum neuen außenpolitischen Programm, das militärisch untersetzt wird. Gefährlich, auch für den globalen Frieden, kann es werden, wenn in diesem Raum aus der Konkurrenz zweier großer Mächte ein Kampf wird. Das Rasseln von Säbeln ist bereits hörbar. Dass sich die chinesische Diplomatie dieser Herausforderung mit konfuzianischer Klugheit stellt, überrascht.
Neue Weltordnung 2.0

Atomare Abrüstung

Obamas Rede im Prager Frühling des Jahres 2009 sollte ein neuer Startschuss sein für die atomare Abrüstung. Im Winter 2011 herrscht Ernüchterung. Die Hoffnung auf eine atomwaffenfreie Welt hat sich nicht erfüllt. Neben kleinen Etappenerfolgen sind sogar Aufrüstungstendenzen zu verzeichnen, zwanzig Jahre nach dem Ende des Kalten Krieges. Die Forderung nach Global Zero steht weiterhin im politischen Raum. Können Araber Demokratie? Im Jahr II des Arabischen Frühlings werden erste zarte Triebe der Hoffnungen, die in diese Richtung neigten, von Soldatenstiefeln und flüchtenden Demonstranten zertreten. Die versiegelte Zeit brach auf, doch was ist erreicht worden? In der neuen Ausgabe ziehen wir eine Bilanz, die ebenso sachlich wie zwiespältig ist. Sie zeigt Erfolge, ohne zu beschönigen. Probleme werden sichtbar gemacht, aber auch Wege zu ihrer Lösung. Auch Europa ist gefragt: Wir müssen zu einem neuen, partnerschaftlichen Verhältnis mit den sich wandelnden arabischen Nationen finden!

Herausforderung Eurasien

Im Osten was Neues: Seit zehn Jahren gibt es die Shanghai-Gruppe. Für die Geschichtsschreibung ein kleiner, ein winziger Zeitraum. Welchen Platz die Organisation einst in Geschichtsbüchern einnehmen wird, ist ungewiss. Die strategische Bedeutung, die Entscheidungsprozesse sowie die Ziele der Shanghai-Gruppe sind bislang nicht konturscharf einzuschätzen gewesen. Im Thema untersuchen Kenner der Gruppe die Interessen der Akteure, vor allem jene Chinas und Russlands.
