Welch ein Anblick für die Welt", notierte Joseph Goebbels geschockt in seinem Tagebuch. "Ein geistig zerrütteter zweiter Mann nach dem Führer. Grauenhaft und unausdenkbar." Da war Rudolf Hess soeben zu seinem mysteriösen Flug nach England aufgebrochen, um im Alleingang Frieden zu stiften. Wer war dieser von Rätseln umgebene Mann, der wie ein Schatten Hitlers wirkte, in Nürnberg zu lebenslanger Haft verurteilt wurde und nach seinem Tod in Spandau zu einer Ikone der Neonazis werden sollte? Manfred Görtemaker legt die erste grundlegende Biographie vor, die mit neuen Quellen einen präzisen Einblick in die Chefetage des NS-Regimes ermöglicht. Der Potsdamer Zeithistoriker Manfred Görtemaker hat fast zwanzig Jahre lang an dieser akribisch recherchierten Biographie gearbeitet. Erstmals konnte er ca. 4.100 Briefe und 50.000 Blatt Schriftwechsel aus dem Hess-Nachlass im Berner Bundesarchiv auswerten, mit einer Sondergenehmigung die Papiere von Lord Selkirk of Douglas, dem Sohn des Duke of Hamilton, zu dem Hess nach Schottland flog, einsehen sowie eine beeindruckende Zahl von weiteren bislang unerschlossenen Archivalien heranziehen. Das Resultat ist das Lebensbild des Mannes, der von Anfang an mit Hitler durch dick und dünn ging, dessen wachsende Machtfülle wie ein Alter Ego verwaltete und über dessen Einfluss als "Stellvertreter des Führers" sich kein Rivale Illusionen machte. Das Buch ist der erste systematisch und allseitig angelegte wissenschaftliche Versuch, die in der Schulmathematik angewandten logischen Regeln vertieft zu erforschen. Dabei zeigte sich eine wichtige Besonderheit: In der Schulmathematik gehen - anders als in der Wissenschaft der Mathematik und anders als in den übrigen Wissenschaften - zwei Logiksysteme, das der Umgangssprache und das von G. Frege begründete kunstlogische System, eine noch kaum bekannte Beziehung ein. Im Buch wird dies besonders an der Arbeit von Ch. Schamberger und am „Ziegenproblem“ demonstriert. Die ersten Bemühungen des Buches brachten mehrere nicht unwichtige Teilergebnisse, ließen aber vor allem größere Lücken in der Erforschung der umgangssprachlichen Logik erkennen. Darauf und in der Formierung neuer Logiksysteme (z. B. quantenlogischer Art) ist in Zukunft ein Hauptwert zu legen.
Der Bereich der grenzüberschreitenden Daseinsvorsorge ist eines der zentralen Potentialfelder in der Grenzüberschreitenden Zusammenarbeit. Grenzüberschreitende Daseinsvorsorge kann ein wesentliches Element zur Verbesserung der Lebensverhältnisse in Grenzregionen sein.
Bei der Umsetzung von Projekten im diesem Bereich sind – sofern der politische Wille hierfür vorhanden ist – erhebliche rechtliche Hürden zu überwinden: Zwar existieren passend ausgerichtete europäische Fördermittelprogramme als Anreiz, andererseits scheinen die europarechtlichen und nationalrechtlichen Rahmenbedingungen vielfach hochgradig komplex und können auch mit europarechtlichen Instrumenten, etwa dem Europäischen Verbund für territoriale Zusammenarbeit (EVTZ), kaum überwunden werden.
Der vorliegende Text analysiert am Beispiel der deutsch-polnischen die rechtlichen Schwierigkeiten, aber auch die Möglichkeiten zur Umsetzung grenzüberschreitender Projekte in diesem Bereich.
Das Modell Friedland

Mit dem Band 14 „Das Modell Friedland: Vom Zusammenleben deutscher, jüdischer und wendischer Bewohner in einer Niederlausitzer Kleinstadt“ haben die Herausgeber den Autoren Alfred Roggan und Tobias Preßler die Erweiterung ihrer Forschungen ermöglicht: Widmete sich deren Band 12 „Sorbische/Wendische Spuren in der nördlichen Niederlausitz“ (2019) noch Befunden einer binationalen, weil deutsch-wendischen Geschichte, so wird mit dem Band 14 erstmalig für Ostdeutschland die Dokumentation einer ‚trinationalen‘, also deutsch-jüdisch-wendischen Lebenswelt vorgenommen.
Die Untersuchungen verdeutlichen, wie sich drei, im 18. Jahrhundert annähernd gleich große Einwohner-Gruppen, mit ihren Gotteshäusern, ihren Sprachen und einem differenzierten Einwohnerstatus etablierten bzw. arrangiert haben. Es zeigten sich Alleinstellungsmerkmale in Lebens- sowie Kultorganisation, Wirtschaftstätigkeiten und der Kommunikation zwischen den Beheimateten. Mit der Amts-Verwaltung des Johanniter-Ritterordens und dem Stadtrat befanden sie sich in berechenbaren (deutschdominierten) Strukturen. Aus diesem Gefüge und der territorialen Grenzlage zum Kurfürstentum Brandenburg begründeten sich Bedingungen, ohne die es wohl zu keinem „Modell Friedland“ gekommen wäre.
Die Autoren sind dankbar, dass sich mit Friedland die gnädige Chance bot, einen Bereich zu untersuchen, in dem Prozesse der wendisch-deutschen Assimilierung in einer eigenen Stetigkeit abliefen, jedoch das Ende jüdischen Lebens auf die Abwanderungen infolge der preußischen Emanzipations-Gesetze des 19. Jahrhunderts und nicht auf die Demütigungen, Verfolgungen sowie dem Völkermord des faschistischen deutschen Staates, zurückzuführen sind.

Das Staatsrecht zählt sowohl in der Praxis als auch in der juristischen Prüfung zu den zentralen Rechtsgebieten. Das Staatsorganisationsrecht bestimmt Aufbau und Verfahren der Staatsorgane und beeinflusst durch den Vorrang der Verfassung die gesamte Rechtsordnung.
Der Band behandelt anschaulich, umfassend und systematisch geordnet den gesamten Pflichtwahlstoff. In Form von Fällen und Fragen wird dabei unter Berücksichtigung der Rechtsprechung des Bundesverfassungsgerichts besonderer Wert auf die staatstheoretischen Grundlagen und die europarechtlichen Bezüge dieses Rechtsgebiets gelegt.

Zur Neuauflage
Für die 4. Auflage wurde das Werk in zwei Bände aufgeteilt. Band I enthält eine ausführliche Darstellung des Staatsorganisationsrechts. Berücksichtigt wurde dabei die umfangreiche neue Rechtsprechung des BVerfG zu diesem Rechtsbereich. Enthalten sind außerdem die aktuellen Einflüsse des europäischen Rechts und der Rechtsprechung des EGMR auf das deutsche Staatsrecht.

Zwei Anlässe bilden den Ausgangspunkt für diesen Sammelband.
Anlässlich des 100. Todestags von Hermann Cohen fand im Oktober 2018 in Dortmund ein Symposium statt, das hier dokumentiert wird. Im Mittelpunkt standen hierbei die Fragen nach Cohens Bedeutung für die Philosophiegeschichte bis in die Gegenwart sowie nach der bleibenden Relevanz seines Religionsbegriffs.
Zudem wird Dieter Adelmanns grundlegende Studie zum Herkommen des Begriffs „erzeugen“ in Cohens Logik der reinen Erkenntnis aus der Synthese von früher Wissenschaft des Judentums und der Humboldtschen Sprachphilosophie im Werk H. Steinthals erstmals einer breiten Öffentlichkeit vorgelegt.
Adelmann zeigt insbesondere die Bedeutung von M. Joel, Michael Sachs und Steinthal für das religiös geprägte Denken des Marburger Neukantianers und Erkenntnistheoretikers Cohen auf. Brigitte Falkenburg zeigt, dass jenseits von Cohens Erkenntnistheorie seine eigentliche Bedeutung im philosophischen Konstruktivismus zu finden ist. Knut Martin Stünkel wendet sich Cohens unterschätzter Religionsschrift Der Begriff der Religion im System der Philosophie von 1915 zu und entwickelt eine Religionstopologie, mit deren Hilfe eine metasprachliche Ebene der Religionsforschung ermöglicht wird.
Die ,,Europäisch-jüdischen Studien" repräsentieren die interdisziplinär vernetzte Kompetenz des neuen ,,Zentrums Jüdische Studien Berlin-Brandenburg" (ZJS). Das Zentrum versammelt die wichtigsten Institutionen dieser Region, die sich mit Jüdischen Studien befassen - darunter die einschlägigen Universitäten und Einrichtungen in Berlin und Potsdam. Der interdisziplinäre Charakter der Reihe zielt insbesondere auf geschichts-, geistes- und kulturwissenschaftliche Ansätze sowie auf intellektuelle, politische und religiöse Grundfragen, die jüdisches Leben und Denken heute inspirieren und in der Vergangenheit beeinflusst haben. In den BEITRÄGEN werden exzellente Monographien und Sammelbändezum gesamten Themenspektrum Jüdischer Studien veröffentlicht. Die Reihe ist peer-reviewed. In den KONTROVERSEN werden grundlegende Debatten aufgenommen, die von zeitgenössischer und publizistischer Relevanz sind. Die Reihe ist peer-reviewed. Gewalt, Aggression und Mobbing in der Schule beschäftigen Schulpraxis und Forschung wie auch die Lehrerausbildung an Hochschulen. Die Autoren - mit langjähriger Erfahrung auf dem Gebiet der Gewaltforschung - bilanzieren den Forschungsstand und geben einen Überblick über Programme der Gewaltprävention, die erst im Kontext der Schulentwicklung wirksam werden.
In der vorliegenden Arbeit wird die Funktion verschiedener Bibelbezüge im Romanwerk Theodor Fontanes untersucht. Dabei wird die These vertreten, dass Fontanes Verweise auf biblische Texte nicht etwa bloß als theologische Positionierungen zu lesen seien, sondern dass er die Bibel als Speicher an kulturellem Wissen in Form von Narrativen, Personen, Geflügelten Worten etc. begreift, den er in seiner Leserschaft voraussetzen kann und durch den er Themen wie Normativität und Diskursivität mit einer besonderen Tiefe in der Spannung von Text und Prätext verhandeln kann. Im Zentrum der Untersuchung stehen dabei Verwendungen von Bibelbezügen als hochkommunikative Diskursschablonen für poetologische Selbstreflexionen sowie für politische oder frömmigkeits-praktische Kontroversen.
Während die EU eine schwere Krise erlebt, denkt Russlands Präsident Putin zusammen mit seinen Amtskollegen aus Belarus und Kasachstan laut über die Schaffung einer Eurasischen Union nach. Basierend auf bereits existierenden Organisationsformen im postsowjetischen Raum soll diese Vereinigung zur Brücke zwischen Europa und Asien werden. Welche Hürden dieses Integrationsprojekt überwinden muss und ob das Ganze auf eine Wiederbelebung der UdSSR hinausläuft, analysiert Sergej Birukov. Ergänzt wird das Spezial durch einen Konferenzbericht zum Berliner Eurasischen Klub sowie einem Beitrag zu Kasachstans Rolle bei der Schaffung der ersten kernwaffenfreien Zone in der nördlichen Hemisphäre.
Seit Jahren ist der Mangel an Informatiklehrkräften bekannt und wird fachdidaktisch und politisch diskutiert. Aufgrund der geringen Anzahl von Studierenden mit dem Berufsziel Informatiklehrkraft ist eine Vergrößerung des Mangels vorhersehbar. Es stellt sich die Frage, warum so wenige Studierende sich für das Studienziel Lehramt Informatik entscheiden.
Das Ziel der vorliegenden Arbeit ist es, die Berufswahl von Informatiklehrkräften aus der individuellen, biographischen Perspektive der Beteiligten zu erforschen und dabei Faktoren zu identifizieren, die die Berufswahl Informatiklehrkraft positiv oder negativ beeinflussen. Der Forschungsschwerpunkt liegt auf der qualitativen empirischen Untersuchung des Berufswahlprozesses, während eine quantitative Befragung aktiver Informatiklehrkräfte zu berufswahlrelevanten Aspekten des Berufsbildes diese ergänzt. Das Forschungskonzept der qualitativen Untersuchung orientiert sich an der Grounded Theory. Es wurden angehende Informatiklehrkräfte zu ihrem Berufswahlprozess befragt, wobei die Daten durch mündliche Interviews, Gruppendiskussionen und schriftliche Berufswahlbiographien erhoben wurden. Die Datenauswertung orientiert sich zudem methodisch an der dokumentarischen Methode nach Ralf Bohnsack.
Die Ergebnisse der Untersuchung zeigen, dass der Berufswahlprozess von angehenden Informatiklehrkräften häufig mit Umwegen in Form von Studienzielwechseln verbunden ist. Neben dem eigenen Bild der Informatik und dem Informatikselbstkonzept kommt dem Informatikunterricht der eigenen Schulzeit eine wichtige Rolle in diesem Prozess zu. Von der Lehrerforschung werden die Unterrichtserfahrungen während der eigenen Schulzeit im später studierten Fach als entscheidend für die Fachwahl identifiziert. Dies bestätigt sich in den Berufswahlbiographien derjenigen angehenden Informatiklehrkräfte, die den Informatikunterricht ihrer eigenen Schulzeit positiv erinnern. Diese streben meist direkt in ihrem ersten Studium das Berufsziel Informatiklehrkraft an. Sie hatten zur Schulzeit ein positives Bild der Informatik und ein hohes Informatikselbstkonzept. Der Informatiklehrkraft ihrer Schulzeit bescheinigen sie oft eine berufliche Vorbildfunktion. Allerdings hatten die meisten der befragten angehenden Informatiklehrkräfte selbst keinen Informatikunterricht oder erinnern diesen negativ. Der Weg zum Studium Informatiklehrkraft führt bei diesen Befragten häufig über den Umweg von zunächst anderen Studienentscheidungen, meistens über ein Lehramtsstudium mit anderen Fächern oder ein Informatikstudium. Die Informatikstudierenden haben zum Zeitpunkt ihrer ersten Studienwahl ein positives Bild der Informatik und ein hohes Informatikselbstkonzept aber kein positives Berufsbild Informatiklehrkraft. Ihr Wechsel von einem Informatikstudium zum Studium mit dem Berufsziel Informatiklehrkraft wird in der Regel durch den Wunsch nach einer stärkeren sozialen Komponente im späteren Berufsalltag ausgelöst. Bei den Lehramtsstudierenden, die häufig zunächst ein niedriges Informatikselbstkonzept und/oder ein negatives Bild der Informatik haben, kann es zu einer Umorientierung hin zum Studienziel Informatiklehrkraft kommen, wenn diese Vorstellungen sich während des ersten Studiums – z. B. durch den Besuch von universitären Lehrveranstaltungen zu informatischen Inhalten – ändern. Die letztliche Entscheidung für den Beruf Informatiklehrkraft wird von denjenigen, die ihr Studienziel wechselten, mit Recht als durch Zufälle bestimmt empfunden.

Der argentinische Schriftsteller Jorge Luis Borges (1899-1986) gilt als ein Literat, der bereits in seinen Werken der 30er und 40er Jahre des 20. Jahrhunderts Strukturen geschaffen hat, die später die Postmoderne prägen sollten. Foucault hat sich auf ihn berufen. Borges Erzählungen sind insbesondere von intertextuellen Bezugnahmen und sich in Paradoxien verstrickende Narrative durchzogen. Die Folge ist ein dezentrierter sowie dialogisierender Text, der keine eindeutige Aussage hervorbringt, sondern in einer vielstimmigen und unabgeschlossenen Textauslegung zur Wirkung kommt.
Die vorliegende Studie stellt zur Diskussion, ob ein wesentlicher Grund für Borges’ innovatives, die literarische Postmoderne prägendes Textkonzept darin gesehen werden kann, dass sich der argentinische Schriftsteller nachweislich mit jüdischer Schriftkultur auseinandergesetzt hat. Geht man davon aus, dass die in jüdischer Tradition kultivierte mehrschichtige Textdeutung zugleich einen permanenten, unendlichen Rezeptionsprozess zur Folge hat wird deutlich, dass diese Tradition nicht nur kompatibel zu Borges’ Literatur ist, sondern auch zahlreiche Reflexionen in der modernen Literatur und Literaturforschung angeregt hat.
Adorno und die Kabbala

Im neunten Band der Reihe geht Ansgar Martins kabbalistischen Spuren in der Philosophie Theodor W. Adornos (1903–1969) nach. Der Frankfurter Gesellschaftskritiker griff im Rahmen seines radikalen materialistischen Projekts gleichwohl auch auf ‚theologische‘ Deutungsfiguren zurück. Vermittelt durch den gemeinsamen Freund Walter Benjamin (1892–1940) stieß Adorno dabei auf das Werk des Kabbala-Forschers Gershom Scholem (1897–1982). Zwischen Frankfurt und Jerusalem entwickelte sich eine lebenslange Korrespondenz.
Für Adorno erscheint vor dem Hintergrund lückenloser kapitalistischer Vergesellschaftung jede religiöse Sinngebung in der Moderne als unmöglich. Der Tradition der jüdischen Mystik schreibt er hingegen eine innere Affinität zu dieser hoffnungslosen Logik des ‚Verfalls‘ zu. Sie scheint ihm zur unumgänglichen Säkularisierung religiöser Gehalte aufzufordern. Adornos kabbalistische Marginalien beziehen einen breiten Horizont jüdisch-messianischer Ideen ein. Er verleugnet dabei nie, dass es ihm um eine sehr diesseite Verwirklichung geoffenbarter Heilsversprechen zu tun ist: Transzendenz sei als erfüllte Immanenz, als verwirklichte Utopie zu denken. In diesem Anliegen sieht Adorno selbst jedoch gerade seine Übereinstimmung mit der Kabbala.
Adornos kabbalistische Motive, die auf Scholems Forschungen zurückgehen, werden hier ausführlich an seinen Schriften und Vorlesungen untersucht. In seinem Verständnis der philosophischen Tradition sowie im Modell der Metaphysischen Erfahrung suchte er etwa explizit Anschluss an Deutungen der Kabbala: Das unerreichbare Urbild der Philosophie sei die Interpretation der geoffenbarten Schrift. Wie säkularisierte heilige Texte wurden Werke von Beethoven, Goethe, Kafka oder Schönberg so zum Anlass für ‚mystische‘ Interpretationen. Deren detaillierte Untersuchung erlaubt, das viel beschworene jüdische Erbe von Adornos Philosophie zu konkretisieren und bedenkenswerte Einzelheiten von der Negativen Dialektik zur Ästhetik in den Blick zu nehmen.
Der Jüdische Friedhof in Potsdam ist der einzige authentische Gedächtnisort, der vom Lebenszyklus der jüdischen Bevölkerung in der ehemaligen preußischen Residenz- und Garnisonstadt zeugt. Er ist zudem Ausdruck des unterschiedlichen Umgangs der Nachgeborenen mit ihrem Kulturgut. Außerdem ist dieser Jüdische Friedhof zurzeit als einziger in Deutschland durch die UNESCO als Welterbe anerkannt.
Da die jüdische Geschichte Potsdams bislang nur wenig bekannt ist, entstand ein durch die Stiftung „Erinnerung, Verantwortung und Zukunft“ gefördertes Projekt, in dem sich Schüler*innen des Potsdamer Humboldt-Gymnasiums im Rahmen eines Seminarkurses mit dem jüdischen Erbe ihrer Stadt intensiv auseinandersetzten. Neben einer Annäherung an das Thema über verschiedene, den Friedhof betreffende Sachthemen beschäftigten sich die Jugendlichen mit einzelnen jüdischen Potsdamern, ihren Familienschicksalen und Lebenskonzepten. Ergänzend wurden Aspekte des religiösen Verständnisses von Tod und Trauer im Judentum vorgestellt.
Die Ergebnisse all dieser Ausarbeitungen sind im vorliegenden Lehrmaterial vereinigt und dienen als Anregung für Lehrende und Lernende, die jüdische Geschichte ihrer jeweiligen Heimatorte zu thematisieren.

Die in diesem Bildband gesammelten »Denkmalentdeckungen« verstehen sich als Einladung zu einer Reise durch das Land Brandenburg. Theodor Fontane hatte für ein solches Unternehmen genau den richtigen Blick, als er in seinen »Wanderungen durch die Mark Brandenburg« 1864 diese Sätze schrieb. Auch heute noch sollten wir seiner Anregung zu Begegnungen mit der Geschichte und der Kunstgeschichte des Landes folgen, die uns im Dialog der Kulturen und der Zeiten eine Standortbestimmung in der Gegenwart und eine Orientierung für die Zukunft zugleich bietet.
Die nachfolgende Länderstudie ist während eines längeren Arbeitsaufenthaltes im Rahmen der internationalen Zusammenarbeit in Kamerun entstanden. Mit ihr versuchen wir, unsere persönlichen Eindrücke und täglichen Beobachtungen in einem Land zu verarbeiten, in dem offenbar alle Hoffnung darauf beruht, dass der alternde Staatspräsident Paul Biya seinen Abschied von der politischen Bühne nimmt und damit ein autokratisches, korruptes Regime sein Ende findet. Diese Hoffnung scheint mit der Erwartung von Francis Fukuyama verbunden zu werden, der 1992 nach dem Zusammenbruch des Sowjet-Imperiums das „Ende der Geschichte“ erklärte, in der Überzeugung, dass das demokratische Gesellschaftsmodell bald überall Einzug halten würde. Bekanntlich hat sich diese Erwartung als zu optimistisch erwiesen. Mit unserer Untersuchung versuchen wir aufzuzeigen, warum sich die Hoffnung auf eine gerechtere Gesellschaft trotz langjähriger Bemühungen westlicher Geber um die Stärkung der Zivilgesellschaft und die Dezentralisierung staatlicher Aufgaben auch in Kamerun kaum erfüllen wird. Ein „Ende der Geschichte“ lässt sich auch für die Zeit nach Paul Biya nicht prognostizieren.

The “HPI Future SOC Lab” is a cooperation of the Hasso-Plattner-Institut (HPI) and industrial partners. Its mission is to enable and promote exchange and interaction between the research community and the industrial partners. The HPI Future SOC Lab provides researchers with free of charge access to a complete infrastructure of state of the art hard- and software. This infrastructure includes components, which might be too expensive for an ordinary research environment, such as servers with up to 64 cores. The offerings address researchers particularly from but not limited to the areas of computer science and business information systems. Main areas of research include cloud computing, parallelization, and In-Memory technologies. This technical report presents results of research projects executed in 2012. Selected projects have presented their results on June 18th and November 26th 2012 at the Future SOC Lab Day events.
Despite its many challenges and limitations the concept of in situ upgrading of informal settlements has become one of the most favoured approaches to the housing crisis in the ‘Global South’. Due to its inherent principles of incremental in situ development, prevention of relocations, protection of local livelihoods and democratic participation and cooperation, this approach is often perceived to be more sustainable than other housing approaches that often rely on quantitative housing delivery and top down planning methodologies. While this study does not question the benefits of the in situ upgrading approach, it seeks to identify problems of its practical implementation within a specific national and local context. The study discusses the origin and importance of this approach on the basis of a review of international housing policy development and analyses the broader political and social context of the incorporation of this approach into South African housing policy. It further uses insights from a recent case study in Cape Town to determine complications and conflicts that can arise when applying in situ upgrading of informal settlements in a complex local context. On that basis benefits and limitations of the in situ upgrading approach are specified and prerequisites for its successful implementation formulated.
These lecture notes are intended as a short introduction to diffusion processes on a domain with a reflecting boundary for graduate students, researchers in stochastic analysis and interested readers. Specific results on stochastic differential equations with reflecting boundaries such as existence and uniqueness, continuity and Markov properties, relation to partial differential equations and submartingale problems are given. An extensive list of references to current literature is included. This book has its origins in a mini-course the author gave at the University of Potsdam and at the Technical University of Berlin in Winter 2013.
Im Februar 1777 lobte die Ökonomische Gesellschaft zu Bern einen Preis von 100 Louis d’Or aus für den besten Vorschlag eines umfassenden Kriminalgesetzes. Das Preisgeld kam aus dem Kreis der französischen Aufklärer. Eine Hälfte stammte vermutlich von dem Pariser Parlamentsadvokaten Elie de Beaumont, der sich in den Justizaffären um Jean Calas und Pierre Paul Sirven einen Namen gemacht hatte. Die andere Hälfte hatte Voltaire beigesteuert, der das Geld von Friedrich II. von Preussen erhalten hatte. Das Preisausschreiben war ein großer Erfolg. Neben zahlreichen unbekannten Juristen beteiligten sich eine Reihe bekannter Persönlichkeiten, von denen hier nur die späteren Revolutionäre Marat, Brissot de Warville sowie die deutschen Strafrechtsprofessoren Quistorp und Gmelin genannt seien. Die historische Bedeutung des Berner Preisausschreibens liegt darin, dass es die bis dato vorwiegend programmatische Debatte um die Strafrechtsreform in eine praktische Phase überleitete. Es trat eine Welle praktischer Reformschriften los, in denen die Forderungen von Thomasius, Montesquieu und Beccaria umgesetzt wurden. Entscheidend dafür war, dass es mittels des Preisausschreibens gelang, eine große Zahl juristischer Experten zu aktivieren, die neben dem Reformwillen auch über das Fachwissen verfügten, das für die Entwicklung eines neuen Strafrechts erforderlich war. Von den 46 eingesendeten Preisschriften sind neun im Druck überliefert. Sechsundzwanzig befinden sich in Manuskriptform im Archiv der Ökonomischen Gesellschaft zu Bern. Der vorliegende Band versammelt die Transkriptionen von sieben manuskriptförmig überlieferten Preisschriften. Vier sind in französischer und drei in deutscher Sprache verfasst. Eine Preisschrift stammt von dem Genfer Jakobiner Julien Dentand, eine andere von dem deutschen Publizisten Johann Wolfgang Brenk. Die Autoren der übrigen fünf Manuskripte sind unbekannt. Die transkribierten Preisschriften sind Teil der quellenmäßigen Basis einer Untersuchung des strafrechtlichen Denkens im späten 18. Jahrhundert. Diese erscheint demnächst in den Studien zur Europäischen Rechtsgeschichte (Christoph Luther: Aufgeklärt strafen. Menschengerechtigkeit im 18. Jahrhundert).
Lehre im Format der Forschung hat nicht nur das Potential zur Anknüpfung an das traditionelle Humboldt‘sche Ideal der Verschränkung von Forschung und Lernen und bietet damit eine Alternative zur vielfach beklagten „Verschulung“ der Bologna-Ära. Darüber hinaus unterstützt Lehre im Format der Forschung die Professionalisierung und fachspezifische Identitätsbildung der Studierenden. Der Beitrag ist in drei Abschnitte mit eigenen Fragestellungen unterteilt: Der erste Teil fragt nach einem grundlegenden Ziel der Hochschullehre und beschreibt dieses Ziel als wissenschaftsbasierte Professionalität, die zwingend Forschungskompetenz benötigt. Lehre im Format der Forschung wird als ein geeigneter Weg zu diesem Ziel beschrieben. Im zweiten Teil werden die Ähnlichkeiten und Unterschiede von Forschungs- und Lernprozessen herausgearbeitet, die als lerntheoretische Begründung für Lehre im Format der Forschung angesehen werden können. Abschließend werden unterschiedliche Typen einer Lehre im Format der Forschung vorgestellt – Typen, die sich hinsichtlich des intendierten Forschungsumfangs und des erforderlichen Aufwands unterscheiden.
Thomas Mann und die Romantik

Essay über Thomas Mann, sein Verhältnis zur Romantik und die romantischen Elemente in seinem Werk. Die Gliederung des Textes folgt mit sieben Abschnitten dem Vorbild des "Zauberberg" (1924), der eine wichtige Rolle in Peters' Ausführungen spielt. Kommentare zu Thomas Manns Bildungsroman sind eingebettet in Betrachtungen zu der Polarität von Klassik und Romantik oder zu Künstlertum und Bürgertum. Der 4. Abschnitt des Essays befasst sich mit den "himmelblauen" Vorurteilen zur Romantik und hebt die ganzheitliche Weltkonzeption der Romantiker hervor sowie deren humanistisch geprägtes, am Universalmenschen der Renaissance orientiertes Bildungsideal. Das Manuskript von "Thomas Mann und die Romantik" befindet sich im zweiten Heft des Manuskriptes von "Heine Steenhagen wöll ju dat wiesen!" und steht in einem metadiskursiven Verhältnis zu Peters' parodistischem Bildungsroman: im 7. und letzten Kapitel seines Essays befasst sich Peters mit Romantheorie auf der Grundlage von Zitaten aus Novalis und Thomas Mann ("Versuch über das Theater"). Er unterstreicht hier zentrale Merkmale des Bildungsromans und entwickelt so die Poetik zu "Heine Steenhagen".

In May 2010, Johann Ernst Hanxleden’s Grammatica Grandonica was rediscovered in Montecompatri (Lazio, Rome). Although historiographers attached much weight to the nearly oldest western grammar of Sanskrit, the precious manuscript was lost for several decades. The first aim of the present digital publication is to offer a photographical reproduction of the manuscript. This facsimile is accompanied by a double edition: a facing diplomatic edition with the Sanskrit in Malayāḷam script, followed by a transliterated established text.
Heine Steenhagen erzählt die Geschichte von Aufstieg und Fall eines unehelichen Kindes, das in einem holsteinischen Dorf der Jahrhundertwende, dem fiktiven Vollstedt, aufwächst und als Ausgleich für die in der Jugend erlittenen Demütigungen eine militärische Karriere anstrebt, mit der er es seinem Heimatdorf zeigen will („Ik wöll ju dat woll wiesen!“). Als er beginnt, die Sprossen der sozialen Leiter zu erklimmen, wird sein Jugendfeind Jürgen Grootholm zu einem Hindernis auf dem Weg nach oben. Um ihn zu „überholen“, sich an den Vollstedtern zu rächen und die berechnende Margot Kandelhardt heiraten zu können, denunziert Heinrich Steinhagen den Konkurrenten wegen einer Urlaubsüberschreitung in der Hoffnung, dessen Beförderung zu vereiteln und leitet damit sein eigenes tragisches Ende ein.

„Der heilsame Umweg”, 1939 mit dem Schleswig-Holsteinischen Literaturpreis ausgezeichnet, gehört zu der Gattung der deutsch-französischen Verständigungsromane, die in den dreißiger Jahren des 20. Jahrhunderts sehr erfolgreich waren. Der Roman beschreibt das Leben französischer Kriegsgefangener in einem holsteinischen Dorf während des Ersten Weltkriegs und ist das fiktionale Pendant zu den Kriegserinnerungen von F.E. Peters, der selbst von 1914 bis 1920 Gefangener in Frankreich war und dort als Dolmetscher eingesetzt wurde. Im Mittelpunkt der Handlung steht die junge Elisabeth Tormählen, die sich von der weltfremden Schülerin eines Mädchenpensionats zu einer tüchtigen Bäuerin und reifen Ehefrau entwickelt. Während ihr Mann an der Front ist, entspinnt sich eine kurze harmlose Romanze zwischen ihr und dem französischen Dolmetscher Gaston Marzais, die schnell beendet ist, als Elisabeth endgültig zu ihrem Mann findet und dieser sich nach Kriegsende von ihrer Treue überzeugen kann. Das vielschichtige Werk beschreibt unter Verzicht auf die gängigen nationalen Stereotypen oder mittels deren Demontage Deutsche und Franzosen als in ihrer Unterschiedlichkeit sehr ähnlich. Durch zahlreiche Symmetrie-Effekte und konsequent durchgeführte Perspektivwechsel, die sowohl die deutsche als auch die französische Sicht zu berücksichtigen suchen, wird das Gleiche im Fremden hervorgehoben. Gleicher Patriotismus und gleiche Opferbereitschaft auf beiden Seiten, aber auch gleiche Friedenssehnsüchte und gleiches Leiden unter den Grausamkeiten des Krieges sowie gleiche fachliche Kompetenz – denn auch die gefangenen Franzosen sind erfahrene Bauern und bewähren sich im täglichen Zusammenleben. Fanatiker wie die verbitterte Soldatenwitwe Greta Harders oder der hasserfüllte Brandstifter Maurice Thaudière werden als lebensuntüchtig dargestellt und begehen Selbstmord. Den ideologischen Grundtenor des Werkes betonen zum Schluss noch einmal die Intellektuellen: Gaston Marzais und sein deutscher Freund, der Jurist Georg Schmitt, beide erfüllt von dem Wissen um und dem Respekt vor der Kultur des anderen. Gemeinsam wollen sie nach der deutschen Niederlage weitere deutsch-französische Kriege verhindern und beschwören die pazifistische Vision eines Europas der Toleranz und der Aufklärung. „Der heilsame Umweg“ ist darüber hinaus eine Hymne an bäuerliche Kultur und familiäre Werte. So bewundert Marzais Interieur und Kleidung der alten Bäuerin Abel Schierholdt. Auch ein traditionelles norddeutsches Begräbnisritual wird detailliert beschrieben. Frankreichs Landleben ist präsent durch nostalgische Evozierungen der Gefangenen und deutliche Anklänge an den am Anfang des letzten Jahrhunderts sehr beliebten Roman von Henry Bordeaux „Les Roquevillard“ (1906), den F.E.Peters während seiner Kriegsgefangenschaft übersetzt hat. Schließlich reflektiert der Roman Macht und Ohnmacht von Sprache sowie die autobiographische Dimension literarischer Produktions- und Rezeptionsprozesse. Seine Heldin - und mit ihr der Leser - erkennt, "dass Dichtung nur echt ist als erlittenes Leben und dass sie nur aus der Erfahrung des Leides verstanden wird."
Die schmale Brücke

"Die schmale Brücke" ist eine Dreiecksgeschichte, die das Ringen zweier ungleicher Männer um eine junge Frau schildert. Der fleißige und solide Mittelschulrektor Peter Hansen, der unter der Kinderlosigkeit und Kälte seiner Frau leidet, trifft nach dem Ersten Weltkrieg seinen "Jugendfeind", den redegewandten, bei den Damen hoch beliebten Werner Hagemann wieder, welcher im Zug die Lehrerin Ursula Wüstenhagen kennengelernt hat, eine Kollegin Peter Hansens, in die dieser sich verliebt hat. In schwüler Gesprächsatmosphäre entwickelt sich eine Rivalität, die zunehmend bedrohliche Züge annimmt. Mordgedanken keimen auf. Schließlich fordert Peter Hansen, auf ein Gottesurteil hoffend, Werner Hagemann zu einem lebensgefährlichen Kräftemessen auf einer Brücke auf. Die Erzählung ist das einzige Werk von F. E. Peters, das im Lehrermilieu spielt. Verwoben mit der spannungsreichen Dreiecksbeziehung sind Themen der Frauenemanzipation und modernen Pädagogik sowie zahlreiche literarische Reminiszenzen an den "Zauberberg" oder auch an Goethe und Hölderlin, insbesondere in der zentralen Frage der "Schicksalswürdigkeit". Der ursprünglich von Peters gewählte Titel ("Der Schicksalswürdige") wurde auf Wunsch des Verlages in "Die schmale Brücke" geändert.
"Die dröge Trina" erzählt eine von F. E. Peters in hochdeutscher Sprache veröffentlichte Geschichte aus der "Baasdörper Krönk", der bedeutenden niederdeutschen Dorfchronik desselben Autors. Der Roman, 1946 erschienen, beschreibt, wie die Bauerntochter Trina Dührsen, raffgierige Anbeterin des "Taler-Gottes", durch ihre Habgier das Leben ihres Bruders und ihres Ehemannes zerstört und versucht, ihren Neffen Wilhelm um sein Erbe zu bringen. Der Roman findet dennoch ein versöhnliches Ende, als Trina inmitten der Inflation der Jahre 1922/1923 die Entwertung ihres Geldes und damit die Vergänglichkeit irdischer Güter erlebt, gleichzeitig aber menschliche Werte schätzen lernt . Der eigenwillige Untertitel "Geschichte einer Poahr Dangoaß" bezieht sich auf den Spitz- und Schimpfnamen Trinas, eine Verballhornung des französischen Begriffs "poire d’angoisse" (für das Folterinstrument der Mundbirne), der ihr in Anspielung an ihren schlechten Charakter und die schönen, aber wenig schmackhaften Birnen ihres Hofes, die "Gurgelschnürer", verliehen wurde. "Die dröge Trina" schildert mit freundlich-ironischer Empathie mentalitätsgeschichtlich aufschlussreiche Verhaltensweisen, Sitten und Bräuche der norddeutschen Provinz im Zeitalter der Industrialisierung. Berühmtheit hat die Beschreibung eines Schweinewiegens erlangt. Die dröge Trina ist 1945 als Fortsetzungsroman unter dem Titel "Trina Dührsen" in den Flensburger Nachrichten erschienen.
Dieser Text ist ein Klassiker der vergleichenden Politikwissenschaft. In den 1960er Jahren erarbeitete Juan Linz am Beispiel des Franco-Regimes das Konzept eines dritten Regimetyps neben Demokratie und Totalitarismus. Es sollte der wirkungsmächtige Anstoß zum Nachdenken über autoritäre Regime werden: Ein Nachdenken, das angesichts aktueller weltpolitischer Entwicklungen fortgesetzt werden muss - und wozu diese erste deutschsprachige Übersetzung des Klassikers einen Beitrag leistet.
Public Service Motivation (PSM), als ein Konzept des öffentlichen Sektors, beruht auf der Annahme bestimmter Motive, die charakteristisch für öffentlich Bedienstete sind. Mit dem Versuch dieses Konstrukt auf den Nonprofit-Sektor zu übertragen, wird das Ziel verfolgt ein tieferes Verständnis für die Motivation der Beschäftigten zu erlangen und die dazu existierenden, eher geringen Befunde der PSM-Forschung um ein qualitatives Vorgehen zu erweitern. Die vorliegende Arbeit bereitet hierfür zunächst den theoretischen Hintergrund der PSM auf und nimmt Bezug zu der von Perry (1996) weiterentwickelten Theorie der PSM. Im anschließenden empirischen Teil werden in einer Fallstudie verschiedene Anstellungsformen sowie Tätigkeitsbereiche der Nonprofit-Organisation „Deutsches Rotes Kreuz“ untersucht. Anhand der ermittelten Ergebnisse kann dabei die Existenz der PSM nachgewiesen werden. Nicht zuletzt werden durch die Wahl eines qualitativen Forschungsdesigns aufschlussreiche Erkenntnisse bezüglich der untersuchten Einflussfaktoren gewonnen. Es kann festgehalten werden, dass sich Haupt- und Ehrenamtliche in Ihrer PSM nicht gravierend unterscheiden. Hingegen die PSM zwischen Arbeitern der Verwaltungs- und Arbeitern der Street-Level-Ebene hinsichtlich ihrer Ausprägung von einander abweicht. Darüber hinaus liefert die Arbeit erste Erklärungsversuche und geht dabei unter anderem auf die Theorie der extrinsischen und intrinsischen Motivation, sowie auf die Selbstbestimmungstheorie ein.

The accelerated lifetime model is considered. To test the influence of the covariate we transform the model in a regression model. Since censoring is allowed this approach leads to a goodness-of-fit problem for regression functions under censoring. So nonparametric estimation of regression functions under censoring is investigated, a limit theorem for a L2-distance is stated and a test procedure is formulated. Finally a Monte Carlo procedure is proposed.
We analyse different Gibbsian properties of interactive Brownian diffusions X indexed by the lattice $Z^{d} : X = (X_{i}(t), i ∈ Z^{d}, t ∈ [0, T], 0 < T < +∞)$. Der Verfasser geht in seiner Untersuchung der Frage nach, welche Rechtsgarantien den in Guantánamo Bay auf Kuba gefangengehaltenen Personen zustehen. Er erläutert die tatsächlichen Verhältnisse, untersucht den Rechtsstatus der betroffenen Personen und prüft, welches Recht auf sie anwendbar ist. Im Mittelpunkt stehen dabei die Regelungen des humanitären Völkerrechts, insbesondere des III. Genfer Abkommens, und die einschlägigen Menschenrechtsvorschriften. Der Verfasser erläutert das Verhältnis, in dem beide Bereiche zueinander stehen. Der Autor kommt zu dem Ergebnis, daß die Verbringung der Gefangenen nach Guantánamo Bay sie nicht vogelfrei macht. Dies gilt insbesondere für die Habeas-corpus-Rechte, denen sich die Studie widmet. Die Rechtmäßigkeit einer Freiheitsentziehung muß grundsätzlich überprüfbar sein. Dies gilt für Kriegsgefangene - die überdies hinsichtlich bestimmter Haftbedingungen zu privilegieren wären - ebenso wie sonstige Personen. Zwar kann unter bestimmten Bedingungen das Habeas-corpus-Recht begrenzt und sogar außer Kraft gesetzt werden; der Verfasser hält diese Bedingungen jedoch nicht für gegeben.

Der vorliegende Sammelband gibt Ergebnisse einer internationalen wissenschaftlichen Tagung des Instituts für Pädagogik der Universität Potsdam im September 2000 wieder, die Bestandteil einer nun schon mehrjährigen Kooperation zwischen Wissenschaftlern aus lehrerbildenden Hochschulen in Belarus', Polen, Russland und der Tschechischen Republik sowie der Universität Potsdam ist. Diese gemeinsame Arbeit zur Begleitung der in den beteiligten Ländern verlaufenden Reformprozesse im Bildungswesen wird durch die finanzielle Förderung durch den Deutschen Akademischen Auslandsdienst (DAAD) möglich. Diesjähriger Schwerpunkt der Analysen und Diskussionen auf der Tagung war das Erziehungskonzept der reformierten Schule in den beteiligten Ländern, wobei insbesondere Ziele und Methoden schulischer Erziehung sowie ihr Verhältnis zur Erziehung durch die Eltern erörtert wurden. In einem Tagungsresümee werden grundlegende Ergebnisse der Analyse und der inhaltsreichen, teilweise auch kontroversen Diskussion zusammengefasst. Eingangs wird gewissermaßen auch Bilanz gezogen, wie die Bildungsreform im jeweiligen Land im vergangenen Jahr vorankam. In 12 Einzelbeiträgen wird ein facettenreiches Bild der Problemlage und der Lösungsansätze in den beteiligten Länder gezeichnet, wobei sowohl Gesamtkonzepte der schulischen Erziehung wie auch Einzelprobleme behandelt werden. Es werden theoretische Grundkonzepte zur Erziehung analysiert. In zwei Beiträgen werden Erwartungen und Wertungen der Eltern gegenüber schulischer Erziehung beleuchtet. Durchgängig werden Anforderungen an den Lehrer erörtert, um neuen Aufgaben und Wegen schulischer Erziehung gerecht werden zu können.
Der Sammelband ist ein Ergebnis internationaler Kooperation und umfasst in vier Kapiteln 15 Beiträge von Autorinnen und Autoren der Russischen Staatlichen Pädagogischen Universität A. I. Herzen St. Petersburg (Psychologisch - Pädagogische Fakultät) sowie der St. Petersburger Staatlichen Universität der pädagogischen Meisterschaft und der Universität Potsdam ( Institut für Pädagogik) sowie der Hochschule der Künste Berlin. Zentrales Thema ist der Lehrer in der Epoche der gesellschaftlichen Veränderungen als entscheidender Faktor und Motor der Durchsetzung von Bildungsreformen. Im Kapitel 1 - Bildung in Zeiten gesellschaftlicher Veränderungen - werden Veränderungen im Schulwesen der neuen Bundesländer und daraus erwachsende Anforderungen an den Lehrer untersucht. Die Voraussetzungen und Ansätze der Weiterentwicklung einer Theorie schulischer Bildung werden erörtert. Aus einer Analyse globaler Reformen pädagogischer Bildung abgeleitet, wird die Konzeption pädagogischer Bildung an der Russischen Staatlichen Pädagogischen Universtität A. I. Herzen St. Petersburg entwickelt. Im Kapitel 2 - Die Schule von heute - Anforderungen an den Lehrer - werden Aufgaben und notwendige Qualifikationen des Lehrers der heutigen Schule aus unterschiedlichen Sichtweisen betrachtet. Im Kapitel 3 - Kinder heute und ihre Vorstellungen von den Lehrern - wird der veränderten Kindheit von Großstadtkindern nachgegangen. An Hand empirischer Ergebnisse wird ein Bild des heutigen und künftigen Lehrers in den Augen der Schüler gezeichnet. Im Kapitel 4 - Das Bild des heutigen Lehrers - wird berufliches Selbstverständnis des Lehrers in den neuen Bundesländern untersucht und ein Portrait des heutigen Lehrers aus der Sicht von Selbst- und Fremdbetrachtung gezeichnet. Die Lehrerschaft wird als eigenständige pofessionelle Schicht in ihren wesentlichen Merkmalen charakterisiert.

Im Folgenden wird eine vorwiegend graphisch unterlegte Übersicht über die wirtschaftliche Entwicklung in den fünf neuen Bundesländern während der Transformationsperiode von 1990 bis 1995 gegeben. Dabei wird gleichermaßen auf die wichtigsten wirtschaftlichen Veränderungen, wie auch auf die statistische Problematik ihrer adäquaten Messung, eingegangen. Im zweiten Teil werden kurz die speziellen Probleme der Statistik in dieser Übergangsphase gezeigt. Dies ist einmal die totale Umgestaltung des statistischen Erhebungs- und Aufbereitungssystems in Ostdeutschland mit ihren abrupten theoretischen Neudefinitionen und Neusystematisierungen einerseits und andererseits die nur sehr langsam realisierbare Umstellung der tatsächlich praktizierten Datenerhebung und -bearbeitung, wodurch generell während der interessanten Transformationszeit, also 1989 bis 1991, ein einschneidendes Defizit an vergleichbaren Daten herrscht. Als weitere Erschwernis der statistischen Arbeit tritt die unmittelbar nach der vollzogenen innerdeutschen Anpassung der Statistiksysteme begonnene Harmonisierung der statistischen Systeme in der Europäischen Union hinzu. Im dritten Teil werden die wichtigsten wirtschaftlichen Probleme der Transformation angesprochen. Dazu gehört vor allem die einmalige Schärfe, Tiefe und Schnelligkeit des vollzogenen wirtschaftlichen Strukturbruchs. Insbesondere wird das unerwartete Zusammenbrechen der Industrie in Ostdeutschland, das mit einem Verschwinden großer Teile vormals für den Osten Deutschlands lebenswichtiger Industriezweige verbunden war, betrachtet. Dabei soll die Frage geprüft werden, inwieweit dieses Desaster eine zwangsläufige Folge der Unfähigkeit der ostdeutschen Industrie zum Wettbewerb war, oder ob es durch wirtschaftspolitische Behutsamkeit in der ersten Transformationsphase zu verhindern gewesen wäre. Der vierte Teil analysiert die wirtschaftliche Entwicklung in Ostdeutschland anhand von graphischen statistischen Darstellungen. Den Rahmen stellen dabei so entscheidende Bereiche wie die Entwicklung der Wertschöpfung sowie ihre Strukturveränderung dar. Eingeschlossen von diesen werden die für die Bürger unmittelbar spürbare Arbeitsmarktentwicklung und die Preisentwicklung. Weiter werden die einflußreichen Entwicklungen der Bereiche Wirtschaftsförderung und Investitionen analysiert. Um die verschiedenen Aspekte der Veränderung einer bestimmten Wirtschaftserscheinung adäquat darzustellen, werden im allgemeinen verschiedene Methoden der Repräsentation einer Erscheinung einander gegenübergestellt, wie z. B. die Niveauentwicklung und die Entwicklung des relativen Zuwachses.
Lineare Modelle mit latenten Variablen sind seit langem verbreitete Analyse- und Prognoseinstrumente in den Sozialwissenschaften. Auch in der Ökonometrie gibt es einige Anwendungen. Die meistverbreiteten Modellierungs- und Schätzverfahren sind LISREL von Jöreskog und Sörbom (z.B. 1987) und Partial Least Squares (PLS) von H. Wold (1973). Während LISREL mehr modellorientiert und in der Anwendung konfirmativ ist, kann man PLS als datenorientiert und eher deskriptiv oder explorativ bezeichnen. Charakteristisch für Wolds Herangehen ist, daß das PLS-Modell eigentlich nur durch den Algorithmus zu seiner Schätzung definiert wird. Das umfassendste Programmsystem für PLS ist LVPLS von J. B. Lohmöller (1984). Es lehnt sich sehr eng an die Theorie von Wold an und ist trotz mangelnden Nutzerkomforts in seiner Vielseitigkeit und Zuverlässigkeit unübertroffen. Weder Wolds Verfahren noch Lohmöllers Programm sehen die Anwendung auf dynamische Modelle, etwa VARs, explizit vor. Die Einbeziehung verzögerter Variablen ist nur in Form selbständiger Variablen möglich, was zu Inkonsistenzen bei der Gewichtung führt. Im folgenden zweiten Abschnitt wird ein Verfahren skizziert (vgl. Strohe 1995), das sich einerseits sehr eng an den Woldschen Algorithmus anlehnt, das aber andererseits speziell auf die Behandlung von dynamischen Modellen mit verzögerten latenten Variablen ausgerichtet ist. Der dritte Abschnitt bringt dann eine Einführung in das entsprechende ISP™ Computerprogramm DPLS (vgl. Geppert 1995). Er besteht aus einer allgemeinen Programmbeschreibung und einer detaillierten Nutzeranleitung. Hinzu kommt die Bearbeitung eines kleinen ökonometrischen Demonstrationsmodells. Im vierten Abschnitt werden mit einer Simulationsstudie die Eigenschaften des Schätzverfahrens DPLS unter verschiedenen Verteilungsannahmen geprüft. Der Anhang bringt die vollständigen Listings der kommentierten Programm-Macros.
Eine der grundlegenden Aufgaben der Gemeinsamen Agrarpolitik der Europäischen Union ist neben der Sicherstellung der Versorgung der Bevölkerung, die Gewährleistung eines angemessenen Lebensstandards für Landwirte und in der Landwirtschaft Beschäftigte. Im Vertrag von Rom wurde daher unter anderem das Ziel festgehalten, "der landwirtschaftlichen Bevölkerung, insbesondere durch Erhöhung des Pro-Kopf-Einkommens der in der Landwirtschaft tätigen Personen, eine angemessene Lebenshaltung zu gewährleisten"1. Das Statistische Amt der Europäischen Gemeinschaften (EUROSTAT) veröffentlicht jedes Frühjahr Ergebnisse von Schätzungen zur aktuellen Entwicklung des Einkommens aus der landwirtschaftlichen Produktion in der Europäischen Union und ihren Mitgliedstaaten in Form von drei Einkommensindikatoren. Da diese Indikatoren nach dem Wandel, der sich in den letzten Jahrzehnten in der Landwirtschaft und in der Agrarpolitik vollzogen hat, zur vollständigen Beschreibung der wirtschaftlichen Lage des landwirtschaftlichen Sektors nicht mehr ausreichen, werden zusätzlich dazu Statistiken zum Gesamteinkommen landwirtschaftlicher Haushalte erhoben. Allerdings werden bisher die beiden Statistiken von EUROSTAT getrennt geführt und analysiert. Dieser Bericht legt die beiden unterschiedlichen Konzepte zur Beschreibung der Einkommenssituation in der Landwirtschaft dar, und stellt sie einander gegenüber. Darüber hinaus werden Indikatoren zur Messung des Einkommens landwirtschaftlicher Haushalte definiert. Anschließend wird für eine Datenreihe der Bundesrepublik Deutschland von 1973 bis 1992 die Entwicklung des Einkommens in der Landwirtschaft anhand dieser Indikatoren untersucht. Dazu werden zunächst die einzelnen Größen der beiden Statistiken in ihrer Zusammensetzung und ihrer Entwicklung eingehend analysiert und miteinander in Verbindung gesetzt, so daß schließlich eine globale Analyse der Entwicklung des Einkommens in der Landwirtschaft ermöglicht wird. Schließlich werden die in der Einkommenssituation des landwirtschaftlichen Haushaltes beobachteten Entwicklungstendenzen mit der Einkommenssituation des nichtlandwirtschaftlichen selbständigen und des durchschnittlichen Haushaltes verglichen. Der letzte Abschnitt befaßt sich noch einmal, unterstützt durch die Datenreihe aus der Bundesrepublik, mit der Konstruktion und Vergleichbarkeit der Indikatoren aus den beiden unterschiedlichen Statistiken.
Am 1. Januar 1995 sind Finnland, Schweden und Österreich der Europäischen Union beigetreten. Um einen Einblick in die Situation im landwirtschaftlichen Sektor der drei neuen Mitgliedstaaten zu schaffen und ihre Position innerhalb der Europäischen Union darzulegen, wurde im Rahmen eines Praktikums beim Statistischen Amt der Europäischen Gemeinschaften (EUROSTAT) dieser statistische Überblick erstellt. Der Bericht beschreibt in seinem ersten Teil die wirtschaftliche Bedeutung der landwirtschaftlichen Produktion in diesen Ländern, analysiert ihre Zusammensetzung und zeigt die Entwicklung einzelner Produkte in den letzten 15 Jahren. Im zweiten Teil wird die Einkommenssituation in der Landwirtschaft Finnlands, Schwedens und Österreichs beurteilt. Dabei wird besonders auf die Bedeutung einzelner Positionen, insbesondere der Steuern und Subventionen, für das landwirtschaftliche Einkommen eingegangen, und durch ihre Veränderungen die Einkommensentwicklung erklärt. In beiden Teilen wird auf Veränderungen, die im Beitrittsjahr 1995 zu beobachten waren, gesondert eingegangen. This paper is concerned with the education policy of the GDR state party SED in the field of statistics particularly for students of economics. Statistics was expected to be an instrument of party propaganda. What they called socialist statistics was created on the base of the ideas of Marx, Lenin and Stalin. The personnel policy of the Ministry of Higher Education had to serve these purposes, i.e. only active party members had a chance of getting a professor's job. However, a certain proportion of the academic staff did a good teaching and research work ignoring the official party programmes.

In diesem Beitrag werden das hochschuldidaktische Instrument der „Lehrhospitation“ und seine Relevanz im Professionalisierungsprozess von Hochschullehrenden als subjektwissenschaftlich begründetes vorgestellt. Damit richtet sich der Beitrag an Praktikerinnen und Praktiker in der hochschuldidaktischen Weiterbildung, deren Gegenstand die Professionalisierung des Lehrhandelns von Hochschullehrenden ist sowie an interessierte Hochschullehrende, die ihre Handlungsoptionen in der Lehre professionalisieren möchten.
Computer games may be defined as artifacts that connect the input devices of a computer (such as keyboard, mouse or controller) with its output devices (in most cases a screen and speakers) in such a way that on the screen a challenge is displayed. On the screen we see pictorial elements that have to be manipulated to master a game, that is to win a competition, to solve a riddle or to adopt a skill. Therefore the characteristics of the representational function of computer games have to be contrasted phenomenologically with conventional games on the one hand and cinematic depictions on the other. It shows that computer games separate the player from the playing field, and translate bodily felt concrete actions into situational abstract cinematic depictions. These features add up to the situational abstract presentation of self-action experience. In this framework computer games reveal a potential as a new means of shared cognition that might unfold in the 21st century and change the beingin- the-world in a similar way as cinematic depiction did in the 20th century
Dieses Buch stellt das Institut für Internationale Beziehungen (IIB) in Potsdam-Babelsberg von seiner Gründung in den 1950er Jahren bis zu seiner Auflösung im Jahre 1990 dar. Zeitzeugen analysieren die Rolle des Instituts im politischen System, beschreiben seine Strukturen und Aufgaben in Forschung und Lehre und diskutieren Defizite und Leistungen dieser außenpolitischen Institution der DDR.
Der Augsburger Soziologe Hans-Jürgen Frieß analysiert sowohl aus politologischer als auch soziologischer Sicht das politische Regime Kubas. Im Fokus steht die Frage der politischen Stabilität. Der Autor diskutiert die politischen, historischen und wirtschaftlichen Rahmenbedingungen der Macht Fidel Castros. Der zeitliche Schwerpunkt der Analyse liegt in den Jahren von 1990 bis 2006, wobei auch vorherige Entwicklungen beleuchtet werden. Das Buch basiert auf einer Dissertation, die 2008 an der Universität Augsburg erfolgreich verteidigt wurde.
Siebzehn Beiträge aus drei Schwerpunktbereichen der soziologischen und historischen Forschungen des polnischen Soziologen Andrzej Sakson, Direktor des Instytut Zachodni in Posen, sind in diesem zehnten PTB zusammengefasst: zu deutsch-polnischen Beziehungen, zu den Minderheiten in Polen und Deutschland sowie zur Migration in Europas Geschichte und Gegenwart. Der Band bietet zugleich einen spannenden Einblick in das zeitgenössische Denken eines der führenden Soziologen Polens.
Der achte Band der Potsdamer Textbücher beschäftigt sich mit Deutschlands Nachbarland Polen. Beide Staaten teilen eine komplizierte Vergangenheit und die Debatte um die deutsch-polnischen Beziehungen reißt nicht ab. Die Artikel dieses Bandes sollen zu einem besseren Verständnis der Geschichte, Kultur, Wirtschaft, Gesellschaft sowie des Staates Polen beitragen. Aber wie wurde der Umbruch in Politik und Wirtschaft rechtlich verankert? Welche Probleme entstehen, wenn westliche Normen wie die Vorschriften der EU nach Osteuropa übertragen werden und welche Rolle spielt das Recht beim Aufbau der Wirtschaft? Juan Linz reflektiert darin die Debatten um Totalitarismus und Demokratie und beschreibt die autoritäre Herrschaft als eigenständige Form politischer Machtausübung. Der dritte Band der Potsdamer Textbücher befasst sich mit gesellschaftlichen Entwicklungen im konfliktreichen Nahen Osten. Die Zusammenstellung der Texte erfolgte sowohl mit Blick auf die anhaltende Kulturkreisdiskussion als auch hinsichtlich der Bemühungen um Stabilität in dieser Region. Hinzu kommen Analysen zur wirtschaftlichen Entwicklung und den politischen Regimes in Israel, Palästina, Ägypten, im Jemen und Iran. Auszüge aus Verfassungen arabischer Staaten, statistische Angaben und eine Bibliographie vervollständigen das Textbuch.
Persistence of stock returns is an extensively studied and discussed theme in the analysis of financial markets. Antipersistence is usually attributed to volatilities. However, not only volatilities but also stock returns can exhibit antipersistence. Antipersistent noise has a somewhat rougher appearance than Gaussian noise. Heuristically spoken, price movements are more likely followed by movements in the opposite direction than in the same direction. The pertaining integrated process exhibits a smaller range – prices seem to stay in the vicinity of the initial value. We apply a widely used test based upon the modified R/S-Method by Lo [1991] to daily returns of 21 German stocks from 1960 to 2008. Combining this test with the concept of moving windows by Carbone et al. [2004], we are able to determine periods of antipersistence for some of the series under examination. Our results suggest that antipersistence can be found for stocks and periods where extraordinary corporate actions such as mergers & acquisitions or financial distress are present. These effects should be properly accounted for when choosing and designing models for inference.
Der vorgestellte Beitrag erforscht die wirtschaftlichen Tätigkeiten der großen deutschen Unternehmen Gelsenkirchen AG, Deutscher Kaiser AG sowie weiterer Firmen und Banken in Georgien am Ende des 19. und Anfang des 20. Jahrhunderts. Diesbezüglich sind in der Arbeit die folgenden Schwerpunkte gesetzt worden: - Erforschung des Wirkens der Firmen Gelsenkirchen AG und Deutscher Kaiser AG und seiner Folgen; - Darstellung der positiven und negativen Seiten ihres Einfluss auf die georgische Wirtschaft; - Darstellung der (insbesondere wirtschaftlichen) Beziehungen zwischen Deutschland und der Demokratischen Republik Georgien (1918 – 1921). Die wissenschaftliche und praktische Relevanz kann wie folgt formuliert werden: - Es wird begründet, dass die deutschen Firmen durch ihre Aktivitäten in Georgien (Bau von Eisenbahnlinien, Einführung einer Reihe von Neuheiten in der Kupfer- und Manganproduktion sowie der Metallverarbeitung) eine entscheidende Rolle in der wirtschaftlichen Entwicklung des Landes spielten; - Die Aktivitäten der Firmen, deren positive und negative Seiten sowie ihr Einfluss auf die georgische Wirtschaft werden im Einzelnen charakterisiert.
