The authors argue that the public opinion and the discourse of political elites differ significantly within the Franco-German debate on the Constitutional Treaty of the EU. Moreover, the article shows that the discussion reflects different conceptions of European politics. These differences lead to the claim that the co-operation and the leading role of Germany and France in the EU have to be re-defined. This has to occur in the context of a politicisation of European politics, which is crucial for the future of the enlarged European Union.
The European Employment Strategy (EES) belongs to the European Union’s „softer“, legally non-binding policy instruments. Many politicians and academics associated its introduction with the expectation for a strengthening of the EU’s social dimension and democratic quality. This article examines whether, so far, the EES can be regarded as effective and legitimate. To illustrate this, the author briefly examines the role of the EES for the development of labour market policy in Germany and the UK.
Community Initiatives are one part of implementing European Employment Strategy in the European Union’s member countries. By the example of the EQUAL-Project „INCLUSION - Integration-Network for Migrants in the Federal State of Brandenburg“, this article critically examines what results such projects can achieve. Following ADAPT and EMPLOYMENT, the initiative EQUAL started in 2001 with the stated mission to promote social integration in working life through fighting against discrimination and exclusion.

Nach der Osterweiterung und dem Scheitern des Verfassungsvertrages befindet sich Europa in einer Orientierungskrise. Auf der Suche nach sich selbst, wurde die Debatte um seine Zukunft neu entfacht. Unter diesen Umständen haben die Vorstellungen eines Kerneuropas wieder Konjunktur und werden heftig diskutiert. Was ist Europa? Wo liegt sein Kern? Wohin kann es, wohin darf es gehen?
The negative vote of the French population to the European Constitution shocked the European politics. It shifted the power constellations within the Union. By giving historical examples, the author explains that the refusal of the French population is not a new phenomenon. As a result, the article suggests to slow down the European integration process in order to prevent further setbacks.
The Polish discourse about the European Constitution has one feature in common with the discourses of other member states: it deals with everything but the text of the Constitution Treaty itself. At its core it oscillates between the Polish striving for power in the EU and the toleration for cultural difference in Europe. The opposite of the latter has been particularly significant during the referendum debates in France and the Netherlands, which let to the rejection of the constitutional treaty.

The author discusses the failure of the EU-Constitution plebiscite in France and focuses on the different arguments brought forward in the French debate over the EU-Constitution. The draft of the Convent was a complex volume full of compromises. However, in comparison with the Treaty of Nice, it would have been a starting point for achieving a direct trans-national democracy. According to the author, the referendum only failed due to some unique plebiscite elements that were instrumentalised by governments which had overestimated themselves.

Die EU-Staaten haben sich lange Zeit in die Rolle der „Vasallen“ und des „Brückenkopfs“ (Brzezinski 1999) gefügt, solange sie sich davon mehr Vor- als Nachteile versprechen konnten. Mit der Ausformung der Europäischen Union zu einem immer kompakteren wirtschaftlichen und finanzpolitischen Machtzentrum wächst auch das Bedürfnis nach einer kohärenteren und durchsetzungsfähigeren regionalen und globalen Interessenwahrnehmung in den internationalen Institutionen, gegenüber anderen Großmächten und regionalen Zusammenschlüssen sowie in gewaltsamen Konflikten, die die Interessen der EU-Staaten tangieren. Dieser Trend wird durch den unilateralen Kurs der Vereinigten Staaten zusätzlich verstärkt, der sich bereits unter der Präsidentschaft Clintons ausformte und unter der Bush-Administration eine bislang nicht gekannte Zuspitzung erfahren hat. Mit der Ablehnung des Kyoto-Protokolls und des Internationalen Strafgerichtshofs, mit der Aufkündigung des ABM-Vertrages, dem Infragestellen des Teststoppabkommens und der Rehabilitierung des Krieges als Mittel der Politik haben die Vereinigten Staaten grundlegende Interessen, Ziele und Standards der EU-Staaten negiert und mithin ihre Gegenwehr herausgefordert.
Through police co-operation, re-admission agreements, and setting up of detention camps, Italy’s immigration policy tries to delocalise border controls between Europe and North Africa. Italian immigration quotas and development aid should induce countries of origin and transit of migrants to tighten their border controls and cooperate with Italy. Development aid is used by the EU in order to exert pressure on other countries, whereas Libya for instance uses transiting refugees as a diplomatic weapon. On the other hand, relations between Italy and North African countries do not focus on human rights violations taking place in some of these countries.
