Gleichstellungspolitik als „Querschnittspolitik“ ist eine der oft genannten politische Metapher unserer Zeit. Ob in der Arbeitsmarkt-, Steuer-, Familien- oder Bildungspolitik, Gleichstellung ist in allen diesen Bereichen von hoher Relevanz. Der „Querschnittscharakter“ der Gleichstellungspolitik trägt dazu bei, dass in diesem Politikbereich viele unterschiedliche Akteure mit ebenso unterschiedlichen Handlungslogiken sowie Zielen aufeinandertreffen. Um Gleichstellungprogramme planen und darüber Gleichstellungspolitiken gestalten zu können, müssen die Handlungen dieser Akteure koordiniert werden.
In dieser Arbeit wird unter Verwendung des Governance-Ansatzes der Frage nachgegangen, wie die Handlungskoordination zwischen unterschiedlichen Akteuren im System der deutschen Gleichstellungspolitik erfolgt. Analysiert und rekonstruiert werden die gleichstellungspolitischen Entwicklungen in der BRD seit den 1990er Jahren, anhand der Auswertung relevanter Regierungsdokumente und wissenschaftlicher Sekundärliteratur. Hierarchien, Netzwerke und Verhandlungen – Ausprägungen der Governance-Formen – stehen bei der Rekonstruktion und Analyse der Akteurskonstellationen im Mittelpunkt.
Im Ergebnis konnten im Falle Deutschlands zwei verschiedene „Gleichstellungsgovernance-Regime“ identifiziert werden. Diese sind gekennzeichnet durch die in den Regimen je dominierenden Handlugskoordinationsmechanismen der „wirtschaftlichen-Selbstkoordination“ (2001) und der „wechselseitigen-Beobachtung“ (2003-2012). Der Vergleich dieser beiden Regime zeigt, dass sie sich vor allem in Hinblick auf ihre Akteurskonstellationen unterscheiden. In ihnen herrschen je eigene Handlungslogiken und als Folge daraus unterschiedliche gleichstellungspolitische Ergebnisse.

Social media platforms provide a large array of behavioral data relevant to social scientific research. However, key information such as sociodemographic characteristics of agents are often missing. This paper aims to compare four methods of classifying social attributes from text. Specifically, we are interested in estimating the gender of German social media creators. By using the example of a random sample of 200 YouTube channels, we compare several classification methods, namely (1) a survey among university staff, (2) a name dictionary method with the World Gender Name Dictionary as a reference list, (3) an algorithmic approach using the website gender-api.com, and (4) a Multinomial Naïve Bayes (MNB) machine learning technique. These different methods identify gender attributes based on YouTube channel names and descriptions in German but are adaptable to other languages. Our contribution will evaluate the share of identifiable channels, accuracy and meaningfulness of classification, as well as limits and benefits of each approach. We aim to address methodological challenges connected to classifying gender attributes for YouTube channels as well as related to reinforcing stereotypes and ethical implications.
Fragestellung (Auszug): Die polnische Landwirtschaft wird im Hinblick auf ihre Rolle in der EU als nicht wettbewerbsfähig einge-schätzt und es scheint unumstritten, dass strukturelle Reformen unabdingbar sind. Ratschläge für die Ent-wicklung der polnischen Landwirtschaft gibt es viele. Unter anderem wird Polen die Besetzung von potentiellen Marktnischen empfohlen. Als Hoffnungsträger gilt dabei der ökologische Landbau, für den die extensive, traditionelle polnische Landwirtschaft eine optimale Voraussetzung darstellt. Neben einer EU-weit steigenden Nachfrage nach Bio-Lebensmitteln spricht für diese verstärkte Nischenbesetzung die Tatsache, dass die arbeitsintensive ökologische Wirtschaftsweise zumindest teilweise der zu erwartenden hohen Arbeitslosigkeit im Agrarsektor entgegen wirken kann. Damit würde der Biolandbau einen entscheidenden Beitrag für eine nachhaltige Regionalentwicklung leisten. Trotz positiver Entwicklungen in den letzten Jahren, verlief die Entwicklung des ökologischen Landbaus in Polen allerdings schleppend, und das Potential Polens scheint in diesem Bereich noch längst nicht ausgeschöpft. Diese Arbeit widmet sich der Frage, welche institutionellen Erklärungen es für diese Entwicklung gibt, verbunden mit der Hoffnung, institutionelle Faktoren ausfindig zu machen, welche die Entwicklung besonders positiv befördern oder andererseits abbremsen. Dabei werden ausgehend von einem institutionentheoretischen Hintergrund relevante formale und informelle Institutionen auf polnischer und EU-Ebene untersucht, sowie ver-schiedene Akteursgruppen, sowie deren Interaktion mit den institutionellen Entwicklungen beleuchtet.
Aus der Einleitung Ziel der folgenden Studie ist es, die Entwicklung des öffentlichen Dienstrechts in Polen, der Slowakei und Estland vergleichend zu analysieren. Die Schaffung eines professionellen und entpolitisierten Staatsdienstes ist eine zentrale Voraussetzung für die Konsolidierung von Marktwirtschaft und Demokratie im Zuge der politischen und wirtschaftlichen Transformationsprozesse im postsozialistischen Mittel- und Osteuropa. Eine Verfestigung demokratischer Institutionen und Ver-fahren kann nur gelingen, wenn die Gesetzesausführung und die damit Beauftragten selbst demokratisch legitimiert und kontrolliert sind. Das Verwaltungshandeln sollte nicht nur sachlich-inhaltlich, sondern auch personell-institutionell an Gesetz und Recht gebunden sein. Daher müssen insbesondere Fragen des Dienstverhältnisses der Beamten gesetzlich geregelt und von willkürlichen Entscheidungen der jeweiligen politischen Führung unabhängig sein. In der Mehrzahl der mittel- und osteuropäischen Staaten sind mittlerweile entsprechende Gesetze in Kraft. Die unterschiedlichen Zeitpunkte der Verabschiedung (1995 in Estland, 1998 in Polen und 2001 in der Slowakei) machen aber deutlich, dass die Notwendigkeit eines entsprechend den oben genannten Kriterien konzipierten Staatsdienstes keinesfalls überall erkannt wurde. Die in der Literatur verbreitete Einschätzung, dass in allen mittel- und osteuropäischen Staaten noch beachtliche Diskrepanzen zwischen den immensen politischen Herausforderungen einerseits und den begrenzten Regierungskapazitäten andererseits bestehen, deuten darauf hin, dass die Umsetzung der Beamtengesetze weiter verbesserungswürdig ist.
Die vorliegende Arbeit enthält eine statistische Analyse der Gesamtheit öffentlicher Unternehmen in Deutschland und ihrer wirtschaftlichen Lage. Für diese Untersuchung stand eine Datenbank für etwa 9000 öffentliche Unternehmen mit knapp 500 Merkmalen zur Verfügung, die im Wesentlichen den Posten der Jahresabschlüsse und verschiedenen Identifikationsmerkmalen (wie u. a. Unternehmenssitz, Wirtschaftszweig und Rechtsform) entsprechen. Die Analyse umfasst den Zeitraum von 1998 bis 2006. Die extrem umfangreiche Datengrundlage – Jahresabschlussstatistiken öffentlicher Unternehmen – ist für einen Statistiker eine große Versuchung. In der Arbeit wurden Methoden der beschreibenden Statistik und der Jahresabschlussanalyse mit Bilanzkennzahlen angewandt. Vor allem in den letzten zwanzig Jahren wurde die Entwicklung der Gesamtheit öffentlicher Unternehmen durch Wandelprozesse geprägt und von Diskussionen über ihre Leistungsfähigkeit begleitet. Die Dynamik der Gesamtheit öffentlicher Unternehmen zeigt sich v. a. an der Vielfalt ihrer Aufgabenbereiche und Organisationsformen. Daher wurde in dieser Arbeit versucht, zunächst eine Bestandsaufnahme des öffentlichen Unternehmensbereichs durchzuführen. Ein weiteres Ziel war die Beschreibung der Wirtschaftslage öffentlicher Unternehmen im letzten Jahrzehnt, wobei ihre Leistungsfähigkeit in den Vordergrund gestellt wird. Die Leistungsfähigkeit öffentlicher Unternehmen nur über die betriebswirtschaftliche Effizienz zu messen, ist gewiss einseitig und nicht ausreichend. Diese ließ sich aber im Vergleich zur volkswirtschaftlichen oder sozialen Effizienz leichter operationalisieren: Die betriebswirtschaftlichen Effizienzkriterien können gut aus den Jahresabschlüssen abgeleitet werden. Dadurch wird auch ein Vergleich mit privaten Unternehmen in gewissen Grenzen möglich. Die Beschreibung der Wirtschaftslage öffentlicher Unternehmen wurde als Analyse ihrer einzelnen Teillagen (Vermögens-, Finanz- und Ertragslage) strukturiert. Insgesamt unterstreicht die Analyse der Teillagen die enge Verflechtung zwischen öffentlichen Unternehmen und öffentlichen Haushalten. Die vorliegende Untersuchung soll die Forschung auf dem Gebiet der datengetriebenen Statistik, die im Universitätsbereich in letzten Jahren im Vergleich zur modellgetriebenen Statistik oft vernachlässigt wurde, ausweiten.
Borders are a main characteristic of political entities. The separation from and the interactions with the outside environment are realised simultaenously. This is now heavily questioned in the European Union as „the first post-modern political entity“ (Ruggie). Within the EU we have observed a process of „de-bordering“ and growing transborder cooperation. Simultaneously, the question of the external border of the EU is raised as a political and mental issue. Deepening of the present EU leads to the fostering of the external borders - this is the lesson of the last 10 years. This can be also observed at the EU’s Eastern border - after the „first Eastern enlargement“ in the context of German reunification in 1990 - to the Oder/Neisse. The article discusses the historic developments and specific challenges of this border line and argues for cooperative external borders of the EU.
Die Dissertation befasst sich mit den Reformprozessen, die sich vom Zeitpunkt des System-umbruchs 1989/90 bis zum EU-Beitritt 2004 in den Ministerialverwaltungen Estlands und Polens vollzogen haben. Die Veränderungen, die während dieser Zeit stattfanden, standen im Spannungsfeld zweier Prozesse: des von innenpolitischen Erfordernissen geprägten Transformationsprozesses und des Europäisierungsprozesses, in dem die EU als einflussreicher externer Akteur hinzutrat. Konzeptionell greift die Untersuchung auf die Diskussionen aus der institutionellen Transformationsforschung und die Debatten um die Europäisierung von Regierungs- und Verwaltungssystemen zurück. Die Arbeit konzentriert sich auf die Veränderungen auf der zentralstaatlichen Ebene und betrachtet diese Veränderungen in ihrer horizontalen und sektoralen Dimension. Die horizontale Dimension umfasst Rahmenbedingungen des Verwaltungssystems insgesamt, dies sind zentrale Strukturen des Regierungsapparates, die regierungsinternen Koordinationsmechanismen und die Etablierung des öffentlichen Dienstes. In der sektoralen Dimension wird die Verwaltung im Politikfeld Landwirtschaft betrachtet. In beiden Ländern gab es einen gemeinsamen Ausgangspunkt der Entwicklungen, das sozialistische Verwaltungssystem, und einen ähnlichen Zielpunkt der Verwaltungsreformen in den 1990er Jahren: eine wie auch immer definierte „moderne Verwaltung“. Auch die Rahmenbedingungen des EU-Integrationsprozesses in Mittelosteuropa lassen eher Konvergenzen erwarten. Doch spielen nationale politische Konstellationen eine entscheidende Rolle für die Entwicklungen, so dass man bilanzierend sagen kann: Estland und Polen haben mit Beginn der Transformation unterschiedliche nationale Entwicklungspfade eingeschlagen und ihre Verwaltungssysteme unterscheiden sich mittlerweile stärker voneinander als zur Zeit des Sozialismus.

Gegenstand des Projektes war eine Befragung der Gremien zur kommunalen Kriminalitätsverhütung des Landes Brandenburg. Ziel des Projektes war eine Bestandsaufnahme und Systematisierung der konkreten regionalen Erscheinungsformen von Gewalt und Fremdenfeindlichkeit und ihrer möglichen Ursachen sowie die Ermittlung des von den KKV-Gremien wahrgenommenen politischen Handlungsbedarfs. Ghana ist ein Musterbeispiel dafür, dass ein Entwicklungsland den Weg zu Good Governance schaffen kann. In vielen Studien wird dem Land im afrikanischen Vergleich heute bescheinigt, hier ein Vorreiter zu sein. Dies ist Ausgangslage der vorliegenden Studie, die der Frage nachgeht „Welche Gründe, Muster und Bedingungen führen zur Entstehung von Good Governance?“. Im Zentrum der vorliegenden Studie steht, wie aus der erkenntnisleitenden Fragestellung hervorgeht, eine empirische Untersuchung zur Entstehung von Good Governance und damit ein Transformationsprozess. Dieser wird bewusst über einen sehr langen Zeitraum (über ein halbes Jahrhundert) untersucht, um auch langfristige Entwicklungen einbeziehen zu können. Die Studie wird mit Hilfe eines „Mixed-Methods-Ansatzes“ sowohl unter Rückgriff auf quantitative als auch auf qualitative Methoden durchgeführt, was sich im Rückblick als sehr ertragreich erwiesen hat. Zunächst wird die Qualität der Governance über den gesamten Zeitraum anhand von sechs Indikatoren gemessen. Danach werden qualitativ die Gründe für die Fort- und Rückschritte analysiert. Dabei lassen sich immer wieder Systematiken herausarbeiten, wie zum Beispiel zirkuläre Entwicklungen, die über viele Jahre den Weg hin zu Good Governance verhinderten, bis jeweils Ausbrüche aus den Kreisläufen geschafft werden konnten. Sowohl in der demokratischen und rechtsstaatlichen Entwicklung als auch bezogen auf die Versorgung der Bevölkerung mit öffentlichen Gütern und die wirtschaftliche Entwicklung. Auch wenn die verschiedenen Bereiche von Good Governance zunächst einzeln untersucht werden, so zeigen sich gleichzeitig deutlich die Wechselwirkungen der Komponenten. Zum Beispiel kristallisiert sich klar heraus, dass Rechtsstaatlichkeit sowohl auf die Stabilität politischer Systeme wirkt, als auch auf die wirtschaftliche Entwicklung. Ebenso beeinflussen diese wiederum die Korruption. Ähnliche Verknüpfungen lassen sich auch bei allen anderen Bereichen nachvollziehen. Die Entwicklung eines Landes kann also nur unter Berücksichtigung eines komplexen Governance-Systems verstanden und erklärt werden. Dabei können die Wechselwirkungen entweder konstruktiv oder destruktiv sein. Die Verflechtungen der einzelnen Bereiche werden in einem Negativ- und dann in einem Positiv-Szenario festgehalten. Diese Idealtypen-Bildung spitzt die Erkenntnisse der vorliegenden Arbeit zu und dient dem analytischen Verständnis der untersuchten Prozesse. Die Untersuchung zeigt, wie Good Governance über das Zusammenspiel verschiedener Faktoren entstehen kann und dass es wissenschaftlich sehr ertragreich ist, Transformationsforschung auf ein komplexes Governance-System auszuweiten. Hierbei werden die vielen empirisch erarbeiteten Ergebnisse zu den einzelnen Transformationen zu komplexen, in sich greifenden Gesamtszenarien zusammengeführt. Da es bisher keine explizite Good Governance-Transformationsforschung gab, wurde hiermit ein erster Schritt in diese Richtung getan. Es wird darüber hinaus deutlich, dass eine Transformation zu Good Governance nicht durch eine kurzfristige Veränderung der Rahmenbedingungen zu erreichen ist. Es geht um kulturelle Veränderungen, um Lernprozesse, um langfristige Entwicklungen, die in der Studie am Beispiel Ghana analysiert werden. In vielen vorangegangenen Transformationsstudien wurde diese zeitliche Komponente vernachlässigt. Ghana hat bereits viele Schritte getan, um einen Weg in die Zukunft und zu Good Governance zu finden. Die Untersuchung dieser Schritte ist Kern der vorliegenden Arbeit. Der Weg Ghanas ist jedoch noch nicht abgeschlossen.
