Geschäftsbeurteilungen und -Erwartungen sind bedeutende Einflussgrößen in der Wirtschaft. Vor allem durch die Ereignisse der Finanzkrise der letzten Monate nahm die Diskussion um den Einfluss solch psychologisch basierter Faktoren zu. Die schillernden Begriffe wie Beurteilungen oder Erwartungen müssen zunächst quantifiziert werden, eine Aufgabe, die in der Regel von Forschungsinstituten wie Ifo, ZEW oder Eurostat übernommen wird. Dieser Diskussionsbeitrag untersucht, welche Möglichkeiten bestehen, die aktuellen Beurteilungen und zukünftigen Erwartungen in der Wirtschaft zu messen und wie dies konkret realisiert wird. Die Arbeit umfasst eine Datenbeschreibung und eine weitergehende Datenanalyse, in der die Zusammenhänge und Entwicklungen der einzelnen Zeitreihen untersucht werden. Eine der bedeutendsten Fragestellungen ist die Qualität und Reichwerte der Prognosekraft der Erwartungen für spätere Zeithorizonte. Ein internationaler Vergleich zwischen Deutschland und ausgewählten Länder der Europäischen Union sollen einen Überblick über die gemeinsame Entwicklung verschaffen. Als statistische Methoden werden unter anderem Hauptkomponentenanalysen und Partial-Least-Squares-Modelle verwendet.
Migration ist ein weltweites Phänomen. Der Politikwissenschaftler Christian Kube betrachtet sie in „Immigration und Arbeitskämpfe in den USA“ am Beispiel mexikanischer Einwanderer in Kalifornien. Der Autor analysiert das Verhältnis zwischen Arbeitern aus Mexiko und der US-amerikanischen Arbeiterbewegung, insbesondere den Gewerkschaften. Er tut dies an zwei Fallbeispielen, in denen Gewerkschaften versuchten bzw. versuchen, in Kalifornien transnationale Arbeiter zu organisieren: Zum einen wird das Los Angeles Manufacturing Project (LAMAP) betrachtet, zum anderen der immer noch andauernde Arbeitskampf in der Mandelfabrik Blue Diamond Growers (BDG) in Sacramento/Kalifornien. Abschließend wird die Frage beantwortet, ob die traditionellen Gewerkschaften der USA für die Interessenvertretung und Integration von Menschen mit Migrationshintergrund im Niedriglohnsektor geeignet sind. Christian Kube ist der Ansicht, dass sie einen wesentlichen Beitrag zur Organisation transnationaler Arbeiter leisten müssen, da es derzeit keine annähernd so mitgliederstarken Institutionen wie die Gewerkschaften in den USA gibt.
Anfang des Jahres 2008 erkannte die Bundesrepublik Deutschland den Kosovo als souveränen Staat an, während sich die Europäische Union mit dieser Entscheidung zurückhielt. Die Politikwissenschaftlerin Franziska Krämer untersucht in ihrer Arbeit „Die Politik Deutschlands in der Kosovofrage“ das Spannungsverhältnis zwischen eigenständiger deutscher und europäischer Außenpolitik. Am Beispiel des Kosovo wird die Problematik der Verflechtung von deutschen und europäischen Politikebenen diskutiert. Die Autorin kommt zu dem Ergebnis, dass die deutsche Kosovopolitik als Beispiel einer neuen deutschen Außenpolitik und nicht als der Beginn einer Europäisierung deutscher Außenpolitik zu sehen ist.
Der Anspruch der Publikationen der Reihe „Sorben (Wenden) - Eine Brandenburger Minderheit und ihre Thematisierung im Unterricht“, Lehrerinnen und Lehrern Anregungen und Impulse für eine Berücksichtigung der Thematik in ihrem Unterricht zu geben, bleibt aktuell. Der Bildungsauftrag der Brandenburger Schule ist in dieser Hinsicht auch unverändert. Was sich jedoch verändert hat, sind eine Vielzahl von Rahmenlehrplänen. Mit der vorliegenden Publikation, der überarbeiteten und erweiterten Zusammenfassung der 2008 erschienenen Teile I und II, entstand ein einführendes Werk, das fachübergreifende Grundlagen zum Thema Sorben/Wenden in Brandenburg und Anknüpfungspunkte für die Unterrichtsfächer an den Schulen Brandenburgs bietet. Wie immer flossen zahlreiche Quellen sorbischer/wendischer Institutionen ein, so dass auch deren Perspektiven berücksichtigt wurden. Zahlreiche Verweise auf weiterführende Literatur bzw. das Internet sollen zudem bei einer tiefer gehenden Beschäftigung mit der Thematik hilfreich sein.
Der "eTEACHiNG-kompass" beinhaltet Informationen zu verschiedenen Funktionen der E-Learning-Plattform "Moodle" und weiteren digitalen Lehr-Lern-Medien. Durch Anregungen sowie konkrete Nutzungs- und Handlungsvorschläge will er deren methodisch reflektierten Einsatz in der Lehre unterstützen. Inhalt Nr. 1 Lernräume einrichten. Öffentlich-private Partnerschaften oder Public Private Partnerships (PPP) werden seit Mitte der Neunziger Jahre des letzten Jahrhunderts in allen westeuropäischen Ländern umgesetzt. Dieses Modell der alternativen Leistungserbringung wurde mit erstaunlicher Geschwindigkeit, sektorenübergreifend und flächendeckend implementiert. Verschiedene Autoren haben den Ansatz der Netzwerk-Gesellschaft mit der Entstehung des Phänomens PPP in Verbindung gebracht. An diesem Punkt setzt diese Arbeit an: Es wird untersucht, ob Policy-Netzwerke in der Europäischen Union existierten, die die Entwicklung der staatlichen Leistungserbringung zu Public Private Partnerships forciert haben, bzw. das Thema PPP auf die Agenda setzten und weitergehend wer die relevanten Akteure sind, in welcher Konstellation diese stehen und wie sie vernetzt sind. Wenn ein derartiges Policy-Netzwerk auf europäischer Ebene existieren sollte, soll des Weiteren analysiert werden, um was für eine Art von Policy-Netzwerk es sich nach der Policy-Netzwerk-Typologie handelt. Abschließend werden die Implikationen und Effekte dieses Netzwerkes in Hinblick auf faire Zugangsmöglichkeiten, Transparenz und Wirtschaftlichkeit von Public Private Partnerships erörtert.
Zur Bewältigung der drängenden Fragen der heutigen Zeit wird von den politischen Verantwortungsträgern ein klares und nachvollziehbares Konzept und Vorgehen eingefordert. Der Ruf nach einer strategischen nicht nur taktischen Ausrichtung der politischen Planung und Steuerung wird laut. Die Restriktionen der politischen Rationalität können nicht als Hinderungsgrund für die stärkere Strategieausprägung von Regierungspolitik angesehen werden, vielmehr ist der Strategiefaktor in der Politik auszubauen. Die vorliegende Arbeit stellt die Balanced Scorecard (BSC) als strategisches Managementinstrument zur Verbesserung der strategischen Planung und Steuerung der Vorhaben einer Landesregierung an der Schnittstelle zwischen Landesregierung und Ministerialverwaltung in den Fokus der Betrachtung. Entscheidend für die Anwendung eines für die Privatwirtschaft entwickelten Instruments ist dessen Anpassbarkeit an spezifische Kriterien, die sich im Kontext einer Landesregierung und deren -verwaltung ergeben. Diese qualitativen Kriterien werden mithilfe einer Matrix ermittelt. In dieser stehen sich die essenziellen Funktionen einer BSC und die Herausforderungen der BSC im Kontext einer Landesregierung gegenüber. Der empirische Teil der Arbeit stellt die BSC-Bestrebungen des Landes Brandenburg vor und analysiert diese anhand der abgeleiteten qualitativen Kriterien. Im Ergebnis der Fallstudie stellt sich vor allem die Führungsunterstützung als der erfolgsentscheidende Faktor der BSC-Konzeption und -Implementierung innerhalb der Landesregierung Brandenburg heraus. Daneben sind die Formulierung und Ableitung klarer Strategien und Ziele durch die Regierenden, die Beachtung personeller Aspekte sowie eine ausgefeilte Projektorganisation von entscheidender Bedeutung für den Erfolg der BSC.
